Full textThis thesis aims at describing the CIO role from the perspective of two interviews and the literature on the subject. Our research questions mainly focus on the actual work of a CIO and are answered by providing a framework on how to view the CIO and the influence of the CIO. Influence meaning both on business and IT strategy. We have answered what the CIO role implies and how it is used in different organizations. To do this we have scanned current literature and also conducted two interviews with CIO’s from completely different organizations and resources. A framework for understanding how the IT strategy and business strategy is linked with the CIO as a resource has been created and our interview findings are presented in this framework. We have also found that the CIO with little involvement in overall business strategy decisions has less influence on the IT strategy. This is ex-plained by the nature of the organization and the view of IT.
A CIO’s primary function could be to strategically align IT with business or to make sure that the IT systems runs flawless. These can be viewed as counterpoints but since the role today is changing from being operative to working more with strategic questions it is not a strange finding. The influence a CIO has in business strategy questions ranges from none to a lot, based on how the CIO role is defined by the organization. This is also well in line with the view of IT. When viewing IT as something that has the possibility to gain competitive advantage, IT gain more credibility, hence the CIO gains more influence on business strategy decisions. We also found that the CIO not only has the overall responsibility of IT in the organization, but also that s/he is supposed to work with questions of concern to the business. This forces the CIO to have an understanding of the end-customer, which in itself creates a better understanding for the business strategy. The CIO should work with questions that not only meet the current demand of the organization they support, but also future needs and potential opportunities where IT can be of specific interest.

Full textENGLISH ABSTRACT: The processes of monitoring, modelling and managing the water quality of a catchmerit system including all its unique complexities and interrelationships requires an innovative tool or set of tools to help water managers with their decision making. Numerous methods and tools have been developed to analyse and model the real world. However, many of these tools require a fair degree of technical expertise and training to operate correctly and their output may have to be translated or converted to meaningful information for decision-making using a further set of analytical and graphical display tools. A more appropriate technique for management would be to combine all these functions into a single system. The objective of this research was to develop one such tool, an integrated water quality information system (WQIS). A review of the literature revealed that there has been extensive research and development of tools for the management of individual aspects of water resource distribution, augmentation and quality. However, these tools have rarely been integrated into a comprehensive information system offering decision support to a wide variety of river users and managers. Many of the literature sources also noted that a process of interactive development and integration (i.e. including the intended users in the decision of which components to include, the interface design and the graphical display and output) was vital to ensuring the information system becomes an integral part of the users routine work and decision-making. The WQIS was developed using the recommendations from numerous knowledgeable persons in response to questionnaires, interviews and a prototype demonstration. It includes the results of hydrodynamic river and reservoir simulations and the ability to perform operational river scenario testing. However, the development process is continual and always evolving based on the current or local requirements of water managers. These further developments and research needs are discussed in more detail in the conclusion.
AFRIKAANSE OPSOMMING: Die proses om die waterkwaliteit van 'n opvanggebied, met al die unieke kompleksiteite en onderlinge verhoudings van so 'n stelsel te monitor, modelleer en bestuur, vereis 'n innoverende instrument om waterbestuurders te ondersteun in hul besluitnemings. Talle instrumente en metodes vir die ontleding en modellering van die werklikheid is reeds ontwikkel. Die gebruik van hierdie instrumente vereis gewoonlik 'n redelike mate van tegniese kundigheid en opleiding. Dit mag verder nodig wees om die uitvoer van sulke instrumente te vertaal en/of om te skakel na betekenisvolle inligting vir besluitneming deur die gebruik van bykomende analitiese en grafiese vertoon instrumente. 'n Meer toepaslike bestuurstegniek sou wees om al die funksies in 'n enkele stelsel te kombineer. Die doel van hierdie navorsing was om een so 'n instrument, naamlik 'n geïntegreerde waterkwaliteit inligtingstelsel (WQIS), te ontwikkel. 'n Hersiening van bestaande literatuur het getoon dat daar omvattende navorsing en ontwikkeling van instrumente gedoen is vir die bestuur van individuele aspekte van waterbronverspreiding, waterbronaanvulling en waterkwaliteit. Integrasie van hierdie instrumente, in 'n uitgebreide stelsel wat besluitnemingsondersteuning aan 'n verskeidenheid riviergebruikers en bestuurders bied, kom egter selde voor. Verskeie literatuurbronne het ook aangedui dat 'n proses van interaktiewe ontwikkeling en integrasie (m.a.w. in agname van die voorgenome gebruikers se behoeftes in die kense van komponente, die gebruiker raakvlak ontwerp en grafiese vertoon instrumente en uitvoer) noodsaaklik is om te verseker dat die inigtingstelsel 'n integrale deel word van die gebruiker se daaglikse roetine en besluitnemingsproses. Die WQIS is ontwikkel deur gebruikmaking van die insette en aanbevelings van verskeie kenners in reaksie op vraelyste, onderhoude en 'n demonstrasie van 'n prototype. Dit sluit in die resultate van hidro-dinamiese rivier en dam simulasies en die vermoë om operasionele rivier scenario ontledings uit te voer. Full textThe Internet was initially conceived to serve fix and sedentary usages, while current socio-technological trends clearly show that future Internet users will be increasingly mobile and nomadic. At present, the speed at which this evolution takes place and the inadequate management of access networks represent a major obstacle in the development of advanced services. To solve these problems and to meet the needs of mobile Internet, service providers need to master the needed capacity expansion in their backhauling network, otherwise the data traffic will clog their networks in the future. Next-generation network deployments promise to deliver higher bandwidth and speed, but they often imply high capital and operational expenditures. An alternative economically and technically viable way is represented by mobile data offloading solutions. These solutions can reduce the load on radio spectrum, on base stations and on backhauling network. The most commonly used offloading solutions are over small-networks and over Wi-Fi networks. In the same context, and in order to solve the problem of congestion in the cellular network, a new solution has emerged recently : Information Centric Networking for in-network caching that permits to minimize content access latency. The objective of this thesis is to study these new traffic and content offloading solutions in cellular networks while taking into account the mobility patterns and human behavior

Full textThe study aimed to determine the information security management challenges in information systems (IS). The human resources department (HRD) of a selected university of technology (UoT) was used as a case study to investigate employee appointment processes data and its security management challenges. The unit of study was the human resource infomation system (HRIS) as a form of IS. An interpretive case-study approach and questionnaires were employed to support data gathering. Information gathered and managed by HRD during and after an employee’s appointment is vital to the institution. The rationale for this study therefore eminated from ongoing concerns in respect of ineffective information security in organisations, resulting in substantial losses. From the literature reviewed a conceptual framework was developed and used to guide the data analysis and interpretation of data. The research findings were further used to validate the conceptual framework. This was done to create a general framework, whereby the conclusions and recommendations from the data analysis and information security practices could enhance information security management in human resource systems at a university of technology.

Full textAll vattenförvaltning kräver tillgång till data. Data behövs för att kunna fastställa t.ex. hur mycket vatten som finns och sannolikheten för stora översvämningar. De hårda hydro-meteorologiska data som normalt är tillgängliga har inte sällan en begränsad representativitet och påverkas av fel och osäkerheter. Dessutom är datainsamling nästan alltid resurskrävande och därför finns hårda data i begränsad utsträckning, eller inte alls, i stora delar av världen. Samtidigt har man under senaste decennierna fått tillgång till en oöverträffad – men lokal – mängd data i vissa områden. Spridningen av ny teknik har, tillsammans med integreringen av olika vetenskapliga metoder inom vattenförvaltning och praktik, påvisat värdet av mjuk information som potentiellt kan komplettera hårda data och förbättra möjligheterna till en god vattenförvaltning. Denna avhandling presenterar studier som belyser vilka möjligheter vattenförvaltningen har vid olika tillgång på hårda data och mjuk information. Först utvärderades vilka krav som kan ställas på hydro-meteorologiska data för att korrekt kunna beskriva nyckelprocesser som nederbörd och vattenföring vid bestämning av vattenresurser. Därefter utforskades möjligheterna att förbättra översvämningsberäkningar med hjälp av mjuk information från sociala medier och rörande mänskligt beteende. Resultaten gav riktlinjer för att bestämma värdet av hydro-meteorologiska data. Till exempel visades att information om nederbördens rumsliga fördelning inte förbättras nämnvärt vid en mätartäthet över 24 regnmätare per 1000 km2. Det relativa värdet av vattenföring visade sig också vara större än för nederbörd för att kalibrera hydrologiska modeller. Det visade sig att en befolknings minne av tidigare översvämningar påverkar effektiviteten hos tidiga varningssystem för översvämningar och deras möjlighet att begränsa skador. Slutligen har en ny metod föreslagits för att använda sociala medier för sannolikhetsberäkningar av översvämmade områden. Metoden visade sig leda till resultat som var jämförbara med traditionella metoder. Avhandlingens huvudsakliga bidrag till en integrerad vattenförvaltning är att öka förståelsen för vilka data som krävs för olika förvaltningsmål och vilka möjligheter som finns att utnyttja mjuk information för att effektivisera vattenförvaltningen göra den mer användbar för samhället.
La disponibilitat de dades és extremadament important per a la gestió de l’aigua. Sense dades no seria possible conèixer ni la quantitat d'aigua disponible ni la freqüència d’esdeveniments extrems. Les dades hidrometeorològiques normalment disponibles tenen una representativitat limitada, es veuen afectades per errors i incerteses i la seva recol•lecció requereix nombrosos recursos, cosa que produeix que moltes zones del món no estiguin adequadament monitoritzades. Així i tot, en les últimes dècades s’ha generat una quantitat de dades sense precedents però de manera localitzada. A més, la difusió de noves tecnologies, juntament amb la integració de diferents enfocaments han permès utilitzar una gran quantitat de dades “toves” per complementar i ampliar les possibilitats en la gestió de l'aigua. Aquesta tesi presenta estudis que aborden algunes de les oportunitats ofertes per les dades per a millorar la gestió de l'aigua. En primer lloc es va avaluar la quantitat necessària de dades hidrometeorològiques per estimar correctament processos clau per a la gestió dels recursos hídrics. En segon lloc es va explorar l'ús de fonts no tradicionals d'informació per millorar l'eficiència de la mitigació d'inundacions. Per exemple, es va identificar una densitat màxima de 24 pluviòmetres per 1000 km2 per estimar la distribució espacial de precipitació, per sobre de la qual les millores són insignificants. A més, es va observar que les dades d’escorrentia tenen un valor relatiu més gran per al calibratge de models hidrològics que les dades de precipitació. Pel que fa a la informació no tradicional, la memòria social d’anteriors inundacions es va identificar com un factor rellevant per a determinar l'eficiència dels sistemes d'alerta d'inundacions i, per tant, del seu potencial per mitigar danys. Finalment, es va proposar una nova metodologia per utilitzar informació provinent de xarxes socials per a realitzar estimacions probabilístiques d'extensió d’inundacions i es va demostrar el seu potencial per aconseguir resultats comparables als d’enfocaments tradicionals. Aquesta tesi aporta avenços significatius per a la gestió integrada de l'aigua mitjançant la millora de la comprensió de les necessitats de dades i de les oportunitats presentades per noves fonts d'informació. D’aquesta manera contribueix a una gestió de l'aigua més eficient i útil per a la societat.
La disponibilidad de datos es sumamente importante para la gestión del agua. Sin datos no sería posible determinar la cantidad de agua disponible o la frecuencia de eventos extremos. Los datos hidrometeorológicos normalmente disponibles tienen una representatividad limitada, son afectados por errores e incertidumbres y su recolección requiere de abundantes recursos, lo cual causa que muchas zonas del mundo no estén adecuadamente monitorizadas. En contraste, en las últimas décadas se ha generado una cantidad de datos sin precedentes pero de manera localizada. Además, la difusión de nuevas tecnologías, conjuntamente con la integración de distintos enfoques, ha permitido usar una gran cantidad de datos “blandos” para complementar y ampliar las posibilidades en la gestión del agua. Esta tesis presenta estudios que abordan las oportunidades ofrecidas por los datos para mejorar la gestión del agua. En primer lugar se evaluó la cantidad necesaria de datos hidrometeorológicos para estimar correctamente procesos clave para la gestión de recursos hídricos. En segundo lugar se exploró el uso de fuentes no tradicionales de información para mejorar la eficiencia de la mitigación de inundaciones. Por ejemplo, se identificó una densidad máxima de 24 pluviómetros por 1000 km2 para estimar la distribución espacial de precipitación más allá de la cual las mejoras son insignificantes. Además se observó que los datos de escorrentía tienen un mayor valor relativo para la calibración de modelos hidrológicos que el de los datos de precipitación. Respecto a la información no tradicional, la memoria social de inundaciones pasadas fue identificada como un factor relevante para determinar la eficiencia de los sistemas de alerta de inundaciones y, por lo tanto, de su potencial para mitigar daños. Finalmente, se propuso una nueva metodología para usar información proveniente de redes sociales para realizar estimaciones probabilísticas de extensión de inundaciones y se demostró su potencial para conseguir resultados comparables a los de enfoques tradicionales. Esta tesis aporta avances significativos para la gestión integral del agua a través de la mejora de la comprensión de las necesidades de datos y de las oportunidades presentadas por nuevas fuentes de información, contribuyendo a una gestión del agua más eficiente y útil para la sociedad.

Full textThe purpose of this qualitative study with a modified Delphi research design was to understand the reasons human resource (HR) leaders are slow to implement Cloud-based technologies and potentially identify how Cloud-Based Computing influences human resource management (HRM) and HR effectiveness, and potentially the overall performance of the organization. Business executives and HR leaders acknowledge the effect of technology on business processes and strategies, and the leader's influence on technology implementation and adoption. Cloud-Based Computing is fast becoming the standard for conducting HR processes and HR leaders must be prepared to implement the change effectively. Study findings revealed characteristics demonstrated by HR leaders successfully implementing cloud technology, best practices for successful implementation, factors championing and challenging Cloud-Based Computing adoption, and effects on HRM and organizational performance as a result of using Cloud-Based Computing. The outcomes of this study may provide the foundation of a model for implementing Cloud-Based Computing, a leadership model including characteristics of technology early adopters in HR, and identify factors impeding adoption and may assist HR leaders in creating effective change management strategies for adopting and implementing Cloud-Based Computing. Findings and recommendation from this study will enable HR professionals and leaders to make informed decisions on the adoption of Cloud-Based Computing and improve the effectiveness, efficiency, and strategic capability of HR.

Integrated HR Information systems have become prevalent in modern organisations. These systems promise operational efficiencies and competitive advantage. In order to deliver these benefits, the systems should be effectively utilised and perceived as a useful business tools. The utilisation and perceived usefulness of the HRIS could be influenced by quality of data it produces. The objective of this study was to investigate the impact of data quality on the utilisation and usefulness of the HRIS. The aim was to ensure that organisations realise their investments in HRIS. This would be achieved by improving qualities that ensures effective utilisation of HRIS. Moreover, the study sought to enhance the body of academic knowledge in HRIS as far data quality is concerned. Mixed research method was used to meet the objectives of the study. Survey research and qualitative interviews techniques were employed. Statistical and deductive analysis was applied to raw data in order to draw conclusions. The study found that data quality positively influence utilisation and usefulness of HRIS. Moreover, findings revealed that the HRIS was predominantly used for operational, rather than strategic tasks. HRIS data is also not generally perceived to be of poor quality. HR practitioners emphasise accuracy over other quality dimensions. Organisations that seek to maximise their investment in HRIS should implement data quality improvement initiatives. This will ensure that the system is effectively utilised and produces high quality information for decision-making. This could lead to competitive advantage. Further research could be undertaken to understand; success factors for HRIS data quality initiatives, determinants of HRIS user satisfaction, drivers for dedicated HRIS management roles and the impact of having HRIS manager among others.

Full textA laboratory information management system (LIMS) is central to the informatics infrastructure that underlies biobanking activities. To date, a wide range of commercial and open source LIMS are available. The decision to opt for one LIMS over another is often influenced by the needs of the biobank clients and researchers, as well as available financial resources. However, to find a LIMS that incorporates all possible requirements of a biobank may often be a complicated endeavour. The need to implement biobank standard operation procedures as well as stimulate the use of standards for biobank data representation motivated the development of Baobab LIMS, an open source LIMS for Biobanking. Baobab LIMS comprises modules for biospecimen kit assembly, shipping of biospecimen kits, storage management, analysis requests, reporting, and invoicing. Baobab LIMS is based on the Plone web-content management framework, a server-client-based system, whereby the end user is able to access the system securely through the internet on a standard web browser, thereby eliminating the need for standalone installations on all machines. The Baobab LIMS components were tested and evaluated in three human biobanks. The testing of the LIMS modules aided in the mapping of the biobanks requirements to the LIMS functionalities, and furthermore, it helped to reveal new user suggestions, such as the enhancement of the online documentation. The user suggestions are demonstrated to be important for both LIMS strengthen and biobank sustainability. Ultimately, the practical LIMS evaluations showed the ability of Boabab LIMS to be used in the management of human biobanks operations of relatively different biobanking workflows.

The fuel planning for U.S. Naval operations at sea is reactive and relies upon pen and paper calculations. Decisions on where and when to refuel are complex and need a Decision Support System (DSS) to help planners maximize the benefits of the limited fuel resource. This thesis defines requirements and outlines a feasible design to develop a Naval Fuel Management System (NFMS). The variables that fuel planning rely upon are not just ship course and speed, but also the weather at the time a ship travels through a particular area. The most efficient plant configuration plays a factor in the fuel plan as well. Additionally, there are numerous ports and oilers available at any given time. Up-to-date accurate weather forecast databases are available, predicting currents and winds, which will affect the ship in the future. Fuel burn charts have been developed for each ship class outlining the most efficient plant configuration for given speeds. Transportation analysis has shown that an optimal path exists for this class of complex problems. By combining these technologies into one system, an application can be developed to accurately plan fueling operations in the future, making Navy refueling more efficient.

Full textEmpowering citizens to comprehend complex environmental issues affecting their daily lives is essential to sustaining a healthy and informed public. The work of many environmental nongovernmental organizations (ENGOs) and institutions of higher education (IHEs) center around helping their stakeholders become informed of, and in turn, better understand complex environmental problems. However, providing individual stakeholders with knowledge about environmental issues that is easily accessible and understandable represents a recurring challenge in today's society. As a result, a gap continues to exist between that which is known about environmental problems and the public's awareness and understanding of those issues. Arsenic contamination of drinking water from privately owned groundwater wells in rural areas of the southwest the United States is one such environmental issue, which is the focus of this research project.
Results from this study demonstrate that an Internet-based GIS application represents a promising tool for informing stakeholders of selected water quality issues and helping stakeholders comprehend the scope of arsenic found in drinking water in rural areas. Specifically, findings from this research suggest that the interactive environment of an Internet GIS is an easy to use technology that facilitates the visualization of arsenic water quality impairment in an accessible format for stakeholders. Feedback from ENGO and IHE professionals (who were the target population in this study) indicated that an Internet GIS application, such as the one used in this project, represents one method to inform stakeholders of drinking water quality issues. This, in turn, contributes to reducing the gap between known scientific information about environmental issues and stakeholder knowledge of the facts and consequences associated with those concerns.
Results from this study inform an important initial step in reducing the knowledge gap (i.e., determining ENGO and IHE professionals' perspectives about the value of use of an Internet GIS for engaging with public stakeholders), leading to the subsequent task of ensuring that public stakeholders are aware of the opportunities to use Internet GIS to become more informed about water quality issues. To advance the findings from this project, additional research is needed to further clarify best practices that ENGO and IHE professionals may employ to disseminate an easily accessible Internet GIS for water quality from rural, unregulated sources. Additional need exists to gather and compare the perceptions of stakeholders with the perspectives of ENGO and IHE professionals to best clarify the use of Internet GIS as a tool to disseminate unregulated drinking water quality information to rural water users.
