AbstractHourly measurements of particulate matter that is smaller than 2.5 μm in diameter (PM2.5) have been made at air-monitoring sites in Hamilton and Burlington, Ontario, Canada, since 2003. These sites are separated by ~6 km; Burlington is right on Lake Ontario while Hamilton has, directly to the east, very heavy industry between it and Lake Ontario. Hence, by taking the difference between measurements at Hamilton and Burlington, it is possible to isolate, during east-wind conditions, PM2.5 that result from emissions from the industrial sectors (primarily steel mills) located in Hamilton’s northeast end. After screening the data for east winds off Lake Ontario, it was found that median background values of PM2.5, of 5–10 μg m−3 are increased by an additional 5–10 μg m−3 by emissions from local sources. On the contrary, however, industrial contributions to PM2.5 in Burlington during south winds are much smaller at ~3 μg m−3 (industrial sectors are due south of Burlington). This difference is likely due either to wind direction–dependent local circulation patterns or to alignment of sources that can concentrate PM2.5 into Hamilton. It was also found that throughout much of 2009, but especially during spring and early summer, the industrial contribution of PM2.5 at Hamilton was reduced relative to other years by amounts that are statistically significant at the 95% confidence level, even when measurements are augmented with large amounts of Gaussian noise. These reductions are consistent with documented reductions in steel production during the global economic crisis that peaked in the first half of 2009.

AbstractBackground:In 2010, Ontario, Canada’s most populous province, implemented its Toxics Reduction Act, Ontario Regulation 455/09 (TRA), which requires four major manufacturing and mineral processing industry groups that already report releases of pollutants federally to the National Pollutant Release Inventory to additionally track, account and report their use and creation. The TRA was modeled after the Massachusetts Toxics Use Reduction Act of 1989, which has been very successful and reported significant reduction in toxic use and carcinogen release.Methods:Data from the TRA were retrieved, and the trends in the use and release of 17 known and suspected carcinogens associated with the seven most prevalent cancers diagnosed in Ontario and reported by industrial facilities in Ontario from 2011 to 2015 were examined using methodology adapted from (Jacobs MM, Massey RI, Tenney H, Harriman E. Reducing the use of carcinogens: the Massachusetts experience. Rev Environ Health 2014;29(4):319–40).Results:Carcinogens associated with lung cancers, leukemia and lymphomas were observed as the most used and released carcinogens in Ontario by amount. Overall, for 2011–2015, there was an observed reduction in the industrial use of carcinogens, except among breast carcinogens, which increased by 20%. An increase in the industrial releases of carcinogens was observed across all cancer sites, except among lung carcinogens, which decreased by 28%.Conclusion:The results of this study highlight the potential for reducing the cancer burden by reducing the use and release of select carcinogens associated with particularly prevalent cancers. Toxics use reduction programs can support cancer prevention initiatives by promoting targeted reductions in exposures to industrial carcinogens.

To study the origins of airborne particulate organic matter in southern Ontario, molecular marker concentrations were studied at Hamilton, Simcoe, and York Gateway Tunnel, representing industrial, rural, and heavy traffic sites, respectively. Airborne particulate matter smaller than 10 μm in aerodynamic diameter was collected on quartz filters, and the collected samples were analyzed for total carbons, 5-6 ring PAHs, hopanes, n-alkanes (C20 to C34), and oxygenated aromatic compounds. Results showed that PAH concentrations at all three sites were highly correlated, indicating vehicular emissions as the major source. Meanwhile, in the scatter plots of α,β-hopane and trisnorhopane, concentrations displayed different trends for Hamilton and Simcoe. The slopes of the linear regressions for Hamilton and the tunnel were statistically the same, while the slope for Simcoe was significantly different from those. Comparison with literature values revealed that the trend observed at Simcoe was explained by the influence from coal combustion. We also found that the majority of oxygenated aromatic compounds at both sites were in the similar level, possibly implying secondary products contained in the southern Ontario air. Regardless of some discrepancies, absolute principal component analysis applied to the datasets could reproduce those findings.

Wood supply of the major industrial species groups (spruce–pine–fir [Picea–Pinus–Abies spp.] and poplar [Populus spp.]) in the boreal forest of Ontario is forecast to fall below demand in the relatively near future. This has lead to more interest in the growth and yield of mixedwood forests. Mixedwood stands are defined for forest management planning as stands in which 26% to 75% of the canopy is softwood. With an average growth rate one-third higher than the average for all forest types combined, mixed species stands have potential to mitigate some of the shortfalls. This paper reviews the history of yield curve development in Ontario and some of the current initiatives in mixedwood modeling. The Forestry Research Partnership, a partnership between Tembec, the Ontario Ministry of Natural Resources, the Canadian Forest Service, and the Canadian Ecology Centre, was formed in 1999. One of the first projects of the Partnership was to update the provincial yield curves. These updated curves provide good estimates of yield for mixedwoods on upland, drier sites but mixedwoods on moister sites need to be further stratified by leading species. Mid-rotation activities such as density regulation and partial harvesting in the selection or shelterwood silvicultural systems are generally tree-level activities. These are more compatible with tree-level models. Ontario is calibrating the Forest Vegetation Simulator (FVS) for use in Ontario and this shows particular promise in mixedwood modeling. AbstractThick and predictable deposits of fine grained Quaternary materials have been used for the siting of waste management facilities in Ontario. The search for such sites is founded on the application of techniques in Quaternary geology and hydrogeology. Two examples are presented. Oxford County is located southwest of Toronto in an area of parallel morainic ridges separated by flat till plains. Conventional wisdom would focus on the till plains for thick, consistent fine grained Quaternary Sediments. However, the careful analysis of the Quaternary stratigraphy and glacial history revealed that better sites are located along the moraines. A site on the Ingersoll Moraine was studied in detail and defended at a public hearing. Concerns about the geology of the materials were allayed by the confirmation of homogeneous clayey silt materials exposed when the site opened in late 1986. A much wider ranging search was undertaken for a major hazardous and liquid industrial waste treatment and disposal facility for the Province of Ontario. Progressively more detailed investigations of the Quaternary geology were used to assist a multi-disciplinary site selection team. Initial interpretations covered an area of 75 000 km2 at a scale of 1:250 000. Eight candidate sites were then selected for further investigation with five continuously sampled stratigraphic boreholes. The chosen site is located in a depression in the bedrock filled with 40 m of glaciolacustrine clayey silt. Site specific hydrogeological and geotechnical studies were integrated with a detailed geological investigation.

Particle formation and growth events at these five sites were classified based on their strength and persistence as well as the variation in geometric mean diameter. Regional nucleation and growth events and local short-lived strong nucleation events were frequently observed at the near-border rural sites, upwind of industrial sources. Surprisingly, the particle number concentrations at one of these sites were higher than the concentrations at a downtown site in a major city, despite its high traffic density. Regional nucleation and growth events were favored at intense solar irradiance and less polluted cooler drier air. The most distinctive regional particle nucleation and growth event during the campaign was observed simultaneously at all five sites, which were up to 350 km apart. Although the ultrafine particle concentrations and size distributions generally were spatially heterogeneous across the region, a more uniform spatial distribution of UFP across the five areas was observed during this regional nucleation event. Thus, nucleation events can cover large regions, contributing to the burden of UFP in cities and potentially to the associated health impacts on urban populations. In addition, particle formation in southwestern Ontario appears to more often be related to anthropogenic gaseous emissions, although biogenic emissions may at times contribute. Local short-lived nucleation events at the near-border sites during this three-week campaign were associated with high SO2, which likely originated from US and Canadian industrial sources. These particle formation events may contribute to the production of cloud condensation nuclei, thus potentially influencing regional climate. Longer-term studies are needed to help resolve the relative contributions of anthropogenic and biogenic emissions to nucleation and growth in this region.

Abstract The concentrations and relative abundances of sixteen priority pollutant polycyclic aromatic hydrocarbons (PAHs) were measured in suspended particulates and benthic sediments from Hamilton Harbour. The PAH concentrations in suspended particulates, often as high as PAH concentrations in benthic sediments, ranged between 4.41 and 106.02 µg/g. The highest PAH concentrations were found in areas close to the industrial sites. Selected samples of suspended particulates from western part of Lake Ontario were also analyzed for PAHs to learn about the transport of PAHs from the harbour to Lake Ontario via the Burlington Ship Canal. The results reveal export of PAHs along with the other contaminants from Hamilton Harbour to Lake Ontario. In addition to PAHs, n-alkanes were determined in all samples, as they are readily determined from the extracts and they are useful in deciphering the sources of suspended particulates, hence particle-associated PAHs.

Abstract Zebra mussels were collected from 24 sites in Lake Erie, Lake Ontario and the St. Lawrence River between 1990 and 1992. Composite samples of whole mussels (15 sites) or soft tissues (9 sites) were analyzed for residues of organochlo-rine pesticides and PCBs to evaluate zebra mussels as biomonitors for organic contaminants. Mussels from most sites contained measurable quantities of most of the analytes. Mean concentrations were (in ng/g, whole mussel dry weight basis) 154 ΣPCB, 8.4 ΣDDT, 3.5 Σchlordane, 3.4 Σaldrin, 1.4 ΣBHC, 1.0 Σendosulfan, 0.80 mirex and 0.40 Σchlorobenzene. Concentrations varied greatly between sites, i.e., from 22 to 497 ng/g for ΣPCB and from 0.08 to 11.6 ng/g for ΣBHC, an indication that mussels are sensitive to different levels of contamination. Levels of ΣPCB and Σendosulfan were highest in mussels from the St. Lawrence River, whereas mirex was highest in those from Lake Ontario. Overall, mussels from Lake Erie were the least contaminated. These observations agree well with the spatial contaminant trends shown by other biomoni-toring programs. PCB congener class profiles in zebra mussels are also typical for nearby industrial sources, e.g., mussels below an aluminum casting plant contained 55% di-, tri- and tetrachlorobiphenyls versus 31% in those upstream. We propose the use of zebra mussels as biomonitors of organic contamination in the Great Lakes.

Abstract The Otonabee River downstream of Peterborough, Ontario, has been contaminated with PCBs as a result of a history of industrial discharges into Little Lake. It has been suggested that downstream sites have become contaminated as a result of desorption of PCBs from contaminated Little Lake sediments, In a laboratory microcosm study, the PCB flux from Little Lake sediments into water was calculated to be 0.4 µg/m2/d, which, when extrapolated to the sediment area of Little Lake, corresponds to a total PCB flux of 0.09 g/d. However, from analysis of water samples upstream and downstream of Little Lake, the total flux of PCBs from Little Lake was calculated to be 13.2 g/d. This discrepancy between calculated flux rates indicates that either the laboratory microcosm study underestimated PCB flux, or there is another source of PCBs in Little Lake other than contaminated sediments. The preponderance of highly chlorinated PCB congeners in water samples collected downstream of Little Lake lends support to the latter hypothesis.

Abstract A summary of selected Canadian experiences in the application of biological tests for controlling and monitoring effluent quality, for setting water quality objectives, and for monitoring receiving waters is presented. ? brief review is made of the approaches for applying biological tests to effluents, to the selection of suitable water quality objectives, and to the conduct of ambient biomonitoring programs. Two case examples from Canada, the Saint John River, New Brunswick, and Canagagigue Creek, Ontario, are evaluated in detail. A number of other Canadian sites where biological tests are being applied are also discussed. The contributions of biological tests on effluents to administrative decisions for pollution control, as well as the limitations of solely using “end of pipe” tests, are emphasized in the paper.

The filamentous green alga Cladophora grows to nuisance proportions in Lake Ontario. Stimulated by high phosphorus concentrations, nuisance growth results in the degradation of beaches and clogging of industrial water intakes with attendant loss of beneficial uses. We develop a multi-module bioavailable phosphorus model to examine the efficacy of phosphorus management strategies in mitigating nuisance algal growth. The model platform includes modules simulating hydrodynamics (FVCOM), phosphorus-phytoplankton dynamics (GEM) and Cladophora growth (GLCMv3). The model is applied along a 25 km stretch of the Lake Ontario nearshore, extending east from Toronto, ON and receiving effluent from three wastewater treatment plants. Simulation results identify the Duffin Creek wastewater treatment plant effluent as a driving force for nuisance conditions of Cladophora growth, as reflected in effluent bioavailable phosphorus concentrations and the dimensions of the plant’s phosphorus footprint. Simulation results demonstrate that phosphorus removal by chemically enhanced secondary treatment is insufficient to provide relief from nuisance conditions. Tertiary treatment (chemically enhanced secondary treatment with ballasted flocculation) is shown to eliminate phosphorus-saturated conditions associated with the Duffin Creek wastewater treatment plant effluent, providing local relief from nuisance conditions. Management guidance presented here has wider application at sites along the highly urbanized Canadian nearshore of Lake Ontario.

A pilot study was conducted within the Ontario sawmill and veneer/plywood manufacturing industry. Information was collected by postal questionnaire and observational walk-through surveys. Industrial hygiene walk-through surveys were conducted at 22 work sites, and measurements for wood dust, noise, and bioaerosol were taken. The aim of the study was to obtain data on the current status regarding health and safety characteristics and an estimate of wood dust, noise, and bioaerosol exposures. The occupational exposure to wood dust and noise are similar to what has been reported in this industry in Canada and elsewhere. Airborne wood dust concentration ranged between 0.001 mg/m3and 4.87 mg/m3as total dust and noise exposure ranged between 55 and 117 dB(A). The study indicates the need for a more comprehensive industry-wide study of wood dust, noise, and bioaersols.

Here we demonstrate how to combine the simplified size distribution data with trace gas measurements and meteorological data to determine the origins of the measured particulate matter using absolute principal component analysis. We have applied the analysis to four different sets of field measurements that were conducted at three sites in southern Ontario. Several common factors were observed at all the sites; these were identified as photochemically produced secondary aerosol particles, regional pollutants (including accumulation mode aerosol particles), and trace gas variations associated with boundary layer dynamics. Each site also exhibited a factor associated specifically with that site: local industrial emissions in Hamilton (urban site), processed nucleation mode particles at Simcoe (polluted rural site), and transported fine particles at Egbert (downwind from Toronto).

Industrial emissions of volatile organic compounds (VOCs) directly impact air quality downwind of facilities and contribute to regional ozone and secondary organic aerosol production. Positive matrix factorization (PMF) is often used to apportion VOCs to their respective sources using measurement data collected at fixed sites, for example air quality monitoring stations. Here, we apply PMF analysis to high time-resolution VOC measurement data collected both while stationary and while moving using a mobile monitoring platform. The stationary monitoring periods facilitated the extraction of representative industrial VOC source profiles while the mobile monitoring periods were critical for the spatial identification of VOC hotspots. Data were collected over five days in a heavily industrialized region of southwestern Ontario containing several refineries, petrochemical production facilities and a chemical waste disposal facility. Factors associated with petroleum, chemical waste and rubber production were identified and ambient mixing ratios of selected aromatic, unsaturated and oxygenated VOCs were apportioned to local and background sources. Fugitive emissions of benzene, highly localized and predominantly associated with storage, were found to be the dominant local contributor to ambient benzene mixing ratios measured while mobile. Toluene and substituted aromatics were predominantly associated with refining and traffic, while methyl ethyl ketone was linked to chemical waste handling. The approach described here facilitates the apportionment of VOCs to their respective local industrial sources at high spatial and temporal resolution. This information can be used to identify problematic source locations and to inform VOC emission abatement strategies.

Abstract Although insect defoliators are recognized as major agents of ecological change in North American forests, their ecology in industrially degraded landscapes with poor-quality soils, metal contamination, and marginal vegetation growth is largely unknown. We fed gypsy moth larvae (Lymantria dispar L.) paper birch leaves (Betula papyrifera Marsh) (Fagales: Betulaceae) collected from four forested catchment areas near an abandoned Cu/Ni smelter in Sudbury (Ontario, Canada) with different histories of industrial degradation and remediation (reference, remediated, natural recovery, and degraded). We measured caterpillar feeding, frass properties and decomposability, and the effects of frass on the growth of ticklegrass (Agrostis scabra Willd.) (Poales: Poaceae). Caterpillars generally ate more (+25–50%) and produced more frass (+30–40 %) on a diet of leaves from the more industrially degraded sites. Frass had an overall positive effect on plant survivorship (+4.1–10.8 effect size) and growth (+0.1–0.5 effect size), although the smallest benefits came from frass derived from vegetation from the more heavily degraded sites. Our results suggest that defoliating insects respond to differences in environmental degradation and remediation and that industrial landscapes may be particularly susceptible to more extensive defoliation and increased conversion of foliar biomass into frass, which could alter plant growth and survivorship, soil development, and nutrient and metal cycling. Some of these effects may pose additional challenges to landscape recovery (e.g., increased defoliation) while others may be beneficial (e.g., enhanced plant growth and soil development).

Living and dead Thujaoccidentalis L. (eastern white cedar) on cliff faces and in the talus of the Niagara Escarpment, southern Ontario were sampled and measured for dendrochronological analyses. One hundred and forty-two tree-ring series were cross-dated and a 1397-year tree-ring chronology was produced spanning the period 594–1990 A.D., making it the longest in Canada. An additional 784-year floating chronology was constructed from dead debris at the base of the cliff. Radiocarbon dates indicate that the floating chronology begins approximately in 580 B.C. Correlations between the tree-ring indices and 51 climate variables indicate that growth in T. occidentalis is negatively correlated with the previous growing season's temperature. The strongest correlation was between radial tree growth and maximum temperature in the previous July and August. Extremely hot summer conditions will negatively impact tree growth in the following year. These temperature correlations are very similar to those observed for T. occidentalis growing in western Quebec. This consistent climate response and the extreme longevity of T. occidentalis means that it is now an important species to exploit for dendroclimatological reconstructions of regional climate. The close proximity of these sites to the industrial heartland of eastern North America suggests that this, and future Thuja chronologies under development from the Niagara Escarpment, will provide an important ecological data base for exploring the human component of climate change.

Within a drainage basin, the position of a lake or river can greatly affect its limnological and ecological characteristics. These properties influence the cycling of mercury (Hg), a neurotoxic and bioaccumulative metal prevalent in remote northern watersheds. In this study, we examined how 43 physical, chemical, and ecological endpoints change across 58 lake and river sites within an undisturbed boreal watershed in Ontario, Canada, and assessed the influence of these endpoints on aqueous and biotic Hg concentrations ([Hg]). We found that several physicochemical parameters, but few ecological factors, varied in systematic patterns across the watershed. Overall, [Hg] in water and some fish increased in systems with decreasing landscape positions. Aqueous and biotic [Hg] were strongly related to dissolved organic carbon and nutrient concentrations. Biotic [Hg] was lower in higher-nutrient systems, potentially due to biodilution, but higher in systems with more nitrates + nitrites, suggesting an indirect relationship between Hg and nitrogen cycling. This study is the first to assess patterns of [Hg] across an entire intact watershed and provides valuable results for a region anticipating substantial industrial development.

Sister chromatid exchange (SCE) values were determined in bone marrow cells isolated from mouse (Mus musculus) femurs after injections of 5-bromo-2′-deoxyuridine (BrdU) and 5-fluorodeoxyuridine (FrdU). Male mice of C3H/J, C57BL/6J, and DBA/2 strains maintained in the laboratory gave mean SCE values of 3.42 ± 0.07, 3.62 ± 0.08, and 3.97 ± 0.13, respectively. Males obtained from natural populations of southwestern Ontario had a higher mean SCE value (6.02 ± 0.16), as did inbred males maintained in outdoor enclosures for at least 3 weeks (5.07 ± 0.22). Wild mice housed in the laboratory for 9 months or longer had SCE values similar to laboratory bred mice (3.46 ± 0.05). The SCE values in wild-caught mice were inversely proportional (r = −0.49) to the distance between the sites where these animals were collected and the nearest major industrial center. Based on these results, SCE analysis in mice is proposed as a possible first-line monitoring procedure for the detection of general changes in environmental genotoxicity.Key words: environmental genotoxicity, sister chromatid exchange, bone marrow cells, BrdU, FrdU, mouse.

Characteristics of solids recovered from stormwater best management practice (BMP) facilities, including stormwater ponds, constructed wetlands, an infiltration basin, a biofilter, a stormwater treatment clarifier, and three-chamber oil and grit separators were described with respect to their metal chemistry. The reported trace metal concentrations in BMP sediments were assessed against the Ontario Sediment Quality Guidelines. Between 80 to 100% of all samples were marginally-to-intermediately polluted by Cd, Cr, Cu, Fe, Pb, Mn, Ni and Zn. Severe pollution of sediments was noted for Cr (122 μg/g), Cu (151 and 196 μg/g), Mn (1,259 and 1,433 μg/g), and Zn (1,116 μg/g), at several facilities studied, and even higher levels of metals were reported in the literature for certain oil and grit separators. With respect to individual BMPs, the severe pollution was found in sediments from oil and grit separators (for Cd, Cr, Cu, Pb and Zn), the stormwater clarifier sludge (Cu, Mn and Zn), a biofilter (Cu and Mn), an industrial area stormwater pond (Cu only), and a commercial/residential pond (Cr only). Finally, the chemical pollution of pond sediment triggered toxicity testing at some of the facilities studied, and sediment toxicity was confirmed at several sites.

The arrival and establishment of adventive, invasive forest insects are a threat to the health, diversity, and productivity of forests in Canada and the world at large, and their early detection is essential for successful eradication and management. For that reason, the Canadian Food Inspection Agency (CFIA) conducts annual surveys at high risk sites such as international ports and freight terminals, industrial zones, and disposal sites for solid wood packaging material using two methods: (1) semiochemical-baited traps deployed in a total of about 63–80 sites per year in British Columbia (BC), Ontario (ON), Quebec (QC), New Brunswick (NB), Nova Scotia (NS), and Newfoundland and Labrador (NL); and (2) rearing of insects from bolts collected from stressed trees and incubated in modified shipping containers in four cities (Vancouver, Toronto, Montreal, and Halifax). We report 31 new Canadian provincial records of Coleoptera from surveys conducted in 2011–2021, including 13 new records for Canada and 9 species adventive to North America (indicated by †). Nine of the new Canadian records were native North American species previously detected only south of the border. All but three species belong to the Curculionidae family and most of these were in the subfamily Scolytinae. Canada, along with other countries that are considering the permanent disposal of high-level radioactive wastes from nuclear power generation, is undertaking a program of research into deep geological disposal. This program, led by Atomic Energy of Canada Limited (AECL) with support from Energy, Mines and Resources Canada, other federal government departments, universities, and industrial consultants, has been in progress since early in 1973. Geoscience research, the subject of this symposium, complements research on fuel waste immobilization to provide the data and information essential to the design and assessment of a complete disposal concept involving both natural and engineered barriers to the migration of radioactive material from the waste vault.During the early phases of the program, prior to 1975, an evaluation of the potential of Canadian salt deposits for nuclear waste disposal, as well as a preliminary assessment of the suitability of other geological formations, was made. Because the Province of Ontario was, and remains, the principal region in Canada for nuclear power development and because resources available for geoscience research would not permit simultaneous, intensive research on a number of rock types, the decision was taken to direct the main thrust of the geoscience research toward plutonic igneous rocks of the Canadian Shield in Ontario (Scott 1979). Lesser studies of salt and other sedimentary formations, including seabed, are continuing within the Geological Survey of Canada.Because the rock mass surrounding the vault will provide the principal barrier to the migration of radionuclides, should these be released from the emplaced wastes, knowledge and understanding of potential pathways through the rock mass and of the mechanisms of radionuclide transport and retention within the rock mass over the functional lifetime of the vault are fundamental requirements.Accordingly, the objectives of the geoscience research program (Dormuth and Scott 1984) are the following:(1) Develop and apply techniques to define the physical and chemical properties of large rock masses and of fluids within these rock masses.(2) Use these techniques in selected field research areas to calibrate and evaluate models developed to calculate fluid flow and mass transport through a large rock mass containing a hypothetical underground nuclear fuel waste-disposal vault.(3) Establish procedures to evaluate quantitatively rock bodies for their potential as disposal sites and thereby acquire the capability to compare different rock bodies.(4) Determine the long-term stability of plutonic rock masses by assessing the potential disturbance by seismic activity, glaciation, meteorite impact, and other disruptive events and processes.To achieve these objectives it has been necessary to undertake simultaneously a large number of research tasks involving the disciplines of geology, geophysics, hydrogeology, geomechanics, geochemistry, and mathematics. Some of these tasks are concerned primarily with regional aspects of the Canadian Shield, such as stress distribution, glaciation, and tectonic history; others with details of the surface and subsurface geology and hydrogeology of specific field research areas; and still others with the development and application of exploration technology to detect and evaluate the structural characteristics of igneous rock masses of relatively high integrity and uniformity. Field and office studies are supported by laboratory investigations of the physical and chemical properties of plutonic rocks, with specific reference to origin, history, and ability to retard or transmit radionuclides.Deep exploratory drilling and detailed surface mapping are carried out at designated field research areas in the Canadian Shield. Geoscience work at research areas has the two-fold purpose of (i) testing new and existing exploration techniques for the evaluation of rock masses; and (ii) through application of these airborne, surface, and subsurface techniques, providing the field data necessary for the development of concepts and models that form the basis for establishing site-selection criteria and performing safety analyses.The latest research areas have been established at Atikokan, Ontario, an area underlain by granitic rocks, and at East Bull Lake north of Massey, Ontario, where gabbroic rocks are the dominant type. These research areas complement previously established research areas developed on granitic rocks at AECL properties at Chalk River, Ontario, and Pinawa, Manitoba, and at a research area, also on granitic terrane, near White Lake, Ontario, where work was done early in the program to test geophysical exploration and borehole-logging equipment.The ability to predict subsurface geological and hydrogeological conditions at future waste-disposal sites is one of the primary goals of geoscience research in the Canadian Nuclear Fuel Waste Management Program (CNFWMP). One of the most important program elements designed to test this predictive capability was the construction of the Underground Research Laboratory (URL) in the Lac du Bonnet Batholith near the site of the Whiteshell Nuclear Research Establishment. Airborne, surface, and borehole methods were used to develop a geological model on the site, and hydrogeological investigations were carried out to establish preconstruction groundwater characteristics. As the excavation of the URL facilities proceeded, the geological features encountered and the changes in the hydrogeological systems were carefully monitored. These data are being used to assess and improve the geological and hydrogeological models being developed for the rock mass surrounding the URL.The URL provides an excellent opportunity to (i) study the effect of excavation techniques, heat, and stress on a rock mass; (ii) simulate and study the complex systems that may exist in a disposal vault environment; and (iii) develop and test shaft- and drift-sealing techniques. Recently, a bilateral agreement between AECL and the United States Department of Energy was signed for co-operative research on nuclear fuel waste disposal. A substantial part of this co-operative effort will be directed toward extension of the URL shaft beyond its present depth of 240 m and conducting a variety of nonnuclear experiments within the shaft and excavated chambers of the URL.From the time of formalization of CNFWMP over 10 years ago, a concerted effort has been made by AECL and other program participants to ensure both peer review of and widespread accessibility to results of research arising from CNFWMP. This symposium is the third to be sponsored by the Geological Association of Canada (GAC)—the two previous symposiums were held at GAC annual meetings in Winnipeg in 1982 and Toronto in 1978. In addition to these major symposia, general information meetings sponsored by AECL have been held annually at various centres across Canada, and research elements of CNFWMP formed a significant part of the technical program for an international meeting held by the Canadian Nuclear Society in Winnipeg in September 1986.Since 1979 the CNFWMP review process has been further enhanced by the Technical Advisory Committee chaired by L. W. Shemilt, McMaster University. Climate change induced sea-level rise (SLR) is on its increase globally. Regionally the lowlands of China, Vietnam, Bangladesh, and islands of the Malaysian, Indonesian and Philippine archipelagos are among the world’s most threatened regions. Sea-level rise has major impacts on the ecosystems and society. It threatens coastal populations, economic activities, and fragile ecosystems as mangroves, coastal salt-marches and wetlands. This paper provides a summary of the current state of knowledge of sea level-rise and its effects on both human and natural ecosystems. The focus is on coastal urban areas and low lying deltas in South-East Asia and Vietnam, as one of the most threatened areas in the world. About 3 mm per year reflects the growing consensus on the average SLR worldwide. The trend speeds up during recent decades. The figures are subject to local, temporal and methodological variation. In Vietnam the average values of 3.3 mm per year during the 1993-2014 period are above the worldwide average. Although a basic conceptual understanding exists that the increasing global frequency of the strongest tropical cyclones is related with the increasing temperature and SLR, this relationship is insufficiently understood. Moreover the precise, complex environmental, economic, social, and health impacts are currently unclear. SLR, storms and changing precipitation patterns increase flood risks, in particular in urban areas. Part of the current scientific debate is on how urban agglomeration can be made more resilient to flood risks. Where originally mainly technical interventions dominated this discussion, it becomes increasingly clear that proactive special planning, flood defense, flood risk mitigation, flood preparation, and flood recovery are important, but costly instruments. Next to the main focus on SLR and its effects on resilience, the paper reviews main SLR associated impacts: Floods and inundation, salinization, shoreline change, and effects on mangroves and wetlands. The hazards of SLR related floods increase fastest in urban areas. This is related with both the increasing surface major cities are expected to occupy during the decades to come and the increasing coastal population. In particular Asia and its megacities in the southern part of the continent are increasingly at risk. The discussion points to complexity, inter-disciplinarity, and the related uncertainty, as core characteristics. Abstract:
In this article, I indicate how the naturalized and individualized conception of disability that prevails in philosophy informs the indifference of philosophers to the predictable COVID-19 tragedy that has unfolded in nursing homes, supported living centers, psychiatric institutions, and other institutions in which elders and younger disabled people are placed. I maintain that, insofar as feminist and other discourses represent these institutions as sites of care and love, they enact structural gaslighting. I argue, therefore, that philosophers must engage in conceptual engineering with respect to how disability and these institutions are understood and represented. To substantiate my argument, I trace the sequence of catastrophic events that have occurred in nursing homes in Canada and in the Canadian province of Ontario in particular during the pandemic, tying these events to other past and current eugenic practices produced in the Canadian context. The crux of the article is that the COVID-19 pandemic has thrown into vivid relief the carceral character of nursing homes and other congregate settings in which elders and younger disabled people are confined.

Predation is considered a primary limiting factor of woodland caribou (Rangifer tarandus caribou) populations across North America. Caribou are especially vulnerable to predation during their first few weeks of life and have evolved space-use strategies to reduce predation risk through habitat selection during the critical calving and nursery period. We assessed landscape-scale physical characteristics and landcover types associated with caribou nursery sites in Wabakimi and Woodland Caribou Provincial Parks in northern Ontario to better understand nursery site selection in relatively undisturbed landscapes. Although free from industrial activity, these protected areas may subject caribou to human recreational disturbance, so our secondary objective was to evaluate female caribou nursery site selection relative to human recreational activities. We determined that parturient caribou selected landscape characteristics at multiple spatial scales that may reduce predation risk during the calving and nursery period. Generally, female caribou in both parks selected larger lakes with larger than average sized islands configured within shorter than average distances to other islands or landforms that might facilitate escape from predators. The majority of caribou nursery areas in both parks occurred on islands rather than the mainland shoreline of lakes that were surveyed. The nearest landform for escape from these nursery sites on islands was typically another island, and most often 2-3 islands, suggesting parturient caribou may choose islands clustered together as part of their escape strategy. In Woodland Caribou Provincial Park, caribou nursery sites occurred more often in coniferous landcover than expected from availability, while in Wabakimi Provincial Park caribou used sparse, mixed and coniferous forests for nursery activity. Caribou cow-calf pairs typically used areas for nursery activity that were 9.1 km (± 1.0 km, range 2.3-20.6 km) in Wabakimi Provincial Park and 10.2 km (± 0.7 km, range 0.7-32.6 km) in Woodland Caribou Provincial Park from any human recreational disturbance. These landscape-scale physical characteristics and landcover types associated with caribou nursery sites may be used to predict locations of potential caribou nursery areas both outside and within protected areas for the provision of adequate protection and to ensure the persistence of this valued species.

From 1943 to 1979, miners and factory workers in more than two hundred work sites globally were subjected to mandatory medical treatments by their employers as an unproven, and ultimately ineffective, treatment to prevent the lung disease silicosis. The treatments involved inhaling finely ground aluminum dust known as McIntyre Powder, blown into miners’ change rooms each shift using compressed air systems. Tens of thousands of industrial laborers were exposed to McIntyre Powder, yet their story is scarcely known, and the possible health impacts of their aluminum treatments were rarely studied. This paper integrates the history of the aluminum prophylaxis program and its control by the northern Ontario mining industry with the lived experience of one of the affected miners, whose daughter created a voluntary registry which documents health issues in exposed miners, and stimulated research that found a link to her father’s Parkinson disease.

AbstractThe impact of policy ambiguity on implementation is a perennial concern in policy circles. The degree of ambiguity of policy goals and the means to achieve them influences the likelihood that a policy will be uniformly understood and implemented across implementation sites. We argue that the application of institutional and organisational theories to policy implementation must be supplemented by a socio-cognitive lens in which stakeholders’ interpretations of policy are investigated and compared. We borrow the concept of ‘Shared Mental Models’ from the literature on industrial psychology to examine the microprocesses of policy implementation. Drawing from interviews with 45 key informants involved in the implementation of a hospital funding reform, known as Quality-Based Procedures in Ontario, Canada, we identify divergent mental models and explain how these divergences may have affected implementation and change management. We close with considerations for future research and practice.

Introduction 2021 was the year that NFTs got big—not just in value but also in terms of the cultural consciousness. When digital artist Beeple sold the portfolio of his 5,000 daily images at Christie’s for US$69 million, the art world was left intrigued, confused, and outraged in equal measure. Depending on who you asked, non-fungible tokens (NFTs) seemed to be either a quick cash-grab or the future of the art market (Bowden and Jones; Smee). Following the Beeple sale, articles started to appear indicating that the film industry was abuzz for NFTs. Independent filmmaker Kevin Smith was quick to announce that he planned to release his horror film Killroy Was Here as an NFT (Alexander); in September 2021 the James Bond film No Time to Die also unveiled a series of collectibles to coincide with the film’s much-delayed theatrical release (Natalee); the distribution and collectible platforms Vuele, NFT Studios, and Mogul Productions all emerged, and the industry rumour mill suggests more start-ups are en route (CurrencyWorks; NFT Studios; NewsBTC). Blockchain disciples say that the technology will solve all the problems of the Internet (Tewari; Norton; European Business Review); critics say it will only perpetuate existing accessibility and equality issues (Davis and Flatow; Klein). Those more circumspect will doubtless sit back until the dust settles, waiting to see what parts of so-called web3 will be genuinely integrated into the architecture of the Internet. Pamela Hutchinson puts it neatly in terms of the arts sector: “the NFT may revolutionise the art market, film funding and distribution. Or it might be an ecological disaster and a financial bubble, in which few actual movies change hands, and fraudsters get rich from other people’s intellectual property” (Hutchinson). There is an uptick in the literature around NFTs and blockchain (see Quiniou; Gayvoronskaya & Meinel); however, the technology remains unregulated and unstandardised (Yeung 212-14; Dimitropoulos 112-13). Similarly, the sheer amount of funding being put into fundamental technical, data, and security-related issues speaks volumes to the nascency of the space (Ossinger; Livni; Gayvoronskaya & Meinel 52-6). Put very briefly, NFTs are part of a given blockchain system; think of them, like cryptocurrency coins, as “units of value” within that system (Roose). NFTs were initially rolled out on Ethereum, though several other blockchains have now implemented their own NFT frameworks. NFTs are usually not the artwork itself, but rather a unique, un-copyable (hence, non-fungible) piece of code that is attached, linked, or connected to another digital file, be that an image, video, text, or something else entirely. NFTs are often referred to as a digital artwork’s “certificate of authenticity” (Roose). At the time of writing, it remains to be seen how widely blockchain and NFT technology will be implemented across the entertainment industries. However, this article aims to outline the current state of implementation in the film trade specifically, and to attempt to sort true potential from the hype. Beginning with an overview of the core issues around blockchain and NFTs as they apply to film properties and adjacent products, current implementations of the technology are outlined, before finishing with a hesitant glimpse into the potential future applications. The Issues and Conversation At the core of current conversations around blockchain are three topics: intellectual property and ownership, concentrations of power and control, and environmental impact. To this I would like to add a consideration of social capital, which I begin with briefly here. Both the film industry and “crypto” — if we take the latter to encompass the various facets of so-called ‘web3’ — are engines of social capital. In the case of cinema, its products are commodified and passed through a model that begins with exclusivity (theatrical release) before progressing to mass availability (home media, streaming). The cinematic object, i.e., an individual copy of a film, is, by virtue of its origins as a mass product of the twentieth century, fungible. The film is captured, copied, stored, distributed, and shared. The film-industrial model has always relied on social phenomena, word of mouth, critical discourse, and latterly on buzz across digital social media platforms. This is perhaps as distinct from fine art, where — at least for dealers — the content of the piece does not necessarily matter so much as verification of ownership and provenance. Similarly, web3, with its decentralised and often-anonymised processes, relies on a kind of social activity, or at least a recorded interaction wherein the chain is stamped and each iteration is updated across the system. Even without the current hype, web3 still relies a great deal on discourse, sharing, and community, particularly as it flattens the existing hierarchies of the Internet that linger from Web 2.0. In terms of NFTs, blockchain systems attach scarcity and uniqueness to digital objects. For now, that scarcity and uniqueness is resulting in financial value, though as Jonathan Beller argues the notion of value could — or perhaps should — be reconsidered as blockchain technology, and especially cryptocurrencies, evolve (Beller 217). Regardless, NFT advocates maintain that this is the future of all online activity. To questions of copyright, the structures of blockchain do permit some level of certainty around where a given piece of intellectual property emerged. This is particularly useful where there are transnational differences in recognition of copyright law, such as in France, for instance (Quiniou 112-13). The Berne Convention stipulates that “the subsistence of copyright does not rest on the compliance with formal requirements: rights will exist if the work meets the requirements for protection set out by national law and treaties” (Guadamuz 1373). However, there are still no legal structures underpinning even the most transparent of transactions, when an originator goes out of their way to transfer rights to the buyer of the accompanying NFT. The minimum requirement — even courtesy — for the assignment of rights is the identification of the work itself; as Guadamuz notes, this is tricky for NFTs as they are written in code (1374). The blockchain’s openness and transparency are its key benefits, but until the code can explicitly include (or concretely and permanently reference) the ‘content’ of an NFT, its utility as a system of ownership is questionable. Decentralisation, too, is raised consistently as a key positive characteristic of blockchain technology. Despite the energy required for this decentralisation (addressed shortly), it is true that, at least in its base code, blockchain is a technology with no centralised source of truth or verification. Instead, such verification is performed by every node on the chain. On the surface, for the film industry, this might mean modes of financing, rights management, and distribution chains that are not beholden to multinational media conglomerates, streamers like Netflix, niche intermediaries, or legacy studios. The result here would be a flattening of the terrain: breaking down studio and corporate gatekeeping in favour of a more democratised creative landscape. Creators and creative teams would work peer-to-peer, paying, contracting, servicing, and distribution via the blockchain, with iron-clad, publicly accessible tracking of transactions and ownership. The alternative, though, is that the same imbalances persist, just in a different form: this is outlined in the next section. As Hunter Vaughan writes, the film industry’s environmental impact has long been under-examined. Its practices are diverse, distributed, and hard to quantify. Cinematic images, Vaughan writes, “do not come from nothing, and they do not vanish into the air: they have always been generated by the earth and sun, by fossil fuels and chemical reactions, and our enjoyment of them has material consequences” (3). We believe that by watching a “green” film like Avatar we are doing good, but it implicates us in the dirty secret, an issue of “ignorance and of voluntary psychosis” where “we do not see who we are harming or how these practices are affecting the environment, and we routinely agree to accept the virtual as real” (5). Beyond questions of implication and eco-material conceptualisation, however, there are stark facts. In the 1920s, the Kodak Park Plant in New York drew 12 million gallons of water from Lake Ontario each day to produce film stock. As the twentieth century came to a close, this amount — for a single film plant — had grown to 35-53 million gallons per day. The waste water was perfunctorily “cleaned” and then dumped into surrounding rivers (72-3). This was just one plant, and one part of the filmmaking process. With the shift to digital, this cost might now be calculated in the extraction of precious metals used to make contemporary cameras, computers, or storage devices. Regardless, extrapolate outwards to a global film industry and one quickly realises the impact is almost beyond comprehension. Considering — let alone calculating — the carbon footprint of blockchain requires outlining some fundamentals of the technology. The two primary architectures of blockchain are Proof of Work (PoW) and Proof of Stake (PoS), both of which denote methods of adding and verifying new blocks to a chain. PoW was the first model, employed by Bitcoin and the first iteration of Ethereum. In a PoW model, each new block has a specific cryptographic hash. To confirm the new block, crypto miners use their systems to generate a target hash that is less than or equal to that of the block. The systems process these calculations quickly, as the goal is to be “the first miner with the target hash because that miner is the one who can update the blockchain and receive crypto rewards” (Daly). The race for block confirmation necessitates huge amounts of processing power to make these quick calculations. The PoS model differs in that miners are replaced by validators (or staking services where participants pool validation power). Rather than investing in computer power, validators invest in the blockchain’s coins, staking those coins (tokens) in a smart contract (think of this contract like a bank account or vault). When a new block is proposed, an algorithm chooses a validator based on the size of their stake; if the block is verified, the validator receives further cryptocurrency as a reward (Castor). Given the ubiquity and exponential growth of blockchain technology and its users, an accurate quantification of its carbon footprint is difficult. For some precedent, though, one might consider the impact of the Bitcoin blockchain, which runs on a PoW model. As the New York Times so succinctly puts it: “the process of creating Bitcoin to spend or trade consumes around 91 terawatt-hours of electricity annually, more than is used by Finland, a nation of about 5.5 million” (Huang, O’Neill and Tabuchi). The current Ethereum system (at time of writing), where the majority of NFT transactions take place, also runs on PoW, and it is estimated that a single Ethereum transaction is equivalent to nearly nine days of power consumption by an average US household (Digiconomist). Ethereum always intended to operate on a PoS system, and the transition to this new model is currently underway (Castor). Proof of Stake transactions use significantly less energy — the new Ethereum will supposedly be approximately 2,000 times more energy efficient (Beekhuizen). However, newer systems such as Solana have been explicit about their efficiency goals, stating that a single Solana transaction uses less energy (1,837 Joules, to be precise) than keeping an LED light on for one hour (36,000 J); one Ethereum transaction, for comparison, uses over 692 million J (Solana). In addition to energy usage, however, there is also the question of e-waste as a result of mining and general blockchain operations which, at the time of writing, for Bitcoin sits at around 32 kilotons per year, around the same as the consumer IT wastage of the Netherlands (de Vries and Stoll). How the growth in NFT awareness and adoption amplifies this impact remains to be seen, but depending on which blockchain they use, they may be wasting energy and resources by design. If using a PoW model, the more valuable the cryptocurrency used to make the purchase, the more energy (“gas”) required to authenticate the purchase across the chain. Images abound online of jerry-rigged crypto data centres of varying quality (see also efficiency and safety). With each NFT minted, sold, or traded, these centres draw — and thus waste, for gas — more and more energy. With increased public attention and scrutiny, cryptocurrencies are slowly realising that things could be better. As sustainable alternatives become more desirable and mainstream, it is safe to predict that many NFT marketplaces may migrate to Cardano, Solana, or other more efficient blockchain bases. For now, though, this article considers the existing implementations of NFTs and blockchain technology within the film industry. Current Implementations The current applications of NFTs in film centre around financing and distribution. In terms of the former, NFTs are saleable items that can raise capital for production, distribution, or marketing. As previously mentioned, director Kevin Smith launched Jay & Silent Bob’s Crypto Studio in order to finish and release Killroy Was Here. Smith released over 600 limited edition tokens, including one of the film itself (Moore). In October 2021, renowned Hong Kong director Wong Kar-wai sold an NFT with unreleased footage from his film In the Mood for Love at Sotheby’s for US$550,000 (Raybaud). Quentin Tarantino entered the arena in January 2022, auctioning uncut scenes from his 1994 film Pulp Fiction, despite the threat of legal action from the film’s original distributor Miramax (Dailey). In Australia, an early adopter of the technology is director Michael Beets, who works in virtual production and immersive experiences. His immersive 14-minute VR film Nezunoban (2020) was split into seven different chapters, and each chapter was sold as an NFT. Beets also works with artists to develop entry tickets that are their own piece of generative art; with these tickets and the chapters selling for hundreds of dollars at a time, Beets seems to have achieved the impossible: turning a profit on a short film (Fletcher). Another Australian writer-producer, Samuel Wilson, now based in Canada, suggests that the technology does encourage filmmakers to think differently about what they create: At the moment, I’m making NFTs from extra footage of my feature film Miles Away, which will be released early next year. In one way, it’s like a new age of behind-the-scenes/bonus features. I have 14 hours of DV tapes that I’m cutting into a short film which I will then sell in chapters over the coming months. One chapter will feature the dashing KJ Apa (Songbird, Riverdale) without his shirt on. So, hopefully that can turn some heads. (Wilson, in Fletcher) In addition to individual directors, a number of startup companies are also seeking to get in on the action. One of these is Vuele, which is best understood as a blockchain-based streaming service: an NFT Netflix, if you like. In addition to films themselves, the service will offer extra content as NFTs, including “behind the scenes content, bonus features, exclusive Q&As, and memorabilia” (CurrencyWorks). Vuele’s launch title is Zero Contact, directed by Rick Dugdale and starring Anthony Hopkins. The film is marketed as “the World’s First NFT Feature Film” (as at the time of writing, though, both Vuele and its flagship film have yet to launch). Also launching is NFT Studios, a blockchain-based production company that distributes the executive producer role to those buying into the project. NFT Studios is a decentralised administrative organisation (DAO), guided by tech experts, producers, and film industry intermediaries. NFT Studios is launching with A Wing and a Prayer, a biopic of aeronaut Brian Milton (NFT Studios), and will announce their full slate across festivals in 2022. In Australia, Culture Vault states that its aim is to demystify crypto and champion Australian artists’ rights and access to the space. Co-founder and CEO Michelle Grey is well aware of the aforementioned current social capital of NFTs, but is also acutely aware of the space’s opacity and the ubiquity of often machine-generated tat. “The early NFT space was in its infancy, there was a lot of crap around, but don’t forget there’s a lot of garbage in the traditional art world too,” she says (cited in Miller). Grey and her company effectively act like art dealers; intermediaries between the tech and art worlds. These new companies claim to be adhering to the principles of web3, often selling themselves as collectives, DAOs, or distributed administrative systems. But the entrenched tendencies of the film industry — particularly the persistent Hollywood system — are not so easily broken down. Vuele is a joint venture between CurrencyWorks and Enderby Entertainment. The former is a financial technology company setting up blockchain systems for businesses, including the establishment of branded digital currencies such as the controversial FreedomCoin (Memoria); the latter, Enderby, is a production company founded by Canadian film producer (and former investor relations expert in the oil and uranium sectors) Rick Dugdale (Wiesner). Similarly, NFT Studios is partnered with consulting and marketing agencies and blockchain venture capitalists (NFT Investments PLC). Depending on how charitable or cynical one is feeling, these start-ups are either helpful intermediaries to facilitate legacy media moving into NFT technology, or the first bricks in the capitalist wall to bar access for entry to other players. The Future Is… Buffering Marketplaces like Mintable, OpenSea, and Rarible do indeed make the minting and selling of NFTs fairly straightforward — if you’ve ever listed an item for sale on eBay or Facebook, you can probably mint an NFT. Despite this, the current major barrier for average punters to the NFT space remains technical knowledge. The principles of blockchain remain fairly opaque — even this author, who has been on a deep dive for this article, remains sceptical that widespread adoption across multiple applications and industries is feasible. Even so, as Rennie notes, “the unknown is not what blockchain technology is, or even what it is for (there are countless ‘use cases’), but how it structures the actions of those who use it” (235). At the time of writing, a great many commentators and a small handful of scholars are speculating about the role of the metaverse in the creative space. If the endgame of the metaverse is realised, i.e., a virtual, interactive space where users can interact, trade, and consume entertainment, the role of creators, dealers, distributors, and other brokers and players will be up-ended, and have to re-settle once again. Film industry practitioners might look to the games space to see what the road might look like, but then again, in an industry that is — at its best — somewhat resistant to change, this may simply be a fad that blows over. Blockchain’s current employment as a get-rich-quick mechanism for the algorithmic literati and as a computational extension of existing power structures suggests nothing more than another techno-bubble primed to burst (Patrickson 591-2; Klein). Despite the aspirational commentary surrounding distributed administrative systems and organisations, the current implementations are restricted, for now, to startups like NFT Studios. In terms of cinema, it does remain to be seen whether the deployment of NFTs will move beyond a kind of “Netflix with tchotchkes” model, or a variant of crowdfunding with perks. Once Vuele and NFT Studios launch properly, we may have a sense of how this all will play out, particularly alongside less corporate-driven, more artistically-minded initiatives like that of Michael Beets and Culture Vault. It is possible, too, that blockchain technology may streamline the mechanics of the industry in terms of automating or simplifying parts of the production process, particularly around contracts, financing, licensing. This would obviously remove some of the associated labour and fees, but would also de-couple long-established parts and personnel of the industry — would Hollywood and similar industrial-entertainment complexes let this happen? As with any of the many revolutions that have threatened to kill or resurrect the (allegedly) long-suffering cinematic object, we just have to wait, and watch.
