Abstract:
AbstractThis short paper describes the preliminary phase in an innovative line of research comparing educational robotics in Italy and other countries, from the perspective of media education, and based on the European Parliament recommendations to the Commission on civil law rules on robotics. More specifically, all decision processes that affect digital citizenship should have the support of children and teenagers. For these reasons, this paper looks at the work of a group of Italian high school students in the fifth year of upper secondary school, who formulated a SWOT analysis to highlight their attitudes to robotics issues in relation to the European Union recommendations. This research started in 2018 and will be repeated this academic year with Italian and Congolese students—from the Institut Supérieur des Techniques Appliquées—with a qualitative analysis to establish student attitudes to robotics issues. Qualitative analysis was selected because the SWOT analysis is already divided into information categories, revealing a variety of concepts that are grouped together from the collected data. These results will be compared with any obtained in future years in Italy and other countries, to find further potential patterns.

Abstract:
The approach we propose is developed within an integrated cancer research site or Siric CURAMUS (Cancer United Research Associating Medicine, University & Society) linked to the Groupe Hospitalier Pitié Salpêtrière - Sorbonne University. The eight Sirics accredited in France by the Institut du Cancer have the mission of optimizing and accelerating the production of new knowledge and promoting its dissemination and application in the treatment of cancer through integrated and translational multidisciplinary research programs. CURAMUS has three integrated research programs (neuro-oncology, rare immuno-hematological cancers, microsatellite instability cancers) linked to a cross-cutting program in human and social sciences whose objectives are to achieve multidisciplinary assessments, between technical expertise and patient preferences, and issues of ethics, equity, particularly in access to care. This paper aims to analyze the representations of mediation and assistance within the framework of cognitive deficits and/or accompaniment of cancer patients, through communication and mediatization around an animal-shaped technical communicating device: the stuffed seal Paro, an emotional robot for therapeutic assistance. Paro was originally developed in Japan in 2005. According to the french website dedicated to it, « Paro aims to offer health professionals an easy-to-use, high-tech tool to convey the benefits of animal therapy to people with behavioral and communication disorders (Alzheimer's patients and related disorders), or with motor and sensory deficiencies, by improving their well-being and quality of life in a non-medicated setting » .With this case study, the paper aims to explore the following research questions : What are the imaginary and presence of animal mediation in this specific medical context ? Which imaginary and presence of the power of technical mediation devices are conveyed with the use of Paro? What are the representations of communication, within the framework of medical caregiving, peddled by this device and its uses? These issues will be addressed using a composite methodology, combining semi-structured interviews with caregivers already using the seal, clinical staff members of CURAMUS about possibles uses of Paro in the context rare neurological and hematological cancers and semio-communicational analysis (content and discourse analysis) of a specific corpus. This corpus will include the following items : the french Paro website, international and specifically French press review about the Paro device and Web pages dedicated to Paro on French institutional websites about cancer (The Ligue contre le cancer for example). The purpose of this research is to encourage translational perspectives through the analysis of current uses in the French health system and the explorations of possible of use within the Siric CURAMUS clinical teams and hospital facilities.

Abstract:

Abstract:
Germany is a parliamentary democracy (The Federal Government, 2021) with two politically independent levels of 1) Federal (Bund) and 2) State (Länder or Bundesländer), and has a highly differentiated decentralized system of Government and administration (Deutsche Gesellschaft für Internationale Zusammenarbeit, 2021). The 16 states in Germany have their own government and legislations which means the federal authority has the responsibility of formulating policy, and the states are responsible for implementation (Franzke, 2020). The Federal Government supports the states in dealing with extraordinary danger and the Federal Ministry of the Interior (BMI) supports the states' operations with technology, expertise and other services (Federal Ministry of Interior, Building and Community, 2020). Due to the decentralized system of government, the Federal Government does not have the power to impose pandemic emergency measures. In the beginning of the COVID-19 pandemic, in order to slowdown the spread of coronavirus, on 16 March 2020 the federal and state governments attempted to harmonize joint guidelines, however one month later State governments started to act more independently (Franzke & Kuhlmann, 2021). In Germany, health insurance is compulsory and more than 11% of Germany’s GDP goes into healthcare spending (Federal Statistical Office, 2021). Health related policy at the federal level is the primary responsibility of the Federal Ministry of Health. This ministry supervises institutions dealing with higher level of public health including the Federal Institute for Drugs and Medical Devices (BfArM), the Paul-Ehrlich-Institute (PEI), the Robert Koch Institute (RKI) and the Federal Centre for Health Education (Federal Ministry of Health, 2020). The first German National Pandemic Plan (NPP), published in 2005, comprises two parts. Part one, updated in 2017, provides a framework for the pandemic plans of the states and the implementation plans of the municipalities, and part two, updated in 2016, is the scientific part of the National Pandemic Plan (Robert Koch Institut, 2017). The joint Federal-State working group on pandemic planning was established in 2005. A pandemic plan for German citizens abroad was published by the German Foreign Office on its website in 2005 (Robert Koch Institut, 2017). In 2007, the federal and state Governments, under the joint leadership of the Federal Ministry of the Interior and the Federal Ministry of Health, simulated influenza pandemic exercise called LÜKEX 07, and trained cross-states and cross-department crisis management (Bundesanstalt Technisches Hilfswerk, 2007b). In 2017, within the context of the G20, Germany ran a health emergency simulation exercise with representatives from WHO and the World Bank to prepare for future pandemic events (Federal Ministry of Health et al., 2017). By the beginning of the COVID-19 pandemic, on 27 February 2020, a joint crisis team of the Federal Ministry of the Interior (BMI) and the Federal Ministry of Health (BMG) was established (Die Bundesregierung, 2020a). On 4 March 2020 RKI published a Supplement to the National Pandemic Plan for COVID-19 (Robert Koch Institut, 2020d), and on 28 March 2020, a law for the protection of the population in an epidemic situation of national scope (Infektionsschutzgesetz) came into force (Bundesgesundheitsministerium, 2020b). In the first early phase of the COVID-19 pandemic in 2020, Germany managed to slow down the speed of the outbreak but was less successful in dealing with the second phase. Coronavirus-related information and measures were communicated through various platforms including TV, radio, press conferences, federal and state government official homepages, social media and applications. In mid-March 2020, the federal and state governments implemented extensive measures nationwide for pandemic containment. Step by step, social distancing and shutdowns were enforced by all Federal States, involving closing schools, day-cares and kindergartens, pubs, restaurants, shops, prayer services, borders, and imposing a curfew. To support those affected financially by the pandemic, the German Government provided large economic packages (Bundesministerium der Finanzen, 2020). These measures have adopted to the COVID-19 situation and changed over the pandemic. On 22 April 2020, the clinical trial of the corona vaccine was approved by Paul Ehrlich Institute, and in late December 2020, the distribution of vaccination in Germany and all other EU countries

Abstract:
This report offers a brief overview of the literature on the defining characteristics of democracy in the 21st century. This report seeks to map out a range of conceptual approaches to understanding democracy, evidence on emerging trends in democratisation, and challenges to realising democracy in its varied forms. The report begins with a discussion on definitions of democracy that have emerged in recent decades (Section 2), highlighting a range of qualifiers that are widely used to differentiate and analyse different democratic regime types. Section 3 summarises trends in key indicators of democracy from widely cited observers – The Economist Intelligence Unit and the V-Dem Institute - and recent trends in public opinion towards democracy, according to World Values and Pew Centre surveys. Section 4 gives a very brief overview of three leading challenges to democracy discussed widely in the literature – gender inequality; the role of media and social media; and declining quality of elections, freedom of expression and civic space.

Abstract:

Abstract:
This document reports on the findings of a baseline survey conducted at the Mauritius Institute of Education with the objective of establishing TEL preparedness at the institution and thereafter developing TEL policy and implementing TEL. It outlines the findings of a self-review of the institutional facilities related to technology and policies, and the preparedness of faculty members and students to use technology for teaching and learning at the MIE. Faculty use of technology for teaching remains basic to intermediate at the MIE. However, appropriate TEL practices are not visible there, so training in TEL is deemed fundamental at this stage. Students’ use of technology for learning is evident in their positive perceptions of and attitudes towards using technology, and their increasing engagement with technological tools such as social media, massive open online courses and open educational resources to improve their learning experiences. This indicates students will be receptive to the implementation of a TEL policy. The survey also established the strong need for continuous and personalised professional development among faculty and staff in the field of TEL. MIE management therefore should include TEL professional development in its Staff Development Programme. The MIE should also collaborate and partner with other reputable institutions that have expertise in TEL.
