Abstract:
Library and information science (LIS) may alternatively be labeled library, information and documentation studies, LID or just information science, IS. In taking IS serious as a research field, this paper presents an understanding of one of its core concepts (information) and outlines its fundamental principles. It is shown that there exist hierarchies of information processing mechanisms in nature and culture and that IS is concerned with only the highest forms of such mechanisms, which consist of libraries, electronic databases and related information services. Theories about such high-level information systems are closely related to theoretical views of knowledge, language, documents, cognition, science and communication. Information scientists are not the only experts involved in the handling of information, and a view of our special role is presented. The aspiration of this article is to provide a synopsis of the fundamentals of IS: Principia Informatica.

Abstract:
The first of the eight United Nations Millennium Development Goals for 2015 is to “Eradicate Extreme Poverty and Hunger”. Achieving this goal would be aided by having an effective and productive agricultural community. Agricultural organisations assist producers to be more effective in their operation through Commercial Extension Services (CES). Through CES, producers are advised and educated about new agricultural practices, techniques and products. A key component of CES is the provision of relevant information to producers. The problem this research addressed was that producers experience difficulty in accessing the information they require in a timeous, relevant and personalised manner. No suitable framework was found for agricultural organisations to use when designing and implementing an Information Services Platform. The main research objective was to develop and evaluate an Information Services Framework (ISF) for organisations offering information as a CES. The research methodology used to achieve this objective was Design Science Research (DSR). DSR is an iterative methodology with three cycles, namely the relevance, the design and the rigor cycles. The relevance cycle was used to acquire the information required to inform the design cycle. The information was collected by using literature research and empirical studies. The first study, the Producer Information Requirements Survey (PIRS) sought to determine the information requirements of grain producers and was conducted by interviewing grain producers in the Swartland region of South Africa. The second study, the Internet and Mobile Device Usage Survey (IMDUS) investigated the use of the Internet and mobile devices amongst South African producers by means of a national on-line survey. The quantitative and qualitative results of the analysis were used during the design phase to develop the ISF. The design phase of DSR process led to the creation of an ISF for providing Information as a Service (IaaS) in CES. The framework allows for information services to be provided in a manner and form customised to an individual producer’s preferences. The foundation of the framework is that information can be sourced from various sources, internal or external to the organisation and distributed to producers by using a unified platform. During the research, an agricultural organisation, BKB GrainCo used the proposed ISF to develop an Information Services Platform (ISP) to provide information to its producers. BKB GrainCo’s development process included two evaluations. The first evaluation, the Information Preferences Prototype Survey, was intended to test a key component of the framework, the nformation Preferences Profile. The Information Preferences Profile was conceptualized following the PIRS. In the PIRS it was determined that individual producers would prefer to specify what information they would receive, when they required it and have it delivered by using a medium of their choice. The second evaluation of the design phase was a Usability Study. The Usability Study was intended to test the functionality of the system across various technologies. The rigor cycle, following the implementation of BKB GrainCo’s ISP, contained the main evaluation, the Information Services Platform Evaluation. The evaluation was used to test the impact of BKB GrainCo’s ISP on perception of received service. The evaluation used a standardised version of the standardised SERVQUAL instrument specifically adapted in this research to measure the provision of IaaS. The results obtained during the evaluation indicated that the BKB GrainCo’s Information Services Platform was found to be valued by producers and improved the communication services of agricultural organisations. It was inferred from the successful implementation of BKB GrainCo’s ISP and the positive response from producers, after the evaluations, that the developed ISF was suitable for an agricultural organisation to provide CES. The theoretical contributions included underpinning the concept of CES in terms of stakeholder theory. Its underpinning provides justification for agricultural organisations to improve CES – including the provision of information. A second theoretical contribution was the extension of SERVQUAL as an IS theory by developing and validating a dimension designed to test the provision of IaaS. Providing producers with accurate and reliable personalised information has the capacity to improve producers’ ability to make informed decisions. Informed decision making will contribute to having an effective and productive agricultural community; resulting in improvement of agricultural output and contributing to food security and job creation. Improved agricultural output, better food security and job creation are aspects which will contribute toward the attainment of the first of eight United Nations Millennium Development Goals for 2015, which is to “Eradicate Extreme Poverty and Hunger”.

The usage of Web Services has increased during recent years, its relatively easy to develop and can be used in almost any environment. One concern however is the security aspect. This essay studies the most common techniques for securing Web Services and describes how they can be used. It also discusses some pros and cons about them. Finally this paper suggests some ways to secure Web Services used in different environment.

Abstract:
Ubiquitous wireless communications, information mobility and location-based information services have created a new layer of urban experience, an information layer. The information services that deliver this layer to the urban actor (particularly pedestrians) will soon be ubiquitous and using those services a normal and integral part of the urban experience; more than an optional and utilitarian adjunct to it. The urban setting for these services prompts the question as to whether urban designers should be playing a role in their design and development; a role that seems conspicuously absent from current services. This thesis explores mechanisms which might facilitate a greater role for urban design by seeking ways in which the information architecture that underpins these information services might better reflect the qualities and complexities of urban space that urban designers recognise and value. The work of a range of prominent urban design thinkers is reviewed for ideas, constructs and elements that can be incorporated into an enriched information architecture which could in turn deliver information services that do justice to the depth and complexity of the urban environment. Technologies and standards associated with the ‘semantic web’ are identified as those which might best accommodate an appropriate information architecture; in particular, the ability to reflect the network characteristics of urban space viewed as a multi-dimensional graph of interconnected nodes. This view of urban space is contrasted with the relatively flattened view offered by global geo-spatial capability. An information model is built (only one of many possibilities) and validated using a limited test area in central Sydney. Practical and institutional issues which may impinge on the realisation and deployment of such a model in a real world setting are briefly considered in an appendix.

Abstract:

The objective of this thesis was to explore the topic of scalable web development, and it answered the question, “How do you scale a website to handle more traffic at peak times without wasting resources?” This is important research to any web company that has issues with rising costs as demand for their website increases. It would be wise for every online business to be prepared for more web traffic, before it occurs, without spending the budget of a multi-million user web company in low traffic periods. The last thing you want is an error as your customer base starts to arrive, giving them a bad experience for their first impressions, which would result in lost revenue.

Scalable software development architectures, including microservices, big data, and Kubernetes were studied, in addition to similar web service companies including Facebook, Twitter, and Match.com. A scalable architecture was designed for a social media web service, MeAndYou, using the big data configuration with a shared Aurora database, which was configured using an auto-scaling group attached to a load balancer in Amazon Web Services (AWS). It was tested using a custom threaded Selenium-based Python script that applied simulated user load to the servers. As the load was applied, AWS added more Elastic Compute Cloud (EC2) instances running a virtual disk image of the web server. After the load was removed, the instances were terminated automatically by AWS to save costs.

Countless steps were taken to make the web service bigger and more scalable than it originally was, before testing, including adding more fields to user profiles, adding more search types, and separating the layers of code into different Hypertext Preprocessor (PHP) files in the front-end. A version control system was configured on the servers using GitHub and rsync. The systems architecture designed suggests the Match Engine should use a stream processing message queue, which would allow the system to factor searches one at a time as they are created, with horizontal scaling capabilities, rather than grabbing the entire database and storing it in memory. The backend Match Engine was also tested for accuracy using Structured Query Language (SQL) injection, which determined how the match algorithm should be improved in the future.

Abstract The amount of information available has increased due to the development of our modern digital society. This has caused an information overflow, meaning that there is lot of data available but the meaningful information or knowledge is hidden inside the overwhelming data smog. Nevertheless, the large amount of data together with the increased capabilities of computers provides a great opportunity to learn the behaviour of different kinds of phenomena at a more detailed level. The quality of life, well-being and a healthy living environment, for example, are fields where new information services can assist the creation of proactive decisions to avoid environmental problems caused by industrial activity, traffic, or extraordinary weather conditions. The combination of data coming from different sources such as public registers, companies’ operational information systems, online sensors and process monitoring systems provides a fruitful basis for creating new valuable information for citizens, decision makers or other end users. The aim of this thesis is to present the concept of intelligent information services and a methodological background in order to add intelligence using computational methods for the enrichment of multidimensional data. Moreover, novel examples are presented where new significant information is created and then provided for end users. The data refining process used is called data mining and contains methods for data collection, pre-processing, modelling, visualizing and interpreting the results and sharing the new information thus created. Information systems are a base for the creation of information services, meaning that stakeholder groups have access only to information but they do not own the whole information system that contains measurement systems, data collecting, and a technological platform. Intelligence in information services comes from the use of computational intelligent methods in data processing, modelling and visualization. In this thesis the general concept of such services is presented and concretized using five cases that focus on environmental and industrial examples. The results of these case studies show that the combination of different data sources provides fertile ground for developing new information services. The data mining methods used such as clustering and predictive modelling together with effective pre-processing methods have great potential to handle the large amount of multivariate data in this environmental context also. A self-organizing map combined with k-means clustering is useful for creating more detailed information about personal energy use. Predictive modelling using a multilayer perceptron (MLP) is well suited for estimating the number of tourists visiting a leisure centre and to find the correspondence between pulp process characteristics and the chemicals used. These results have many indirect effects on reducing negative concerns regarding our surroundings and maintaining a healthy living environment. The innovative use of stored data is one of the main elements in the creation of future information services. Thus, more emphasis should be placed on the development of data integration and effective data processing methods. Furthermore, it is noted that final end users, such as citizens or decision makers, should be involved in the data refining process at the very first stage. In this way, the approach is truly customer-oriented and the results fulfil the concrete need of specific end users
Tiivistelmä Informaation määrä on kasvanut merkittävästi tietoyhteiskunnan kehittymisen myötä. Käytössämme onkin huomattava määrä erimuotoista tietoa, josta voimme hyödyntää kuitenkin vain osan. Jatkuvasti mitattavan datan suuri määrä ja sijoittuminen hajalleen asettavat osaltaan haasteita tiedon hyödyntämiselle. Tietoyhteiskunnassa hyvinvointi ja terveellisen elinympäristön säilyminen koetaan aiempaa tärkeämmäksi. Toisaalta yritysten toiminnan tehostaminen ja kestävän kehityksen edistäminen vaativat jatkuvaa parantamista. Informaatioteknologian avulla moniulotteista mittaus- ja rekisteritietoa voidaan hyödyntää esimerkiksi ennakoivaan päätöksentekoon jolla voidaan edistää edellä mainittuja tavoitteita. Tässä työssä on esitetty ympäristöalan älykkäiden informaatiopalveluiden konsepti, jossa oleellista on loppukäyttäjien tarpeiden tunnistaminen ja ongelmien ratkaiseminen jalostetun informaation avulla. Älykkäiden informaatiopalvelujen taustalla on yhtenäinen tiedonlouhintaan perustuva tiedonjalostusprosessi, jossa raakatieto jalostetaan loppukäyttäjille soveltuvaan muotoon. Tiedonjalostusprosessi koostuu datan keräämisestä ja esikäsittelystä, mallintamisesta, tiedon visualisoinnista, tulosten tulkitsemisesta sekä oleellisen tiedon jakamisesta loppukäyttäjäryhmille. Datan käsittelyyn ja analysointiin on käytetty laskennallisesti älykkäitä menetelmiä, josta juontuu työn otsikko; älykkäät informaatiopalvelut. Väitöskirja pohjautuu viiteen artikkeliin, joissa osoitetaan tiedonjalostusprosessin toimivuus erilaisissa tapauksissa ja esitetään esimerkkejä kuhunkin prosessin vaiheeseen soveltuvista laskennallisista menetelmistä. Artikkeleissa on kuvattu matkailualueen kävijämäärien ennakointiin ja kotitalouksien sähköenergian kulutuksen pienentämiseen liittyvät informaatiopalvelut sekä analyysi selluprosessissa käytettävien kemikaalien määrän pienentämiseksi. Näistä saadut kokemukset ja tulokset on yleistetty älykkään informaatiopalvelun konseptiksi. Väitöskirjan toisena tavoitteena on rohkaista organisaatioita hyödyntämään tietovarantoja aiempaa tehokkaammin ja monipuolisemmin sekä rohkaista tarkastelemaan myös oman organisaation ulkopuolelta saatavien tietolähteiden käyttämistä. Toisaalta, uudenlaisten informaatiopalvelujen ja liiketoimintojen kehittämistä tukisi julkisilla varoilla kerättyjen, ja osin yritysten hallussa olevien, tietovarantojen julkaiseminen avoimiksi

The design of the application is based on literature in usability and information visualization as well as a usability test. This thesis work resulted in a JavaScript based web application using the web framework CakePHP which follows a model-view-controller architectural pattern with visualization components implemented in Javascript.

Service Composition is one of the most important features offered by Service Oriented Computing. The composition allows a new service to be created through the reuse of existing ones. The process of creating a composition involves discovering the necessary services and combining them in an appropriate manner using specific languages and tools. This process, however, is still carried out mainly by hand. Considering the dynamic nature of distributed services, manual composition may become too complex, affecting the productivity gains provided by reuse. Proposals to fully or partially automate this process already exist, most of them based on Automated Planning algorithms borrowed from Artificial Intelligence. Although functional, these approaches have practical problems that hinder their effective implementation in production scenarios. In this Thesis, we addressed some of the practical problems of automated composition, starting with the need for formal descriptions of services. These formal descriptions are necessary for the composition algorithms, however, are rarely available from services. This issue was addressed by means of reverse engineering a repository of service compositions. By analyzing how the services were related to each other in the compositions, it was possible to obtain the necessary information for the algorithms to work. We also evaluated the quality of the compositions generated by the algorithms and their similarity with respect to compositions created manually. Automated Planning algorithms from the literature have been modified in order to generate solutions closer to those expected by the developer. Finally, the composition algorithms were adapted to accept incomplete specifications, thus allowing the developer to obtain a solution even not knowing a priori all the composition details. Comparisons with automated planning tools were conducted in order to ascertain the effectiveness of the algorithms. The results show that the automated composition, as presented in the Thesis, can be an invaluable tool to the service developer.

Healthcare Informatics suffers from the lack of information exchange among domain partners. Allowing cooperation among distributed and heterogeneous applications is a major need of current healthcare information systems. Beyond the communication and integration problems, medical information itself is by nature complex, combined with data and knowledge. The increasing number of standards and representation of the same data in different structures using these standards constitute another problem in the domain. Platform and implementation independency makes Web service technology the natural way to solve the interoperability problems in the healthcare domain. Standardizing the access to data through WSDL and SOAP rather than standardizing the electronic health record will help to overcome the integration problems among different standards in medical information systems. However, introducing Web services to the healthcare systems will not suffice to solve the problems in the domain unless the semantics of the services are exploited. This thesis aims to show that by generating web services and classifying these services through their functionalities, it is possible to achieve the interoperability among healthcare institutes, such as hospitals. The designed system is based on Artemis P2P Framework, and the annotation of the system is realized in the same framework.

In Saudi Arabia the need is recognised significantly to move towards the concept of an Information Society, particularly for the benefit of the healthcare community. Health professionals spend a great deal of time in information searching, while the health information professional's role is underestimated. This research is conducted to explore the state of health sciences libraries, and to investigate the strengths and weaknesses of the Information Services and Information, Communication Technology (ICT) in health sciences libraries in the capital city of Saudi Arabia, Riyadh. To accomplish this, a mixed method is used (qualitative and quantitative approaches) to collect related data. A framework is designed particularly for this research and a visionary organisational model is designed initially and developed throughout the research. This proposed model is to introduce a potentially possible successful paradigm for changing the health sciences libraries environment to encounter future challenges. In addition, for this research will contribute to the better understanding of how to provide fast, efficient and easy-to-use service to increase user satisfaction. Changing the paradigm of health sciences libraries in Riyadh will facilitate better access, sharing and use of information resources from distant geographical locations, and increase participation opportunities. In addition, the proposed model considers the human and social needs of communication, and the exchange of feelings and reactions. Importantly, successful change will help healthcare environments to move towards the establishment of a flourishing health information society by popularising the use of electronic resources and demonstrating the benefits and advantages of continuous learning and development programmes. It is clear that access to fast. accurate and reliable health information and resources, may be, the difference between life and death.

As the size and complexity of the internet increased dramatically in recent years,the burden of network service management also became heavier. The need foran intelligent way for data analysis and forecasting becomes urgent. The wideimplementation of machine learning and data analysis methods provides a newway to analyze large amounts of data.In this project, I study and evaluate data forecasting methods using machinelearning techniques and time series analysis methods on data collected fromthe KTH testbed. Comparing different methods with respect to accuracy andcomputing overhead I propose the best method for data forecasting for differentscenarios.The results show that machine learning techniques using regression can achievebetter performance with higher accuracy and smaller computing overhead. Timeseries data analysis methods have relatively lower accuracy, and the computingoverhead is much higher than machine learning techniques on the datasetsevaluated in this project.
Eftersom storleken och komplexiteten på internet har ökat dramatiskt under de senaste åren så har belastningen av nätverkshantering också blivit tyngre. Behovet av ett intelligent sätt för dataanalys och prognos blir brådskande. Den breda implementeringen av maskininlärningsmetoder och dataanalysmetoder ger ett nytt sätt att analysera stora mängder data.I detta projekt studerar och utvärderar jag dataprognosmetoder med hjälp av maskininlärningstekniker och analyser av tidsserier som samlats in från KTHtestbädden. Baserat på jämförelse av olika metoder med avseende på noggrannhet och beräkningskostnader, så föreslår jag föreslår den bästa metoden för dataprognoser för olika scenarier.Resultaten visar att maskininlärningstekniker som använder regression kan uppnå bättre prestanda med högre noggrannhet och mindre datoromkostnader. Metoderför dataanalys av tidsserier har relativt lägre noggrannhet, och beräkningsomkostnaderna är mycket högre än maskininlärningstekniker på de datauppsättningar som utvärderatsi detta projekt.

As a discipline Management Information System (MIS) is relatively new. Its short history has been characterised with epistemological dialectism. The current conflict and debate about MIS inquiry is broadly between the advocates of the social systems and technical systems perspectives. Few authors have made positive contributions toward clarifying the meaning and nature of MIS, and the appropriate design framework for MIS development. This thesis adds to their effort by using a MIS designed and implemented through action research at the North Western Regional Health Authority. There are seven Chapters in this thesis. Chapters One and Two examine the nature of the problem addressed by this research; the project history, ontological assumptions and research strategy. Chapter Three examines the debate, nature and conflicting views about MIS. It defines the theoretical problem addressed by this thesis and proposes a new concept of MIS. The theoretical problems are dealt with in Chapter Four. In Chapter Five the application of the theoretical concepts developed in Chapter Four is demonstrated in the design of MIS. Chapter Six relates some of the findings of this thesis to the work of other authors. It also examines the problem of human inquiry and the suitability of action research for MIS research. The main findings of this research summarised in Chapter Seven provide a new perspective of MIS as a purposeful system; the taxonomy of purposeful systems; primary context and secondary context of MIS; context analysis and context evaluation of MIS.

A tecnologia da informação (TI) é um componente que influencia o desempenho da organização e sua aplicação efetiva se constitui em um desafio em função da agilidade com que as mudanças tecnológicas ocorrem e do volume de recursos financeiros e da especialização dos recursos humanos requeridos para sua implementação. Uma das estratégias adotadas pelas organizações para suprir as necessidades de TI é a terceirização parcial ou total da prestação dos serviços de TI. O objetivo do presente estudo foi descrever a essência do significado da experiência consultiva à luz percepção de profissionais que prestam serviços de consultoria na área de TI. Para atingir o objetivo proposto foi realizada uma pesquisa fenomenográfica, com o intuito de permitir que um grupo de quinze consultores atuantes em uma instituição pública de natureza reguladora colocasse de forma livre sua vivência relativa à prestação de serviços de consultoria de TI. A análise dos dados coletados resultou na identificação dos temas Significação da Área de Atuação, Conformação da Competência Consultiva, Valoração do Serviço e Predisposição Consultiva relacionados com a experiência consultiva de TI. Os significados atribuídos para esses temas permitiram propor uma descrição da essência desse tipo de experiência. A relevância da pesquisa jaz no fato de que, normalmente, a análise da terceirização enfatiza a relação contratual firmada entre a contratante e a contratada e reconhece o consultor apenas como um dos recursos necessários à prestação do serviço sem considerar as particularidades inerentes à atividade consultiva.
Information technology (IT) is a component that influences organizations´s performance and its effective application constitutes a challenge due to the speed associated to technological changes and the amount of financial resources and expertise of human resources required for its implementation. One of the strategies adopted by organizations to meet the needs of IT is to outsource all or part of the provision of IT services. The objective of this study was to describe the essence of the meaning of advisory experience according to the perception of professionals who provide IT consulting services. To achieve this purpose, a phenomenographic research was conducted in order to allow a group of fifteen consultants working in a regulatory public institution freely put its experience on the provision of IT consulting services. The data analysis resulted in the identification of the themes Acting Area Significance, Competency Advisory Conformation, Services Valuation and Advisory Predisposition related to IT consulting. The meanings attributed for these subjects allowed to propose a description of the essence of this kind of experience. The relevance of the research lies in the fact that, typically, the outsourcing analysis emphasizes the outsourcing contractual relationship established between the contractor and the contracted company and recognizes the consultant as only one of the resources needed to provide the service without considering the peculiarities inherent to the advisory activity.

We find that the PAMML framework can lower costs by leveraging mainstream technology, simplify the most basic data sharing activities, yet still allow organizations with different levels of technical sophistication to collaborate. PAMML captures the semantics of spatial planning problems, allowing them to be decomposed into fundamental information processing operations. Regarding user interfaces, we show that PAMML's structure allows multiple end user applications aimed towards different audiences to be easily built from the same core PAMML document.
This thesis examines systemic problems with the way information is managed and processed in planning support systems. We find evidence of these problems when we attempt to: develop an analysis without spending most of the time gathering and organizing data sets; or build an analysis that can be re-run at low cost; or implement systems that interact collaboratively with those of other experts. This research starts with the hypothesis that these problems are related and systemic, and that a new paradigm of information management is needed if we can hope to address them effectively. The research is divided into two main sections. First, we develop a theory about how information flows within and across planning organizations, and use the MassGIS buildout analysis to understand how physical planning is done in a cross-jurisdictional, real-world setting. We find that modern organizations do are good at creating and disseminating information, but find it difficult to keep users' copies of published information up-to-date. Furthermore, the technology for building interactive front-ends to analytic models is poorly matched to user needs, and the technology for enabling cross-organization collaborative analysis is non-existent. In the second part of the thesis, we re-architect the information framework, guided by our new theoretical foundation and findings from practice. This new framework is based on Web services, an emerging technology for connecting information systems across organizations. It is called the Planning Analysis and Modeling Markup Language framework, or PAMML, consisting of an information processing vocabulary expressed in XML Schema, Web services based on the schema, and guidance on how to best use the framework

The computing paradigm called Internet of Things (IoT) will connect billions of devices deployed around the world together in a near future. In the last years, IoT is gaining more attention. This paradigm has become popular by embedding mobile network and processing power into a wide range of physical computing devices used in everyday life of many people. An important element of the IoT is a middleware, which is a system able to abstract the management of physical devices and to provide services based on the information from these devices. The services provided are used by application clients to perform queries and obtain environmental information. In this way, it is already a subject in literature studies that address middleware systems not only interoperability of devices, but also context awareness feature. Context-aware is an important feature of IoT systems. This feature makes easy to discover, understand, and store relevant information related to devices. This information can be used for a refined provision of services based on the environment context and also for decision making. This work aims to present the Context-Aware System (CONASYS), that is a system to provide services of contextualized information about IoT devices in heterogeneous environments. The system is attached to COMPaaS IoT middleware and is able to act accordingly to the environment that it is inserted. We present in details the architecture of CONASYS, the technical issues related to the implementation of the system and perform some tests based in a real-world scenario. We also present some related work. Our objective is to provide a well-defined range of contextualized services that meet the users needs without specific knowledge of the environment, improving users Quality of Experience (QoE).

This system is concerned with the design and implementation of a community health information system which fulfils some of the local needs of fourteen nursing and para-medical professions in a district health authority, whilst satisfying the statutory requirements of the NHS Korner steering group for those professions. A national survey of community health computer applications, documented in the form of an applications register, shows the need for such a system. A series of general requirements for an informations systems design methodology are identified, together with specific requirements for this problem situation. A number of existing methodologies are reviewed, but none of these were appropriate for this application. Some existing approaches, tools and techniques are used to define a more suitable methodology. It is unreasonable to rely on one single general methodology for all types of application development. There is a need for pragmatism, adaptation and flexibility. In this research, participation in the development stages by those who will eventually use the system was thought desirable. This was achieved by forming a representative design group. Results would seem to show a highly favourable response from users to this participation which contributed to the overall success of the system implemented. A prototype was developed for the chiropody and school nursing staff groups of Darlington health authority, and evaluations show that a significant number of the problems and objectives of those groups have been successfully addressed; the value of community health information has been increased; and information has been successfully fed back to staff and better utilised.

This thesis reports findings from a survey comparing the use of internal and external information services by business persons in the City of Brisbane. The Business Information: an investigation of its sources and use survey was undertaken on behalf of Queensland University of Technology (QUT) Library's Expert Information Service. The study made steps towards the understanding of not only where information is currently sourced, but also why business people prefer the services they currently use to source their information needs. The study has corroborated previous studies into business people's use of information resources and has achieved a better understanding of information use patterns and the potential future role of libraries and library based Fee Based Information Service (FBIS) units. Comparative case studies were undertaken to understand the Australian FBIS environment. FBIS's have developed within the Australian library environment to serve the information needs of business people. They have also developed out of a drive to provide income generation, independent of government funding, for the library that establishes the FBIS. Libraries and FBIS units have resources and expertise of potential value to business people; however, business people still lack an awareness of available information services and resources in general, and specifically in libraries or FBIS units. The main findings of this survey are that: (1) Architects and Small Business Managers are primary markets for FBIS units; (2) The main sources of information currently accessed to make business decisions are internal information services and professional associations; (3) External information service units are favoured for their ability to provide information searching and patents & standards access; (4) The Internet is currently used more than any other electronic form of information resource and an increase is expected in daily and weekly use; (5) Information overload and a lack of time to search for information are major concerns to business people; (6) The majority of respondents have never used a library based FBIS; and (7) Almost 50% of business people report that they have difficulty with not having a budget to acquire information and approximately 35% have no authority to purchase information. Overall the findings suggest that FBIS units should aim to understand the commercial paradigm, providing accurate, timely and up-to-date information for their clients in the most convenient and specific manner possible. The research findings suggest a number of implications for practice for FBIS units, as well as for libraries in Australia.

The aim of the study was to explore the effects of the absence of an overarching national information policy on information services in Malawi. The objectives of the study were to: find out the effects of the absence of an overarching national information policy on information access in Malawi; establish factors impeding the development of an overarching national information policy in Malawi; find out the extent to which the absence of an overarching policy has affected capacity building in information services in Malawi; and identify the legal and regulatory framework implications of the absence of such a policy in Malawi. The study adopted an exploratory research design. Data were collected using document analysis, observations and in-depth interviews. Eighty-two face-to-face interviews were conducted with policy makers in government, Members of Parliamentary committees on legal and media issues, information scientists, information service providers, academicians, legal experts and information users. Purposive sampling was used to select participants. An interview guide comprising closed and open ended questions was used to interview respondents. Data were analysed using quantitative and qualitative methods. The findings of this study may be used by Government in developing relevant national information policies that would enhance free access and utilisation of information. Furthermore the study is significant in identifying factors that may impede the development of a national information policy. The study revealed that Malawi has a brittle national information policy framework for the provision of information services. Malawi doesn’t have an overarching policy framework for the sector and as a result, there is no policy guidance to drive the development of sectoral policies and supporting legislation. Policy development in Malawi is more reactive to issues than systematic and very slow. Consequently, access to and utilization of information is low; capacity building is low in terms of competencies and infrastructure and; the legal and regulatory framework for information services is weak. The study also revealed that factors impeding the development of an overarching national information policy include: motivation for the development of sectoral information policies; lack of an institutional framework to guide the development of policy; lack of finances and technical capacity; lack of sustained political will; level of economic development; existence of overarching government development plans; international trends; and the diverse nature of the information sector. The general recommendation emanating from the findings of the study is that Malawi needs an overarching national information policy which would articulate and address issues regarding access to information, capacity building in terms of skills and infrastructure, and the legal and regulatory framework. Information is a cross-cutting issue requiring an all-encompassing policy. However, specific recommendations from the findings of this study are that government should expedite the development of policies and enactment of relevant pieces of legislation which are not yet in place to enhance free access and utilisation of information and ICTs; government should speed up the introduction of information literacy in the school curriculum starting from primary school level to university; government should develop a library policy to promote the development of school libraries in both primary and secondary schools, and public libraries in all towns, district assemblies and rural growth centres which should be well resourced including Internet facilities; and government should constantly review and harmonise policies and legislation in the information sector so that they are in line with current trends.

Dissemination of information and advertising services to targeted nodes are important aspects in the performance of future large scale network systems. Context-awareness is a key ingredient in any ubiquitous and pervasive system and provides intelligence to the system, allowing computing devices to make appropriate and timely decisions on behalf of users. In this thesis, first the problem of access network selection based on the context of users to support intelligent services and applications that demand a certain quality of service level is addressed. As the contextual information are collected from various sources with uncertain quality, a decision methodology for access network selection that takes the quality of provided information into account is proposed and it is shown that it yields a more confident decision when the available information lack certainty. In addition, collected data that are uncertain and fuzzy in nature pose another problem for selecting services. Therefore, a service selection approach to leverage the context similarity among the users, services and applications to solve this problem is proposed. Information Centric Networking (ICN) is a shift in networking paradigm that is based on named data as the main token of networking instead of Internet Protocol (IP) addresses. Based on ICN, the problem of information dissemination is tackled by proposing the new notion of information topology and using the information about the spectral characteristics of the topology for an enhanced network coding scheme. The success of the proposed approach is demonstrated on the basis of achieving a better reliability and lowering the processing cost for the entire system. Furthermore, the feasibility of ICN for vehicular clouds is investigated and a method based on dimensionality reduction to reduce processing overhead is suggested. The proposed method enhances the control plane performance in support of real time applications in the presence of intermittent connectivity.

The aim of the study was to investigate the development of Executive Information Systems (EIS) in twenty large British companies and to also determine what role, if any, the company library played. Also investigated was the future of the library and other corporate information systems as a provider of information services to business. A multiple-case study methodology was adopted for carrying out the research. Interviews were conducted with nearly 70 respondents; these included librarians, EIS developers and senior manager users of the EIS, and EIS vendors. All three corporate respondent groups have poor perception of Information Management policy, politics and culture. Most EIS are developed using prototyping or CSF method without reference to any frameworks or strategic business plan, and a lack of co-operation from senior managers. EIS are developed because of internal pressures. Their main use is as an operational tool and for monitoring/analysis. EIS has made managers more aware of information as corporate asset but few request improvements to the system. Most EIS are successful and percolate further down the management hierarchy, but they have not lived up to their original expectations. EIS impact on both the library and company is slight. Most librarians know about EIS, mainly by chance. Only four company libraries were involved in the development of EIS because most EIS are internal financial systems, and the library is seen as irrelevant. However, they are more likely to be involved if the library reports to a corporate strategy department, be physically near EIS teams, and personally know the EIS developers. Libraries are consulted because they are seen as extemal data experts; their main role is acting as external information consultants or as a conduit for external sources directly into the EIS. Despite many librarians being proactive many also have a pessimistic view of their future. They believe they are seen by senior management as increasingly irrelevant and targets for cost cutting, and as such few openly promote themselves within the company. However, the study also shows that librarians may have new roles to play as information becomes much more widely accessible in business through knowledge management technology such as Lotus Notes and intranets.

The future of any society lies with the unborn and young children of that generation: pregnant women are an important part of any society because the outcome of any pregnancy directly affects the hope and future of any society. Provision of reliable pregnancy-related information to pregnant women is especially important if the outcomes of these pregnancies are to be healthy. Africa, particularly Southern African nations, has in the past years recorded a high number of maternal and infant mortality rates, prevalence of HIV/AIDS, diverse forms of abuse, poverty and the increased incidence of communicable and non-communicable diseases. These problems also affect pregnancies. Information monitoring and current awareness services could assist with the promotion of patient-centered healthcare systems, provision of reliable and new information and a decrease in the maternal and infant mortality rate through the provision of relevant pregnancy-related information to pregnant women. The data for this study was collected over a period of three months (between August and October 2015). The study involved pregnant women visiting two private medical practices of gynaecologists in Pretoria, South Africa. An explanatory sequential design mixed methods research was adopted for the study (involving both quantitative and qualitative approaches in data collection and analysis). Thirty-seven pregnant women were given copies of the questionnaire to complete and eleven of the thirty-seven were interviewed for the purpose of providing in-depth understanding and explanation of the participants' experiences. The McKenzie two-dimensional model of information practices in everyday life information seeking (ELIS) guided this study. Findings from the study show that pregnant women have some unique information needs regarding specific uncertainties about their pregnancies, among others on how age can affect their pregnancy because of the possibility of Down syndrome, high-risk pregnancy and the well-being of the fetus. There are also many overlaps in information needs, such as needs for information on breastfeeding, safety and well-being of the fetus, medication, diet and supplements, to mention a few. The study confirmed that pregnant women need information throughout and after the pregnancy, hence they desire information on an on-going bases. Problems pregnant women encounter when seeking for information include contradictory and/or unclear advice and information from their information sources, feelings of embarrassment to ask questions on pregnancy, insufficient discussion time with their healthcare providers and lack of access to information sources other than the internet. The study found that current awareness services and information monitoring could benefit pregnant women, because they showed interest in receiving new pregnancy-related information on safety during pregnancy, new trends regarding pregnancy, experiences and advices from other mothers. They also desired to be updated about free access to pregnancy-related information in order to meet their pregnancy-related information needs on among others medication, diet and supplements, disease and treatment, labour and method of delivery. This study adapted the McKenzie two-dimensional model of information practices in ELIS adding two other modes of information seeking (namely directed monitoring, passive and accidental encountering). In addition, two new models were developed in the course of the study to deal with key activities of information behaviour that stood out from the findings of this study and pregnant women's pre and postnatal information needs and potential of information monitoring. This study recommends that information monitoring and current awareness services should promote monitoring of new information and generate more reliable health information for pregnant women at little or no cost for the purpose of staying abreast with new information, which could assist in reducing their uncertainties about pregnancy. More consideration should be given to mobile devices as a channel of communication with pregnant women and for information monitoring. This study also recommends more investigation into both expressed and unexpressed information needs of pregnant women in a social context, taking positioning theory into consideration. Social context could further reveal the ELIS of pregnant women. Social context tends to shed light on the area of needs of pregnant women especially through their discussions with other people (chatting). In addition, their discursive interactions with other people especially their healthcare providers and family members can reveal the relevant health topics or pregnancy-information needed.

The development of computer systems in UK hospitals has in recent years been focused on the provision of hospital-wide information systems, known as Hospital Information Support Systems (HISS). This development has been motivated by National Health Service reforms and a realisation that earlier fragmented systems were not meeting the requirements of clinical and nursing staff in the most effective way. Such systems were often developed by external, centralised agencies using systems analysis techniques appropriate to the development of information systems in product orientated organisations. However, the hospital ward, an environment existing at the 'sharp end' of health care, in which many diverse and non-computer related activities take place, presents the system designer with many of the classic problems with which the discipline of Human Computer Interaction (HCI) is concerned. Although a HISS has the potential to improve both the work conditions of clinical staff and the delivery of health care, this may be impeded by many of the common obstacles associated with the introduction of a large and complex computer system into a work environment where tasks are ill defined. This thesis reports on a project that is based upon the application of HCI methods to the health care environment and their contribution to the solution of the problems that such an environment presents. Requirements for the users' interface to the potential HISS are derived using a task analytic approach, involving Task Analysis for Knowledge Descriptions (TAKD). A prototype system has been designed and subsequently evaluated in a hospital ward. The contribution of TAKD to the design and its further applicability to the environment are assessed. The research represents an original application of a formal task analysis method to the design of ward based computer systems, and as such makes a valuable contribution to the areas of medical informatics and HCI. It shows that TAKD has real but limited applicability in this sphere, in that its use can lead to the design of more usable interfaces, while there is a need to combine it with methods aimed at broader systems design if these benefits are to accrue in the development of a HISS. The potential for the integration of task analysis with Design Rationale methods is also demonstrated.

Abstract:
Information seeking in context is a developing area of research, which explores the subject in settings ranging from high schools to legal practices to health organisations. Relatively little research, however, has been devoted to information behaviour in disadvantaged communities from a non-library perspective, particularly within a UK context. This study contributes to this field of research by exploring the information worlds — the everyday lives and information behaviour — of people living on a disadvantaged estate in Northeast England. The project was firmly rooted within the qualitative paradigm and employed a combination of ethnographic data collection methods to explore information behaviour including episodic narrative and extended participant observation. Interviews were carried out with 21 estate residents and with 13 key workers. The study discovered that everyday life on the estate was difficult and complex, a fact mirrored in the participants' information needs and in their information seeking behaviour. Cognitive information needs stemmed from everyday life issues such as debts, employment and health problems and were often met only with affective support from informal networks of family, friends and trusted on-estate regeneration workers. Trust was a major factor in information seeking owing to the insular nature of the estate and the participants' need for confidentiality and privacy. Participants often used the term information to indicate what was happening on the estate in terms of gossip and local news, but they also found the term a worrying one, associating it with intrusive questioning and with formal institutions. Formal, off-estate information providers were used for health reasons or in crisis situations, and the public library was not considered as an information source. In order to overcome the many barriers to information seeking, information providers need to focus on working in ongoing partnership with other agencies and on developing trusting relationships with people within their communities.

Furthermore it is an accessible storage space for any kind of medium for human knowledge. In making new technologies for the procurement of knowledge and the expression of thought accesible, in enabling people to access any kind of information all over the globe through data links the Informatorium acts as a communicative Interface between cultures. Guided by the understanding that knowledge, and the knowledge to acquire new knowledge mean power, the Informatorium is an implement for empowerment.Communication and the procurement of knowledge and information are more and more dependent on technology. In fact, the most pervading of today's technologies are related to the production and distribution, reception and processing of information. The importance of information technology today and its contribution to Our conception of what we think the world is, can hardly be overemphasized, for it represents the universal filter through which we communicate any kind of idea.The questions investigated by this project are therefore focussed on the aspects of technology, the machine, knowledge and power; their interdepencies and their relation with man; and, ultimately, how architecture can be a mediator between these phenomena.Since prototype 001 for an Informatorium is conceived of as an architectural meta-machine, the investigation of the aforementioned issues within the thesis book takes place in the framework of an instruction manual.
