This thesis provides a brief history of the Corporate Information Management (CIM) initiative, and initiative and includes a summary of the methodology being employed to complete the initiative. The focus of this thesis is on the alternative cost models that are available to the Department of Defense (DoD), and the information requirements for each of them. The cost models reviewed include: actual, normal, standard, variable, cost-volume-profit analysis, and job order. Advantages and disadvantages of each of these models is discussed. In addition, the current DoD implementation of unit costing is ·also discussed and compared and contrasted to the alternative models that exist.

A model is needed that strikes a balance between the need to invest in technology and the ability to manage the information that originates from the use of those technologies, as well as to measure with greater precision the generation of IT value through the use of quality information and user satisfaction, using the technologies that make it possible for the information to reach them to be used in their daily work.

Abstract:
In 1996 the Howard Government came to power in Australia. At that point in time the commonwealth budget was in significant deficit, the economy was weak and there was significant commonwealth debt. To address these issues the Howard Government moved to implement several cost savings and income generating projects began under the outgoing ALP government. In addition, part of the Howard reforms was the move toward the private side in the public / private mix in the delivery of government services. One of the high profile and significant projects was the outsourcing of the commonwealth public sector Information and Communications Technology (ICT) delivery. It was called the IT Initiative and was managed by the Minister for Finance, the Honourable Mr Fahey. Mr Fahey had earlier attempted significant outsourcing projects whilst in NSW government; at one time Mr Fahey was NSW Premier. The intent of the IT Initiative as policy was to achieve better and more cost effective ICT services for the commonwealth. This research reviews the efficacy of the IT Initiative. Under the Westminster system, governments can implement government policy as approved by the parliament. However not all policy is reviewed by the parliament. In this case the IT Initiative was part of the Howard pre-election policy and therefore was considered 'mandated' by the electorate. Irrespective of this approval, was the IT Initiative supported by the research at the time and did the IT Initiative and its implementation make sound business sense when compared to the research and models and in particular effectiveness, efficiency and economy. This thesis will review the IT Initiative using both static and dynamic models using Transaction Based Economics (TCE). Both models will support the view that the IT Initiative as practiced was a relatively high risk strategy. The thesis will utilise TCE and risk management to develop a risk profiling model for ICT with effectiveness, efficiency, economy as the three dimensions. Finally, the risk-profiling model, while based on earlier modelling, provides a new insight into the issue of centralising versus decentralising of government operations especially as these approaches relate to novel technological applications across various departments.

Abstract:
Researchers in various business disciplines use the event study methodology to assess the market value of firms through capital market reaction to news in the public media about the firm's activities. Capital market reaction is assessed based on cumulative abnormal return (sum of abnormal returns over the event window). In this study, the event study methodology is used to assess the impact that two important information technology activities, Internet security breach and ecommerce initiative, have on the market value of firms. While prior research on the relationship between these business activities and cumulative abnormal return involved the use of regression analysis, in this study, we use decision tree induction and regression.For the Internet security breach study, we use negative cumulative abnormal return as a surrogate for damage to the breached firm. In contrast to what has been reported in the research literature, our results suggest that the relationship between cumulative abnormal return and the independent variables for both the Internet security breach and ecommerce initiative studies is complex, often involving conditional interactions between the independent variables. We report that the incomplete contract theory is unable to effectively explain the relationship between cumulative abnormal return and the organizational variables. Other ecommerce theories provide support to the findings from our analysis. We show that both attack and firm characteristics are determinants of damage to breached firms.Our results revealed that the use of decision tree induction presents additional insight to that provided by regression models. We illustrate that there is value in using data mining techniques to study the market value of e-commerce initiative and Internet security breach and that this approach has applicability in other domains and that Decision Tree can enhance the event study methodology.We demonstrate that Decision Tree induction can be used for both theory building and theory testing. We specifically employ Decision Tree induction to test and enhance ecommerce theories and develop a theoretical model for cumulative abnormal return and ecommerce. We also present theoretical models for Internet security breach and damage to the breached firm. These models can be used by decision makers in Internet security and ecommerce investments strategic formulations and implementations.

Abstract:
The Strategic National Stockpile (SNS) is a program that provides medical countermeasures during a public health emergency. A public health emergency can be a natural or man-made disaster, an act of terrorism, or a pandemic. The Cities Readiness Initiative (CRI) was created to help the nation’s largest metropolitan regions develop the ability to provide SNS life-saving medications in the event of a large-scale bioterrorist attack or naturally occurring disease outbreak. To address the risks associated with a public health emergency the Center for Disease Control and Prevention (CDC) requires a comprehensive emergency response plan for distributing SNS/CRI materials quickly and efficiently. The Fulton County Department of Health and Wellness (FCDHW) is tasked with responsibility for distributing and dispensing of SNS/CRI medical assets delivered during a public health emergency. FCDHW is also tasked with the development of a comprehensive response plan. Past TAR scores revealed that passing SNS/CRI audits has been a challenge for FCDHW. A case study was conducted to note if the development of an information management system could facilitate successful future SNS/CRI audits. A needs assessment revealed that an information management system for emergency preparedness and response compliance was needed. Microsoft SharePoint 2007 was used to develop the information management system. SharePoint contains a secure document repository that linked the work products of all relevant internal and external stakeholders and revealed compliance deficiencies early enough to allow for corrective actions. The result was a passing TAR score that was a 59 point increase from the last published score.

Abstract:
The storage vendors have their own standards for the management of their storage resources but it creates interoperability issues on different storage products. With the recent advent of the new protocol named Storage Management Initiative-Specification (SMI-S), the Storage Networking Industry Association (SNIA) has taken a major step in order to make the storage management more effective and organized. SMI-S has replaced its predecessor Storage Network Management Protocol (SNMP) and it has been categorized as an ISO standard. The main objective of the SMI-S is to provide interoperability management of the heterogeneous storage vendor systems by unifying the Storage Area Network (SAN) management, hence making the dreams of the network managers come true. SMI-S is a guide to build systems using modules that ‘plug’ together. SMI-S compliant storage modules that use CIM ‘language’ and adhere to CIM schema interoperate in a system regardless of which vendor built them. SMI-S is object-oriented, any physical or abstract storage-related elements can be defined as a CIM object. SMI-S can unify the SAN management systems and it works well with the heterogeneous storage environment. SMI-S has offered a cross-platform, cross-vendor storage resource management. This thesis work discusses the use of SMI-S at Compuverde which is a storage solution provider, located in the heart of the Karlskrona, the southeastern part of Sweden. Compuverde was founded by Stefan Bernbo in Karlskrona,Sweden. Just like all others leading storage providers, Compuverde has also decided to deploy the Storage Management Initiative-Specification (SMI-S) to manage their Storage Area Network (SAN) and to achieve interoperability. This work was done to help Compuverde to deploy the SMI-S protocol for the management of the Storage Area Network (SAN) which, among many of its features, would create alerts/traps in case of a disk failure in the SAN. In this way, they would be able to keep the data of their clients, safe and secure and keep their reputation for being reliable in the storage industry. Since Compuverde regularly use Microsoft Windows and Microsoft have started to support SMI-S for storage provisioning in System Center 2012 Virtual Machine Manager (SCVMM), this work was done using the SCVMM 2012 and the Windows Server 2012.The SMI-S provider which was used for this work was QNAP TS- 469 Pro.

Abstract:
The thesis tried to understand how renowned open data initiatives work, and give an attempt to investigate the relations between actors in an open data ecosystem. This was with ambitions to understand managerial approaches open data initiatives have adopted, to develop an understanding of actions and relations; where, how and whom initiatives support and facilitate. This is understandably of concern as not all open data initiatives reach a point where they have managed to bring about valuable impacts. The underlying assumption here is that it is difficult to visualise where and how open data can be beneficial, as such governmental open data initiatives remain stagnant with a limited understanding of strategies to adopt. The method of approach has been semi-structured interviews with international governmental open data officials. The findings suggest that open data management remarkably consist of approaches that are user-orientated and aim for governmental data management capacities. These two measures combined can instigate greater interaction between data users and publishers, which subsequently uncovers degrees of uncertainty and aids in building an open and digital system. Furthermore, the initiatives focus heavily on building awareness and consequently demonstrating value. It is crucial for open data initiatives to build momentum in activities through informing, teaching and engaging data users and publishers. Their end target is to demonstrate value for both sharing and using data. Certain risk is still inherent in opening up data, with that it is recommended to start small and safe - to build on small projects, observe outcomes, and then take directions.

Abstract:
Information systems (IS) projects are complex and costly, but only a 3rd of IS projects are successful; the Standish Group reported that 32% of IS projects were successful in 2012. Although investments in research have led to improvements in practice, there is a general perception that management failures are responsible for the low rate of IS project success. The effects of initiating factors on project outcome had not been sufficiently explored; few IS researchers have explored the initiation phase. The purpose of this grounded theory study was to explore project initiation factors, including relational, as well as decision-making aspects, and how they might be addressed to enhance the possibility of success. The research questions were oriented at identifying key initiation factors, how they might be managed to promote project success, and how decision-making factors at initiation might facilitate project success. A conceptual framework consisting of chaos theory and Ashby's law of requisite variety was used. Purposive and snowballing sampling techniques were used, and 24 IS managers and project managers were interviewed. A 3-stage data analysis approach was used and included open coding, focused coding, and theoretical coding. Key themes identified included project governance and management, as well as stakeholder engagement. The emergent theory of IS project initiation indicated that the factors represented by the themes must be identified during initiation but implemented throughout the project lifecycle to ensure project success. Positive social change may be realized as IS managers, and project managers apply the findings and recommendations to achieve project success and avoid costly failures thus benefiting both companies and customers.

Abstract:
As technology and organizations continue to increase in complexity, a willingness to implement change management strategies for Internet technology (IT) change initiatives is necessary in a healthcare setting. This multiple case study explored change management strategies that 3 hospital administrators at 3 different hospitals in the southeast region of the United States used to guide organizational IT change activities to avoid waste and increase profits. The conceptual framework for this study was Lewin's organizational change model and Kanter's theory of structural empowerment. Data were collected using semistructured interviews and a review of hospital documentation from the 3 hospitals. The data analysis process was completed by transcribing the interview recordings and coding the data using a codebook and data-management software. Themes that emerged from data analysis included strategies to increase digitization in all areas, improve communication with IT personnel, provide ongoing training, and encourage the gradual adoption of technology. The implications of this study for positive social change include the potential to provide hospital managers with successful strategies related to the use of IT in hospitals to facilitate improved patient care and community well-being.

Strategic information systems security initiatives have seldom been successful. The increasing complexity of the business environment in which organizational security must be operationalized presents challenges. There has also been a problem with understanding the patterns of interactions among stakeholders that lead to instituting such an initiative. The overall aim of this research is to enhance understanding of the issues and concerns in shaping strategic information systems security initiative. To be successful, a proper undertaking of the content, context and process of the formulation and institutionalization of a security initiative is essential. It is also important to align the interconnections between these three key components. In conducting the argument, this dissertation analyzes information systems security initiatives in two large government organizations – Information Technology Agency and Department of Transportation. The research methodology adopts an interpretive approach of inquiry. Findings from the case studies show that the strategic security initiative should be harmonious with the cultural continuity of an organization rather than significantly changing the existing opportunity and constraint structures. The development of security cultural resources like security policy may be used as a tool for propagating a secure view of the social world. For secure organizational transformation, one must consider the organizational security structure, knowledgeability of agents in perceiving secure organizational posture, and global security catalysts (such as establishing trust relations and security related institutional reflexivity). The inquiry indicates that strategic security change would be successful in an organization if developed and implemented in a brief yet quantum leap adopting an emergent security strategy in congruence with organizational security values.

The issue of environmental sustainability is rising nowadays, which made the organisations to survive the planet. Accordingly, the governments are giving support to organisations for taking steps to achieve the environmental sustainability. To achieve the environmental sustainability, it is needed to bring change in organisations. Besides, Information Technology plays a significant role to develop novel processes and technologies to control the environmental loads for achieving environmental sustainability. This study is based on three mainstay concepts: Change Management, Green IT, and Organisational Culture. This research is intended to identify Green IT initiatives to achieve the environmental sustainability through change management and organisational culture in the organisations. A change management model is ultimately presented in the analysis, which describes the process of change management within an organisation based on the three main concepts mentioned above. This study is an investigation based on literature reviews and two case studies (Tetra Pak (Pakistan) and Panasonic (Sweden)). Case Studies have been carried out to verify the commodity of change process model (theoretical framework) and change management model. The research is also aimed to find, if the investigated organisations ultimately capture the targeted result, when willing to bring Green IT in their organisational systems.

Organizational change initiatives are more likely to fail than to succeed, especially when the change challenges corporate culture and norms. Researchers have explored factors that contribute to change failure, to include the relationship between leadership behaviors and change success. Peer reviewed studies have yet to examine these variables in the context of Agile and DevOps implementations as the catalyst for change. The purpose of this quantitative, correlational study was to determine the extent to which a relationship exists between transformational leadership behaviors of front-line managers, employee readiness for change, and employee organizational citizenship behavior during Agile and DevOps initiatives. The population included all IT professionals in the U.S. working full-time at companies with more than 500 employees whose work processes had been altered by Agile or DevOps implementations. A sample of 400 qualified panel participants provided data through an online SurveyGizmo survey. Quotas ensured that the survey sample represented the gender and ethnicity distribution among U.S. IT professionals according to the U.S. Bureau of Labor Statistics. Data collected were analyzed for missing data, reliability, and normality. Pearson’s r calculations and linear regression analysis revealed that a moderate yet statistically significant correlation exists between the transformational leadership behaviors of respondents’ front-line managers and their own readiness for change and organizational citizenship behavior. The results could have been skewed by the higher than expected proportion of managers and executives who responded to the survey. Future researchers could extend the work started in this present study by adding quotas to ensure the survey responses align to average employee-manager ratios. This study could also be replicated with participants in a single company so that findings could be supported through qualitative methods such as interviews and panel discussions.

The study was triggered by a discussion with one of Transwerk’s executive management during an MBA tea break. The discussion was centred on the lack of IT Governance Structure in some organisations that are centrally managed due to geographical location and spreading of branches countrywide. The purpose of this study was to analyse the information and communication technology initiatives that can be implemented at Transwerk by the ICT department to ensure significant value from their information and communication technology investments. This was undertaken by means of a literature and an empirical study. The elements of the information and communication technology initiatives were discussed and the study then analysed the responses in an attempt to determine the initiatives that are currently implemented at Transwerk’s ICT department. The literature study indicated that is it critical for any organisation that needs to be successful should have an integrated ICT Governance Structure. The empirical study found out that the current situation at Transwerk’s ICT department requires attention because their IT Governance Structure does not involve major stakeholders from other business units. Recommendations were made as a result of analysing the literature study and empirical study to ensure the implementation of key initiatives that can add value to the organization.

ENGLISH ABSTRACT: Knowledge management (KM) has become an important topic among many organisations in the last decade. While various factors inform an organisational decision to initiate KM, many organisations are equally confronted with a number of barriers during KM implementation. This research aimed to analyse relevant literature of public and private organisations in relation to the factors that drive the development and adoption of KM initiatives and the barriers to KM implementation. The thesis is made up of six chapters. Chapter 1 dealt with the background of the study, introduction to the problem, and the relevance of the study. In Chapter 2, case studies on the driving factors for knowledge management initiatives in public and private organisations were discussed. Similarly in Chapter 3, case studies on barriers to knowledge management implementation in public and private organisations were examined. Chapter 4 discussed the research methodology as well as description of literature searched. Chapter 5 examined the findings of chapter 4 and further discussion was made. Finally, in Chapter 6 the conclusion of the study was made based on the findings and discussion. The research adopted the qualitative meta-analysis methodology which was considered robust enough to create an understanding into the many factors and barriers related to KM initiatives in public and private organisations. 40 case studies each for factors and barriers were retrieved from well-known academic databases and examined. The findings revealed that the topmost motivating factor for both public and private organisations to start KM was the need to improve processes. Similarly, ‘organisational culture’ and ‘poor and/or inadequate technology infrastructure’ were the two key barriers to KM in both public and private organisations. It can be concluded that the key factors for starting KM and the implementation barriers are similar for both public and private organisation.
AFRIKAANSE OPSOMMING: In die afgelope dekade word Kennisbestuur as 'n belangrike onderwerp in organisasies beskou. Terwyl daar verskeie faktore is wat organisasies dryf om kennisbestuur inisiatiewe te implementeer, is daar ook heelparty obstruksies wat hierdie projekte kompliseer. Hierdie tesis analiseer relevante literatuur oor publieke en private organisasies met betrekking tot hierdie faktore en obstruksies. Die tesis bestaan uit ses hoofstukke. Hoofstuk 1 verskaf agtergrond oor die navorsingsprobleem en bespreek die relevansie daarvan. In Hoofstuk 2 word die faktore wat kennisbestuur inisiatiewe dryf ondersoek deur middel van die hersiening van gevallestudies. Hoofstuk 3 behels 'n soortgelyke ondersoek na die obstruksies wat met hierdie inisiatiewe geassosieer word. Hoofstuk 4 bespreek die navorsingsmetodologie en verduidelik die uitvoer daarvan waarna die bevindinge in Hoofstuk 5 uiteengesit word. In Hoofstuk 6 word gevolgtrekkings gemaak en bespreek. Die studie behels 'n kwalitatiewe meta-analise van die dryffaktore en obstruksies wat met kennisbestuurprojekte gepaard gaan. 40 Gevallestudies uit akademiese joernale word ontleed vir beide faktore en obstruksies. Abstract:
Researchers produce large amounts of data during their research investigations and have a variety of interventions for the management of these data. It has not been the responsibility of academic institutions to manage research data, this responsibility has resided with the researchers and their research units. This investigation attempted to understand how pre-digital, early digital and current digital research data in the Biological Sciences Department at the University of Cape Town had been and is being managed, if researchers had archived any of these data and what their opinions were on sharing their research data. Long-term ecological data are an important component of research in the Biological Sciences Department as researchers wish to understand ecosystem changes such as climate change, the spread of alien species and the impact of humans on land and marine exploitation. It is consequently critical that research data, past and present are properly managed for future research so that meaningful management decisions can be made. Research Data Management and the Research Life Cycle are phrases that are very much in the literature at present as librarians and university administrators grapple with the task of implementing data policies and data repositories. The literature review revealed that although the University of Cape Town may be a somewhat behind other international institutions in engaging with Research Data Management and repositories, investigations have been ongoing in other parts of the world and in the international community the groundwork has already been done. Research data have been the preserve of researchers and they are reluctant to give up control of their hard-earned data, usually the result of hours spent on funding applications, and field or laboratory work. Data sets of sufficient quantity and quality to answer research questions can take a researcher a lifetime to accumulate and they understandably do not wish to make these openly available without the insurance that their work will be acknowledged. The findings of this research project revealed that in the absence of systematic data management initiatives at institutional level, researchers had preserved many long-term data sets and in some instances were archiving with international repositories specific to their data types. The findings resulted in a range of suggested interventions for the support of Research Data Management at the University of Cape Town.

Aid information management systems (AIMS) have been implemented in aidreceiving countries with the hope that they will enable donors and recipient governments to share aid information, enhance data governance and aid coordination among stakeholders. Despite the global popularity of data-driven development initiatives and heavy investment in AIMS, many systems have not fulfilled the expected outcomes. This research seeks to explain this failure from an information systems perspective. Building on a historical overview of AIMS implementation, I first develop an understanding of how such systems evolved and how the visions of aid effectiveness norms that AIMS inscribed have changed over time alongside the shifting global aid governance. This overview clearly shows that, in many cases, AIMS did not attain the result anticipated, and often failed to reach sustainability. I then investigate this sustainability failure, through an interpretive case study of Indonesian AIMS. I trace the change of international and domestic aid governance that shaped the unique context of AIMS in the emerging economy. Investigating the role of state actor, I argue that understanding the failure of AIMS requires a shift of attention from the process of aid management within a country to the global level. It needs to be seen as a result of macro-level events occurring in the global field of aid. In the dynamics of global power relations, the role of technology is multifaceted—a mixture of managerial and rationalizing, as well as symbolic and political roles.

Abstract:
This study aimed to identify the influences on the development and sustainability of education for librarianship and information management. It analysed the factors that contribute to the development of education for librarianship and information management, drawing on theories of change management and the transfer of innovation, and the contextual factors suggested by theories of comparative librarianship. The investigation of these factors focused on a case study of developments in Iraq up to 2003. It examined education for librarianship and information management against the background of the creation of the country’s library and information services, and the broader context of its national, economic, and social development. It also considered trends in international perspectives on library development, and the advice and assistance offered to Iraq. To provide a benchmark for developments in Iraq, it contrasted developments there with brief summaries of parallel developments in other Arab countries and in the cognate field of education for archives and records management in Iraq. It drew evidence from the published literature, previously unexplored archival material, and discussions with some of the participants. From an evaluation of the evidence, the study developed models of the value chain in developing education in the field, illustrating the complex interactions that need to be considered. These represent the generic factors that appear critical to the sustainable development of education for librarianship and information management not only in developing countries but also in countries that are seeking to strengthen the foundations of education in this field. The conclusions also pointed to a number of specific issues that fostered or hindered development in Iraq, including trends in international assistance. The study calls for further work including investigating the impact of traditional and cultural attitudes on the development of education in the field, and understanding of how future generations of LIS professionals in Iraq could develop as change agents.

In 2012, the National Cancer Institute's (NCI) Board of Scientific Advisors (BSA) conducted a review of the Center for Biomedical Informatics and Information Technology's (CBIIT) bioinformatics program. The BSA suggested that the lack of a formal project selection process made it difficult to determine the alignment of projects with the mission of the organization. The problem addressed by this study was that CBIIT did not have an in-depth understanding of the project selection process and the factors influencing the process. The purpose of this study was to understand the project selection process at CBIIT. The research methodology was an exploratory case study. The data collection process included a phenomenological interview of 25 managers from program management, engineering, scientific computing, informatics program, and health sciences. The data analysis consisted of coding for themes, sensitizing, and heuristic coding, supported by a theoretical framework that included the technology acceptance model, the program evaluation theory, and decision theory. The analysis revealed the need for formal project portfolio governance, the lack of a predefined project selection process, and that the decision-making process was circumstantial. The study also revealed six major themes that affected the decision-making process: the CBIIT mission, the organizational culture, leadership, governance, funding, and organizational change. Finally, the study fills the gap in the literature regarding the project selection process for government-funded initiatives in information technologies. This study may contribute to positive social change by improving the project selection process at CBIIT, allowing for the effective use of public funds for cancer informatics researchers.

Developing countries such as South Africa have a tremendous potential for rapid and sustainable economic and social development by leveraging the benefits and advantages of Information and Communication Technology (ICT) and applying it appropriately within the local government sector. As such, the Local Government Turnaround Strategy’s (LGTAS) vision states that: Each municipality must have the necessary ICT infrastructure and connectivity; and that ICT systems must be put in place across all municipalities to accelerate service delivery, and improve efficiency and accountability. However, technology on its own cannot achieve much; it must be supported by capable people and tested processes to provide services in which the public can have confidence. Disparities, both from within the municipal sector as well as in the larger South African ICT landscape, have influenced the manner in which municipalities make use of ICT. Nevertheless, it has been observed that despite the use of ICT, there has been a lack of utilising ICT governance to enhance corporate governance in the public sector, particularly in municipalities. In this study, an analysis was made of ICT governance initiatives, as a mechanism to enhance corporate governance, with particular reference to the Nelson Mandela Bay Municipality (NMBM) in the Eastern Cape. The research itself has identified risk levels that exist as a result of the lack of ICT governance and risk management. The respondents were given an opportunity to agree or disagree with statements regarding the state of ICT provision and support, corporate governance and other elements within the institution. The researcher has formulated recommendations to solve identified problem based in the research results in ICT governance and corporate governance. While governance developments have primarily been driven by the need for transparency regarding enterprise risks and the protection of shareholder value, the pervasive use of technology has created a critical dependency on ICT that calls for a specific focus on ICT governance. ICT governance is part of corporate governance,which is the responsibility of the organisation’s top executive, to ensure that its information technology supports the goals and objectives of the organisation, through a variety of structural mechanisms, processes and mechanisms for communication. Fundamentally, ICT governance is concerned with whether ICT is delivering value and the management of ICT risks, driven by a strategic alignment between business and ICT, resources management and performance management. The corporate governance of ICT involves evaluating and directing the plans for the use of ICT to support the Institution and monitoring these. It includes the strategy and policies for using ICT within the institution. The executive authority and executive management are accountable and responsible for ensuring that the governance of ICT is implemented in the institution in line with this framework.

Mit den stärker wirkenden demografischen Veränderungen, dem zunehmenden Kostendruck, dem daraus folgenden Ressourcenmangel sowie den gestiegenen Dienstleistungsansprüchen der Verwaltungskunden nimmt die Bedeutung von Wissensmanagement und GPM auch in der öffentlichen Verwaltung zu. Trotz eines größtenteils einheitlichen Gesetzesrahmens werden in der Verwaltung Geschäftsprozesse unterschiedlich ausgestaltet. Zwischen Projekten, die Verwaltungsprozesse zum Gegenstand haben, gibt es zu wenig Austausch von Expertise und Erfahrungen. Die Erkenntnisse aus der erfolgreichen Umsetzung von Prozessmanagement in der Privatwirtschaft sind nicht ohne weiteres in die Verwaltungspraxis übertragbar. Daher widmen wir uns in einem zweiten Beitrag verschiedenen Umsetzungsstrategien von GPM in der öffentlichen Verwaltung in Europa. Vor dem Hintergrund der derzeitigen Implementierung bzw. des Reifegrads von GPM in einzelnen Verwaltungen ist GPM längst kein integraler Bestandteil der Organisationen. Insbesondere ist die Bereitschaft, Wissen über Geschäftsprozesse zu teilen, ist sehr begrenzt. Wir untersuchen in einem weiteren Beitrag, welche Umstände, Treiber und Hemmnissen den Prozesswissens-Austausch in öffentlichen Organisationen beeinflussen. In einem abschließenden Beitrag stellen wir die wesentlichen Bausteine eines föderalen Informationsmanagements in der öffentlichen Verwaltung in Deutschland dar. Dabei haben wir untersucht, wie Daten und Informationen aus den Bereichen Leistungen, Prozesse und Formulare der öffentlichen Verwaltung miteinander zu kombinieren und zu integrieren sind.
Business Process Management (BPM) is already widely used in the private sector. The importance of knowledge management and BPM in the public administration also increases due to the advancing demographic change, the increasing cost pressures, the consequent lack of resources as well as the increased demand of customers for administrative services. Despite a uniform legal framework, the business processes are executed differently in different administrations. There is little exchange of expertise and experience between BPM projects. The goal of the research project “National Process Library” (NPL) is to create a platform to exchange and reuse processes and BPM expertise about and among German administrations. For the dissertation at hand, essential design elements of this platform have been designed and have been subject to a first evaluation. Many findings about the successful implementation of process management in the private sector cannot be directly transferred to the public administration, as there exist important differences. Hence, the second contribution focuses on the different implementation strategies of BPM in public administrations in Europe. The current degree of implementation and maturity of BPM in public administrations is generally low. Many administrations face similar challenges and offer identical or overlapping services. However, the willingness to share knowledge about business processes is very limited. Therefore, the exchange of process knowledge could lead to immense savings. The third contribution investigates the circumstances, drives and inhibitors to improve process knowledge sharing in public organizations. The last contribution represents the essential components of a federal information management in the public administration in Germany. The derived framework combines and integrates data and information from the areas of services, processes and forms of public administrations.

While sustainability-dedicated managers and related titles represent a profession that has hardly existed for more than a decade, it is not surprising that the field of research concentrating on these professionals is in itself relatively new. With an increasing demand for corporations to take their social and environmental responsibility, and a corporate sustainability characterized by tension and paradox, we found it of importance to explore the role and entanglements of these professionals. By analysing 17 in-depth interviews with sustainability-dedicated professionals from the private sector in Sweden, our interpretation is that sustainability managers hold the function of selling sustainability, with talk as their main weapon. Expressly, in the intersection between business-case logics and sustainability logics, sustainability managers have to, above all, make a convincing case for sustainability, inwards and outwards. Therefore, they draw dynamically on different narratives which we conceptualise in three roles: the chameleon, the pragmatic, and the nagging manager. Through these roles, we intend to capture the fluidity with which the managers relate and engage with sustainability, and hence we do not mean to ossify a role’s dynamics within a single, static or stereotypical category. We discuss these findings and concepts to the background of previous studies and existing literature.

Una prima riguardante un'analisi teorica di come funzionano le intrusioni, di quali software vengono utilizzati per compierle, e di come proteggersi (usando i dispositivi che in termine generico si possono riconoscere come i firewall). Una seconda macro-area che analizza un'intrusione avvenuta dall'esterno verso dei server sensibili di una rete LAN. Questa analisi viene condotta sui file catturati dalle due interfacce di rete configurate in modalità promiscua su una sonda presente nella LAN. Le interfacce sono due per potersi interfacciare a due segmenti di LAN aventi due maschere di sotto-rete differenti. L'attacco viene analizzato mediante vari software. Si può infatti definire una terza parte del lavoro, la parte dove vengono analizzati i file catturati dalle due interfacce con i software che prima si occupano di analizzare i dati di contenuto completo, come Wireshark, poi dei software che si occupano di analizzare i dati di sessione che sono stati trattati con Argus, e infine i dati di tipo statistico che sono stati trattati con Ntop. Il penultimo capitolo, quello prima delle conclusioni, invece tratta l'installazione di Nagios, e la sua configurazione per il monitoraggio attraverso plugin dello spazio di disco rimanente su una macchina agent remota, e sui servizi MySql e DNS. Ovviamente Nagios può essere configurato per monitorare ogni tipo di servizio offerto sulla rete.

Efficient records management is a founding block for successful transparency and accountability initiatives. Extractive Industries Transparency Initiative (EITI) promotes transparency and accountable management of extractive resources by disclosing governments’ and extractive companies' value chain information in resource-rich countries. Without proper management of records, transparency and accountability in the extractive industry become difficult. This study sought to explore the integration of records management in the Tanzania Extractive Industries Transparency Initiative (TEITI) with the view to develop a framework for incorporating records management in such an initiative. This qualitative case study anchored on the interpretivism research paradigm used the researcher’s conceptual framework as a theoretical lens. The study sample was purposively selected from the public institutions involved in TEITI, namely, TEITI Committee and the Secretariat, Mining Commission, Records and Archives Management Department, Tanzania Revenue Authority, and Regional Mines Office Dodoma. Data were collected through in-depth interviews, focus group discussions, observation, and analysis of documents. The study established that Tanzania has a well-established archives and records management infrastructure. However, institutions involved in TEITI did not implement the infrastructure or developed in-house procedures to incorporate records management in the initiative. Also, the non involvement of various players of the extractive sector in TEITI resulting in silos approaches to the initiative was noted. In addition, the studied institutions do not plan for their records management activities, and the budgets to support records management activities are inadequate. Records management staff are also insufficient, and their competencies to manage records mining activities is limited. The study concludes that because of the failure to integrate records management in TEITI, the initiative will not succeed in releasing its goal of bringing about transparency and accountability in the extractive sector in Tanzania until deliberate efforts are taken to incorporate records management as a critical component of the initiative. The study proposes a framework upon which the TEITI Committee, institutions and governments can apply to integrate records management in the EITI. Overall, the study bridges the gap of a missed inclusion of records management in the EITI initiative by proposing a framework. A further study on the underlying factors deterring the integration of records management in the organisational business process of institutions involved in TEITI is proposed.

This report is a discussion of the multifarious applications of the modern day geographic information system and how the universal merit of the technology across disciplines has led to the emergence of GeoDesign. The purpose of this Master’s Professional Report was to retrace the core conceptual framework and landmark events occurring in the evolution GIS technology, and how these factors have led to recent creation of new performance based rating systems and evidence-based design techniques. The Sustainable Sites Initiative (SITES), a new performance based rating system that has emerged in response to the call for increased knowledge and best practices lacking in LEED, is discussed; along with integrated project management. This professional report was intended to be an exploratory discussion of the larger theoretical implications fueling the shift towards mandating greater standards for sustainable design. It offers some ideas for how we should continue evolving GeoDesign moving into the next century; and outlines the importance of all new rating systems needing to acknowledge the growing importance of GeoDesign and ever advancing imagery technologies in understanding complex system processes in the future.

Open government relies heavily on reliable records to uphold service delivery and access to information. Without proper records management of business transactions and activities of an organization, the primary objective of openness becomes obscured and difficult to achieve. Within the digital space and environment, establishing good record- keeping procedures is challenging to both paper and e-records, because of a scarcity of clarity in the processes and measures in place, as well as as a result of lack of suitable ICT infrastructure plus skilled human resources to help facilitate good e-records management. The aim of this research was to provide a structure for the integration of records into open government initiatives in Botswana with the aim of assisting access to information and service delivery, and a subsequent transparent, accountable and open government. This is a mixed research study framed within the interpretivism epistemological inquiry model, and used Open Government Implementation Model and Action research being a theoretical lense in this study. Document analysis was used to gather information, complemented by interviews and questionnaires with participants and respondents alike purposively selected from the Ministry of Local Government and Rural Development (MLGRD). According to the findings, the legislative as well as regulatory frameworks in order to manage both paper and e-records were available in Botswana although inadequate. Similarly, the research showed that legislation that gives the citizens access to information and subsequently make compulsory for organizations to avail information upon request is absent. Furthermore, it was established through the study findings that information management practitioners are particularly are ill equipped and inexperienced to manage paper and electronic records. Due to the inavailability of ICT infrastructure to help facilitate both paper and e-records management was noted. In addition, open government initiatives were identified as producing e- records, but there were no defined protocols to help aid in their management. Therefore, this weakness can be addressed by integrating records management into open government initiatives, and be able to utilize suitably identified Enterprise Content Management (ECM) or Electronic Document and Records Management System (EDRMS). Currently, open government remains ensured through the reliance of only open government initiatives, without leveraging on good records management. This project study suggests a structure to integrate records management into open government initiatives anchored on legislation and regulatory frameworks with the confidence that its employment would support better information and service accessibility by the citizens. Finally, because of poor records management and a lack of legislation that encourage access to information, there will be continued reliance on the discretion of records professionals by the citizens to have information access. Similarly, without proper records management procedures, Information Communication Technologies (ICTs) will remain underutilized. Thus, it is a recommendation that MLGRD should develop proper records management procedures to guide and improve on the management of records. A further study to establish the level of e-readiness of the Botswana government to fully automate and guarantee the success of open government is recommended.

Assuming that Africa is serious in its intent to become a developed role player in the global world, then information and the way in which it is managed is of critical concern. This study is inter alia informed by the need for an interdisciplinary, holistic approach to information management integrating relevant aspects and characteristics of human beings as well as aspects of the life and culture, economy and ecology of a community with sustainable development, and by the notion that information is a crucial resource in development projects. The study responds to the acute need for trained information managers/agents in development projects and aims to develop an information management model to be used in development projects in Africa. Chapter one identifies the problem to be investigated, the objectives to be attained, the research methodology to be followed, and the significance of research into development in Africa. This is placed within a theoretical framework focusing on managing information flows in developing communities. Chapter two focuses on the present status of development policies and conditions in Africa. It seeks to facilitate understanding of current development initiatives, particularly where these relate to information management and its interrelationship with coordinating development agencies such as the African Union, NEPAD and the Africa Peer Review Mechanism. The importance of information management as a holistic approach to long-term sustainable development in Africa is highlighted. Chapter three focuses on information management as a core concept in development. The basic management activities of the proposed integrated and multidisciplinary model for information management are described. The use of organisational development theory in a community context is proposed as a means to integrate project management principles with the needs of communities affected by development processes and projects, so as enable communities to accept development and change. The need for awareness of socio-cultural tensions emerging in communities during development processes is discussed in Chapter four. Reference is made to sixteen cultural elements guiding the activities in communities and influencing development and/or information, as well as the interaction between these during development and change processes. In this, human development is defined as a process of personal change, growth and advancement through processes involving the acquisition of knowledge, development of the capability to make decisions and to participate in the activities of a community. Chapter five proposes a three-part model for information management in development, which serves as a holistic, integrated and multi-disciplinary tool for information managers and agents in development projects in Africa. The model proposes three categories of (circular) information flow during development process to ensure an all-stakeholder focus, namely, (i) initiation and introduction of the development project, (ii) strategy and management information (iii) facilitation of consultation processes in the communities with subsequent inclusion of local and indigenous knowledge. The chapter indicates that the facilitation of the circular flow of information is a main responsibility of the information manager. Os stakeholders têm vindo a desempenhar um papel determinante no ato de divulgação de informação acerca da responsabilidade social empresarial. O modelo contabilístico tradicional é insuficiente para responder às necessidades de informação dos stakeholders da entidade. Assim, enquanto do ponto de vista da gestão, o capital humano é um dos ativos mais importantes da empresa, a contabilidade nada fornece a este respeito nas suas demonstrações financeiras. Mas, ao nível da divulgação da informação relativa à responsabilidade social empresarial, a contabilidade pode desempenhar um papel importante ao alargar o seu campo de ação. É neste sentido que surgiu o interesse para este trabalho. Averiguar em que medida o modelo de gestão da empresa condiciona ou favorece a divulgação de informação relativa à componente social, isto é, dos recursos humanos/capital humano da empresa. Para isso, optou-se por realizar um estudo de caso na empresa Bosch Car Multimedia, pertencente a um importante grupo económico europeu, cuja empresa mãe é stakeholder da GRI, o que significa que é defensora do relato de responsabilidade social empresarial. O estudo relaciona o modelo de excelência European Foundation Quality Management (EFQM) com o modelo de relato de responsabilidade social empresarial da Global Reporting Initiative (GRI), seguidos pela empresa. Para a realização deste trabalho procedeu-se à análise de diversa documentação, como sejam os relatórios e contas, relatórios de sustentabilidade, da informação constante nos websites quer da entidade quer das entidades que suportam os modelos sob análise, bem como a elaboração de entrevistas para esclarecimento da informação recolhida e analisada. A principal conclusão é que a informação de caráter social divulgada de acordo com a GRI não é significativa nos relatórios do Grupo, mesmo após se terem tornado OS da mesma.
Stakeholders play an important role in disclosing information about corporate social responsibility. The traditional accounting model is insufficient to respond to the needs of the entity’s stakeholders. While from the management’s point of view human capital is one of the most important assets of the company, traditional accounting provides no information about it in the financial statements. However, in terms of disclosing information related to corporate social responsibility, accounting can play an important role in extending its field of action. It is in this sense that this study emerged: to ascertain to what extend the management model followed by the company has potential to favor the dissemination of information on social issues, in particularly on human resources/ human capital. To achieve this objective, we conducted a case study with the company Bosch Car Multimedia. This firm belongs to one of the major European economic groups, in which its parent company is a GRI stakeholder, meaning that it promotes the reporting of corporate social responsibility. The study relates the model of European Foundation Quality Management (EFQM) model with the reporting of corporate social responsibility by the Global Reporting Initiative (GRI). We analyzed several different documents, such as reports and accounts, sustainability reports, information available at the website of the entity or entities that support the models under analysis. We also conducted interviews to clarify the data collected and analyzed. The main conclusion of this study is that the entity discloses social information in accordance with the GRI guidelines. However, it is not significant in Group Annual Reports, as was to be expected since the parent firm became an Organization Stakeholder of GRI.

Kenya Methodist University (KeMU) is facing challenges like duplication of work due to lack of a central repository for knowledge retention, loss of knowledge through expertise leaving the institution without knowledge being captured and over reliance on a few known subject matter experts as others have not been identified. Utilising the Knowledge Retention Strategy framework, this study sought to assess knowledge retention practices at KeMU, with a view to entrench the culture of sharing knowledge. The ultimate aim of this study was to develop a model for knowledge retention at institutions of higher learning which KeMU could adopt. The study relied on mixed method research (MMR) with qualitative and quantitative data mixed at collection, analysis, discussion and reporting levels. The study triangulated data collection tools which encompassed a questionnaire, interview, observation and review of documents to collect data from 106 respondents and 11 heads of departments respectively. These two groups were purposively selected as they play a key role in knowledge retention at KeMU. The study disclosed a variety of informal knowledge retention practices but formal practices like: documented work processes; training and development for specific job tasks; orientation for general and job specific; knowledge repositories; communities of practice; knowledge retention policies; knowledge recovery initiatives; and human resources processes and practices for knowledge retention were lacking. Considering the value placed on the above list of lacking essential practices for knowledge retention, KeMU is indeed in dire need for a solution to help retain operational relevant knowledge. The study formulated a KR model for institutions of higher learning that would help KeMU leverage its knowledge assets. The study recommends that KeMU should work out a knowledge retention policy on how to implement the best knowledge retention practices. A further study on measuring KM in an academic institution is recommended.
