Full textIn this research, we defend the thesis that defense companies, by the nature of their activity, have a unique innovation process. We are mobilizing the concept of knowledge base developed by Henderson & Clark [1990] knowledge base. This database is composed of the components, i.e. the smallest units of knowledge manipulated and the architectural knowledge, i.e. the way these bricks work together. Our empirical work is based on the analysis of the technological innovation process of firms with a defense activity. The first two chapters examine the contribution of scientific knowledge to defense technological innovations. The first chapter addresses this issue from the perspective of so-called “defense” technologies, while the second chapter focuses on distinguishing defense companies from civil companies in terms of their integration of scientific knowledge into their innovation processes. These chapters highlight the importance of scientific knowledge for military innovation. The third chapter focuses on the structure of the defense industry knowledge base using indicators from the literature on technological coherence [Nesta & Saviotti, 2005, 2006]. Our results in this chapter show the importance of the exploratory nature of the defense firm knowledge base, i.e. the importance of making innovative technological connections. Finally, the last chapter questions the influence of the characteristics of the knowledge bases of firms, and more particularly defense companies, on the performance of the technological innovation process. This chapter shows the specificity of defense firms’ knowledge bases and its influence on the performance of their technological innovation process

Full textUsing a mode of organization alternative to the market, armaments production allows the firms to obtain a rent through an information asymmetry (bilateral monopolies). However this aspect is not essential to understand the specificity of that production. What makes the difference is the importance that the armed forces give to technological performances of armaments. This "technophile bias" arises from the necessity to get or maintain a technological superiority; it engenders a research program permitting to organize armaments as a system and develop innovating research fields. Operating within this mechanism, the armaments production represents more than a mesosystem. The conjugation of industrial, political, financial, budgetary, and also strategic and technological variables gives birth to a "hypersystem" which functioning is ruled by an organizing principle called "syzygy", i. E. A set of relations stemming from a technological fund common to several mesosystems. This original configuration explains the peculiar place of armament in the dynamics of the productive system. The syzygy engenders a scientific and technique potential which overshoots its military objectives and could result in commercial applications. Nevertheless the commercial valorisation of these new technologies calls a voluntary behaviour from the firms. The economic growth or depression explain that the connection between armaments production and commercial activities varies in accordance with the evolution of economic activities and investment opportunities. The armaments firms play an important role in that transfer process, as well as the commercial ones-especially thanks to the creation of interfaces by public centres of military research & development

Full textThe purpose of this thesis is the treatment of technological innovation with a systemic approach of the concept of duality and a methodology for evaluating the dual-use potential of technologies. The empirical work is based on the systematic analysis of the knowledge production within large companies with a defense activity. The first part deals with technological transfers between the civil area and the defense area. The concept of duality is looked through the Dual Innovation System (DIS), which embraces in a coherent framework all the components of duality (technological, but also organizational and market, etc.). The study of knowledge diffusion within the SDI allows the assessment of dual-use potential of technologies. In the second part, this framework of analysis is applied to the largest innovative companies in the field of defense. The analysis of the patent portfolios of these firms reveals the interdependencies that define the synergistic knowledge sets known as Technological Knowledge Systems (TKS). It is the dual-use potential of the 26 SCT as defined, which is subsequently evaluated using technological coherence tools and those of economic dominance

Full textThe promotion of innovation is a value widely pursued by the most different countries, which implement various legal techniques to ensure the necessary incentives for companies that succeed in generating new products, services and technologies. In Brazil, intellectual property is considered one of the most suitable legal institutes to better preserve the interest of companies in continuing to innovate. However, the period following Brazil’s accession to the TRIPS Agreement revealed that it did not meet the expectations of consolidating the innovation development model in the country. This frustration is not a phenomenon restricted to Brazil, as one can perceive in evaluating other economies with inheritances of underdevelopment. In lieu of a broad technological diffusion, what was observed is the consolidation of a "knowledge cartel," with global influence. The "overprotection" of intellectual property rights is added to the narrative of a reduction in competitive intervention, resulting from the influence of the Chicago School. Thus, this thesis assumes that the context previously described is not in accordance with the constitutionally adopted ideology, making it necessary to promote a renewed action of the Brazilian Administrative Council of Economic Defense (CADE, in Portuguese). The research aimed to formulate a regulatory function of innovation by means of the Brazilian Competition Law mechanisms. The research had an interdisciplinary character, involving, especially, knowledge of Law and Economy. An analysis of cases judged by Brazilian and European competition authorities on the protection of innovation and intellectual property rights was carried out. The comparative analysis with the European experience showed that the contributions of the contemporary industrial economy can introduce more realistic economic analyzes, without losing sight of the legal security in the competitive intervention. Thus, it is understood that CADE has constitutional and legal powers to intervene, in a renewed way, in cases involving the high technology industry, prioritizing more inclusive economic structures and reducing high barriers to entry in the markets in question
A promoção da inovação é um valor amplamente perseguido pelos mais diferentes países, os quais se utilizam de diversas técnicas jurídicas para garantir os estímulos necessários às empresas que tenham sucesso em gerar novos produtos e serviços ou novas tecnologias. No Brasil, considera-se a propriedade intelectual como um dos institutos jurídicos mais aptos a preservar o interesse das empresas em continuar inovando. Entretanto, o período subsequente à adesão ao Acordo TRIPS revelou que este não cumpriu com as expectativas de consolidar o modelo de desenvolvimento via inovação no país. Essa frustração não é fenômeno restrito ao Brasil, conforme se percebe ao avaliar outras economias com heranças do subdesenvolvimento. No lugar da ampla difusão tecnológica, o que se verificou foi a consolidação de uma espécie de “cartel do conhecimento”, com influência global. Assim, a “superproteção” dos direitos de propriedade intelectual se soma à narrativa de redução de intervenção concorrencial, decorrente da influência da Escola de Chicago. A presente tese parte do pressuposto de que esse contexto descrito não está de acordo com a ideologia constitucionalmente adotada, fazendo-se necessário promover uma atuação renovada do Conselho Administrativo de Defesa Econômica (CADE). A pesquisa teve como objetivo formular uma função reguladora da inovação por meio da aplicação do Direito Brasileiro da Concorrência. Para tanto, a investigação teve caráter interdisciplinar, envolvendo, especialmente, conhecimentos do Direito e da Economia. Foi realizada uma análise de casos julgados pelas autoridades da concorrência brasileira e europeias, versando sobre a proteção da inovação e de direitos de propriedade intelectual. Em face disso, a análise comparativa com a experiência europeia permitiu constatar que os aportes da Economia Industrial contemporânea podem introduzir análises econômicas mais realistas, sem perder de vista a segurança jurídica na intervenção concorrencial. Assim, infere-se que o CADE apresenta competências constitucionais e legais para intervir, de maneira renovada, em casos que envolvam a indústria de alta tecnologia, priorizando estruturas econômicas mais inclusivas e reduzindo as elevadas barreiras a entrada

Full textBefore the outbreak of the militarily clash, the Artillery was equipped in accordance with a doctrine ill-suited to recent conflicts and technical possibilities. When the imagined short war turns into a long war offering the possibility of adapting armaments and requiring massive consumption of projectiles, the governance of the production function enters into crisis. A change in mental patterns is needed. The establishment of an Under-Secretary of State for Artillery and Ammunition is a first step in this transformation. Albert Thomas adapts the governance of the production function of artillery equipment by setting up a program of needs, manufacturing and production factors, an industrial policy, as well as steering and control instruments. This new governance constitutes the heart of the governmental activity of steering the war economy, but the latter is not limited to this: it also includes the administration of all the nation's resources, whether labour, raw materials, energy, transportation or innovation capabilities. In the context of wartime parliamentarianism, it can be said that the realization of the idea of an industrial war gradually leads the country to establish a new political and economic regime. In parallel with this evolution, companies are adapting their operating methods to produce in large series; Armies are industrializing their destruction, protection, logistics and force restoration functions

Full textThis thesis delves into the territorial dimension of scientific and technological knowledge exchange, a pivotal aspect of the innovation process. It focuses on defence-related technological fields, such as weaponry, aerospace equipment and 3D printing, to scrutinize how scientific advancements are integrated into technological development. Furthermore, our analysis focuses on measuring strategic autonomy of national territories, assessing their capacity to independently produce, use and disseminate knowledge. This form of autonomy in critical defence innovation sectors is a key factor in current discussions on national sovereignty.From an institutionalist viewpoint, this manuscript situates the innovation process within the national innovation system framework. In this context, territory is understood as a social, political and cultural construct that facilitates interactions and the exchange of knowledge.Our empirical method mobilizes quantitative methods using a large number of patent data and scientific publications to establish global knowledge networks, based on citations and semantic proximity. In this regard, we employ a structural approach, integrating influence graph theory consolidated with econometric models.Our findings reveal two distinct global knowledge networks. The first, encompassing explicit knowledge, can be easily disseminated, and assimilated across various territories. The analysis of these networks permits a comparative evaluation of the control over strategic knowledge among different territories, highlighting situations of dominance or dependence on external sources of knowledge. The second network, with more local roots, comprises tacit, applied knowledge that is intrinsic to individuals and their social interaction networks, thereby being geographically bounded. This network accounts for the sustained presence of national expertise over an extended period, notwithstanding the globalized nature of knowledge exchange driven by globalisation and the advancement of information and communication technologies.Our study shows that the coexistence of these networks is essential in knowledge maturation. Despite the more codified and globalized nature of scientific activity compared to technological, it retains strong territorial ties, fostering local innovation through tacit knowledge exchange. These insights suggest that investments in specific domains are crucial for enhancing national sovereignty in strategic innovation

Full textIs it possible for the organisational change process of a company in the defence sector, evolving from a regalian model to a financial model, to be entirely free from the specific and contextual constraints imposed by a principal, when said principal comes from the political and diplomatic arena ? To come to terms with this issue, this thesis calls upon the writings of MINZBERG, PESQUEUX, LEWIN. These concepts are thereafter compared with a longitudinal case study of the normative continuities and transformations incurred in the innovative function of GIAT-Industries from 1971 to 2001. Taking the confrontation between the theory and the longitudinal case study as a starting point, the thesis analyses the dynamics of oscillation between these two archetypal models : the regalian model (inheritance) and the financial model (intention). By way of a conclusion, it proposes a third dialogical process-financial model and discusses the utilisation of the network concept within a European framework

Full textHow did the developers responsible for creating the Paris-La Défense district succeed in creating a world-class business centre yet fail so strikingly in their efforts to create a convivial residential area in which inhabitants enjoy satisfactory quality-of-life? How can town planners achieve a positive “representation” for a site? What are the “urban symbols” to which city-dwellers aspire? To answer these questions, the urban environment is analysed from the dual standpoint of value in use and symbolic value, i. E. What people perceive as having a material or immaterial value. Thus, the symbol represents the human dimension in urban design. The first symbols were created by the city authorities in the 1960s, when initiatives where taken to clear the slums around Nanterre and to rehouse residents in so-called “temporary public housing developments”. Agencies were set up to manage these housing developments. Maslow's grid can be used to categorise the reaction of the North African immigrant community to these symbols. The study provides a working conception of both cities: the physical city and the imaginary city, which represents the human perception of the urban environment. The town planner must quantify the needs of the imaginary city in order to define technical specifications for the physical city. The developers responsible for La Défense correctly assessed the needs of large corporations, thereby ensuring the district's successful development as a business centre. However, they were not as successful in determining the needs of the population, and this led to their failure in subsequent social housing developments

Full textThe objective of this thesis is the positive and normative analysis of the organization of military research, development and technology, in France, in the present period. The research tackles theoretical and empirical questions related to knowledge economics and the organisation of R&D. It is based on a significant qualitative material, gathered in France and the United States. The first part is a theoretical analysis of the institutions and organisations involved in the production and the diffusion of knowledge. We illustrate the questioning of this system through that of military programs. The second part is dedicated to the definition of an analytical framework for the study of the repositioning of military innovation within the French system of innovation. The third part focuses on the identification of the modalities allowing the assertion of the Délégation Générale pour l’Armement as the central actor of dual policies

Full textThe objective of this thesis is to analyze in what way the use of cloud computing (CC) presented as a new form of intellectual property right (IPR), can modify the intensity and use of information and communication technology (ICT) within companies. Among the innovative results of this thesis, three ‘aspects’ will be mentioned as follows: In the first place and since the firms are looking for innovation, the adoption of cloud computing depends on the technological absorptive capacity as we have redefined it, built on the accumulation of knowledge and processes related to the management of innovations and technologies allows an easier integration of the new technologies in the plan of the company’ functioning. Secondly, the digital skills are fundamental in the decision of adoption in order to insert the cloud computing in the continuity of former technologies, to manage the perception of the complexity of this technology and the associated risks. Finally, the distribution of the cloud computing depends largely on the consumers perception of this new technology. The more the consumers trust the security of the cloud computing, the more the competition among the companies allows to the competition in prices. The perceptions of the consumers about the security of the cloud computing have an impact on the competition for both price and quality among the firms (service providers) and determine the level of the distribution. These perceptions play an important role
