Abstract:
Purpose This paper examines the recordkeeping governance requirements of the childhood out-of-home Care sector, with critical interlaced identity, memory, cultural and accountability needs. They argue that as we enter a new era of participation, new models for governance are required to recognise and dynamically negotiate a range of rights in and to records, across space and through time. Instead of recordkeeping configured to support closed organisations and closely bounded information silos, there is a need for recordkeeping to reflect, facilitate and be part of governance frameworks for organisations as nodes in complex information networks. Design/methodology/approach The paper reports on a key outcome of the Setting the Record Straight for the Rights of the Child National Summit held in Melbourne Australia in May 2017, the National Framework for Recordkeeping in Out-of-Home Care, and the research and advocacy agenda that will support its development. Findings The authors argue that as we enter an algorithmic age, designing for shared ownership, stewardship, interoperability and participation is an increasing imperative to address the information asymmetries that foster social disadvantage and discrimination. The authors introduce the concept of participatory information governance in response to social, political and cultural mandates for recordkeeping. Given the challenges associated with progressing new participatory models of recordkeeping governance in the inhospitable environment of existing recordkeeping law, standards and governance frameworks, the authors outline how these frameworks will need to be re-figured for participatory recordkeeping. Practical implications The National Framework for Recordkeeping for Childhood Out-of-Home Care seeks to address the systemic recordkeeping problems that have been most recently highlighted in the 2013-2017 Royal Commission into Institutional Responses to Child Sexual Abuse. Social implications The National Framework for Recordkeeping for Childhood Out-of-Home Care will also address how a suite of recordkeeping rights can be embedded into networked socio-technical systems. This represents an example of a framework for participatory information governance which can help guide the design of new systems in an algorithmic age. Originality/value The proposed National Framework represents a new model for recordkeeping governance to recognise and enact multiple rights in records. Designed to support the lifelong identity, memory and accountability needs for those who experience childhood out-of-home Care, it aims to foster the transformation of recordkeeping and archival infrastructure to a participatory model that can address the current inequities and better enable the design and oversight of equitable algorithmic systems.

Abstract:
Purpose The purpose of this paper is to introduce an infrastructural approach to metadata modelling and a generalised meta-model for recordkeeping metadata. This meta-model is an attempt to support interoperability between disparate systems, and particularly, between sets of ostensibly incommensurate record documentation. Design/methodology/approach The investigation used a reflective design-science investigation comprising interviews adaptive literature review, creation of conceptual models and the design and instantiation of a proof-of-concept system. Findings The investigation confirms that recordkeeping interoperability between disparate ontologies is achievable through a meta-model approach. In particular, the meta-model carefully defines relationships between entities with specific semantics that enable the development of interoperable domain schemas. Practical implications A meta-model for recordkeeping metadata facilitates the development of recordkeeping systems that possess interoperability-by-design. Social implications Recordkeeping systems that conform to the meta-model can, therefore, transcend the immediate transactional context and support participatory recordkeeping in terms of a plurality of stakeholder world views and agency in records. Originality/value This paper is one of the few reporting design-science approaches to recordkeeping informatics and one that has used a meta-model approach for recordkeeping metadata design. In contrast to most empirically determined metadata schemas, the top-down design approach has produced a schema from a wide variety of ontological sources.

Abstract:
Purpose The purpose of this paper is to introduce a qualitative research approach based on current developments in the field of practice theory. The novelty of this approach is that it positions organizational practices as a central unit of analysis of archival and recordkeeping work. The goal of the paper is to highlight the continuity between practice theory and archival and recordkeeping scholarship and to then propose how practice theory could be used in archival and recordkeeping research. Design/methodology/approach The paper traces the continuity between practice theory and two influential bodies of literature in archival and recordkeeping scholarship developed in the last two decades. It then outlines a practice theory research agenda for archival and recordkeeping research by drawing on the disciplines of cultural sociology, science and technology studies, ethnomethodology and organizational studies. The potential research application of practice theory is illustrated with examples from an on-going doctoral project on appraisal and preservation practices in a digital broadcasting archive. Findings The analysis of current literature shows an agreement that archival and recordkeeping practices exhibit a complexity that makes them important foci for further research. By placing these insights into contact with practice theory, the paper champions a new research agenda for archival and recordkeeping research. Originality/value The paper positions and outlines the tenets of practice theory, making them methodologically available to archival and recordkeeping scholars and practitioners. It also indicates how practice theory offers a new perspective for conceptualizing the causal effects of organizational culture on organizational practices.

The objectives were to determine whether there is a policy in electronic recordkeeping in this agency, to identify whether staff at this agency has skills or knowledge in electronic recordkeeping and to identify the challenges facing the implementation of electronic recordkeeping in this agency. A case study research method will be adopted to ensure greater reliability of data. Data will be collected from 40 staff using questionnaires and interview, in order to respond to the above objectives. Quantitative approaches will be used to analyze, present and interpret data and also supported by some interview from the expert.

Abstract:
Purpose – This paper aims to examine the role a recordkeeping informatics approach can play in understanding and addressing these challenges. In 2011, the Wind Tunnel located at the Defence Science Technology Organisation (DTSO)’s Fisherman’s Bend site in Melbourne and managed by the Flight Systems Branch (FSB) celebrated its 70th anniversary. While cause for celebration, it also raised concerns for DSTO aeronautical scientists and engineers as to capacities to effectively and efficiently manage the data legacy of such an important research facility for the next 70 years, given increased technological, organisational and collaboration complexities. Design/methodology/approach – This paper will detail how, through a collaborative action research project, the twin pillars of continuum thinking and recordkeeping metadata and the three facets of organisational culture, business process analysis and archival access, were used to examine the data, information, records and knowledge management challenges in this research data context. It will discuss how this perspective, was presented, engaged with and evolved into a set of strategies for the sustained development of FSB’s data, information and records management infrastructure, along with what is learnt about the approach through the action research process. Findings – The project found that stressing the underlying principles of recordkeeping, applied to information resources of all kinds, resonated with the scientific community of FSB. It identified appropriate strategic, policy and process frameworks to better govern information management activities. Research limitations/implications – The utility of a recordkeeping informatics approach to unpack, explore and develop strategies in technically and organisationally complex recordkeeping environment is demonstrated, along with the kinds of professional collaboration required to tackle research data challenges. Practical implications – In embracing technical and organisational complexity, the project has provided FSB with a strategic framework for the development of their information architecture so that it is both responsive to local needs, and consistent with broader DSTO requirements. Originality/value – This paper further develops recordkeeping informatics as an emerging approach for tackling the recordkeeping challenges of our era in relation to maintaining and sustaining the evidential authenticity, integrity and reliability of big complex research data sets.

Purpose This study aims to present the findings of the first phase of a project entitled Putting the “Fun” Back in “Functional”, which has been investigating the socio-technical issues surrounding users’ interaction with electronic recordkeeping systems. The ultimate goal of the project is to improve that interaction by positively influencing the way in which individuals perceive their work practices and the tools they use to accomplish them. In its first phase, the project considered the implementation of such systems for the purpose of gaining a better understanding of the factors and processes that contribute to its success. Design/methodology/approach Semi-structured interviews were conducted with 17 public employees from a large provincial government and a large city government in Canada about two information systems (ISs) – a meeting management system and an Electronic Documents and Records Management System. Findings Several salient themes emerged from the research data, including the value accorded to information and records, the implementation of electronic recordkeeping systems as a complex process, the appropriation of electronic recordkeeping systems, understanding users, ease of use and information/records specialists as part of the solution. Analysis of these themes shows that many of them can be explained through theories developed in the IS field. Research limitations/implications The results show that many themes are common across the records management and IS fields. Further, the results indicate the applicability of theories in the IS field to explain and predict the implementation of electronic recordkeeping systems. Originality/value This study is one of few that explicitly draw on IS theories to understand the implementation of electronic recordkeeping systems. The results of this study open up many opportunities for future research on electronic recordkeeping systems.

Purpose Many records professionals are involved in the design and development of recordkeeping systems. To design recordkeeping systems that meet user needs, their perspectives have to be included in the design process. The purpose of this paper is to explore what can be learned from the domain of information systems (IS) regarding user participation in design, and then to reflect on what related to the recordkeeping dimension should be further considered. Design/methodology/approach The study is based on a review of literature in the IS development field about user participation. Findings Analysing how users participate in IS development reveals several aspects of interest for records professionals. There are different approaches to, purposes of and driving values in user participation, which should be transparent. For user participation to be successful, an infrastructure has to be in place. The idea of user participation may be a way to include the secondary values of records in the near term, but it may also challenge traditional roles. New issues, such as the archivist’s role as a trusted third party, should be analysed further. Originality/value This study uses knowledge from the information system field to acquire new knowledge about user participation in design, and relate it to the recordkeeping domain. This study addresses issues surrounding user participation, which has been indicated as an area in need of further development in archives and information science.

Abstract:
This thesis is about problems related to design of information systems in which records are born and managed. The proactive approach has been derived from new archival theories suited for electronic recordkeeping, and implies that electronic records must, at the time of creation fulfil their current and future requirements. Information systems where records are born and managed should, based upon a proactive approach, meet recordkeeping requirements. This thesis is based upon a four-year research effort and consists of seven research articles that present the results of the research. The objective is to contribute to knowledge of design recommendations for information systems, in which records are born and managed. The main result of this thesis is identification of five areas that can affect and improve the design of information systems in which records are born and managed. First: A set of empirically and theoretical grounded characteristics of records are presented. Those characteristics have to be complemented with organization-defined characteristics. Second: this research has contributed a conceptualization of use of records and users of records. The notion of known use/user, and unknown use/user has been introduced. Design becomes difficult because requirements of unknown users are difficult to conceptualize. Third: The Recordkeeping Quality Assessment model (RQAM) is presented. The model implies a holistic quality approach to recordkeeping, and intends to be used as a basis for quality assessment, and as a reference model in design situations to achieve high recordkeeping quality. Fourth: Two dominant different views on records are presented. Private organizations appraise records principally upon business values, and public organisations base their appraisal criteria upon accountability and legislative values. The two views on records should be brought into one view and form a risk management-like appraisal. Fifth: Proactivity is a way of thinking and should be applied on several levels in the recordkeeping environment: to the electronic record, to the information system where the electronic record is born and managed, to the organization, and to the user.
Denna avhandling handlar om hur informationssystem skall designas, i vilka arkivinformation skapas och hanteras över tid. Modern arkivteori förordar en proaktiv ansats vid hantering av elektronisk arkivinformation. Proaktiviteten innebär att arkivinformationen senast vid sin tillkomst måste uppfylla arkivvetenskapliga krav. Det medför att design av informationssystem, i vilka arkivinformation skapas och hanteras måste uppfylla arkivvetenskapliga krav och följa en proaktiv ansats. Denna avhandling är ett resultat av fyra års forskning och består av sju vetenskapliga artiklar, vilka utgör avhandlingens resultat. Syftet med avhandlingen har att bidra med ny kunskap till hur informationssystem, i vilka arkivinformation skapas och hanteras över tid, skall designas. Avhandlingens huvudsakliga resultat är fem områden som alla kan påverka och förbättra design av sådana informationssystem. 1. Ett antal karaktäriska egenskaper hos arkivinformation har identifierats utifrån både teori och empiri. Dessa har visats sig behöva kompletteras med organisationsspecifika karaktäristiska egenskaper. 2. Begreppen användare av arkivinformation och användning av arkivinformation har konceptualiserats. Begreppet känd och okänd användare/användning av arkivinformation har introducerats. Design för okända användare är en svår utmaning, bland annat då krav från okända användare är svåra att fånga. 3. En kvalitetsmodell (RQAM) är presenterad som anger att kvalitet kring hantering av arkivinformation måste ske med en holistisk ansats. Modellen skall kunna användas som en hjälp vid kvalitetsmätning, men även som en referensmodell vid design av informationssystem. 4. Två dominerade värderingsperspektiv har identifierats avseende arkivinformation. Privata organisationer värderar arkivinformation mestadels utifrån ett verksamhetsvärde, medan offentliga organisationer värderar arkivinformationen mestadels baserat på legala krav och ansvarsspårbarhet. 5. Den proaktiva ansatsen skall ses som ett strategiskt angreppssätt på hantering av elektronisk arkivinformation. Den skall användas i flera nivåer av hantering av arkivinformation, på arkivinformationsnivå, informationssystemsnivå, organisationsnivå och på användarnivå.

Abstract:

Records are a subset of information and recordkeeping requirements demand that a record is managed with maintained authenticity and reliability, i.e. with high quality. Records are evidence of transactions and are used and managed in daily work processes. Records may be preserved for anything from milliseconds to eternity. With computer based information systems the electronic record was born: a record that is born digital. With electronic records problems regarding maintenance of authenticity and reliability have been identified. Electronic records are no longer physical entities as traditional records were. An electronic record is a logical entity that can be spread over different locations in a computer based information system. In this research the aim is to improve the possibility of reaching high quality in recordkeeping systems, i.e. to maintain reliability and authenticity of electronic records, which is necessary if electronic records are to be usable as evidence of transactions. Based on case studies and literature studies, a recordkeeping quality model is presented: a predictive model for attaining quality in recordkeeping. The recordkeeping quality model consists of four major concepts which are interrelated with each other: Electronic records, Records use, Electronic record quality, and Multidimensional perspective. The model is proposed for use when designing and developing computer based information systems which are required to be recordkeeping, systems which manage electronic records. In this research two results beside the recordkeeping quality model are emphasized. The first is that quality in recordkeeping must be seen in a multidimensional perspective, and the second is that recordkeeping systems are information systems with a partially unknown purpose.

Abstract:
This thesis presents an investigation into the role played by laboratory records in the disciplinary discourse of academic molecular biology laboratories. The motivation behind this study stems from two areas of concern. Firstly, the laboratory record has received comparatively little attention as a linguistic genre in spite of its central role in the daily work of laboratory scientists. Secondly, laboratory records have become a focus for technologically driven change through the advent of computing systems that aim to support a transition away from the traditional paper-based approach towards electronic recordkeeping. Electronic recordkeeping raises the potential for increased sharing of laboratory records across laboratory communities. However, the uptake of electronic laboratory notebooks has been, and remains, markedly low in academic laboratories. The investigation employs a multi-perspective research framework combining ethnography, genre analysis, and reading protocol analysis in order to evaluate both the organizational practices and linguistic practices at work in laboratory recordkeeping, and to examine these practices from the viewpoints of both producers and consumers of laboratory records. Particular emphasis is placed on assessing variation in the practices used by different scientists when keeping laboratory records, and on assessing the types of articulation work used to achieve mutual intelligibility across laboratory members. The findings of this investigation indicate that the dominant viewpoint held by laboratory staff other than principal investigators conceptualized laboratory records as a personal resource rather than a community archive. Readers other than the original author relied almost exclusively on the recontextualization of selected information from laboratory records into ‘public genres’ such as laboratory talks, research articles, and progress reports as the preferred means of accessing the information held in the records. The consistent use of summarized forms of recording experimental data rendered most laboratory records as both unreliable and of limited usability in the records management sense that they did not form full and accurate descriptions that could support future organizational activities. These findings offer a counterpoint to other studies, notably a number of studies undertaken as part of technology developments for electronic recordkeeping, that report sharing of laboratory records or assume a ‘cyberbolic’ view of laboratory records as a shared resource.

Abstract:
This thesis examines if and how information capture and documentation practices and the function of the public archive are changing in relation to archival concepts in contemporary administrative settings, as a result of e-government strategic development. The study aims for a holistic approach from the beginning of the life of the records to their long-term preservation. This research is situated in Sweden where the recordkeeping legislation takes a holistic approach: records management is understood as a dimension of the archival function and therefore records managers have not been recognised as a professional group, however recordkeeping practice involves two occupational groups: registrars and archivists. Swedish recordkeeping legislation is based on long administrative traditions in which the public right of free access to official documents is fundamental. Registration of official documents is important as the means of facilitating the citizens´ right to free access information and registrars are primarily responsible for this process, including classification. Archivists manage the full range of recordkeeping tasks, acting not only as custodians of repositories but also strategic experts on recordkeeping as well as auditing on behalf of the archival authority.  The archive legally consists of all the ‘official documents’ created or received in the organisation. This is an explorative and documented case study that used several local government bodies (municipalities) for the data collection by document analysis and interviews. Swedish municipalities are particularly interesting because they are autonomous in relation to the national government, with complex organisational structures consisting of several politically controlled committees and administrative departments that implement political decisions and provide services to the public. The National Archives does not have any supervisory role or monitoring function over local governments, but it does publish guidelines on recordkeeping. Nevertheless, the municipalities are controlled to a large extent by the implemented policies decided at national level by the Government and Parliament. Therefore, national initiatives regarding e-government have impacted on the municipalities’ recordkeeping. A theoretical lens combining archival science and theory of professions has been chosen to analyse the observed changes in practice. The thesis analyses the issue of recordkeeping awareness in three arenas: the legal arena; the political arena; and the workplace arena in the light of the records continuum model. The research findings demonstrate a gap between the legal and workplace arenas caused by lack of recordkeeping awareness primarily within the political arena. Despite the holistic view of keeping archives expressed in the recordkeeping legislation, observed practice appears closer to a life cycle model than proactive continuum thinking and planning.  A lack of recordkeeping legislation awareness in the wider organisation is potentially leading to a division between records management and archives management, jeopardising the continuum approach. Consequently registrars may in the future become more like records managers and archivists may be losing part of their professional jurisdiction. There is a strong focus on business benefits to the organisation rather than the wider view of democratic values and cultural heritage. As a result: archivists seem to suffer a lack of resources as well as skills in order to carry out their responsibilities. The future role of archival authorities such as the National Archives is unclear.

Denna avhandling undersöker konsekvenserna av en sådan ambition genom att använda den nuvarande offentlighets- och arkivlagstiftning som en referenspunkt i syfte att undersöka vad, varför och hur implementeringen sker. I Sverige utgör de allmänna handlingarna myndighetens arkiv och skall enligt rådande arkivlagsstiftning vårdas och förvaltas så att de tillgodoser behov rörande offentlighetsinsyn, rättskipning, förvaltning och forskningen. Det finns en lång förvaltningstradition och reglering kring registrering av allmänna handlingar relaterat till offentlighetsinsynen. Myndigheternas arkiv är per definition en del av det nationella kulturarvet. Allmänna handlingar är teknikoberoende, vilket medför att oavsett om handlingarna är pappersbundna eller digitala omfattas dessa av samma regelverk. Avhandlingen söker besvara frågan: Hur medvetna är offentliga organisationer om vikten av att hantera sina allmänna handlingar i det pågående e-förvaltningsarbetet på ett sådant sätt att de uppfyller kraven i offentlighets- och arkivlagstiftningen samt hur påverkas arkivariers och registratorers professionella status (positioner och arbetsutövning) inom organisationerna? Vidare analyseras relationen mellan nya strategiska initiativ avseende informationsfångst och arkivlagstiftningen. Avhandlingen förenar arkivvetenskap och professionsteori. En teoretisk analysmodell har skapats för analys av tre arenor: den legala, den politiska och arbetsplatsarenan vad gäller medvetenheten om de legala kraven gällande offentlighets- och arkivlagstiftningen. Förändringar avseende styrnings- och kontrollsystem på legal och politisk arena kan få konsekvenser, dels för synen på vad som definieras som arkiv, dels för professionerna (arkivarier och registratorer) på arbetsplatsarenan. Om professionerna minskar jurisdiktionen, dvs. länken mellan professionen och arbetet, riskerar de att bli marginaliserade. Avhandlingen baseras på fallstudier i svenska kommuner. Kommuner utgör till följd av den kommunala självstyrelsen inkluderande arkivorganisationen och mångfacetterande och komplexa organisationsstruktur intressanta studieobjekt. Datainsamlingen har skett via analys av dokument och intervjuer. Forskningsresultatet tyder på att det råder ett gap mellan den legala och verkställande arenan beroende på att de legala kraven inte beaktas tillräckligt på den politiska arenan, vilket i sin tur kan få konsekvenser för arkivets roll i samhället, inte minst när det gäller rättssäkerhet och demokrati. Arkivarier och registratorer finns företrädesvis representerade i hanteringen av traditionell arkiv- och dokumenthantering. Resurser liksom kompetens saknas dock när det gäller att arbeta strategiskt med e-förvaltningsfrågor. Omedvetenhet på politisk och verkställighetsnivå om vikten av att arbeta proaktivt med arkivfrågor resulterar i att professionerna exkluderas. Tillsyn kan ses som ett verktyg för att bibehålla och ytterligare stärka arkivariernas professionella jurisdiktion samt att bidra till en ökad medvetenhet i organisationerna. Fokus för e-förvaltningsutvecklingen har främst legat på verksamhetsnytta med betoning på den interna verksamhetsutvecklingen i organisationen, samt relationen till den enskilde medborgaren. Nya möjligheter att fånga och använda information väcker dock frågor kring informationens legala status i relation till offentlighets- och arkivlagstiftningen. Att strategiskt verka för offentlighetsinsyn och säkra informationen i ett vidare perspektiv som en del av ett kulturarv tycks inte ha samma dignitet. Arkivmyndigheternas framtida roll är oklar. Avhandlingen bidrar med ny kunskap om relationen e-förvaltningen och arkiv- och informationshantering ur ett praktiskt, legalt och arkivvetenskapligt perspektiv. Avhandlingen kan därför vara praktiskt användbar på politisk och verkställighetsnivå när det gäller att öka medvetenheten om dessa frågor i offentlig sektor. Avhandlingen bidrar även till teoriutveckling inom den arkivvetenskapliga forskningen genom kombinationen av det teoretiska ramverket med arkivteori och professionsteori.

Målet med denna studie är att undersöka om informationskultur är ett teoretiskt verktyg som kan bidra till en proaktiv informationsförvaltning, samt om informationskulturperspektivet kan vara till stöd för en organisation som genomgår ett förändringsarbete som påverkar informationsförvaltningen. I studien används Gillian Oliver and Fiorella Foscarinis definition av informationskultur, vilket de definierar som ”values accorded to information, and attitudes towards it, specifically within organisational contexts.” Förberedelsearbetet på två svenska universitet inför dataskyddsförordningen GDPR (EU) 2016/67, vilken trädde i kraft 25 maj 2018, är det fall som författaren prövar informationskultursteorin mot. Genom en kvalitativ metod, där fem respondenter har intervjuats, har författaren undersökt respondenternas värderingar gentemot information samt hur de hade organiserat sitt arbete inför GDPR. Studien visar på ett stort behov av samarbete mellan arkivarier och andra yrkesgrupper såsom it-ansvariga och jurister när komplexa informationsförvaltningsfrågor som GDPR ska hanteras. Men att detta samarbete involverar arkivet är inte självklart, vilket visas i skillnaden mellan hur de båda universiteten har arbetat. Studien visar även att det finns en skillnad mellan att anlägga ett informationskulturperspektiv under ett förändringsarbete och att använda informationskultur i Oliver och Foscarinis mening, vilket innebär att analysera redan etablerade strukturer och organisationer; de problemområden som Oliver och Foscarini anser att arkivarien bör undvika att lägga mycket arbete på, då de är svårföränderliga, visar sig enligt studieresultatet tvärt om vara viktiga att jobba med under ett förändringsarbete. Att en viss nivå av det informationskulturramverk som Oliver och Foscarini har tagit fram är svår att påverka i en organisation betyder inte att den är svår att inkorporera i ett förändringsarbete. Till skillnad från andra, allmänna förändringteorier så lyfter informationskulturperspektivet fram aspekter som är direkt kopplade till arkivariens roll. I stället för generella råd som ”samarbete” föreslås mer specifikt ”samarbete med it”. Informationskultur är dessutom en väldigt innehållsrik teori då den inbegriper många etablerade teoribildningar. I en informationsförvaltningskontext blir därför informationskulturansatsen paradoxalt nog både bredare och mer specifik på samma gång.
The aim of this thesis is to examine if information culture is a theoretical construct that can assist in creating a proactive recordkeeping environment. It also aims to investigate if information culture can be of help to an organization that goes through changes that affect its recordkeeping practices. The study uses Gillian Oliver and Fiorella Foscarini’s definition of information culture, which they define as ”values accorded to information, and attitudes towards it, specifically within organisational contexts.” The preparations for the GDPR (EU) 2016/67 at two Swedish universities functions as the case that the author uses to explore these questions. Using a qualitative method, interviewing five people, the author examined the interviewees’ values towards information and how the organizations had prepared for the GDPR. The study suggests that there is need for cooperation between archivists and people from other professions, such as IT and law, when preparing for complex recordkeeping issues such as the GDPR. However, the study shows that an archivist is not always involved in an organization’s change management effort.  The study shows that there is a difference between adopting an information culture perspective when managing change and using information culture as Oliver and Foscarini intend it be used. Their approach addresses organizations and structures that are already established. The problem areas that Oliver and Foscarini think an archivist should avoid focusing its change management efforts on, because they are hard to change, are shown to be as important to work with as other problem areas when managing change in an organization. Just because a level of the information culture framework that Oliver and Foscarini have developed is difficult to affect in an organization does not mean that it is hard to incorporate into a change management effort. In contrast to other change management theories, an information culture perspective highlights aspects that are directly connected to the role of the archivist. Instead of generic advice, such as “cooperation”, information culture specifically advices the archivist to “cooperate with the IT department”. Information culture is a theoretical construct that embraces other established theories. From a recordkeeping perspective, an information culture approach is therefore paradoxically both broad and exact at the same time.

Abstract:

The starting point of this paper has to do with rapid changes within the information technology and the need for agile and fast systems. The primary goal is to investigate what happens with recordkeeping practices in agile environments like service oriented architecture (SOA). It is in the possible transfer between IT architecture and digital archive the area of this paper resides. The paper relates to the Records Continuum model by which records will be considered historical and active at the time of creation. In the Records Continuum model recordkeeping practices and archival requirements will have to be taken into account at the time of creation.

This paper concerns SOA from the perspective of Archival and Information science. It describes the different parts that make it possible to achieve a SOA with emphasis on those parts which have the most impact on the requirements of a digital archive. The main requirements discussed in this paper are the principle of provenance, the need to ensure that records remain authentic, reliable and keep their integrity and usability over time. The issue of keeping track of information and activities in a SOA is also discussed. It is established that records which need to fulfil the requirements mentioned above do exists in a SOA. The purpose of this paper is to investigate whether or not the principle of provenance and the archival requirements will be affected by SOA, and whether or not the requirements can be fulfilled over time.

Information collection for this paper is basically through studies of literature and information gathering on the Internet. The method is descriptive and comparison between the information gathered has been made. In addition one short interview has been undertaken with Skatteverket, a government that are in the process of implementing both SOA and a digital archive. The main purpose with the interview was to find out if there are any collaboration between SOA and the digital archive at Skatteverket.

The results indicate that a lot of the problem concerning preservation of digital records over time also applies for SOA, such as the lack of sustainable format and media and the potential loss of information. However some successful implementations of digital archives based on the OAIS-model with SOA as tool for realising the digital archive has been found. The archival requirements and the principle of provenance will be affected by SOA but it is only when there is a connection between SOA and a digital archive that it is possible to secure some of the archival requirements.

The research presented in this thesis is about recordkeeping in the public sector, focusing especially on the relationship between the public administration and its archives, and selected aspects affecting the way this relationship is developing in the digital era. Two research questions are addressed: RQ1: What are ‘archives’ and ‘recordkeeping’ in the digital context and the developing e-government? RQ2: What are the indications of current and future challenges regarding the cooperation between public administration and archives? Six studies resulting in six papers form the basis of the thesis. Each study explores a unique aspect of how current developments, discussions, and decisions affect contemporary understanding and practices regarding archives and recordkeeping. Public records are authoritative information resources, crucial in the everyday lives of citizens. Public recordkeeping develops continuously alongside administrative practices, technological achievements, and political goals. Examples include the development of shared services within the public sector and the involvement of the private sector in public infrastructure projects through outsourcing. These processes are currently affected both by digital technologies, which offer new possibilities to create, use, and preserve records, and by e-government, characterized by the combination of information and communication technologies with organizational change to improve public services and democratic participation. In these processes, existing practices are reviewed and revised, and the concepts of ‘archives’ and ‘recordkeeping’ redefined. The research was pursued using an interpretive approach. The research methods used were concept analysis; discourse analysis; literary warrant analysis; phenomenography; critical theory; and the records continuum model as a theoretical structure. The results shows that common usage of the terms ‘archive’ and ‘recordkeeping’ is fluid and changing, which can make decision-making challenging and affect the relationship between archives and administration. Efforts to develop recordkeeping strategies may be hampered by factors related to the different ways in which the nature and role of archives and recordkeeping are perceived, including differing understandings of related concepts; varying discourses on what an archive (or e-archive) is or should be, and different ways of interpreting legal frameworks and their significance.

Every municipality in Manitoba has a distinct and valuable history, but many stories are already lost, and many more are at risk due to poor recordkeeping and archiving. Municipal records document local decisions, actions, finances, the relationship between governments and citizens, and much more. Most of this information is only available in municipal government records; it does not exist anywhere else. Additionally, despite municipal reliance on local records and archives in their day-to-day operations, and as a key source in constructing specific community identities, many municipal government offices have neglected, forgotten, or no longer see the value in maintaining an archive. As a result, municipal governments cannot be held fully accountable for their actions and are unable to abide by the archival requirements of the Municipal Act and the access and privacy provisions outlined in the Freedom of Information and Protection of Privacy Act. They are also thereby failing to take advantage of the archival services offered through the Archives of Manitoba as outlined in the province’s Archives and Recordkeeping Act. This project examines how municipal employees and citizens view recordkeeping, particularly how archival records are considered. In order to learn how municipal officials deal with both their current and archival records a survey was sent to all the municipalities in Manitoba outside of Winnipeg, which was excluded because it had made considerable recent progress by establishing a city archives. Driven by a concern that municipal records outside of Winnipeg are not being adequately managed and archived, this thesis studies the way municipalities are treating both their operational and archival records. These findings are contextualized by looking at municipal archives and archival practices across Canada. Finally, the thesis provides some suggestions for improving recordkeeping practices in Manitoba’s municipalities.

This chapter is divided into two main sections. The first one focuses on the links between open government goals and the theoretical recordkeeping continuum approach: participation, collaboration, and transparency will be only possible within a postcustodial public administration archival infrastructure. The second section presents the maturity model on records management for open government, designed by the Society of Catalan Archivists-Records Managers, in order to build trust between government and citizenship ensuring traceability and authenticity in information governance. Although it is developed according to the Catalan and Spanish legal frameworks, the model can be useful for organizations, wherever settled, aiming to succeed with their open government policies, since it provides a self-audit checklist inspired by international standards on records management, digital preservation, civic participation, and quality.

Utilizing this application will replace the current practice of manual recording of readings in order to reduce human errors as well as promote operational efficiency. With this application, the operator simply points the mobile device's camera towards the gauge and the image is converted to a digital measurement using computer vision algorithms. The digitized readings are sent to a remote database for recordkeeping and data analytics. In order to identify which gauge is being scanned, which is necessary for proper recordkeeping, the application detects a unique QR-code tag attached to the gauge. Additionally, the application utilizes AR technology to overlay gauge specific information (such as gauge type, safe operating range, fluid type, etc.) along with the digitized reading. Visualization of historical readings is another feature in the application that assists the operator in trend monitoring and decision making. Preliminary tests for the prototype application were carried out in a laboratory environment to demonstrate the working principle of this application. Although the technology is in its early stages of development, it shows promising results in terms of accuracy and speed of the computer vision algorithms to detect and digitize the analog gauges. The historical data recorded by the application can also be accessed via the control room using a web interface, where information from various gauges can be retrieved and visualized for analysis and monitoring. Overall, the presented application integrates computer vision and augmented reality to provide an effective solution for digitizing analog gauges while promoting digital transformation efforts within the industry.
