In April 1995 the Royal Children's Hospital Mental Health Service in Melbourne piloted the use of videoconferencing in providing access for rural service providers and their clients to specialist child and adolescent psychiatric input. What began as a pilot project has in two years become integrated into the service-delivery system for rural Victoria. The experience of the service in piloting and integrating the use of videoconferencing to rural Victoria has been an important development for child and adolescent mental health services in Australia.

This study was conducted in response to the concerns of staff within Anglicare Victoria about the presenting problems of boys aged 9-12 years across the various agency programs and the lack of systematic data about them. Under the umbrella of the Anglicare Victoria/University of Melbourne Social Work Partnership Program, a study was undertaken with the assistance of social work students on placement within the agency. A census-style survey was completed by AV staff members for any boy aged 9, 10, 11 or 12 years in an agency program during a three-month period. Non-identifying survey forms were returned for 203 boys and this article reports the major descriptive information and service implications derived from those returns.

Anabolic steroid injectors are at risk of infection with blood-borne viruses (BBVs), but have received little attention from researchers, practitioners or agencies working in public health. In recognition of this gap, in early 1996 the Steroid Peer Education Project (SPEP) began providing part-time mobile needle and syringe distribution and health information and referral services to steroid injectors in north-eastern Melbourne. Demand repeatedly caused the project to expand, and its sole peer worker now operates Victoria-wide, five days per week. Basic information on injecting practices collected from SPEP clients showed that many were at risk of BBV infection. This led to the initiation of a collaborative research project, in which SPEP clients were tested for BBV antibodies and provided detailed information about their risk behaviours. Of 29 steroid injectors tested between May and August 1999, three (10%) had antibodies to the hepatitis C virus, and they described behaviour which could spread the virus to other steroid users. These results show that blood-borne viruses are present in the Victorian steroid injecting community, and reinforce the SPEP's commitment to reducing harm in this group.

Although 63% of parents reported medical consultations since arrival, 77% of this group reported outstanding, unaddressed health problems. Availability of interpreters and information on health services were the main factors hindering access to care. These data have informed future service planning at the Clinic.Ongoing data collection is key to maintaining a responsive, targeted service for a continually changing population.

In 1995, the Royal Children's Hospital Mental Health Service in Melbourne developed the first telepsychiatry programme in child and adolescent mental health services (CAMHS) in Australia. A survey of 25 CAMHS clinicians in five rural regions who had used videoconferencing showed that 64% had used the technology for more than 18 months, and 20% had used it for 7–12 months. Also, 60% had used the technology on over 30 occasions, and 24% had used it on 20–29 occasions. Respondents clearly recognized its benefits in terms of their increased knowledge and skills (96%), strengthening of relationships with colleagues (92%) and decreased sense of isolation (92%). To build on the success of telepsychiatry there are a number of challenges that health service managers will need to address. Telepsychiatry works most effectively as a tool to complement face-to-face contact. It cannot be promoted as the total solution to the issue of isolation from mainstream services.

Abstract:
IntroductionSmoke-free policies have been introduced in prisons internationally. However, high rates of relapse to smoking after release from prison indicate that these policies typically result in short-term smoking cessation only. These high rates of relapse, combined with a lack of investment in relapse prevention, highlight a missed opportunity to improve the health of a population who smoke tobacco at two to six times the rate of the general population. This paper describes the rationale and design of a randomised controlled trial, testing the effectiveness of a caseworker-delivered intervention promoting smoking cessation among former smokers released from smoke-free prisons in Victoria, Australia.Methods and analysisThe multicomponent, brief intervention consists of behavioural counselling, provision of nicotine spray and referral to Quitline and primary care to promote use of government-subsidised smoking cessation pharmacotherapy. The intervention is embedded in routine service delivery and is administered at three time points: one prerelease and two postrelease from prison. Control group participants will receive usual care. Smoking abstinence will be assessed at 1 and 3 months postrelease, and confirmed with carbon monoxide breath testing. Linkage of participant records to survey and routinely collected administrative data will provide further information on postrelease use of health services and prescribed medication.Ethics and disseminationEthical approval has been obtained from the Corrections Victoria Research Committee, the Victorian Department of Justice Human Research Ethics Committee, the Department of Human Services External Request Evaluation Committee and the University of Melbourne Human Research Ethics Committee. Results will be submitted to major international health-focused journals. In case of success, findings will assist policymakers to implement urgently needed interventions promoting the maintenance of prison-initiated smoking abstinence after release, to reduce the health disparities experienced by this marginalised population.Trial registration numberACTRN12618000072213; Pre-results.

Objectives. To describe a model that matches electronic patient care records within a given case to one or more patients within that case. Method. This retrospective study included data from all metropolitan Ambulance Victoria electronic patient care records (n = 445 576) for the time period 1 January 2009–31 May 2010. Data were captured via VACIS (Ambulance Victoria, Melbourne, Vic., Australia), an in-field electronic data capture system linked to an integrated data warehouse database. The case patient algorithm included ‘Jaro–Winkler’, ‘Soundex’ and ‘weight matching’ conditions. Results. The case patient matching algorithm has a sensitivity of 99.98%, a specificity of 99.91% and an overall accuracy of 99.98%. Conclusions. The case patient algorithm provides Ambulance Victoria with a sophisticated, efficient and highly accurate method of matching patient records within a given case. This method has applicability to other emergency services where unique identifiers are case based rather than patient based. What is known about the topic? Accurate pre-hospital data that can be linked to patient outcomes is widely accepted as critical to support pre-hospital patient care and system performance. What does this paper add? There is a paucity of literature describing electronic matching of patient care records at the patient level rather than the case level. Ambulance Victoria has developed a complex yet efficient and highly accurate method for electronically matching patient records, in the absence of a patient-specific unique identifier. Linkage of patient information from multiple patient care records to determine if the records are for the same individual defines the ‘case patient’. What are the implications for practitioners? This paper describes a model of record linkage where patients are matched within a given case at the patient level as opposed to the case level. This methodology is applicable to other emergency services where unique identifiers are case based.

Increasingly, primary care services are required to use data to assess their local population's health needs and plan services. This paper reports focus group discussions of service providers' perceived current practice, issues and needs related to obtaining and using data for planning services in two local government areas of Melbourne. Six groups were conducted with nominees from two municipal councils, four divisions of general practice, three community health services, three hospital networks and eight community organizations. Two groups were conducted with planners and data providers from the Department of Human Services, Victoria. The 66 participants had a broad range of experience in using data to assess local population health needs. Participants reported that issues limiting the use of data related to: access to data (lack of awareness, contacting the right person, poor communication between data providers and users, resource constraints, lack of central access); gaps in data; quality of data (inconsistent definitions and collection, currency, ties to funding); applicability of data (unfriendly format, problems with aggregated versus small area data, non-matching data sets, lack of contextual information); and support for data use in local population health planning. If local population needs assessment is to lead to better health outcomes, service providers need access to high quality data presented in formats that are applicable to their communities. They also need practicable planning methods, skills training and support in using data for local population needs assessment and service planning.

Background and context: The Bridge of Support Program (BOS) is adapting a successful community based model of peer support to an acute setting, at the Sunshine Hospital Breast Clinic, to meet the cultural and socioeconomic diverse needs of women with breast cancer. This two year project was funded by LUCRF Community Partnership Trust. Aim: To improve the experience of women undergoing treatment of breast cancer at Western Health. To improve access to psych-social, emotional and practical support for women by extending the reach of CounterPart- a state-wide service of women´s Health Victoria, funded by the Victorian Department of Health and Human Services to provide peer support and information to people affected by breast or a gynecologic cancer. Program/Policy process: Peer support volunteers actively guided women to current and credible evidence-based information, support decision making and provide emotional support. Peer support volunteers are rostered once a week at Sunshine Hospital to coincide with breast clinic and include access to the day oncology unit and radiotherapy center. Detailed contact information is recorded and women receive follow-up contact (with consent) from the peer support volunteers at the CounterPart Resource Centre in Melbourne. A CounterPart staff member oversees the project and provides direct support and supervision to the volunteers on site at the hospital. Women can self refer. Outcomes: Between February and December 2016 the BOS program had 159 separate contacts with patients and their families. 82 contacts were with men and women who were new to CounterPart and 77 were follow-up contacts. 90 individuals treated for breast cancer at Western Health accessed the program, which represent 53% of the women seen by the breast service. 48% of the contacts were follow-up contacts with the CounterPart volunteers indicating that once engaged with the service many men and women continue to make contact. 38% of contacts were with women diagnosed with metastatic disease, a group who often have higher levels of unmet or more complex needs. 49% were born in a nonmain English speaking country (compared with the overall state of Victoria average of 19.6%) thus reflecting an accessible service to the non-English speaking community. What was learned: At a time when peer support is being increasingly recognized as a key part of effective supportive care in cancer services, the BOS program offers a model of integrated peer support that is respected, reliable, well supported and safe within the acute setting. This acute-community sector partnership demonstrates how the medical and social models of health care can work together to provide a connected and quality service for men and women diagnosed with breast cancer. An active research approach is enabling the project to be responsive to issues and challenges as they arise including the ongoing recruitment of women as volunteers from the local community to work within the acute setting.

Abstract:
This study tests a model of Workgroup Service Innovativeness that proposes that a workgroup’s climate for innovation mediates the relationship between organizational context (using the constructs: Organizational Climate and Task Design) and workgroup context (Group Self-efficacy, Group Citizenship Behaviour, and Market Orientation) on the one hand, and, Workgroup Service Innovativeness on the other. Drawing upon workgroup innovation literature, six hypotheses were derived. Using the hotel industry as an example of a service industry, quantitative data were collected from 303 participants from four hotels in Melbourne, Australia, through a 64-item questionnaire based on established 7-point Likert scales. This was followed by five in-depth interviews with team leaders from the participating hotels to gauge differences on the variables under study between workgroups perceived to be innovative and those perceived to be non-innovative. Exploratory and confirmatory factor analyses and structural equation models were employed to test the slightly modified measures’ psychometric properties and test the hypotheses. Except for Organizational Climate, results confirmed the proposed model. But, based on a better data-fitting model, it emerged that the direct impact of Organizational Climate on Workgroup Service Innovativeness is stronger than the hypothesized indirect impact through Workgroup Climate for Innovation. Also, except for Task Design, it appears that the other variables have both direct and indirect effects on Workgroup Service Innovativeness. The qualitative data was generally supportive of the quantitative findings. Several implications for organizational management are explored, including the need for management to convey to all workgroups in the organization that innovation is valued and support is available for workable customer service improvement ideas. They should motivate workgroups to be innovative by focusing on creativity and innovation as important performance outcomes, rather than only on productivity. Overall, management will promote a climate for innovation, by: •Providing an innovation-supportive organizational climate •Jobs high on skill variety, task identity, significance, self-management and feedback •Cultivating group self-efficacy, market orientation and group citizenship behaviours This eventually should not only promote a climate for innovation, but also promote Workgroup Service Innovativeness itself. Among the several limitations of the present research, a major limitation is that it suffers from the common deficiency of cross-sectional designs: the inability to draw causal inferences. Longitudinal studies of the workgroup antecedents of service innovativeness are called for. Finally, the sample in this study was limited to one kind of service industry, the 4-5 star hotel industry, thus limiting generalizability. Clearly it is important to check if the model can hold in other service industry contexts.

Chronic diseases have increased dramatically in Australia and around the world over the past decade, causing pain, suffering, disability, psychosocial problems, early mortality and economic and public health crisis. However, many chronic diseases and conditions could be prevented with better evidence based and community based health promotion strategies. Guided by a philosophy of idealism, the aim of this thesis was to develop a community centred health promotion strategy to assist the improvement of health and the prevention of chronic disease in an Australian context. More specifically, the research was concerned with exploring the potentiality of statistical or epidemiological evidence and community collaboration as pathways to chronic disease prevention and improvement of health at an individual, community and system level. The research utilised a praxis paradigm and action research design over three stages. Stage One included in depth quantitative analysis of health and epidemiological data and addressed the question: What is the current evidence/knowledge about health status, determinants and inequalities in Victorian communities and the broader Victorian and Australian context? Stage Two involved qualitative participatory action research methods to engage a small group of community members from the Brimbank region of Melbourne (Victoria, Australia) in the community governance of health promotion and disease prevention. The questions addressed were: What are the benefits of community based health promotion and prevention? What ideas for health promotion action does the community have to offer? Stage Three involved a minor evaluation of the strategy as a whole and addressed the question: In what ways, can health evidence and community involvement in health promotion contribute to better health outcomes? Stage One identified various determinants that impact on health status and result in inequalities. Stage Two revealed six major benefits for community based health promotion and prevention and generated a number of useful ideas for health promotion action in the community. Stage Three showed positive evaluations by the participants and identified numerous indicators of success of the health promotion strategy as a whole.

This thesis examines economic growth and change across the city of Melbourne over the 2000s. In the late 1970s to early 1980s, and again in the early 1990s, Melbourne was seen as having a bleak future, as a consequence of the deindustrialisation occurring in the city throughout the late twentieth century. However, Melbourne grew rapidly at the start of the twenty-first century, renewing its profile globally and attracting population. This thesis examines the factors behind the rise of Greater Melbourne over the 2000s, and specifically the rapid revival of the central city area of Melbourne. The study assesses the relevance of economic geography theories (the Global Cities hypothesis, the World City Network (WCN) and agglomeration economies) in relation to Melbourne’s economic growth. Globalisation related theories concerning knowledge cities and workers are also considered.

The place of women in transport planning and development has been marginal if not invisible. This has resulted in a lack of recognition of their needs and of the distributional impacts that current transport policy and directions have on women. It has also led to limited attention being paid to women and women's experiences in their use of both cars and public transport: their travel patterns and mobility issues remain largely unexplored. In addition, the current policy environment of privatisation and competition in the transport arena contributes to the exacerbation of women's disadvantaged status, and does little to encourage gender sensitivity in transport policies and practice. The thesis explores these issues with particular reference to the travel experiences of fifteen different w o m e n living in various parts of Melbourne and Victoria. It also uses material collected from a number of transport policy makers and service providers to ascertain the dimensions of the new competitive environment.

The research project was framed around the need to convert a static page web site into a database driven web site using Microsoft technologies Active Server Pages and SQL server 7. The methodology used for the software development was the object oriented use case approach of Jacobson. Although a single software application was originally thought to be the best design strategy, the solution which emerged as being the preferred framework resulted in two software applications being developed. Thus, the JIPAM Web Site Dynamic Database System is comprised of an application developed in ASP to allow online access to the journal and a second application to maintain the contents of the database which was developed in C++.

As disclosed by the Port of Melbourne Corporation in 2015, full import containers significantly outnumber full export containers in the port of Melbourne, indicating that the port has become a major import container location experiencing acute pressures to manage the disequilibrium in trade flows. The report further points to increased container volumes through the port of Melbourne over the decade 2005-2015 – an increase of 650,000 twenty-foot containers. This growth in port-related containerised volumes creates capacity constraints in landside transport infrastructures and container parks’ facilities resulting from increased truck movements in and around the port of Melbourne. As specified by the Australian Competition and Consumer Commission in 2011, these capacity constraints at container parks resulted from random truck arrivals patterns, which caused depots to alternate periods of low truck traffic activity with periods of excess demand that generated major delays. Also, transport carriers often arrived at container parks to be notified of the unavailability of stocks to attend to empty collections, that is, futile trips occurred on a regular basis. In this line, previous industry studies had noted in as early as 2004 and 2005 the need to implement a vehicle booking system with a view to deliver superior visibility and thus operational gains for the empty-container supply chain in an effort to address the capacity challenges already experienced in and around the port of Melbourne. This thesis examines the proposition that the adoption of information technology is central in integrating and thus streamlining container chain operations resulting in superior supply chain efficiency. For this purpose this research will explore, in a detailed case study, the adoption of the Containerchain portal by some of the empty-container parks in the port of Melbourne. Macroeconomic competition between regions and countries has intensified dramatically in recent years, and as a result, selection of a favourable location and organisation of a logistics node plays an important role in determining a region’s ability to participate in emergent globalisation opportunities. Global connectivity of an area and its related industries, together with their ability to retain and further develop a ‘competitive advantage’, requires a significant review of the way in which a region interfaces with the rest of the world. The Logistics City-Cluster concept, which is one of the latest manifestations of a logistics node, is believed to be a suitable strategy to address these changes. However, whilst the Logistics City-Cluster is accepted by industry as a viable and unique concept, the nature of composition, characteristics and impact is still fragmented and very limited. The continued growth of this new strategy has made it imperative to develop a coherent knowledge base, ensuring future orderly development. Hence, this research was twofold: first, it sought to contribute to the theoretical knowledge of the common enabling elements of a Logistics City-Cluster and of their core influential factors; and secondly to explore the underlying assumptions that sustainable regional growth can be provided by such a concept.

The Metropolitan Fire Brigade (MFB) Melbourne, is at the crossroads. Change is sweeping the economic and political environment within which international fire services operate. The MFB is not insulated from this change. Unless alternative productivity strategies can be achieved, the emergency response sector of the Brigade will suffer the same fate as the corporate sector of the MFB and other statutory authorities. Downsizing within this sector has been occurring in response to the above conditions over the past four years. This study investigates the impact of change upon public safety agencies in general, then compares data gathered on the MFB against this to: • Identify the level of organisational commitment that currently exists; • Develop an understanding of the impact of downsizing upon public sector employees. This study reviews the body of literature concerned with culture and change, downsizing and outsourcing and examines and builds upon the framework of previous research, particularly in the area of downsizing and its impact upon survivors. The study was designed as a one shot correlational study. A questionnaire was designed and administered to the population. Responses were analysed and discussed in context with the referenced literature. This study extends previous research in that it compares those findings with current findings. Low morale, job insecurity, poor communication and negativity have been identified as consistent with that of previous research (Brockner 1992; Brockner, Grover and Blonder 1988; Cascio 1993). In other areas the findings vary from previous research, in that organisational commitment remains high, contrary to the literature.

The Australian Catholic University (ACU National at www.acu.edu.au) is a public university funded by the Australian Government. There are six campuses across the country, located in Brisbane, Queensland; North Sydney, New South Wales; Strathfield, New South Wales; Canberra, Australian Capital Territory (ACT); Ballarat, Victoria; and Melbourne, Victoria. The university serves a total of approximately 27,000 students, including both full- and part-time students, and those enrolled in undergraduate and postgraduate studies. Through fostering and advancing knowledge in education, health, commerce, the humanities, science and technology, and the creative arts, ACU National seeks to make specific and targeted contributions to its local, national, and international communities. The university explicitly engages the social, ethical, and religious dimensions of the questions it faces in teaching, research, and service. In its endeavors, it is guided by a fundamental concern for social justice, equity, and inclusivity. The university is open to all, irrespective of religious belief or background. ACU National opened its doors in 1991 following the amalgamation of four Catholic tertiary institutions in eastern Australia. The institutions that merged to form the university had their origins in the mid-17th century when religious orders and institutes became involved in the preparation of teachers for Catholic schools and, later, nurses for Catholic hospitals. The Graduate Diploma of Education (Secondary) Program at ACU Canberra Situated in Australia’s capital city, the Canberra campus is one of the smallest campuses of ACU National, where there are approximately 800 undergraduate and 200 postgraduate students studying to be primary or secondary school teachers through the School of Education (ACT). Other programs offered at this campus include nursing, theology, social work, arts, and religious education. A new model of pre-service secondary teacher education commenced with the introduction of the Graduate Diploma of Education (Secondary) program at this campus in 2005. It marked an innovative collaboration between the university and a cohort of experienced secondary school teachers in the ACT and its surrounding region. This partnership was forged to allow student teachers undertaking the program to be inducted into the teaching profession with the cooperation of leading practitioners from schools in and around the ACT. In the preparation of novices for the teaching profession, an enduring challenge is to create learning experiences capable of transforming practice, and to instill in the novices an array of professional skills, attributes, and competencies (Putnam & Borko, 2000). Another dimension of the beginning teacher experience is the need to bridge theory and practice, and to apply pedagogical content knowledge in real-life classroom practice. During the one-year Graduate Diploma program, the student teachers undertake two four-week block practicum placements, during which they have the opportunity to observe exemplary lessons, as well as to commence teaching. The goals of the practicum include improving participants’ access to innovative pedagogy and educational theory, helping them situate their own prior knowledge regarding pedagogy, and assisting them in reflecting on and evaluating their own practice. Each student teacher is paired with a more experienced teacher based at the school where he/she is placed, who serves as a supervisor and mentor. In 2007, a new dimension to the teaching practicum was added to facilitate online peer mentoring among the pre-service teachers at the Canberra campus of ACU National, and provide them with opportunities to reflect on teaching prior to entering full-time employment at a school. The creation of an online community to facilitate this mentorship and professional development process forms the context for the present case study. While on their practicum, students used social software in the form of collaborative web logging (blogging) and threaded voice discussion tools that were integrated into the university’s course management system (CMS), to share and reflect on their experiences, identify critical incidents, and invite comment on their responses and reactions from peers.

Improving access to public transport can be considered an effective way of reducing the negative side-effects of motorised commuting. This chapter used the large dataset of Victorian Integrated Survey of Travel and Activity (VISTA) to introduce a new approach measuring public transport accessibility within the Melbourne region, Australia. A public transport accessibility index (PTAI) is a combined measure of public transport service frequency and population density as an important distributional indicator. Although many studies have measured access levels to public transport stops/stations, there has been limited research on accessibility that integrates population density within geographical areas. Employing geographical information system (GIS), a consistent method is introduced for evaluating public transport accessibility for different levels of analysis, from single elements, including public mode stops, to network analysis. The proposed index is compared with two common existing approaches using regression models. Key findings indicate that the PTAI has a stronger association whilst showing more use of public transport in areas with higher values of the PTAI.

This article reports on a study involving analysis of the Web sites of 100 accounting practices located in Melbourne, Australia, and subsequent interviews with twenty practices. This article focuses on identifying the level of e-services that they employ. In this regard, Angehrn’s virtual dimensions of Web site spaces were used to classify the various service delivery strategies adopted by the different practices. The results suggest that information technology plays a critical role in the accounting industry and that the use of computer accounting packages is almost mandatory among clients. There is little evidence of the use of Web sites for the delivery of automated e-services. At the moment, the Internet is primarily used to support the delivery of services rather than completely automate it. Overall, the study suggests that Australian accounting firms currently take a fairly conservative approach to Web site use.

The increased use of online services in the commercial world has produced considerable impact on traditional technologies. Traditional information technologies were developed in an era where use of Internet technologies was not widespread. They have a long history and are often based on mature and stable technologies, or practices such as user interface design, artifi- cial intelligence techniques, and so forth. In the era of e-business, business operations are often conducted in conjunction with business alliances and partners through networked activities. Internet (or Web-based) technologies are fulfilling an enabling role to meet the communication and collaboration requirements of e-business. In this article, we share our experiences in how traditional information technologies are coupled with Webbased technologies to gain much-needed leverage in offering e-business solutions. Portals, as the major communication media for Web users, offer opportunities for collaboration using multiple technologies. They also serve as mechanisms for integrating a variety of online services supported by traditional applications. In this article we will discuss the role of portals in application integration for online collaborative service delivery. Particular emphasis will be given to the marrying of the modern roles of portals in e-business with those roles where portals fulfil the traditional roles of front-end technologies. The article demonstrates its vision through a portal-based application integration solution framework associated with a typical application scenario. We demonstrate the effectiveness of using portals in application integration by employing an experimental framework implemented in the PHOENIX research project at Victoria University (http://www.staff.vu.edu. au/PHOENIX/phoenix/index1.htm).

Information communications technology (ICT) has been identified as a key enabler in the achievement of regional and rural success, particularly in terms of economic and business development. The potential of achieving equity of service through improved communications infrastructure and enhanced access to government, health, education, and other services has been identified. ICT has also been linked to the aspiration of community empowerment, where dimensions include revitalizing a sense of community, building regional capacity, enhancing democracy, and increasing social capital. In Australia, there has been a vision for online services to be used to open up regional communities to the rest of the world. Government support has been seen “as enhancing the competence levels of local economies and communities so they become strong enough to deal equitably in an increasingly open marketplace” (McGrath & More, 2002, p. 40). In a regional and rural context, the availability of practical assistance is often limited. Identification of the most appropriate online services for a particular community is sometimes difficult (Ashford, 1999; Papandrea & Wade, 2000; Pattulock & Albury Wodonga Area Consultative Committee, 2000). Calls, however, continue for regional communities to join the globalized, online world. These are supported by the view that success today is based less and less on natural resource wealth, labor costs, and relative exchange rates, and more and more on individual knowledge, skills, and innovation. But how can regional communities “grab their share of this wealth” and use it to strengthen local communities (Simpson 1999, p. 6)? Should communities be moving, as Porter (2001, p. 18) recommends (for business), away from the rhetoric about “Internet industries,” “e-business strategies,” and the “new economy,” to see the Internet as “an enabling technology—a powerful set of tools that can be used, wisely or unwisely, in almost any industry and as part of almost any strategy?” Recent Australian literature (particularly government literature) does indeed demonstrate somewhat of a shift in terms of the expectations of ICT and e-commerce (National Office for the Information Economy, 2001; Multimedia Victoria, 2002; National Office for the Information Economy, 2002). Consistent with reflections on international industry experience, there is now a greater emphasis on identifying locally appropriate initiatives, exploring opportunities for improving existing communication and service quality, and for using the Internet and ICT to support more efficient community processes and relationships (Hunter, 1999; Municipal Association of Victoria and ETC Electronic Trading Concepts Pty Ltd., 2000; National Office for the Information Economy, 2002). The objective of this article is to explore whether welldeveloped and well-implemented online services can make a positive contribution to the future of regional and rural communities. This will be achieved by disseminating some of the learning from the implementation of the MainStreet Regional Portal project (www.mainstreet.net.au). To provide a context for this case study, the next section introduces some theory relevant to virtual communities and portals. The concept of online communities is introduced and then literature is reviewed to identify factors that have been acknowledged as important in the success of online community and portal initiatives.

New working relationships and clearly defined research initiatives have demonstrated the diverse value of the library. New services and tools are outlined that help create value for schools, academics, and postgraduates; benchmark university performance; develop tailored services; enhance research profiles; and foster collaboration. Challenges and opportunities remain, including developing a university policy to support open access (OA) research and a new OA research repository to aid the promotion of, and access to, university research. The library continues to change perceptions of its services and works collaboratively to enhance individual and university research reputations.

This chapter describes some aspects of the development of VICNET, an assemblage of computers, cables, modems, people, texts, libraries, buildings, dreams and images. It is a system that is difficult to characterise, it is dynamic both in geographical and ontological scope, size and usage. I have attempted to capture some of its nature through the use of several vignettes that may give the reader a small insight into parts of its being, then using some of the techniques and explanatory and exploratory mechanisms available from the field of science studies such as heterogeneous engineering and Actor Network Theory (ANT), I reveal some of the ways that VICNET came into existence. Many computer systems are undergoing continual evolution and it is extremely difficult to discern their configuration and what objects have agency at any given point in time; they can be thought of as open systems as described by Hewitt and de Jong (1984). VICNET, an Internet information provider established in 1994 as a joint venture between the State Library of Victoria and Royal Melbourne Institute of Technology, is one such system; it is being used by a large number of people and public libraries, yet simultaneously it is evolving and being shaped by the technology, the users and the environment of which it is part. Consider the system, VICNET as it is called, as a node of a much larger network. I have attempted to unfold this node to reveal the social and technical worlds contained therein, but I also fold the VICNET node in itself so that it becomes part of a much larger sociotechnical system – the Internet. This process of folding I refer to as a topological transformation and it is by studying transformations of this type that may help us understand how open systems come into being and evolve. In what follows, I provide a brief background to VICNET and the data collection method I used. Next, I discuss some the analytical techniques that are available for those who wish to study the development of technological systems. Following this all-too-brief comment I then present a selection of vignettes that show the varied nature of this socio-technical system. Presenting these then allows me to develop further the idea of social topologies introduced in the section on analytical techniques. In the final section there is some discussion as to why this way of looking at socio-technical systems may be useful.

Responding to a disaster is a process that should take the least time with high-level information. It requires human decisions that could delay the whole process, thus putting more lives at stake. However, recent technological developments improve this process by facilitating decisions within the domain. Discovering the spatial relationship can help to clarify the spatial environment for the domain. In this chapter, the authors give an overview of using spatial modelling and spatial relations for context-aware messaging with emphasis on emergency situations. They utilize various existing spatial relations recognized within the field of spatial computing such as RCC8 and Egenhofer relations. The RCC8 and Egenhofer relations are examined besides a range of spatial relations using English phrases in Mona-ont emergency ontology. The Mona-ont emergency ontology is used to describe emergency scenarios. The Mona-ont emergency ontology is employed by the Mona Emergency System (MES) that generates alert messaging services to actors within a disaster area. The authors demonstrate the validity of the Mona-ont spatial relations in describing a (fictitious) flood situation in the Melbourne CBD area. They also prescribe the structure of such context-aware messages (i.e. their content and target description) for the MES system.

This chapter uses a case study approach to highlight issues surrounding the provision of government agency sponsored programs aimed at increasing Electronic Information Literacy (EIL), as a basic requirement for community engagement in an electronically enabled world. The Skills.net program was designed to increase EIL skills by providing “free or low cost access to training in online services and the Internet for those in the community who are least likely to have access” in Victoria, Australia. This study found that whilst the Skills.net program did increase EIL, it did not adequately address the accepted training needs of the participants nor did it adequately adhere to known guidelines for success in information literacy enhancement. This experience provides further evidence of lessons being learned from many government agency imposed programs which do not provide adequate outcomes for regional areas as they grapple with the impact of being increasingly marginalized in an electronically enabled age.

But what happens if you know someone who may be experiencing an episode of psychosis and you have to act fast or help them get into treatment? This last chapter includes advice on how to provide mental health “first aid” to those who may be experiencing an episode of psychosis. These guidelines were developed by and reprinted here with permission from Professor Anthony Jorm and Ms. Betty Kitchener from the University of Melbourne and ORYGEN Research Centre in Melbourne, Victoria, Australia. As a result of an extensive process, they are based on the agreement of a panel of patients, family members, and mental health professionals from Australia, Canada, New Zealand, the United Kingdom, and the United States. For more information on their Mental Health First Aid program, please visit www.mhfa.com.au. The remainder of this chapter is organized around nine questions that are addressed to help people who may need to provide “first aid” to someone experiencing psychosis. The purpose of these guidelines is to help members of the public to provide first aid to someone who may be experiencing psychosis. The role of the first aider is to assist the person until he or she receives appropriate professional help or the crisis resolves. These guidelines are a general set of recommendations about how you can help someone who may be experiencing psychosis. Each individual is unique, and it is important to tailor your support to that person’s needs. So, these recommendations will not be appropriate for every person who may have psychosis. It is important to learn about the early warning signs of psychosis and the symptoms of psychosis so that you can recognize when someone may be developing psychosis. Although some of these signs may not be very dramatic on their own, when you consider them together, they may suggest that something is not quite right. It is important not to ignore or dismiss such warning signs or symptoms, even if they appear gradually and are unclear.

In 1968, the Housing Commission, Victoria, built a series of high-rise towers in response to an identified metropolitan planning issue: urban sprawl and the outward growth of metropolitan Melbourne. This “solution” precipitated a crisis in urban identity. The construction of the first of a series of these modern high-rise towers at Debney Park Estate, Carlton and Park Towers, South Melbourne displaced significant immigrant communities. This became the impetus for the formation of Residential Associations who perceived this project a major threat to existing cultural values pertaining to social and built heritage. This paper examines the extremely polarising events and the positions of both the Housing Commission and the Residential Associations over the course of fifteen years from 1968. The research is grounded in an historical review of government papers and statements surrounding the social housing towers, as well as scholarly articles, including information gathered by Renate Howe and the Urban Activists Project (UAP, 2003-2004). The historical review contextualises the dramatically vocal and well-publicised positions of the Residential Associations and the Housing Commission by reference to the wider social circumstances and the views of displaced community groups. Looking beyond the drama of the heated debate sparked by this crisis, the paper exposes nuances within the positions, investigates the specifics of the lesser known opinions of displaced residents and seeks to re-evaluate the influence of the towers on the establishment of an inner urban community identity.

Abstract:
Many higher education institutions are moving towards blended learning environments that seek to move towards a student-centred ethos, where students are stakeholders in the learning process. This often involves multi-modal learner-support technologies capable of operating in a range of time and place settings. This article considers the impact of an Audience Response System (ARS) upon the ongoing development of an Information Systems Professional course at the Masters level in the College of Business at Victoria University in Melbourne, Australia. The course allows students to consider ethical issues faced by an Information Systems Professional. Given the sensitivity of some of the topics explored within this area, an ARS offers an ideal vehicle for allowing students to respond to potentially contentious questions without revealing their identity to the rest of the group. The paper reports the findings of a pilot scheme designed to explore the efficacy of the technology. Use of a blended learning framework to frame the discussion allowed the authors to consider the readiness of institution, lecturers, and students to use ARS. From a usage viewpoint, multiple choice questions lead to further discussion of student responses related to important issues in the unit. From an impact viewpoint the use of ARS in the class appeared to be successful, but some limitations were reported.

Abstract:
In this paper we will relate some of our experiences in building and using simple Decision Support Systems (DSS) for use in two postgraduate subjects at Victoria University in Melbourne. These subjects are not about Decision Support Systems, but are Information Systems (IS) subjects that introduce, amongst other things, concepts of decision support and DSS. It has been our experience that the complexity, an inability to examine the logic behind decisions that have been recommended, the proprietary nature and the cost of commercial DSS make their use in teaching less than ideal. Our solution was to produce our own simple systems using Excel, Visual Basic and Visual Basic for Applications, and this has proved to be quite successful. The paper reports on building and using Decision Support Systems in this way.
