SummaryThis article is part of the Focus Theme of Methods of Information in Medicine on the German Medical Informatics Initiative. Funded by the German Federal Ministry of Education and Research with about 150 million Euro in its currently starting development and networking phase this initiative has already a significant impact on the development of health information systems in Germany. In this Focus Theme two editorials introduce this initiative, one from the viewpoint of its funding institution and one from the initiative’s accompanying institutions. Then the initiative’s four consortia DIFUTURE (Data Integration for Future Medicine), HiGHmed (Heidelberg-Göttingen-Hannover Medical Informatics), MIRACUM (Medical Informatics in Research and Care in University Medicine), and SMITH (Smart Medical Information Technology for Healthcare) present their concepts and plans. For better readability their manuscripts all contain three major sections on governance and policies, on architectural framework and methodology, and on use cases. As the German Medical Informatics Initiative is a large national experiment, we are convinced that communicating on this initiative already at this early stage to an international audience is of importance.

Purpose The purpose of this paper is to explore, identify and gain insight into factors related to electronic records and information management (e-RIM) issues and their influence on the implementation of e-RIM initiative in military service in Malaysia. This exploration was conducted via a literature review and case study. Design/methodology/approach This study adopted a qualitative approach and used a case study involving two army departments in Malaysia. Interviews triangulated by document content analysis and observations were used for data collection. The data were analysed using a directional content analysis approach. Findings This study reveals that people, organizations, technology and processes are the interrelated contexts underlying e-RIM issues which inevitably influence the implementation of e-RIM initiatives. Competency and leadership, governance structure, culture and strategic planning, technology development and record-keeping process are the main factors impacting such efforts, in turn forming potential obstacles for organizations implementing such initiatives. Research limitations/implications The research approach and design adopted and the sample size were insufficient for generalization of the findings. Practical implications This study shows that e-RIM initiatives pose greater challenges related to various issues that cause difficulties in improving and implementing the initiative. Thus, it is crucial for organizations to ascertain and comprehend the factors that influence e-RIM initiatives prior to formulating strategies and approaches in addressing those factors, which would in turn affect the implementation of e-RIM initiatives. Originality/value This study provides insights into the fundamental factors embracing the e-RIM issues which influence the initiatives, and thereby fosters further discussion and research in the subject matter in Malaysia.

A senior management committee sets the direction for the organization by establishing strategic initiatives. A common theme across all strategic initiatives is the requirement to make management decisions and thus the pre-requisite of possessing the necessary data and information. This manuscript discusses two strategic initiatives relating to the recognition of data and information as a valuable resource. One initiative relates to structure and the establishment of a leadership role, in the form of a Chief Information Officer (CIO) position, to facilitate the exploitation of information technology. Another initiative involves the radical improvement of business processes through the implementation of a cross-functional integrated information system, in the form of an Enterprise Resource Planning (ERP) system. Both of these initiatives of leadership and processes, championed by all the members of the senior management committee, are necessary for the future operation of the business and to contribute to establishing and maintaining competitive advantage.

The paper reports a study that investigates the use of enterprise modeling empirically in eight combined process change and information technology initiatives. The paper targets a need in academia and industry for knowing more about enterprise modeling in practice. The authors identify five different types of modeling initiatives by analyzing how each case combines the use of ICT, the main focus of process change, and the objectives of modeling. They identify and compare the reported benefits of enterprise modeling in each type of initiative. The authors conclude that to be able to give a qualified answer to executive management on the potential benefits of an enterprise modeling initiative, it is beneficial to identify the type of initiative in question.

The paper aims to introduce and clarify automatic exchange of tax information as a global and European Union initiative in order to curb tax evasion via cross-border tax avoidance, along with aggressive tax competition. It investigates the role of Organization for Economic Cooperation and Development (OECD) which developed Common Reporting Standard (CRS) and endorsed it in 2014. CRS is a framework for automatic exchange of tax information with the purpose to promote cooperation among various jurisdictions. For EU Member States, CRS is transposed by the amended EU Directive on Administrative Cooperation (DAC2). Bulgaria as a member state has transposed the Directive in the national law. This study examined automatic exchange of tax information (AETI) from Bulgarian perspective – historic development, legal framework, responsible and competent authorities and application of DAC2 and expectations for newly approved DAC3. In the study, Bulgarian financial institutions (banks) are examined, implementation status and how the challenge of AETI, including client information and data protection, are addressed. Primary data for banks are collected from publicly available sources (website of the respective bank), as company websites of top 5 Bulgarian banks were examined for information related to automatic exchange of financial information/tax information. Results show that major Bulgarian banks, within First Group in terms of assets, are initiating the process, internal due diligence and preparation for the new reporting requirements. General conclusion is that currently there are some critical issues to be addressed, new DAC3 might introduce higher challenges, as practical guidance is the solution.

The implementation of Information Technology (IT) in the daily management and administration is a very crucial and essential move for every organization nowadays. The implementation of IT in a waqf institution could help to ease as well as enhances the level of efficiency and effectiveness of the management team, especially when dealing with waqf property management. Studies that, as to date, waqf institutions in Malaysia still lack in the use of IT especially in managing the waqf property. The problems often arise in waqf property management such as information of waqf property is not centralized, data are unstructured and difficulties in data retrieval which caused it to be time consuming and inefficiency in the overall waqf property management. Thus, the implementation of an information system to manage the waqf property by the waqf institution is very crucial in ensuring the competitiveness of the organization. As part of the e-Waqf property management initiative, this study was conducted to assess the waqf institution readiness towards e-Waqf property management initiatives. A qualitative method using a case study design with a semi-structured interview has been conducted with a representative from a waqf institution in Malaysia. Assessment from the elements of readiness which focus on IT infrastructure shows a good level of readiness by the top management towards the e-Waqf property management initiative. However, the systems and communication element shows a low level of readiness. Results from this study could contribute to the e-Waqf property management readiness among the waqf institution as one of the push factors that will change the way waqf property is managed in every waqf institution. Hence, this will lead to the optimally utilized of waqf property for the benefits of the Ummah in the future.

This paper will describe the efforts and findings of the JISC Data Management Skills Support Initiative (‘DaMSSI’). DaMSSI was co-funded by the JISC Managing Research Data programme and the Research Information Network (RIN), in partnership with the Digital Curation Centre, to review, synthesise and augment the training offerings of the JISC Research Data Management Training Materials (‘RDMTrain’) projects.DaMSSI tested the effectiveness of the Society of College, National and University Libraries’ Seven Pillars of Information Literacy model (SCONUL, 2011), and Vitae’s Researcher Development Framework (‘Vitae RDF’) for consistently describing research data management (‘RDM’) skills and skills development paths in UK HEI postgraduate courses.With the collaboration of the RDMTrain projects, we mapped individual course modules to these two models and identified basic generic data management skills alongside discipline-specific requirements. A synthesis of the training outputs of the projects was then carried out, which further investigated the generic versus discipline-specific considerations and other successful approaches to training that had been identified as a result of the projects’ work. In addition we produced a series of career profiles to help illustrate the fact that data management is an essential component – in obvious and not-so-obvious ways – of a wide range of professions.We found that both models had potential for consistently and coherently describing data management skills training and embedding this within broader institutional postgraduate curricula. However, we feel that additional discipline-specific references to data management skills could also be beneficial for effective use of these models. Our synthesis work identified that the majority of core skills were generic across disciplines at the postgraduate level, with the discipline-specific approach showing its value in engaging the audience and providing context for the generic principles.Findings were fed back to SCONUL and Vitae to help in the refinement of their respective models, and we are working with a number of other projects, such as the DCC and the EC-funded Digital Curator Vocational Education Europe (DigCurV2) initiative, to investigate ways to take forward the training profiling work we have begun.

Aim/Purpose: This study aimed to examine the relationships among compatibility, relative advantage, complexity, IT Infrastructure, security, top Management Support, financial Support, information Policies, employee engagement, customer pressure, competitive pressure, information integrity, information sharing, attitude toward adopting technology factors, and CRM adoption Background: Customer relationship management (CRM) refers to the use of the process, information, technology, and people for the management of the interactions between the organization and its customers. Therefore, there is a need for SMEs to implement CRM practices in their businesses for competitive advantage. However, in developing nations, the adoption rate of such practices remains low. This low rate may be attributed to the lack of important factors that guide CRM adoption, and as such, the present study attempts to investigate the factors affecting CRM adoption in Palestinian SMEs. This paper used the Diffusion of Innovation Theory (DOI), Resource-Based View (RBV), and Technology, Organization, and Environment Framework (TOE) framework to identify the determinant factors from the technological, organizational, environmental, and information culture perspectives. Methodology: This study uses a quantitative approach to investigate the relationships between the variables. A questionnaire was designed to collect data from 420 SMEs in Palestine. 331respondents completed and returned the survey. The Partial Least Square-Structural Equation Model (PLS-SEM) approach was used to assess both the measurement and structural models. Contribution: This study contributes to both theory and practitioners by providing insights into factors that affect CRM adoption in Palestinian SMEs, which did not explore before. Future research suggestions are also provided. Findings: The results of the study prove that the adoption of CRM depends on compatibility (CMP), security (SEC), top management support (TMS), information policies (INP), financial resources (FR), employee engagement (EEN), competitive pressure (COP), customers pressure (CUP), attitude toward adopting technology (ATA), information integrity (INI), and information sharing (INS). Surprisingly, complexity (CMX), IT infrastructure (ITI), and relative advantage (RLA) do not play any role in CRM adoption in Palestine. Recommendations for Practitioners: This study provides practitioners with the important factors for CRM adoption upon its successful implementation in the context of Palestinian SMEs. Business process re-engineering (BPR) was presented as the key to successful organizational transformation in the early 1990s. In this paper we examine a BPR initiative at a medium-sized UK building society in order to explore whether BPR succeeded or failed and to place BPR within the wider context of an organization facing a merger. The study describes the development of a novel BPR methodology which combines both hard and soft modelling approaches and reveals a degree of success in terms of process modelling and gaining consensus on process content and faults. However, two more far-reaching initiatives served to drain away support from the BPR effort: a parallel organizational analysis undertaken by an external consultancy and the hidden (although rumoured) merger talks with a larger partner. Therefore it is inappropriate to view BPR as an isolated, strategic initiative when, in practice, it may be one of several competing change activities vying for support within a changing organizational context. The paper concludes by presenting a model of concurrent dynamics which helps to explain why BPR lost momentum.

First, it aims at reconciling the literature on creating shared value (CSV) with the one on cluster development, searching for complementarities and similarities. Second, it aims at understanding the role of cluster development in CSV. For these reasons, the authors operationalized the general idea of cluster development with the widely accepted concept of cluster initiatives, i.e. systematic efforts aimed at cluster development. The authors focused on exploring the process of launching and supporting local cluster initiatives through empirical evidence. In particular, the authors aimed at analyzing how a CSV strategy can be defined and developed when adopted within a cluster initiative.Design/methodology/approachThe research draws on a critical review of the literature focusing on CSV and on a conceptual reconciliation between the literature on the CSV ecosystem with the one on clusters, and more specifically on those initial cluster initiatives. The authors relied on an exploratory case study of an Italian cluster initiative in CSV, i.e. the Science and Innovation Food District (SIFooD) cluster promoted by Whirlpool. Thanks to the richness and great availability of information about the case, this study primarily relied on the use of secondary data.FindingsThe case of SIFooD has highlighted how Whirlpool promoted the cluster initiative within its CSV framework to achieve sustainable and collaborative innovation in food waste prevention and, conversely, how SIFooD enhanced CSV of its cluster members. To arrange its network development process, SIFooD has implemented all the elements that prior literature has considered fundamental for launching and supporting a successful cluster initiative. On the other hand, SIFooD was able to adopt a collective-impact approach, implementing the five elements needed in its ecosystem to create shared value. Moreover, thanks to all the activities comprised in the SIFooD cluster initiative, shared value was actually created.Research limitations/implicationsThe present paper has some limitations. First of all, the empirical analysis focuses only on one cluster initiative; thus, cross/comparative analyses with other cluster initiatives may illuminate the findings better. Second, the authors relied on a very recent cluster initiative in a particular field (food waste prevention) and in one specific institutional context (Italy); thus, data may suffer from temporal, industrial and geographical biases.Originality/valueLiterature on the border between CSV and clusters is still in its infancy and almost nothing is known about their relationship, despite them being intimately related since the inception of this field. The paper qualifies for a very first attempt to understand how firms promote clusters, through cluster initiatives, for the sake of CSV and how clusters may enhance CSV of firms.

The emergence of building information modeling (BIM) methodology requires the training of professionals with both specific and transversal skills. In this paper, a project-based learning experience carried out in the context of a project management course at the University of Extremadura is analyzed. To that end, a questionnaire was designed and given to students who participated in the initiative. Results suggest that BIM can be considered a virtual learning environment, from which students value the competences developed. The emotional performance observed was quite flat. Similarly, students valued the usefulness of the initiative. Students expressed a desire for the methodological change of the university classes, and thought that BIM methodology could be useful for other courses. The results obtained show a line of work to be done to improve the training of students and university teaching.

This article provides theoretical and empirical insights into the effects of transparency on civil society empowerment by analyzing the Extractive Industries Transparency Initiative (EITI) in Myanmar. It identifies three processes through which the EITI (dis)empowers civil society: constituting, using, and debating transparency. Whereas most transparency literature focuses on the effects of information disclosure—( using transparency)–the empowering effects of constituting and debating transparency are, for the EITI in Myanmar, much greater. While civil society organizations (CSOs) hardly use the EITI report as it lacks actionable information, the EITI has given CSOs a previously unimaginable role through their involvement in designing and implementing the EITI—i.e., in constituting transparency—and in EITI-related awareness-raising activities and debates, or debating transparency. Though in unequal ways, the processes of constituting and debating transparency empower CSOs to request, collect, and use more actionable information than through the EITI alone. This article argues that transparency initiatives could benefit from focusing attention on not only what information to disclose but also through which processes.

Design/methodology/approach The authors discuss how they used the case study method to collaborate with multiple stakeholders from across their university to establish an IR to support the University’s vision plan. Findings The authors found through strong relationship building and consistent outreach that they could launch a successful IR while enhancing the scholarly profile of their university faculty. Originality/value The authors contend that they have not exceeded the up to 20% overlap is okay according to Emerald’s originality policy.

Purpose – The purpose of this paper is to describe the Electronic Theses and Dissertations program implemented and managed by the Indiana State University since 2009. The paper illustrates issues relating to the background, policies, platform, workflow and cataloging, as well as the publication and preservation of graduate scholarship. Design/methodology/approach – The authors examined many aspects of the Electronic Theses and Dissertations program and addressed issues dealt before, during and after the publication of the electronic theses and dissertations collection. The approaches the authors utilized are literature review and personal management experience from working on the program. Findings – Implementing an Electronic Theses and Dissertations program involves providing a series of management services. These services include developing relevant policies, implementing an archiving and publication platform and creating submission and publishing workflows, as well as cataloging, disseminating and preserving the student collection. Openly publishing the collection through a range of access points significantly increases its visibility and accessibility. Adopting several archival and preservation strategies ensures the long-term readiness of the collection. Originality/value – This paper will provide useful practices for implementing an ETD program to those institutions new to the ETD initiative process. It also contributes to the current body of literature and to the overall improvement of ETD programs globally.

In 1988 Inverclyde Royal Hospital became the pilot site for the resource management initiative in Scotland. Real benefits have been achieved through the implementation of an information system which allows doctors to closely monitor every aspect of health care in the hospital, enabling them to continually reassess and evaluate their own work. The ability of doctors to use the clinical information system to fulfil operational requirements, such as the production of automated discharge summaries, whilst supporting the medical audit process through the same dataset has been a major achievement. Within the hospital the creation of an ‘information flow’ has been helpful to all clinical and medical records staff and at the same time has produced patient based information to support the management process. The availability of over four years of fully costed activity data is a considerable advantage for the Unit as Trust status approaches.

In this contribution, we explore the tensions that seem inherent in the claim that transparency policies “empower” the users of disclosed information vis-àvis those who are asked to provide the information. Since these tensions are particularly relevant in relation to voluntary disclosure, our analysis focuses on the Global Reporting Initiative (GRI) as the world's leading voluntary corporate non-financial reporting scheme. Corporate sustainability reporting is often hailed as a powerful instrument to improve the environmental performance of business and to empower societal groups, including consumers, in their relations with the corporate world. Yet, our analysis illustrates that the relationship between transparency and empowerment is conflictual at all four levels of activity examined in this article: in the rhetoric and policies of the GRI as well as in the actual reporting practice and in the activities of intermediaries in response to the organization's disclosure standard.

Digital innovation changes industry as a whole, and gradually also the port sector. The present article examines in detail 32 information and communications technology (ICT) innovation cases collected between autumn 2013 and spring 2015. Leading actors along the maritime supply chain were asked to indicate the importance and to assess the degree of the success achieved in each ICT innovation initiative, to identify the driving forces behind the adoption of innovation and to denote the associated costs and benefits. This input allows identifying the barriers of digital innovation from initiation through to implementation, as well as assessing the impact of facilitators of ICT innovation. To do this, the present research combines four quantitative instruments. The added value of this combined approach is a deeper understanding of the digital innovation process within the port sector. The research firstly indicates that alignment exists between company strategies and success degrees in the port sector, in contrast to non-ICT initiatives. The ICT innovation initiatives are also profit driven. Secondly, the port sector should be more open to disclose cost and benefit information and should conduct more such analyses. Next, there are conditions that improve the degree of success. Overall, terminal alignment with the right ICT infrastructure proves key. However, too many divergent interests among the stakeholders entail that digital innovation challenges the ability to cooperate. An important finding is regulation was not identified as a barrier nor as a facilitator.

Most countries have defined strategies for e-government. The objectives for implementing e-government are often defined but the means for fuelling the adoption and diffusion of e-government are typically less well clear in the policy statements. The present study assesses the impact of latest Danish initiative implemented to stimulate e-government adoption. The e-Day initiative simply yet powerfully states that ‘one governmental authority has the right to demand that its communication with another authority must be in electronic format’ which is expected to create ripple effects both internally and externally. The e-Day initiative represents a drastic change in the former policy statements concerning IT adoption and diffusion in Danish government. The policy statements had previously been based on voluntary adoption focusing on visions and pedagogical intervention in governmental agencies, but the e-Day initiative marked a departure from that strategy and the carrot has been exchanged by the whip, and the voice is imperative.
