In June 1977, metal unions convened a seminar on the future of Australian manufacturing, bringing together over 1,200 delegates from unions, business and politics. The event is best conceived as an early episode of institutional searching, whereby the state, capital and labour engage in a contradictory and contested process of discovering ways through the crisis of the extant antipodean Fordist model of development. Whereas some prescriptions tended to reinforce the structure and logic of antipodean Fordism, others cut across its grain and evinced radically new modalities of regulating capitalism. Other contributions reflected confusion and an inability to formulate concrete proposals for reform. This article will demonstrate the utility of seeing the 1977 seminar in this way, by focusing on the session dedicated to exploring the role of the Industries Assistance Commission. The analysis will reveal that, whereas the union and employer advocates remained within the ambit of the antipodean Fordist system, the Commission representative delivered proposals fundamentally at odds with its dynamics.

There is a discursive split in Australian arts policy between subvention of the arts justified in terms of ‘humanistic’ objectives and subvention of the arts justified in terms of ‘economic’ objectives. It is possible to locate the emergence of this particular split to the 1976 Industries Assistance Commission Report, Assistance to the Performing Arts. Over the last two decades, these policy objectives have been constructed as in competition. This paper traces the history of the construction of the ‘arts as industry’ in Australian arts policy. In conclusion, it queries the more recent terms in which ‘arts as industry’ policy objectives have been set as in opposition to ‘public provision’ models of arts subvention.

The 16th National Congress of the Chinese Communist Party defined the policy agenda for 2002. Hu Jintao succeeded Jiang Zemin as Party general secretary but Jiang retained the chairmanship of the Central Military Commission. Politically, the Chinese leadership gave special emphasis to stability, and continued to combat the Falungong and crack down on dissent on the Internet. In the economic sphere, China enjoyed another year of rapid growth and largely complied with the first-year requirements of its WTO membership. Restructuring and regulatory reforms in major industries accelerated. In the face of major worker protests, populism dominated social policy, with greater assistance to the poor and a crusade against tax evasion by the new rich. Major fiscal reforms were implemented. China enjoyed stable relations with the world's major powers but its ties with North Korea came under strain.

When China joined the World Trade Organization (WTO), the associated agreements included a transitional product-specific safeguard mechanism to address market disruption caused or threatened by surging Chinese imports. This mechanism is only available until 11 December 2013 or twelve years from when China joined the WTO. The relevant US statute that adopted the safeguard mechanism is commonly referred to as 'section 421'. Under section 421, the US International Trade Commission conducts a market disruption investigation and, if it reaches an affirmative determination, the President decides whether to proclaim a remedy with assistance from the US Trade Representative. Section 421 investigations proceed quickly, and import remedies such as increased duties or quotas may be imposed in a matter of months. President Obama proclaimed import relief for the first time under section 421 in a case involving certain Chinese tires in 2009. With less than two years remaining in the lifespan of this transitional product-specific safeguard mechanism, this article concludes that section 421 remains a useful method for US industries facing injurious Chinese imports to obtain meaningful relief.

The recently published book “Why Startups Fail: New Roadmap for Entrepreneurial Success” authored by Tom Eisenmann summarizes research on a much debated topic- what is the reason or reasons whey startups fail? The book is based on an extensive, multi- year study led by Eisenmann with assistance from his students at the Harvard Business School (HBS). Their study examined failure modes in 470 technology companies with an objective of answering more definitively why startup companies fail. Therefore, the Eisenman book provides a “deep dive” of what we can learn about the failure modes of startups in the technology industry. We recommend this book for anyone who seeks an answer to why companies fail. But, can we extrapolate their findings to the biopharma industry? While there are definitely differences across startups in different industries, e. g. “tech to biopharma/med tech/digital health” It is our opinion that cross-industry benchmarking can be a very useful methodology that may instruct entrepreneurs on how to minimize “errors of both omission and commission”, and how to start and grow successful companies – across industries, including health related organizations; biopharma, MedTech, and the emerging field of digital health. Our concluding section, focuses on special issues pertinent to the unique challenges for biopharma companies. This comparison is supported by a­­ short summary of a recent overview article by Boni and Abremski . This article identified best practices for starting and growing successful companies in digital health based on our respective experiences at Carnegie Mellon University, and UC San Diego. Evidence from both tech and biotech seem to support an overall conclusion that the most important predictor for startup company success is the extended team.

Canada has made significant historical commitments towards implementing gender equality policies, programs, and legislation after the findings of the Abella Commission were released in 1984 (Abella, 1984). Since then, gender wage gaps have been decreasing in many parts of the country. Two of the Canadian prairie provinces, Alberta and Saskatchewan, have not experienced the same degree of measureable gender equity at the national level, as the other provinces. This paper will therefore examine the gender wage gaps in these two provinces. To investigate gender wage gaps in Alberta and Saskatchewan, the paper examines two industries in each of the two provinces that are fundamentally different in terms of the gender of their workforce composition. In particular, the study compares the oil and gas industry, which is predominantly male dominant, with the predominantly female dominant healthcare and social assistance industry in order to discover whether wage gaps are industry specific, and can be explained by the size of worker-affiliated organizations in particular provinces and industries. The study also investigates the effects of years of job tenure on gender wage gaps. The results demonstrate that, in both provinces, regardless of industry, the size of the organization proves significant in explaining gender wage gaps, while years of tenure are insignificant. this study showed that students who have learned through the E-book method achieve design efficiently better in their post-test scores than those in the traditional method. Students at the internal motivation level perform design efficiently better in their post-test scores than those at external motivation level. The E-book method proved to help students with external motivation in their post-test score motivation.

The global practice of the target approach in implementing the innovation policy in industry is analyzed. It is shown that this approach has long been relied upon by the Chinese government in carrying out the certification of high tech enterprises. The criteria by which high tech enterprises in China are identified are revealed. It is found that the companies with the granted certificate have a number of preferences from the government, e. g.: preferential regime for tax on profit; exemption from or reduction of tax on profit of the qualified income from technology transfer; accelerated depreciation of fixed assets; priority in the issuance of permit on office or industrial lands; subsidies for rental payments; prolongation of the period for carrying forward business losses; priority in the assistance from government support funds at all the levels. It is shown that the Chinese government used the targeted approach to stop the spread of COVID-19 epidemic and halt the rapid industry decline, by charging the National Commission on Development and Reforms and the Ministry of Industry and Information Technologies with the responsibility for making the nomenclature of business entities engaged in the manufacturing of medical protective clothing, insulating clothing, medical and protective civil masks, COVID testing, sterilizers; procurement and storage of medical materials; information and communication equipment and service systems for reaction on the epidemic, as well as the companies taking on the assignments on transportation and sales of the materials. Pursuant to this Directive, nomenclatures of key companies were created in China, for implementing measures on prevention and control of epidemics (the national nomenclature and local nomenclatures). This approach allowed public authorities to exchange information about the condition of these companies and financial preferences and preferential loans provided to them. It is shown that the need for implementing the targeted approach in building up high tech industries was substantiated in Ukraine as early as in 2010, but in spite of the arguments and successful analogous practice in China the proposed targeted approach is yet to be launched. The following measures would be expedient in Ukraine in the conditions of crisis caused by COVID-19 epidemic and in view of the growing dependence on imports of certain categories of goods, hence, the increasing threats to the industry development: elaborate a methodology for identification of advanced technology products and create, on its basis, the Ukrainian State Register of High Tech Industrial Goods; identify high tech goods for industrial purposes (intermediate and capital ones), which ensure continuous operation of Ukrainian companies, with making up their Nomenclature; elaborate methodological tools for qualifying business entities – residents of Ukraine as high tech ones, and create, on its basis, the Ukrainian State Register of High Tech Industrial Companies.

The Professional Officers' Association, which operates in the Commonwealth employment sector, has been in the forefront of the contemporary movement to achieve pay equity for women employed in female intensive professions. The Association's experiences have led it to conclttde that pay equity is difficult for parties to the industrial relations system to negotiate in the context of the established industrial relations model, which places strong reliance on the process of negotiation and compromise. This is further complicated by the conflicting position of the Commonwealth government at the political level, with a policy that supports pay equity, and as an employer who historically has resisted and impeded implementation of pay equity, and continues to do sa This paper examines the positions adopted by the Commonwealth government as an employer, by the Indtrstriat Relations Commission as guardian of the public interest, including the national economy, and by unions, primarily in the context of the Association's experiences in pursuing claims for pay equity for female professions. The paper describes the means by which pay equity claims are succeeding with the assistance of the Commission, using the Association's dental therapist cases as a case sttrdy, and draws on the experience of other contemporary pay equity cases in addition to those run by the Professional Officers' Association in order to emphasize tfre dysfunctional aspects of the process imposed by the Indrsstrial Relations Commission as a means of dealing with claims for pay equity.

Brazil has a relevant, although relatively unknown, special medicines programme that distributes high-cost products, such as drugs needed for cancer treatments. In 2009, the purchase of these medicines became the responsibility of the Brazilian Federal Government. Until then, there were no clear norms regarding the responsibilities, in terms of the management/financing of these medicines, of the Brazilian Federal Government and of the states themselves. This qualitative study analyses the policy process needed to transfer this programme to the central government. The study examines the reports of the Tripartite Commission between 2000 and 2012, and in-depth interviews with eleven key informants were conducted. The study demonstrates that throughout the last decade, institutional changes have been made in regard to the federal management of these programmes (such as recentralisation of the purchasing of medicines). It concludes that these changes can be explained because of the efficiency of the coordinating mechanisms of the Federal Government. These findings reinforce the idea that the Ministry of Health is the main driver of public health policies, and it has opted for the recentralisation of activities as a result of the development project implicit in the agenda of the Industrial and Economic Heal

Abstract:
The article examines the cooperation of the artist, co-organizer of the Union of Creative Intelligentsia and Museum Affairs in Kharkiv Borys Poray-Koshyts (1886–1964) with the authorities of the USSR during the mass artificial famine of 1921–1923 in creating charitable stamps to help the starving and children affected from hunger. The artist, despite his "socially alien" origins and his stay in the Cheka prison in 1920, participated in the creation of sketches for the Central Commission for Aid to the Hungry at the All-Ukrainian Central Executive Committee in 1922. The article proves that he is the author of a postage-charity stamp with a portrait of Taras Shevchenko (denomination "20 + 20 karbovantsiv"), which some researchers attributed to another artist. Like the whole series, it combines Art Nouveau style and national flavor, is an interesting example of Ukrainian artistic industrial graphics of the early twentieth century. The stamps of this series have a high artistic level in general and in comparison with other similar postage stamps issued to help the starving in the RSFSR and the Azerbadjan SSR, in particular. B. Poray-Koshyts contributed to the appearance of the series "Helping the Hungry" not only as the author of the sketch of the stamp, but also as an expert of the All-Ukrainian State Trade Office on Exports and Imports, who in 1922 participated in the selection of drawings for it. Analysis of the documents of the Central Commission for Combating the Consequences of Hunger at the All-Ukrainian Central Executive Committee suggests that B. Poray-Koshyts is also the author of a series of four charity stamps "Help the Child" with denominations of 1, 3, 5 and 10 rubles issued in Kharkiv in 1923. The artist developed their sketches in the conditions of creation of the hypercentralized state of the imperial type of the USSR that was reflected in the design of sketchs. Despite compromises with the ruling communist regime in the 1920s and 1930s, B. Poraj-Koshyts emigrated from occupied Kharkiv to Germany in the 1940s.

Modern marine vessels use electrically driven rudders; cruise liners, gas carriers, tankers are equipped with Azipod systems manufactured by the Swedish-Swiss company ABB. Gondola-type propellers make it possible to break ice when the vessel is moving astern, therefore such vessels are used for work on the Northern Sea Route, in particular, when working on the Yamal LNG project. The 22MW Azipod propulsion system rotates 360° and enables difficult maneuvering without the assistance of tugs. When operating such propellers, powerful diesel generators are installed on the ship. For the transmission of electricity, ship cables are used, which are subject to increased requirements that meet the standard of the International Electrotechnical Commission. Modern marine vessels are equipped with XLPE or EPDM insulated cable lines; industrial production of these cables is carried out in the Russian Federation. In the course of the study, a method for auditing the state of insulation has been considered based on an assessment of the change in the tangent of the angle of dielectric losses in the process of thermal aging of the cable of the PvBPng(A)-HF brand. Measurements of the tangent of the dielectric losses' angle have been carried out with a Tangens-2000 insulation parameter meter.

The study aimed to examine the effect of occupational health and Safety (OHS) on employee performance. The variables in this study draw from Herzberg’s theory, Goal-freedom alertness theory, and the systems theory. Descriptive and exploratory research designs were used to establish the effect of work conditions on the performance of NGAOs in Nandi County, Kenya. The target respondents for the study were County Commissioner, Deputy County Commissioner, Assistant County commissioner and Chiefs in the County. One hundred three respondents were obtained through random sampling and convenience sampling from a population of 139 National Government Administrative Officers (NGAO). The questionnaires were then administered to the respondents and allowed fourteen days before the responses were collected. The respondents were requested to participate and show their willingness to contribute to the items in the questionnaire. The collected data were coded and analysed using the mean and standard deviation, while inferential statistics used regression analysis. Frequency tables, percentages, pie charts and bar graphs were used to present the analysed data. The results of the study showed that the majority of NGAO employees were male, chiefs in designation, aged 36-49 years, married and had been in employment for at least 10 years. The findings of the study showed a strong positive relationship between occupational health and safety and employee performance (r = 0.612, p = .000). The regression model also shows that OHS was positively associated with employee performance (β = 0.232, p < 0.05). Ethical considerations were observed and respondents were made to understand that the findings were only to be used for academic purposes only. The findings of the study have an implication for Kenyan public sector policymakers on the need to improve the working conditions of national government administrative officers

The programme for a revitalization of Africa through the New Partnership for Africa?s Development (NEPAD) project is determined by the need of the African continent to overcome its historic heritage and a rather unfavourable current situation, and to become part of the globalisation processes that had spread throughout the world in the late 20th and early 21st centuries. After a brief clarification of the terminology included in the very title of the above project, the author identifies and analyses the important characteristics of the current situation in the continent, which has been and still is conditioned by the marginalisation and isolation of the continent from the main streams and processes that had been expanding throughout the world over the past decades. Assessing that the underdevelopment and poverty are the essence of the problem, the subliming factor of all other negative trends and the main cause of the continent?s marginalisation in the world?s economic, political and civilizational developments, the main point of the analysis is actually focused on finding the causes of this situation. In that context, the legitimacy of colonialism, the consequences of the globalisation process in the African continent, the link between domestic and external factors in the cause-and-effect connection with the negative development of the continent are being analysed. The analysis of the important factors of the present and the future of the continent includes and identifies the historic and current advantages of the continent, which are also the realistic foundation on which the revitalization project rests on, such as natural and human resources and the richness of Africa?s culture, which has largely contributed to the diversity of the global cultures. In the section on the contents and objectives of the programme for a revitalization of Africa, the author points out several essential characteristics, underlining that the programme is a part of the African leaders themselves, that it is the authentic product of their awareness that without their own responsibility for the fate of Africa?s peoples the problems that those countries are faced with will not be overcome. Since the purpose of the programme for a revitalization is to include the continent in the globalisation processes its implementation depends directly on the support and assistance of the international community and the international agencies and organizations particularly of the African Development Bank, the World Bank and the United Nations Economic Commission for Africa. Namely, the global partnership for Africa?s development is directly correlated with the preservation of the global stability. A continuation of Africa?s marginalisation in the globalisation process would be a serious threat to both the world stability and the globalisation process itself, which would be incomplete without the inclusion of all of the world countries. With an identification and analysis of the main priorities of the Programme and of the mechanisms and responsibilities for its implementation, the author concludes that NEPAD?s implementation will be successful only if it becomes the property and a true concern not only of the leaders but also of all African peoples united in their diversity. The author analyses the historic and current external and internal factors that had caused the present situation in the continent, and identifies the potential natural, human and other resources. The programme for a revitalization also encourages the raising of self-consciousness of the segments of society at large about the realistic potentials of the African peoples, thus gaining also a mobilizing character. The author believes that the drawing up of the Plan of Action and its inclusion in the Programme is a rather positive side of the programme for a revitalization assessing it as a strategic mechanism for obtaining sustainable development in the 21st century. The Plan of Action identifies establishment of peace and stability, democratisation of the systems in African countries and formation of uncorrupted and competent governments, that would work in the interest of the people and not in the interest of certain groupings or individuals, as important conditions for the implementation of the strategy. The author also points out the basic sector priorities that the Plan of Action stipulates: overcoming infrastructural differences between certain sectors, investing in information and communication technologies development of electric power supply industries, transport and water supply. The development of human resources implies a poverty reduction, advancement of education system, upgrading of intellectual elite, development of health systems, agriculture, culture, science and technology. In the section on "Controversies, challenges and problems in the process of programme realization," the author tries to consider the Programme? vision, contents and objectives within the milieu of Africa?s present reality and the main development tendencies in the international scene, which would to a large degree determine the frameworks, scope and results of the Programme?s attainment in practice. In view of the diversity of cultures and traditions beliefs and religions, different historic heritage, and with this different external influences, disproportionate degree of economic and overall social development, conflicts within and among certain states, the tradition of unconstitutional rulers and rules, corruption and a series of other factor the author concludes that the project, basically substantial and progressive, will be faced with a number of challenges, dilemmas and difficulties, which would make its implementation uncertain, inconsistent and time-consuming.

The objective of this paper is to analyse the retail banking behaviour in Portugal (2008–2010, 2011–2013 and 2014–2016), by taking into account the financial and economic assistance programme (FEAP) – monitored by the European Commission, the European Central Bank and the International Monetary Fund – that Portugal went through and that started in 2011. With competitive dynamics it is possible to understand the evolution of competitive strategies of the institutions of a strategic group within a given time horizon. Data were collected after consultation of reports and accounts of Banks from Banco de Portugal database. The results were analysed and discussed in light of the theory of strategic groups and their competitive dynamics allows us to conclude that: Banks implemented different competitive strategies; Strategic groups have dissimilar resources; and Strategic groups display different strategies. The 2008–2010 period can be considered as a ‘deregulated’ period, the 2011–2013 as a period of ‘imposed regulation’, and the 2014–2016 as a period of ‘strategic consolidation’ with strategic changes that have prompted strategic groupings of the various institutions as consequence of a low mobility barrier strategy.

A mechanism has been developed to regulate the migration of the able-bodied rural population, taking into account the identified attractive and repulsive factors (income level, availability of medical services and general educational organizations) for groups of municipal districts depending on the level of demographic distress (depressed; partially depressed; border values that are borderline and successful). Through the mechanism for implementing decisions with regulatory support, taking into account municipal strategies for socio-economic development, a targeted administrative and managerial impact on business entities, the working population, social infrastructure and the socio-economic sphere of depressed, partially depressed, border and favorable regions of the region is substantiated. The mechanism is controlled by an interdepartmental commission on rural development under the relevant ministry (agriculture of the region) and is carried out using the tools of the organizational and economic module. These tools provide: improvement of social infrastructure, social guarantees and transparency in the labor market, stable earnings, provision of housing for professionals through long-term labor contracts (at least 10 years), the allocation of enterprises own funds for free assistance for overhaul and maintenance of social infrastructure facilities, implementation of investment projects in the areas of specialization of differentiated groups of regions, including crop production (mainly vegetable farming of closed soil) and livestock farming (sheep, fish farming, poultry farming), as well as the modernization and revitalization of the production and processing infrastructure of the agro-industrial complex (grain crops, elevators, slaughter shops, deep processing workshops). The systemic impact of the mechanism will create 726 additional jobs in the agricultural sectors in the Baltay, Petrovsk, Turki, Voskresenskoe, Novouzensk and Krasnoarmeysk districts and reduce the existing outflow of the population.

Abstract The recent appointments of Timothy Wu as Special Assistant to the U.S. President for Technology and Competition Policy and Lina Khan, a member of the U.S. Federal Trade Commission, two prominent advocates for a fundamental shift in U.S. antitrust policy, and the introduction of federal and state legislation to change how antitrust is applied signal a realistic possibility of a fundamental change of direction in the course of U.S. antitrust. The shift advocated by these self-described “Brandeisians” goes beyond the reform proposals advocated by the Post-Chicago School movement. Whereas the Post-Chicago School movement, which was based primarily on industrial organization theory, advocated for change while recognizing the primacy of economic theory in the application of antitrust law, the Neo-Brandeisians argue that economic considerations should only be part of the substantive antitrust analysis and not necessarily the determinative factor. For many Europeans, and in particular Germans familiar with legal history, the ideas advanced by the Neo-Brandeisians will be familiar. Louis Brandeis, whose writings and opinions serve as the intellectual compass of the Neo-Brandeisians, was himself influenced by the Freirechtsbewegung and their skepticism of a wertfreie jurisprudence. Borrowing from post-modernist philosophy, the Neo-Brandeisians recognize that the dominant legal doctrines reflect the prevailing power structures in society. In their view, the fact that U.S. antitrust law relies heavily on economic theory does not allow it to claim value neutrality. The more radical members of this movement consequently argue that other values beyond economics should be considered in the application of U.S. antitrust law by the courts and antitrust agencies. In this article we attempt to introduce this movement to a European audience and assess its possible impact on the direction of U.S. antitrust.

Introduction. The article discusses the mechanisms of interaction between power, society and handicrafts in the Russian Empire in the late XIX – early XX centuries as part of the study of problems of Russian economic policy. The struggle between two ideological directions – conservative and liberal – was most clearly expressed in the attitude of government circles towards the peasantry. The author tries to trace two ways of interaction between the authorities and artisanal peasants. Materials and Methods. Based on archival and published sources, an analysis is made of the mechanism of interaction between power, society and handicrafts in the Russian Empire at the turn of the XIX–XX centuries. In the work, we used narrative, historical-typological, and historical-systematic methods of historical research. Results. The first way of interaction between the authorities and handicrafts included research activities, surveys, censuses. Committees and commissions played an important role in the mechanism of relations between power and handicraftsmen, which gathered at the initiative of the government in order to obtain information from the localities about the needs of peasant handicraftsmen. The highest public body in the system of relations between power and handicraftsmen was the congresses of workers in the handicraft industry, the decisions and decisions of which, after discussions, were submitted to the government for consideration and were also taken into account when developing government measures for the development of crafts. This whole mechanism was quite effective and made a significant contribution to the implementation of state assistance to artisans. Discussion and Conclusion. In recent years, research has been conducted on the problems of the interaction of power, society and the peasantry in various aspects on the materials of individual regions. The literature received coverage of the interaction of the state and various economic and political strata: the commercial and industrial bourgeoisie, zemstvos, and the peasantry. The topic under consideration is of great importance for identifying the effectiveness of the Stolypin reform and its compliance with the traditions of the economic life of the Russian village. Of the two ways of interaction between power structures and artisanal peasants: “from above” and “from below,” the most effective was the first path, initiated from power structures. State programs for the development of handicrafts, formed in the process of interaction with handicraftsmen, were aimed at supporting small and medium enterprises in the peasant environment.

Abstract:
The article analyzes the prerequisites, factors and consequences of immigration to the European Union from countries with a predominantly Muslim population. The main typological characteristics of the recipient countries of migrants from predominantly Muslim countries are highlighted. The problems studied in this article attract the attention of a wide range of specialists due to its relevance and at the same time due to the lack of any adequate answers to the modern challenges faced by the de facto multicultural societies of developed industrial countries. The results of consideration of the rights and freedoms of migrants in various EU countries are also important in scientific and practical terms. Special attention is paid to the analysis of the situation in Germany, as the most attractive country for migrants. In the context of the ongoing changes in the ethnodemographic structure of the population, the forecast of the number and gender and age structure of the Muslim population in Germany by 2050 is given. This forecast suggests that the population of Muslim origin in Germany will increase from 4.3 million in 2014 to at least 5.8 million by 2050. The increase will be achieved mainly due to a higher fertility rate than that of the Germans. According to the theory of E. Lee, the authors distinguish two groups of factors, "pushing factors" and "attraction factors", which contribute to the immigration of Muslims to more economically developed countries. The push factors in the countries of origin of migrants are mainly related to the unstable political situation, economic crises, and high unemployment, especially among the young population. Attracting factors are mainly related to the ability to receive certain economic preferences in the country of reception, to get educated, to have a stable income and medical care. Along with certain benefits, expressed in an increase in the share of the working-age population, Muslim migration also carries certain risks for EU countries: socio-cultural, religious, criminal, economic, political and geopolitical factors that can significantly affect the balance of political forces in the EU countries. The problems that arose with the adaptation and integration of Muslim migrants as a result of the largest migration crisis in the twenty-first century showed that the host country, in this case, the member States of the European Union, found themselves in a paradoxical situation. On the one hand, resolutions were prepared and adopted at the European level, and a set of measures was developed to accept migrants and provide them with financial and social assistance, which was expected to facilitate the process of adaptation and further lay the foundation for the assimilation of young Muslims. It was assumed that these steps will help, to some extent, to spread democratic values and principles for immigrants. On the other hand, in reality, the situation turned out to be much more complex and ambiguous, a number of EU States actually refused to accept migrants on their territories. The countries of the Visegrad group can be cited as an example. The split within the EU on migration issues calls the very existence of the European Union into question. This paper uses data from Eurostat, the International organization for migration, the German statistical office, the European Commission, the European Statistical Office, and a number of other reputable statistical agencies as input data. The material presented in the article does not contain information (information) related to state secrets of the countries of the European Union and the Russian Federation.

The EU Structural Funds are managed by the European Commission and are intended to finance structural assistance measures at Community level, with the aim of promoting regions with developmental delays, reconverting areas affected by industrial decline, combating long-term unemployment, employing young people or promoting rural development. The European Union is first and foremost an economic union. The central goal is to improve economic performance, including poverty reduction. Cohesion policy is the basic policy of the Structural Funds and is a key element in achieving the central goal.

Abstract:
The issue of strikes turning violent has been a hot potato in industrial relations in South Africa. Strikers vandalise property and sometimes harm innocent people or members of the public. It has been difficult to hold liable either the convening union or individual members involved in the commission of such acts. Unions often deny liability for damage caused under these circumstances and deny having relations with those involved in the commission of such acts. It is also difficult for victims of violent industrial action to hold all participants liable for the damage caused. The article recommends that assistance needs to be sought from the CCTV cameras. The footage captured by these cameras should be used to show exactly who committed the conduct complained of. If a person is identified through CCTV footage as the one who committed the unlawful act and such person being linked to the convening union, the union should account for such conduct. Unions are assumed to be in control of the movement of strikers when it is pending. It should be held liable on the ground that it is expected to take certain measures or reasonable steps to prevent violent acts by its members. Victims of such conduct would then have an action and a claim for remedies against the union. However, the union can have recourse against responsible members. The remedies available to victims include an application for an interdict, a claim for a just and equitable compensation and dismissal provided a fair procedure has been followed.
