Full textContributing to the field of history of international cultural relations, this thesis proposes a comparative analysis of the engagement in cultural diplomacy by Argentina, Brazil and Chile in the period between the two World Wars. This surge in cultural diplomacy relied upon organizations for intellectual cooperation, both on an international and regional level. The goal of this work is to show how, from various networks embedded in the structures and dynamics of international, continental and Latin American intellectual cooperation, Argentina, Brazil and Chile forged deliberate instruments of cultural diplomacy and constructed a certain image of themselves on the international scene. This thesis aims to show that these initiatives in cultural diplomacy could neither have happened nor acquired their importance without being part of larger dynamics transcending their own national borders. At the heart of any reflection on cultural diplomacy and its concern with projections of national images into international settings is the question of national identity. Therefore, the work takes a perspective that is as much part of history of international relations as it is cultural history, retracing the frontier of debates on national identity and the definition of foreign policy

Full textFrench cultural presence in Southern Italy grew during the in-between wars period, against the tricky backdrop of fascism, through the birth and development of the French Cultural Institute in Naples. The Opening part of this work is about Naples, a city which, in spite of political decline, remained culturally and economically attractive, while its ever cosmopolitan tradition is best depicted borrowing the words of travelers who visited the region, starting with the Great Tour. Local institutions live up to challenges set by the foreign institute. Closer scrutiny of the main foreign communities however, reveals how shallow-rooted France is, over there. The second part focuses on the creation and evolution of the Institute between 1914 and 1925. The French government sees it as way of starting an area of influence in the Southern Italian regions and across the Mediterranean. The Institute develops at quite an impressive pace, especially considering the contemporaneous rise of fascism and the threat of a "legal dictatorship". Charismatic professors, a increasing interest of the French officials and the very motivations of fascism in the South contributed to its success. In the third part, we shall see how paradoxical the development of the Institute is. An institution faced with an all conquering radicalized Fascism, unfit to meet the needs of a new world order and the poor relation between France and Italy. Despite the 1983 reshaping of all Institutes in Italy, the one in Naples is literally slowly dying ans will end up hostage of the Italian government in 1940

Institute of International Relations (IIR) at National Chengchi University today is a research institute with a seemingly ordinary appearance. However, it was an intelligence analysis office under Taiwan’s National Security Bureau, and its institutional origin and organizational vicissitudes were interwoven with foreign relations of Republic of China (ROC) during 1966 to 1975. This thesis employs declassified archives of Office of the President of ROC and the Central Committee of the Chinese Nationalist Party (Kuomintang, or KMT) to understand why and how the Kuomintang government had implemented the "Recovering mainland China" policy at that time. The thesis find that the subjective conviction of top KMT leadership played a crucial role in government’s assessment of the policy. KMT leadership held the view that swaying US China specialists was a key to sustain political support from the United States government. In order to carry out such campaigns toward the United States, IIR built an effective channel of communication for the Kuomintang government to establish contact with US China specialists by providing access to original Chinese Communist Party documents, issuing high quality publications and hosting international academic conferences. The KMT leadership further turned IIR into an educational and academic institute in name in 1975. By reconstructing and reviewing activities of IIR during the period of 1966-1975, we may shed light on not only why individual actors matter in explaning state behaviors, but also how a small state may exert influence on a superpower.

The library is a place where intellectual freedom must be defended, but because of political factors, religious or public pressure, the censorship is enforced, or the permission to read books is restricted. During the period of martial law(戒嚴時期) in Taiwan, the government restricted or banned books through laws and regulations due to political considerations. Under the context of the Cold War and the period of martial law in Taiwan, the Institute of International Relations (IIR) has a task of think tank(智庫), and its library (IIR Library) collected the materials and the publications of China, and was entrusted to storage the banned books. As time goes on, the mission of IIR has changed, and the value and the meaning of the banned books and the restricted materials have also changed. According to the research motivation, the study aims to discuss (1)the relationship between the banned books during the period of martial law in Taiwan and the IIR Library; (2) the relationship between the change of IIR mission and the meaning and the scope of the banned books and the restricted materials; (3)the formation and development of the banned and restricted collections of IIR Library, including the content and bibliographic statistics; (4)the reading rules and management methods of the banned and restricted collections of IIR Library; (5)the use and the value of the banned and restricted collections of IIR Library. Through the document content analysis method, the study conducts the bibliographic statistics of the banned books and restricted books of IIR Library, and discusses the formation, management situation, academic application and value of the collections by in-depth interviews. The study obtains the following conclusions: (1)most of the banned books of the Martial Law of IIR Library were returned to the original department after the period of martial law ended; (2)the reason why IIR Library restricts reading is similar to the rules of the martial law about banned books; (3)the source of the banned and restricted collections of IIR Library is closely related to the think tank role of IIR; (4)with the transformation of IIR mission,there are some changes in the way that IIR Library collects and manages books; (5)the theme of the banned and restricted collections of IIR Library is based on communism and the Chinese Communist; (6)the number of the banned and restricted collections of IIR Library should be higher than 5,600; (7)the year of publication of the banned and restricted collections of IIR Library are widely distributed from 1912 to 2007; (8)about the year of publication, the number of the banned and restricted collections of IIR Library in the first phase of IIR (1953-1974) and the second phase of IIR(1975-1996) are more than the other phases; (9)about the type of the authors, the most number in the banned and restricted collections of IIR Library is “institutions and publishers”; (10)about location of the publisher, the most number in the banned and restricted collections of IIR Library is “China”; (11)the users state that the banned and restricted collections of IIR Library can meet their research work or academic needs; (12)the banned and restricted collections of IIR Library have the value of research application and historical meaning. According to the results of the research, the following suggestions are proposed: (1)because IIR and IIR Library have their importance, it is recommended that NCCU and NCCU library should help to adjust their direction of future development; (2)the banned and restricted collections of IIR Library should be redefined and included in the special collection; (3)the collections of IIR Library are not easy to save, it should make the preservation environment better; (4)it is recommended that IIR Library should make a choise or adjust the classification number of 007-008; (5)the banned and restricted collections of IIR Library should be digitalized and make them become the institutional repository of NCCU.

Full textAtravés do estudo do caso específico do Instituto Confúcio da Universidade de Lisboa (ICUL), esta dissertação tem como objetivo examinar se os Institutos Confúcio são ferramentas eficazes para melhorar o soft power chinês e como eles estão integrados na estratégia chinesa de soft power. Uma vez esclarecidos os conceitos de soft e hard power, a investigação passa por a história da política externa chinesa; esta foi inicialmente focada no hard power, enquanto o soft power começou a emergir desde a abertura da China para o ocidente. O rápido crescimento econômico da China e a sua importância nas relações internacionais levaram a China a se concentrar na estratégia de soft power, para dar ao mundo uma imagem positiva de si mesmo. A criação dos Institutos Confúcio é uma tentativa de espalhar a cultura chinesa nos objetivos de soft power, como a construção de confiança mútua e cooperação com países estrangeiros. Apesar das reações controversas que os Confucios tiveram em todo o mundo, muitos institutos estão agora espalhados em países diferentes. Através do estudo de dois inquéritos combinados com entrevistas a estudantes do ICUL e ao Diretor, a análise do ICUL revela que a existência do Instituto não é uma condição fundamental para influenciar a perceção da China da comunidade local, mas uma peça importante de uma estratégia gigantesca; compartilhar a cultura chinesa e entender a cultura da comunidade local é essencial para construir uma mútua confiança. Isto é a missão dos Institutos Confúcio e pelos objetivos do soft power da China.

Full textThis report describes the internship that took place at the National Defense Institute in Lisbon, between the 29th of September 2015 and the 9th of April 2016. The Institute is the main research center in the areas of security and defense in Portugal, having as mission the development of the Portuguese strategic thinking. Through its research, publications, courses and seminars, the National Defense Institute has been trying to raise awareness in the civil society for national and international security and strategic issues. Throughout the report, the evolution and the goals of the organization are described, followed up by the description of the activities and functions undertaken by the intern during six months, ending with a reflection about the link between culture and national defense in Portugal, and about the Institute’s role in the implementation and development of national defense and strategy. The National Defense Institute has been proving to be a key player in raising awareness of the Portuguese population for security and defense issues, giving a strong contribution to the national research in these areas, and in its dissemination across the world, through its international partnerships. Although the Institute is already considered the main research center in these fields, and has been improving and increasing its educational offer, it cannot stop to evolve and set new goals. Aspects such as the collaboration with the younger generation, or more effective use of social networks, can and are being improved. The internship at the Institute allowed a furthering knowledge in international relations, mainly in security and strategic issues, and the development of new skills in the areas of organization and event management.

Full textWith the end of the Cold War, inter-state security threats were replaced by new threats such as terrorism and transnational organized crime, taking on an intra-state nature and carried out by non-state actors. This new configuration led States to cooperate with other state actors and non-state actors, which fragmented the legitimate monopoly of security by traditional actors. It is in this context that the concept of internacional governance in the field of European security should be assessed. In a first part of this report, the conceptual interpretation of this concept will be made, based on a brief review of the literature, with which the trainee intends to reflect on the articulation of the concept with the work promoted by the National Defense Institute (IDN) security is one of the central themes of the Institute's activity. In order to talk about IDN's activities and to understand its area of intervention at national and international level, it is imperative to explain the mission, values, objectives and activity that the Institute develops, as well as to present a brief historical review. As an internship report, the activities and functions in which the trainee was involved for the period from September 12, 2016 to March 31, 2017 at the National Defense Institute are also identified and presented. This internship report constitutes the final evaluation phase for the conclusion of the Master's degree in Political Science and International Relations of the Faculdade de Ciências Sociais e Humanas, Universidade Nova de Lisboa.
