ENGLISH ABSTRACT: In the New Information Economy, government institutions must reorganise themselves to leverage their resources for sustainable growth and to compete in the global market place. According to some authors, successful organisations tend to be those that rely on their ability to innovate, use information constructively and leverage employee competencies to create sustainable growth rather than focusing on buildings and machines. In this research, the effective use of an Information Orientation Strategy for the improvement of service delivery in the South African government departments and in the Department of International Relations and Cooperation in particular, will be investigated. Some private organisations and a few public organisations have learned to use information effectively to achieve higher business performance. However, a sizeable number of public organisations are still operating within the paradigm of the old economy. The latter organisations, through their leadership, must learn to ensure that information is used to compete effectively throughout the organisation. They must start to collect information about the activities of their: competitors, clients and alliance partners in order to improve services, grow partnerships, and to respond to clients and customers in a more intelligent and speedier manner. The change in the effective use of information in an organisation starts at the top - that is, with the mindset and attitude of senior management. They need to start viewing information as a valuable resource which through interaction with information capabilities, form an information orientation (IO), which can predict and improve business performance. In order to attain a mature IO, an organisation must concurrently improve all the dimensions of the IO paradigm, namely: information management practices, information technology practices and information behaviours and values. The drive to a mature IO must be people-centred, to ensure that such people are predisposed to a culture of proactive use of information and sharing. This requires leadership to: develop corporate information values and behavioural norms; demonstrate such information behaviours in conducting their duties; provide competency training for improving skills and knowledge and link the two to performance management; introduce incentives and monetary and non-monetary rewards to reinforce the new values. This, in turn, will pave the way for the implementation of good information management practices and the use of information technology to support new initiatives. An organisation, by following this path, will be able to attain a higher IO and from this, an improved level of business performance such as: a superior organisational image and reputation, better service innovation, superior financial performance and greater business/service growth. The transition to the IO paradigm must commence with leadership providing an overarching information strategy to map out how the organisation intends to create value from its information-based assets. In the process of developing an information strategy, senior management must, amongst other aspects, evaluate the organisation’s strategic and capability mix, review the relationships between the strategic priorities and information capabilities, and determine how they will replace some of the traditional/outdated organisation capabilities and to implement an informationcapabilities maximisation effect. Most importantly, it must set the agenda for action and ensure its implementation and renewal. Information, as an important resource for an organisation, requires a strategy of its own. It is no longer feasible in the New Information Economy to manage successfully without a fully integrated information strategy on how an organisation will generate value from its information assets.
AFRIKAANSE OPSOMMING: In die Nuwe Informasie Ekonomie word daar van organisasies verwag om hulself te herorganiseer om sodoende die hefboom effek van hul hulpbronne in die globale mark omgewing optimaal te benut vir ‘n kompeterende voordeel. Volgens sommige skrywers, word suksesvolle organisasies gekenmerk as diesulkes wat voortdurend staatmaak op hul vermoëns om te innoveer, om informasie konstruktief te gebruik en om hul werknemer bevoeghede te hefboom om volhoubare groei te bewerkstellig eerder as om staat te maak op geboue en masjinerie. Sommige private sektor organisasies en ‘n klein aantal publieke sektor organisasies het al geleer om beter besigheidsprestasie te bereik deur informasie effektief te gebruik. Daar is egter nog ‘n groot aantal publieke sektor organisasies wat nog steeds hul besigheid bedryf binne die paradigma van die ou ekonomie. Laasgenoemde organisasies moet deur beter leierskap leer om informasie regdeur die organisasie vlakke te gebruik om effektief te kan meeding. Hulle moet begin deur informasie te versamel oor die aktiwiteite van hulle konkurente, kliënte en alliansie vennote om sodoende beter dienslewering te verseker en om vennootskappe met kliente te groei vir die ontwikkeling van slimmer en vinniger metodes. Die verandering na ‘n fokus op die effektiewe gebruik van informasie in ‘n organisasie begin bo, m.a.w. die houding en ingesteldheid van senior bestuur t.o.v. informasie gebruik. Dit is nodig dat hierdie sektor, toenemend informasie as ‘n waardevolle hulpbron, waardeur interaksie met informasie vermoëns, ‘n informasie oriëntasie (IO), wat prestasie kan voorspel en verbeter, gevestig kan word. Vir ‘n organisasie om ‘n volwasse IO te bereik, moet so ‘n organisasie gelykmatig aan al die dimensies van die IO paradigma, naamlik, goeie informasie bestuurs praktyk, goeie informasie tegnologie praktyk en goeie gedrag en waardes t.o.v. informasie, voldoen. Die strewe na IO volwassenheid moet egter mens-gesentreerd wees, om te verseker dat werknemers van ‘n organisasie voortdurend bedag sal wees op ‘n pro-aktiewe kultuur t.o.v. die gebruik en verdeling van informasie. Om dit te kan vermag sal leierskap benodig word wat, ko-operatiewe informasie waardes en gedrag in die uitvoering van pligte beklemtoon; wat bevoegdheidsopleiding vir die verbetering van bedrewenheid en kennis sal voorsien; wat koppeling met prestasie van voorafgaande sal instel en wat insentiewe en vergoeding, beide finansieel en nie-finansieel, vir die uitleef van die nuwe waardes sal aanbied. Op sy beurt sal dit die weg baan vir die implementering van goeie informasie bestuurspraktyk en die gebruik van goeie informasie tegnologie om steun te gee aan die nuwe inisiatiewe, bewerkstellig.‘n Organisasie wat hierdie strategie volg om ‘n beter IO en ‘n beter besigheidsprestasie te behaal sal dan daadwerklik ook ‘n superieure organisasie beeld en reputasie, beter dienslewerings innovasie en beter besigheidsgroei demonstreer. Die oorgang na die IO paradigma moet by leierskap begin; leierskap wat ‘n oorhoofse informasie strategie, wat aandui hoe die organisasie van plan is om hierdie waarde uit sy informasie-gebaseerde bates te kan skep, daar sal stel. Gedurende die informasie strategie ontwikkelings proses moet senior bestuur onder andere die organisasie se strategiese vermoëns mengsel evalueer en die verwantskappe tussen die strategiese prioriteite en die informasie bevoegdheid evalueer en dan bepaal hoe hulle van die tradisionele/uitgediende vermoëns gaan vervang om ‘n informasie vermoënsmaksimaliserings effek te verkry. Baie belangrik is die daarstelling van ‘n agenda vir aksie en om die implementering vir hernuwing daarvan te verseker. Kortliks gestel, informasie as ‘n belangrike hulpbron en bate vir die organisasie verdien ‘n strategie van sy eie. Dit is nie meer moontlik om in die era van die Nuwe Ekonomie suksesvol te bestuur sonder om ‘n geïntegreerde strategie van hoe die organisasie waarde uit sy informasie bates wil genereer daar te stel nie. In hierdie navorsing word die effektiewe gebruik van ‘n informasie oriëntasie strategie vir die verbetering van dienslewering in die Suid Afrikaanse publieke sektor in die algemeen en in die Department of International Relations and Cooperation, meer spesifiek, ondersoek.

A l'heure actuelle, de nombreuses entreprises peuvent d'ores et déjà exercer leurs activités dans d'autres pays sans avoir besoin d'y établir une présence physique. Dans le cadre de ce travail, la principale problématique était de savoir comment préserver le recouvrement des recettes publiques (la TVA et l'impôt sur les bénéfices des sociétés) en matière de services immatériels transfrontaliers à l'ère des technologies de l'information et de la communication. Dans cette perspective, il apparaît que la question du rattachement territorial des prestations de services immatérielles est étroitement liée à une problématique d'identification et de localisation des protagonistes. Dès lors, il est nécessaire de poursuivre le développement de la synergie entre les différentes administrations de l'Etat, et de renforcer la coopération, voire la coordination, entre les administrations fiscales et les acteurs du numérique
Currently, many companies may already operate in other countries without needing to have a physical presence. In this work, the main problem was to know how to preserve the revenue of the states (VAT and tax on corporate profits) in the context of immaterial beyond-borders services in the era of IT. In this perspective, it appears that the question of territorial connection of immaterial services is closely related to a problem of identification and location of the parties.Therefore, it is necessary to continue the cooperation and even to coordinate, first, between various authorities in France, and secondly, between tax authorities and IT providers

Abstract:
This dissertation analyzes the obstacles against further cooperation in international economic relations. The first essay explains the gradual nature of trade liberalization. I show that existence of asymmetric information between governments provides a sufficient reason for gradualism to exist. Governments prefer starting small to reduce the cost of partner’s betrayal when there is sufficient degree of information asymmetry regarding the partner’s type. Learning about partner’s incentive structure enhances expectations, encouraging governments to increase their current level of cooperation. Specifically, the uninformed government’s subjective belief for the trading partner being good is improved as the partner acts cooperatively. This updated belief, in turn, lowers the subjective probability of future betrayal, enabling further progress in cooperation. The second essay analyzes the relationship between two countries facing two policy dilemmas in an environment with two way goods and capital flows. When issues are independent and countries are symmetric, signing separate agreements for tariffs (Free Trade Agreements-FTA) and for taxes (Tax Treaties-TT) provides the identical level of enforcement as signing a linked agreement. However, linkage can still improve the joint welfare by transferring the slack enforcement power in a case of asymmetric issues or countries. I report non-results in two cases where the policy issues are interconnected due to technological spillover effect of FDI. Moreover, I show that linking the agreements actually reduces enforcement when agreements are linked under a limited punishment rule and policy variables are strategic substitutes. The third essay investigates the welfare/enforcement consequences of linking trade and environmental agreements. In the standard literature, linking the agreements generate non-trivial results only when there is structural relation between the issues. I focus on institutional design of the linkage and show that even if environmental aspects of international trade are negligible linking the agreements might still have some interesting welfare implications under current GATT Rules. Specifically, when traded goods are substitutes in consumption, linking the environmental agreement with trade agreement under the Withdrawal of Equivalent Concession Rule (Article XXVIII) will reduce the enforcement. However, enforcement in environmental issue increases when the same rule is implemented in the absence of linkage.

Thanks to the use of satellite technology, mobile personal telecommunications systems are able to provide communications simultaneously anywhere on the Earth's surface. The implementation of such systems raises several regulatory issues: after a brief explanation of the technical characteristics of different satellite systems in the first chapter, the second chapter will introduce the principles of space law relevant to satellite communications, with particular attention to the provisions which the development of global satellite telecommunication system could infringe. In the third chapter, there will be place for further analysis of international regulations established in the framework of the International Telecommunication Union and the World Trade Organisation, dealing more specifically with satellite telecommunications. The discipline established by the former organisation aims to the optimal management of the orbit and spectrum resources, particularly controversial because of the divergence of interests and exigencies of the member countries, whereas the latter intervened in the liberalisation of the telecommunication services, with the purpose to create an open environment for their diffusion. Furthermore, telecommunication activities are subjected to national regulation. The domestic discipline pertaining to global mobile satellite telecommunication services will be analysed in the fourth chapter, with particular attention to the U.S. Federal Communication Commission regulations and to the developments of Italian legislation in the light of the recent European initiatives in the field. National authorisation requirement conditions, in spite of the international effort toward regulatory harmonisation and liberalisation, are the key elements in the deployment of global mobile telecommunications services. National authorities should not continue to function solely on the basis of their national considerations, but be more flexible and open to cooperation, a

This study examines two groups -international and domestic students at Portland State University (PSU) - in terms of their motivations to seek university-health services, and their satisfaction with university-health services. The Theory of Motivated Information Management (W. A. Afifi & Weiner, 2004) served as the foundation for this study to examine the preferences of students in terms of the ways they seek information about their health concerns. Differences in international and domestic students' anxiety, efficacy, and satisfaction with physicians were supported. International students reported more anxiety than domestic students. Domestic students reported being more efficacious than international students when talking to a medical provider about a current medical issue. Also, international students reported higher satisfaction with a medical provider at their last university health services visit. First, subjects were asked if they currently have a medical concern for which they might consider consulting a physician at PSU health services. If this scenario applied, subjects were asked to rate a variety of possible, theoretically informed motivations for seeking medical information by consulting a physician, to test the Theory of Motivated Information Management. Second, subjects were asked if they have previously consulted a physician at PSU health services. If this scenario applied, subjects were asked to provide satisfaction ratings of the physician and staff. The results contribute to the understanding of information-seeking processes and support the theory's effectiveness in this situation, explaining where international and domestic students are significantly different in regard to their responses.

Word-of-mouth communication (WOMC) has been recognized as a powerful marketing communication medium that many consider beyond marketers' control and yet is a reliable, creditable, trustworthy information-gathering tool, especially in credence-based services (CBS). To date, the various types of WOMC messages have not yet been adequately studied in the context of CBS. Using the individual face-toface convergence interview (CI) technique as the primary data collection method of exploratory research, this study attempts to fill this gap by describing the types, the characteristics, and the significance of WOMC messages involved in a CBS information gathering process (e.g. selection of an Australian higher education service). Marketers in the higher education sector feel WOMC advertising is unfamiliar and less manageable, but powerful in practice, especially in recruiting overseas Asian students. This study took the strengths of computer-assisted qualitative data analysis software (CAQDAS), N*Vivo 2, to manage qualitative transcriptions and enhance the data analysis process in organizing, linking, coding categorizing, organizing, summarizing behaviour patterns in order to explore the insightful findings and answer research questions. The study summarizes participants' motivation items and the specific information gathering steps as the foundation to discover the three types of WOMC messages (service information gathering, subjective personal experience, and personal advice) the characteristics of WOMC messages and the significance of WOMC messages in the CBS information gathering process. In theoretical terms, the findings on the role of types of WOMC messages have extended Beltramini model in the information gathering stage. In terms of the management implications, this research advances the current understanding of the types of WOMC messages, insightful WOMC characteristics and significances in behaviour patterns in the CBS information gathering process. As a result, university marketers are able to effectively cultivate various types of WOMC messages in promotion campaigns.

Разработка совместных планов действия (взаимодействия) в отношении использования и воспроизводства лесов с позиции поддержания биоразнообразия, сохранения и одновременно развития средозащитных, средообразующих функций лесных экосистем, особенно приграничных. 2. Согласование национальных и международных критериев и индикаторных показателей (измерителей) устойчивого управления лесохозяйственной деятельностью, включая оценки эколого-экономического ущерба, связанного с интенсивным и крупномасштабным загрязнением и, соответственно, деградацией природной среды. 3. Содействие становлению и практической реализации согласованной экологически ориентированной лесной политики (на международном и национальном уровне).

Abstract:

This dissertation explores the potential contributions of the mechanisms for early warning and intelligence sharing to regional security in Africa. The Continental Early Warning System (CEWS) and the Committee on Intelligence and Security Services of Africa (CISSA) are centrally concerned with the dissemination of information to enable decision-making on continental security. The main focus of the dissertation is on the manner in which the information generated by the CEWS and CISSA can contribute to regional security. In order to analyse the potential contribution of the CEWS and CISSA to regional security, a sound theoretical framework is proposed so as to explore how and why states choose to cooperate, as well as addressing multifaceted cooperation and integration at inter-state, government department and nonstate levels. Constructivist interpretations of international cooperation are utilised to explore the role of ideas, meanings and understandings in shaping behaviour. The focus is placed on the manner in which interaction as provided for by the CEWS and CISSA can shape understandings of reality and potentially impact on the definition of actors&rsquo
interests. This is based on the assumption drawn from security community and epistemic community theory that, enabling the creation of shared meanings and shared knowledge there is the potential for both the CEWS and CISSA to have a positive influence on the choices that stakeholders take in favour of peaceful change.

Four fundamental principles constitute the basis of international regulations pertaining to the operational aspects of telecommunications, and communications satellites in particular. Firstly, provision of global distress and safety service should be provided globally on a priority basis. Secondly, global telecommunications coverage and connectivity should be achieved. Thirdly, basic telecommunications services should be established within every national jurisdiction, including developing areas, and should be accessible to all individuals. Finally, universal access to telecommunications services on a non-discriminatory basis should be guaranteed.
At the outset, governments have not only chosen to foster and closely regulate the development and operations of communications satellites, but also to maintain management oversight by cooperatively establishing two unique consortia, namely Intelsat and Inmarsat. This international regulatory framework, which currently continues to oversee the operational aspects of global satellite services, is essentially comprised of the Intelsat and Inmarsat Agreements adhered to by numerous member states. This framework was established a few decades ago at the inception of commercial fixed and mobile satellite services, and has not been structurally reviewed despite the changing global environment.
Considering that the prime objective of international agreements is to ensure that the world community adheres to the principles outlined above, this thesis examines the relevance of the current regulatory framework at the dawn of the information age. A growing number of governments may be rewriting their own role in the operational aspects of communication satellites for the future, as they review this framework to address the challenges of the emerging environment nearly three decades after the launching of the first commercial satellite, Early Bird. Natural as well as man-made disasters have become commonalities of daily life in recent decades for a large portion of the world's population. This growing trend reflects the worldwide proliferation in recent years of Complex Humanitarian Emergencies (CHEs) and peace operations. Humanitarian emergencies and peace operations are a complex mix of related activities that require the combined efforts of the UN, military, International Organizations (IOs) and Non-Governmental Organizations (NGOs). Given the nature and similarities of their missions, there is an ongoing need for these organizations to have access to accurate, current, and comprehensive information about field conditions and each other's movements. In several of the CHEs and peacekeeping operations of recent years, a recurring problem has been poor communication due to inadequate equipment, non-compatibility of equipment and a non-standardized communications infrastructure. This thesis explores the impact and possible benefits that wireless technology can provide to help bridge the communication gap that exists among the UN and the NGOs who participate in CHEs and peacekeeping operations.

La sécurité des technologies de l'information, de la communication (TIC) et la question de la cybercriminalité ont été préoccupantes pendant un certain temps. Ce n'est que dans le passé récent, que les gouvernements ont commencé à comprendre l'importance de la sécurité des TIC. La criminalité informatique, comme toute forme de criminalité, est difficile à chiffrer, la cybercriminalité pourrait constituer la forme de comportement criminel la moins déclarée puisque la victime ignore souvent qu’une infraction a même eu lieu. De plus l'insuffisance des solutions de cybersécurité ainsi que l'absence d'une compréhension commune font des difficultés juridiques à l'échelle nationale et internationale. Il est incertain que les normes du droit-commun, notamment celles du droit pénal, soient suffisantes, d’une part pour couvrir les besoins d’une politique pénale efficace et, d’autre part, la nécessité d’affronter la diversité des crimes et l’évolution continuelle de leurs moyens. L'Irak, comme certains pays, a subi des infractions des systèmes d'information. Mais comment l’Irak peut-il faire face aux questions de la cybercriminalité ? Les lois traditionnelles sont-elles suffisantes pour encadrer la cybersécurité? L’Irak a-t-il besoin de règles juridiques nouvelles ? À cet égard, l’apport du droit international s’avère important pour la lutte contre la cybercriminalité. Les conventions internationales en matière de cyber sécurité ainsi que la législation des pays pionniers dans ce domaine peuvent inspirer le législateur irakien. L’intérêt de ce sujet de recherche vise, à la lumière du droit international, à proposer une protection juridique efficace et de développer le cadre juridique irakien de la cybersécurité
The security of information and communication technologies (ICT) and the issue of cybercrime has been a concern for some time. It is only in the recent past that governments have begun to understand the importance of ICT security. Computer crime, like any form of crime, is hard to quantify, and cybercrime may be the least reported form of criminal behavior since the victim often does not know that an offense has even occurred. In addition, the lack of cybersecurity solutions and the lack of common understanding make legal difficulties both nationally and internationally. It is doubtful that common law standards, including those of the criminal law, are sufficient, on the one hand to cover the needs of an effective criminal policy and, on the other hand, the need to deal with the diversity of crimes and the continual evolution of their means. Iraq, like some countries, has suffered information system breaches. But how can Iraq cope with the issues of cybercrime? Are traditional laws sufficient to frame cybersecurity? Does Iraq need new legal rules? In this respect, the contribution of international law is important for the fight against cybercrime. International cyber security conventions and pioneer legislation in this area can inspire the Iraqi legislator. The purpose of this research topic is, in the light of international law, to provide effective legal protection and to develop Iraq's legal framework for cybersecurity

International business relationships have been widely researched over the last three decades. Themajor attention of these studies, no matter what their theoretical perspective, concerns the MNCs inthe less developing countries (LDCs). Studies that illustrate how firms in LDCs behave regardinginteraction with MNCs are slim. Therefore, this study focuses on firms in LDCs, namely Libyan firms,and their relationships with MNCs. The study reflects not only on the relationships between the localfirms with MNCs but also the impacts of other interrelated business and non-business units on theserelationships. The study employs business network theory for industrial marketing and develops amodel applicable for studying such a market.The empirical study employs a survey method which examines 60 Libyan firms’ relationships withforeign suppliers containing more than 300 questions. In the empirical part, the study shows that therelationships like technological adaptation, technological cooperation and information exchange wereawarded low values. The measures on the other hand show a high value of impact from the politicalactors and even activities in the contextual environment. The study shows in detail where and howthe political actions influence business relationships. These impacts from the local environment affectlocal firms more than the foreign suppliers, and thus have some bearing on the MNCs and local firms’relationship weaknesses and strengths.The thesis’ conceptual contribution stands on development of new notions in business network theoryby integration of the contextual environment, in other words, network environment, and examinationof their impact on the strength of the focal business relationship. The study further contributesknowledge, not only for firms and politicians in LDCs to understand the consequence of their actions,but also provides deep information for MNCs to understand issues like why firms in LDCs behave ina specific way. Such understandings facilitate the development of cooperation. The study providesinformation about a number of characteristics which are specific for the business networks of such amarket which is dependent on only one resource like oil. While most studies in the field ofinternational business regard the business activities of MNCs, more research is needed to also observethe behaviour of firms from LDCs to gain deeper knowledge on the relationship between the MNCsand local firms from LDCs. The role of political actors and the influence of dependency on one soletype of resources and aspects like change in the prices of this resource seem to be important, but arequite neglected in research in international business.

The following treatise first frames the role of CBOs in responding to the HIV/Aids crisis in relation to their position in the global health governance system through a literature survey that moves from an analysis of the global structures down to the local. The survey covers the role of international organisations, international NGOs (INGOs), national governments, local NGOs and CBOs and outlines the context in which Masizakhe is working within the global health governance structure. Secondly the research design and methodology are outlined focusing on the longitudinal, case study and participant--‐observation approaches. Hypotheses, conceptualisation, definitions, key variables are described and data collection methods and fieldwork practice extrapolated upon. Following that data capturing, editing and analysis are discussed in conjunction with shortcomings and sources of error. In the fourth chapter the research discusses the history, structure and outlines the research findings by comparing what has changed within the organisation over time, presenting and discussing the results. The outcomes of this research have shown that existing problems in this particular CBO are very difficult to overcome without committed, sustained support from donors, government, community and the organisation’s members. CBOs are often hamstrung by a series of intersecting factors which hamper their ability to problem--‐solve, even when the route to overcoming the problem is clear, particularly when the capacity and will to do so is not always present from both within the organisation and from outside support systems. These challenges then impact on the overall quality of and ability to deliver the services the organisation is structured to deliver. The major challenge for the organisation remains the inconsistent donor cycle and resultant instability thus created within an organisation already working in a highly volatile, unstable situation marked by poverty and disease. Thus the title, The Aids of Aid?, captures the essence of Masizakhe’s struggle with its own syndrome of problems. It summarises a comment made by the project secretary said that: “Sometimes it feels like we are not only fighting for the health of our people – We are fighting for the health of our organisation. We are a sick organisation trying to help sick people. All we need is donors and funding –we can’t live without them, and when they don't give, we get sick” (Stamper, Pers Comm, 2011). The other emergent challenges were a battle internally with ‘founder syndrome’, lack of management transparency and a dysfunctional board.

The aim of this master’s thesis is to examine how collaboration is represented in guiding documents and practice concerning reading promotional work towards children and youth within Sandviken’s cultural center’s public library and the house of literature. This is examined through a case study of the public library’s and the house of literature’s activities for children and youth, with a focus on how collaboration affects the organizations work towards these target groups. The empirical material consists of legal texts from national, regional and municipal levels, documents, and guidelines for the two organizations, as well as qualitative interviews with librarians and activity developers within the library and house of literature’s practices. The empirical material is analyzed with the use of Kajsa Lindberg’s organizational definition of collaboration and focuses on how collaboration is perceived, motivated, what unifying objects that exist between different professions and which promoting and inhibitory aspects that can be identified. The analysis shows that motives behind collaboration often involve different categories of motives at once and that they synergize with one another. Librarians and developers experience collaboration as more fruitful when sprung from practice rather than from directives stated in documents. However, the result from this thesis indicates that the documents have a valuable function in putting collaboration on the agenda within public libraries and making decisions to establish and invest in such activities more legitimate. The results further indicate that the organizations within the case have promoting prerequisites that are specific for their local context such as engaged politicians and a strong local cultural tradition, but that the benefits that can be identified in some measures can be achieved elsewhere using the prerequisites at hand. This is a two years master’s thesis in Library and Information science.

Importantly, this thesis develops an evidence-based platform to guide future improvements in routine data collections used to inform the design of effective injury prevention strategies. Quantification of the impact of ambulance clinical records on the overall information quality of Queensland hospital morbidity data collections for injury causal information is a unique and notable contribution of this study.

International Aid or Official Development Assistance (ODA), especially its implementation and effectiveness, has long been and continues to be a vigorously contested matter amongst the stakeholders in the development arena. The objective of this study is to evaluate the effectiveness of ODA in two municipalities in the Eastern Cape – Buffalo City and Nelson Mandela Metropolitan Municipalities – during the period 2005–2010. This period coincided with the introduction of the Paris Declaration (PD), an intervention intended to improve the ODA or Aid landscape globally. This was also the period during which the so-called service delivery protests in almost all municipalities in South Africa escalated. A diversified methodology including both quantitative and qualitative approaches was used in this study while adhering to the evaluation framework of the Paris Declaration as recommended by the Organisation for Economic Cooperation and Development (OECD). This framework put special focus on the five principles of ownership, alignment, harmonisation, managing for results and mutual accountability. Of particular significance in this study is the special attention paid to the actual beneficiaries on the ground, namely the communities, which is contrary to most existing Paris Declaration evaluations. The research findings suggested that there had been no conscious efforts to implement the Paris Declaration in the two municipalities that were investigated. Furthermore, the prevailing weaknesses in governance, coupled with both administrative and operational paralysis in these two institutions, provided for less than fertile ground for this intervention to thrive.The findings also highlighted that ODA programmes were very poorly known by most stakeholders, especially the communities who were supposed to benefit directly from this assistance. These results also underscored the partisan nature of ODA and how it influenced the perceptions of the various key players. The success and future of ODA programmes in South Africa, particularly in municipalities, will largely rely on “Active Citizenry”. Although ODA’s contribution to South Africa seems negligible in monetary terms, its significance lies among others in the innovations, piloting, risk mitigation, catalytic initiatives and capacity development it introduces or generates and which need to be correctly exploited, implemented and maximised. ODA in South Africa should therefore focus at the local level, the municipalities, which represent the interface between the citizens and the state. To ensure that the ensuing innovations are optimally cascaded down in an organised and effective manner to where they are mostly needed, ODA should preferably operate at the strategic level in municipalities. This would in turn assist in counteracting the current high levels of poverty and inequality in the country. Study findings further suggest that South Africa should cease its current ambivalence regarding ODA and refrain from the so-called “Triangular” ODA in support of the rest of Africa. The demands in it’s own back yard are steadily mounting. This is clearly reflected by the continuous service delivery protests and instability in several municipalities in South Africa.

Loin d’être une accumulation aléatoire de normes, les règles de droit international européen de la concurrence créées par les accords internationaux de l’Union européenne font partie d’un réseau normatif. Il s’agit d’un réseau de forme étoilée – au centre duquel se trouve l’Union européenne – composé de règles de droit de la concurrence adoptées par l’Union européenne et ses partenaires. L’étude de ces règles ainsi que des instruments internationaux qui les mettent en place, montre que ce réseau se développe de manière équilibrée autour de deux axes : les règles en matière de coopération entre autorités de la concurrence et les règles de fond. Ces règles peuvent être efficaces, en fonction de leur application à des litiges entre entreprises par les juridictions nationales, de la gestion des conflits et des possibilités de coopération entre autorités de la concurrence qu’elles ouvrent. L’objet de la présente étude est de démontrer que l’activité normative de l’Union européenne a conduit à la création d’un réseau de règles de droit international européen de la concurrence cohérent, à l’origine d’un espace juridique où existent des règles susceptibles d’appréhender les comportements anticoncurrentiels et les concentrations qui échappaient jusqu’ici au contrôle national
Far from being a patchwork, the rules composing the international dimension of EU competition law and policy form part of a normative network. It is a star-shaped network – with the European Union in its centre – composed of rules of competition law adopted by the European Union and its partners. An analysis of those rules and of the international instruments that create them demonstrates that that network evolves in a way which balances rules on cooperation between competition authorities and rules on substance. Those rules can be effective, depending on the way they apply in litigation between undertakings by national courts and by the way they facilitate conflict management and incite cooperation between competition authorities. The purpose of this study is to demonstrate that the normative activity undertaken by the European Union has led to the creation of a coherent network of rules and forms the basis of a judicial sphere including rules that can tackle anticompetitive behaviours and mergers that would otherwise have escaped national control

The thesis deals with international cooperation in the fight against tax evasion in the field of direct taxation at the level of OECD and EU. First, the thesis explains why international tax evasion occurs, what the most common forms of tax evasion are and also how multinational companies use international, sometimes even aggressive, tax planning to reduce the tax burden. The next section specifies diverse measures already adopted within the OECD and the EU and also those that are still in preparation. Any action taken at the international level is put into context with what the Czech Republic has already introduced. Mutual exchange of information between countries is one of the most important tools in the fight against tax evasion. That is why an analysis of spontaneous exchange of information and on request between CZ and other cooperating countries was carried out in the last part of the thesis. The analysis was carried out on the basis of publicly available data from Annual Reports of Financial Administration of the Czech Republic and also on the basis of data which were received from the Department of international tax cooperation - direct taxes of General Financial Directorate.

Cette thèse s’occupe d’identifier l’existence d’un régime juridique général des échanges de renseignements fiscaux, assez homogène en matière de contenu et d’application, en contemplation des principaux modèles normatifs non communautaires disponibles à l’actualité, y compris ceux automatiques. Ensuite, la thèse examine la portée de ce régime général, afin d’encadrer les limites à l’échange de renseignements fiscaux et de proposer solutions juridiques pour les dépasser
International co-operation through the exchange of tax information, a classical but marginal issue, has been renewed to become one of the most sensitive subjects of international tax law. Despite all the political and legal efforts made in recent years, and despite the fact that these efforts are real advances in legal technology and administrative efficiency, there are reasons to believe that international tax co-operation still faces different limitations to operate in a worldwide level. This thesis aims to identify the existence of a general legal regime for the exchange of tax information, fairly homogenous in terms of content and application, in view of the main non-EU normative models available nowadays, including those of automatic exchange. Afterwards, the thesis examines the scope of this general regime in order to frame limits to the exchange of tax information and to propose legal solutions to overcome them

The first part is focused on an analysis of the position of Germany in the global economy and international trade. Its position and economic development are compared with the Czech Republic. In the next section is evaluated trade and investment cooperation between the two countries. In the practical part is introduced a German company F. X. Meiller, which has a manufacturing facility in the Czech republic since 1993. For the Czech subsidiary were conducted PESTLE analysis and financial analysis. As a follow-up to the analysis of the financial situation of the company have been proposed new approaches, which might help to solve the problems that the company faces.

Elle étudie les relations internationales entre le Mexique, le Belize, le Guatemala, le Honduras et le Salvador (1992-2012) dans le contexte de l’Organisation du Monde Maya (OMM) dans laquelle le tourisme est placé comme un vecteur de développement économique. Elle répond à la problématique suivante : le tourisme électronique peut-il favoriser la création et la consolidation des liens de coopération entre les pays de la multi-destination de l’OMM ? Ce travail de recherche montre comment, en dépit des difficultés liées au principe de la concurrence, aux intérêts nationaux et de politique extérieure, l’accord de coopération en matière de tourisme électronique s’est concrétisé à travers une offre englobant toute la Région du Monde Maya à partir de la marque Monde Maya sur le Web. La thèse souligne l’intérêt du tourisme électronique tout en préconisant son renforcement afin d’accentuer la coopération régionale entre États et de consolider le rôle du tourisme dans les régions à partir d’une perspective commune, ce qui permettrait de créer une synergie dynamisante et constructive. The linkage between information and communication technology (ICT) and tourism is analyzed in the context (1992-2012) of international cooperation between Mexico, Belize, Guatemala, Honduras and Salvador in the framework of the Maya World Organization (MWO). Tourism is a vector of economic development for this organization. Can electronic tourism create and consolidate cooperation in tourism between the countries taking part in the MWO with its multiple tourist destinations? Despite the difficulties of competition, national interests and foreign policies, the agreement on cooperation in e-tourism has led to an offer for the whole Maya region through the Maya World website. This thesis emphasizes the importance of e-tourism and advocates strengthening it so as to foster cooperation among countries in the region from a joint perspective, thus creating a constructive, dynamic synergy. It contributes to the study of tourism, international cooperation and the World Maya Region
Esta tesis analiza la articulación entre las tecnologías de la información y de la comunicación (TIC) y el turismo en la óptica de la cooperación internacional. Estudia las relaciones internacionales entre México, Belize, Guatemala, Honduras y El Salvador (1992-2012) fen el marco de la Organización Mundo Maya (OMM) en la cual el turismo es identificado como un vector de desarrollo económico. La tesis responde a la cuestión siguiente: ¿El turismo electrónico en el marco de la OMM puede favorecer la creación y la consolidación de los lazos de cooperación entre los países de la multidestinación de la OMM? Este trabajo de investigación muestra cómo, pese a dificultades vinculadas con el principio de competencia, a los intereses nacionales y de política exterior, el acuerdo de cooperación en materia de turismo electrónico se materializó a través de una oferta turística abarcando toda la Región Mundo Maya a partir de la marca Mundo Maya en la Web. La tesis subraya el interés acerca del turismo electrónico y recomienda su reforzamiento con el fin de acentuar la cooperación regional entre Estados y consolidar el papel del turismo en las regiones a partir de una perspectiva común, lo que permitiría crear una sinergia dinámica y constructiva. Die vorliegende Dissertation wurde mit dem Ziel entworfen, ein besseres Verständnis zu erlangen, was die Anforderungen sind, die den künftigen Arbeitsgruppenmitgliedern erlauben, Bedürfnissen von modernen Unternehmen zu genügen. Die Kooperationsbereitschaft von Gruppenmitgliedern scheint ein Schlüsselfaktor zu sein, der ihre Fähigkeit freisetzt, einer beliebigen Aufgabe entgegen zu handeln. Quantitative wie auch qualitative Daten wurden im Rahmen einer explorativen Studie erhoben. Ein Fragebogen (Intercultural Attitude Orientation) wurde mit der Absicht entwickelt, Einstellung von Individuen gegenüber Diversität quer durch Populationen abzufragen. An der explorativen Studie haben 1351 Individuen aus 97 Ländern teilgenommen. Bei einer Faktorenanalyse von 12 Items wurde die entgültige acht Items umfassende Skala gebildet. Eine experimentelle Gruppenstudie wurde entworfen, um Entscheidungsprozesse anzustoßen, die erkennen lassen, ob die Kooperationsbereitschaft der Gruppenmitglieder die Gruppenperformanz erhöht. An der experimetellen Studie haben 249 Individuen teilgenommen, die nach einem Zufallsverfahren in Arbeitsgruppen eingeteilt wurden. Die unabhängigen Variablen waren demografische Gruppenkomposition und Informationsdiversität. Die abhängigen Variablen waren Messungen der Gruppenperformanz. Es wurde festgestellt, dass trotz der demografischen Gruppenkomposition Arbeitsgruppen, die Pakete mit unterschiedlichen Informationen erhielten, besser abgeschnitten haben, als Gruppen, denen Pakete mit ähnlichen Informationen zur Verfügung gestellt wurden. Erfahrung der Gruppenmitglieder mit Diversität, ihre Einstellung gegenüber Diversität, Social Dominance Orientation, Zufriedenheit, Kooperation, Ähnlichkeit in Arbeitsstil und Anzahl der gesprochenen Sprachen wurden getrennt im Hinblick auf die Gruppenergebnisse analysiert. Es wurde herausgefunden, dass diese Messungen in einigen Fällen zueinander in Beziehung standen, was einen Einfluß auf Gruppenprozess hatte.
The current dissertation has been designed with the attempt to seek a better understanding of the requirements for prospective workgroup members to fit demands of today''s organizations. Members'' willingness to cooperate appears to be a key factor unlocking their ability to act upon any given task. Quantitative as well as qualitative data have been gathered in the context of an explorative study. A questionnaire (Intercultural Attitude Orientation) has been constructed with the intent to sense individuals'' attitude toward diversity across populations diverging in age, gender, nationality, and occupational status. The explorative study involved the participation of 1351 individuals from 97 different countries. Out of twelve explorative items, one factor solution was extracted, thus building the final 8-item scale. An experimental group study was designed to elicit decision-making procedures set to entangle whether or not members'' readiness to cooperate enhances group performance in the context of a short and cognitively demanding task. The experimental study involved the participation of 249 individuals randomly assigned into workgroups. The two independent variables were group demographical composition and information diversity. Demographical composition was defined either according to national or gender demographics. The outcome variables were measures of workgroup performance. It was found that despite workgroup demographical composition, groups which received diverse information, performed better than workgroups, which received similar information. Members'' quality and quantity of exposure to diversity, attitude toward diversity, social dominance orientation, satisfaction, cooperation, work-style similarity, and number of spoken languages were separately analyzed with regard to group outcomes. Findings revealed that these measures were in some cases linked to one another, thus affecting group process.

This thesis examines the history of Commonwealth Government higher education policy in Australia between 1958 and 1997 and its impact on the development of two groups of academic librarians: the Association of Librarians in Colleges in Advanced Education (ALCAE) and the Committee of Australian University Librarians (CAUL). Although university librarians had met occasionally since the late 1920s, it was only in 1965 that a more formal organisation, known as CAUL, was established to facilitate the exchange of ideas and information. ALCAE was set up in 1969 and played an important role helping develop a special concept of library service peculiar to the newly formed College of Advanced Education (CAE) sector. As well as examining the impact of Commonwealth Government higher education policy on ALCAE and CAUL, the thesis also explores the influence of other factors on these two groups, including the range of personalities that comprised them, and their relationship with their parent institutions and with other professional groups and organisations. The study focuses on how higher education policy and these other external and internal factors shaped the functions, aspirations, and internal dynamics of these two groups and how this resulted in each group evolving differently. The author argues that, because of the greater attention given to the special educational role of libraries in the CAE curriculum, the group of college librarians had the opportunity to participate in, and have some influence on, Commonwealth Government statutory bodies responsible for the coordination of policy and the distribution of funding for the CAE sector. The link between ALCAE and formal policy-making processes resulted in a more dynamic group than CAUL, with the university librarians being discouraged by their Vice-Chancellors from having contact with university funding bodies because of the desire of the universities to maintain a greater level of control over their affairs and resist interference from government. The circumstances of each group underwent a reversal over time as ALCAE's effectiveness began to diminish as a result of changes to the CAE sector and as member interest was transferred to other groups and organisations. Conversely, CAUL gradually became a more active group during the 1980s and early 1990s as a result of changes to higher education, the efforts of some university librarians, and changes in membership. This study is based principally on primary source material, with the story of ALCAE and CAUL being told through the use of a combination of original documentation (including minutes of meetings and correspondence) and interviews with members of each group and other key figures.

South African academic information services realise that they can no longer rely on their own information resources to provide in the growing information needs of their users, especially after access to the Internet and the vast number of information sources of the World-Wide Web have become available. Access is needed to digital full-text, sound, graphics, images, multimedia and hypermedia documents in national and international organisations. Cooperative resource sharing between the different organisations proved to be the only solution to the growing information problem. Academic information services are required to assist in creating digital study material, and in the transfer of digital text, multimedia and hypermedia for research, instruction and distance education. By implication, the development of an information technology infrastructure within the organisation, as well as nationally and internationally, has become essential. The purpose of this research was to examine what the current circumstances and futuristic information technology developments and events are under which South African academic information services have to develop an information technology infrastructure for resource sharing. To gather information on the current circumstances, a survey was done on initiatives taken by South African academic information services towards the development of an information technology infrastructure for resource sharing. Questionnaires were mailed to 37 South African academic information services, to which 34 responded. The Delphi interviewing technique was used to scrutinise future information technology developments and events that may influence the planning and development of an information technology infrastructure. A panel of 10 experts was selected to take part in the interviews. Scenario building was applied to show how planning and decisions by management could influence the outcome of an academic information service. The focal issue was the timely development of a digital academic information service within an information technology infrastructure. General conclusions of the study are: • Current organisational and national information and telecommunications network infrastructures cannot cope with the transfer of information sources, such as sound, image and digital full-text documents. Insufficient bandwidth for the effective transfer of information is a major problem. A flexible infrastructure which conforms to set standards, can adapt to new information technology developments and supports the business and information technology strategies of the host organisation, must be developed for resource sharing. The main recommendations of the research are: Access should be provided to all digital resources of national and international organisations irrespective of time or location. Electronic text centres can be employed to provide continuous access to digital resources. Development of an infrastructure for resource sharing should be a collaborative effort between the organisations towards acquiring and employing the essential and most suitable information technology. All academic information services should participate in a regional or national resource sharing cooperative. The value of cooperation and consortium membership lies in the availability of information sources in all formats to all users of the member organisations. Standards should be improved and maintained to ensure communication, retrieval and transfer of information sources. Information services should plan for larger bandwidth to cooperate within an international information infrastructure.

Under the economic globalization, free capital flows caused tax competition among countries, and some of them attract foreign investment through lowering tax rate for overseas investors. Since there are differences among tax rates, there is an incentive for individual or business to transfer their capitals from regions with higher tax rate, to regions with lower one, and this damages the tax base of a country. Compared to domestic assets, unless the taxpayer declares income honestly, it is hard for taxation authorities to understand the real status of such taxpayer’s oversea asset, and this makes it hard to process oversea tax inspection. In order to fulfill law enforcement on illegal capital transformation as tax evasion, many countries had made agreements for tax cooperation. As one of methods for tax cooperation, there are three major types for exchange of information, such as exchange of information on request, automatic exchange of information and spontaneous exchange of information. Exchange of information on request is applied to physical case survey, automatic exchange of information is applied in regular tax inspection. Currently, case exchange of information on request is commonly adopted, and through permitting each country to exchange information about their tax payable residents, the taxation authorities can comprehend the status of taxpayer’ oversea asset. After the United States enacted the Foreign Account Tax Compliance Act in 2010, EU Directives and Convention on Mutual Administrative Assistance in Tax Matters went into effect one after another. Tax cooperation among countries can be a norm in the future, and the exchange of information will play an important role in it. Till August 10, 2016, Taiwan has made taxation agreements with thirty countries, and an inter-governmental agreement with the U.S. government. As the human rights attach more and more attention, under the environment for exchange of information, the appropriate policies to protect taxpayers’ rights need to be implemented, in order to ensure such taxation is legitimate and fair. On December 15, 2009 the Legislative Yuan passed the Chapter1-1 of the Tax Collection Act, and this showed the attention on protecting taxpayers’ rights. This paper assembles the practical operation of protecting taxpayers’ rights by some countries. Through comparative analysis, retrospection from it, this study attempts to explore the current status of protecting taxpayers’ rights in Taiwan, and a direction we can follow to improve it in the future.

International airport are usually located in suburban areas where there are huge space available for run ways while flights do not disturb residents in major cities during their take off and landing. Some high-speed rail stations, due to the limited space available for station development in major cities, are also located in the outskirt of the major cities. Whether the airports and high-speed rail stations are connected by local public transportation such as bus or Metro Rapid Transit (MRT) systems, the locations served by the local public transportation are still limited. Many people still have to arrange their private means of transportation, such as taxi or cars, to the airports or high speed rail stations, as well as returning to their home or office after taking international flights or high speed rail. The use of private means of transportation, unfortunately, is not only expensive, but also creating congestion to the high way near the airports and high speed rail stations connected by highways. Such congestion not only delays the highway traffic to the airports and high speed rail stations but also jams the highway traffic between major cities. This research argues that the low utilization rate are due to the lack of transfer information, no reservation service, ticket systems are not integrated. Taiwan Taoyuan International Airport and Taoyuan High Speed Rail Station are used as the subject for studying, to offer recommendations to increase the utilization rate of the public transportation.

Increasing numbers of Americans are seeking information about health and medicine. The advent of the Internet has ushered in an explosion of resources, but no mediating device to help lay people discern between authoritative current data, opinion pieces or unsubstantiated anecdotes. The field of consumer health is ripe with programs and initiatives designed to address the issue of access and education, but those are often scattered, spottily coordinated, poorly advertised and, in some cases, needlessly duplicated. The formation of robust partnerships between two major entities attempting to provide consumer health information (public libraries and academic health sciences libraries) seems logical and timely, especially during this time of increased focus on all aspects of American healthcare. This thesis examines what, if any, partnership activities exist between the three academic health science libraries and three contiguous public library systems in the Commonwealth of Virginia to provide consumer health information services to the community. Partnership experiences with any entity are discussed as well as specific partnership initiatives to provide consumer health information. Brief electronic survey results and follow-up telephone interviews revealed that all six libraries embraced various partnerships with other entities to reach different audiences and experienced largely positive results; however, when consumer health partnerships were examined, the research indicated only one formalized program with tenuous partnership features that originated at an academic health sciences library. Based on these results, the recommendation to shift the coordination of consumer health information partnership activity to an overseeing state entity familiar with both types of libraries is discussed.

Widespread cross-border securities trading have led to the internationalization of securities markets. No one seriously disputes that such securities dealings require regulation, but there is no academic consensus on the best normative approach to such regulation. The academic debate initially focused on whether regulatory competition or cooperation constitutes the better model. However, the debate seems to have evolved to adopt a hybrid model combining the virtues of these two approaches. ‘Harmonization’ constitutes the dominant hybrid model. Nevertheless, the implementation of the harmonization model has barely received any attention in the literature. The aim of this thesis is hence two-fold: first, justify why harmonization should be the preferred model for the regulation of international securities markets; and second, develop, applying an international trade regulation perspective, a regulatory framework to implement the harmonization model using the World Trade Organization and General Agreement on Trade in Services (WTO/GATS) framework.

Universities in the new millennium find themselves in a knowledge-driven economy that is challenging them to produce a qualified and adaptable work force if they are to contribute to societal development. Owing to the structural change in the economy, entrepreneurs require high level scientists, professionals and technicians who not only have the capability to create and support innovations by adapting knowledge to local use but also people with managerial and lifelong learning skills. Such are they who can accelerate changes and make organizations more productive and efficient in the services they render. Consequently, universities in Sub-Saharan Africa are challenged to transform learning so as to produce graduates who have both knowledge and competencies. Such a system will create a balance between university education and the changing labour market. Satisfying these new educational demands are only possible through research and unhindered access to global information resources. Paradoxically, some private university libraries, because of limited funding, find themselves fiscally constrained in the provision of unhindered access to global stores of information particularly at a time of exponential growth both in number and cost of information resources. This had led libraries to re-examine resource sharing as a viable option to meeting the new demands placed on universities. It is for the reasons above that this study examines the practice, problems and prospects of resource-sharing in selected Seventh-day Adventist university libraries in Sub-Saharan Africa. It examines scientifically the causes of poor sharing practices that are unique to each library, the situational and environmental factors that can enhance resource sharing. It provides also research-based information that will help to determine the best ways by which each library can have greater access to information resources. There are proposals for resolving the problems, and there are recommendations for dealing with the matter on a more permanent basis. The study advances resource-sharing model called Consortium of Adventist University Libraries in Africa (CAULA) as a resource sharing network for Seventh-day Adventist libraries in Africa. The organizational structure for CAULA are outlined and discussed. The proposed cooperation is not only sustainable but also structured to provide efficiency and greater regional cooperation of SDA libraries in Sub-Saharan Africa.

This report intends to present the work developed during the curricular internship held between October 2018 and February 2019 at the Direção de Finanças de Coimbra (Coimbra’s tax department), within the second year of the second cycle of studies in Public and Private Administration, required to obtain the degree of master. In this context, we try to better understand the Finance Department’s composition, what are the objectives and the path taken to achieve them.In a second part of our work we will explore the weaknesses of single income taxation in an increasingly global world, including double taxation of income.We will also study these same weaknesses in the taxation of income within the European Union and what measures it has taken to combat this problem which has implications for the free movement of persons, one of the fundamental freedoms in the European Union’s law.We also explored the cooperation between the European Union Member States and their different tax administrations through the exchange of tax information. This is one of the instruments used in the fight against double taxation, which stresses that Member States, despite sovereign states, are working to achieve the Union's objectives.The work is divided into two main parts where the first one refers to the internship report. It integrates two chapters, namely one about the host entity and another about the description of the activities developed during the internship. The second part, which deals with the study of double taxation of individual incomes and the exchange of tax information within the European Union, is divided into seven parts.First we study international tax law, international double taxation, European Union law, the Model Convention on Income and Heritage, Harmonization, International Tax Coordination and Coordination, Cooperation and the Exchange of Tax Information.

This study is aimed at investigating the capital structures of the Johannesburg Stock Exchange listed South African IT firms and compare these to the capital structures of NASDAQ listed US IT firms in order to better understand the capital structures that JSE listed South African firms employ. The study made use of secondary data in the form of ratio analysis from public sources, as well as the published annual financial statements of the firms. The Generalised Method of Moments regression analysis technique was used in order to test the data for relationships between certain ratios. The study found positive relationships between the firm’s capital structure and its return on equity; meaning that firms should make use of their capital structures to maximise their return on equity and as a result, returns for its shareholders.
Hierdie studie is daarop gerig om die kapitaalstrukture van Suid-Afrikaanse IT-ondernemings wat op die Johannesburgse Aandelebeurs (JSE) genoteer is te ondersoek, en dit te vergelyk met die kapitaalstrukture van NASDAQ-genoteerde Amerikaanse IT-ondernemings ten einde die kapitaalstrukture wat JSE-genoteerde Suid-Afrikaanse ondernemings gebruik, beter te verstaan. Die studie het sekondêre data in die vorm van verhoudingsontleding uit openbare bronne, asook die gepubliseerde finansiële jaarstate van die ondernemings gebruik. Die Veralgemeende Metode van Momente-regressieanalisetegniek is gebruik ten einde die data vir verwantskappe tussen bepaalde verhoudings te toets. Die studie het positiewe verwantskappe tussen die ondernemings se kapitaalstruktuur en opbrengs op ekwiteit gevind; dit beteken dat ondernemings hul kapitaalstrukture behoort te gebruik om hul opbrengs op ekwiteit en gevolglik ook opbrengste vir hul aandeelhouers te maksimeer.

The thesis is focused on some questions stemming from the limitations of the right to free access to information in connection with the implementation of classified information protection in the context of activities of state security organizations. The basic legislation covering this area has been summarized. Further, the thesis explores theoretical as well as practical procedures and principles aimed at minimization of both real and potential threats to individual rights and basic principles of the open society in cases of performance of such sorts of limitations. Besides, some examples of the solutions carried out in certain countries and in addition several decisions of the European Court on Human Rights are mentioned. Finally, the contemporary status of the matter in the Czech Republic is examined.

Library automation is approaching its 90th birthday (deduced from Pace, 2009:1), and many librarians no longer remember the inefficiencies of the manual systems that were previously in place. For some, however, automation has not gone nearly far enough. In this second decade of the new millennium some libraries in Lesotho face multiple challenges in automating their services while libraries internationally are staying relevant by rapidly adapting their services to address the needs and demands of the clients. It was anticipated that full library automation is a prerequisite for delivering 21st-century library services and the researcher embarked on a process to establish whether libraries belonging to the Lesotho Library Consortium (LELICO) have automated to the extent where they will be able to provide the services that are currently in demand. The purpose of this study was to analysewhether full library automation is indeed a prerequisite for libraries to offer the services required in the current millennium. The study focused on LELICO member libraries. Benchmarking was done with selected South African academic libraries. Data were collected by means of interviews with all respondents, namely, LELICO member libraries, librarians from South African libraries and with international system vendors operating from South Africa. The study found that LELICO member libraries are indeed lagging behindin terms of service provision. LELICO member libraries do not appear to understand; which library services are possible when state-of-the-art technology is fully implemented. The study found furthermore that the laggard status is caused by factors such as a lack of funding, too few professional staff and ineffective support from management. These and other findings helped formulate recommendations that would underpin a renewal strategy for LELICO. The proposed recommendations include that LELICO should deliver a more meaningful service to its current members. LELICO member libraries should be using technology more effectively in their operations and good relationship between a system vendor and its clients should be seen as an asset that should be maintained.LELICO should be playing a key role in making change a reality.

Об’єктом кваліфікаційної роботи є суспільні відносини які виникають між суб’єктами охоронно-детективної діяльності в процесі здійснення міжнародно-правової співпраці. Предметом дослідження є норми вітчизняного та закордонного законодавства, які встановлюють основи міжнародно-правової співпраці в галузі охоронно-детективної діяльності в умовах глобалізаційних процесів. EN : The qualification work consists of 93 pages, contains 81 sources of information used. In modern, in the conditions of civil society development and taking into account the rapid globalization processes, the process of development of services of private security and detective structures becomes especially relevant as a certain alternative to state law enforcement agencies. Today in Ukraine we can observe the active introduction of the practice of providing detective services to the population, both individuals and legal entities. In almost every region of Ukraine, detective agencies are set up and operate to search and collect information that can help a person protect his or her personal and material interests. However, such activity is not regulated at the legislative level. The purpose of the work is to comprehensively analyze and thoroughly study the norms of domestic and foreign legislation on international legal cooperation in the field of security and detective activity in the context of globalization processes. The object of the qualification work is the social relations that are caused between the subjects of security and detective activity in the process of international legal cooperation. The subject of the study is the norms of domestic and foreign legislation that set the foundations of international legal cooperation in the field of security and detective activity in the context of globalization processes. The methodological basis of qualification work is a set of principles, general scientific and specialized methods of legal knowledge, which include the method of systematic analysis of the current legislation, formal-logical, logical-legal and comparative-legal, historical, system-structural, system-analytical. Of course, the lack of a regulatory act that clearly defined the basics of the activities of private detective and security structures complicates their work at all stages. From the moment of its registration to the moment of evaluation by the client of the completed work. Contracts for the implementation of security and detective activities also do not have the necessary legal support. It is therefore urgent to address such legislative and practical deficiencies. That is why the need to study and introduce foreign experience, with its unconditional adaptation to Ukrainian legal, economic, social realities and taking into account the prospects of further development of this field and formation of the bases of international cooperation of subjects of security and detective activity, becomes especially important. This determines the choice of the topic of qualification work.
