Abstract:
This thesis analyzes the estimation procedures and policy implications of an underground economy. In completing this task, we reviewed the techniques developed by Gutmann, Ferge, Tanzi, and others. Further attention was also given to the estimation processes, such as the survey approaches, used by various governments.
In analyzing the policy implications of an underground economy, we examined the effects of fiscal and monetary policy, the aggregate statistics, the exchange rate, and other equally important indicators. We concluded that the consequences of a large and growing submerged sector can be devastating to the economic variables.
Finally, this paper attempts to examine the Canadian underground economy. However, since the studies performed on the Canadian underground economy are limited, the task of both reviewing the literature, and determining the Canadian policy implications was perplexing. We concluded that there is a definite need for further study of the Canadian hidden sector.

Abstract:
In spite of the fact that informal traders in the informal economy are viewed as having the greatest prospects for creating jobs and absorbing the unemployed in developing countries, informal traders in Limpopo Province in general, and the city of Polokwane in particular, face various constraints that negatively affect them on a daily basis. The aim of the study has been to explore the constraints and opportunities of informal traders, using the city of Polokwane as a case study. The study has attempted to identify and describe constraints that affect informal traders in the Polokwane city, as well as factors that can enhance their development and growth. The study is exploratory, descriptive and qualitative in nature. Semi-structured faceto-face interviews were conducted to gather data. Findings of the study suggest that the government should improve the effectiveness of its support mechanisms by initiating targeted support programmes specifically tailored for informal traders at the survivalist level.

Abstract:

Financial services to the poor are seen as a principal way to achieve goals of poverty reduction and job creation. This study explores the dynamic of microcredit clients with informal sector characteristics.

These characteristics include number of employees, registration status, having a permanent address, being based at home, being based in an open space, operating from a temporary place, and government support of businesses. In recent years, the informal sector on the West Bank has grown to become a major source of job creation for poor Palestinians. Using data collected by the author, this study finds that a majority of the responding microcredit clients are in the informal sector and some of them use microcredit to create a job for themselves because they had no alternative. There is some interest directed towards formal registration from lenders and borrowers, while general progress, in terms of formalization, is found to be fairly insignificant. Finally, we do not find that microcredit increases the probability of less informal sector characteristics acknowledged by microcredit clients. Therefore, while other factors may explain lack of formalization, microcredit is found not to provide enough stimulus on its own to lead questionnaire respondents away from the informal sector.

The aim of the thesis is to use a particular set of informal sellers in central Cape Town to focus study on aspects of informal sellers that have not previously been given high priority in analysis of the informal economic sector. In so doing, insight into the perceptions of informal sellers (in terms of their work or informal selling situation) and an evaluation of the relationships between informal sellers, the formal sector and government authorities will be gleaned. The work is based on, and extends, data provided by an in-depth Cape Town City Council survey conducted in 1985. The specific objectives of the study are, firstly, to provide comparisons on the number of informal selling outlets over a one year time period. Secondly, to identify and analyse the characteristics and locations of informal selling outlets. Thirdly, to investigate and analyse the operation of the different types of informal selling outlets in some detail. In particular, the backward and forward linkages affecting such outlets will be the focus of attention. In addition, it is intended to establish the attitudes of the formal sector and government authorities towards informal sellers, and vice versa.

This thesis attempts to measure the growth of the Bolivian informal sector. The study estimates the growth of the informal sector by defining it as the difference between the formal sector's reported real gross national product (GNP) and forecasted values of real GNP. The first chapter describes the Bolivian economy, defines its informal sector, and presents reasons for this sector's growth. Related research in informal activity, theoretical discussions, and perspectives are presented in the second chapter. Chapter III describes methodological research used in the analysis of the data. Chapter IV describes the results of the investigation. Conclusions and recommendations for the informal sector are provided in chapter V. The results show that it is possible to measure informal activity in a macro setting

The first chapter describes the search and matching equilibrium in an economy with an informal sector where workers are risk neutral and the government can observe when a worker is formal and informal.

ENGLISH ABSTRACT: This study was motivated by the need to determine the key factors that influence credit demand and credit rationing in the informal financial markets so as to contribute to policy formulation to improve access for the poor in Uganda to the broader (formal and informal) financial sector. The results of the study suggest that credit demand in the informal financial sector is positively and significantly influenced by capacity related variables (education level, and household expenditure) at the household level, and the informal lenders' credit rationing behaviour is also negatively and significantly influenced by household wealth factors (asset values). The same variables have similar effects in the models for credit demand and credit rationing in the broader financial sector. Since households demand credit for both investment and consumption smoothing, improved access to the broader financial sector will enable them to acquire more wealth, and move out of poverty in the long run. The policy options to improve small borrower access to the broader financial sector include provision of incentives to banks to serve the smaller borrowers, development of credit reference bureaus, provision of innovative insurance products to the poor, and broader economic policies that enable households to acquire more wealth. In addition appropriate linkages need to be developed between the formal and informal financial sectors so as to broaden the financial system.
AFRIKAANSE OPSOMMING: Hierdie studie is gemotiveer deur die behoefte om die sleutelfaktore te identifiseer wat die vraag na krediet en kredietrantsoenering in die informele finansiele markte bemvloed ten einde In bydrae te kan maak tot beleid om beter toegang vir die armes tot die bree (formele en informele) finansiele sektor in Uganda te bewerkstellig. Die resultate van die studie dui aan dat die vraag na informele krediet In betekenisvolle en positiewe verwantskap toon met kapasiteitsverwante veranderlikes (vlak van opvoeding en huishoudelike besteding) op die huishoudingvlak. Informele uitleners se kredietrantsoeneringsoptrede toon In betekenisvolle en negatiewe verwantskap met huishoudings se vlak van rykdom (batewaardes). Dieselfde veranderlikes toon soortgelyke verwantskappe in die geval van die modelle vir kredietvraag en kredietrantsoenering in die bree finansiele sektor. Huishoudings se vraag na krediet is vir beide investeringsdoeleindes en om In meer egalige verspreiding van verbruik te verkry. Daarom sal verbeterde toegang tot die bree finansiele sektor hulle in staat stel om meer rykdom te bekom en so uit armoede in die langer termyn te ontsnap. Die beleidsopsies om kleiner leners beter toegang tot die bree finansiele sektor te bied, sluit in voorsiening vir insentiewe aan banke om klein leners te bedien, die ontwikkeling van kredietverwysingsburo's, die voorsiening van innoverende versekeringsprodukte aan die armes, en breer ekonomiese beleid wat huishoudings in staat sal stel om meer rydom te bekom. Toepaslike skakeling tussen die formele en informele finansiele sektore moet ook ontwikkel word ten einde In verbreding van die finansiele sektor te bewerkstellig.

Over the past decade there was an increase in the availability and usage of cashless payment methods in Africa. Cashless payments allow users to make payments without using cash, and offer multiple benefits to both customers and merchants.These benefits include reduced costs, improved sales, improved security, convenience, etc. However, despite the increased variety, availability and popularity of cashless payment solutions in Africa, the usage of cashless payments methods in Africa is still mostly limited to money remittance and retail payments. While formal traders such as retailers are slowly adopting and reaping the benefits of cashless payments, the large majority of informal traders across the continent are yet to adopt cashless payments and still limited to use cash as their main (and often only) payment method. How cash and cashless payment methods differ from the informal trader’s point of view is not known yet; this study seeks to understand why cashless payment methods are yet to gain popularity amongst informal traders and meanwhile cash is widely adopted and used. This research analyses the characteristics, needs and limitations of informal traders and evaluates the ability of both cash and cashless payment methods to satisfy their payment needs.

Abstract:
Much debate surrounds the effect the minimum wage has on employment. Economic theory suggests that the minimum wage acts as a price floor in the labor market and thus leads to disemployment. However, empirical evidence from a variety of industries, states, and age groups suggests that the minimum wage has negative, negligible, and even positive effect on employment. This Economics/Public Policy Analysis thesis is the first study to analyze the effect the minimum wage has on employment in the informal sector. I apply four OLS regressions with various levels of specifications on five dependent variables: hourly wage, log hourly wages, hours worked, log daily income, and percentage working. My results suggest that economic theory holds true in the informal sector with regards to the California minimum wage mandate of 2016: the minimum wage had a positive and statistically significant effect on hourly wage, with average hourly wages increasing by $1.88; the minimum wage had a negative and statistically significant effect on percentage working, with average number of workers dispatched to jobs decreasing by 15%.

There is a global emphasis to move towards universal health coverage (UHC) with the goal of making health services more equitable and accessible for all, without the risk of financial catastrophe when paying for the services. A key element of UHC reforms is to move away from out-of-pocket payments for health services towards a greater emphasis on mandatory prepayment health financing. The main challenge for low- and middle-income countries is how to extend coverage for informal sector populations, which in most cases are disproportionately exposed to catastrophic and impoverishing healthcare costs. This study explored the nature of the informal sector in Kenya, the experience of members of the informal sector with the health system, their views on different prepayment mechanisms for health services and compares the resource requirements for UHC through a system that requires contributions from the informal sector and a system that is non-contributory.

Abstract:
The purpose of this thesis is to look at a non-conventional approach to increasing well-being at the community level. This new approach to development is called community-based economic development (CBED). Interest in CBED has been stimulated both by crises at the local level and by global problems. In Canada the impetus for CBED is attributable to three factors: the dependency of small communities on external factors and the alienation it promotes; a globalizing international economy; and the failure of past Canadian regional development planning policies. Community-based economic development is a new approach that seeks to increase community self-reliance. Many different CBED initiatives are currently operating in various regions, communities, and neighbourhoods across Canada. These CBED initiatives have centred on stimulating local employment and income levels almost exclusively within the formal "monetized" economy. This thesis examines a CBED initiative that operates within the "non-monetized" informal sector called the Local Exchange Trading System (LETS). LETS is a barter network that uses a local currency, "green dollars", to facilitate trading between members. To ascertain if the LETSystem can improve well-being at the local level, this thesis has examined three Canadian LETSYstems: Victoria, Cowichan Valley, and Ottawa. Three central goals of CBED were distilled: increased local control; implementation of an integrated approach to development; and sustainable development. The three LETSystems were then evaluated using the above goals. There are two main findings of this thesis. The first finding is that CBED can be, and presently is being, promoted in the informal sector. The second finding is that the LETSystems three examined, pursued goals similar to those of other CBED initiatives and sought to improve community well-being. The continued promotion of CBED by LETS is subject to two constraints: the novelty of the idea; and the lack of variety of goods and services traded. Nevertheless, there exists additional opportunities for the increased promotion of CBED through LETS, increased community development, and an expanded range of employment opportunities.

Abstract:
This study examines the nature and characteristics of the informal sector within the Makana municipal area in South Africa. The focus is on the socio-economic characteristics of the informal sector operatives; operational characteristics of the microenterprises that we studied, such as longevity, employment generation, growth potential, and linkages of the informal sector with the formal sector of the economy. Extensive studies on the informal sector have been conducted in many parts of the world relative to South Africa. The key finding in most of these researches is that the informal sector is highly heterogeneous. These studies provide us with the parameters for analysing the nature and characteristics of the informal sector in the Makana Municipality. The results of the thesis show that the majority of people in Makana Municipality join the informal sector as a result of such push factors as unemployment, retrenchment and the need to survive. While there is evidence of lucrative activities amongst the surveyed enterprises, most of the informal sector micro-enterprises are concentrated in the lower segment of the sector where earnings are very low. Results from this study reveal that employment generation (beyond owner-operator) is very limited. The co-existence of a small number of remunerative activities alongside a large proportion of relatively unproductive activities is not only a sign of restricted economic potential but, most importantly, it points to the heterogeneous nature of the informal sector. Precisely, the informal sector encompasses activities which are different in terms of asset holdings, earnings, etc. From the study, it is also evident that the informal sector micro-enterprises play a crucial role in distributing goods produced in the formal sector. Evidence indicates that these micro-enterprises are Iinked to the formal sector. The idea of a 'second economy' devoid of linkages with the 'first economy' is of limited heuristic value. Thus, the 'second economy' is an extension of the first.

The main focus of this study was to perform an assessment of viable and sustainable means of creating a vibrant and sustainable economy in the Mdantsane Township. In order to perform the assessment objectives were formulated which aimed at assessing whether the informal small business sector of Mdantsane was generating wealth and livelihoods for the people running them. The study also looked at whether the informal business sector is a preferred option by most South Africans or people in the townships would rather seek employment. A number of data collection methods were used in completing this study such as literature reviews and a semi-structured questionnaire. The study revealed that Local Economic development can be implemented in the townships in order to assist in stimulating a vibrant local township economy. The study also revealed that the central focus of Local Economic Development is to support the development, growth and retention of private or co-operative enterprises. The survey conducted in the study further revealed that most businesses in the township are driven by necessity in order for them to start their businesses mainly due to unemployment. These businesses all agreed on the significant role that Local Economic Development can play in assisting township entrepreneurs and communities to grow and prosper.

This thesis is focused on informal sector establishments in Kenya and how they contributes to employment creation, income generation and economic development. The research examines how the informal sector has developed between the years 1986-1989. The study indicates that the informal sector can absorb those people who are unemployed and cannot find jobs in the formal sector. The first chapter describes the definition and interpretation of the informal sector. The discussion of the related .literature, development of the informal sector, politics of the urban informal sector and controversies are described in chapter II. Chapter III describes the regional and sectoral analysis in employment generation. Chapter IV focuses on projections and promotion policies. Concluding remarks and the importance of the informal sector are represented in chapter V.

Resumo: O setor informal em Gana é muito grande e emprega a maior parte da força de trabalho do país tanto nas atividades agrícolas quanto nas demais, mas ainda assim contribui muito pouco em termos de receita tributária. O objetivo de todo país em desenvolvimento é o crescimento de sua economia através do uso de suas receitas internas e a minimização do uso de empréstimos e subvenções que trazem dificuldades para o país. A maneira mais importante de tornar isso possível é através do uso da receita fiscal, ferramenta fundamental para a construção e sustentação das economias nacionais. Uma das áreas que exigem atenção nesse sentido é o setor informal. De uma população estimada de 1.5 milhão de ganenses que pagam impostos diretos, o setor informal representa menos de 5% desse número. O ponto central dessa tese é o potencial de contribuição do setor informal para os cofres públicos, uma vez que esse apresenta grande potencial de crescimento e geração de receita, especialmente se for levada em consideração a parcela de população que obtém altos rendimentos e tem condições de pagar impostos, mais ainda não o faz. Para que o governo possa aumentar sua receita fiscal sem recorrer ao aumento das taxas é necessário ampliar a rede fiscal para nela incluir todos aqueles que deveriam pagar impostos. Gana utiliza o sistema progressivo de impostos, o que assegura que os impostos sejam proporcionais à renda. Isso significa, portanto, que a carga tributária é uma responsabilidade compartilhada por todos os cidadãos, e o setor informal não é exceção
Abstract: The informal Sector in Ghana by its size is very huge and employs the largest number of the country¿s labour force in both Agriculture and Non-agriculture activities yet, contribute very little in terms of tax revenue. It is the aim of every developing country to grow its economy by using more of its own internally generated revenues and to minimize or do away with securing loans and grants from donors which brings a lot of hardship on the country. The most important way of carrying out this is through the use of "Taxation Revenue" which is the fundamental tool for building and sustaining national economies. One area that needs concentration in this regard is the informal sector. Out of an estimated 1.5million Ghanaian tax population paying direct taxes, the informal sector consists less than 5 percent of the number. This thesis focuses on the informal sectors potential to contribute substantially into the tax revenue coffers, since the sector is highly potential in the growth and revenue generation, especially those in the high income spectrum of the sector who has the condition to pay taxes, yet are not paying. In order for the government to increase its tax revenue potential without increasing the tax rate is to widen the tax net to capture all those who are to pay tax. Ghana is using the progressive tax system in its direct tax administration, which ensures that the more your income the more tax you pay and the lower your income the lower tax you pay. It¿s therefore means that the tax burden is a shared responsibility of all citizens of the country for which the informal sector is not an exception

This study investigates the relationships between cash management and growth of informal businesses in Uganda. Whereas anecdotal evidence has for some time revealed that informal businesses in Uganda are faced with the challenge of cash management, no specific studies have been conducted to investigate how this relates to the growth of businesses where evidence has also indicated that most of these businesses do not exist for very long. In particular, the study assesses and explores the growth levels of informal businesses in terms of sales volume, growth in employment and length of existence. The study investigates the various ways in which informal businesses manage their cash and investigates the various internal and external factors that moderate cash management and the growth of the informal businesses. Furthermore, the study proposes a possible framework to manage cash in informal businesses and makes recommendations to informal business owners and managers on how to effectively manage cash in order to stimulate business growth. In order to investigate the relationships between the variables, an empirical investigation was undertaken. Based on the literature review, the primary objective of the study was formulated to investigate the relationships between cash management and growth of informal businesses amidst the external and internal environment in Uganda in order to suggest a framework for effective management of cash by informal businesses that would enhance their growth. A positivistic research paradigm was adopted in this study. A sample of 383 informal businesses was drawn from the five divisions of Kampala district namely; Central, Kawempe, Makindye, Nakawa and Rubaga. To ensure validity and reliability, EFA and Cronbach’s alpha coefficient were computed. Six hypotheses were developed to test the relationships between cash management and growth of informal businesses. The empirical results revealed that there is a significant relationship between cash management and the external environment in which informal businesses operate, a significant relationship between the external environment and the growth of informal businesses and a significant relationship between cash management and growth of informal businesses where the external environment will have a moderating influence on the relationship. The empirical results did not establish a significant relationship between cash management and the internal environment in which informal businesses operate, the internal environment and growth of informal businesses and cash management and growth of informal businesses where internal environment will have a moderating influence on the relationship. The results of this study show that the growth of informal businesses is largely hampered by poor cash management practices and challenges such as the lack of cash planning, lack of cash forecasting and budgeting, lack of financial controls and reporting, the tendency to invest largely in short-term assets which limits their profitability, the employment of less competent and skilled staff and lack of formal accounting information systems. The magnitude of the impact of these is accelerated by the external environment such as competition and the legal and regulatory environment which put pressure on the little cash resources owned by these businesses. Based on the study results, several strategies based on individual cash components of cash planning, cash forecasting and budgeting, financial controls and reporting, short-term investment of cash surplus, competence and skills of staff and accounting information systems were recommended for implementation. It was further recommended that these strategies should be implemented while giving due attention to the external environment if informal businesses are to effectively manage cash and enhance their growth.

The training of craftsmen in Kenya is the responsibility of their traditional employer the contractor. However, over the last 20 years, the contractors’ motivation to train has been eroded by increased casualisation. Concurrently, there was growth of the informal procurement system propagated by private sector clients, who have no incentive to train because they are ad hoc consumers of construction services. Together these phenomena led to the collapse of the formal craft training and growth of informal skilling. Currently however, there is a lack of knowledge and understanding of the nature of informal craft training. The intent of this research was to redress this by identifying the types of skills informally employed craftsmen are acquiring, how these skills are acquired and how training delivery can be enhanced. The hypotheses of the research were that the skills and skilling methods in the informal sector do not differ significantly from those in the formal sector and that the nature of training in the informal construction sector is clearly understood.

Abstract:
The mainstream investment climate literature often fails to take account the methods that firms in developing countries adopt in order to mitigate the effects of a poor investment climate. A better understanding of these informal “coping strategies” may add to the body of knowledge on what is important, and what isn’t, when it comes to prioritising investment climate reforms in developing and transitional economies. Original research from Vietnam, a country which is growing rapidly and in the midst of its transition from plan to market, shows how firms have been able to adapt their business operations given an unstable and partially reformed institutional enabling environment. By comparing the behaviour of manufacturing enterprises across a number of differing local jurisdictions, we are able to discern just how firm level coping strategies adapt. We find evidence that entrepreneurs are able to use a variety of informal institutional mechanisms to invest and operate in an inhospitable business environment where private property rights are not well protected and develop “second best” response mechanisms. These mechanisms include establishing formal and informal networks and linkages, seeking patronage and protection, and by sharing ownership with potential expropriators. We also find evidence that in the face of weak property rights protection, firms adopt approaches to reduce the costs to the original investors if third party expropriation is attempted and are less likely to reinvest retained earnings. Where they do invest, it is principally in dissolvable and/or movable assets, and adopting a higher discount rate or risk adjusted time value of money for capital investments. Similarly, we find evidence of linkages between measures of firm confidence in the local investment climate, and the extent to which firms are willing to employ outside salaried management. Thus, the thesis provides a contribution to the growing literature reviewing the development of formal and informal investment climate institutions in transitional and developing economies. The principle research finding, namely that the establishment and use of informal or second best institutional arrangements can offset some of the costs and risks associated with an otherwise weak and unstable business environment, has important implications for policymakers when it comes to the prioritization of investment climate reforms in developing countries.

ENGLISH ABSTRACT: Informal red meat trade was investigated as it occurs in the townships of the Cape Town metropole. To achieve this, an interactive research approach was followed, initially involving months of observation before scientific and empirical analysis was conducted. The informal marketing activities were described and analysed with the purpose of establishing its strengths; weaknesses, opportunities, and threats. Criteria of efficiency and effectiveness were constantly employed. ln this regard, the prevailing system was tested against consumer needs and preferences. A large degree of consistency was found between the nature of supply by the informal sector and the nature of demand from its target consumer base. On this basis, it was deduced that the informal red meat marketing system has the potential to further contribute to development and township food security. The informal marketing system, how~ver, operates under specific constraints. These were identified and subsequently recommendations were made to alleviate these constraints, in order to maximise the contribution of informal red meat trade to local development.
AFRIKAANSE OPSOMMING: Die informele bemarking van rooivleis, soos dit in die stadswyke (townships) van die Kaapstadse metropolis voorkom, is ondersoek. Deur middel van 'n interaktiewe navorsingsbenadering is daar aanvanklik maande lank net waargeneem voordat 'n wetenskaplike en empiriese analise gedoen kon word. Die werksaamhede van die informele rooivleismark is omskryf en ontleed met die oog op vasstelling van die sterk punte en swakhede, geleenthede en bedreigings van die bedryf. Kriteria van doeltreffendheid en effektiwiteit is deurgaans aangewend. In hierdie opsig is die huidige stelsel getoets aan verbruikersbehoeftes en voorkeure. Die wyse van aanbieding van die informele sektor het in 'n ruim mate ooreengestem met die aanvraag van die teikenverbruiker. Op grond hiervan word afgelei dat die stelsel van informele bemarking van rooivleis die potensiaal het om nog 'n groter bydrae te lewer tot die ontwikkeling van voedselsekuriteit in die 'townships'. Sekere faktore werk egter beperkend m op die informele bemarkingstelsel. Hierdie faktore is gei'dentifiseer en aanbevelings is gemaak ter opheffing van die beperkinge om sodoende die stelsel se bydrae tot plaaslike ontwikkeling·te maksimeer.

There are many existing studies characterizing the informal sector in Latin America, but the literature fails to fully examine the interactions between gender and disadvantaging factors on the probability of informal employment and its returns to wage. This analysis uses survey data from Argentina (2001) and Uruguay (2006) to examine the heterogeneous effects of number of children under 5, education, minority status, and migrant status on male and female informal employment and income. Being female interacts with number of children under 5 to create no effect on probability of informal employment, in contrast to a significant negative effect for men. Education has a greater negative effect on probability of informal work for females, while minority status and migrant status have a greater positive effect on the probability of being employed informally for females. Additionally, working informally is associated with a negative effect on wage for both females and males, but this effect is less for females. Number of children under 5 also negatively affects female wages, while there is no such effect for men.

Resumo: Esta dissertação pretende mapear, contextualizar e explicar as principais manifestações e relações decorrentes da ilegalidade presentes numa economia urbana metropolitana. Assim, partindo da análise da necessidade destas práticas para o modo de produção capitalista, busca-se discutir a importância do ilícito na compreensão do fênomeno urbano contemporâneo. Neste sentido, enfatizamos o caráter da acumulação primitiva e sua reposição constante, principalmente nas órbitas não-industriais do capitalismo associado. Também é abordado o papel do Estado na reprodução da ilegalidade, seja através da proteção ao capital mercantil, ou atuando no sentido de potencializar a acumulação capitalista urbana, agravando as desigualdades nas metrópoles. Dessa forma, são estudadas as relações entre informalidade e ilegalidade nas práticas de sobrevivência dos pobres, ¿marginalizados¿ e não-proprietários e na configuração de um mercado imobiliário específico. Abstract: This thesis aims to map, context and explain the major events and relationships arising from the illegality present in a metropolitan urban economy. Thus, based on the analysis of the need for these practices to the capitalist mode of production, is seeking to discuss the importance of the illicit understanding to the urban contemporary phenomenon. Therefore, we emphasize the character of the primitive accumulation and it's constant re-position, particularly in non-industrial orbits of associated capitalism. It is also discussed the role of the state in the reproduction of the illegality, either through protection to the merchant capital, or working to improve the urban capitalist accumulation, exacerbating inequalities in the cities. Thus, it is studied the relationship between informality and illegal practices of survival of the poor, "marginalized" and non-owners and the configuration of a specific real state market for the poor. Finally, we tried to integrate these relations with the new issues involving the illicit, especially the effects of drug trafficking and the increase in the illegal trade in the wake of the liberal economic reforms of the 90s

This thesis examines traders' strategies of accumulation in agricultural commodity markets in Pakistani Punjab. It contributes to the literature on markets as social and political institutions as well as to broader debates on patronage, informality, urbanization, and class formation in South Asia. The principal aim of the thesis is to identify the institutions and ideologies facilitating exchange and study how they function in the market. It also aims to account for the increased political importance of traders, understood as members of Pakistan's intermediate classes, and reflect on the nature of their political participation. Non-programmatic, functional alignments are shown to be the norm and compatible with both military and democratic regimes. Through a close look at activities in one agricultural commodity market - or mandi, as it is known in Punjab - the present work explores the practices and linkages traders cultivate to bolster their economic and political power. Plunging into everyday mandi life in small-town Punjab, it illustrates how customary institutions articulate with the state and capital to co-regulate economic activity and create conditions for durable domination. Enmeshment in patron-client relations, links with the local state, associational activity, ownership and control of capital, and thick social ties are demonstrated to be key means by which wealth and power are accumulated. Class is shown to articulate closely with caste and kinship while being irreducible to them, and the role of dominant social institutions is demonstrated to be highly variable across the many processes ongoing in the market.

The informal economic sector is a very important part of the economy for any developing country; it is a growing employment sector for the less skilled people living in both rural and urban areas. Organizing the informal sector and reorganizing its role as a profitable activity may contribute to local economic development. This can also build the capacity of the informal workers to meet their basic needs by increasing their incomes and strengthening their legal status. Municipal support for the informal business sector may play an important role in achieving these objectives. The problem statement of this research report highlights the problems of poverty and unemployment in the Buffalo City Metropolitan Municipality in the Eastern Cape Province of South Africa, which has resulted in the growth of informal business sector. In order to improve economic development, local authorities are expected to give support to any sector that provides employment and incomes for the poor, including the informal sector. The overall aim and objectives of the research were to investigate the role of Local Economic Development strategies in the informal sector in Buffalo City Metropolitan Municipality. To discover whether there is any support programme employed by Buffalo City Metropolitan Municipality Local Economic Development Unit to boost the informal sector economy. To, assess the impact of the informal sector, in generating income for the unemployed. To identify Local Economic strategies employed in the area to develop the local economy. An overview of the literature on the informal sector provided a basis for the research into the problems facing street traders in Mdantsane, a large township adjacent to East London in the Buffalo City Metropolitan Municipality. Both qualitative and quantitative research methods have been used in the study. The use of data collection tools such as interviews, questionnaires and observation helped to solicit the required information. An analysis of the findings confirmed that the informal sector plays an important role in in generating an income for the unemployed particularly for unemployed women. It appears that the informal traders have some basic requirements that would make a difference to their survival and working conditions, but that minimal support is received from the municipality. These findings recommend that in the absence of formal job opportunities in Buffalo City, the Municipality should develop strategies to support the informal sector participants to survive and thrive in difficult economic times.

Resumo: Economia informal é um conceito proposto pela Organização Internacional do Trabalho para estudar situações ocupacionais que combinam condições de trabalho precárias e remuneração baixa, o que geralmente contribui para a reprodução de desigualdades sociais e da pobreza. No Brasil, a informalidade é um problema crônico que abrange quase 50% da força de trabalho. As causas primárias dessa informalidade se encontram nas características do mercado de trabalho brasileiro, marcado por uma oferta estruturalmente excedente de mão-de-obra, que resulta em uma enorme parcela da força de trabalho submetida a uma inserção ocupacional muito vulnerável e sem acesso a um trabalho digno e proteção social. Partindo das formulações teóricas de Claus Offe e Gosta Esping-Andersen, pode-se afirmar que a informalidade do trabalho no Brasil decorre da insuficiência de políticas públicas capazes de superar a herança deixada pelo modelo de desenvolvimento excludente e de corrigir as distorções produzidas pelo funcionamento do mercado de trabalho. Três grandes linhas de ação política podem ser destacadas como requisitos para fornecer mais e melhores empregos e promover a inclusão social: (i) as políticas macroeconômicas, a política industrial e a política de desenvolvimento regional, que balizam a trajetória de crescimento econômico; (ii) a definição do arranjo institucional que regulamenta e fiscaliza o funcionamento do mercado de trabalho e as relações de emprego; e (iii) as políticas sociais que delimitam o acesso à proteção social e aos serviços sociais, reduzindo a dependência dos trabalhadores pobres em relação ao mercado de trabalho. A maioria daqueles que trabalham informalmente hoje em dia estão excluídos desses esquemas de proteção. A presente dissertação tem como objetivo examinar os efeitos mais visíveis das políticas econômicas, das políticas laborais e das políticas sociais do Governo Lula sobre a economia informal. O primeiro capítulo apresenta o referencial teórico que dá suporte ao estudo. O segundo capítulo esclarece como a informalidade se tornou um problema crônico no Brasil e procura dimensionar suas principais facetas no mercado de trabalho. O terceiro capítulo apresenta indicadores da evolução recente da economia brasileira e menciona as diretrizes das políticas macroeconômicas adotadas. O quarto capítulo focaliza as políticas de mercado de trabalho e as políticas sociais para a constituição da economia informal. Ao final, fica demonstrado que o crescimento econômico substantivo, a regulação mais eficiente do mercado de trabalho e o compromisso com políticas sociais dirigidas para os segmentos mais pobres da população reduziram a informalidade no mercado de trabalho brasileiro ao longo da década passada. Abstract: Informal economy is a concept proposed by the International Labour Organisation to study occupational situations that combine conditions of precarious work and low remuneration, what generally contributes to the reproduction of social inequalities and poverty. In Brazil, informality is a chronic problem that affects nearly 50% of the workforce. The primary causes of this informality are found in the characteristics of the Brazilian labour market, marked by a structural supply surplus of labour, which results in an enormous part of the workforce being submitted to a very vulnerable occupational insertion without access to decent work and social protection Departing from theoretical perspectives of Claus Offe and Gosta Esping-Andersen, it is affirmed that the informality of work in Brazil results from the insufficiency of public policies that are not able to overcome the heritage of the excluding development model and to correct the distortions produced by the labour market. Three great lines of political action can be emphasized as requirements for the provision of better employment and to improve social inclusion: (i) macroeconomic policies, industrial policies and the regional development policies that mark the trajectory of economic growth; (ii) the definition of the institutional arrangements that regulate and control the functioning of the labour market and the labour relations; and (iii) social policies that restrict the access to social protection and services, reducing the dependency of poor workers from the labour market. The majority of those who work informally today are excluded from these protections schemes. The present work will examine the most visible effects on the informal economy of economic policies and of the social and labour policies during the Lula-Government (2002-2010). The first chapter introduces the theoretical references that are used in the study. The second chapter shows how informality turned into a chronic problem in Brazil and tries to outline its principal labour market facets. The third chapter presents indicators of the recent evolution of the Brazilian economy and mentions the guidelines of the adopted macroeconomic policies. The fourth chapter focuses on the labour market and social policies and their role for the constitution of the informal economy. Finally it will be shown, how substantial economic growth, more effective regulation of the labour market and a commitment with social policies directed towards the poorest segments of the population reduced informality in the Brazilian labour market over the last decade. This will lead to the conclusion, that economic growth is a necessary condition for the improvement of the social problem informality, but without changes in the direction of social and labour policies, it is not a sufficient condition

In this paper we investigate entrepreneurship in the informal sector in Sub-Saharan Africa. Using data from the World Bank we examine the motivational antecedents for why individuals become self-employed within the informal sector. We build on research focusing primarily on data from the formal sector to generate a number of testable hypotheses regarding individual-level predictors of opportunity status. We test our hypotheses using multiple probit model regression analyses. Our results indicate that opportunity-driven entrepreneurs comprise a large portion ofinformal sector in Sub-Saharan Africa and suggest that there are important differences between the antecedents of entrepreneurship in the informal sector in the region and the findings of research focused on the formal sectors of developed countries. Despite a number of limitations, our paper sheds important light on an interesting and comparatively understudied topic but leaves much room for future development.

This thesis examines labour migration as an outcome of the interaction between the state and the informal economy, by considering the trends of contemporary labour migration from Ukraine to Southern Europe. It contends that in both the sending and receiving countries, migration policies either disregard or severely limit labour migration, while their informal economies facilitate the development of migration. This basic contradiction sustains migration flows over time. The main argument of the thesis is that migration develops within the system of interacting informal economies. I demonstrate the embeddedness of migration in the informal economy by using the case of Ukrainian migration to Italy.
The role of the informal economy in the development of migration is examined across several dimensions. First, I argue that the recent labour migration from Ukraine emerged as a strategy of the informal economy, continuing the previous strategies of cross-border trading and short-term migration to Central Europe. These economic practices were the innovative responses of the population to the decline of the state economy and to the absence of economic reforms. Migration developed in the space between the state and the market economy.
Second, the flows of labour migration were 'invisible' to states, and developed outside state control and regulation. This thesis demonstrates that the migration policies of the Ukrainian state disregarded the process of out-migration of Ukrainian citizens. Similarly, Italian immigration policies did not recognise the existing flows of labour migration. The informal economy of the receiving state resolved the contradiction between the economic demand for migrant workers and restrictive migration policies and enabled access to the receiving economy.
However, access to the receiving labour market through the informal economy contributed to the disadvantaged incorporation of migrants and prevented their integration into the receiving society. The analysis of economic incorporation demonstrates that the informal economy channelled Ukrainian migrants to the secondary labour market with low earnings, a lack of benefits, and no possibility of professional advancement. The mode of access to the receiving economy and the resulting illegality heavily influenced the position of Ukrainian migrants in the labour market.
Finally, the analysis of Ukrainian labour migration to Italy demonstrates that alternative migration-facilitating institutions were developed in the absence of the state recognition of labour migration. These institutions paralleled the institutions of the official labour markets and allowed migrants to implement income-generating projects. In addition, migration was facilitated by the supporting institutions of the receiving society, which counteracted the restrictive immigration laws and political controls on migration. The migration-supporting institutions were predicated on the strategies of circumventing state control which developed from participation in the informal economy of the sending country. Labour migration from the former Soviet Union would not be possible without these informal practices and the culture of avoiding state control in economic activities.
The proposed analysis answers the challenge posed by the recent Ukrainian labour migration to conventional theories on migration, whose approaches usually omit references to the meso-level of migration processes, and consider either the structural-economic or the micro- determinants of migration. This thesis presents the informal economy both as a structural factor which enables migration and as a characteristic of the migrant agency that facilitates it.
By doing that, the thesis also complements the literature on migration to Southern Europe and argues that migrations are not simply encouraged by the informal economies of the receiving countries, but they emerge from, and are facilitated by, the informal economies of the sending countries. To perpetuate migration migrants creatively use the resources of the informal economy in conjunction with strategies of circumventing the state. This argument holds for a number of ex-Soviet countries, which suffered severe economic crises during the disintegration of the state-controlled socialist economies, and consequently produced significant labour migrations to Western Europe.

This thesis proposes an original framework for the analysis of third world informal finance. It will be supported by a comprehensive survey of the associated literature. Specifically, most mainstream interpretations of informal finance adhere to a dualist paradigm that revolves around three key assumptions. First that informal firms are less efficient than formal firms in conducting financial transactions, second that their activities are protected from formal competition due to segmented financial markets, and finally that the economic impact of informal finance is inferior to an overall formal system. Yet much of the qualitative evidence of informal finance contradict these assumptions and limit the validity of dualist interpretations. The dualist conclusion that informal finance is a transitory phenomenon can therefore be derailed, leaving room for a more open ended interpretation of contemporary financial informality.

Abstract:
The main objective of the study was to analyze the potential tax collection from the informal rental housing market in Zambia, using household level rental housing data collected for the Lusaka Urban District by the Central Statistical Office (CSO) as a basis for computation and extrapolation to the national level. This data was used to analyze household monthly expenditure on housing (rent), the total number of households in rented accommodation, and the tax regime applicable on rental income, to estimate the potential tax revenue that could be realized from this emerging sector. The estimates indicate that about K9.7 billion revenue could be collected on income from rental housing in Lusaka Urban District alone and a total of K83 billion nationally per annum. This represents about 0.4 percent of the country’s GDP in 2007. Compliance needs to be improved and legislation revised to ensure that the landlords are compelled to remit tax to the Zambia Revenue Authority. The current legislation makes enforcement and compliance difficult as it places the statutory tax burden on tenants, who are very mobile. It is, therefore, recommended that the landlord is made responsible for the payment of taxes due on rental income and that any compliance requirements be enforced against the real estate/property that is generating the income. This study also examines the performance of the presumptive taxation regime in Zambia The study uses data from the Zambia Revenue Authority on revenue collection from presumptive taxes which were introduced to capture income from the informal sectors. The presumptive taxes already introduced in Zambia include: base tax, advance income tax and turnover tax for minibuses and taxi operators. To analyze the performance of the presumptive tax regime, the study utilizes data on imports made by those not registered for taxes, to estimate how much revenue could be generated by imposing a 3 percent turnover tax on the value of their imports at importation. The analysis shows that the Zambia Revenue Authority increased revenue collection from K5.3 billion in 2004 to K33.5 billion in 2007. This improvement in revenue collection is far below the potential, however, which is estimated at over K501 billion on imports of unregistered traders alone. To collect this revenue and expand the tax base, the tax authority needs to improve the administration of advance income tax on unregistered importers, and raise the advance income tax rate to a level where the importer is indifferent between paying the advance tax at the border and paying turnover tax inland.

Abstract:
A number of issues in the thesis need to be clarified and will be discussed individually below. The term Third World, which is used in the thesis to describe developing countries in a disadvantageous economic position in relation to developed countries, is unsatisfactory. It is a collective term which combines countries with dissimilar cultures, ideologies and future prospects into one category (De Souza & Porter, 1974). Debate continues whether South Africa can be classified as a First or Third World country (Fair, 1982). Rogerson & Beavon (1980) indicate that South Africa can be described as dichotomous because it reflects characteristics of both First and Third World countries. In comparison De Souza & Porter (1974,1) include South Africa among the Third World countries, because four-fifths of the people have an income that is six times less than the income of the other fifth, and they live in a condition of underdevelopment. Conditions in Fingo Village resemble those described by De Souza & Porter (1974) and hence the results of the Fingo Village survey are compared with similar studies, elsewhere in the Third World. However, it would be naive to assume that Fingo Village is unaffected by development within the core regions of South Africa, which in many instances epitomize the First World. The term informal sector, used throughout the thesis, is also unsatisfactory, and debate continues as theorists attempt to find a more appropriate term. Santos (1979) indicates that the term informal sector is contentious, by placing it in single quotation marks. From the literature survey it emerged that the majority of authors did not follow Santos' convention (1979) and thus it seemed acceptable to use the term, informal sector, without placing it in single quotation marks. Chapter Two deals in-depth with the problem of defining the informal sector, and a working definition for the Fingo Village survey is presented in section 2.4.1. The informal sector embraces a wide diversity of economic activities. Due to the limited time and funds available, it was decided to isolate one aspect of this sector, namely, hawking. Sections 2.3 and 2.7 of Chapter Two indicate that hawking is an exemplary informal sector activity. All the different hawking types could not be given close attention and therefore, for practical purposes, it was decided to select one facet of hawking, namely, fruit and vegetable hawkers. Mobile fruit and vegetable hawkers were excluded from the study as it was impossible, during the mapping survey, to isolate a specific hawking site for each mobile hawker. Furthermore, a mobile hawker could easily be enumerated on more than one occasion, and hence a margin of error would automatically occur in the study. This was another reason for excluding mobile hawkers from the study and merely focusing upon static and semi-static fruit and vegetable hawkers. It is difficult to collect comprehensive quantitative data on informal sector activities (Preston-Whyte et al, 1984). The interviewer has to gain the confidence and trust of the subjects. The interviewer for the Fingo Village survey was a well known local personality and a man of some standing in the Black community. Daniel Sandi was the Secretary, of the Grahamstown Association (GRACA), which was reputed to have the support of the majority of the Black residents in Grahamstown until it was banned under the State of Emergency in July 1985. Daniel Sandi was also known for his contribution in literary circles as an epic poet. His previous experience conducting socio-economic surveys, as a researcher for the Border Council of Churches and as the Teba Research Assistant for the Institute of Social and Economic Research, Rhodes University, was also helpful. Sporadic unrest in the study area, from September 1984 and throughout 1985, prevented further fieldwork from being conducted in Fingo Village.

Resumo: Pretende-se versar sobre a questão da informalidade como um modo de vida, um conceito que, em suas múltiplas manifestações, surge no debate internacional, aos fins dos 1960 e torna-se um dos elementos fundamentais para a compreensão do mercado de trabalho no Brasil contemporâneo, nos outros países subdesenvolvidos e mesmo no mundo desenvolvido. No Brasil, a ponte entre a informalidade e o desenvolvimento socioeconômico será entendida como a dinâmica histórica da formação social capitalista brasileira. Esta dinâmica pode ser condensada, no que se refere ao sentido do desenvolvimento, como a interdependência entre moderno e arcaico, manifestada ora na forma de complementaridade, ora de antagonismo aberto e insuperável, mas sempre no sentido de mutualidade mediante constante reinvenção do moderno e do arcaico no processo histórico. Por meio dessa interpretação, encontrar-se-á o espaço em que se reproduzem as relações entre um sujeito histórico específico, criador de um Estado nacional cujo funcionamento é igualmente peculiar. Enfocando a questão do trabalho, essa relação contemporaneamente se reproduz em meio a um Processo de Informalidade, ou seja, de formas dinâmicas e subordinadas de organização da produção exercidas pelo bloqueio da racionalização das relações entre esferas pública e privada. Abstract: The Informal Condition: reflections on the Informality Process in contemporary's Brazil. It is intended to board Informality as a way of life, a concept which in many ways appears in the international debate, to the end of 1960s and became one of the key elements for understanding labour markets in contemporary's Brazil and other underdeveloped countries, and recently in the developed world. In Brazil's case, the bridge between informality and socioeconomic development is based on historical dynamics of Brazilian capitalist social formation. This dynamics can be condensed, regarding to the direction of development, as the interdependence between modern and archaic social structures, sometimes manifested as complementarities, sometimes undefeatable antagonism, but always in the sense of mutuality through constant reinvention of modern and archaic in the historical process. Using this interpretation, it will be searched for the "locus" that reproduces the relationship between a specific historical subject, creator of a National State whose operation is also peculiar. The working hypothesis stands that this relationship is reproduced simultaneously in the midst of an Informality Process, ie, in dynamic forms and also subordinate organizations of production focused on blocking rationalization of relations between public and private spheres. By capturing the meaning of this informal worker and historical subject, searching for distinct patterns of sociability of the formal economy, it is possible to advance the understanding of their Informal Condition as well as the limits and possibilities for national development changing

This research aimed to investigate land use change in the area surrounding the Surabaya Industrial Estate Rungkut (SIER) in Surabaya, Indonesia. It was found that the industrial location has encouraged unplanned land use occupation, particularly the growth of informal sector activities. Analysis of government action sees the existence of the informal sector as a problem due to its non-taxpayer status, its illegal occupation of land and the poor environment and image it creates for the wider city. The government’s response to such a situation is to bulldoze the activities and associated development. The land use change that has occurred in the study area identified a precinct designated for residential uses that is currently occupied by commercial activity. This research identified the networks between the formal industrial activity in the industrial estate, and this commercial activity, both formal and informal. It also assessed the impact of the surrounding residential community on land use change. The study then analysed the planning approaches adopted that attempt to segregate land use between industrial and non-industrial uses and the attempts to limit the development of an informal, unplanned, unregulated land use. The study found that the current zoning regulations adopted from developed countries face many implementation problems particularly in providing for the accommodation of a large number of rural migrants. The appropriateness of land use segregation via zoning regulations to minimize the negative impact of industrial activity and to optimise the benefit of industrial land use networks was evaluated. The study recommends the creation of a more flexible and updated planning approach to land use change in Indonesia.

This study has focused on the conditions of indigenous entrepreneurs of production in the urban informal sector. In that sense, it is a first of its kind. Eleven Maya entrepreneurs in the city of Quetzaltenango, Guatemala, in five different productive activities, were interviewed. In addition a control group of three Ladino entrepreneurs was established and some large formal enterprises were visited. Besides analyzing the general working situation of the Maya entrepreneurs, the study tested two hypotheses on ethnicity. The first put forward the assumption that Maya entrepreneurs use their ethnic network to promote their enterprises, the other that Maya entrepreneurs are active in certain activities of the informal sector and not in others, due to, for example, structural conditions in the ethnically stratified and segregated society of Guatemala. Neither of these hypotheses were substantiated by the data. However, while ethnic segregation was not observed among Ladino and Maya entrepreneurs of production, there is circumstantial evidence of a structural discrimination that forces many Mayans who do not succeed in establishing a productive enterprise, to try their luck in the less economically promising sector of commerce. Besides the ethnic aspects, the study gave conclusive evidence for answers to some of the questions directed towards the informal sector in general, among them, the question whether or not capital accumulation takes place and, eventually, to which extent. The annual capital accumulation among productive enterprises in the informal sector of the city of Quetzaltenango was modeled. The results indicate an accumulation per year of roughly $1.5 million. Recalculations with a sensible variation of some of the crucial assumptions, gave results within a band of $1.35 million - $1.65 million. The capital is accumulated by 258 enterprises, with four or more workers (including the owner), with a total work force of 1,320 workers, out of a total of 1879 enterprises of production. To this author's knowledge, no similar attempt of such an estimation has been reported in the literature before. The study offers calculations on the economic take-home earnings of some of the Maya entrepreneurs and identifies the mechanisms behind the entrepreneurial successes and failures. It concludes that it is necessary to distinguish between enterprises of production and enterprises of commerce due to their different natures. It presents data on the labor wages in the informal sector. It shows that the salaries are, first, closely related to the productivity of the individual worker, and, second, that, probably more often than not, they are tied to fluctuations in the demand of the market for the products of the enterprise. This means that the salary bracket within one economic activity may vary widely throughout the year. Other topics where the study offers new insight on entrepreneurial practice in the informal sector, are on lending conditions and the use of formal loans, on taxation, on the use of different management schemes and the potential of these, and on productivity and profitability within different economic activities. A list of the findings of the study is given at the end.
