Abstract:
In periods of technological transformation, innovations and innovative activity are an effective method to ensure the conditions for sustainable survival and development of industrial enterprises. Consequently, perspective strategic directions of innovative development and operative planning need to be defined primary in their product innovation policy as the pricing, communicative and sales policies are derived from it. An approach to the analytical support of planning the product innovation policy of an industrial enterprise in the constantly changing environmental conditions caused by the processes of transformation of technological systems has been developed. In contrast to existing approaches, it provides an analysis of trends in global and industry science and technology, the results of which can be used in production and marketing activities of the enterprise, in particular in forming a portfolio of product innovations as a means of adapting to changes in external micro and macro environment. Factors influencing the innovative development of industrial enterprises in general and their product innovation policy in particular are specified. The scheme of interaction of the specified factors in the course of analytical support of a product innovation policy of the industrial enterprise is outlined. Methodological bases of analytical planning of product innovation policy of industrial enterprises in conditions of technological ways transformation are developed. The application of the developed approach in innovative activities of industrial enterprises will allow purposefully and reasonably plan their product innovation policy as a basis for innovative development in conditions of technological ways transformation and the deployment of the 4th industrial revolution. The obtained scientific results deepen the methodological principles of innovation management of industrial enterprises in terms of analytical support of their product innovation policy.

This study investigates the management process of innovations commercialization and its essence. Nowadays, establishing and ensuring the efficiency of innovations commercialization process is an objective precondition that creates material values. It also creates new demand in the market, shifting the emphasis from the production of enterprises to various management fields, creates new ways of capital substitution and enhances the level of innovation activity profitability. The aim of the research is to analyze indicators and characteristics of implemented instruments of sales policy at innovation active enterprises in order to estimate the influence of sales policy parameters to innovation level. There are many factors and trends that motivate enterprises to search for new ways to ensure their competitiveness. Findings revealed that there is a need to develop new technologies that ensures the profitability growth and activities optimization through capital mobility into areas with higher productivity and profitability. Sales policy is a necessary precondition for operation performance and further development of enterprises. Sales policy parameters significantly affect the level of innovation activity of industrial enterprises. Each of sales policy tools has an individual impact on the enterprise activity dynamics and can have positive or negative effect.

Abstract:
The purpose of this study is to improve the methods for assessing the efficiency of innovation activity of an enterprise. The paper proposes a system of economic indicators to assess the market attractiveness of innovation projects and the readiness of the enterprise to implement them. Using these indicators, it is possible to predict the potential of an innovative product on the market, as well as to determine the financial and economic opportunities of the enterprise. The presented methods for assessing the impact of innovations on the development efficiency of the enterprise’s economic activities allow determining the growth rates of the main economic indicators of the organization. The developed mechanism for a comprehensive assessment of the implementation of innovations at the enterprise allows determining the commercial effectiveness of the introduction of innovations and the impact of new technologies on the intercompany results of the enterprise, resulting in the possibility of taking into account the commercial and intercompany efficiency of investment in projects.

This article focuses on the decision of problems of increase of efficiency of introduction of innovation in industrial enterprise. The publication includes a description of the author’s approach to innovation in the industrial enterprise, implemented in the form of a database. The main functions of the database are divided into two main stages – preparatory and informative. The functions of the preparatory stage include the collection of information about the industrial enterprise, the rationale for the choice of innovation, determination of the composition and administration of training (retraining), justification of the technical appearance of innovation. At the supporting stage, the database allows information support in the development and implementation of innovations in terms of timing, volume and costs, to carry out a priori and a posteriori evaluation of the quality of innovation on the basis of situational norms, as well as support for decision-making on innovation management in the industrial enterprise. The database is based on the theory of system analysis, the basic principles of the theory of innovation, methods of situational modeling, graph theory and probability theory. The results of the developed database can be used by modern industrial enterprises in the implementation of innovations.

Introduction. At the current stage of the economy of Ukraine, there is a special significance in the development of problems of enterprises effective development. The main problems of industrial enterprises are connected with low consumption of their products, a high level of wear and tear of the main funds, a significant amount of costs for good service and for other reasons. On the current day, one of the main ways to improve the efficiency of organizational performance is to provide innovation. It is the introduction of innovations that will help enterprises to solve these problems. Purpose. The purpose of the article is to clarify the essence of the concept of “innovation implementation”, its role and significance for the activities of enterprises, as well as to describe the stages of implementation of innovation at the enterprise. Results. The article is devoted to the issue of innovation management in the enterprise. This paper, based on research by domestic and foreign scientists, considers the management of innovation in the enterprise, which emphasizes the importance of understanding the stages of the innovation process to achieve the effectiveness of innovative development of the enterprise. A brief overview of the stages of innovation implementation is presented and their characteristics are given. The issue of evaluating the effectiveness of innovations is considered and it is found that depending on the objectives of innovation, the results and costs taken into account, the effect on economic, scientific and technical, resource, social, environmental can be classified.The authors also consider the approach to the introduction of innovations in the enterprise in relation to the innovation load. There are three stages of innovative development of the enterprise. Conclusions. The conclusion is made about the importance of keeping the stages in the process of introducing innovations at the enterprise. It was found that the introduction of innovations is influenced by both the external and internal environment of the enterprise. It was found that the goal of introducing innovations can be not only economic factors, but also other effects, such as social, economic and others.

Introduction. Investment and innovation activities can provide not only the functioning and growth, but also the development of business entities that are in line with the Strategy of Ukraine 2020 and adopted for implementation of the innovation and investment model of economic development. Management decisions as for the increase of the rate of investment and innovation activity are indicated in the program document "Ukraine 2030.doctrine of balanced development". It is advisable to make such decisions on the basis of a timely and reliable assessment of the state and results. Purpose. The article aims to identify the main trends and peculiarities of the course of investment and innovation activity in the external and internal environment of industrial enterprises. Method (methodology). The investment and innovation activity of industrial enterprises depends on a large number of factors, both internal and external. Factors of the external environment are such that practically do not depend on the enterprise and its influence on them is minimal. The factors of the internal environment directly depend on the activity, organizational structure of the enterprise, etc. In the economic literature you can find a significant number of classifications of factors that affect the investment and innovation activities of the enterprise. It has been carried out the analysis of sources of financing of innovations, the share of financing of capital investments at the expense of own funds of the enterprise in the total amount of sources of financing and at the expense of depreciation deductions of the enterprise; indicators of product updates. The specific weight of investments in innovation in total capital, in equity, has been determined; the share of research and development expenditures in the total amount of expenses for innovation, expenses for machinery, equipment and software, connected with the introduction of innovations in the total amount of expenses for innovation; the share of own and budgetary investments in technological innovations in the total amount of expenses for innovation; the share of investments of domestic and foreign investors in the total amount of expenses for innovation. Results. The main tendencies and features of the course of investment and innovation activity in the internal environment of industrial enterprises have been revealed. The obtained values of the indicators reflecting the peculiarities of the course of investment and innovation activity of enterprises have proven that the general tendency of investment and innovation activity for all analysed enterprises emphasizes the insufficient attention to the results of investment and innovation activities that impede their development and competitive opportunities. SWOT-analysis of investment and innovation activity of regional industrial enterprises at the microeconomic level has been conducted. The main disadvantages have been determined. They are the out-dated fixed assets, lack of certainty of the company regarding long-term benchmarks and strategies for its development, lack of own funds required for innovation-oriented investment projects at enterprises, low level of solvency of enterprises, lack of competence of specialists for successful investment and innovation activities.

The economic aspects of innovation activity are determined by the fact that innovations serve to achieve the economic goals of the enterprise, act as a means of competition and require the use of economic resources. When organizing innovation activities, it is important to take into account macroeconomic factors and intra-company conditions. The authors identify three large-scale macroeconomic factors that have a significant impact on the chain of interrelated innovations in the activities of modern Russian agro-industrial enterprises. At present, the factor of creating institutions of the digital economy is beginning to take effect, in connection with which the third wave of organizational, technological and marketing innovations and the next growth of agro-industrial production in Russia are expected. Due to the different rates of economic concentration in the three areas of the agro-industrial complex, historically, unfair vertical competition has been and remains one of the limitations for innovation at agro-industrial enterprises. In the digital economy, information about the essential conditions of concluded transactions becomes available to antimonopoly authorities in real time, which allows them to quickly develop and apply regulatory actions in cases of violations of antimonopoly legislation or in cases of “failures” of the market. It is also possible to create institutions that support fair competition in the vertical and horizontal dimensions. The opportunities that open up actualize the improvement of the conditions for innovation activity at the intra-company level.

Modern conditions of economic activity of agro-industrial enterprises, including food industry enterprises, which require constant improvement of management systems. One of the forms of perfection is the application of innovations. The aim of the work is to consider the role of innovation in controlling, as well as innovative controlling technologies to solve problems aimed at improving the efficiency of management in the food industry. Given that controlling is the implementation of the management process in agro-industrial enterprises, the problem of using innovations in controlling should be considered as a task to develop appropriate innovations in the field of agro-industrial enterprise management. The controlling system in terms of role and functionality is central to the management of the enterprise and has strong relationships with other systems and subsystems, so the choice of innovative technologies for use in controlling must indicate the range of tasks solved by the basic elements of controlling. The article considers the tasks of the basic elements of controlling and proposes innovative management technologies that can be used in controlling in terms of basic management functions such as planning, accounting, control and analysis, taking into account the goal setting system and decision-making process in the food industry. Thus, the main task of a modern controlling system is the formation of management technologies that use innovation as an element of the management cycle. Innovative technologies can be used in controlling both to achieve the strategic goal and the transition to a new level of enterprise development.

Abstract:
It is defined that the important role in the development of Ukrainian economy belongs to the industrial production sector, wherein the scientific-technological progress and innovation are generated, presenting this very sector as a «driver» of economic growth. It is determined that the largest number of innovatively active industrial enterprises of Ukraine is located in Kharkiv region. Hence, the article is aimed at researching the status of innovative activity of industrial enterprises of Kharkiv region. The analysis of the main indicators of innovation activity of industrial enterprises of the region was carried out. It was identified that the share of enterprises that introduced innovations is insignificant, and the share of innovative products sold by them is generally little tangible in the total volume of the products sold. It is reasoned that this situation may indicate a negative tendency of deterioration of the quality of innovative products and its uncompetitiveness in the market. The distribution of the total costs of industrial enterprises of Kharkiv region by the directions of their innovation activity is researched. It is defined that the bulk of innovation costs are directed by enterprises to purchase machinery and equipment, and the share of costs for the internal and external R&D is extremely small, which indicates the imperfection and irrationality of the existing structure of costs. It is determined that the key factor in stimulating innovation activity at industrial enterprises of Kharkiv region is the attraction of the governmental and foreign investments for the development, creation and implementation of innovations, since the main source of innovation financing at present is the own funds of enterprises. It is proved that without changing the present day situation with regulation in the field of innovations, an increase in the competitiveness of industrial enterprises of Kharkiv region in the near future and an acceleration of the pace of their innovative development is problematic.

Abstract:
The study identifies Ukraine’s place in the Global Innovation Index for the period 2016-2021. In 2016, Ukraine ranked 56th, in 2017 – 50, in 2018 – 43, in 2019 – 47, in 2020 – 45 and in 2021 – 49, which indicates the deterioration of Ukraine’s position in 2021. It was revealed that the strengths of Ukraine are the results of knowledge and technology; human capital and research, and the weaknesses are institutions and infrastructure. The paper analyzes the innovative activity of industrial enterprises of Ukraine in the period 2016 – 2020 in the context of successful implementation of innovative projects. It was found that the share of the number of industrial enterprises that implemented innovations, ie to implement innovative projects (products and / or technological processes) in the total number of industrial enterprises was the highest in 2016 and amounted to 16.6%. The growth rate of the share of industrial enterprises that implemented innovations in 2017 compared to 2016 is -13.86%; 2018 to 2017 – 9.09%; 2019 to 2018 – – 1.54%; 2020 (preliminary data) to 2019 – 7.97%. Among the introduced types of innovative products (goods, services) by industrial enterprises of Ukraine in the period 2016 – 2020, 23.63% are new for the market in 2016; in 2017 – 19.98%; in 2018 – 25.19%; in 2019 – 19.46% and in 2020 (preliminary data) – 16.99%. In 2020, there is the lowest share of new types of innovative products (goods, services) introduced to the market in their total number. The highest level of expenditures on innovation is observed in 2016 and amounts to UAH 23,229.5 million, in 2017 there is a significant decline to the level of UAH 9,117.5 million. In 2018-2020, there is a moderate increase in spending on innovation, but their level is much lower than in 2016. In the structure of innovation costs of industrial enterprises of Ukraine, GDR occupies in 2016 – 10.6%, in 2017 – 23.8%, in 2018 – 26.3%, in 2019 – 20.5%, and in 2020 – 24.2% (preliminary data), which reflects their insignificant level. The main share among the sources of financing of innovation is the own funds of enterprises, the funds of non-resident investors do not exceed 1.2% of the total cost of innovation. It is established that the successful implementation of innovative projects of enterprises depends on optimal project management and knowledge management in the enterprise in their systematic combination, which will intensify innovation to increase market value of the enterprise and strengthen competitive positions.

At present, it is not easy to define and recognise the innovative potential of an enterprise in a market environment. It is about identifying the components, relationships and understanding the concepts, interconnections and achieving the expected economic, social, environmental consequences of introducing and managing innovation. Innovation is associated with increased performance, the creation of new markets and competitive advantage. Enterprises are innovating to defend their existing competitive positions as well as to seek a sustainable competitive advantage. The paper's main goal was to examine the degree of the introduction of innovations in enterprises in Slovakia in the era of Industry 4.0 on the basis of a knowledge base and a questionnaire survey. By applying theoretical knowledge and statistical methods of evaluating the questionnaire survey, we came to potential opportunities for the development of innovation activity in the ongoing fourth industrial revolution in the surveyed enterprises.

Purpose. There is an unstable trend of increasing the share of industrial enterprises that have implemented innovations (products and / or technological processes) in the total number of industrial enterprises, and an increase in the cost of innovative activity for the analysed period. It is determined that the best result is observed when implementing new or significantly improved low-waste, resource-saving technological processes, which indicates the dominance of process innovations. It is proved that the main source of funding for innovative activity is the own funds of enterprises, whose costs are growing annually and whose share is 87.7%. At the same time, most funds were spent on the purchase of machinery, software and equipment, iюeю on the renewal of material and technical base and modernization. There is an increase in the number of profitable enterprises, which indicates an increase in efficiency, as well as an increase in operating profitability and all activities of enterprises, but much higher rates are typical for micro and small enterprises, indicating their higher innovation activity and efficiency of modern development. Originality. Methodological approaches to determining the effectiveness of innovative development of enterprises have been improved, which, unlike existing ones, are based on incurred costs for innovation, volumes and sources of funding, reinvestment of profits, innovation activity, share of innovative products and increase profitability to substantiate possible directions of innovative development and implementation of measures to implement the results of research and development, taking into account the specifics and size of the business entities, the state and dynamics of the internal and external environment. Practical value. The use of generalized systematized methodological approaches to determining the effectiveness of innovative development of enterprises will allow to assess the results of the enterprise in each area of innovation based on the implemented innovative solutions in the current period and in the medium and long term. Modern market conditions dictate new conditions for the functioning of economic entities, in particular, from industrial enterprises to high growth rates of innovative activity and the introduction of innovations carried out in the production process, considered as technological innovations. This circumstance is most characteristic of countries with a high level of innovation and investment activity and a sufficient level of economic development. Russian enterprises, according to various analytical studies, in comparison with countries with developed economies, show a low level of development of innovation activity and the dynamics of attracting investment in innovation activity. The pace of development of innovative activities of industrial enterprises and the dynamics of attracting investment in the innovative direction remain low. The article considers the approach proposed by the authors for assessing the adequacy of investments in the development of innovative activities of enterprises (on the example of the furniture industry). Nowadays, innovation activity is becoming the most important factor of economic development. The scale and effectiveness of innovation are the major contributing items, which determine the level of socio-economic development of the country and its national security. The large-scale and multi-vector changes of recent decades have transformed a significant part of the world's socio-economic processes. The speed of change has significantly accelerated, and competitiveness is increasingly determined by innovations. There is a need to study the innovative component of investment. Ukraine faces objectively necessary investment processes for transition to an innovative model of development. Taking into account these trends, the question about the theoretical coverage of the main approaches and the display of information on the costs of innovation of enterprises in Ukraine, adhering to national and international accounting standards, becomes of particular urgency. Thus, the author considers the accounting and analytical support issues of innovative activity of enterprises of the processing industry, in particular, the food industry of Ukraine. A thorough analysis of approaches to the interpretation of the definition of "innovation" has been conducted. Component analysis of national and international statistical indicators of Ukraine's innovation potential has been carried out. The dynamics of the introduction of innovations in industrial enterprises by types of activities and directions of innovations is presented. The features of cost accounting for innovations in processing enterprises (on the example of enterprises of the food industry) were investigated and accounting approaches were adopted for ensuring the costs of innovations and R & D taking into account the accounting standards and international financial reporting standards. Specific objects of accounting, accounts of synthetic and analytical accounting are outlined. The author has proved that the use of the proposed approaches to accounting for investment in innovations requires additional regulation both at the state level and at the enterprise level. The measures for improving the accounting of investments in innovations of the enterprises of the processing industry are proposed, and the creation of a unified method of accounting for the costs of innovations is proposed.

Scientific approaches are revealed and the readiness of enterprises for changes in the market due to the influence of innovations is determined. An assessment was made of the current level of dissipation and propensity to dissipate in the future, taking into account the index of innovation of enterprises. The organizational and economic mechanism of management of innovative development of agro-industrial enterprises as a complex of connected depending on the nature of the impact on existing products and markets and the action of components of the internal and external environment in the context of digitalization. Scientific novelty. The strategic directions and ways to improve the organizational and economic mechanism in the practice of agro-industrial enterprises in implementing changes in the direction of internal management were generalized. Intensive promotion of innovative activities, especially in companies, has forced the creation of international monitoring systems. In Poland, the Central Statistical Office [GUS] and the Statistical Office [US] in Szczecin are currently investigating statistical innovations. The article attempts to evaluate the innovative activity of industrial enterprises in Poland in 2005–2015. Attempts were made to answer the following questions: have the innovative activity of industrial enterprises increased in the period of Poland’s full membership in the EU structures, what are the effects of this activity, or are there visible trends in growth? The results of the research on the innovative activity of industrial enterprises in Poland, implemented in accordance with the Oslo methodology under the Community Innovation Survey (CIS), were used to achieve this objective. The level of enterprise innovation in Poland is lower than in most EU countries. Improving the performance of innovation requires, on the one hand, greater involvement of enterprises and, on the other hand, public sector support, which plays a key role in creating the right knowledge and skills.

From this point of view, it is necessary to assess the feasibility of introducing proposed technological innovations, based, inter alia, on the use of the SWOT analysis method and the investment evaluation of the competitiveness of project solutions. When carrying out the SWOT-analysis method, the competitive environment of the functioning of the agro-industrial enterprise is considered as an object of research. The subject of the study is the process of increasing the competitiveness of the agro-industrial enterprise for the processing of poultry products by developing and introducing high technology technological innovations, in which the authors position new recipe-component solutions for paste based on the use of secondary collagen-containing slaughter and poultry products, in particular chickens, broilers. The importance of these innovations is emphasized to strengthen the competitive positions of enterprises in the agroindustrial complex. The economic efficiency of introducing technological innovations is substantiated from the point of view of obtaining an investment effect and having comparative advantages over an alternative variant of financial investments in the form of a bank deposit. In the selected range of bank rates (12–20%), the production variant of investments is more stable than the possible income in the form of interest on deposits, in particular by criteria, internal profitability and the payback period of investments.

Introduction. The current stage of economic development of the advanced countries of the world is characterized by high-tech agricultural production with a sufficiently high level of investment. Most agro-industrial enterprises have a strong, productive potential, but due to the inability to attract the necessary investment, the level of innovative renewal of the material, technical and technological level of fixed assets is slowed down, which negatively affects the economic efficiency of economic entities. The agro-industrial sphere needs to develop a qualitatively new system of organizational and economic support for investment and innovation development of enterprises in the competitive environment. Methods. The theoretical and methodological basis of the article is the fundamental provisions of modern economics, the work of scientists. The following methods are used in the process of research, in particular: analysis and synthesis – to study the object and subject of research; abstract and logical (theoretical generalizations and formulation of conclusions); constructive and experimental (formation of strategic directions of investment and innovation support of production). Results. The essence, functions and preconditions of innovative development of agro-industrial enterprises in the conditions of competitive environment are revealed. Theoretical aspects of the stages of technological systems of innovative development, classification of innovations and their impact on the innovative development of the economy of agro-industrial enterprises are outlined. Approaches and assessment of the current state and dynamics of investment and innovation support for the development of agro-industrial enterprises are substantiated. It is determined that the key factor of effective technical modernization of enterprises is the stimulation of scientific research on the development, promotion and development of technical and technological innovations in the agricultural sector. Aim/purpose – This paper attempts to arrange and present the methods of measuring the competences of production enterprises in the field of product innovations. Design/methodology/approach – The method used in this paper is a literature review, in the area of new product development management. The author assumes that the r e- view and conceptual nature of this research is dominant. Findings – The obtained results indicate the importance of measurement in product innovation competencies and provide various metrics in this field. The author proposes new indicators to measure competencies in this area, i.e., the intensity of competition on new products market. Research implications/limitations – The results provide a basis for improving efforts of production enterprises in the field of product innovations. The limitations of the study include a complex character of considered theoretical constructs. Sets of measures must be adapted to the information needs of a specific enterprise. It is determined that the innovative development of agro-industrial enterprises in the conditions of neo-industrialization of modernization is realized in three stages: ability; opportunities; readiness to implement a strategic direction. A differentiated analysis was conducted on the basis of generalization, substantiation and specification of methodological and practical approaches to the ability, ability and readiness for innovation and investment development to determine the real and effective direction of innovation development, and also the set of factors influencing efficiency of practical realization of modernization of the agro-industrial enterprises in the context of neo-industrialization is defined by an expert way by a method of Delphi. It is proved that the strategic directions of innovative development of agro-industrial enterprises in the context of neo-industrial modernization are intellectualization of neo-industrial innovations, integration of enterprises with scientific organizations, creation of innovation clusters as associations of enterprises, Institution of higher education, scientific and financial institutions and other organizations and the introduction of certain innovative elements. The generalized estimation of readiness for innovative development of the enterprises on their sizes on signs by definition according to the normalized correlation coefficients and the certain range of probable changes is given. The definition of “innovative activity of the enterprise” has been supplemented. The achieved level of Ukraine's ability to master advanced technologies, which is assessed by the Index of readiness for advanced / breakthrough technologies according to the world rating is studied. The concept of managing the use of industrial enterprises intellectual potential is proposed, which reveals the specifics of the content of management, the values of which are determined by interrelated components that form the intellectual potential, and the focus is on solving production problems of the enterprise in innovation sphere. The formulated concept is distinguished by the infrastructural approach to management of the industrial enterprises intellectual potential use based on a joint of scientific directions (approaches to management of the personnel and intellectual capital), synthesis of which corresponds to modern tendencies of integration in the theory of innovations theory elements intellectual potential management, innovative enterprises. A matrix of managerial influence upon the components-factors of intellectual potential qualitative level according to the reproductive stages of innovative industrial enterprises staff intellectualization is constructed. A number of basic measures of organizational and economic nature have been identified, which provide positive dynamics of intellectual potential development of staff in the process of innovations introduction at the enterprise. Innovation activities are an integral part of the national development strategy. Science and technology progress requires the effective implementation of innovations at the enterprises, which will en able them to meet the new requirements of the external and internal environment. The scientific provisions on planning innovation activities and analysis of innovative processes (the essence and content of innovation activity of enterprises are justified), modeling and organization of innovation activity, forecasting its results in economic systems (modern trends in the development of methods for analyzing and assessing innovation activity of enterprises in the system activity), as well as general scientific methods of cognition: systemic (formulated the problems of assessing the innovative activity of enterprises from the standpoint of ensuring their sustainable development and determining potential ways to solve them), complex (analysis of the parameters of the innovative activity of domestic enterprises), abstract-logical (the influence of environmental factors on the innovative activity of the enterprise is analyzed), functional and structural-level research methods (the relationship of internal factors of the enterprise's innovative activity is considered), methods of analysis and synthesis (the relationship of the internal factors of the enterprise's innovative activity is analyzed), evolutionary and historical approaches (the relationship of the factors of the enterprise's innovative activity with the parameters of its sustainable development is considered). Research results. The methodological foundations of the innovative activity of agro-industrial complex enterprises have been theoretically substantiated as the degree of intensity of their actions on the creation and development (practical implementation) of innovations in the context of rapidly changing external conditions and tough market competition. Despite the high cost of mistakes in the innovative development of agricultural enterprises, the analysis of the innovative activity of an enterprise is an important tool for ensuring their sustainable economic development. Scientific novelty. The elements of scientific novelty lie in the theoretical substantiation and experimental confirmation of a new methodological approach to the analysis of the innovative activity of agricultural enterprises in order to ensure their sustainable economic development. This makes it possible to determine the tools for intensifying the activities of enterprises through building up and productive use of intellectual potential. The concept of “innovative activity of enterprises” is clarified and it is shown that this is one of the main characteristics of their innovative activity. The composition of the parameters of innovative activity of enterprises has been improved and a set of factors stimulating and restraining the innovative activity of agricultural enterprises has been determined. On the basis of the conducted analytical studies, the interrelation and power of the mutual influence of factors of innovative activity of enterprises, as well as the relationship of these factors with the parameters of sustainable economic development, were revealed. Practical significance of the article lies in the possibility of using its provisions and conclusions when analysing the relationship of internal factors of innovative activity of an enterprise, as well as when analysing the relationship between factors of innovative activity of agricultural enterprises with an assessment of the sustainability of their market development. The development of the Ukrainian economy largely depends on the ability of domestic industrial enterprises to withstand the pressure of transformations that determine the new business environment. Such enterprises form the real sector of the national economy, and their success is determined by the ability to adapt, attract investments and work effectively with innovations. Thus, the future of Ukrainian enterprises is closely linked to effective financial activity, which should reflect progressive world trends. In the same work, the author carried out studies to determine the impact on domestic industrial enterprises attracting investment for the success of their innovation activities in terms of financialization of the economy and sharp transformations in the business environment. The prevailing influence of geopolitical processes on the corresponding distribution and the weak level of the ability of the real sector of the economy, in particular, industrial enterprises to withstand radical and sudden changes in the external business environment, are determined. The author proposes to consider the possibility of business process re-engineering in the marketing activities of industrial enterprises to improve the position of the real sector of the economy in attracting and effectively mastering investments. The analysis of the correlation of principles and goals of business process re-engineering and different models of financial management is carried out. The main features of innovation by industrial enterprises in the national economy are the long development and testing of innovations, the impossibility in some cases of full appropriation of it’s, the complementary nature of innovation, its close relationship with local conditions and high risk. The task of managing the innovation activity in industrial enterprises of the corporate type of the national economy branches at the present stage can be solved by applying adaptive approaches and adaptive management model. It is based on the formation of the program trajectory of the controlled system for a certain period and the creation of a management system action aimed at eliminating destabilizing disturbances that deviate the controlled system from the program trajectory. The efficiency of the national economy is largely determined by the interaction of science and practice, especially the introduction into production of advanced innovative technologies in industrial enterprises. The analysis of the peculiarities of the innovation process in the national economy shows that the introduction of innovation by enterprises is a process focused on the commercialization of innovations, which reflects the emergence, development and resolution of domestic science and practice, provided by the innovation potential of industrial enterprises.

The initial data were the results of a survey of representatives of small and medium-sized enterprises in a Russian industrial region, which was conducted from May to September 2019 in the Sverdlovsk region. I interviewed 157 small and medium-sized enterprise managers in the Sverdlovsk region from various sectors of economic activity. The applied methods include in-depth interviews with managers, the statistical analysis method, and the logical systematic approach. The conducted research allowed identifying the features of the innovative behaviour of small and medium-sized firms in the Sverdlovsk region. Based on the analysis of the reasons for the low innovation activity of small and medium-sized enterprises, I developed recommendations for its improvement in the Sverdlovsk region. To solve the problem of low innovation activity in an industrial region, it is necessary for state and municipal authorities to stimulate innovative behaviour of small and medium-sized firms. Managers of small and medium-sized enterprises can use the obtained results to increase their activity. Nowadays in Poland many enterprises use instruments of marketing. A part of larger, but especially the smallest enterprises include such operations as promotion for general strategy or advertising. Unfortunately, it does not ensure the achievement of constant, solid competition superiority on the market. From the point of view of marketing as well as industrial marketing, innovation is an implementation of new ideas, a new kind of market policy, new manners of distribution and promotion, entrance on new markets, release of a new product, or conscious, significant change of elements of marketing in the enterprise. Innovations play an important role in creation of the company image on the market. The scale of innovation is strictly related to the level of industrial investment and the economic growth rate. In the case when national economy is characterized by a small degree of industrial investment and low economic growth, considerable development of innovation is not possible.

The priorities for the further development of enterprises in the construction industry and the main strategic steps in the implementation of innovations have been determined. Attention is focused on the need to introduce innovations into the activities of the enterprise to ensure stable competitiveness. It is noted that among the methods of effective management of innovations, it is necessary to focus on those that will allow the construction company to improve its competitive position in the market. The advantages of introducing innovations into the activities of construction enterprises are analyzed. The main directions of innovative development in the construction industry and the types of innovations in terms of functional orientation have been determined. It is proposed to develop projects for innovative development of enterprises, taking into account the latest world developments in the construction industry. The necessity of conducting economic assessment and risks when introducing innovations has been substantiated. The specified sources of financing for innovative projects, both state and at the enterprise level. The sources of financing the innovative activity of industrial enterprises for five years, as well as the number of applications for utility models in the direction of "construction" are analyzed. The main methods of organizing the innovative activity of a construction enterprise are considered. The sequence of actions for the implementation of innovative development in the activities of construction enterprises has been determined. The main risk factors that enterprises face when introducing innovations into their activities have been identified. The main principles of the risk management system for the innovative development of the enterprise have been determined, should be aimed at mitigating the impact of risks on the final results of the enterprise.

Enterprises’ green technology innovation is critical to achieving the “win-win” of enterprise competitiveness and environmental protection. The impact of environmental regulation on green technology innovation by enterprises has been widely considered, but the conclusion has not yet been determined, and needs to be studied in detail. To this end, we studied the impact of pollution charge policy on different types of green technology innovation by industrial enterprises in China. We found that (1) the impact of pollution charges on most types of green technology innovation by enterprises has increased significantly over time; (2) the pollution charge policy has a certain inhibition effect on the end-of-pipe technology innovation, but can promote the process improvement of reducing industrial wastewater emissions; (3) there is a U-shaped relationship between the pollution charges and some green technological innovation (e.g., emission intensity of SO2, industrial wastewater emission intensity, and industrial wastewater removal intensity), which is dynamically adjusted over time; and (4) the larger the enterprise’s solid assets, the faster the asset depreciation will inhibit the enterprise from adopting the green process innovation strategy.

Green innovation is an important capability for an enterprise’s sustainable development. Evaluating the green innovation efficiency of China’s industrial enterprises can greatly affect its improvement. Considering the existing research results of green innovation efficiency evaluation, this paper added the impact of environmental factors in the technology industrialization stage. Various negative environmental externality indicators produced by industrial enterprise activities were incorporated into the undesired output, and an index system and model were constructed for evaluating the green innovation efficiency of China’s industrial enterprises. Combined with the actual data, a three-stage chain network SBM (slack-based measure) model was used to dynamically evaluate and analyze the industrial enterprises in 29 Chinese provinces. The results show that the overall efficiency of green innovation in China’s industrial enterprises has an upward trend, and the rise fluctuates during the technological development, achievement transformation, and industrialization stages. In the three major regions of China, industrial enterprises in the eastern area have the highest green innovation efficiency, and the industrial enterprises in the west and central regions have lower efficiencies. Based on the evaluation results, the corresponding countermeasures are proposed.

The model of development of innovative activity at processing enterprises of agrarian sphere is developed. The necessity of insurance of financial risks at carrying out restructuring of enterprises of processing sector of agrarian sector is substantiated. Prospective directions of development of agro-processing industry on the basis of investment and innovation basis are determined. In order to create sustainable competitive advantages of the enterprises of these industries, it is necessary to approach from the point of view of a systematic approach and to carry out a set of measures aimed at: restructuring of inefficient enterprises of the industry, comprehensive state support of agriculture, reorientation from production of raw materials to production of finished products, diversification of production, attracting sufficient volume development of agricultural processing industries. AbstractThe research aimed to identify promising areas and outline problems associated with the transition of Ukrainian industrial enterprises towards advanced innovative development based on information and knowledge and to formulate recommendations for improving the knowledge management and commercialisation at these enterprises. The study used several methods for analysis, including a literature review; system, structural and statistical analyses; SWOT analysis; the inference method; and interpretation. The research efforts resulted in systemised major sources of knowledge in an enterprise and types of their utilisation. The performed analysis found the key ways to obtain and commercialise knowledge used by Ukrainian industrial enterprises. The results were compared with data of the EU countries. The analysis produced strengths and weaknesses of the existing knowledge management system used in Ukrainian enterprises. Strengths: growth in the number of enterprises producing new knowledge and implementing marketing and organisational innovations; intensified patent activity; and a rational structure of innovation-active enterprises by their size. Weaknesses: the new knowledge structure does not meet the needs of enterprises; an insignificant and unstable share of innovation-active enterprises in the total number of firms; and insignificant sales volumes of patents. The research revealed that Ukrainian enterprises had the potential ability to produce and commercialise new knowledge effectively and to use it as the basis to form, strengthen and implement relative competitive advantages, which would contribute to the innovative growth of the Ukrainian economy as a whole. Recommendations were designed for the formation of prerequisites necessary to improve the efficiency of knowledge management in the context of conditions required for the innovative development of domestic enterprises. The obtained results can be used as an information base for evaluating the system of knowledge production and commercialisation at Ukrainian enterprises to enhance the management and identify promising areas for innovative development.

This paper discusses innovation activity occurring in industrial enterprises in Poland at present.Purpose of the article: The aim of the article is to determine the level of innovativeness in gaining the competitive position of surveyed Polish enterprises. The purpose of the article is to determine the occurring innovation activity and the novelty level of innovations implemented in the group of surveyed firms.Methods: The study is based on a survey on industrial firms (n=100) located in Poland. Data was collected during 100 individual interviews with high- and medium-level managers of randomly selected companies.Findings & Value added: The research has determined the level of innovativeness in gaining the competitive position of the surveyed firms. As the survey showed, enterprises prevailed the range of implementation of material innovation - product and process. Rarely firms implement non-material innovations. The study pointed to low activity in the field of patenting and implementing innovations with a high level of novelty. According to the obtained results, there is a dominant introducing new form the companies side innovations, which causes low competitiveness of surveyed enterprises. These findings suggest that measurement of innovativeness in gaining the competitiveness should be developed. The findings support the need for Polish enterprises to participate in advanced forms of technology and knowledge procurement.

The experience of foreign countries in the managerial innovations implementation is considered. Aspects of the analysis of the need for managerial innovations implementation are identified: as a tool and as a consequence. The introduction features of product and technical and technological innovations are determined. The definition of the concept of «organizational lag» has been given, which reflects the implementation of industrial innovations in the old management structures and methods, which reduces both their efficiency and the enterprise as a whole. The role of communication process in the enterprise management system is considered. The algorithm of communication aspects estimation of managerial innovations implementation at the enterprises by organizational, information, technological, social and psychological subsystems is presented. The role of the organizational management structure and the information subsystem in providing effective communications is presented. The role of the human factor in the communication process is defined. Using the developed algorithm will allow to identify bottlenecks in the communication process and to determine ways of overcoming them. Depending on the problems identified, their depth, importance and urgency, various measures may be taken to improve the enterprise communication system and approaches to regulating staff work: economic stimulation, adjustment of the social and psychological climate in the team, conflict resolution, professional development and training in terms of preparing staff for innovative changes etc. Keywords: management, innovation, communication, organization, personnel, enterprise, algorithm, socio-psychological climate, conflict, labor productivity, efficiency.

InnoThe article examines the specifics of innovative activity of Russian drug manufacturers, which in the context of a COVID-19 pandemic become a matter of national security. The research is based on panel data: out of a total of 1,816 enterprises in the industry, a sample of 345 innovatively active enterprises is formed with a time series of data 20 years long. The sample is diversified by the scale of enterprise activity into 4 groups: micro enterprises, small, medium, and large enterprises. These types of enterprises are compared both in absolute terms — size of investments in intangible assets, age, and in relative ones — frequency of investments in innovations, coefficient of autonomy, profitability of sales and assets, share of intangible assets in revenue and assets. The analysis was supplemented by enterprises not included in the sample to identify the effectiveness of innovation in the industry. The result is the innovative profile of industrial enterprises in the context of the scale of their activities. The conclusion is drawn about the specifics of the domestic pharmaceutical industry innovation activity, which generally coincides with the established distribution of roles in the global pharmaceutical industry, when large enterprises are leaders in the innovations development and implementation. Russian large companies also tend to use micro enterprises to implement risky projects. The authors conclude that in Russia, the foundations have been formed for transition to a new model of pharmaceutical industry innovative development. This model is based on cooperation of small and large businesses.

The aim of this paper is to examine regional differences in innovation activities of Polish enterprises in 2004-2010 on the basis of statistical data published by the CSO. The survey covered such issues as: expenditures on innovation activities (level and structure), the share of innovation-active enterprises, the types of innovations, as well as the objectives and effects of innovation policy. The analysis shows that: the level of innovativeness of the Polish economy is still underdeveloped, the innovation structure is wrong (companies allocate most of their funds in the purchase of fixed assets, and only about 10% on R&D), Polish companies are selling too few (and ever fewer) innovative products. The disparities between the expenditure on innovative activities in different voivodeships are significant. Three groups of voivodeships can be distinguished – highly innovative (Lower Silesian, Masovian, Pomeranian, Silesian), moderately innovative, and poorly innovative (Podlaskie, Swietokrzyskie, Warmian-Masurian, Lubush, Opolskie and West Pomeranian). In addition, the disparities between the most and least innovative voivodeships are increasing.

Abstract:
The work deals with the problems of innovation transfer and intellectual property management at enterprises. An approach reasoning the choice of innovations and the type of their transfer at an enterprise has been developed, which increases the efficiency of innovation processes. For this purpose, the essence of the category “innovation transfer” regarding the micro-level was clarified and determined according to the sources of innovations. A set-theoretic model of innovation selection based on evaluating the essence of innovations, their generators (suppliers) and implementation conditions has been developed. For such an assessment, a set of criteria has been proposed, a number of the most essential conditions for introducing innovations at an enterprise have been identified, and an optimization model for the efficiency of the innovation development process has been developed. They allow making an informed choice of innovations in accordance with the needs of the enterprise. Evaluation criteria for the innovative potential are proposed and their essence is determined. Testing of the evaluation confirmed the possibility of using the proposed criteria. A model of innovation transfer, which presents the main processes and participants in the transfer of external and internal innovations has been developed, which allows enterprises to ensure a high level of organization and implementation of the transfer. Given the direct relationship between the transfer of innovations and intellectual property, an approach to improving intellectual property management at the enterprise is proposed. A number of principles of intellectual property management have been determined. The stages of intellectual property management at the enterprise are proposed as a set of specific actions determining all processes directly or indirectly related to such management, as well as those responsible for these processes and resource provision.

Abstract:
Employee’s innovative behavior is an impulse that initiates a range of organizational processes, owing to which the enterprise forms its competitive advantage. In the article, the determinative factors of influence on the innovative behavior in the context of separate age groups were defined. According to the results of multifactor regression analysis, the determinative types of trust include institutional, horizontal and vertical, stress resistance to innovations, managerial support and innovative work environment. It was proved that the employee’s age does not affect the innovative activity of industrial enterprises. When forming the main components of the management model of innovative behavior, the focus is on personal and professional characteristics of managers, which help to form the innovative type of behavior of the employees; a system for stimulating the real results of such behavior; ways of promotion of new developments via the innovation platforms and creation of the special structural unit with the aim to implement the proposed measures.
