Abstract:
This thesis investigates the most appropriate and effective ways in which a university library can interact with tenant companies and the staff in a technology park. Tenant company staff members in five Australian Technology Parks were surveyed about their information needs, information use, and information seeking behaviour as well as their attitudes towards university libraries which offered services to them. Three of the five Australian Technology Parks had formal relationships with universities and their libraries. The librarians of these universities were interviewed on their attitudes towards the provision of information services to the technology park community, as well as the information services they offered to this group of clients.The research results indicated that most of the respondents who were engaged in R&D areas accessed university libraries' collections for technical information and valued their services and the professional help of the librarians, whereas those in other areas, particularly marketing and sales, did not place as high a value on these services. One striking finding from the research was that the respondents in the latter group use the Internet as their preferred first source of information, not informal personal contact as been expected and indicated in previous studies. A contributing factor to low use of the university libraries was poor promotion of library services.A major objective of the research was to obtain information on the relevance of the Australian data to developing and offering services to tenants in a new technology park in Thailand. Results drawn from the Australian data was used to form a model for the interaction between university libraries and tenant company staff in Thai technology parks. The model was tested through interviews with Thai sample group and was then fine-tuned to meet Thai economic and social conditions prior to proposing it for use in Thailand.This research indicated that many aspects of Thai university libraries need to be adjusted in order to successfully provide effective information services to the technology park community. These include clearly defining library policies towards the tenants, increasing and improving avenues of access to library services, improving library performance and services, increasing promotion and marketing, supporting personnel development policies, and creating partnerships with other organisations.

In Japan, electronic government has been developed since the enforcement of the Information Disclosure Act and the formulation of the e-Japan Strategy, both in 2001. Such electronic government produces a number of government information services available all over the world via the Internet, including databases of law texts, congressional minutes and white papers, as well as digital archives. At the same time, electronic government raises several issues of preservation of and "permanent public access" to electronic information, accessibility of electronic government, inclusion of government information into library services, and so forth. The author hopes this presentation will facilitate requests and comments from participants for electronic government and government information services in Japan.

Abstract:
Information Technology plays a significant role in the administration and operation of most organisations today. This is certainly the case with each of the Australian Ambulance Services. With the rapid increase in the use of Information Technology and the expectation about its use by both staff and the general public, the Ambulance Service managements' are faced with the dilemma of trying to ensure that their organisations are able to get the full advantage of advances in Information Technology and at the same time ensure that investments in IT are maintained at appropriate levels that will ensure the maximum return on the investment in terms of the Ambulance Service achieving its mission and objectives. The research considers three questions: How are IT investment decisions determined? How are levels of IT investments determined? Do IT investments contribute to the organisation's overall effectiveness? The general feeling by the ambulance service CEOs is that the investment in IT has been worthwhile in terms of contributing to the organisation being more effective. These findings are contrary to a study by United Research/Business Week and described by LaPlante (1988) where less than half of CEOs surveyed felt that their organisation did an excellent job of linking computer strategy to corporate goals.

Abstract:
Agricultural information dissemination to farmers has been studied extensively. However, farmers preferred methods of delivery has not been investigated thoroughly within a Western Australia (WA) context. Availability of different information delivery channels have led to the overwhelming and overlapping of information available to farmers. As a consequence, the type of information required by WA farmers should be considered as knowing information needs could allow farmers to access relevant, concise and timely agricultural information. To answer the research questions, a survey was designed, using Likert-scale, close ended and open ended questions techniques, enabling qualitative and quantitative data analysis. The study‘s findings are relevant to agricultural information providers, government and public agencies, and other researchers who work in the agricultural and farming industries in Western Australia, and Australia.

Abstract:
The aim of the research was to investigate the formation of the information management discipline, propose a framework by which it is presently understood, and test that framework within a particular area of application, namely the provision of scientific and technological information (STI) services. The work is presented as a PhD by Publication which comprises a narrative that encompasses the series of published papers, and includes excerpts from the book written to illustrate the province of the discipline. In thee book the disciplinary context is detailed and exemplified based upon information management domains. The book consolidates information management principles within a framework defined by these operational, analytical and administrative domains. It was created by a redaction of prior epistemological proposals; an analysis of the understanding of practice that has been shaped by professional, institutional and information science influences; and demonstration of practice within the domain framework. The disciplinary framework was then used in a series of STI case studies where it was found to provide an effective description of information management. Together, the book and subsequent case studies provided illustration of the principles utilised in information management and the way that they are practiced within different domains, along with an explanation of the manner in which the information management discipline has been formed. These should assist with direction of future research and scholarship particularly with respect to factors relevant to information services and indicators for their successful application in future. It is anticipated that this generalised description of the practices across the range of interpretations of information management should enable practicing information professionals to appreciate the relationship of their own work to disciplines that are converging towards similar purpose, such as through a clearer indication of the extent to which technical and management standards may be applied, and performance analysis undertaken. Complementary outcomes that were achieved during the course of the work were: a comparative analysis of thesauri in the information field which shows that in this field, the ways that information professionals represent themselves remains unreconciled; an historical examination of Australian STI services that provides pointers to their effective continuation; and a reconsideration of the relationship between librarianship and information management. The work is presented as a compilation of papers that comprise firstly extracts from the book to exemplify its consolidation of information management principles, then a number of published and submitted papers that examine how principles have been applied in practice. This is in the context of six case studies of Australian STI services including interviews with creators and developers, and analysis of historical information.

Abstract:
There are approximately 700,000 non Government organisations in Australia employing approximately 936,000 people. Many of these can be classified as Non Government Human Service Organisations (NGHSOs). These organisations provide an array of services to people experiencing disadvantage. In the emerging information intensive climate, NGHSOs are increasingly under pressure to consider their own use of information technology (ID to underpin and transform traditional methods of service delivery, or risk becoming irrelevant to their clients and those that support them materially. This thesis argues that NGHSOs hove a critical role to play in addressing the so-called "digital divide" affecting their disadvantaged clients. It suggests a critical role for IT vendors in NGHSO IT management and examines this vendor role in diffusing new IT innovations. The thesis also highlights the multitude of impacting structures and policies that that influence NGHSO IT management practice.

Abstract:
On-shore outsourcing has been common in Australia for a number of decades across a range of business services in both the public and private sectors. Given this, there is less literature examining Australian on-shore outsourcing than one would reasonably expect. Whilst the literature examines the general motives for organisations to outsource and the economic effects of outsourcing for those organisations, it generally does not examine whether there are any differences in the motives, management strategies and techniques, and economic outcomes associated with the outsourcing of high skill functions compared to the outsourcing of low skill functions. The literature also devotes less attention than may be expected to the role of managerial strategy in determining the economic outcomes and relative successes of outsourcing projects. This study aims to contribute a bounded examination of these issues to the academic literature, by presenting an in-depth comparative investigation of the on-shore outsourcing of (high skill) IT services and (low skill) cleaning services by large Australian Government Business Entities (GBEs) and private sector companies, from each organisation’s decision to outsource to the end of their outsourcing lifecycle (relationship). The study will; identify and explain any differences (or lack of differences) in the cited motives for Australian GBEs and companies to outsource IT and cleaning services; discuss the economic impact of outsourcing decisions upon these GBEs and companies; examine the strategies used by those organisations in outsourcing cleaning and IT services, and the effects of these chosen strategies upon the economic outcomes of outsourcing for each organisation; and explain any differences (or the lack of difference) between the economic outcomes of outsourcing cleaning and IT services. The study was conducted over a number of years, using a triangulated mixed methods design involving thirteen case study organisations (with in-depth semi structured interviews with a large number of primary interview subjects at each case study organisation site) and data triangulation using corroborative interviews, company and public records, service provider records, service provider (corroborative) interviews, and focus group data.

Abstract:
A group of seventy six scientists and data managers in the Australian research agency CSIRO were surveyed to establish their needs and preferences in relation to information systems for Earth observation data. After study of available alternatives, three prototype Earth observation information management systems were installed and the user response was evaluated through interview of fifteen of the group. The prototypes consisted of web-based client servers which permitted users to interrogate databases of Earth observation datasets; to search for information about sensor or satellite performance, and to retrieve data and information products. The chosen systems were CILS, the CEOS (Committee on Earth Observation Satellites) Information Location System; IDN, the CEOS International Directory Network; and JMS, NASA's Information Management System of EOSDIS, the Earth Observing System Data and Information System. For this study, no special effort was taken to populate the system directories and inventories with local data holdings, and the prototypes were essentially mirror sites of operational data management systems used in other parts of the world. While some of the interviewed scientists expressed enthusiasm for web based spatial information management approaches, all indicated that improvements should be sought in the prototypes to make them more user-oriented, intuitive, and responsive. Most of the interview group were experienced remote sensing researchers who had developed their own contacts with overseas peers and data providers. Several in this category expressed the vithem, unless the scientists changed discipline, application or geographic area of interest. On the other hand, several individual research projects or organisational units of CSIRO, as a result of these trials, were considering utilising one of more of the prototypes - particularly the IMS - to address their current unfulfilled requirements for data management. The study also found that while all fifteen of the interviewees felt they could benefit in some way from electronic information retrieval and spatial data management systems of the type assessed, it seemed unlikely that the target organisation would ever assign a sufficient priority to implement any of them in a systematic manner. The biggest impediment to an organisation-wide approach to spatial data management for Earth observation was the low priority assigned to information management, because this activity was considered "supporting" or "non-core" in relation to the central objective of scientific research. Results indicated that a piecemeal, decentralised or federated approach was the only means by which systems of this type could feasibly be introduced into the operating environment of CSIRO, in the absence of a major external forcing mechanism. This observation was compared to the evolution of EOSDIS, which had demonstrated a marked change from a centralised to a federated paradigm due to user preferences similar to those observed in the CSIRO case.

Abstract:
Whilst technology use has always been a part of the practice of health care delivery, more recently, information technology has been applied to aspects of clinical work concerned with documentation. This thesis presents an analysis of the ways that two professional groups, one clinical and one ancillary, at a single hospital cooperatively engage in a work practice that has recently been computerised. It investigates the way that a clinical group???s approach to and actual use of the system creates problems for the ancillary group. It understands these problems to arise from the contrasting ways that the groups position their use of documentation technology in their local definitions of professional status. The data on which analysis of these practices is based includes 16 hours of video recordings of the work practices of the two groups as they engage with the technology in their local work settings as well as video recordings of a reflexive viewing session conducted with participants from the ancillary group. Also included in the analysis are observational field notes, interviews and documentary analysis. The analysis aimed to produce a set of themes grounded in the specifics of the data, and drew on TLSTranscription?? software for the management and classification of video data. This thesis seeks to contribute to three research fields: health informatics, sociology of professions and social science research methodology. In terms of health informatics, this thesis argues for the necessity for health care information technology design to understand and incorporate the work practices of all professional groups who will be involved in using the technology system or whose work will be affected by its introduction. In terms of the sociology of professions, this thesis finds doctors and scientists to belong to two distinct occupational communities that each utilise documentation technology to different extents in their displays of professional competence. Thirdly, in terms of social science research methodology, this thesis speculates about the possibility for viewing the engagement of the groups with the research process as indicative of their reactions to future sources of outside perturbance to their work.

Abstract:
The study investigated the self-reported information needs and information-seeking behaviour of 143 general practitioners in their delivery of patient care to the elderly on the Gold Coast. The study sought to obtain an information profile in order to begin discussion on the need for possible infrastructures that may need to be considered in any planning strategies concerned with access to and provision of relevant, accurate and timely information to general practitioners which affects their delivery of patient care to the growing number of elderly patients. A ten-page questionnaire utilising both structured and unstructured questions was returned by 61.9 percent of the survey population. Demographic characteristics indicated that respondents were representative of general practitioners in Australia. Respondents frequently needed information with 40 percent requiring it '1 - 4 times a week' and 78 percent 'once a month or more often'. Information on medical fact was required most frequently, 29 percent, medical opinion 27 percent, and non-medical information 23 percent. The study found support for the proposition that computerised information systems need to be enhanced and made widely known and available to general practitioners to assist them in obtaining information that they need in delivery of patient care to the elderly. There is a great need by these general practitioners for non-medical information as well as medical information. Therefore, the development of a database of non-medical information containing information on local agencies and services is of high priority. Library information delivery services should also be de-institutionalised in terms of lifting restrictions to services provided to enable general practitioners greater access to information. Library services should aim to provide remote access to information via telephone, fax and modem with emphasis on value added services aimed at solving a particular specific information need as well as straight-out bibliographic search services and document delivery services. Continuing medical education in the form of CME courses, conferences and meetings should focus on specific information needs of general practitioners in this area of patient care to the elderly. The need for information on cardiology, orthopaedics, dermatology, physiotherapy, podiatry, pharmaceutical benefits, home help, Meals-on-Wheels and nursing home placement were areas of particular interest identified by respondents in this study.

Abstract:
The success of the online adult industry has provoked a public policy controversy over the need for internet censorship, and in recent times there has emerged desire to protect minors from possibly unsuitable content. On January 1st 2000, the Broadcasting Services Amendment (Online Services) Act (Cwlth, 1999) (BSA) was proclaimed. The Act purports to regulate and control Internet content in Australia. Operating in tandem with the Act is the Internet Industry Association Code of Practice, giving Australia a co-regulatory approach to Internet content control. The Australian Broadcasting Authority (ABA) is charged with implementing the regime. This study sets out examine the Internet content control problem in the Australian context. The political issues surrounding the topic of Internet censorship and the lack of reliable operational statistics, revealed the difficulty of estimating the effectiveness of the current control regime. Pivotal questions for the study concerned the scope and scale of content control in the Australian context and trends in hosting. This study used website typology, as defined by data topology and data topography, to examine the scope and scale of the content control task, and the implications for the effectiveness of the BSA. It was expected that if the BSA was to have an impact, that a discernible change in user download behaviour should ensue. This study used information provided by the adult Internet Content Provider (ICP) industry to gauge the BSA's impact-on user download behaviour as a measure of the control regime’s effectiveness. It was suggested by some observers that the so-called 'data deficit' between Australia and the US would be exacerbated by the new content control regime, with possible negative implications for the conduct of e-commerce in Australia generally. A study of Australian adult website hosting arrangements and data topography was conducted to examine the implications of the control regime for the "data deficit'. This study suggests that most Australian online adult content is in fact hosted in the US. The reasons for offshore hosting are almost totally financial and pre-date the introduction of the Broadcasting Services Act (Online Services) Amendment Act 1999. The study also suggests that any effect on the 'data deficit' should be minimal, and that the typology of adult content websites in such that the current co-regulatory regime may prove ineffective in controlling access to adult content.

This thesis explores employee participation in the management of workplace change through an organisational justice framework within the context of the Australian Higher Education (HE) sector. The thesis examines the extent to which the Australian HE sector makes provisions for participative workplace change, the extent to which participants within the sector perceive participative workplace change as providing fairness, and practices that can facilitate and foster participative workplace change. The provisions for participative workplace change are examined through a longitudinal study of enterprise bargaining agreements across all public universities in Australia for the period of 1997-2006. The research findings identify a decline in both the degree and form of employee participation in workplace change across this decade. The perceptions of participative workplace change are examined through an altitudinal survey of management and union executives within all public universities in Australia. The research findings identify considerable divergence between management and union executives in relation to employee participation, workplace change and organisational justice. The practices for participative workplace change are examined through twenty semi-structured interviews with management and union executives drawn from amongst the respondents to the attitudinal survey. The research findings identify areas of convergence around organisational justice dimensions and workplace change practices between management and union executives. The thesis concludes that it is a combination of fair processes and fair interactions which are most effective in facilitating workplace change and fostering employee participation in the Australian HE sector and which in turn are seen to be able to contribute to shared perceptions of organisational justice.

Abstract:
This study focuses on the organisation and operation of the Australian Government’s Department of Information that operated from 1939 to 1950. Equal weighting is given to the wartime and peacetime halves of the Department’s existence, allowing a balanced assessment of the Department’s role and development from its creation through to its abolition. The central issue that the Department had to address was: what was an appropriate and acceptable role for a government information organisation in Australia’s democratic political system? The issue was not primarily one of formal restrictions on the government’s power but rather of the accepted conception of the role of government. No societal consensus had been established before the Department was thrust into dealing with this issue on a practical basis. While the application of the Department’s censorship function attracted considerable comment, the procedures were clear and accepted. Practices laid down in World War I were revived and followed, while arguments were over degree rather than kind. It was mainly in the context of its expressive functions that the Department had to confront the fundamental issue of its role. This study shows that the development of the Department was driven less by sweeping ministerial pronouncements than through a series of pragmatic incremental responses to circumstances as they arose. This Departmental approach was reinforced by its organisational weakness. The Department’s options in its relations with media organisations and other government agencies were, broadly, competition, compulsion and cooperation. Competition was never widely pursued and the limits of compulsion in regard to its expressive functions were rapidly reached and withdrawn from. Particularly through to 1943 the Department struggled when it sought to assert its position against the claims of other government agencies and commercial organisations. Notwithstanding some high profile conflicts, this study shows that the Department primarily adopted a cooperative stance, seeking to supplement rather than supplant the work of other organisations. Following the 1943 Federal elections the Department was strengthened by stable and focused leadership as well as the development of its own distribution channels and outlets whose audience was primarily overseas. While some elements, such as the film unit, remained reasonably politically neutral, the Department as a whole was increasingly employed to promote the message of the Government of the day. This led to a close identification of the Department with the Labor Party, encouraging the Department’s abolition following the Coalition parties’ victory in the 1949 Federal elections. Nevertheless in developing its role the Department had remained within the mainstream of administrative practice in Australia. While some of its staff assumed a greater public profile than had been the practice for prewar public servants, this was not unusual or exceptional at that time. Partly through the efforts of the Department, the accepted conception of the role of government had expanded sufficiently by 1950 that despite the abolition of the Department most of its functions continued within the Australian public sector.

The focal industry was the Australian Financial Services Sector (FSS), with samples being drawn from both the credit union industry (largest industry by size in the FSS) and the commercial/retail bank industry (largest industry by volume). The research began with a detailed review of the literature and thus explored the concepts underlying the business value of IS in general and the relationship between IS investment and organisational performance in particular. To fuaher enhance understanding of this literature, a meta-analysis of the business value of IS in general, and IS investment and organisational performance in particular, was undertaken as it was noted that there did not appear to have been any such formal structured meta-analyses to date. The foregoing analyses led to the proposal and development of a conceptual model of the relationship between IS investment and organisational performance that was comprised of four main components, the level of IS investment as represented by the IT portfolio, Organisational performance (both internal and external), Considerations for Strategic Information Systems Planning and Managerial effectiveness. In addition, the conceptual model explicitly considered the effect and impact of Context on the conceptual model. Further, analysis of subsequent results was strongly grounded in the literature and utilised three key theoretical foundations, General Systems Theory, The Resource Based View of IT and Stakeholder theory.Thus, the conceptual model was developed and tested utilising a pluralist approach combining two research methods, a) Case research (model development and testing) and b) survey research (model refinement). The collection (and analysis) of data was achieved in two parts. First, given the complexity of the issues under investigation, a unique case study protocol was successfully developed and applied to a select group of Financial Institutions with the Commercial/retail Banking and Credit Union industries to confirm the components of the original conceptual model. Second, the resultant model(s) were tested via a survey targeted at the wider population of Authorised Deposit-taking Institutions in the Australian Financial Services Sector. The outcomes of this research were many, however the most notable were; 1) the development and testing of the conceptual model which were deemed to contribute to the development of theory within the discipline of Information Systems, 2) the development of a unique case study protocol that was deemed to contribute to IS research in general, 3) the derivation of a set of intermediary variables (Customer service quality, Operational efficiency, Staff and Product delivery) that was found to influence the relationship between IS investment and organisational performance and therefore extended and strengthened the conceptual model, and 4) the meta-analysis that was deemed to contribute to a better understanding of the state of the art with respect to research into this complex phenomenon.

The specific aims of this study were determined on a conceptual appreciation that management of information assets and services in some government agencies was deficient in meeting both existing and developing demands. This appreciation manifested itself in a commitment to investigate the principles and processes intrinsic to existing management methodologies, to relate these processes to the needs of users, and to determine a strategy which could more ably meet the information provision requirements of those users. The achievement of these aims predicated the use of the case study research method, selecting as the first case study the Department of Human Services and Health (DHSH), an agency that had recognised that a problem existed in the provision of information services, and had initiated action to address that problem. As a counter, the Department of Defence, an agency which adrmts to a problem, but which had yet to initiate an active, global program for its resolution, was chosen as the second case study. A theoretical model, which reflects extant international thinking and practice, was initially constructed in order to establish a basis on which to ascertain and evaluate the information management circumstances of the two case study departments. This model specified the objectives considered to be fundamental to effective information management in a public service environment. It included studying the foundation repositories of information services from which information in the portfolio domains of government are sought. These services are the traditional records centres or registries, the library services which provide a repository of published and grey material in printed, image and magnetic formats, and the computerised networks holding electronic records at varying levels of development. An analysis of findings was carried out separately on each case study agency before bringing the data together for cross-case analysis. In order to maximise the veracity and validity of the data collected and its subsequent interpretation by the researcher, the draft analysed case study findings were submitted to the respective agencies for review and critique. All matters of substance received have been incorporated in the final version. The findings from the two case studies and the cross-case analysis confm that, despite significant advances in some specific agencies, the initial hypothesis that government agencies are still deficient in providing optimum services to meet the information needs of users, is demonstrated. The advances that have been made, however, similarly support the other thesis hypotheses that the implementation of an integrated information management strategy in any government agency will provide a foundation for improved information provision and the timely delivery of relevant available information to the user. Finally, a model of optimum processes involved in such a strategy, derived from the theory and practical products of this study, is offered. This could be the subject for future evaluation and testing for realistic and functional application.

In 1996 the Howard Government came to power in Australia. At that point in time the commonwealth budget was in significant deficit, the economy was weak and there was significant commonwealth debt. To address these issues the Howard Government moved to implement several cost savings and income generating projects began under the outgoing ALP government. In addition, part of the Howard reforms was the move toward the private side in the public / private mix in the delivery of government services. One of the high profile and significant projects was the outsourcing of the commonwealth public sector Information and Communications Technology (ICT) delivery. It was called the IT Initiative and was managed by the Minister for Finance, the Honourable Mr Fahey. Mr Fahey had earlier attempted significant outsourcing projects whilst in NSW government; at one time Mr Fahey was NSW Premier. The intent of the IT Initiative as policy was to achieve better and more cost effective ICT services for the commonwealth. This research reviews the efficacy of the IT Initiative. Under the Westminster system, governments can implement government policy as approved by the parliament. However not all policy is reviewed by the parliament. In this case the IT Initiative was part of the Howard pre-election policy and therefore was considered 'mandated' by the electorate. Irrespective of this approval, was the IT Initiative supported by the research at the time and did the IT Initiative and its implementation make sound business sense when compared to the research and models and in particular effectiveness, efficiency and economy. This thesis will review the IT Initiative using both static and dynamic models using Transaction Based Economics (TCE). Both models will support the view that the IT Initiative as practiced was a relatively high risk strategy. The thesis will utilise TCE and risk management to develop a risk profiling model for ICT with effectiveness, efficiency, economy as the three dimensions. Finally, the risk-profiling model, while based on earlier modelling, provides a new insight into the issue of centralising versus decentralising of government operations especially as these approaches relate to novel technological applications across various departments.

Since the Internet was made publicly accessible, it has become increasingly popular and its deployment has been broad and global thereby facilitating a range of available online services such as Electronic Mail (email), news or bulletins, Internet Relay Chat (IRC) and World Wide Web (WWW). Progressively, other online services such as telephony, video conference, video on demand, Interactive Television (ITV) and Geographic Information System (GIS) have been integrated with the Internet and become publicly available. Presently, Internet broadband communication services incorporating both wired and wireless network technologies has seen the emergence of the concept of a digital community which has been growing and expanding rapidly around the world. Internet and the ever expanding online services to the wider digital community has raised the issue of security of these services during usage. Most local councils throughout Western Australia have resorted to delivering online services such as library, online payments and email accessibility. The provision and usage of these services have inherent security risks. Consequently, this study investigated the concept of a secure digital community in the secure provision and usage of these online services in selected local councils in Western Australia (WA). After an extensive review of existing literature, information security frameworks were derived from the adaptation of various resources, such as the OSSTMM 2.2 Section C: Internet Technology Security benchmark which was used as the main template. In addition, this template was enhanced into a framework model by incorporating other benchmarks such as NIST, CIS, ISSAF as well as other sources of information. These included information security related books, related ICT network and security websites such as CERT, CheckPoint, Cisco, GFI, Juniper, MS, NESSUS and NMAP together with journals and personal interviews. The proposed information security frameworks were developed to enhance the level of security strength of the email and online web systems as well as to increase the level of confidence in the system security within the selected local councils in WA. All the investigative studies were based upon the available selected local councils’ data and the associated analyses of the results as obtained from the testing software. In addition, the interpretive multiple-case study principles were used during the investigation to achieve or fulfil the purpose of this study. The findings from this study were then abstracted for use in a framework and made available for use as a model for possible adaptation and implementation to other similarly structured councils or organisations. As a result, the study confirmed that the proposed information security frameworks have the capability and potential to improve the level of security strength. In addition, the level of satisfaction and confidence of council staff of the selected local councils in WA in the system security would also be increased due to the application of these frameworks. Although these information security frameworks may be recommended as practical and supporting tools for local councils, the findings from this study were specific only to the selected local councils used in this study. Further research using other councils, may be necessary in order for the information security frameworks to be adopted within a wider range of councils or organisations in WA or elsewhere.

In recognition of the particular issues related to health and wellbeing considerable government and community resources have been forthcoming in recent times for the development of information products and support services to assist members of the community to seek help for issues related to their health and wellbeing. Notwithstanding this investment, research from studies into help seeking by Australian men shows that men are not aware of these information products and services have difficulty mobilising help during periods of physical ill health and mental stress. Men are over reported in the statistics for premature death in Australia and male suicide is a significant public health issue in Australia. Aspects of Australian culture may lead to increased risk of poor health, harming behaviours and suicide in Australian men. Social norms may also impact on low levels of voluntary help seeking by Australian men.At the core of this research is an examination of the information seeking behaviour of a group of Australian men who engaged in help-seeking during a significant, and stressful, life event. The research also canvassed the opinions of this group of men and a group of professionals who offer help and support to men during stressful life events for their opinions on effective strategies to engage men about the worth of early help seeking to enhance physical and mental health.This thesis also examines a range of existing models which seek to explain human information behaviour and the variety of ways which individuals access and use information in a range of contexts. It explores how these models can increase understanding of men’s information seeking for personal decision making and personal change. Research which provides data on the possible protective role of healthy emotional attachment systems, together with the role of social and emotional support across the life span, and the information delivery capacity of this support, is also examined.The research leads to recommendations for enhanced social policy to support men’s information needs during periods of life stress. It also makes recommendations for enhanced praxis in order that information practitioners, and the agencies in which they work, may better engage with men with information products and support systems which will lead to increased personal wellbeing for men and their families.

Television is the favoured news source for most Australians and is regarded as having the potential to influence public opinion. From its inception however, television has been regarded as ill-suited to cover economic and business issues because of a perceived reliance on visual material and an inability to deal with complex issues. This tyranny of vision has been mitigated by technological developments such as electronic news gathering (ENG) and satellites that provide large amounts of varied material as well as improvements in production tools that assist the visual presentation of abstract concepts. The presentation of complex issues has also been enhanced by the increased skills and knowledge among newsworkers. Economic and business news has become a staple in television news programs and has evolved from ritualised reporting of data such as market indices and exchange rates to a genre that shares broader news values such as consequence, conflict, proximity, human interest, novelty, prominence, political controversy and scandal. Economic and business news also shares the normal imperatives of television such as a strong reliance on scheduled occasions and reliable and prolific sources. In between occasions of economic, business and political controversy or scandal, these programs are able to rely on a steady supply of economic, business and investment information. Dedicated economic and business segments and programs and now even whole channels meet two sets of demands. One is those of niche audiences seeking news and information on economic and business conditions, economic debate and policy making, the activities of economic and business leaders and an opportunity to hear and observe economic and business leaders. The other is from broadcasters seeking to maximise their profits by attracting viewers in the AB demographic (those with the greatest disposal income) to otherwise poorly-performing time slots, by broadcasters seeking an inexpensive and dependable supply of programming material and by broadcasters seeking to promote their institutional role and specific programs through presenting material that is followed up by other media. Economic and business reports however, continue to portray issues in a limited way that neglects business’s interaction with workers and the larger social environment. Economic events are often framed as political competition. These reports present a hierarchy of sources and privilege political and business elites. Television news favours debate that is presented by individuals as contrasting causal narratives. Political and economic sources have become adept at presenting brief causal narratives in response to the requirements of television. This approach highlights celebrities and favours the promotion of agency over structure. The increase in total economic and business reporting boosts the interdependence of television and political and economic sources. Technological development is continuing and traditional free-to-air television audiences are being eroded by pay television and the internet. Although these are altering the nature of political, economic and business debate their overall influence is difficult to determine.

A number of ITSM frameworks have been proposed however, IT Infrastructure Library (ITIL) and Control OBjectives for Information and related Technology (COBIT) have been most widely accepted and implemented internationally and within Australia. The research reported in this thesis was undertaken to shed light on the issues related to ITIL adoption and implementation within Australian universities. To date academic research in ITIL adoption and implementation has not been extensive as it is comparatively a new framework, especially within Australian universities. The theoretical framework proposed in this thesis has IT service management as the central concept, implementing IT Governance to align the university and technology. This framework is used to examine the experience of ITIL adoption in seven Australian universities, plus a detailed case study on one university�s experience. This research reveals a complex web of factors relating to ITIL implementation including; the pre-implementation process; processes implemented; order of implementation; hiring external expertise;, tool selection;, staff training; ongoing assessments; managing cultural change; managing learning curve and resource strain. The findings provide an insight into practical lessons for other Australian universities or similar organisations considering implementing IT Governance through IT Service management frameworks. The method used in this research may be useful for other organisations and researchers analysing universities and similar organisations implementing ITIL. IT Governance and IT service management frameworks are diverse and important areas which open a poorly researched field for further work.

This thesis examines the history of Commonwealth Government higher education policy in Australia between 1958 and 1997 and its impact on the development of two groups of academic librarians: the Association of Librarians in Colleges in Advanced Education (ALCAE) and the Committee of Australian University Librarians (CAUL). Although university librarians had met occasionally since the late 1920s, it was only in 1965 that a more formal organisation, known as CAUL, was established to facilitate the exchange of ideas and information. ALCAE was set up in 1969 and played an important role helping develop a special concept of library service peculiar to the newly formed College of Advanced Education (CAE) sector. As well as examining the impact of Commonwealth Government higher education policy on ALCAE and CAUL, the thesis also explores the influence of other factors on these two groups, including the range of personalities that comprised them, and their relationship with their parent institutions and with other professional groups and organisations. The study focuses on how higher education policy and these other external and internal factors shaped the functions, aspirations, and internal dynamics of these two groups and how this resulted in each group evolving differently. The author argues that, because of the greater attention given to the special educational role of libraries in the CAE curriculum, the group of college librarians had the opportunity to participate in, and have some influence on, Commonwealth Government statutory bodies responsible for the coordination of policy and the distribution of funding for the CAE sector. The link between ALCAE and formal policy-making processes resulted in a more dynamic group than CAUL, with the university librarians being discouraged by their Vice-Chancellors from having contact with university funding bodies because of the desire of the universities to maintain a greater level of control over their affairs and resist interference from government. The circumstances of each group underwent a reversal over time as ALCAE's effectiveness began to diminish as a result of changes to the CAE sector and as member interest was transferred to other groups and organisations. Conversely, CAUL gradually became a more active group during the 1980s and early 1990s as a result of changes to higher education, the efforts of some university librarians, and changes in membership. This study is based principally on primary source material, with the story of ALCAE and CAUL being told through the use of a combination of original documentation (including minutes of meetings and correspondence) and interviews with members of each group and other key figures.

Abstract:
The present study was undertaken to investigate the concerns of secondary school teacher-librarians, that the subject headings set down by the Australian Schools Catalogue Information Service (ASCIS) do not cover topics in senior sourses of study. NSW HSC Economics was chosen to test this perception. Terms were extracted from three textual sources (syllabus, textbook and examination papers) and checked against the subject headings in the ASCIS Subject Headings List. A comparison was made between terms which matched exactly, those which were only partially matched and those which had no match. The linguistic complexity of the term (single-word or multi-word) and the number of textual sources using the term were also taken into account. The results showed a varying degree of match between textual terms and subject headings. Single-word terms found in more than one textual source were much more likely to be found in the subject headings than those from only one textual source. Multi-word terms were found less frequently than single-word terms, but were also more likely to be found when they came from more than one textual source. There was a large number of partial matches in this group, and these were found to be more general in concept than the textual terms. Most of the terms were found, but the general nature of the partial matches and the lack of adequate cross references may cause problems in subject analysis and retrieval.

While much has been written on the Australian film and television industry, little has been presented by actual producers, filmmakers and technicians of their time and experiences within that same industry. Similarly, with historical documentaries, it has been academics rather than filmmakers who have led the debate. This thesis addresses this shortcoming and bridges the gap between practitioner experience and intellectual discussion, synthesising the debate and providing an important contribution from a filmmaker-academic, in its own way unique and insightful. The thesis is presented in two voices. First, my voice, the voice of memoir and recollected experience of my screen adventures over 38 years within the Australian industry, mainly producing historical documentaries for the ABC and the SBS. This is represented in italics. The second half and the alternate chapters provide the industry framework in which I worked with particular emphasis on documentaries and how this evolved and developed over a 40-year period, from 1970 to 2010. Within these two voices are three layers against which this history is reviewed and presented. Forming the base of the pyramid is the broad Australian film industry made up of feature films, documentary, television drama, animation and other types and styles of production. Above this is the genre documentary within this broad industry, and making up the small top tip of the pyramid, the sub-genre of historical documentary. These form the vertical structure within which industry issues are discussed. Threading through it are the duel determinants of production: ‘the market’ and ‘funding’. Underpinning the industry is the involvement of government, both state and federal, forming the three dimensional matrix for the thesis. For over 100 years the Australian film industry has depended on government support through subsidy, funding mechanisms, development assistance, broadcast policy and legislative provisions. This thesis aims to weave together these industry layers, binding them with the determinants of the market and funding, and immersing them beneath layers of government legislation and policy to present a new view of the Australian film industry.

The recognition that human life depends on services provided by ecosystems has given rise to the field of ecosystem services. The main goal of the thesis is to develop a robust methodology for investigating how human interventions in the landscape affect ecosystem services, using as a case study the Australian Capital Region. The methods, which are based on remote sensing, spatial environmental modelling and geographic information systems, address the measurement, modelling and mapping of a comprehensive set of ecosystem services associated with major land cover types and land uses. These analyses are used to explore the synergies and trade-offs between these services across the Australian Capital Region. This thesis is structured in three sections. The first section introduces the aim and scope of the thesis; defines the concept of ecosystem services and its role as a communication tool for scientists, policy makers and stakeholders and describes the methods used by the thesis. The second section presents a land use and land cover classification for the Australian Capital Region. This classification underpins the quantification and mapping of five key ecosystem services in the remainder of the second section. These ecosystem services are: (i) carbon flows and storage; (ii) provision of food; (iii) biodiversity richness; (iv) water quality; and (v) recreation and ecotourism. The third section analyses the impacts of a hypothetical land use change scenario in which food production in the region is increased to reduce the greenhouse gas emissions associated with the importation of food - the so-called 'carbon miles' associated with the transport of food into the region from other parts of Australia and the world. The analysis assesses not only the impact on carbon stored in the region, but also the impact on other ecosystem services. The analysis also identifies what parts of the Australian Capital Region are most affected under the scenario outcomes. The thesis concludes with the key outcomes of this study. The methods presented in this thesis demonstrate that remote sensing, spatial environmental modelling and geographic information system are cost-effective tools to study and quantify ecosystem services at a regional scale. The results of this thesis could help in the promotion of sustainability in landscape and conservation planning.

A random population survey (n=601) and a survey of vegetarians (n=106) were conducted to examine South Australians' beliefs about meat and vegetarianism. Meat beliefs, barriers and benefits of vegetarianism, meat consumption, personal values, use of and trust in sources of food/nutrition/health information and demographic variables were measured via a written questionnaire. There were differences in the responses of vegetarians, semi-vegetarians, and non-vegetarians. For example, vegetarians were more likely than non-vegetarians to use and trust unorthodox information sources and to hold universal values (e.g. 'equality'). The factors associated with meat consumption and four sets of health-related beliefs about meat and vegetarianism (Meat is Necessary, Vegetarianism Health Concerns and Appreciates Meat, Meat is Unhealthy, Health Benefits of Vegetarianism) were examined. Other (health and non-health) beliefs, barriers and benefits of vegetarianism were the most important factors overall to be associated with these beliefs and with meat consumption. Information sources were also associated (particularly orthodox, unorthodox, mass media, advertising, and social sources). Together, these results provided insight into how consumption of meat and plant foods might be influenced. Finally, the proportion of prospective vegetarians was gauged. Approximately 15% of non-vegetarians were found to hold similar beliefs about vegetarianism as vegetarians. Prospective vegetarians were distinct from vegetarians and the remaining omnivores. For example, they were less likely than the remaining omnivores to eat red meat as frequently or to be Anglo-Australian. The research suggested that a significant portion of the population is interested in vegetarian diets, but that certain barriers need to be overcome if this is to increase and lead to dietary change; in particular, the beliefs that vegetarian diets are nutritionally inadequate and that meat is essential for health. Tailored communications about how to prepare healthy, tasty vegetarian meals may also be useful. The results indicated the sources of food/nutrition/health information that may be most appropriate to disseminate such messages. Additionally, it was found that ethical (e.g. environmental, animal welfare) issues were linked to health and dietary behaviour. They may need to be more fully addressed by health professionals if the public is to obtain maximum benefit from plant-based diets, with minimum risk.

Outsourcing of corporate real estate has been growing significantly in Australia since the late 1990s. The main users of corporate real estate outsourcing services are large Australian companies, Federal and State governments and councils. The typical corporate real estate contract has a life of five years and deals with real estate assets of $200million in value for the smaller outsourcing arrangements and most often for corporations and governments real estate assets subject to an outsourcing contract over the $1billion mark in value. Despite the significant monetary value of corporate real estate outsourcing and the growing use of outsourcing to manage corporate real estate assets over the last decade, the academic literature and research in this field has been limited. The Australian academic literature in this field is virtually non existent. In particular, there has been little consideration and research as to what makes corporate real estate outsourcing successful. In discussion with industry practitioners, there was an industry need to research what makes corporate real estate outsourcing successful. Of particular interest to industry practitioners was the creation of a particular model or framework that could be used by practitioners of corporate real outsourcing to make decisions on how to implement an outsourcing contract. The research then has a key objective to develop an original outsourcing framework concerned with successful corporate real estate outsourcing that can be used by industry practitioners. This was the first research aim. The second research aim was to assess whether industry practitioners saw the framework as being useful for their day to day implementation of corporate real estate contracts.

The use of information technology (IT) in large hospitals is dynamic and multifaceted. Radio frequency identification (RFID) is a rapidly evolving technology that uses radio waves for data collection and transfer, without human involvement. As an acronym, RFID is used broadly for categorising technologies that use radio waves to automatically recognise objects and people. RFID’s ability to track signals and store data has made it a useful technology for many industry sectors, including health. During the 2000s, RFID technology, as an innovation, has been explored for improving the efficiency of workflows, thereby enhancing the quality of care in hospitals worldwide. Existing literature in this domain endorses RFID’s ability to track highvalue and frequently used equipment in emergencies, critical-care wards and operating theatre settings. This ability makes it attractive for resource-contrained big hospitals, where equipment is shared to limit costs. Moreover, its relative non-complexity when integrating with other clinical systems ensures its appeal to hospital administrators and information communication technology (ICT) operations. RFID was not easily adopted in large hospitals without contextual customisation. Difficulties in implementation ranged from the technology’s dynamic nature to staff reluctance, fearing disempowerment. In the Australian context, issues associated with RFID integration regarding legacy clinical systems and costs involved in large-scale implementation have made large hospitals often reluctant to consider RFID. At the beginning of this research investigation (in 2007), there were only a small number of minimally successful emerging cases reported in Australia involving large hospitals1. The aim of this project was to better understand the adoption of RFID technology in Australian hospitals.

There is an increasing demand for scientists to make the results of their research available for scrutiny by members of the public, and for scientists to demystify science. In response to this pressure, research organisations are adopting a variety of methods to communicate with the public. One approach taken by CSIRO in the mid 1990s was to build a multipurpose building, the Discovery Centre, which incorporated an exhibition, an education centre, and laboratories that featured floor to ceiling glass walls so visitors could view researchers at work. This sub-thesis documents the design phase of the Discovery building and looks at how the researchers feel about working in a ‘lab-in-view’ laboratory. It also addresses some aspects of internal communication between researchers in Discovery laboratories. The impact of being more or less in view of the public was identified as well as the role of increased contact for informal communication opportunities afforded by the convenient location of the cafe. Opportunities for further research are also identified.

Chronic diseases have increased dramatically in Australia and around the world over the past decade, causing pain, suffering, disability, psychosocial problems, early mortality and economic and public health crisis. However, many chronic diseases and conditions could be prevented with better evidence based and community based health promotion strategies. Guided by a philosophy of idealism, the aim of this thesis was to develop a community centred health promotion strategy to assist the improvement of health and the prevention of chronic disease in an Australian context. More specifically, the research was concerned with exploring the potentiality of statistical or epidemiological evidence and community collaboration as pathways to chronic disease prevention and improvement of health at an individual, community and system level. The research utilised a praxis paradigm and action research design over three stages. Stage One included in depth quantitative analysis of health and epidemiological data and addressed the question: What is the current evidence/knowledge about health status, determinants and inequalities in Victorian communities and the broader Victorian and Australian context? Stage Two involved qualitative participatory action research methods to engage a small group of community members from the Brimbank region of Melbourne (Victoria, Australia) in the community governance of health promotion and disease prevention. The questions addressed were: What are the benefits of community based health promotion and prevention? What ideas for health promotion action does the community have to offer? Stage Three involved a minor evaluation of the strategy as a whole and addressed the question: In what ways, can health evidence and community involvement in health promotion contribute to better health outcomes? Stage One identified various determinants that impact on health status and result in inequalities. Stage Two revealed six major benefits for community based health promotion and prevention and generated a number of useful ideas for health promotion action in the community. Stage Three showed positive evaluations by the participants and identified numerous indicators of success of the health promotion strategy as a whole.

Public health is a major factor that in reducing of disease round the world. Today, most governments recognise the importance of public health surveillance in monitoring and clarifying the epidemiology of health problems. As part of public health surveillance, public health professionals utilise the results of epidemiological analysis to reform health care policy and health service plans. There are many health reports on epidemiological analysis within government departments, but the public are not authorised to access these reports because of commercial software restrictions. Although governments publish many reports of epidemiological analysis, the reports are coded in epidemiology terminology and are almost impossible for the public to fully understand. In order to improve public awareness, there is an urgent need for government to produce a more easily understandable epidemiological analysis and to provide an open access reporting system with minimum cost. Inevitably, it poses challenges to IT professionals to develop a simple, easily understandable and freely accessible system for public use. It is not only required to identify a data analysis algorithm which can make epidemiological analysis reports easily understood but also to choose a platform which can facilitate the visualisation of epidemiological analysis reports with minimum cost. In this thesis, there were two major research objectives: the clustering analysis of epidemiological data and the geospatial visualisation of the results of the clustering analysis. SOM, FCM and k-means, the three commonly used clustering algorithms for health data analysis, were investigated. After a number of experiments, k-means has been identified, based on Davies-Bouldin index validation, as the best clustering algorithm for epidemiological data. The geospatial visualisation requires a Geo-Mashups engine and geospatial layer customisation. Because of the capacity and many successful applications of free geospatial web services, Google Maps has been chosen as the geospatial visualisation platform for epidemiological reporting.

The Telecommunications industry has undergone significant changes during the 1990's. In Australia, deregulation has strongly impacted upon organisations competing within the industry. Telstra, Australia's largest telecommunication company has been challenged to improve its organisational performance, increase its competitiveness and improve organisational effectiveness in order to manage change effectively. In response to global competition, political and economic changes Telstra has downsized to ensure that it survives and achieves value for all stakeholders. This study investigated: • what interventions Telstra used at the time of and following downsizing • whether these interventions were designed to ensure employee commitment and loyalty and staff satisfaction • current levels of commitment and loyalty at two Telstra Call Centres This study takes the form of both qualitative and quantitative research in the form of a comparative study between two Call Centres and analyses its impact upon call centre staff. A questionnaire was designed and distributed to employees in city and regional call centres. The results were discussed and analysed in reference to the current literature and extend upon the work done by Brockner (1992) and Cameron (1994) for example. This study will provide a valuable guide to all organisations planning large scale change and in particular will help Telstra to better plan their downsizing and change management programmes.

Outsourcing of Information Technology (IT) is a well-established part of Australian business. Offshore outsourcing of IT support and development is a critical and widespread part of the globalised Australian and other nations’ economies. In Australia, national organisations such as the National Australia Bank (NAB) and Australia’s largest telecommunication company, Telstra, continue to outsource work to outsourcing vendors – that is, obtaining goods and services from outside suppliers. It has long been thought that IT outsourcing is motivated primarily by cost cutting in the IT department but the latest trends suggest that outsourcing is more about improving usage of internal resources and service satisfaction. Authors Lee, J-N (2000) and Loh & Venkatraman (1992) argue that outsourcing IT functions to external service providers is done in order to acquire economic, technological and strategic advantage. In this thesis, it is proposed that the main driver for outsourcing IT has matured from being purely cost driven to one of strategic business practice.
