Abstract:
This paper develops a multicriteria analysis method for effectively making the selection decision on information systems (IS) projects for project management in organizations from a sustainability perspective. The triple bottom line principle of sustainability in organizations is carefully considered in formulating the IS project selection process as a multicriteria analysis problem. The subjectiveness of the decision-making process is modelled by linguistic variables approximated by fuzzy numbers. The positive and the negative ideal solution concepts are used to calculate the overall sustainability performance of individual IS projects in a comprehensive manner. A decision support system framework is then constructed with the use of the developed method for facilitating the IS project selection process. Such a system can provide organizations with an effective mechanism for comprehensively evaluating available IS projects from a sustainability perspective. An example is presented for demonstrating the flexibility and effectiveness of the proposed method in solving the IS project selection problem.

Abstract:
Transportation strategies encompass a portfolio of projects in which choices must be made between competing alternatives. An appropriate portfolio of projects is essential for the success and growth of transportation agencies. The introduction and implementation of emerging technologies such as intelligent transportation systems (ITS) increase the need for more effective decision-making approaches and project selection in the coming years. Transportation projects, particularly, have a broad impact on the public and are multicriteria in nature. The projects also involve several elements of risk, such as project success, public acceptance, or public image. Traditional methods of project evaluation such as benefit–cost analysis focus mainly on the financial rewards of projects and do not sufficiently consider multicriteria and risk evaluations in an integrated framework. Development of an objective and systematic methodology that could address the multicriteria nature of the projects and also deal with their risks and rewards is necessary for both private and public agencies. This need is important particularly when new technologies are implemented, information on project impacts is insufficient, and resources are constrained. An integrated project portfolio selection model is introduced based on the well-established methodologies used for multicriteria evaluation and proven concepts used for portfolio selection in the finance discipline. The new methodology significantly facilitates decision making by integrating both the risk and the value of projects. A case study for selecting ITS projects in a public agency is demonstrated. Guidance is provided in nontechnical language for interpreting the outputs of the methodology.

Abstract:
Determining the priorities of projects is an essential step in the planning process. Usually, the limited availability of resources prohibits the simultaneous execution of all proposed projects, A number of project selection methods have been developed to ensure a deliberate process of determining priorities. In this paper we describe and discuss eight of these methods: cost benefit analysis, risk analysis, ranking, scoring, zero one programming, knowledge-based systems, steering committees, and the analytic hierarchy process. We evaluate these methods based on a set of eight criteria. We conclude that none of the methods meets all requirements. An important shortcoming of most methods is the inability to support group decision-making despite the increasing importance of this criterion. As a consequence, the appropriateness of the methods depends on the characteristics of the decision situation. Our analysis provides guidelines for choosing a method in a specific situation.

Project procurement method (PPM) selection influences the efficiency of project implementation. Owners are presented with different options for project delivery. However, selecting the appropriate PPM poses great challenges to owners, given the existence of ambiguous information. The interval neutrosophic set (INS) shows power to handle imprecise and ambiguous information. This paper aims to develop a PPM selection model under an interval neutrosophic environment for owners. The main contributions of this paper are as follows: (1) The similarity measure is innovatively introduced with interval neutrosophic information to handle the PPM selection problem. (2) The similarity measure based on minimum and maximum operators is applied to construct a decision-making model for PPM selection, through considering the truth, falsity, and indeterminacy memberships simultaneously. (3) This study establishes a PPM selection method with INS by applying similarity measures, that takes account into the determinacy, indeterminacy, and hesitation from the decision experts when giving an evaluation value. A case study on selecting PPM is made to show the applicability of the proposed approach. Finally, the results of the proposed method are compared with those of existing methods, which exhibit the superiority of the proposed PPM selection method.

An appropriate project delivery system plays an essential role in sustainable construction project management. Due to the complexity of practical problems and the ambiguity of human thinking, selecting an appropriate project delivery system (PDS) is an enormous challenge for owners. This paper aims to develop a PDS selection method to deal with the related-indicators case by combining the advantages of Pythagorean fuzzy sets (PFSs) and Pythagorean fuzzy weighted Muirhead mean (PFWMM) operators. The contributions of this paper are as follows: (1) This study innovatively introduced the PFWMM operator to deal with PDS selection problems for the case of the relevance among all indicators affecting PDSs selection in a complex environment. (2) A new method of solving indicators’ weights was proposed to adapt to the related-indicators PDS selection problem, through investigating the differences between the ideal PDS and the alternative PDS under all indicators. (3) A decision-making framework for PDS selection was constructed by comprehensive use of the advantages of PFSs and the PFWMM operator in dealing with related-indicators PDS decision-making problems. An example of selecting a PDS is exhibited to illustrate the effectiveness and applicability of the proposed method.

During the last decade, information system (IS) outsourcing has emerged as a major issue for organizations. As outsourcing decisions are often based on multicriteria approaches and group decisions, this paper proposes a structured methodology based on Fuzzy group decision making approach to evaluate and select the appropriate information system project (ISP) in an actual case. To achieve our purpose, we argue that seven criteria consisting of risk, management, economics, technology, resource, quality, and strategy and five ISPs should be considered for outsourcing decisions. Fuzzy analytic hierarchy process (fuzzy AHP) to find the priority and ranking of each ISP is considered. Using fuzzy theory for selecting the proper IS project can reduce ambiguities and uncertainties that are inherent in the selection procedure. A sensitivity analysis is performed to check the steadiness of the priority ranking and help decision makers to understand different scenarios that show alternative potential developments or different viewpoints concerning the relative importance of the criteria. Our proposed methodology can be applied by a cross-functional team of practitioners and IT managers to select the proper IS project. Also, the proposed approach can effectively consider complex and qualitative decision variables involved in the IS outsourcing decision-making problem. Finally, conclusion and potential issues for future research are presented. The main findings of this research have showed that the combination of AHP method and fuzzy concept to rank and prioritize of IS projects to outsource is a useful and practical tool to make traceable and reliable decision. According to results, a priority of overall score for the five candidates of IS projects reflects that project of "development of the supplier relationship management information system" performs the best, and project of "facilities management" performs the worst according to the experts' judgment in case study.

It is widely acknowledged that the information Systems (IS) industry suffers from a high failure rate with regards to IS development projects. Much of the effort to improve IS project performance has been focussed on technological issues. However, there is an increasing body of evidence that suggests that the nature of the problems facing the teams that are assigned to these projects is more sociological than technological. As the adoption and utilisation of teams becomes more prolific in the IS industry, it is becoming increasingly important to develop team composition methods that take the compatibility of team members into consideration. Many IS team member selection strategies are based primarily on the traditionally measurable skills of individuals. Yet, selecting a team in which the members have the appropriate skills does not guarantee that the individuals in the team will combine to form an effective and cohesive unit. Several team effectiveness models relating to sociological constructs have been developed in past research. These identify variables that have been predicted to influence the effectiveness of various types of teams. This research proposes a model that demonstrates the extent to which certain variables that have been identified in the literature influence the effectiveness of IS project teams. Through this assessment, it is possible to isolate the variables that have a significant impact on IS team effectiveness, thereby highlighting some of the sociological issues that should be considered when selecting team members. The relationships in the model were tested through a questionnaire that was distributed amongst 33 Information Systems project teams. Individuals in 4 of the teams submitted incomplete responses, thereby yielding a final sample of 29 teams comprising 163 individuals. Where possible, all questions were based on previously validated instruments. Initial construct validity was improved by removing 2 items from the questionnaire. Certain constructs were broken into 2 dimensions, yielding a set of constructs with reasonably high validity. All construct measures in the instrument were shown to be statistically reliable. It was found that certain variables did have a significant impact on the effectiveness of IS project teams. The predicted relationships that were supported were those between skill heterogeneity and IS team effectiveness, and between team role balance and IS team effectiveness. It was shown that individuals are more likely to combine to form an effective team if they are diverse in terms of their skills and abilities. The members should also fulfil team roles that combine to provide the team with a team role profile that is balanced. The levels of cohesion within the teams mediated the relationship between skill heterogeneity and IS team effectiveness. A strong correlation between cohesion and IS team effectiveness was demonstrated. One of the relationships in the research model that was not supported was that between background heterogeneity and IS team effectiveness. it was initially predicted that teams in which members displayed a diverse set of backgrounds, expertise, and experience would be more effective than those that did not. The diversity levels of these characteristics within IS project teams were shown to have no influence on the effectiveness of the teams. Past research in which the impact of background heterogeneity on team effectiveness has been examined has also yielded mixed results. It is recommended that future research examine this relationship more closely as an increasingly migrant global work force will ensure that this issue wilt be one of the key issues facing IS management in the future. It is also suggested that research into the area of IS team composition variables be specific to both the type of IS project being undertaken, and the lifecycle stage in which the project is operating.

IT investments constitute a major portion of the capital budgets of many organizations. It can be challenging to select the right projects that fit the corporate strategy to maximize value for the organization. In the past, senior executives focused on projects that met three criteria, namely being on-time, on budget and in scope. However, a shift has occurred as a result of the fact that senior executives are more concerned about the right mix of projects that will best utilise the organization's resources and deliver long-range growth. Some of the benefits of IT Project Portfolio Management (IT PPM) are to provide executives with the ability to monitor projects ensure business alignment and identify risks quickly. It is argued that maintaining a balanced portfolio of diverse projects can reduce the risk of an individual project and can produce a higher rate of return.

The rapid advance in information and communication technologies has effectively facilitated the development and implementation of information systems (IS) projects in modern organizations for reorganizing their business processes and streamlining the provision of their products and services in today's dynamic environment. Such a development brings organizations with numerous benefits including increased automation of business processes, improved customer service, and timely provision of effective decision support. As a result, evaluating and selecting the most appropriate IS project for development and implementation from a pool of available IS projects becomes a critical decision to make in modern organizations. Evaluating and selecting appropriate IS projects for development in an organization, however, is complex and challenging. The complexity of the evaluation and selection process is due to the multi-dimensional nature of the decision making process, the conflicting nature of the multiple selection criteria, and the presence of subjectiveness and imprecision of the human decision making process. The challenging of the evaluation and selection comes from the need for making transparent and balanced decisions based on a comprehensive evaluation of all available IS projects in a timely manner. Much research has been done on the development of various approaches for evaluating and selecting IS projects, and numerous applications of those approaches for addressing real world IS project evaluation and selection problems have been reported in the literature. In general, existing approaches can be classified into (a) cost-benefit analysis based approaches, (b) utility based approaches, and (c) optimization oriented approaches. These approaches, however, are not totally satisfactory due to various shortcomings including (a) the inability to tackle the subjectiveness and imprecision of the selection process, (b) the failure to adequately handle the multi-dimensional nature of the problem, and (c) cognitively very demanding on the decision maker. To address these issues above, this research has developed three novel approaches for effectively solving the IS project evaluation and selection problem under uncertainty in an organization. The first approach is developed for helping the decision maker better model the subjectiveness and imprecision inherent in the decision-making process with the use of linguistic variables approximated by fuzzy numbers. The second approach is designed to reduce the cognitive demanding on the decision maker in the IS project evaluation and selection process with the introduction of fuzzy pairwise comparison. The third approach is formulated with respect to the use of intelligent decision support systems for facilitating the use of specific multi-criteria analysis approaches in relation to individual IS project evaluation and selection situations. The developed approaches have been applied for solving three IS project evaluation and selection problems in the real world settings. The results show that the three developed ap proaches are of practical significance for effectively and efficiently solving the IS project evaluation and selection problem due to (a) the simplicity and comprehensibility of the underlying concept, (b) the adequate handling of inherent uncertainty and imprecision, and (c) the ability to help the decision maker better understand the IS project selection problem and the implications of their decision behaviours.

As companies are increasingly relying on information technologies (IT) to help maintain their existing and develop new competitive advantages, investing effectively in IT is becoming more and more important. One of the biggest challenges facing an enterprise IT organization is how to select a project portfolio that is best aligned with the business strategies and to deliver highest value using limited IT resources. In this research paper, I examined in detail a recently proposed IT governance framework, designed a System Dynamics model based on this framework, and developed a simulation application to investigate constructs, relationships and scenarios suggested by the framework. My research identified and examined several levers through which IT managers can achieve better alignment with business goals and more efficient use of IT resources. I examined alternative IT governance regimes (combinations of rules and policies for selecting among opportunities and retaining existing systems) in terms of their effects on efficiency, feature satisfaction, and cost of the resulting legacy asset base. By choosing the right combination of relatively straightforward selection and retention policies, IT managers can steer their legacy assets toward a desired efficiency or satisfaction goal in concert with company strategies.

A substantial amount of IT projects fail or stay challenged in meeting their targets based on project schedule, budget and system requirements.  Leading global surveys in the last decade barely indicate any improvement in the statistical performance of IT projects in spite of the fact that a lot of effort has been taken in the past to identify and fix those critical factors on which the success and failure of IT projects are generally based on. The poor trend and the underperformance of IT projects still continue. Different researches based on different approaches identify different critical factors but to a very large extent people and processes are blamed. This thesis is under taken to understand the impact of Information Systems (IS) processes and methodologies in the success and failure of IT projects. Major challenges within IS processes, such as their initial identification, implementation and organizational process awareness are identified through qualitative research methods. ‘Identification and selection of IS process and methodologies’ is identified as a major challenge within IT projects and is discussed in detail as, why and what difficulties organizations face in the process of  selecting processes and methodologies on a given IT project. A couple of methodology selection frameworks to overcome these difficulties are presented along side with their critical review and improvement. We come to a conclusion that there is a growing need for more efficient and competent methodology selection frameworks as the ones which exist today are barely complete and efficient and if they do then only to a limited and partial degree.

In 2012, the National Cancer Institute's (NCI) Board of Scientific Advisors (BSA) conducted a review of the Center for Biomedical Informatics and Information Technology's (CBIIT) bioinformatics program. The BSA suggested that the lack of a formal project selection process made it difficult to determine the alignment of projects with the mission of the organization. The problem addressed by this study was that CBIIT did not have an in-depth understanding of the project selection process and the factors influencing the process. The purpose of this study was to understand the project selection process at CBIIT. The research methodology was an exploratory case study. The data collection process included a phenomenological interview of 25 managers from program management, engineering, scientific computing, informatics program, and health sciences. The data analysis consisted of coding for themes, sensitizing, and heuristic coding, supported by a theoretical framework that included the technology acceptance model, the program evaluation theory, and decision theory. The analysis revealed the need for formal project portfolio governance, the lack of a predefined project selection process, and that the decision-making process was circumstantial. The study also revealed six major themes that affected the decision-making process: the CBIIT mission, the organizational culture, leadership, governance, funding, and organizational change. Finally, the study fills the gap in the literature regarding the project selection process for government-funded initiatives in information technologies. This study may contribute to positive social change by improving the project selection process at CBIIT, allowing for the effective use of public funds for cancer informatics researchers.

The software development business today is a land of constant change. The change requires the organizations who operate within this business to be flexible and quick to respond. This has led to multiple agile organization methods being developed, one of them is DevOps. A cornerstone in DevOps is self-selection - a method for assembling teams. This method gives hope of less administration, autonomy in teams and increased performance. In this essay we investigate the promises - the challenges and the possibilities - of self-selection. The case in this essay is IFS - a big software development company, implementing self-selection department by department also facing the challenges of combining traditional project values with the short iterations of an agile method. Our qualitative study investigates which the main challenges and possibilities are. We also investigate how these findings should be managed. How could the diversity, team size and autonomy be enhanced or diminished? We found that some parts of the case, and practice, were like our prior literature - but some were not. For example, the feeling of being in homogeneous teams were not always negative, and the majority of those taking part of the self-selection at IFS said they chose team by assignment - not social network as the prior literature said. Our conclusion reveals that there are several different factors to consider when having selfselection implemented in a traditional project environment. The main areas where we have found possible improvements are Team Choice, Team Diversity, Overlapping Assignments, Experienced Ownership, Management Influence and Performance.

The characteristics of CASE technologies and their implementation in the Oracle Designer 10g environment are considered. A comparative analysis of the standards of the organization of the life cycle of creating and using IP, practical recommendations for the development of standard profiles, examples of the development of an IP project based on a cascading model of the life cycle, including using a process approach in the management and automation of processes. The models of the client — server architecture and the structure of cloud computing are considered. Modern approaches to the selection of ready-made is and their implementation in automated enterprises are studied in detail. Meets the requirements of the Federal state educational standards of higher education of the latest generation. It is intended for students (bachelors and specialists) and masters of higher educational institutions studying in the direction of "Applied Informatics". This paper focuses on the evaluation of project proposals within the innovation management of manufacturing industries. The goal is to define a strategy-oriented project program within a budgetary framework. This task requires a systematic approach which structures the wide range of information and makes the complexity of decision making controllable. Within the process framework of decision preparation and decision making, a coherent combination of adequate methods, processes and tools is indispensable. For this reason, a set of standardized methods comprised of ABC-analysis, value analysis, portfolio analysis, paired comparison and expert discussion is suggested. Moreover, the central decision-making supporting element is the evaluation of alternative projects with regard to their potential and risk.

Because current complex systems challenges can limit an organization's ability to efficiently handle socio-technical systems, it is essential to provide methods and techniques that count on individuals' systems skills. When selecting future employees, companies must constantly refresh their recruitment methods in order to find capable candidates with the required level of systemic skills who are better fit for their organization's requirements and objectives. The purpose of this study is to use systems thinking skills as a supplemental selection tool when recruiting prospective employees. To the best of our knowledge, there is no prior research that studied the use of systems thinking skills for recruiting purposes. The proposed framework offers an established tool to HRM professionals for assessing and screening of prospective employees of an organization based on their level of systems thinking skills while controlling uncertainties of complex decision-making environment with the fuzzy linguistic approach. This framework works as an expert system to find the most appropriate candidate for the organization to enhance the human capital for the organization.
