Abstract:
Stormwater is recognised as a transport mechanism for pollutants. Pollutants enter stormwater drains via surface washoff, subsurface flow or direct discharge. Landuse is reported to affect the quantity of pollutants released into stormwater drains. In Australia, the contribution of nutrients (nitrogen and phosphorus) and surfactants from industrial areas to surface drainage is poorly understood. Previous research has mainly focused on the quality of water leaving residential and agricultural areas. In Western Australia, there is growing concern over the health of the Swan-Canning River system, which is seeing signs of eutrophication. Runoff and discharge from residential, commercial, and industrial areas influence the quality of water in the Swan-Canning River system. A study of nutrient release was undertaken for the eastern sector of the Canning Vale Industrial Area, to determine the contribution of industry to nutrient loads received by the Canning River system, between August 2001 and 2002. Data was collected three times a week using a point sampling regime. Diurnal and storm event variability were also tested. Data collected from the eastern sector of the industrial area was compared to that released from the entire Bannister Creek Catchment area. Nitrogen and phosphorus concentrations downstream of industrial areas have been reported at 45mg L-1 and 15mg L-1 respectively (Thomas et al, 1997; John, 2000). In this study, the median concentrations of nitrogen and phosphorus downstream of industry in Bannister Creek, at the Tom Bateman Reserve Detention Basin, were 1.32mg L-1 and 0.11mg L-1 respectively. Concentrations of nitrogen and phosphorus were not indicative of point source discharge. Nutrient concentrations reported in Bannister Creek in this study, have been consistent with data collected and reported in other studies i.e. Donohue et al, 1992 and Jakowyna, 2002. Nitrogen and phosphorus loads released from the entire Bannister Creek Catchment area, exceeded loads previously reported in other studies i.e. Donohue et al ( 1994); Donohue et al, 1992 and Jakowyna, 2002. An estimated 32890kg of nitrogen and 2085kg of phosphorus was released from Bannister Creek Catchment during the study. Rainfall during the study period was reflective of the drying climate Perth has been experiencing over the last ten years. Nitrogen and phosphorus released from Bannister Creek during the study period are likely to be underestimated, as they do not include the data collected for a significant storm event recorded at Hybanthus Road on the 16.4.02. During this 1- 2/1-5 ARI storm event 1586kg of nitrogen and 185kg of phosphorus were exported from Bannister Creek, producing loads ten times greater than that estimated during the point sampling regime. The later values were used in the calculation of annual loads to maintain consistency between the study sites. Despite the significant load of nutrients released from the catchment on 16.4.02, rainfall was not the main transport mechanism for nitrogen and phosphorus, indicated by the weak correlation e.g. R2 > 0.1. Base flow was determined to be the most significant pathway of nutrient export. The concentrations and loads of nitrogen and phosphorus released from the industrial area were low, but the contribution to catchment loading was important. The rate of nutrient release per unit of area was higher from the eastern sector of the Canning Vale Industrial Area than the entire Bannister Creek Catchment Area. Nitrogen was released at a rate of 4163kg km2 yr from the industrial area and 134 2. 86kg km2 yr for the entire catchment. Phosphorus was the same. From the industrial area it was released at a rate of 397kg km2 yr compared to a rate of 94.2kg km2 yr from the entire Bannister Creek Catchment Area. The study revealed the need to retain nutrients within the catchment. Studies on stormwater management suggest that this can be achieved through Water Sensitive Urban Design and Best Management Practices. Both strategies work on the principle of retaining and recycling nutrients within the catchment area. Work is currently been undertaken to meet the objectives of these two management strategies in Bannister Creek. Work has included the removal of the southwestern bank of the Tom Bateman reserve detention basin to create a meandering wetland, and the downgrading of the banks along Bywood Way, Lynwood to create a Living Stream. Further studies should focus on the effectiveness of these strategies.

Abstract:
Recent studies of the environmental Kuznets curve raise questions regarding the relationship between environmental indicators and GDP and the fundamental reasons that explain this relationship. In response, this thesis presents one-sector and two-sector models to analyze the alternative causal relationships between an environmental indicator and GDP at different stages of economic development. These models analyze how economic scale, technology, preferences, and economic structure influence the causality and shape of the relationship. These theoretical studies are followed by two empirical studies. The first tests the causal relationship between CO2 emissions and GDP in Canadian manufacturing industries. The second explores several factors as the fundamental causes that influence the CO2 emissions in the same industries. Factors, such as economic scale, preferences, technological progress, structural change, and energy input, are found to be crucial in the determination of CO2 emissions. The empirical results are positive, but there are data limitations. The empirical studies can be re-evaluated as more data becomes available.

The nesting demographics of sea turtles using beaches within the Barrow, Lowendal, Montebello (B-L-M) island complex on the North West Shelf of Western Australia were examined in the context of their spatial and temporal distribution and potential for exposure to industrially based artificial light sources. The distribution of overnight turtle tracks throughout the island complex confirmed high density nesting of Chelonia mydas (green turtles) on deep, sandy and high energy beaches and Natator depressus (flatback turtles) on deep, sandy and low energy beaches, while Eretmochelys imbricata (hawksbill turtle) tracks were most visible on shallow, sandy beaches adjacent to near shore coral reef habitat. The three species exhibited a summer nesting peak. Hawksbill turtles commenced nesting in September and continued through to January, green turtles commenced in November and decreased in March. Flatback turtles displayed the most constrained nesting season reported to date in Australia with 86% of the animals visits recorded in December and January only. Nesting population sizes estimated for the three species suggest that on a national scale the B-L-M complex is a moderately large green turtle and a large flatback rookery site. The hawksbill rookery is large on an international scale. While none of the green turtle nesting beaches fell within a 1.5 km radius of industrially based artificial light sources an estimated 42% of nesting flatback turtles and 12% of nesting hawksbill turtles were potentially exposed to these light sources. Testing of green turtle and hawksbill hatchling response to different wavelengths of light indicate that hatchlings from the B-L-M region respond to low wavelength much like hatchlings tested in North America (Witherington 1992a). Flatback hatchlings displayed a similar preference for low wavelength light however their responses to discrete light wavelengths between 400 nm and 700 nm suggest that this species may not discriminate well between wavelengths that lie between 450 nm and 550 nm. This response may be related to the rapid attenuation of visible light that occurs in the turbid near shore habitats favoured by this species. Field based arena studies carried out to investigate hatchling behaviour on nesting beaches with light types commonly used in industrial settings found green turtle and flatback hatchlings are significantly attracted to these lights compared to controls. Lights that emit strongly in the low wavelength range (i.e. metal halide and fluorescent) caused hatchling misorientation at lower intensities than the test light that emitted relatively poorly in this range (high pressure sodium vapour). Hawksbill hatchlings tested in situ under the influence of actual oil and gas onshore and offshore facility based lighting were disrupted from the most direct line to the ocean by these light emissions. Emergence fan mapping methods that measure hatchling orientation on nesting beaches were refined and are proposed as an alternative monitoring tool for use on beaches that are logistically difficult to access for large scale experimental orientation studies. The hatchling behaviour was clearly complicated by beach topography and moon phase. Satellite tracking of post nesting female green and hawksbill turtles from North West Shelf rookeries has identified the Western Australian location of migratory corridors and foraging grounds for these species while Scott Reef turtles migrate from their south Timor Sea rookery to Northern Territory waters. Green turtle nesting on Barrow Island and Sandy Island (Scott Reef) forage at feeding grounds 200 - 1000 km from their nesting beaches. Hawksbill turtles nesting at Varanus Island and Rosemary Islands forage at locations 50 - 450 km from their nesting beaches. While all of the nesting beaches within the B-L-M island complex are protected under the Barrow-Montebello Marine Conservation Reserves, the only foraging ground similarly protected is the Northern Territory foraging ground used by Scott Reef green turtles. None of the foraging grounds used by North West Shelf green or hawksbill turtles is currently protected by conservation reserves.

Abstract:
I consider the influence of foreign environmental policy on domestic manufacturing activity using theory and empirics. A tractable three-country spatial model yields a theory of locational com- parative advantage in the production of pollution-intensive manufactured goods: greater market access to countries with stringent environmental policy encourages output in the polluting sector. Operationalizing the model empirically, I find robust evidence that high market access to countries with stringent environmental policy increases manufacturing value added. Both the theoretical and empirical analyses suggest that estimates of the Pollution Haven Effect that ignore third country environmental policy - yet make the stable unit treatment value assumption - can be misleading. Chapter Two We investigate the impact of short-term weather and long-term climate on self-reported life satisfaction using panel data. We find robust evidence that day-to-day weather variation impacts life satisfaction by a similar magnitude to acquiring a mild disability. Utilizing two sources of variation in the cognitive complexity of satisfaction questions, we present evidence that weather bias arises because of the cognitive challenge of reporting life satisfaction. Consistent with past studies, we detect a relationship between long-term climate and life satisfaction without individual fixed effects. This relationship is not robust to individual fixed effects, suggesting climate does not directly influence life satisfaction. Chapter Three This chapter considers the related policy challenges of deindustrialisation and 'leakage' which can arise when environmental regulation is differentiated across regions. A dynamic two-region 'New Economic Geography' (NEG) model is adopted in which agglomeration forces may make firms tolerant of regulatory disadvantage. Each region ratifies an international environmental agreement (IEA) requiring it to tax transboundary pollution created by local firms. In contrast to previous NEG studies, the model adopted is considerably more tractable, enabling comparative static analysis to be conducted analytically rather than through computer simulation. The model is extended to consider the relationship between the prescribed tax rates and deindustrialisation caused by the relocation of firms. Firm relocation in response to a given tax differential depends crucially on trade costs and the initial location (configuration) of industry. For some industry configurations, agglomeration forces are strong and a set of tax differentials exist which cause no international relocation of polluting firms. For other initial industry configurations in which agglomeration forces are weaker, the same set of tax differentials may cause complete inter-national relocation to the less stringently regulated region. Trade liberalization can actually make industry less likely to relocate in response to a regulatory disadvantage. The model is further extended to consider the issue of carbon leakage, which arises in the regulation of greenhouse gas (GHG) emissions. For relatively low tax differentials, agglomeration forces create rents which tend to anchor industry in the higher taxing region, avoiding carbon leakage. If the tax differential is too great, however, agglomeration forces cause all firms to relocate to the lower taxing region where they optimally emit more GHGs. Environmental outcomes may therefore be improved by reducing the tax rate in the higher taxing region in order to discourage industry relocation. When industry is diversified between regions, firms respond to higher (lower) relative domestic taxes by increasing (decreasing) output and polluting more (less).

Abstract:
The purpose of this study was to assess the status of worksite smoking policies in Indiana's manufacturing industries and to describe the relationship between policy, workforce size, and manufacturing type. Of the 493 questionnaires distributed, 181 (36.7%) were returned. Approximately 67% percent of the industries reported having some type of restrictive policy with the majority of those policies not allowing smoking at the worksite except in designated areas. Most policies were developed within the last five years and were implemented due to a concern for employee health. Workforce size was directly related to the prevalence of significant restrictions. Those companies employing greater then 100 employees were the most likely to have a policy whereas the employing less than 11 were the least likely to have a policy. Standard industrial classifications 34 (fabricated metal products) and 35 (machinery, except electrical) had less restrictive policies as compared to other S.I.C. classifications. A follow up on 10% (n=30) of the nonrespondents yielded similar results to those who did respond.

Unplanned and rapid growth of tourism can be perilous to the natural and socio-cultural environment of communities and regions. Unplanned tourism can destroy the unique landscapes upon which it depends. This problem is particularly severe in third world nations which are hosting a new generation of tourism in hopes of economic survival.This paper presents a case study which supports the above contentions by identifying changes that have taken place in Negril, Jamaica, through a discussion of the causes and effects of rapid, poorly planned tourism development in that town. This provides the basic framework within which the author raises questions suggest ideas to promote more appropriate and culturally and sensitive changes in present land use policies in the city of Negril.

Summary: This research proposes a new site analysis methodology in the form of an integrated framework. The framework separates the site analysis process into different models, incorporates each model, and considers the interaction between them. The most important models are the environmental models (climate, geology, hydrology, topography, and vegetation models), social-cultural models, economic models, and infrastructure models. Each model also contains several important factors.The study identifies and organizes environmental factors within the framework that influence site analysis and design. Based on the applicability of feng shui principles and their interpretations into measurable factors, this research compares and incorporates feng shui and contemporary environmental design theories, and summarizes essential environmental factors. The emphasis on environmental factors from these models may lead to a better understanding of the relationships between humankind and the natural environment.

[Truncated abstract] The salinisation of agricultural land, urban infrastructure and natural habitat is a serious and increasing problem in southern Australia. Government funding has been allocated to the problem to attempt to reduce substantial costs associated with degradation of agricultural and non-agricultural assets. Nevertheless, Government funding has been small relative to the size of the problem and therefore expenditure needs to be carefully targeted to interventions that will achieve the greatest net benefits. For intervention to be justified, the level of salinity resulting from private landholder decisions must exceed the level that is optimal from the point of view of society as a whole, and the costs of government intervention must be less than the benefits gained by society. This study aims to identify situations when government intervention is justified to manage dryland salinity that threatens to affect road infrastructure (a public asset). A key gap in the environmental economics literature is research that considers dryland salinity as a pollution that has off-site impacts on public assets. This research developed two hydrological/economic models to achieve this objective. The first was a simple economic model representing external costs from dryland salinity. This model was used to identify those variables that have the biggest impact on the net-benefits possible from government intervention. The second model was a combined hydro/economic model that represents the external costs from dryland salinity on road infrastructure. The hydrological component of the model applied the method of metamodelling to simplify a complex, simulation model to equations that could be easily included in the economic model. The key variables that have the biggest impact on net-benefits of dryland salinity mitigation were the value of the off-site asset and the time lag before the onset of dryland salinity in the absence of intervention. ... In the case study of dryland salinity management in the Date Creek subcatchment of Western Australia, the economics of vegetation-based and engineering strategies were investigated for road infrastructure. In general, the engineering strategies were more economically beneficial than vegetation-based strategies. In the case-study catchment, the cost of dryland salinity affecting roads was low relative to the cost to agricultural land. Nevertheless, some additional change in land management to reduce impacts on roads (beyond the changes justified by agricultural land alone) was found to be optimal in some cases. Reinforcing the results from the simple model, a key factor influencing the economics of dryland salinity management was the urgency of the problem. If costs from dryland salinity were not expected to occur until 30 years or more, the optimal response in the short-term was to do nothing. Overall, the study highlights the need for governments to undertake comprehensive and case-specific analysis before committing resources to the management of dryland salinity affecting roads. There were many scenarios in the modelling analysis where the benefits of interventions would not be sufficient to justify action.

This research study investigates how environmental tools such as Resource Efficiency and Cleaner Production (RECP) can contribute to sustaining and supporting economic growth in South Africa. Resource optimisation is crucial when considering the concept of sustainable development. It also contributes to addressing the challenges of global warming and climate change, which in turn threaten industrial growth and sustainability in the long term. The study places emphasis on the barriers that prevent industry from implementing RECP recommendations, and identifies opportunities that could potentially reposition businesses should they consider implementation. It also promotes other sustainability tools that are available through collaboration with international entities, and this could be of great benefit to the South African industry. Factors of unemployment and urbanisation restricts national growth to some degree, hence the study explores how RECP can contribute to job retention by introducing new resource optimisation methodologies for the manufacturing sector, Moreover, it examines the imbalance between the demand as well as limitations of these resources. Through the compilation of data collated from questionnaires completed by industry, government and civil society participants, this study looks at achieving a balance between environmental sustainability and growth. It also looks at aligning this balance with the integration of specific economic and environmental policies, which also includes social aspects. What comes through significantly in this research is the lack of awareness within industry in terms of RECP, as well as the importance of prioritising the uptake of environmental initiatives to ensure that industry is compliant with the stringent policies and legislation designed by government to drive the sustainability process. Consequently the study shows that communication between public and private sector, as well as the awareness raising and marketing of sustainability to consumers need to be improved. An analysis of the various government support mechanisms is conducted, in respect of how industry could potentially leverage growth and drive positive change within their businesses. In addition to RECP, emphasis is placed on other Sustainable Consumption and Production (SCP) initiatives and tools that could possibly entrench sustainable practices and help with their incorporation into their business strategies.

Abstract:
Formaldehyde is a common air pollutant that tends to be found in elevated concentrations in indoor air. Exposure to formaldehyde has the potential to impact on respiratory health, particularly amongst sensitive individuals and populations, including children. Children spend most of their time indoors at home, however, there are very little data on the contribution of formaldehyde concentrations in homes to personal exposure in children. The principal aim of this cross sectional study was to investigate whether the domestic environment is the most significant source of personal exposure of formaldehyde in children. Forty-one primary school children (aged between 8 and 12) were recruited from two areas of Perth, Western Australia. Each child wore a personal passive formaldehyde sampler over a 24 hour period on two separate occasions, winter and summer. Samplers were also located indoors at home, outdoors at centralised locations and indoors at school for the corresponding period. A questionnaire about lifestyle and behaviour and a daily activity diary were completed for each participant. Passive samplers used filter papers impregnated with 2,4-dinitrophenylhadrazine (DNPH), with formaldehyde detected using high pressure liquid chromatography (HPLC). In winter there was a wide range of personal exposure concentrations, with geometric mean concentrations of 9.7ppb at Duncraig and 11.5ppb at Calista. Indoor geometric mean concentrations at Duncraig were l0.lppb, with outdoor and classroom concentrations below the analytical limit of detection (4ppb). At Calista, mean indoor concentrations were 14.2ppb. The outdoor concentrations were below the limit of detection and school concentrations were 8.0ppb. Summer monitoring occurred during mild meteorological conditions and were very similar to winter results. Geometric mean personal exposure concentrations were 9.2ppb at Duncraig and 8.0ppb at Calista. Indoor geometric mean concentrations at Duncraig were 9.0ppb, with outdoor and classroom concentrations below the limit of detection (4ppb). At Calista, mean indoor concentrations were 9.9ppb, outdoor was below detection limit and school concentrations were l5.2ppb. There were strong correlations between personal exposure and domestic concentrations at both Duncraig and Calista in winter (r2 = 0.73 and 0.88, respectively) and in summer (r2 = 0.67 and 0.84, respectively). The correlation for both seasons combined was significant, with a coefficient of r2 = 0. 78. A time weighted model estimated personal exposure concentrations for each participant using stationary measures in combination with time activity data. These estimates of exposure correlated significantly with measured personal exposure concentrations, with a coefficient of r2 = 0.80 for all data combined. The indoor domestic environment was found to be the most important source of formaldehyde exposure for children. Time weighting was found to provide a stronger estimate of personal exposure than indoor air monitoring alone, although the time weighted model was not a significant improvement over the indoor measure alone.

The subject of this thesis is the development of alternative approaches to environmental management and mine closure plans using case examples of the Big Bell/Cue Mining District and as a working example, an area of unconfined washout of historical gold-mine process tailings located in this arid inland region of Western Australia. This is considered appropriate in the light of the social and political thrust for industry to develop simultaneously positive economic, social and environmental outcomes from their activities. The Big Bell mining operation ceased mining in June 2003 and the Mine Closure Plan reflected a classical approach of minimization of public liability and strict compliance with legislative requirements. During the life of the modern mine the approach to rehabilitation was similarly classical in its approach It is intended for this document to inform the mining industry using the case example of the now closed Big Bell Mine as to how greater long-term outcomes may have been achieved for the State and the region for the future. This thesis specifically investigates alternative ways to approach rehabilitation in arid areas of Western Australia using the washout area as an example and trial area. This thesis has approached the issue by addressing the quantification of what has occurred through the gathering of baseline data of the case study area and then by the implementation of a series of relevant trials to identify appropriate eco-functional process-sensitive methods for rehabilitation as an alternative to current industry practice. Trials investigating the use of "retention banks" and "clay/seed balls" and the use of ex-mine milling waste carbon were conducted to investigate relevant possible techniques suitable for arid mine-site waste dump rehabilitation. Data analysis indicated that the main reason for the high level of degradation within the case study area is due to the smothering effect of the fine clayey tails cover and due to acidity of the tailings. A detailed examination of 92 soil samples found water infiltration of tails-washed areas as half that of control areas. Acidity of alluvium has declined from pH 5.2 to 3.8. The acidity has penetrated at depth to hardpan. Trials were commenced to rehabilitate the area using a combination of earthworks (retention banks and· scarification), pH- adjustment (using ex-mill carbon and crushed lime), and the use of native seed pelletised into clay-balls. The introduction of ex-mill carbon was shown to be effective in ameliorating pH in the tails wash area and improving its capacity to regenerate. Considering it is a widely available waste product with the gold mining industry it should be seriously considered in its application for rehabilitation purposes, and specifically in areas affected by severe acidification and desertification particularly by mismanaged tailings with pyrite content. The use of clay balls should also be subjected to further investigation. It is at least equal to the traditional use of raw seed and fertilizer with immediate and abundant rainfall. As this almost never occurs, it should prove to be superior, in delivering higher rates of viability for seed used. The thesis then attempts to integrate this study within the context of the wider issues of environmental management, specifically the best practice of mine closure plans and the adoption of sustainable economic, social and environmental outcomes from mining as an integral part of responsible operational environmental management plans. The thesis argues that the environmental management planning and specifically the Mine Closure Plan should not waste the myriad of opportunities that are the by-product of mining for the long-term sustainable benefit of the wider region. It is argued that if mining companies are serious about sustainability, then they cannot continue with short-term cycles of mining and closure. However to be realistic it will take concerted willingness from all stakeholders to pursue these outcomes. While a given mining operation can offer extensive resources and assets to support this approach the commercial and legislative pressures of core mining activities necessarily mean that mines are in fact encouraged to simply return the environment back to as natural state after operations are complete. Invariably this means hundreds of millions of dollars of infrastructure are levelled and scrapped to avoid all future liability, whilst the potential for sustainable outcomes is essentially ignored. The same Government that enforces the Mining Act and has a State Sustainability Strategy imposes the conditions which create unimaginative classical mine closure plans. Government, industry and the residents of regions must work together to seriously develop sustainable outcomes to mining.

Abstract:
There is a growing concern from government, communities, civil society and mining companies on the sustained development of the impact of mining on communities and the benefits of mineral development. Communities are more vocal in expressing their expectations for benefits and on the other hand mines are concerned about profits and maintaining a social licence to operate. This study critically evaluates the impact mining has on socio-economic development in mining communities. The focus area of the study is the West Rand District Municipality in Gauteng Province, South Africa. The ‘impact’ refers to the mine’s contribution to infrastructure development and poverty reduction projects in areas where the mine is operating and sourcing labour from. Forecasts for better performance in the future will be assessed. Issues such as community consultation, identification of projects, development forums, the Integrated Development Plan (IDP) and partnerships are addressed. The literature was reviewed from existing national and international research on the topic. The study starts from two assumptions. The first is that minerals are potentially a great resource of wealth for poor countries. The second assumption is that minerals have the potential to benefit the local population through the creation of indirect employment, skills transfer, enhancing the capacity of health and education services, improved infrastructure and small and medium business opportunities. Poverty levels are viewed on a national and international scale. The study reveals problems, with existing approaches, on mine community development. It concludes that the impact of mining on infrastructure development and poverty reduction projects can be huge, but only if a variety of demanding preconditions are met. The study concludes that the reality of mineral led development in mine communities has not lived up to a roaring promise.

Energy is essential to economic prosperity and quality of life. However it can have detrimental effects on the environment if not used properly. Moreover, if energy resources are scarce in a given country, then its use will impose economic and financial burdens on the national economy. The cement industry is energy-intensive, which adds a micro dimension to the macro issues mentioned above. Reducing energy consumption without due consideration to production requirements is not an optimal situation. What is needed is to arrive at a situation whereby energy is used rationally. The concept of rational use of energy has two embedded principles. The first is increased energy-use efficiency and the second is environmental protection. Jordan Cement Factories (JCF), located in a developing country where energy resources are not indigenously available and, therefore, costly energy requirements are imported, have realised the importance of addressing the energy management and conservation issues. This thesis describes the efforts initiated and conducted by the author, to address the research problem of improving energy usage through the application of effective management techniques aimed at reducing energy consumption per unit of cement produced. This present research has been concerned with energy management and efficient use of energy. The Jordan Cement Factories were used as a vehicle to demonstrate the proposed research methodology that aimed at improving energy consumption and thus operational efficiency. The methodology is based on establishing statistically significant relationships between interacting problem factors, and assessing the economic impact of improving these factors. Economic evaluation entailed the development of economic models and an application methodology combined with illustrative case studies. Consequently, the problem of energy management has been presented in a wider perspective that addressed the whole management system at the organisation. Towards that end, it was first necessary to show the significance of energy cost with respect to the overall manufacturing costs. The analysis of production costs, which demonstrated the significance of energy costs, was followed by the investigation and examination of the basic management factors that have direct impact on energy consumption at the JCF. Among these factors are, for instance, production line availability, production rate, average number of stoppages, and average duration of stoppages. These factors were determined using preliminary data analysis and the experience and technical knowledge of the researcher. The statistical analysis proved the existence of strong relationships between energy consumption and management factors. Several models were developed for a set of selected production lines, in the JFC at Fuhais and Rashadiya plants. These statistical models were generated using actual data for electrical energy and fuel consumption. The derived models have demonstrated the existence of strong relationships between energy consumption and management control factors; for instance, the values of R2 range from 60% to 90%. This implies that an equivalent percentage of the variations in energy consumption can be attributed to the selected management factors. The economic model developed in this research is concerned with demonstrating that effective management practices associated with proper maintenance and housekeeping can result in highly significant savings in energy usage. Although a simplistic methodology was used to evaluate the economic impact of any improvement programme, the economic treatment showed that the cost of improvement is actually negligible compared to the realisable savings in energy usage. The research has dealt with the details of developing a coherent energy management model whose objective is to establish transformational management processes of certain high-level management factors into daily operations and controls. The high-level management .factors are the same factors used as independent variables in the statistical and economic models, which statistically proved to be the major factors affecting the energy consumption at JCF. The research has also presented a detailed analysis of the organisational and procedural aspects of energy management with concentration on management functions, especially planning, controlling, executing, organising, and auditing. A detailed mapping and analysis of these functions as the main components of an Energy Management System (EMS) resulted in establishing job descriptions, organisational charts, work instructions and procedures for all-important functions of the EMS. The type of work described in this thesis could be extrapolated for application in other industries, particularly energy-intensive ones, to arrive at the objective of rational use of energy at the national and international levels. Comprehensive studies would need to be carried out for each type of industry prior to implementation. The cost benefit analysis presented in this research proved, beyond any doubt, the importance of implementing the EMS in JCF. As a result of this implementation it is demonstrated that huge annual savings were realised. Finally, as a result of improving energy control factors, introducing energy conservation measures and employing management techniques at JCF to guarantee the effectiveness of all such activities, resulted in an annual savings amount to about USS 3.5 million. Therefore, if the same or similar actions are undertaken by all cement, or other highly energy intensive industries then the savings could reach billions of dollars.

Despite a 60-year history of investigation, little is understood of how physical and/or social aspects of the prison environment work directly to influence adjustment behaviour of prisoners. A major study in 1972 by Huns Toch and colleagues led to the development of the Prison Preference Inventory (PPI). This was designed to elicit a prisoner respondent's hierarchy of psychological needs while imprisoned. Based on Murray's needs-press model, Toch argued that each prisoner had a unique configuration of eight major needs (termed environmental concerns) namely Safety, Support, Activity, Social Stimulation, Emotional Feedback, Privacy, Freedom and Structure.

Small-scale variation (SSV) of mine soils is enhanced by stripping, mixing and stockpiling of materials. Soils with enhanced variation are difficult to assess, causing misleading results that indirectly affects mine rehabilitation outcomes. This thesis aims to determine if standard soil chemical and biological methods are applicable in the assessment of enhanced SSV mine soils from Barrick (Cowal) Gold mine. Mine soils are firstly discussed in context of rehabilitation. Rehabilitating mine sites involves ecosystem engineering, in which landscape, function, structure and composition are essential ecosystem features. Using these features, a framework for planning, implementing and monitoring for ecosystem engineering was developed. The issue of SSV in mine soils was reviewed in the literature. It was determined that SSV directly and indirectly influences mine rehabilitation outcomes. The development of sampling strategies, alternative analytical and statistical methods, and standard guidelines are required for reliable assessment of mine soils. Nineteen topsoil stockpiles at Cowal were sampled for characterisation, with sample numbers proportional to stockpile size. Electrical conductivity (EC), exchangeable cations, cation exchange capacity (CEC), total carbon (TC), nitrogen (TN), sulphur (TS), nitrate-N, ammonium-N and Colwell phosphorus (P) were analysed. The soils require stabilisation and amendments for successful revegetation. Variation in exchangeable cations, TC and TN indicate soil management may cause variation in the stockpiles. Lack of matching pre- and post-mine surveys resulted in inconclusive causes of variation. Standard organic (wood mulch and compost) and inorganic (gypsum) amendments were used in the rehabilitation of a heterogeneous mine soil. This was undertaken as a 32-week laboratory (biological) and 72-week glasshouse (chemical characteristics and plants) study. The wood mulch increased C:N, C:P, C:S, respiration and moisture, which positively influenced revegetation. Gypsum had no significant impact on revegetation. Compost, however, increased all nutrients measured and decreased C:N, C:P and C:S. The low C:N:P:S ratios resulted in poorer revegetation. Coefficients of variation (CVs) were greater than 30% for microbiological biomass carbon (MBC), EC and nitrate-N (NO3-). The high variation in EC was related to gypsum application. The variation for MBC and NO3- was probably due to underlying enhanced SSV and inconsistent interferences in methods. TC, TN, TP, TS, respiration, water-P, bicarbonate-P, EC, pH, and moisture were demonstrated to be precise and accurate indicators for the assessment of mine soils. Large CVs in the standard salicylate Berthelot reaction for ammonium-N were investigated. Gypsum and enhanced variation of the soil cause inconsistent interferences. Pre-treatment by steam distillation is recommended. The anion exchange membrane method for measuring P (AEM-P) was assessed along with a range of low ionic solutions (LIS) to limit the variability associated with mine soils. Deionised water and NH4F with AEMs are precise for a range of mine soils. This thesis identifies DI AEM-P, WP, TC, TN, TP, TS, pH, EC and respiration as accurate and precise approaches for the assessment of mine soils. Nitrate-N, ammonium-N and MBC methods are not accurate, nor precise. There is a need to standardise analytical and statistical methods, and survey techniques for mine soils.

Industrial designers play a pivotal role in the development of consumer products. Consumer products contribute significantly to society’s ecological impact, which needs to be lowered. This thesis examines the role of industrial design practice in developing consumer products with low(er) ecological impacts by (i) expanding the concept of ecodesign and (ii) collecting evidence on its contemporary application in Australia. Ecodesign refers to both the integration of ecological considerations into commercial product development processes and their conversion into product designs. When practicing ecodesign, industrial designers must consider the entire life cycle of products—an approach termed Life Cycle Thinking (LCT). This research proposes that industrial design practice allows two expansions to the traditional notion of ecodesign. Firstly, it can uncover new opportunities for creating value through eco-designed products by applying solution-focused thinking. Solution-focused thinking uses representations of tentative suggestions for product designs to explore responses of the context being designed for. Traditionally, ecodesign only applies problem-focused thinking—deductively analysing the status quo to establish requirements for how value can be created. This can result in a lock-in to incremental product-improvement. Secondly, industrial design practice can widen the range of interventions that convert ecological considerations into product designs towards manipulating how products are perceived and understood by consumers, namely, the meanings attached to products. Traditionally, ecodesign focuses too narrowly on technical aspects of product design and has failed to sufficiently represent influencing product meanings. For this research project multiple-case study research was conducted, investigating the ecodesign practice of Australian industrial design consultancies (IDCs) and their clients. The theoretically developed notion of ecodesign was used to guide and structure the enquiry. Data was collected through content analysis of IDC-websites and sixteen interviews with ecodesign experts, representatives of IDCs and their clients. The empirical insights show that the proposed expansions to ecodesign are appropriate. They can support converting ecological considerations into product designs. In tandem, they can also help with exploring and potentially stimulating opportunities for products that offer new eco-friendly meanings to consumers, which they perceive as valuable. If industrial design practice can identify such opportunities, it can justify ecodesign—guided by LCT—as a value-adding element in the product development process. In conclusion, industrial designers can contribute to reducing the negative ecological impact of society by embracing the expanded notion of ecodesign. Several factors need to align to enable this; most importantly, they need to practice ecodesign in collaboration with their clients.

The application of substantial quantities of phosphorus (P) has been required to increase productivity on many Australian soils. Unfortunately, these applications have often resulted in increased concentrations of P in surface runoff that contributes to excessive algal growth in surface waters and consequently a decline in their quality. The concentrations of P in runoff from intensively managed pastures are often high (1-5 mg/L) and typically at least an order of magnitude higher than water quality targets. Although a substantial amount of research has been devoted to the problem of P accumulation and mobilisation in arable systems ( in which P is typically mobilised by the action of raindrop impact and subsequently transported in particulate form ), there has been substantially less research in intensively managed pasture systems. Consequently, there is a paucity of knowledge concerning the fundamental processes and factors responsible for P in runoff from these systems and a dearth of truly effective remedial strategies. In this thesis, the accumulation of P in soil under intensively managed pastures used for dairying and the processes responsible for its mobilisation in surface runoff were investigated. This research was undertaken at two research sites in South - east Australia, i.e. Camden in New South Wales and Flaxley in South Australia. A number of factors relating to scale and hydrology may influence the processes of P mobilisation and its concentration in runoff. A comparison was made of the forms and concentrations of P in runoff between a typical rainfall simulation methodology and large runoff plots. The effect of rainfall intensity on the forms and concentrations of P was also investigated. The concentrations of P in runoff from small - scale, high - intensity rainfall simulations were on average 33 % lower than those from large plots ( approximating hillslopes ) although the processes of mobilisation ( as evidenced by runoff P forms ) were similar. Increasing rainfall intensity resulted in decreasing P concentrations, but similar forms of P. It was hypothesised that changes in hydrological characteristics ( residence time and depth of runoff ) were responsible for the differences in the P concentrations. A model of P mobilisation ( incorporating hydrological and P - release characteristics ) was developed and shown to successfully predict runoff P concentrations under a range of rainfall intensities. These findings and the subsequent model were used in the successful modelling of landscape scale nutrient exports based on rainfall simulation data as part of a separate, but complementary project. There is anecdotal evidence to suggest that Australian soils are relatively ' leaky ' in terms of P in runoff compared to soils overseas. Consequently, comparisons of the labile soil P characteristics and soil P - runoff P relationships were made between Australian soils and soils of similar fertility from the USA, UK and New Zealand ( using both experimental data and data sourced from the literature ). It was concluded that Australian soils leak more P than soils of similar fertility in the USA, UK and New Zealand, although it was beyond the scope of the thesis to make more detailed comparisons between Australian and overseas soils. The accumulation and mobilisation of P in two soils used for intensive pasture production in Australia were investigated. In intensive pasture systems P accumulated in the shallowest zones of the soil and principally as inorganic P. The concentrations of labile P were 3 - 5 times higher in the top 0.01 m than in the top 0.1 m. Using a simple model, it was estimated that only the top several mm of soil influence runoff P concentrations. The dominant form of P in runoff was shown to be orthophosphate although in low to moderate fertility soils, dissolved organic P can constitute a substantial proportion of the P in runoff. These results confirm the need to reduce the pool of P available for mobilisation in the immediate topsoil in order to reduce runoff P concentrations. Because P is stratified, it was hypothesised that one method to reduce the pool of P available for mobilisation is to de - stratify the soil ( i.e. mix the topsoil ). The effect of this technique on runoff P concentrations was investigated in laboratory and rainfall simulation experiments. These experiments revealed that reductions in runoff P concentrations between 45 and 70 % can be achieved by de - stratification of soils under permanent pastures. It was hypothesised that the benefits of de - stratification could be maximised using a combination of information relating to catchment hydrology and the spatial distribution of soil P and that this would result in large reductions in P exports with a relatively small degree of inconvenience to land managers. Given the limited opportunities identified in previous research to reduce P exports in runoff, the strategic utilisation of de - stratification is a potentially important option in water quality management for the dairy industry and warrants further investigation.

Abstract:
This research examines first the consequences of a learned, individualistic construction of masculinity as it exists within an aging population of farm men, and second the influence of this form of masculinity on possibilities for change in human relationships and industry practices. It is suggested that in a context of diminishing economic power and political influence, the prevailing model of masculinity has disabled the capacity of many farm men to manage change proactively. It is argued that evidence of a necessary change from instrumental, to-values and feelings-based engagement with human and natural systems has been slow to appear. A range of beliefs and attitudes are identified from the research data.Alternatives to traditional models of masculinity are examined. The research has been conducted using a Social Ecology approach, in which the personal autonomy arising from a coherent integration of values and beliefs informs our approach to all human and natural systems. Some possible consequences of such a change in personal orientation are explored, in relation to agricultural practices, community viability, and the fostering of social capital, and reference is made to alternative forms of community organisation.

Abstract:
This thesis links three interconnected stories relevant to humanity's future: 1. Exposition of a different form of agriculture; 2. An exploration of the nature of transformational change; and 3. Revelation of a new way of regenerating Earth via the melding of new and old knowledge. A confluence of multiple and interconnected crises threatens the self-regulating capacity of the planet and thus the future of humanity. Food security is one of these crises, placing agriculture front and centre in addressing this challenge. Agriculture is problematic because practices integral to industrial agriculture are known to inhibit the continuing provision of essential ecosystem services (including adequate healthy food and water). This thesis explores both the reasons why traditional agricultural practices fail, and the rise of a change-oriented new-organic agriculture that is taking their place. The study population comprised seventy-nine innovative Australian farmers who have successfully developed ruminant-based, agro-ecological practices that cover broad areas of land. The challenge was to find how and why this group of agriculturalists undertook transformational changes in their practices. Preliminary investigation suggested farmers' belief-systems were central to the answer. Multi-method research based on critical, open trans-disciplinary inquiry was used to analyse interviews, documents, and historical material. The study focused on the interconnection of language and metaphor, the role of discourses, and the power-knowledge nexus in the formation of personal psychological constructs. A study of Western thought since 1500 revealed that an earlier organic view of the cosmos was replaced by science- and technology-based mercantile capitalism which led to an embedding of the mechanical metaphor in Western thinking. This metaphor regards nature as dead and passive, and something to be reconstructed, dominated, and controlled: as opposed to the ancient organic metaphor which saw the cosmos as a living female earth, to be nurtured and sustained. Analysis of this metaphor shift revealed that major personal psychological constructs appear to drive society and land-use practices. Socially-embedded constructs have regularly been found resistant to change. Mechanical constructs, deeply entrenched and unrecognised by most farmers, are behind harmful land-use practices in Australia. By contrast, analysis of the evolving regenerative agricultural discourse revealed startling differences in language and metaphor. Transformative agriculturalists have overthrown the mechanical metaphor and thinking for what is termed the new-organic. This comprises a bio-philic, earth regenerating and transformative frame of 'mind' with associated practices that combines new agro-ecological knowledge and rediscovered ancient knowledge (the pre-mechanical organic). This fundamental transformation involved farmers changing their personal construct systems. Transformative agriculturalists had reflected on their situation and undertaken social learning within communities of practice. Here they exhibited different ways of learning, thinking and feeling, exemplified in their use of the trans-disciplinary imagination: the bringing together of multiple knowledge in a synergy of new ideas. Given the urgency of the sustainability challenge and the promise offered by a shift to sustainable-regenerative land-use, these findings have major implications for agricultural practice and extension services. While transformative change cannot be forced, nevertheless the ground can be prepared for change.

Abstract:
The industrial port of Richards Bay on the eastern seaboard of KwaZulu-Natal, South Africa has undergone rapid growth over the last 25 years. This industrial growth has inevitably led to an increase in the anthropogenic pollutant inputs in the area. However, the degree of this contamination has not previously been assessed not been accompanied by an awareness of its environmental impacts. This project serves to assess the current environmental situation of the area and provide background levels against which the environmental impacts of further growth in the area can be assessed. The main pollution point sources in the area were identified as a pulp and paper plant, a sulfuric acid/fertiliser plant and aluminium smelters. The chemical and physical processes involved within these industries were identified and discussed in detail. The common inorganic pollutants emitted by these industries were identifies as trace metals, sulfur dioxide, NOx gases and fluoride. It was these pollutants that therefore became the focus of this study. Reservoirs within Richards Bay that may become sinks for contamination were identified and water, sediment and soil samples were taken from these reservoirs. The samples were analysed for trace metal contamination, pH, alkalinity and fluoride levels. Analysis of the acidity and alkalinity of water, sediment and soils samples demonstrated that there is presently no long-term acidification of the environment in Richards Bay. The only samples that showed increased acidity were the soils taken from the roadside sites immediately outside the industries. This lack of overall acidification indicates that, at present, there are no detrimental effects of acidic emissions on the hydrosphere and geosphere. Only cursory investigations were conducted into the fluoride levels found in water samples. None of the samples analysed demonstrated detectable amounts of fluoride present. Comprehensive trace metal analyses were performed on the water, sediment and soil samples through the use of ICP-AES. Levels obtained were compared with levels from samples taken from relatively uncontaminated background sites. Trace metal analysis indicated contamination of the freshwater reservoirs when compared with the background, while the soils and saltwater reservoirs remain largely uncontaminated. However, the contaminated areas did not show levels greater than quality guideline concentrations. Further studies should be conducted with regards to the trace metal contamination of the biosphere and the bioavailability of the contaminants already present in the waters, sediments and soils. More detailed investigations should also be conducted into the levels of atmospheric pollutants and fluoride levels in all reservoirs.

This study area for this research is characterised by a regional anticline plunging to the east-south-east with large-scale internal architecture comprising transgressive, retrogradationally stacked stratigraphy that dips gently landward and is unconformably truncated by overlying sealing units. The primary reservoir/aquifer targets for CO₂ injection are palaeo-shoreline parallel nearshore sandstone bodies characterised by high porosity and permeability and good interconnectivity. The key regional sealing unit is the Lakes Entrance Formation, which consists of mudstone and marl capable of sealing large columns of CO₂. The proposed stategy for CO₂ geosequestration is to inject CO₂ outside four-way structural closure to allow up-dip fluid migration to the north then west governed by the structure of regional sealing units. Probabilistic estimates of CO₂ capacity utilising the proposed strategy indicate that 1395-2575 Mtonnes could be sequestered.

With the rapid expansion of the industries in South Africa, environmental problems including air pollution have been increasing. Among industries that cause air pollution is the iron and steel industry. Air pollution impacts negatively on the environment and therefore the measures implemented to improve air quality by this industry were investigated. The purpose of this thesis was to critically analyse the air pollution control measures implemented by the iron and steel industry in South Africa and to find out what they are doing to address the problem of air pollution, as well as their processes in involving and encouraging community involvement with regard to environmental issues. The key findings from this study were that the South African iron and steel companies are doing their best in trying to control the problem of air pollution. Some of them do not only rely on the South African legislation, they also do self-regulation by monitoring and controlling the air pollution problems even if not strictly required to by legislation. The iron and steel industry does also involve communities, through participation in public environmental forums. Air pollution has always been an issue in South Africa, but due to a lack of enabling legislation in the country, many people were not aware of their environmental rights. Now that the South African Constitution highlights the rights of people to an environment that is not harmful to their health or wellbeing, people are becoming more aware and have started taking the issue of air pollution in a very serious light. With the new environmental legislation including the National Environmental Management Act 108 of 1009 and the National Environmental Management: Air Quality Bill (Draft 1, April 2003), most of the issues relating to air pollution will be dealt with in a better and more enforceable way.
