La rivoluzione digitale ha inciso profondamente sui diritti fondamentali. Essa ha aperto nuove prospettive per l’esercizio di diritti fondamentali già riconosciuti. Ha fatto emergere nuovi diritti fondamentali e nuovi limiti e nuove minacce ad essi. La cultura giuridica italiana ha concettualizzato queste sfide attorno ad una serie di temi: la libertà informatica, il diritto fondamentale di accesso ad Internet, il diritto all’oblio, il diritto a non essere oggetto di una decisione amministrativa totalmente automatizzata, i nuovi problemi della libertà di espressione. La Camera dei deputati ha elaborato una “dichiarazione dei diritti su Internet”, senza efficacia normativa. E l’uso di Internet ha modificato profondamente il sistema politico. Questo saggio tenta un primo bilancio generale di questi problemi, che in generale sono ancora tutti aperti.

Abstract:
The study explores the problems of forming an information and communication culture in a modern digital environment. In the context of the concept of the information society, the paper considers the characteristics of various types of culture functioning in the contemporary digital environment: information, electronic, screen, Internet culture. It also reveals their typical features and distinctive features. Information culture is a type of culture that includes a system of views, ethical attitudes, rules and norms, based on information as value, and material media — means of transmission (press, radio, telephony, television and the Internet). As a synonym to “information culture,” the concept of “electronic culture” is often used. Its fundamental feature is virtual electronic platforms broadcasting cultural achievements. Screen culture is considered a kind of product of the information era, formed during the collision of a person with screen display media and inseparably associated with technological progress. Internet culture can become a particular type of culture, which includes the use of the Web as a platform for realizing the needs of communication and self-expression, developing creativity through the creation, use, transformation of virtual objects, often similar to real ones, but with a special, unique appearance. The work identified components of information culture, analyzed its interpretations within the framework of cultural, information, activity and personal approaches. In the study of electronic, screen and Internet culture, there are also several scientific approaches: cultural, philological, philosophical, psychological. The authors indicate that at this stage of the development of society, there is a formation of a new social type of person (“information”) and the nature of social relations. The authors considered the phenomenon of information and communication culture as a component of the information society and examined its formation in the digital environment using areas of education and culture as an example.

Introduced the concept of “ergodic theory” and “cultural omnivore”, this article takes Masters In Forbidden City—a representative documentary film—as an example, analyses online cultural consumption in China and We-Media consumer behavior from cultural studies and frame analysis perspectives. By doing case study and qualitative research, this article first suggests that although derived from popular culture, online cultural consumers can not only be seen as extensions of popular culture consumers, nor unitary sub-culture groups. Youth sub-cultural groups were supposed to be differentiated and exclusive, but nowadays they are becoming increasingly “mainstreamed” due to the development of internet enterprises and cultural omnivores. Secondly, online cultural consumers have their own decision-making and information-processing system based on virtual community culture criteria. This system distinguishes internet cultural consumer behaviors from traditional offline ones. Therefore, the model of AIINDAS may be adjusted accordingly: “investigating” can be simplified into “filtrating”, “experience” can be complicated as “ergodicity”, and accurate information can be replaced by dynamic information.

Culture is an important element of a destination tourist product, and tourism is an apparatus for meeting the various cultural needs of tourists. The relationship between culture and tourism contributes to the support of the cultural sector, innovation, creativity, the image of the destination and the social connection between tourists and the local population. Nowadays, it is impossible to imagine the functioning of tourism without the Internet. Presenting the cultural offer of the destination via the Internet is a great challenge and requires exceptional commitment. The subject of research of this paper is the influence of Internet content on the decision of the tourists about the destination of cultural tourism they will choose. The aim of the research is to influence the internet content on tourists related to the cultural tourism of the destination and the possibility of attracting tourists to visit the destination based on the reviewed Internet content. The research involved 165 respondents who visited one of the cultural tourism destinations from the territory of the Republic of Serbia. The results of the research show that a higher level of quality of Internet content has a positive effect on tourists choosing a certain cultural tourism destination for travel and that Internet content in terms of information efficiency, interactivity and practicality has a significant positive impact on tourists' intentions to visit cultural tourism destination.

A digital culture is such a vast and complex concept that is often difficult to define. However, using just a definition does not answer the question: what are digital culture and Internet slang? To gain a deeper understanding of а digital culture, you need to understand what makes a digital culture as it is. It is becoming increasingly clear that this area can be successfully explored only through the joint efforts of humanitarian, social, cultural and technical scientists, and therefore the integration and structuring of existing disciplinary approaches and results are necessary. Our research does not consider digital culture in terms of professional subculture, understanding of modern information technologies, their functioning, and professional language. In our research, the digital culture is considered in the range of the Internet user’s personality. The topicality of the research is that digital culture and Internet slang are «interdisciplinary categories, with the help of which it is possible to analyze problems of cultural identity», mutual influence of culture and slang in the system of unified computer networks.

With the development of network information technology, the Internet has become an important means of information dissemination, and the "Internet +" model has become a new channel for information dissemination in the new era. This mode of communication has penetrated into all aspects of social life, and has also brought new opportunities for the dissemination of sports culture. For this reason, the dissemination of sports culture should actively adapt to this network communication method, form a "Internet + sports culture" sharing model, enhance the influence and radiation scope of sports culture communication, and then enhance the competitiveness of sports culture communication. This article first analyzes the current research status of cultural communication at home and abroad, and finds that the current cultural communication mostly uses qualitative analysis methods, while quantitative analysis methods are less used. For this reason, it is proposed to use neural network algorithm to carry out cultural fusion propagation research. Aiming at the complicated operation of current neural network algorithm, a neural network algorithm based on genetic algorithm is constructed. Based on this, the article discusses the sports culture communication strategy under the background of the Internet, in order to have a positive impact on the communication of sports culture.

AbstractIn his book Tools for Conviviality (1975), Ivan Illich calls for human self-limitation in technology development. His aim is neither environmental protection nor the prevention of unforeseen side-effects of technology development, but the comprehensibility of technologies’ operating principles for the user. For if the construction or repairing of tools requires expert knowledge inaccessible to the public, this necessarily entails social imbalances in power. In a similar manner, Bernard Stiegler conceives the delegation of know-how to technological systems as a kind of proletarianization that ultimately may result in a loss of savoir-vivre. Without sweepingly rejecting the division of labour, automation or specialized knowledge, practices of commoning respond to such diagnoses: free software like GNU/Linux or open hardware largely succeed in unlinking the expert knowledge that advanced computing doubtlessly requires from problematic power effects. From this perspective, proprietary algorithms are problematic, as their lack of transparency prevents conviviality. This also holds for the practices of data aggregation and extraction which steadily increase the information gap between platform providers and users. An even more fundamental problem is posed by so-called “self-learning”, i.e., recursively adapting, algorithms: it is not clear how and to what extent the knowledge and instructions generated by “artificial intelligence” can be traced and reconstructed by human insight. Thus, we are confronted with a situation of potentially non-recoverable proletarianization and non-conviviality that exposes a renewed urgency of Illich’s considerations concerning technological self-limitation.

Culture has largely benefited from the invention and use of the Internet. With the change of society and lifestyle, the culture with its characteristics created by Chinese peoples, especially the traditional culture of some ethnic groups, has gradually disappeared, especially the emergence of the Internet of Things has exacerbated the phenomenon of cultural disappearance. This study investigates the cultural inheritance concepts of Yao junior high school students in the context of the Internet through a questionnaire survey of Yao and Han junior high school students in six dimensions: ethnic quality, family environment, ethnic traditional history, ethnic activities, and ethnic identity. The study found that respondents were generally interested in minority culture, but they lacked effective communication with their elders, and traditional minority culture was not well passed on between the two generations. The study suggests that fathers, as the leading cultural transmitters, should be more open to new things to maintain good communication with their offspring to ensure the effective transmission of traditional minority cultures. Secondly, information building among government departments, families, and schools to inherit and promote traditional culture will effectively promote the transmission of Yao ethnic culture.

The subject of this research is the Internet meme as a phenomenon in modern culture, while the object is the study of global Internet environment for the existence of this phenomenon. The author explores the role of the Internet meme in culture in the context of globalization and Internet development; communication function of the Internet meme in modern society; as well as the use of Internet memes as informational and semantic signals that affect the existing media markets. Special attention is given to interrelation between the Internet meme as a cultural object and the Internet as a global environment for people&rsquo;s communication worldwide. The main conclusions lies in determination of the role of the Internet meme in the modern social life, as well as its place in the cultural sphere. The author's special contribution lies in description of the mechanisms of impact of the Internet memes on media markets, as well as the market and information field of news, advertising, marketing, and propaganda. The relevance of this work is defined by the analysis of emergence of the Internet meme not only as a result of creativity, but also as a commercial product and means of information manipulation. The novelty of consists in examination and analysis of such aspects of the Internet memes as a phenomenon that have become significant in the last few years, which is proven by the active attention paid of businesses and the government.

Most introductory and intermediate textbooks for Polish, currently in use, are written in Poland and intended for intensive language study in-country where the “little-c” cultural component is inherent and immediate in an intensive language program. One of the most widely used textbooks in North America is the series, Hurra!!! po polsku I, II, III. This textbook is based on a communicative approach to language pedagogy and consists of thematic chapters according to aspects of life and culture in everyday society. The intent of the Hurra!!! po polsku series is that students will experience Poland while learning the language. This presents a problem to educators of Polish in the United States. Numerous communicative exercises presuppose acquaintance with the target culture while providing little in the way of input. We have found that students have difficulty relating to many exercises that carry specific cultural information. Our project is based on two specific goals: first, to decrease the amount of time spent in class to explain culture-specific aspects of the textbook; and second, to spare our students at least some amount of the usual culture shock one experiences when traveling to Poland. In this report, we describe a website, exercises, and activities we developed to accompany the textbook.

This article examines the impact of recent developments in the diasporas of post-Soviet nationalities during the early 21st century. Its authors argue that new information technologies have a major impact on the creation of identities in diasporas, their interaction with the host countries and the historical homeland, as well as the social adaptation of migrants. Focusing on the evolution of expatriate communities in Russia and its Near Abroad, they point out that these diasporas use the Internet to promote common historical, cultural and civilizational values. The article goes on to analyze the information policies of ethnic and cultural organizations, the integration of intellectual elites of post-Soviet diasporas into scientific and educational institutions, the impact of digital technologies on the business activity of diasporas, the daily life of migrant workers, as well as the participation of diasporas in international culture and public diplomacy. The authors conclude that modern means of communicating information have created a fundamentally new environment for migration flows and the creation of diasporas in the post-Soviet space and around the world. Today, this trend plays an important role in economic and cultural integration and social development of Eurasia.

For this reason, the European Union considers the development of culture sector and Cultural and creative industries as very important. Nowadays the culture sector is confronted with the penetration of Information and communication technologies. The widespread use of Internet and Information and communication technologies implies more participatory behaviours on the side of users, who are increasingly involved in cultural activities electronically. The presented article is focused on the issue of electronic cultural participation in European Union member countries. The aim is to evaluate the usage of Information and communication technologies for cultural purpose. For the purpose of this aim the selected multi-criteria decision-making method MAPPAC is applied. In the result is presented the ranking of European Union member countries according to the participation of citizens in culture through Information and communication technologies. In the research there was confirmed the importance of Information and communication technologies in European Union culture sector. High involvement of individuals in electronic cultural participation is obvious in developed European Union countries; in less developed countries the electronic cultural participation is habitually lower.

The paper looks at the major technological, sociocultural and linguistic factors that are changing the nature of interpersonal communication in the Information Age, and some manifestations of these changes. Rapid progress of technology, above all, the advent of the Internet, brought about dramatic changes in the modes and parameters of human communication over the recent decades. New types of written communication arose and have firmly established themselves on the global scale – in social networks, chats, blogs, forums and various Internet communities. Having created unprecedented possibilities for connecting with people irrespective of their location, age or social status, innovative technology is at the same time challenging standards of communication ethics and speech culture. Sociocultural transformations in the modern society, democratization of social relations contribute to weakening of speech norms and deterioration of overall speech culture, especially among young people. The increasing role of English as a language of global communication and its reputation of the dominant language of new technology and virtual reality are inevitably influencing speech habits of the Internet users across the globe. The combined work of all these factors results in visible deterioration of speech culture, standardization and simplification of speech, elimination of cultural specificity, tendency to replace expressive language means with emoji, downgrading of style, defying norms of spelling, word use and grammar. En este escrito, hacemos una revisión del estado de la cuestión argumentando que existe una psicopatologización de la cognición social en la cultura digital y que Internet, los videojuegos, redes sociales o la realidad virtual no son obstáculos para el bienestar social de las personas.Abstract: The social nature of human beings predicts that only relatively weak relationships can be maintained without face to face interaction. Digital revolution and the pervasive presence of technology enable us to communicate, entertain us, play and get information without interacting with other people. Several authors sustain that Internet use affects our emotions, mind, and behavior causing a deficit in our capacity to interact with other people (social cognition) and even causing disorders in mental health (Greenfield, 2015). In this paper, we review the state of the art arguing that exists a psycho-pathologization of social cognition in the digital culture and that Internet, videogames, social media, or virtual reality are not obstacles to social well-being.

Purpose – Rich, interactive media are becoming extremely common in internet recruitment systems. The paper investigates the role of media richness in applicants’ ability to learn information relevant to making an application decision. The authors examine these relationships in the context of two competing theories, namely media richness theory and cognitive load theory, which predict opposite relationships with information acquisition. The paper aims to discuss these issues. Design/methodology/approach – Participants (n=471) either viewed a traditional web site or visited an interactive virtual world that contained information about an organization's culture, benefits, location, and job openings. Culture information was manipulated to either portray a highly teams-oriented culture or a highly individual-oriented culture. Findings – Participants who viewed the low-richness site recalled more factual information about the organization; this effect was mediated by subjective mental workload. Richness was not related to differences in culture-related information acquisition. Practical implications – These findings suggest that richer media (such as interactive virtual environments) may not be as effective as less rich media in conveying information. Specifically, the interactive elements may detract focus away from the information an organization wishes to portray. This may lead to wasted time on the part of applicants and organizations in the form of under- or over-qualified applications or a failure to follow instructions. Originality/value – This study is among the first to use a cognitive load theory framework to suggest that richer media may not always achieve their desired effect.

This paper adopts the approach of the Internet fusion digital media to conduct in-depth research and analysis on the interaction and communication of traditional culture. This structural information can be used to express and describe the Internet requirements. With the increasing demand for the Internet applications, the number of objects in the network and the complexity of the structure are also growing, so we can design suitable clustering algorithms to obtain more reasonable network structure information by using different semantic information in the heterogeneous information network. Firstly, the caching scheme is transformed into a backpack problem, and the storage scheme is obtained recursively by using dynamic programming, after which the computational task is optimized based on this storage scheme by using the whale algorithm to make it the least costly. The exact balance between the connotation essence of traditional culture and the emotional resonance in modern life has not yet been found, and the visual language belonging to cultural aesthetics under the combination of traditional and modern aesthetics needs to be explored for a long time. From an objective point of view, the digital art communication of cultural elements still suffers from five problems: lack of communication cultivation and stratification of target audiences, low quality of transcription of digital artworks, unbalanced economic and cultural values, uneven development of digital art communication forms, and low degree of Internet adaptation. A ranking algorithm based on fusing multiple meta-paths is proposed to better reflect the ranking values of different object distributions of the Internet data in heterogeneous information networks, which can obtain better clustering, while better clustering can be calculated to obtain more reasonable rankings, and finally, the types of the Internet-oriented applications are divided into multiple reasonable clusters. The effects of selecting different meta-paths on the clustering algorithm and the effects of fused meta-paths versus single meta-paths on the clustering results are given in the experimental results section. Also compared with other clustering algorithms, the I-RankClus algorithm can better achieve the data clustering classification for the Internet application scenarios.

The article presents an overview of the all-Russian scientific and practical conference (with international participation) “Information Context of Culture: Resources, Technologies, Service” (the 11th conference of heads and specialists of information services for culture and art). The conference, orga­nized by the Russian State Library, the Russian State Library of Arts, and the St. Petersburg State Institute of Culture, on the instructions of the Ministry of Culture of the Russian Federation, was held in Moscow on September 24—25, 2019. Its purpose was to summarize the results of scientific research and practical experience on the issues of information support of the cultural sector in the digital age, to identify some problems and find ways to overcome them, and to demonstrate the best achievements in this field. The conference was attended by more than 90 representatives of cultural management bodies, federal, regional and municipal libraries, universities, training centers and other organizations of culture, science, education and mass media from 22 regions of Russia, as well as heads and specialists of national libraries of Armenia, Belarus and Kazakhstan (via video link). Thanks to the online broadcast, the total audience of the event increased by almost 200 people. The conference participants noted the importance of scientific and information activities in the cultural sector both for society in general and for the sector’s development in particular. In order to improve this work, the conference participants recommended to promote its digitalization, which is aimed at creating public resources for culture and art and organizing information services in the 7/24 mode via the Internet, including on mobile devices; to intensify the mutual use of resources through participation in joint projects; and to strictly observe copyright when creating information resources and methodological materials.

In practice, introducing the culture/customs of an area is usually done manually, that is, where the advice will convey cultural information to their children and grandchildren. This manual process is certainly not very effective and efficient because it has a very small range of information so it is difficult to introduce cultural information to all regions in Indonesia. In addition to manually, to obtain cultural information in Indonesia can also be done via the internet such as through the Google website or other applications. However, the drawbacks of existing websites and applications are that they only provide news and cultural information in Indonesia at this time and there is no use of intelligent systems in them such as recommendation systems. Therefore, a research will be conducted to design a website information system for news recommendations and cultural learning by applying the Simple Weighted Average method. The results showed that the application of the Simple Weighted Average method proved to be quite accurate in providing recommendations for news and cultural learning in Indonesia because it was based on rating patterns from other users.

The Internet space has a multifunctional nature and is part of the media culture, in the context of which ideas about the creative personality, artistic creativity, and cultural memory are updated. The process of representation of a creative personality in the Internet space is especially actively developing during anniversary events and dates that form an informational occasion. On the eve of the 200th anniversary of Russian poet N. A. Nekrasov, the author of the article turned to understanding the Nekrasov discourse of the modern Internet space. The aim of the research is to analyze the Nekrasov discourse in terms of its representation, specificity, and functions. In the course of the study, the author considered options and ways to represent the poet's work on the Internet: special projects dedicated to the life and work of N. A. Nekrasov were analyzed. There is a tendency to represent biographical information about N. A. Nekrasov on the Internet, which transforms or destroys the stereotypical ideas about the poet received in the course of school education. Special attention is paid to the media technologies of the mythologization of the personality and creativity of N. A. Nekrasov, which are associated with the creation of new myths about the poet as a cultural hero who acquires a trickster beginning, and the mythologization of the Nekrasov chronotope is indicated. The author draws attention to the specifics of the Nekrasov discourse, which is associated with the creation of hypertext in the Internet space. The article considers the principles of hypertextual construction of the Nekrasov discourse, notes its non-linearity, actualization of the creative activity of the addresser and addressee, and features of modeling the Nekrasov text in the Internet space. The author outlined the main functions of the Nekrasov discourse that have informational and symbolic meaning, and noted its positive and negative connotations.

The list of Internet phenomena, which includes elements of a mass culture modified by technology, is long indeed. It is apparent that social media platforms, being part of the innovation process in modern society, have had and continue to have an impact on people's identity, especially on the cultural identity and emotional tendencies of young people. The objective of this study is to consider these ongoing changes influenced by information and communication technologies. To achieve the objective, the hypothesis is put forward that information and communication technologies contribute to satisfying the need for communication and obtaining information, create the language picture of the virtual world on a global scale, have a significant impact on the emotional component and cultural universals of young people. The study consists of two parts. The first part is a systematic review of the scientific literature focused on social media platforms and the influence of such dynamic parameters as speed and scale of interaction on socio-cultural changes, emotional tendencies, attitudes and behavior of representatives of youth culture. The second part contains a logical conclusion on socio-psychological changes based on the results of a survey aimed at collecting the data necessary to analyse the use of social media technologies and to identify dominant platforms in the youth environment.

The study refers to the main concepts of internet culture and its application in the communication process, and also to the communicative aspects of the information age human. In the context of the impetuous development of electronic communication means the idea of cultural identity has been foregrounded. Virtual culture that encompasses a new dynamic knowledge space provided data for the study. The dual nature of the cyberspace is revealed, which, on one hand, has enormous potential to facilitate communication, transcend spatial boundaries, promote free expression, but on the other hand all these positive sides can also be viewed as its weaknesses. Internet has created numerous problems that appear to increase as the technology advances. The study revealed, that virtual culture area includes identity construction via the Internet, new social forms on the Internet and new media creations. The research focuses on the critical reflection of the new communicative culture type — virtual culture — as a new social phenomenon and on definition of its features, double-natured potential capacities. The conclusionsare intended to highlight the fact that the Internet has definitely 0improved our life and his influence on society continues to grow. And if we accept this assumption, then the virtual culture will have the advantage of an evolutionary breakthrough that will ensure mankind to overcome complicated problems.

Авторы приходят к выводу о том, что разработка гармоничной, сбалансированной Интернет-культуры с китайской спецификой становится острейшей повесткой дня для культурно-образовательной политики обновленного Китая. Очевидно, что безудержный рост экономики КНР и уверенное повышение благосостояния и достатка простых китайцев обеспечивает глубокое проникновение Интернет-технологий во все сферы жизни жителей Поднебесной. The review is based on the channels of modern Chinese culture (cinema, fashion industry, as well as horoscopes), which have received a new reading in the era of digital culture. The authors come to the conclusion that the development of a harmonious, balanced Internet culture with Chinese specifics is becoming the most pressing agenda for the cultural and educational policy of a renewed China. It is obvious that the unrestrained growth of the PRC economy and the steady increase in the well-being and prosperity of ordinary Chinese people ensures the deep penetration of Internet technologies into all spheres of life of the inhabitants of the Celestial Empire. Today, Internet culture is an important part of the general culture, a huge platform for promoting ideas and thoughts, an innovative way to express yourself to the world. The problems of the Chinese Internet include excessive vulgarization and excessive entertainment, unjustified transmission of erroneous information, which strikes at the socio-ideological foundations of modern China. The “software” of information globalization is mainly reflected in the interaction and close connection with politics, culture, society, and other fields, with obvious communication attributes. It is a global complex integrating many elements. Information globalization brings convenience and risks to citizens at the same time. This article will take TikTok as an example to analyze the advantages and disadvantages of information globalization.

Abstract:
Purpose – The purpose of this paper is to develop an extended model of technology acceptance to include behavioural beliefs (perceived usefulness and perceived ease of use), subjective norms, management support (at institutional and governmental levels) to examine the academics’ internet acceptance behaviour within the Pakistan and Turkish context. In addition to this, impact of cultural dimension individualism-collectivism (IC) is also examined on the basis of moderator construct. Design/methodology/approach – Data were collected from 380 academics’ using a cross-sectional survey. Data were analysed using structural equation modelling (partial least squares) in conjunction with multiple group analysis. Findings – The results revealed that proposed model achieved acceptable fit with the data (i.e. R2=39 per cent in intention) and most of the hypothesised relationships were supported. The results also revealed that culture showed a moderating effect on hypothetical relationships. Specifically, the effects of management support were stronger for the respondents having high on collectivist society (i.e. Pakistan). Originality/value – The study is useful in non-western cultural contexts. Specifically, in contrast to previous studies, diversity of individuals’ acceptance behaviour is examined in Turkey and Pakistan. Additionally, this study had examined moderating impact of cultural dimension (i.e. IC) over academic’s behavioural intention to accept the internet technology.

The article analyzes an Internet meme as the newest information product of the society and a result of its intellectual and artistic practices. The analysis of the role of the Internet memes, created by means of the popular artistic images modification in the modern digital culture is made. Such methods as semiotic and hermeneutic analysis of the Internet memes are used in the research work. The authors seek to explore the reasons for the popularity of memes in the processes of symbolic production and exchange in contemporary society and the modern digital culture, which is the purpose of this study. We consider that Internet meme created by using and modifying artistic images is a new phenomenon in human public life and new type of communication. As a hypothesis, a distinctive feature of the Internet meme is the surprise and laughter it causes in the “man of the Internet”. The main result of this article is the analysis the role of Internet memes in the newest information space and their specific features as a special information product of the modern digital culture. The authors draw attention to the popularity of Internet memes caused by an increase in information chaos in the modern symbolic production and exchange and, therefore, a person’s confusion when meeting a large number of information.
