Abstract:
The Learning and Teaching Support Network was established at the beginning of the year 2000 by the higher education funding bodies. It is intended to provide an integrated network of subject centres to enhance learning and teaching activity in UK higher education. The subject centre responsible for Information and Computer Sciences is responsible for promoting quality information, resources and expertise in computing and library and information science. The LTSN - ICS is addressing its strategic aims by creating networks and establishing contacts within the discipline. The Centre has made available a development fund to support small academic projects in teaching and learning from both information and computer sciences. The successful projects are described here, as is the detailed refereeing process that was undertaken to determine the final destination for the development fund money.

The article discusses the transition to a new stage of civilization, the knowledge society. In the modern world, knowledge is one of the major socio-economic resources for both the individual and the state. Accordingly, the educational strategy of any higher educational institution should be refocused to ensure smooth transition from the traditional model to innovative in order to prepare the modern student for a life in the society where innovation and intellectual resources play the major role. The modern library can act as a control centre of knowledge, integrate with the world information resources and mediate for the user in global information space using the tools and mechanisms of the electronic library. In this regard, the e-library becomes a knowledge management centre focused on the development and maximum use of intellectual potential of library for the purpose of preservation, reproduction, building up and broadcasting of knowledge. The article analyses the opportunities which are given by electronic library for the University.The authors constructed the scheme of interrelation of knowledge and information resources. The article considers the concept of proactive electronic library of the University as a system of information service of readers, the main purpose of which is to provide resources in any form and on any carrier using the classical and network forms of services based on the advanced inquiry services. The authors constructed the model of proactive University library, which is a complex system, incorporating elements of various properties and complexity. The proactive electronic library itself searches for information corresponding to the information needs of the user, without waiting for his request; that can influence the development of his information needs. Thus, the library transforms from a passive storage of information into an interaction partner. Information is automatically selected for the user, relevant to his educational and scientific interests, hobbies and preferred leisure.

The article describes the history of the State Public Scientific and Technological Library of the Siberian Branch of the Russian Academy of Sciences (SPSTL SB RAS) — firstly the State Scientific Library (SSL), established in 1918 in Moscow and transformed into SPSTL SB RAS in 1958. The authors present the stages of its development and main achievements. The library developed its collections, publishing and educational activities, created the network of its branches practically in all industrial regions of the country. During the Great Patriotic war, the Library based its work on the priority satisfaction of the defence information needs. Despite the loss of holdings on the occupied territory, it developed the network of branches, setting the task of bibliographic service for the defence industry.In 1946, given general scientific importance of the Library, it was transferred to the USSR Ministry of Higher Education. The new status of the Library has forced to expand significantly its acquisition to technical literature, publications on natural science, social science and humanities. In 1958, the Library was transferred to Novosibirsk. Its main task became information support of scientific research; it developed its forms and methods, generated its own resources and actively engaged in the automation and informatization of library and information processes. Here the Library began to develop library science, bibliography, book science and applied informatics. In fact, the communication between the user and the library, the librarian and the information resource moves exclusively into the electronic environment. Over 60 years of activity in Siberia, the Library has become a unique scientific and cultural Siberian phenomenon, combining the features of the universal public library, the centre for scientific and technical information and the unified centre for automation of library and information processes of the Siberian Branch of the Russian Academy of Sciences.

When we speak of resource sharing, we mostly mean document sharing through union catalogues, list exchanges, interlibrary loans, cooperative acquisition programs... Yet, the first and primary condition of the library network efficiency is information sharing.Libraries have been quite successful in this field for the last decades but, nowadays, new technology such as electronic mail or telefax offers unequaled facilities to set up and promote a permanent and world wide program of information exchanges liable to meet the increasing needs of punctual responses. From an eight year experience at Paris Observatory library which has been hosting the French national service CADIST [Centre d’acquisition et d’information scientifique et technique], we can assert that, outer demands of informations being at the same time useful information sources, such a quick answer service does participate to the improvement of the inner service efficiency.

The article is devoted to the work of the automated information library system (AILS) “Bibliobus”, developed by specialists of the Library for Natural Sciences of the Russian Academy of Sciences (LNS RAS). The purpose of this article is to acquaint readers of the journal with the specific features of the modern AILS “Bibliobus” that provides complex automation of the main technological processes on the “way of book” of non-periodicals received in the centralized library system (CLS) holdings of LNS RAS. The authors describe capability features and functions of the system, the rules of work with it, the user interface for performing work related to centralized acquisition, book registration and distribution of the incoming books between the CLS libraries, cataloguing, classifying, etc. The system has a number of features that distinguish it from most automated library systems. It is focused on the centralized library network; part of the information is entered in the Centre, part — interactively in the libraries of the network; all the accounting and financial documents required by the centralized system are generated automatically. The AILS “Bibliobus” widely uses the bar coding, it applies to all stages of publication processing on the “way of book”; the bar codes appear on all supporting documents and printed cards. When cataloguing the publications, bibliographer introduces in the main “window” of system the bibliographic description in the format of State Standard GOST 7.1—2003 with some mark-ups, and in additional “windows” — the maximum possible metadata, providing multi-aspect search of the publication in the catalogue; the search fields for e-catalogue are generated automatically. The AILS “Bibliobus” provides for the formation of multi-level records. Its database stores the images of scanned text pages displayed in the electronic catalogue; all operations are logged with the start and end time, which allowed building on its basis a powerful reference and statistical system. The system has a modern user interface that allows the operator to obtain multiple information on various aspects of technological operations.

Abstract: This article focuses on the internal evaluation model that existed at the Dellcrest Children’s Centre in Toronto, Ontario, for more than a decade. The model was characterized by a systems approach to organizations in which the organization is seen as an interactive network of systems and functions. Key elements of the Dellcrest approach were: (a) the organization as goal-based; (b) evaluation results as an integral part of the organization’s feedback system; and (c) evaluation as a management responsibility. A review of 10 years of evaluation research revealed the essential soundness of the model but highlighted certain difficulties in its application.

Purpose – The article aims to convey the experiences of installing an Espresso Book Machine (tm) into Windsor Public Library. It relates how an extremely high-tech, mechanical and new process was received in a very traditional field. Design/methodology/approach – Windsor Public Library acquired an Espresso Book Machine, and built around it a Self-Publishing Centre which included iMacs loaded with software, a scanner, a comfortable area and a dedicated staff member. Findings – The creativity that arose from the Self-Publishing Centre was not limited only to individual, solitary authors who wanted just to produce their own works. A network of like-minded people formed to give encouragement and support developed, increasing the opportunities for elevating literacy in our community. Research limitations/implications – Limitations are obviously that we are one small community enjoying the benefits of this machine. It is impossible to predict if other communities and geographic locations would enjoy the same success. Practical implications – Practical implications are that even with the advancing tide of ebooks and non-print matter, patrons are still very eager to consume and produce printed materials. Social implications – The technological marvels of the high-tech gear that have been installed would be lost without the people forming communities around the technology. Originality/value – The results of installing the Self-Publishing Centre were very different from what we anticipated. The products and community established here are as awe-inspiring as the machine at the heart of the Centre.

Currently, youth libraries need radical modernization in the context of global cyberspace and social networks. Taking the challenge of nowadays, rebuilding their age-old traditions, libraries forced to change the format and saturate their space with new meanings. Studying the organization of modern library services for young people is based on the Information-Library Center for youth of Tyumen city. Evidentlu for it the authors elaborate recommendations to improve servicing young people in the information-library center for youth of Tyumen. The research theoretical and practical significance is determined by the need for an urgent study of youth activities of library institutions to create a positive experience with this category of users. To identify the young people attitude to the activity of the Information-Library Center for youth in Tyumen, the authors monitored public opinion with a sociological survey (questionnaire). The survey has revealed: what users want to get from visits; what forms of work they like, and what would they like; what is the comfort of working in the library. The analysis of the obtained data allowed authors to conclude: 1. Young people are interested in getting comprehensive information on the topics of their interest. 2. Modern technical equipment and the availability of designed work and leisure sites are important com­ponents of the library space. 3. The most attractive leisure activities in the Centre include creative meetings, musical or literary events. 4. Respondents attributed the problem of professional growth of specialists, underdeveloped forms of intellectual leisure and types of information support as shortcomings of the Information-Library Center for young people, which are worth paying attention. 5.The most popular sources of information about the Center activities are social networks. 6. Users rated the Center work as 9.4 points in 10-point scale. The authors have developed measures to improve the quality of library services for young people, increase the interest and activity of this social group in the work of the Information-Library Center for young people. They are: 1. Actualizing the library collection in accordance with youth preferences; 2. Developing advanced forms of book borrow; 3. Organizing the Center library space comfortable for young people; 4. Involving young specialists in library activity; 5. Expanding the library’s social partnership with youth associations.

Abstract:
Data-intensive stream processing applications have escalated in popularity in recent years, producing numerous designs and implementations for handling unbounded streams of high-volume data. The sheer size and dimensionality of these types of data requires multiple machines to push processing throughput of hundreds of millions events per second at low latencies. Advances in the fields of distributed deep learning and stream processing have highlighted networking-specific challenges and requirements such as flow control and scalable communication abstractions. Existing stream processing frameworks, however, only address subsets of these requirements. This thesis proposes a design and implementation in the Rust programming language for a modular networking library able to address these requirements together. The design entails protocol framing, buffer management, stream multiplexing, flow control, and stream prioritization. The implemented prototype handles multiplexing of logical streams and credit-based flow control through a flexible application programming interface. The prototype is tested for overall throughput and round-trip latency in a distributed environment, displaying promising results in both categories.
Under de senaste åren har applikationer för dataintensiv ström bearbetning blivit avsevärt mer vanliga. Detta har lett till en uppsjö av modeller och implementationer för hantering av dataströmmar av gränslös volym. Blotta datamängden och dess dimensionalitet kräver otaliga maskiner för att med låg latens hantera hundratals miljoner händelser per sekund. Framsteg inom området för distribuerad djupinlärning och ström bearbetning har blottlagt nätverksspecifika utmaningar och krav såsom flödeskontroll och skalbara kommunikationsabstraktioner. Nuvarande beräkningssystem för ström bearbetning uppfyller dessvärre bara en del av dessa villkor. Detta examensarbete presenterar en modell och implementation i programmeringsspråket Rust för ett modulärt nätverksbibliotek som kan hantera alla dessa krav på en gång. Modellen inbegriper datainramning, bufferhantering, ström multiplexing, flödeskontroll och ström prioritering. Prototypen som här implementerats hanterar multiplexing av logiska dataströmmar och kreditbaserad flödeskontroll genom ett flexibelt applikationsgränssnitt. Prototypen har testats i avseende å nätverk genomströmning och tur-och-returtid i ett distribuerat upplägg, med lovande resultat i bägge kategorier.

Abstract:
The purpose of the research is to study the evolving role of the school library and information centre (SLIC) in primary and secondary education in digital Europe, not only in countries where schools have reached an advanced stage of usage of digital technology in education, but also in less advanced schools. This international research provides a bridge between two different disciplines – Comparative Education (Sociology) and Library and Information Science (LIS) – and attempts to provide information to both the educational and library communities throughout Europe regarding the role which SLICs play in the emerging educational global landscape and to determine whether or not these traditional, digital or virtual SLICs, and the work of the school librarian and information specialist, influence the quality of education and improve children's learning outcomes at different levels. First of all, the study examines a sub-matrix known as the KILM (Kalsbeek Information Literacy Matrix), which was developed as part of an educational matrix between 1997 and 2008 at the Kalsbeek College in Woerden, the Netherlands. The educational matrix attempts to introduce and implement educational reforms, ICT (Information and Communication Technologies) usage, educational technology and new forms of learning throughout the school in a orderly fashion while maintaining a high level of educational quality. This sub-matrix (KILM) identifies the role of the SLIC during the application of the educational matrix. The study then looks at success criteria which became apparent during the application of the sub-matrix and asks whether or not it would be possible to apply similar strategies to other schools libraries and information centres, firstly at Dutch national level and then in school libraries throughout Europe. The staffing, facilities and conditions in school libraries and information centres which were studied vary greatly, however, thanks to the willingness of teachers, school librarians and (school) library associations to share information and data, it has become possible to identify common problems and present some solutions.

Academic libraries in South Africa are facing the challenge of tighter budgets, increasing student enrolments, greater diversity in students' backgrounds and library experience, and a call for greater accountability to all the stakeholders. The effectiveness of a library service can be measured in terms of the availability and accessibility of library materials, two attributes of a library's document delivery capability. This study focused on the availability of prescribed materials for undergraduate students in an academic library. It involved a micro-evaluation of the immediate materials availability rate in a short loan collection, by using a combination of a quantitative simulation study, and a qualitative user survey. Generally, the availability rates determined were high, which suggests a high degree of collection adequacy. However, the user study confirmed that many SLC users experienced difficulties in using the system, indicating a need for continuous user education programmes and constant dialogue between the staff and the users concerning future service improvements. The study indicated that overall materials availability rates can be misleading if accepted at face value. A introspective analysis of the reasons for the non-availability of high-demand materials revealed hidden access barriers such as poor information retrieval skills on the part of the users and certain inefficient organisational procedures on the part of the library. The study reiterates the fundamental importance of constructive communication between the various stakeholders in meeting the educational goals of the institution and the necessity of regular library performance evaluation to ensure a dynamic, proactive service. The coexistence of print-based and electronic resources in the forseeable future underscores the importance of convenience and accessibility factors in making required documents available to the users.

The main purpose of this research project has been to investigate the need and, consequently, the perceived feasibility of establishing a cooperative manuscript bibliographical information sharing network among six major libraries in Riyadh, Saudi Arabia. Perceived feasibility is in this case a good indication of actual feasibility. This is because the perceptions studied here are those of experts. Appeal to an authority is a perfectly legitimate way of gathering information and confirming beliefs. The librarians and directors of the manuscript departments of the six libraries are essentially experts in manuscript and library services. Their opinion, therefore, can be considered as a good indication of the actual feasibility. There is another group who can also provide an indication for feasibility; the users of those manuscript departments. The majority of those users are either university professors or graduate students who rely heavily on manuscripts. Librarians and the users of the libraries were the population of this study. The study went further and compared the attitudes of these two groups to determine whether they are in fact similar. Survey method was used to achieve the goal of this research project. The instruments used are interviews, a questionnaire, and review of related literature. The study showed that the manuscript departments hold large collections of more than 98,700 titles in different forms. In regard to the state of automation, four of the departments are using automated systems, and the other two are planning to. As for library cooperation, none of the departments or the libraries are involved or have been involved in any cooperative library network or any sort of formal cooperation. For bibliographic tools, each of the six departments has developed its own cataloging rules, and only one use one of the major subject lists. Moreover, two departments only use one of the major Arabic authority control lists. The majority of the respondents rate all the suggested functions for the network as very important. Furthermore, they think that these functions can be done without a network but that it would be difficult. The majority also strongly agree with all the listed potential benefits of the network. With regard to the potential obstacles that may face the establishment of the network, the majority of the respondents agree or strongly agree that the listed obstacles are significant barriers, except the idea that there is not need for a network. Ninety-eight percent of the respondents think establishing a manuscript bibliographical information sharing network among the libraries of Riyadh at the present time is both desirable and feasible. The national library of Saudi Arabia, King Fahad National Library, topped the list with 37.7% as the preferred leader and organizer of the network. No significant difference was found between the responses of the librarians and the users except on one case which is that of the interlibrary loan.

Abstract:
The aim of this masters thesis is to examine how communication structures within an inter-organisational network affect the network activities. Questions posed are: who communicates with whom; how does the communication structure affect information distribution; does the structure support the intended function of the network; are the participants satisfied with the information received; and how does the network structure affect the network sustainability. The theoretical starting point is the convergence model of communication applied in an analytic network context. Questionnaires were sent out to the network members and interviews were undertaken with some of the network participants. The Young peoples Reproductive Sexual Health and Rights YRSHR network was founded in 2000. MAMTA-Health Institute for Mother and Child took the initiative since there was a lack of organisations that targeted the group of adolescents. The network consists of approximately 90 NGO's located in five different Indian states. In each state there is a state facilitating agency, SFA that is responsible for co-ordinating the network activities. The SFAs are also responsible for information dissemination and collection of activity reports from the local organisations LO in the state. MAMTA acts as a co-ordinating agency for the entire network on a national level and functions as a gatekeeper between the different states. According to centrality analysis, MAMTA does not have control or influence over the communication in each state. We believe that it is important to have a continuous information exchange that is built upon the participation and mutual exchange by the network actors. The YRSHR-network is low in density and this may be an indication of the members low inclination to engage in network activities. Still, the members regarded the YRSHR-issues as important and the mutual exchange between members a priority. The communication structure is an effective way of disseminating information, but it does not support the members participation in the information exchange or the development of more complex network tasks. To assure the sustainability of the network, a feedback system where the members can document their experiences and knowledge would benefit the active participation in the information accumulation and thus help to sustain the network.

Although most research libraries accepted their reliance on the government-sponsored Library of Congress Mission, the Hoover Institution and Library on War, Revolution, and Peace did not. Its founder Herbert Hoover used the influence and reach of a former president to enable a private institution to operate where others were barred. Although eventually the Hoover Library won an authorized spot on the LCM, it largely operated in the shadows of the American military government. It drew upon an overlapping informal network of collectors, war correspondents, and intelligence agents to operate within the gray market for information in a defeated nation. These operations briefly came under scrutiny when one acquisition, The Goebbels Diaries, was published. Despite that episode, the library’s wartime collecting mission hastened the growth and prominence of the Hoover Institution as a center for the study of global politics, war, and diplomacy.

Information and communication technology (ICT) is one of the technologies that is contributing and enhancing national growth. The rapid adoption of information and communication technology (ICT) has enabled people to access information across the globe. But there is a widening gap between those with access to these tools and those without the ability or means to access them. In a digitally unequal world, we need to focus on bridging the gap between the digitally privileged and underprivileged community of rural India. This study is carried out to examine the digital awareness and digital literacy among rural women. Digital literacy is the ability to find, evaluate, utilize, share, and create content using information technology and the internet. Digital literacy is the knowledge, skills, and behaviours used in a broad range of digital devices such as smart phones, tablets, laptops, and desktops, all of which are seen as network rather than computing devices. Ramanathapuram and Sivagangai districts were selected for this study. A simple random sampling technique is used for selecting the sample. The total sample size is 140 respondents.

With the increasing amount of published scientific papers, it becomes paramount for learners and researchers alike to use tools that semantically annotate resources in order to facilitate the information retrieval process. Thus, we introduce a semantic annotation tool incorporated within our ReaderBench framework to provide recommendations regarding categories that should be used for automated labelling. Currently, the tool categorizes input documents based on the ACM Computing Classification System (http://dl.acm.org/ ccs_flat.cfm) taxonomy from 2012. The Semantic Annotation tool provides also suggestions and cohesion scores for the most relevant keywords covered by the paper, allowing researchers to automatically extract the paper’s topics. Therefore, the semantic annotation algorithms involved within the tool ensure a cohesion-centered and in-depth representation of discourse. The underlying adaptive technologies support academia with potential suggestions of automated categorization and keywords generation useful when submitting scientific papers or properly assigning papers for review. A more specific objective is to facilitate the classification of publications in the internal Digital Library of the RAGE project meant to support researchers from the RAGE eco-system. Additionally, the Semantic Annotation tool provides cohesion scores between the abstract, authors’ keywords and the entire paper’s textual content. These scores may provide useful insights in terms of generating personalized recommendations of keywords that are representative for an article, or recommendations for rewriting the abstract in a cohesive manner in accordance with the entire paper. To this aim, the SemEval corpora comprising of 244 scientific papers classified into four of the ACM CCS 1998 categories was used to validate our tool. Hence, we applied a clustering algorithm to group semantically related papers and compared the generated clusters with the initial group assignments.

Transmission measurements on natural iron samples have been performed at the time-of-flight facility GELINA to validate neutron resonance parameters for Fe isotopes. The measurements were carried out at the 50 m transmission station using a Li-glass scintillator with the accelerator operating at 800 Hz. This report provides the experimental details required to deliver the data to the EXFOR data library which is maintained by the International Network of Nuclear Reaction Data Centres (NRDC). The experimental conditions and data reduction procedures are described. In addition, the full covariance information based on the AGS concept is given such that nuclear reaction model parameters together with their covariances can be derived in a least-squares adjustment to the data.

The World Organisation for Animal Health (OIE) represents 182 countries with a focus on animal health, animal welfare and veterinary public health. The OIE has several Collaborating Centres that support the work of the organisation. The Istituto Zooprofilattico Sperimentale dell’Abruzzo e del Molise ‘Giuseppe Caporale’ (IZSAM) is the Secretariat for the OIE Collaborating Centre Network on Veterinary Emergencies (EmVetNet). In April 2020, the IZSAM initiated a COVID-19 Thematic Platform on Animal Welfare. The working group represented the EmVetNet Collaborating Centres, international institutions, veterinary associations, authorities and animal welfare organisations. Lincoln Memorial University College of Veterinary Medicine recruited summer research students whom catalogued over 1,200 animal welfare related reports and provided 64 report narratives for the working group. IZSAM launched the EmVetNet website (https://emvetnet.izs.it) for public and private exchange of information, materials, and guidelines related to veterinary emergencies. The EmVetNet COVID-19 Thematic Platform on Animal Welfare continues to meet to address emerging issues, strengthen the network for future emergencies, and share information with stakeholders including national Veterinary Services responding to the epidemic.

Abstract:
The World Organisation for Animal Health (OIE) represents 182 countries with a focus on animal health, animal welfare and veterinary public health. The OIE has several Collaborating Centres that support the work of the organisation. The Istituto Zooprofilattico Sperimentale dell’Abruzzo e del Molise ‘Giuseppe Caporale’ (IZSAM) is the Secretariat for the OIE Collaborating Centre Network on Veterinary Emergencies (EmVetNet). In April 2020, the IZSAM initiated a COVID-19 Thematic Platform on Animal Welfare. The working group represented the EmVetNet Collaborating Centres, international institutions, veterinary associations, authorities and animal welfare organisations. Lincoln Memorial University College of Veterinary Medicine recruited summer research students whom catalogued over 1,200 animal welfare related reports and provided 64 report narratives for the working group. IZSAM launched the EmVetNet website (https://emvetnet.izs.it) for public and private exchange of information, materials, and guidelines related to veterinary emergencies. The EmVetNet COVID-19 Thematic Platform on Animal Welfare continues to meet to address emerging issues, strengthen the network for future emergencies, and share information with stakeholders including national Veterinary Services responding to the epidemic.

Abstract:
Review question / Objective: The purpose of this study is to comprehensively evaluate the efficacy and safety of modified Ermiao decoction in the treatment of gouty arthritis. Information sources: We will conduct searches of Web of Science, PubMed, Cochrane Library, Embase, China National Knowledge Infrastructure (CNKI), Wanfang Data Knowledge Service Platform (Wanfang), Weipu Chinese Science and Technology Journal Full-text Database (VIP), and Chinese Biomedical Literature Database (CBM) from their inception to July 2022. In addition, trial registration platforms will also be searched for ongoing or unpublished trials, including International Clinical Trials Registry Platform and Chinese Clinical Trial Registry Centre. The languages of included studies will be restricted in English and Chinese. Medical Subject Headings and free words terms will be used during the retrieval process. The main search terms include “gouty arthritis”, “modified Ermiao”, and “randomized controlled trial.” A draft of the PubMed search strategy is included in Table 1. Similar retrieval strategies will be applied to the other databases mentioned above. We will also search for relevant systematic reviews of using MED for GA and reference lists of eligible studies to improve recall ratio.
