Abstract:
The article is devoted to the experience of using cloud services for information and analytical support of the international cooperation of universities. The issues of using cloud services for deepening the ties of education, science and production as well as the expansion of cooperation between educational and scientific institutions in the international space are considered. The modern state of cloud services usage for information and analytical support of international cooperation of Ukrainian universities is analyzed. It is determined that the prospects for further research on the use of cloud services for the organization of the international activities of the University is to design a methodology with aim to train research, administrative and managerial personnel on the application of these services in order to increase the efficiency of international educational and research activities at higher educational institutions of Ukraine.

Cultivating cooperation with local populations is necessary for peacekeeping operations to effectively prevent and reduce violence. To accomplish their missions in complex foreign theaters of operation, peacekeepers must solicit information about local political actors, social networks, and violence. Under what conditions do local populations cooperate with United Nations peacekeepers? How does exposure to peacekeeping security activities, relief activities, or abuse – three of the primary ways that local communities experience peacekeepers – affect the likelihood that individuals cooperate with peacekeepers by providing information to them? Using an original survey of a random sample of residents of metropolitan Port-au-Prince, Haiti, we show that people who are exposed to security and relief activities by the United Nations peacekeeping operation, MINUSTAH, have more positive opinions of how effective they are, and are more willing to cooperate with peacekeepers by providing them with information. On the other hand, exposure to abuse dramatically undermines civilian opinions of how effective, benevolent, and abusive peacekeepers are but has a smaller effect on cooperation. These findings present an opportunity and challenge for peacekeepers: if public opinion and cooperation are responsive to peacekeeper policy, then peacekeepers must deliver services and prevent abuse in order to solicit the cooperation that is necessary for mission success.

This paper presents a summary of the international literature published on the benefits of aviation weather services. Aviation operations are highly sensitive to weather conditions. Information on weather conditions helps meteorologists, pilots, navigators, airline companies and businesses to ensure safe flights and save money by reducing some of the stringent requirements related to carrying extra fuel loads. The development of constantly updated flight plans with respect to available weather information regarding changing wind and general weather conditions can enable aircraft to use fuel more efficiently and navigate their planes in safer environments that avoid turbulence and make air flights comfortable to the travelling public. The summary literature presented in this paper illustrates the importance of the work of meteorologists in the production of relevant information and data that are accessible to pilots and navigators. The pooling of meteorological information, data and other resources by member countries of the World Meteorological Organisation represents a classic case of international cooperation that has ensured relatively safe and comfortable air flights across the world since the era of international air travel in the 20th Century speeding up the process of the more historically-recent globalisation.

Historically, relationships with mental health professionals working in Russia have been difficult to sustain due to problems with access and perceived human rights infringements that existed earlier (Poloahij, 2001). This has resulted in many Russian psychiatric institutions having little opportunity to collaborate in international research or to take part in exchanges of information on service development. However, with the dissolution of the Soviet Union in 1991, Russia has been brought back into spheres of international cooperation in healthcare.

ABSTRACT On May 13, 1995, the International Convention on Oil Pollution Preparedness, Response and Cooperation, 1990 (OPRC) of the International Maritime Organization (1MO) came into force. The main objectives of the OPRC are to facilitate international cooperation and mutual assistance in preparing for and responding to major oil pollution incidents and to encourage states to develop and maintain the capability to deal with oil pollution emergencies. The functions assigned to the Oil Pollution Coordination Center located in IMO's Marine Environment Division include providing information services, education and training, technical services, and technical assistance to states. The OPRC convention obliges governments to establish a program of exercises for oil pollution response organizations and training of relevant personnel. It also called on IMO to develop a comprehensive training program in cooperation with interested governments and industry. This paper discusses the progress achieved in the development of the training program, which consists of the IMO model courses on marine pollution preparedness and response, and gives an overview of its implementation strategy.

New projects, services and collaborations have recently brought the infrastructural services for African Studies a big step forward. This report gives an account of new subject gateways and digitisation projects. It discusses recent European cooperation ventures in the field of librarianship. Additionally, new developments and services of the Africa Collection at Frankfurt University Library are presented, which help to address the changing needs of researchers and to handle information overload, while keeping up with the latest developments. Nevertheless, the fragmentation and compartmentalisation of the different services still hinder more integrated information services.

Mali is one of the poorest countries in sub-Saharan Africa. Limited infrastructure renders access to health care difficult. There is a need to establish functional ways to improve Malian people’s health and treat disability. From this point of view, our project aims to implement a remote occupational therapy service for the beneficiaries of the Kalana clinic in Mali through international cooperation. Using a spiral iterative model, a proposal for a remote occupational therapy service was developed and refined for a multidisciplinary context. The International Classification of Functioning, Disability, and Health (ICF) was used as a means to work from a multidisciplinary approach to treat all needs. The results are exemplified with a case report and qualitative impressions of the services.

AbstractSince the 1990s, the demand for consular services has expanded enormously, together with citizens' high expectations and increased demands for quality. Combined with greater visibility through the arrival of new media and growing public interest in politics, this requires much flexibility from the Ministry of Foreign Affairs. In spite of increased cooperation among European partners in a number of fields, one central 'European consular service' will not materialize for the time being, because consular affairs are still very much interwoven with domestic politics. This article highlights the most important trends and developments in consular services of the last twenty years. On the basis of a number of cases, the authors indicate how the Dutch Ministry of Foreign Affairs has reacted to these trends and developments. The Ministry's aim is to maintain high standards and to improve where necessary, through major investments in new instruments, improved public information, continuous staff training and more intensive cooperation with civil society organizations.

ABSTRACT 2017-382 Formed in 1999, the International Ice Charting Working Group (IICWG) is a consortium of the ice services from all over the world. The operational ice services representing nations from both the Northern and Southern Hemispheres, including all eight Arctic Council nations, come together with a common goal of promoting cooperation between the world’s ice centers on all matters concerning sea ice and icebergs. In 2013, the IICWG began to focus on how the ice services can support an emergency response in ice-laden waters. This focus was on providing current and forecasted information on sea ice and iceberg conditions in the area of the incident as well as for the shipping routes approaching the area. With rapidly changing sea ice, ice information would be critical to planning an effective response. The IICWG formed a partnership with the International Tanker Owners Pollution Federation Limited (ITOPF) and Oil Spill Response Limited (OSRL) in 2015 to expand the awareness of the ice services and their capabilities to the oil companies and oil spill removal organizations. In 2016, the IICWG conducted an unannounced emergency notification exercise to validate the contact information for each of the ice services. In an effort to ensure responders would be able to access the most accurate contact information, IICWG published this ice services’ contact list worldwide in classification society periodicals. The preparations of these nations culminated in a Tabletop Exercise at the group’s annual meeting in October 2016 in Ottawa, Ontario, Canada. The exercise scenario involved a major oil spill response in ice-infested waters with participants from the ice services, maritime users, satellite data providers, and OSRL. The lessons learned from this exercise will prepare all of the ice services for a coordinated oil spill response. The IICWG also collaborated with the Arctic Council Emergency Prevention, Preparedness, and Response Working Group for future exercises and planning.

Work disability creates significant expenses for nations and causes human suffering by limiting patients’ lives. International studies show that to enhance recognition of and support for work disability, cooperation, mutual trust, and information exchange between public primary health care and occupational health care must be strengthened. However, little is known of how health care professionals experience this cooperation. The aim of this study was to understand how professionals experience the cooperation between public primary health care and occupational health services regarding patients’ work ability. Semi-structured interviews were conducted with 29 health care professionals working in five small cities (<10,000 inhabitants) in Finland. Interviews were audio and video recorded, transcribed verbatim, and analyzed through inductive thematic analysis. Three key themes were identified from the interviews: attitudes toward the other health care sector, the exchange of information, and resources for cooperation. Professionals seem to have poor knowledge about the services available and how care is given in the other sector, appearing to lead to weak mutual trust. The public primary health care professionals especially emphasized the benefits of cooperation, but several issues were mentioned as barriers to cooperation. These results can be used when planning effective patient paths and service provisioning models.

The content and features of the concept of «customs diplomacy» are studied on the example of the foreign policy activities of the US Customs Administration, which conducts one of the best customs diplomacy in the world. For example, the US Customs Service plays an important role in ensuring not only national but also transnational economic security. The protection of American customs interests by the relevant services begins far from the actual borders of the United States. Therefore, the study of the experience of US customs diplomacy, of course, is relevant for Ukraine. The definition of «customs diplomacy» is given through a set of specific techniques and methods. The methods, techniques and principles of US customs diplomacy are considered, the main provisions of the CBP Global Engagement Strategy are analyzed. The structural units responsible for the implementation of American customs diplomacy are listed, and their competencies are determined. The officials of the US Customs and Border Protection who are responsible for the implementation of customs diplomacy are named. Particular attention is paid to US international cooperation with partner countries in the customs sector. An example of such cooperation is North American Free Trade Agreement (NAFTA). The practice of implementing international projects and initiatives by US customs attachés in other countries (for example, the Container Security Initiative) is analyzed. International training and support programs of methodological and organizational and technical nature, conducted for foreign partner customs services and agencies, are considered. The important role of harmonizing relations between customs services through the conclusion of international bilateral and multilateral agreements is noted. It is noted that international cooperation in the customs sphere is important for solving global problems of the world. Thus, strengthening the cooperation of the US Customs Administration with partner countries, agencies and trade groups contributes to transnational security, efficient trade, travel, dissemination of information etc.

The article analyzes the dynamics of the number of people with disabilities in Ukraine, in particular by groups and separately children with disabilities, the provision of services by the State Employment Service for people with disabilities, including Lviv region during January-September 2020-2021. The stages of the order of creation and development of social services and information support are given; determining the need for social services, goals, objectives; prioritization of social services and project; planning the provision of social services and developing a strategy for their provision; organization of social services and implementation; monitoring and evaluation of service quality. Factors of influence of external and internal environment are defined. Legislative and regulatory framework, economic factors, social policy in the country, technological factors, as well as demographic factors are the main external factors. The main internal factors influencing the quality of social services there are available human resources; material-technical base; information support and financing. The main prerequisites for receiving quality social services by the population are identified, in particular, accessibility for all citizens, both territorially, financially and informationally, individual approach to consumers, taking into account the level of satisfaction of service recipients, as well as compliance with market needs and market trends. The main problems that cause low quality of social services and directions of their solution and avoidance of consequences are identified. There are the main problems: - lack of thorough analysis of demand and supply of social services in the market, control system after their provision to a particular person, as well as feedback from the client in the form of assessing the quality of services received; - low level of staffing in the provision of social services and the level of qualification of employees who provide services; - the lack of a unified approach to the financing of inpatient institutions that provide social services in Ukraine, as well as insignificant amounts of budget funding, imperfect mechanism of transfers of financial resources of the state to the local community cause low quality social services provided by the enterprise; - low level of methodological support for the process of providing quality social services for people with disabilities due to the lack of state quality standards for social services

Abstract:
Information relations in agricultural sector of the Kyrgyz Republic (KR) needs further development based on the digitalization processes taking place in the society. Spread of COVID-19 pandemic introduced a number of economic adjustments to the country’s digital interactions, which significantly influenced the development of information and consulting services in the industry. Cooperation of the Kyrgyz Republic with the states of the Eurasian Economic Union presupposes close interaction on issues of regulation of the common agricultural market and development of international trade in the field of agriculture, which also affects digitalization of the country’s economy. The paper presents the results of methodological study on development of information and consulting services in the agricultural sector, analysis of organizational structure of the country’s agriculture according to categories of farms, and entities requiring these services have been determined. Recommendations are proposed for digitalization of the industry, taking into account development of information and consulting services, based on the current state of agricultural production, as son as the main consumers of information services turn to be peasant (farmer) households as the main producers of agricultural products. Building a system of information and consulting services will contribute to development of its own market for agricultural products, processing information from agricultural producers and consumers of agricultural products, creating profitable trade relations and marketing of agricultural products.

Analyzing the interaction between e-government and citizens in Azerbaijan, it is possible to observe large-scale socio-cultural changes in the lives of the population under the influence of the information society. Although the principles announced at the beginning of the e-government path were far from the real situation, later regulatory frameworks were established, multifunctional centers were established, various e-government regulations for development and implementation, integration of state information systems to develop and expand domestic and international cooperation. Involvement of the population in management processes and cooperation with the state with the help of information and communication technologies began to create a wide range of opportunities. The article examines the legal basis for the formation of e-government, reflects the status of e-government, e-signatures, e-services provided to citizens by the State Agency for Citizen Services and Social Innovations. Abstract:
The development of the quality of higher education is a priority for the modern state policy of Ukraine. To implement the quality standards of higher education adopted in the European Higher Education Area, Ukrainian departmental universities are adapting the European experience, forming an internal quality assurance system. Departmental universities have been establishing an internal system of quality assurance since 2016. At this stage, the relevant provisions on the level of the universities have been developed to regulate the distribution of powers between different departments of the HEI. Another direction of quality assurance is cooperation with external stakeholders, in particular public organizations of various levels. Based on the analysis of examples of interaction between departmental higher education institutions of Ukraine and international non-governmental organizations available on the websites of relevant institutions, a conclusion was made about the discrete nature of cooperation and the lack of public information about the cooperation. According to information on the sites the universities and international NGOs cooperate in the form of joint public events of academic character, they organise training, conferences and round tables. International non-governmental organizations have great potential to ensure the quality of specialized higher education, in particular, in the joint development and revision of educational programs with universities, educational activities involving international experts, conducting international seminars and workshops, joint projects. Moreover, non-governmental organizations can provide educational services of non-formal education; to carry out projects addressed to local communities in partnership with higher education institutions. The author considers non-governmental organizations to be an important mechanism for articulating public interests and requests of citizens and local communities which is critically important for the departmental universities. To realize this potential of cooperation, it is necessary to establish additional documents (regulations, concepts), which will detail the mechanism of cooperation between the departmental university and the non-governmental organization

Three European health and medical libraries started a benchmarking project in year 2013, aiming at comparing services among our libraries in order to find and implement best practices. We wanted to share ideas, solutions and examples. The purpose of this paper is to give the final report of the five-year benchmarking project. The project was a continuous best-practice benchmarking process. At the end the process, we essentially experienced this kind of library benchmarking as a communication and development tool. Abstract:
International trade in Ukraine’s regions during 2016 is analyzed. The taxonomy method is used to carry out a multidimensional analysis of the state of trade in all regions, with the goal of determining their attractiveness with respect to investment and international cooperation. Key indicators were chosen to be: export and import of services, export and import of goods, balance of the trade of services, balance of the trade of goods, and retail trade. Using the standardized matrix of statistical values, provided by Ukraine’s national statistics agency, the level of development of each region was determined, as well as its rating. A comparison of this year’s ratings with those of the previous two years is carried out. Based on the calculated inter-regional distance matrix, calculated in the context of the seven chosen parameters, nonlinear structures of regional connections are constructed. Using them, clusters of regions can be constructed that take into account trade dynamics and other economic activity. The constructed linear and nonlinear connection structure of Ukraine’s regions can become the basis of fruitful cooperation in the area of trade. They can also be used when carrying out mutual investment projects and when regulating the exchange of goods between Ukraine’s regions. The determination of the regions’ ratings and the nonlinear structures of their trade relations can provide valuable information to investors both foreign and domestic.

Background. Today, the information and communications technology (ICT) sector is one of the most dynamic sectors of the world economy. Since IT services are the second largest export sector in Ukraine, the study of the impact of international trade in ICT services on economic growth becomes relevant. Analysis of recent research and publications. Numerous papers have shown the positive impact of international trade in ICT goods and services on production volumes, employment and productivity of national economies. In particular, UNCTAD data show that the ICT services sector shows an increase in employment and international trade in all geographical regions and provides most of the added value in the ICT sector. The aim of the article is to study the impact of international trade in ICT services on the development of economies of different levels of development, taking into account national policies of ICT sector, and to develop recommendations for Ukrainian policy of ICT sector, taking into account the experience of analyzed countries. Materials and methods. The information base for the study was data from UNCTAD, OECD, Eurostat, and the State Statistics Service of Ukraine. Methods of statistical, structural, regression, comparative analysis are used. Results. Regression analysis was used to identify the relationship between GDP and the volume of exports and imports of ICT services in the analyzed countries. The results showed that in order to ensure economic development through trade in ICT services, countries need to pursue a stimulating policy, which includes measures in three main areas: support for innovation (R&D funding and startup ecosystems); education and training of ICT specialists; and support for investments in ICT services (through preferential taxation and grant schemes). Conclusion. In order to support the growth of the national IT industry, the Ukrainian government is proposed to legalize existing schemes of cooperation of IT companies with private individuals, to avoid additional regulation of the industry, and to develop schemes to financially support innovation in science and business.

The article examines the prospects for the development of an interstate association of BRICS member nations and concludes that it is necessary to expand cooperation in addition to the economic sphere through other areas, in particular, the organization of interaction to combat crime. The article focuses on the fact that an important area of joint cooperation between the BRICS member nations will be activities in the field of security and combating crime. The main promising areas of cooperation between the BRICS member nations in the field of security are formulated and forms of joint activities in these areas are proposed. This area of cooperation of the BRICS member nations should be based on modern information technologies, which is due to the need for coordination of law enforcement activities of the BRICS member nations. The article analyzes the joint system for preventing international crime in the BRICS member nations and concludes that no improvement of this system is possible without appropriate information support for law enforcement based on general principles and approaches. To this end, the necessity of creating a Unified Digital Environment for Law Enforcement Services in the BRICS member nations is substantiated, which implies the speed of achieving the objectives of law enforcement in the BRICS member nations; reduction of corruption risks in this area; as well as automation of individual work processes by replacing a human resource with software. The article describes the concept of a Unified Digital Environment for Law Enforcement Services of the BRICS member nations, substantiates the components that make up its structure. The modern methods of information processing that can be used to build the specified information system are presented. Possible interested users of this environment are highlighted and the capabilities of the Unified Digital BRICS Law Enforcement Services Environment provided to these users are presented.

The article is devoted to the analysis of international cooperation in the collection of evidence in electronic form, in accordance with the Second Additional Protocol to the Cybercrime Convention approved by the Council of Europe, which provides a legal basis for disclosure of domain name registration traffic, cooperation in emergencies, updates the video conferencing procedure. The analysis of the Second Additional Protocol shows that it created a legal basis for direct cooperation with service providers, accelerated forms of cooperation for disclosure of subscriber information and traffic data, accelerated cooperation and disclosure of information in emergency situations, additional instruments of mutual assistance, data protection and other guarantees of the rule of law. Taking into account the above and the provisions of the Second Additional Protocol, it is advisable to supplement Art. 541 of the CPC of Ukraine, the term “transferring party”, hould be understood as the state that transmits data in response to a request or within a joint investigation team in which the data service provider or organization providing domain name registration services, as well as a state that provides evidence on its own initiative without request. The purpose of the Second Additional Protocol was, inter alia, to increase cooperation in the fight against cybercrime and the collection of evidence in any criminal proceedings electronically using additional tools to facilitate mutual assistance and other forms of cooperation between competent authorities. According to the Second Additional Protocol, the following shall not be recognized as grounds for refusal of international cooperation: 1) the absence of such an offense in the legislation of the requested State; 2) another terminological definition of the act; 3) assignment of the act to another category of severity. The purpose of the article is to investigate the prospects of development of international scientific and technical cooperation of Ukraine after the war. The article presents the state of international scientific and technical cooperation of Ukraine in the prewar period. Methodology. The study is based on the comparison of data of the state bodies of Ukraine, intergovernmental economic organizations, opinions of international and Ukrainian experts, etc. The results of the study showed that Ukraine has positive prospects for the development of international scientific and technological cooperation. Numerous examples of foreign science and technology assistance during the war and initiatives to restore Ukraine after the war are illustrated. Foreign universities and various organizations provide significant support to Ukrainian students, researchers and professors who were forced to leave Ukraine as a result of the war. Many international companies in various industries offer technological support during the war and are willing to invest in the reconstruction of Ukraine in the postwar period. Practical implications. This article may be useful for the formation of the strategy of post-war reconstruction of Ukraine. Understanding the prospects for the development of international scientific and technical cooperation in Ukraine will allow to properly regulate the state policy. It will help to determine which areas of international cooperation should be given more attention, taking into account the assistance already provided by Ukraine's foreign partners. The article will be useful for companies that want to help Ukraine with their services or technology. It will help foreign partners understand what areas they should focus on when supporting Ukraine. Value/originality. The article is valuable for the people, the government and the world in understanding the prospects of Ukraine in international scientific and technical cooperation. The stages of assessing one's own potential for international cooperation in the form of an algorithm for conducting a benchmarking analysis of the organization of educational services are given. An algorithm for choosing a partner for international cooperation by an educational institution is proposed, which helps to select partners according to the given criteria, formed on the basis of information about insufficient resources, dynamic abilities and competences of both the educational institution and the potential partner. As control of information is the primary source of power in the information society, countries, corporations, and individuals are eager to gain control over more data and information and to hand over less of them to adversaries. National experiences show that there are some incentives for a country to move toward data localization. Some of the localization measures may be consistent with the current state of free-trade agreements such as the World Trade Organization’s General Agreement on Trade in Services. Even international trade agreements on the horizon, such as the Trans-Pacific Partnership and Trade in Services Agreement, allow some room for data localization. Drawing the fine line between prohibited and permitted data localization measures should wait for the future development of case law and state practice. Non-violation of the current international agreements, however, does not guarantee the best policy. Data localization tends to cause Galapagos syndrome, in which a short-term comfortable life in isolation leads to long-term extinction. This is particularly true in the market for electronic commerce, which is by its nature global rather than local. Data localization is a temporary abnormal phenomenon that occurs in a transient situation in which internet service providers fail to meet their social responsibility toward the community where the customers exist and incipient cooperation among national legal authorities fails to tackle the trans-border problems effectively.

This research is done by qulitative method through interview and literature source search. With the potential and a very strategic location Gorontalo has a great opportunity to cooperate with other regions in various parts of the world. This study try to assess Gorontalo's capacity to internationalize itself. Using the data obtained this research analyze the opportunities and challenges faced in the internationalization process of Gorontalo City.The results show that regionalization through an international cooperative model actually offers a bright prospect. However, institutional obstacles need to be responded by local and central government through strengthening the leadership and capacity of the government, providing clear rules of law, supervision in policy implementation and adequate funding.

ABSTRACT The Argentine Coast Guard is a security force acting as police coast guard and providing within its broad scope other outstanding services related to navigation safety and environmental protection. It is an institution with a deep historical background, which finds its roots in the colonial office of Captain of the Port, established by Spain January 8, 1756. This office was regulated by the Spanish Colonial Code until March 8, 1793, when King Charles V enacted the General Ordinances which outlined the main principles that rule the institution today. Those regulations have covered water pollution since 1937, but only in 1977 did the institution start work on the principles laid down by the International Maritime Organization, through the efforts of the Marine Environmental Protection Committee. The first principle is prevention. The second is that anyone who causes pollution is required to pay. In 1979, by Maritime Ordinance 4/79, vessels were allowed a 10-year period (1981–1991) to adjust to these new rules. These developments took place in accordance with MARPOL 73/78, an agreement endorsed by Argentina in 1993. This information was disseminated in Latin America through free courses and technical advisory services.

PurposeThe purpose of this paper is to derive mobile-government (m-government) service-quality factors in the Gulf Cooperation Council (GCC) and develop an integrated strategic plan for improving the quality of m-government services from a customer perspective in the GCC.Design/methodology/approachA quantitative approach was used in this case study of m-government services in the GCC. Data were collected using focus groups and questionnaires for three similar m-government applications (one from the United Arab Emirates, one from the Saudi Arabia and one from Oman). The house of quality tool, including technical benchmarking, was applied as part of the quality function deployment (QFD) approach to identify customer requirements, translate them to technical requirements and develop a strategic plan for improving the quality of m-government services.FindingsThe results revealed that “real time” had the highest priority for deployment, while “tangible service,” contrary to expectations, had the lowest priority for deployment.Research limitations/implicationsStudy findings are limited to the m-government services delivered to citizens. There is scope for further study into m-government services delivered both to businesses and other governments.Practical implicationsThe findings imply that the m-government decision makers must involve citizens in all service-development processes to ensure that service delivery meets citizens’ expectations.Originality/valueMost previous studies regarding m-government service-quality dimensions have used information system service-quality dimensions. This study is one of the pioneering studies to have successfully derived m-government service-quality factors using the QFD matrix.

Leaving the UE by the UK has brought a number of consequences for bilateral Polish-British police and justice cooperation. The subject of the article was to present legal regulations, which provide the basis for international cooperation for British law enforcement agencies. The author analyzed and then evaluated the effectiveness of instruments of mutual cooperation. The articles focuses also on the assessment of Brexit consequences and its possible impact on the Polish-British police cooperation. It is worth emphasising that cross-border law enforcement cooperation - which includes police, customs, secret services and other law enforcement agencies, mainly concerns the most serious threats such as terrorism, organised crime, human traffi cking, money laundering, drug traffi cking or cybercrime. The article shows that the most unfavourable changes result from dropping the Schengen acquis by the United Kingdom - is disconnection from the second generation Schengen Information System. The article includes also information about The Agreement on Trade and Economic Cooperation between the European Union and the European Atomic Energy Community and the United Kingdom of Great Britain and Northern Ireland, which has retained a number of important mechanisms for effective police cooperation between EU Member States and the United Kingdom. But although, as mentioned in the article, the Trade and Cooperation Agreement between the European Union and the United Kingdom provides upgrades of the tools of police and judicial cooperation, it is a matter of practise to verify these as sufficient.

Abstract. The knowledge on climate variability in parts of Southern Africa is limited because of the low availability of historic and present-day ground-based observations (Niang et al., 2014). However, there is an increased need of climate information for research, climate adaptation measures and climate services. To respond to the challenges of climate change and related issues, Angola, Botswana, Germany, Namibia, South Africa and Zambia have initiated the interdisciplinary regional competence centre SASSCAL, the "Southern African Science Service Centre for Climate Change and Adaptive Land Management". As part of the initiative, Germany's national meteorological service (Deutscher Wetterdienst, DWD) cooperates with the meteorological services of Angola, Botswana and Zambia in order to improve the management and availability of historical and present-day climate data in these countries. The first results of the cooperation between the German and the Angolan Meteorological Services are presented here. International assessments have shown that improvements of the data management concepts are needed in several countries. The experience of this cooperation can therefore provide hints for comparable activities in other regions.

The European Union funded project SAMS (Smart Apiculture Management Services) enhances international cooperation of ICT (Information and Communication Technologies) and sustainable agriculture between EU and developing countries in pursuit of the EU commitment to the UN Sustainable Development Goal “End hunger, achieve food security and improved nutrition and promote sustainable agriculture”. The project consortium comprises four partners from Europe (two from Germany, Austria, and Latvia) and two partners each from Ethiopia and Indonesia. Beekeeping with small-scale operations provides suitable innovation labs for the demonstration and dissemination of cost-effective and easy-to-use open source ICT applications in developing countries. SAMS allows active monitoring and remote sensing of bee colonies and beekeeping by developing an ICT solution supporting the management of bee health and bee productivity as well as a role model for effective international cooperation. By following the user centered design (UCD) approach, SAMS addresses requirements of end-user communities on beekeeping in developing countries, and includes findings in its technological improvements and adaptation as well as in innovative services and business creation based on advanced ICT and remote sensing technologies. SAMS enhances the production of bee products, creates jobs (particularly youths/women), triggers investments, and establishes knowledge exchange through networks and initiated partnerships.

ABSTRACT In October 1989, the Assembly of the International Maritime Organization (IMO) unanimously adopted a resolution calling on the IMO to convene a diplomatic conference to consider the adoption of an international treaty instrument on oil pollution preparedness and response. This resolution was adopted in the wake of the Exxon Valdez disaster, which had occurred only six months previously and which focused the world's attention on the severe environmental consequences of a major oil spill and the need for an adequate and timely response to such an incident. In November 1990, the IMO convened a diplomatic Conference on International Co-operation on Oil Pollution Preparedness and Response. This paper discusses in depth the outcome of this conference, in particular the provisions of the International Convention on Oil Pollution Preparedness, Response and Co-operation, 1990 (OPRC Convention) and related resolutions and recommendations adopted by the Conference. This international convention fills a gap in the international framework of treaties dealing with marine pollution. Although there are, in many regions of the world, regional agreements and arrangements for responding to marine pollution emergencies, until now there has been no global framework for cooperation and mutual assistance in this field. Also, the effectiveness of many of these regional agreements and arrangements is entirely dependent on the capacity and resources of the states participating in them. For those regions of the world where such resources and expertise are not readily available, this convention will play a particularly important role in facilitating international cooperation at the global level, as well as in reinforcing regional arrangements and national oil pollution preparedness and response strategies. The convention makes provision, among other things, for oil pollution emergency plans for ships, offshore platforms, and sea ports; oil pollution reporting procedures; establishment of national and regional systems for preparedness and response; the facilitation of international cooperation and mutual assistance; exchange of information; and promotion of research and development, and technical cooperation and training. The convention also enhances the IMO's role in the promotion of international cooperation in combating oil pollution and assigns to the IMO a number of functions related to the implementation of the convention, notably with respect to information collection and dissemination and advisory and training services in the field of oil pollution preparedness and response.

In this article the authors formulate generalizing observations on the mechanisms of interaction between the Soviet secret services and religious communities in the USSR during the whole period of its existence. The basis for these generalizations was the research of the past thirty years as well as the materials of the international symposium “Special Services and Religious Organizations in the Soviet State: Collaboration Mechanisms, Survival Strategies, Sources” held by the Centre for the Study of the History of Religion and Church History at the Department of Modern and Contemporary History, Institute of World History, Russian Academy of Sciences, on 27—28 October 2021. Infiltration and a complex operational game involved the control and instrumentalization rather than destruction of even those religious communities whose existence was considered unacceptable in the USSR. Instead of the declared reduction of the influence of religious organizations, cooperation was indirectly helping to stabilize their position and even increase the influence of their leaders. On the part of the believers, cooperation with the secret services proved to be a complex survival strategy both at the micro level (parish, congregation, group) and at the institutional level. In light of these observations, the authors raise the question of the need to develop analytical criteria for cooperation, based on a comprehensive and qualitative analysis of case-by-case information, rather than formal criteria (the presence or absence of a cooperation agreement). In addition, the authors draw attention to the change in the position of the researcher, who is no longer an “unmasker” of the hierarchs and laity who collaborated with the special services. Here, the question of ethical norms and the research tools of the historian working with the documents of the secret services arises with new urgency.

Although art librarians began to join together in North America in the 1920s, they did so in two distinct strands — museum librarians and public librarians. Art librarians of all kinds, including, significantly, art librarians in higher education, formed national associations from the late 1960s, and almost immediately began to establish the international links which culminated in the coming into being of the IFLA Section of Art Libraries. International cooperation, including networking of resources, is helping art libraries to serve users worldwide. Art librarianship is now so well established as an international enterprise that it can afford to admit other arts information professionals; nonetheless it needs to continue to work towards becoming a genuinely multi-cultural professional community which does not privilege any country, region, language, culture, gender, or point of view.

The innovative nature of these activities is a precedent in the history of muckraking. The article considers the experience of digital transformation of banking services in foreign countries from the point of view of its application in Russian practice. The study was conducted by analytical, economic and statistical methods on the basis of legislative regulations and economic reports. New types of operations arising on the basis of rapidly developing information technologies are considered and classified. It is shown that in different countries the pace of launching quick payment systems and other innovative means of customer service, as well as the conditions for their functioning, are determined by the goals and objectives, therefore, users are offered different functionality. The practice of developing mobile banks abroad is heterogeneous. Based on the experience of leading countries in this field, Russian banks independently implement and develop innovative payment technologies. The audience of domestic mobile banks in Russia is growing steadily. The main calculation, as in foreign countries, is done on an active, self-educated, open to creative contact user who is able not only to respond, but also to generate new conditions for interaction. The expansion of international banking cooperation and the standardization of approaches in the field of mobile payments will inevitably lead to the fact that mobile devices, replacing cash and reducing the share of bank cards, will play a leading role in making payments, as they provide a combination of flexibility and accessibility.

Encouraged by the violent behavior of certain football fans in Brussels at Heysel Stadium on 29 May 1985, the Council of Europe European Convention on Spectator Violence and Misbehaviour at Sports Events and in particular at Football Matches i.e. Convention no. 120 (CETS no. 120) which entered into force on 1 November 1985. Convention no. 120 retained its original features until 2013 when the Council of Ministers concluded that it was outdated and that it was not in line with the experience gained since the entry into force. Consequently, the Standing Committee decided to draft a new text of the Convention and it resulted with Convention no. 218 (CETS no. 218) i.e. Council of Europe's Convention on an Integrated Safety, Security, and Service Approach at Football Matches and Other Sports Events. Safety measures, security measures and measures in the area of services, as a key part of Convention No. 218, aim to create a safe and secure environment at all sports events. An integrated approach to safety and security requires coordination at the international, national and local levels, and emphasizes the importance of effective co-operation with the police, emergency services and other partners not only in terms of guaranteeing physical security but also in preventing discriminatory and racist behavior. The importance of establishing a national football information point has also been established as a key mediator in the exchange of information on football matches with an international character as well as for the international cooperation of state bodies essential for the safety and security at football matches. Reasons for the emergence of Convention no. 218 is not only in the prevention of violent behavior at sporting events and in improving safety and security, but also in further development and better coordination of international cooperation in the prosecution of perpetrators of such inappropriate acts.

The productive use of outsourcing is an organic component of the global process of intellectual production capital, which is realized mainly through international cooperation in the context of internationalization of production and exchange. These interconnected economic processes in the modern world unfold in a globalized market environment and are characterized by increased importance of various forms of division of labor, the growth of economic and organizational-economic interdependence of economic systems of different countries and international economic organizations. Internationalization, openness of economies determine social progress for all countries through the manifestation of the implementation of outsourcing services in global business relations. The object of research is to find out the advantages and potential of outsourcing on the basis of long­term experience of foreign countries in Ukraine. Research methods - scientific abstraction, statistical, analytical, logical-dialectical, empirical research. Analysis and comparison of a significant number of works on scientific substantiation and practical experience of using international outsourcing in the context of globalization by business companies to address topical issues of its implementation in the global market environment based on a number of positive and negative factors, incompletely received a competent assessment. The set of interpretations of outsourcing as a modern cooperative form of business relations in joint ventures is studied, the key determinants of intensification of outsourcing relations are clarified, the tendencies of their realization as a result of globalization processes are analyzed. A number of organizational and economic processes, models that can positively affect the quality of dynamic development of outsourcing are identified. There are also clarifications and a number of advantages of promoting the practice of its use. The peculiarities of the use of outsourcing services in the production process using the latest technologies through electronic information resources, the provision of services of various levels in developed market economies, as well as the problems of using outsourcing in the domestic economy. A number of proposals for the objective feasibility of implementing this type of cooperation to ensure high rates of activity of domestic business companies of various forms of ownership, production and services. The article examines modern development problems of the national cybersecurity system of Ukraine. With the emergence of new challenges and threats in cyberspace, there is a need to find new methods and ways to combat cybercrime and cyberterrorism. The current state of the fight against cybercrime in Ukraine and the prospects for capacity building and reform of the main subjects in cybersecurity in Ukraine are outlined. In the course of the research general philosophical, comparative and phenomenological methods were used. The aim of the article is to reveal the peculiarities of building the national cybersecurity system of Ukraine in the context of information society development. Among cyber threats, special attention is paid to cyberattacks based on ransomware viruses. The need to implement the provisions of the Convention on Cybercrime, in particular in the context of the draft Second Additional Protocol to the Convention on Cybercrime to strengthen cooperation and disclosure of electronic evidence, in particular on direct cooperation with service providers (Article 6) and domain names registration services (Article 7), for the disclosure of information for the identification of suspects, accelerated forms of cooperation between the Parties for the disclosure of subscriber information and traffic data (Article 8), acceleration of cooperation and disclosure of information in emergencies (Articles 9 and 10). Attention is drawn to the unconditional fulfillment of the tasks of the new Cyber Security Strategy of Ukraine, especially those related to cyber protection of critical infrastructure. It is noted that at the legislative level it is advisable to provide for cyber defense measures in peacetime and the functions of military cyber units during hostilities, as well as the possibility of preventive cyberattacks and procedures for bringing cyber defense troops to active hostilities. The necessity of strengthening international cooperation and improving the current legislation in the conditions of growing number and complexity of cybercrimes is substantiated.

In 1999 the British Library (BL) set up a Co-operation and Partnership Programme, with the remit to align the library's approach more closely with the strategies being developed by related organizations, both nationally and internationally. Early on, after examining and analysing examples of cooperative activities in the field of libraries and information services it was concluded that the importance of interlending as the main driving force of cooperation was declining with the growth of national systems and networking, while interoperability between different automated systems, to maximize the range of cooperative services, emerged as the next logical step for libraries in all sectors. One of the first objectives of the programme was to set up a website, named Concord, designed to help libraries, museums and archives to develop new cooperative projects. Later in 1999 a Call for Proposals was issued for projects seeking financial support from the newly created Co-operation and Partnership Fund, for which a sum of £500,000 had been earmarked. Within the UK, many cooperative initiatives involve the BL, along with the other legal deposit libraries, in the academic and public library sectors, and internationally within and between other national libraries, notably on digitization projects. There are now several bodies that bring together national libraries in different regions of the world, and indeed worldwide.

We analyze a variety of digital trade agreements with a view to exploring a useful guidance to clarify and improve the agreements. After examining the key features of the agreements, we compare them in two aspects, market access and policy cooperation. While the market access issues include the cross-border transfer of information by electronic means, the location of computing facilities, no imposition of customs duties on electronic transmissions and the express shipments, the policy cooperation issues do cooperation on standard and conformity assessment for digital trade, FinTech cooperation, and competition policy cooperation. Next, after evaluating the digital trade agreements, we find the need for reasonable definitions of critical terms such as digital trade and digital service. Also we suggest how to clarify and improve the scope of digital product and their relationship with the relevant WTO agreements, primarily GATS. Finally, we conclude with future issues such as the role of APEC, the interconnection between digital trade and trade in services, Korea’s strategies for future digital trade agreements, and the multilateral negotiations on digital trade at several international organizations such as WTO and OECD.
