Abstract:
The Iraqi Kurdistan Region (IKR) and the Federal Iraq law lack of exception and limitation regulation related to blind, visually impaired and printed disable people. This also applies to many countries’ Laws and policies around the globe. Some governments are facing challenges to incorporating exceptions and limitation of the copyright law into the national regulations. The purpose of this study is to present several practical methods to overcome these challenges particularly through incorporate exceptions and limitation of the copyright law into the national and regional law according to the Marrakesh Treaty. At the same time, highlight the key benefit of exceptions and limitations in the Intellectual Property and specifically Copyright law regarding blind, visually impaired and printed disable people. Considering incorporation of international standard including Marrakesh Treaty, would enhance the benefit of blind, visually impaired and printed disable people. Finally, such studies would encourage national institutes and NGOs to promote the idea of amending the laws related to the disable people. In addition, apart from its scientific and law perspective, this study is an attempt to protect the human rights through promoting the rights of disabled people.

Abstract:
Summary Objectives To summarize current excellent research in the field of access to health information. Method Synopsis of the articles selected for the IMIA Yearbook 2008. Result Four articles from in,ternational peer reviewed journals were selected for this section. This selection is composed of two studies which gives an overview of how people currently access health information and two descriptions of original systems which show actual challenges and alternatives to better access information in the health domain. Conclusion The possibilities of access are increasingly more important for online health information, taking into mind the pros of the goal of universality and the cons of overabundance and unevenness of quality. Current research is going in the direction of studying the user behavior and building better alternative systems to reach health information. However more research should be done about the Web 2.0 technologies related to the access to Health information, since they are currently changing information access and selection paradigm.

Abstract:
The engineering data of a large enterprise is typically distributed over a wide area and archived in a variety of databases and file systems. Access to such information is crucial to a team member, particularly in a concurrent engineering setting. However, this is not easy, because (1) a model of the relevant information is not available, and (2) there is no simple way to access the information without being knowledgeable about various computer data formats, file systems, and networks. We have developed a system called the Information Sharing System (ISS) to enable access to diverse and distributed information within a corporation. Such data could be stored in different repositories such as databases and file systems including those that contain multiple media. Our paper describes the methodology of the ISS, the details of the implementation and extensions planned for the future.

Abstract:
Sierra Leone was engulfed in a destructive civil war between 1991 and 2002. The civil war was partly caused by the non-accountability of the government, endemic corruption, misrule and the mismanagement of the country’s resources. Efforts have been made by the country, with the help of the international community, to embrace a democratic dispensation. To demonstrate its commitment to the democratization agenda, Sierra Leone passed the Right to Access Information (RAI) Act in 2013. The Act guarantees access to government information and also imposes a penalty on failure to make information available. However, Sierra Leone’s state institutions are still weak due to mismanagement and lack of transparency and accountability. Freedom of expression and access to information are cornerstones of modern democracies. Public information/records are a means of power that governments and other political institutions use to exercise control over citizens, but are also a means of citizens’ empowerment. Through access to government information/records, media can play their watchdog role and people can assess the performance of governments and hold them accountable. The purpose of the paper is to demonstrate the fact that it is not enough to enact freedom of information laws (FOIs) if there is no political will to make government information accessible, an information management infrastructure to facilitate the creation, capture, management, dissemination, preservation and re-use of government information and investments in civil education to promote an information culture that appreciates information as a resource that underpins accountability and transparency.
