Abstract:
This study aims to analyze the application of twentieth century sociologist George Mead's role theory to Henry VIII and Mary I, of Britain's Tudor Dynasty, regarding their treatment of their families during the early to mid-sixteenth century. Contemporary role theory can offer a useful lens to study sixteenth century royal family functionality through an analysis of Henry VIII and Mary I's lives as monarchs of England. Role theory can illuminate the role conflict that led to a separation between Henry and Mary as people and as sovereigns. Their roles, derived from traditional authority, set them apart as people and led them to behave in a way that would not have been true to their characters if they were not monarchs. The roles will therefore be given particular attention pertaining to family issues within a sixteenth century social, religious and political context. The findings of this study include an explanation of conflict with identity as well as a conflict with roles using transformation as the catalyst in the case of both of these monarchs. This study includes a qualitative content analysis, while also employing methods from the humanities to create a unique blend of methodology from both the social sciences and the field of history. This blend of methodology aids in creating a model to ensure further understanding of conflict analysis from a historical perspective.

Abstract:
The concept of the 'information society' has been systematically deployed to denote a new techno-socio-economic paradigm with information and communication technologies (ICTs) at the centre, which entails significant economic and social transformations and bears implications for governance and potential for development and quality of life. Departing from the deterministic view of information society as a set of uniform societal arrangements, the thesis examines its national variations, as they emerge from the interaction between ICTs and relevant policies with pre-existing social, political and economic realities. Drawing on a conceptual framework based on political economy and historical sociology, it proposes that the unfolding of any national information society is a contested process feeding on the historically formed relationship between the state and the national economy and society. This relationship is expected to inflect international policies and processes in quite idiosyncratic ways, leading to differentiated national information society trajectories, while the state is instrumental in articulating international policy directions with national societal arrangements. Identifying an empirical gap in the examination and analysis in semi-peripheral and middle-income countries, the thesis seeks to address evolving characteristics and dimensions of the 'Greek case' of information society, stressing the dialectic between European policy and the national socio-cultural, political and economic idiosyncrasies, the role of the Greek state, as well as the weaknesses encountered in the process. The emphasis is on the period 1998-2008, which includes the first comprehensive strategy and provides the opportunity to analyse preliminary results of the policies adopted. The empirical material includes relevant policy documents, quantitative indicators, personal observations, as well as a set of elite interviews with policymakers, ICT industry representatives and other actors involved in information society policies and processes.

Abstract:
This research introduces a novel methodology to study the appropriation of new Information and Communication technologies (ICTs) or "Multimedia" in a natural setting. This includes computers, mobile phones and television, and any application and service based on these. Building on theoretical and empirical research in technology studies, diffusion of innovations and consumer research, the study investigates the processes of adoption, consumption and domestication across the life-space of individuals and natural groups. The BEAN approach is developed to investigate data from qualitative fieldwork that engaged with respondents in four natural social networks. This shows how a range of new ICTs are entering into the everyday world of these respondents, and how they engage with them: the way these technologies are appropriated, including adoption, learning and struggling, but also strategies of resistance, non-adoption, and arms-length appropriation. It shows the importance of the informal economy in providing access to technology, skills, knowledge and resources to deal with the complexities and difficulties of adopting and using ICTs. In particular, it finds the local expert is crucial to the adoption and use of many of these technologies, providing support that the commercial world fails or is unable to provide.

The evolution of cloud technology began in the 1950s with the introduction of mainframes at IBM. A mainframe is a server with a large amount of RAM and external memory. It is designed to solve problems related to the processing of large amounts of data. The operators of these machines have the ability to access the central computer through terminals, the only function of which was to provide access to additional operators to the mainframes. In most cases, the user did not need the full power of the mainframe. Therefore, «stupid» ports have made mainframes more costeffective, and cloud technologies have a chance for further development. The idea of an «intergalactic computer network» first originated in the 1960s with Joseph Licklider. He was responsible for setting up the Advanced Research Projects Agency (ARPANET) network. The essence of his concept was that all users from anywhere in the world should be interconnected and access programs and data on any site. The very idea of cloud services is associated with John McCarthy, a specialist in the theory of electronic computers. He suggested that computer computing would be available as a service in the future. This concept will form the basis of the SaaS model, which provides cloud software as a public service.

Ідея "міжгалактичної комп'ютерної мережі" вперше виникла в 1960-х роках у Джозефа Ліклайдера. Він відповідав за створення мережі Агентства передових дослідницьких проектів (ARPANET). Суть його концепції полягала в тому, що всі користувачі з будь-якої точки світу повинні бути пов'язані між собою і мати доступ до програм і даних на будь-якому сайті. Abstract:
This thesis presents a late-Durkheimian theoretical framework on civil society as a sphere of solidarity and applies it to the development from modern society to an „information society‟. The framework is used to identify the cultural codes that exist in different information societies and to show their role in integrating or dividing the members of civil society. The framework is applied to South Korean civil society entering an information age coincident alongside processes of democratisation. Three policy debates relating to information are used as case studies to show the coexistence of, and conflicts between, a „developmental code‟ based on economic growth and anti-communism deriving from the authoritarian period of state-sponsored capitalism, and a later „democratic code‟ based on human rights. The three cases are: the Electronic National Identification Card, the National Education Information System and the credit information system. The thesis argues that the values of a „democratic‟ code are becoming more dominant in recent South Korean society, despite continuous challenge for its validity. The cases provide evidence that democratisation and informatization can operate in tandem to establish the dominance of the democratic code in public discourse in South Korean civil society.

Abstract:
The digital divide is a core issue of the information society. It refers to the division between those who have access to, or are comfortable using, information and communication technology (ICT) (the "haves") and those who do not have access to, or are not comfortable using ICT (the "have-nots"). The digital divide is a complex phenomenon. The majority of studies to date have examined the digital divide from a socio-economic perspective. These studies have identified income, education and employment as the key factors in determining the division between the "haves" and the "have-nots". Very little research has explore the psychological, social or cultural factors that contribute to digital inequality in community. The current study filled this gap by using Bandura's social cognitive theory (SCT) to examine the psychological barriers that prevent individuals from integrating ICT into their everyday lives. SCT postulates that a person will act according to their perceived capabilities and the anticipated consequences of their actions. Four studies have explored the digital divide using SCT. Because of limitations in the research design these studies have shed only limited light onto current understanding of digital inequality in community. The current research was the first study exploring the digital divide that (i) incorporated both socio-economic and socio-cognitive factors, (ii) used a community context that ensured the recruitment of participants who represented the full spectrum of the general population, and (iii) was conducted in both the US and Australia. Data was gathered via self administered questionnaires in two communities: Brisbane, Australia and San Jose, USA. Completed questionnaires were obtained from 330 and 398 participants from the US and Australia, respectively. Hierarchical regression analysis was used to explore the research question: what influence do socio-cognitive factors have in predicting internet use by members of the general population when the effects of socio-economic factors are controlled? The results of this analysis revealed that attitudes do matter. The US study found that socio-economic factors were not statistically significant predictors of internet use. The only factor that found to be a significant predictor of use was internet self efficacy. In short individuals with higher levels of internet self efficacy reported higher levels of internet use. Unlike the US study, the Australian study found that by themselves several socio-economic factors predicted internet use. In order of importance these were age, gender, income and ethnicity. However, the study also revealed that when socio-economic factors are controlled for, and socio-cognitive variables included into the analysis, it is the socio-cognitive and not the socioeconomic variables that are the dominant (in fact the only!) predictors of internet use. The research illustrated that the digital divide involves more than just the availability of resources and funds to access those resources. It incorporates the internal forces of an individual that motivates to them to use or integrate ICT into their lives. The digital divide is not just about ICT such as computers and the internet. It is about people. As such, the key to solving the issue of digital inequality is not going to be found with corporate or government funds providing physical access to technology. Instead, the key to solving digital inequality is inside the individual person. The alternative view of the digital divide presented in this research is by no means intended to minimise the role played by socio-economic factors. Indeed, the socioeconomic perspective has helped shed light on a very real social issue. What this research has done is suggest that the digital divide is more complex and more involved than has been imagined, and that further and different research is required if genuine insights and real steps are going to be made in establishing an information society for all.

Abstract:
Purpose: The purpose of this research is to study the development of the information society in Cyprus. By applying a conceptual model, a comprehensive measurement of the information society in Cyprus is carried out and comparison with Malta and the EU average is performed. Specific proposals are made for the successful development of the information society in Cyprus. Methods: A major part of this thesis is the review of the literature and in this respect the exploratory nature of the first two research questions prompted the application of a systematic narrative review by using a unique and well defined procedure. Then the OECD framework descriptive model is applied to Cyprus and Malta. Findings: This research reaffirms the lack of a universally accepted definition for the information society due its complex and diverse nature. However, a common denominator of all definitions is that this concept is based on the ICTs and that it is related to technology, economy and society. The systematic narrative review demonstrated three distinct groups of indices. The ranking of Cyprus does not differ significantly regardless of the scope of measurement of each composite index. The relationship between small countries and information societies has not drawn the interest of the scientific community. The application of the model confirmed the position of Cyprus behind Malta and helped to explain some reasons for the differences. Conclusions: None of the available indices seemed appropriate for policymakers in small countries trying to assess, and explain the relative position of their countries. The OECD’s model appears the most helpful approach in pinpointing problems, by comparing the results for two countries that are relatively similar in size, location, history and general development but which occupy different positions on other indicators. Recommendations concern an information strategy and evaluation framework for Cyprus.

Abstract:
Centring on information technology (IT), this thesis examines two broad but related areas of interests: ideological formations and material movements. Starting from a historical survey it contrasts two visions of 'information society' (IS), and then goes on to depict the social background from which these visions arise. It is found that since the 1960s the capitalist world system has been undergoing crisis, and it becomes especially obvious in the 1980s that IT has been playing a crucial role in restructuring capitalism. As such, the concept of IS and practical functions subsumed by IT have important implications for (semi-)peripheral countries . As one of the widely claimed economic 'miracles' Taiwan's recent developmental trajectory is particularly useful for realising how IT functions and how dominant ideas about 'IS' disseminate. Benefiting from selling IT, Taiwan's experience cannot be said to have constituted a successful story supporting the modernisation theory. Rather, the developmental process she has so far gone through fits the arguments of the world-system approach. Taiwan's quick rise to seize IT for expanding her economic base tells a very good example as how the international capital, the state, and the national capital cooperate and clash. In contrast, Taiwan's records of using IT for production, transmission or consumption are rather poor. This reflects her position in the world system in general, however, it is a necessary result considering that her economic structure is based on small business. On the side of ideological representations, this study confirms the dominant pattern of IT coverage in the popular media (newspapers). Though the newspapers have not yet produced a coherent articulation of different elements of the idea of 'IS', it relays uncritically the established (the government and the business) perspectives on IT and 'IS'. The protesting or suspicious opinions about them are therefore contained in marginal places like the environmental movements or expressed in science fictions.

Information technology and society in burkina-faso. This work is an attempt at understanding the obstacles and difficulties hindering the development of information technology (i t) in burkina-faso. The approach adopted is one of analyzing the role and position of those involved in the computerization of the country. Analysis of the role the state plays in this is preponderant as it controls implemention of the national i t policy. To understand the limits placed on the action of the state, this study considers the role played by actors outside burkina-faso, that is the industrialized countries, transnational firms, the computer industry and international organizations. Functionality, simplicity, appearance, and the price are the influencing factors when consumers are choosing a phone. Thus, smartphone companies seek intellectual property protection to prevent others from replicating their creations as a way to maintain their competitiveness. Nonetheless, intellectual property rights, especially patent, have become a means to create hurdles to competitors in smartphone markets like telecommunication, handset functions and operating systems. This is due to the nature of a patent, which awards patentees with exclusivity and allows them to exclude competitors from accessing their patent. It gives right holders a chance to dominate the given markets and it is one of the main factors that constitute monopoly. Patents can lead to the dominance of the market by a single company and they can also be utilised by non-practicing entities for profit-making purposes. They may refuse licensing competitors/inventors to use essential techniques or threaten patent litigation and demand extortionate fees; competitors/inventors would have to design around to research for advanced products. If the patent is essential as a standard, their products may be eliminated in the competitive market. Apart from hindering innovation, such patent holders may also impact the price of products. In the light of this, this study focuses on the problem in smartphone industry. The US and EU competition cases and policies are analysed for identifying the problems in the smartphone industry and investigating the balance between patent protection and the competitive market. It should be possible to ensure benign competition in the smartphone industry so that, rather than using patents to strangle innovation, patents and competition law will work together in a way that responds to the needs of the information society. Hence, more advanced technology could be introduced to society, at a reasonable cost, which would boost the economic development of innovative industries.

Abstract:
This thesis aims to contribute to a better understanding of regional development in the 21st century by looking at the effects of policy and the reality behind adapting to the information age. This work investigates four broad themes, the first of which takes a theoretical standpoint that lies at the interface between institutional and neo-classical approaches to development. These approaches are compared in reality through the different development policies chosen by the European Commission and the Irish Government. I use the Regional Information Society Initiative (RISI) as a vehicle of analysis to gauge the 'institutional turn' in EU policy making. This involves a comparison with policies in Ireland which have long favoured a more neo-liberal approach. The second pillar of my work provides empirical evidence, contrary to technological determinists, that physical space and infrastructure is as, if not more, important in the information age as it was prior to it. This thesis presents a view of the situation of Information and Communications Technology Planning (ICTP) from the perspective of Critical Systems Thinking (CST). Nowadays with the increasing use of information and communications technologies and the possibilities of management of information, organisations and people in general focus attention on the planning of these technologies. Such type of planning has been often understood as a process that aims to get competitive advantage through the use of information and ensure that it will contribute to the improvement of the way of life of societies. The outcomes in different countries and problems encountered make necessary to explore the possibility of an alternative view in planning that could be more inclusive and participative regarding people involved and affected by this process. In this thesis such a view is defined as 'strategic'. It considers that different groups of people have different concerns that are necessary to address. By using a combination between the systems theories of Autopoiesis and boundary critique, the strategic view is presented. It opens the possibility of including different groups of people and their concerns, as well as debating the consequences of addressing some of these concerns in action. Concerns are viewed as system boundaries. A methodological approach to support a process of ICTP is defined from the strategic view. This approach was used to intervene at Javeriana University in Colombia in a project called "Exploring possible roles for information technologies at Javeriana University" from March to July 1999. Reflections about this project lead the author to propose enriching the strategic view with an understanding of the issue of ethics in the practice of ICTP and in the improvement of the way of life of individual and collective subjects. The ideas of power and ethics from Michel Foucault are used to enrich the strategic view of planning and to enhance critique on the ethics fostered by practitioners. This critique fosters also continuous awareness about the life projects of practitioners and of individuals in general, as a proposal to improve their way of life in the development of the information society.

The adoption of Blockchain technology looks promising in many areas. However, it is still a relatively new area of research, and implementations are not entirely free of challenges. This study focuses on the potential benefits of blockchain adoption in the public sector, with the potential to enhance democratic processes. Blockchain technology is, by design, apt at managing several significant challenges regarding communication and security in digital networks. This includes maintaining data integrity, enhancing security and privacy, and to mitigate fraud and manipulation. Possible issues that might arise when applied to the public sector is regarding law and regulation compliance. To cover the current state of the field, an exploratory literature review has been conducted. Among the results are several interesting blockchain projects around the world with emphasis on civic dialogue. Studying possible network architectures it appears that Hyperledger Fabric is the most prominent when it comes to implementations in the public sector. Based on this study, and on input from experts within the field, a proposed model that could be implemented and tested on a smaller scale is presented. The purpose is to record and track expenditures on public sector projects and make them available to the public.
Antagandet av Blockchain-teknik ser lovande ut på många områden. Det är dock fortfarande ett relativt nytt forskningsområde, och implementeringar är inte helt fria från utmaningar. Denna studie fokuserar på de potentiella fördelarna med blockchain-tillämpningar i den offentliga sektorn, och dess potential att förbättra demokratiska processer. Blockchain-tekniken är designad för att hantera flera viktiga utmaningar när det gäller kommunikation och säkerhet i digitala nätverk. Detta inkluderar upprätthållande av dataintegritet, förbättrad säkerhet och integritet för att minska risken för bedrägerier och manipulation. Abstract:
The proliferation of the information society over the last twenty years has made access to, and engagement with, information and communications technologies (ICT) and the Internet increasingly important aspects of social inclusion in contemporary society. Similarly, the ability to be able to use ICT effectively has been described as the indispensable grammar of modern life. Because of this there is a growing concern between those who have access and can use ICT the Internet and those who don't - referred to as the digital divide. This has resulted in a plethora of local, national and international policies aimed at getting people online and connected to the Internet being set in motion over the last couple of decades. These policies aim to bridge the 'digital divide' by focussing on increasing access to ICT for those living in deprived areas, areas already viewed as suffering from high levels of poverty and social exclusion. South Yorkshire, with many of its villages and urban areas built specifically for the coal industry had suffered from terminal decline with the closure of many of its pits over the last forty years. The decline of manufacturing has resulted in an array of economic and social problems burgeoning within many of its communities, to the point where the South Yorkshire region was granted Objective 1 funding from the European Union. The research explores whether or not ICT and the Internet can become the expected solution to so many diverse and interrelated problems facing the people and places of South Yorkshire - particularly with regard to the social and economic regeneration of deprived areas. The research was undertaken in two phases in 2003 and 2013 at Grimethorpe which in 2003 was considered one of the most deprived wards in Europe. In 2013, due to continued regeneration efforts, Grimethorpe's social and economic fortunes have improved greatly. Both phases of the research utilised a case study design and qualitative methodology to explore how local residents were accessing and using ICT and the Internet. In the first phase three community technology centres to be found within Grimethorpe were examined, two publicly funded and one from the third sector funded by Objective 1 South Yorkshire. These were explored in relation to ICT policy outcomes of both funding bodies which focussed on how the centres could help local digitally excluded people overcome the digital divide; build the social capital within deprived areas and also up-skill the local workforce to be able to participate in the wider knowledge economy of South Yorkshire. Findings from the first stage highlighted how people from Grimethorpe were not using the community technology centres due to a number of socio-economic barriers relating to low-levels of education, poverty, lack of observable employment and also in the form of resistance by residents of Grimethorpe themselves. The second phase of the research returned to Grimethorpe a decade later in order to investigate how the rapid changes of technology in the intervening years were being experienced by several families in the community. Here similar barriers to those found in phase one were discovered along with how family members are becoming central to helping other members overcome the digital divide. The research concludes that in order to help people overcome the digital divide they need to have a suitable reason to access and use ICT and the Internet, something often made aware to them by someone they trust.

This thesis investigates the relationships between surveillance, acts of resistance to surveillance and their respective roles in the contemporary social order. The context for this investigation is the contemporary ‘information society’. This is characterised by globally networked information and communication technologies, and is represented most plainly by one medium in particular: the Internet. The Internet has historically been a contested domain; it represents, for some, the cornerstone of civil liberties yet at the same time it is highly regulated and susceptible to control. The significant social, cultural, economic and political impacts of the Internet include the proliferation of techniques of digital surveillance. However, while the Internet has facilitated the growth of these practices, it has also created new opportunities for resistance to surveillance. By attending to the social dynamics and mechanics of resistance, we can generate more nuanced and subtle understandings of the ways in which social control is being performed. A framework of nodal governance steers this research. Consequently, this study locates these dynamics within three specific sites: online civil society, the regulatory process and the media. These cases demonstrate how a range of social actors, across a variety of settings, are implicated in the dynamics of digital surveillance and resistance. An innovative, multi-strategy approach to the fieldwork, including computational social science methods, captures these emergent dynamics as they are played out. The analysis of the data is guided by a theoretical preoccupation with control that serves to illustrate its plural and fluid character. Central to this are social and technological networks as forms of organisation and communication that facilitate surveillance and resistance. The thesis concludes that contemporary social control is an inherently socio-technical process, shaped primarily by dynamics of digital surveillance and resistance.

The objective of the research is to identify how information can influence development in the developing countries, especially in Bangladesh. A variety of information gathering stages were undertaken including documentary analysis, interviews with key officials, structured interviews with individuals living in rural and urban slum areas and focus groups. Officials at the central planning level responsible for community development and information services in Bangladesh were interviewed to ascertain their views of the relation of information and development in Bangladesh. At the grassroots level both information providers and users were interviewed to collect information relating to the impact of information services on development in rural and poor urban areas of Bangladesh. Structured interviews which allowed for quantitative analysis were undertaken in four remote villages and two poor urban areas. Analysis of the data collected has led to the development of a model for community information centres which might become central to information dissemination and provide a focus for information policy in Bangladesh.

In our complex world of today we see that the leader- and followership is getting harder and harder to “command and control” our organizations and our society. The awareness of the decision makers are often too fragmented in relation to the often complex real situations out there. The information is only flowing in organizational stovepipes and not across boundaries as it should today. The patterns of mutual complex dependencies have taken over and we have difficulties in controlling the consequences of our decisions. The relations over organizational borders are often weak and fragmented and the mutual trust is low. Technology has always been a driver for the society to evolve and our idea is that technology can be the main driver for evolving cross boundary collaboration in order to meet the demands of the world. Technology can be the main driver but only if we consider all of the important dimensions when implementing Information and communication technologies (ICT) In order to find the right method of using technology and scientific methods for achieving better cross boundary collaboration a number of data collection activities has been performed, described and analyzed in the work with this thesis. The activities has been diverse in its nature, brainstorming activities, qualitative interviews and a small case study has been combined in order to derive the result – a path forward against further research for a better cross boundary collaboration in our western community. The thesis now have identified a path forward and a scientific framework for taking all of our experiences, existing capabilities, earlier performed research one step further and lift it up to the cross boundary level in organizations and in our society. We have the chance of cultivating all of the properties, relations, amounts of information, and evolve our technology. This may be all that we need in order to achieve a more socially sustainable climate in leader- and followership in our organizations and society. This thesis explores the extent to which Turkish companies in the information and communication technology (ICT) sector are integrated within an innovation system and investigates the features of the Turkish ICT sector on the route to Turkey's integration into the European Information Society (IS) project. The research is grounded in the co-evolving theories of the innovation systems approach and the information society, with a particular focus on the network society paradigm. The analytical framework is based on three intersection points between network society and innovation systems theory: technology/innovation as a significant element of how ICTs contribute to economic growth and integration at European level; networks as the enablers of coordinated activity in innovation processes linking actors and systems of innovation, e. g. firms, government, research institutes, regulatory frameworks, the Turkish state and the EU; and the policy, dimension focusing on the role of national/supranational actors for enhancing innovation and networking. At European level, the notion of information society and its technologies has one of the largest priorities in the European Community's research and policy agendas. The European IS strategy has promoted innovation in ICTs to foster technological development and economic benefits in alignment with societal needs. This approach was declared in the Bangemann Report of the European Council in 1994 and was reinforced by the Lisbon Goal, with the objective for Europe to `become the most dynamic knowledge economy in 2010'. In this picture, as an accession country to the EU, although Turkey's IS policy formulations are affected by those of the EU, the country's ICT producers and their role in the evolution of the IS have been poorly understood, and their role in Turkish- EU integration has been under-investigated. Empirical field research done in Turkey is complemented by additional primary and secondary (statistical and documentary) data. Following the systems of innovation approach, the main unit of analysis is the firm, with the aim of understanding how ICT firms conceive their roles in innovation processes and whether and how innovation in ICTs could catalyse the integration process for Turkey into the European IS. The main research findings indicate that Turkey should focus on improving its innovation system at national level with a focus on IS policy as an essential component of this system, and make it work efficiently in all sectors by placing high priority on the key enabling sector: ICT. The results point out the need for national collaboration schemes through which firms learn to innovate together and to network with their European counterparts. The research emphasises the different IS policy-making processes at European and Turkish levels, and the policy mismatches that could be overcome by integrative networks between technology producers and researchers in Europe and within Turkey and by a well-coordinated national IS policy in place in Turkey.

Abstract:
The December 2004 Indian Ocean Tsunami wrecked thousands of lives, homes, and livelihoods - losses that could have been avoided with timely and better information. A resource such as information is needed at a fundamental level much like water, food, medicine, or shelter. This dissertation examines the development of the Thai information society, in terms of the share of information workforce and the level of diffusion of information and communication technologies (ICT), as well as, the role of the Thai information society in response to the tsunami disaster. The study combined the historical and political economy analyses in explaining factors influencing the growth of information workforce and the development of ICT in Thailand. Interviews conducted in 2007-08 revealed the Thai information society responded to the 2004 Tsunami - the first global internet-mediated natural disaster - in two areas: on-site assistance in collecting and recording identification information of tsunami disaster victims and on-line dissemination of disaster relief information. The effectiveness of ICT institutions in providing the tsunami disaster relief efforts and increasing the development of the information society were assessed using statistical procedures analyzing the perceptions of the Internet-based survey respondents. The disaster effects on survey respondents were also assessed. The study's findings include: (1) the Thai information sector development pattern confirmed a key difference between development patterns of information sectors in developed and developing countries, (2) the increasing number of Thai information workers was due more to the expansion of government than the expansion in the manufacturing and service sectors during the 1997-98 Asian financial crisis, (3) Thailand's expansion of ICT infrastructure was influenced not only on the basis of economic profitability but also by political desirability, and (4) volunteers were crucial in humanitarian aid and disaster relief.
