Research on new industrial policy suggests that developing economies' ability to enter and upgrade in new export industries in the context of globalization depends significantly on the existence of supporting institutions and services, developed through public-private collaboration. Yet despite the consensus that "good" sectoral governance matters, we have little understanding of how it emerges, particularly in countries that lack the prerequisites for successful industrial policy. What drives sectoral governance reforms - defined as shifts in sector-specific institutional arrangements or regulations that lower barriers to entry and/or provide collective resources to support firm-level upgrading - in export industries in developing economies? Through a comparative and longitudinal study of variation in governance outcomes within and across the seafood and rice export sectors in Vietnam, this dissertation develops a political framework to explain why some export sectors, at some moments in time, develop nimble, market-responsive governance and others do not. The argument revolves around three factors: industry stakeholder pressure and buy-in, bureaucratic space, and sectoral policy entrepreneurs. By examining variation in governance outcomes, this research moves beyond describing new industrial policymaking to explaining its political origins. It seeks to update literatures on business-government relations and the politics of industrialization to account for a broader set of cases, and in so doing to identify new opportunities for developing economies to take advantage of trade liberalization and globalization, particularly in the growing global food trade. The dissertation draws on data collected during eight months of fieldwork in Vietnam involving 160 interviews with firms, government officials, industry associations and global buyers..

Full textENGLISH ABSTRACT: The study investigated the nature of a steel production process in South Africa. The Iron and Steel Corporation of South Africa (Iscor) was analysed within various theoretical approaches within the sociology of science and technology. Iscor follows the production processes that are based on a particular paradigm practiced throughout the world by steel-making organisations. The study aims to unlock this paradigm by using specific theoretical (ANT, SCOT and SSR) and disciplinary (MOT) approaches. Each approach provides a unique analytical dimension to the study: the influence of various human and non-human actors, the influence of social pressures, the historical evolution of the current practices and the management of risk. The study explores how Iscor adheres to mainstream scientific work. Hence there is a focus on endogeneous approaches - "processes of technological change and their outcomes are part of what has to be explained and understood" (Rip et ai, 1995). It is also noted that the technologies are derived from practical experiences and processes of scientific research. There is an ongoing attempt to formulate an understanding between technical and social content of steel-making processes because automated plant machinery continue to replace manual labour. Finally, the study investigates how dominant steel-making technologies within lscor's Vanderbijlpark (VP) and Saldanah Bay (SB) plants have evolved to achieve a position of stability.
AFRIKAANSE OPSOMMING: Die studie het oorsake van die staal produksie proses in Suid Afrika geondersoek. Die Yster en Staal Korperasie van Suid Afrika (Yskor) was geanaliseer binne die verskillende teoretiese benaderings in die sosiologie van wetenskap en tegnologie. Yskor volg 'n produksie wat gebaseer is op 'n spesifieke paradigm wat deur alle staal vervaardigde organisasie wereld wyd gepraktiseer word. Die studie beoog om hierdie paradigm te ontbloot, deur spesifieke teoretiese (ANT, SCOT and SSR) en disiplinere (MOT) benaderings te gebruik. Elk van hierdie benaderings sal 'n unieke analiese demensie voortbring aan die studie: die invloed van verskillende menslike en nie-menslike aspekte, die invloed van sosiale druk, die geskiedkundige evolusie van die huidige praktyke en die bestuur van risikos. Die studie ondersoek hoe Yskor riglyne volg in die wetenskaplike veld. AI te mits is daar 'n mikpunt op endogeniese benadering - "tegnologiese prosese verandering en die resultate wat deel vorm van hoe die proses verduidelik word en verstandbaar moet wees" (Rip et al, 1995). Dis is dus duidelik dat die tegnologie verkry word deur praktiese ondervinding en wetenskappe navorsing prosese. Daar is voortdurend pogings om die verwantskap tussen tegniese en die sosiale inhoud van die staal vervaardigings prosese te formuleer, deurdat auto-matiese mashienerie all deurgans oorneem van werkers. Laastens die studie ondersoek hoe die dominante staal vervaardigde tegnologie binne in Yskor Vanderbijlpark (VP) en Saldanha Baai (SB) verander het om 'n stabiele stands poort te verkry.

Full textBy focusing on the potential of the Wii Remote, we have implemented a broad spectrum of concept ideas into the same package, in an effort to give a good overview of the Wii Remote’s properties such as mobility, direct manipulation and generally high affordance. The purpose of this work was to find a concept on how a Wii Remote can be used as a tool for the industry, outside the domains of gaming and entertainment. The environment for our investigation was ABB’s Robot Studio which is a simulation tool for industrial robots. Creating a concept with today’s products enabled us to discuss a present solution and also a possible future in form of a redesign rationale that we exemplified with a set of scenarios.

After twenties years of development, Hsinchu Science-Based Industrial Park has had not only all excellent economic achievements, but also great variety in architectural styles. Besides, it is quite obviously that the expression of Hi-tech style has great impact on architectural thinking trends. We can no doubt say that industrial buildings have already combined with business image. But when we reviewed the past researches on the Hsinchu Science-Based Industrial Park, there are just a few studies on this topic. The objectives of this thesis are (1) to search for the development and the trend of architectural styles of industrial buildings. (2) to find out the factors that affect the trend and transformation of architectural styles from 1980 to 1999 in Hsinchu Science-Based Industrial Park. In addition to field observation and analysis, the thesis interviewed the architectures to explore the reasons of changing styles. This thesis not only established the complete image database, but also recorded the year, location, company…and so on, of the factories in Hsinchu Science-Based Industrial Park. Besides, the thesis conducted analysis in architectural style, and, divided the styles into three parts:the major mass factors; the attached mass factors and the perception factors. Finally, through the analysis of business policy, industrial property and an individual person to the group, we know the development''s trend of the architectural styles. The research of trend in industrial buildings'' style has revealed factors and relation of the development and trend of architectural styles. Through this, we can increase our knowledge of meaning of architectural style, and we hope to have positive effects on our environment.

In response to the rise of giant cities, many cities are faced with the dilemma of transforming smart cities. The growth of the past urban economy relies on the traditional model. When the regional economy is to form economies of scale, the benefits and external costs will, of course, be reduced. However, with the changes of the times, many of the previous restrictions have been gradually broken. As a result, can the utility of the agglomeration economy exert the greatest effect? This study collects the employment-population, employment number, and turnover value of the six industries (optoelectronics, precision machinery, computer peripherals, communication, biotechnology, and body circuits) of the Science Industrial Park from 2006 to 2016. The location quotient, the expanded location quotient, the chaotic entropy value, and the transfer share are used to verify the changes in the industrial structure in Taiwan and attempt to analyze the flow of the industrial structure. After the research results, it was found that the Hsinchu Science and Technology Industrial Park moved from the original computer peripheral, integrated circuit and communication industry in the period from 2006 to 2016. The industrial structure gradually moved to optoelectronics and precision machinery; The industrial change is gradually changed from the original optoelectronics and precision machinery industry to optoelectronics, computer peripherals, to precision machinery, biotechnology and integrated circuits. Finally, the industrial structure of the southern science industrial park has changed from the original photoelectric Classes, precision machinery, integrated circuits have changed to optoelectronics, biotechnology has changed to computer peripherals, communication and integrated circuits.

The high-speed train is planned to pass though the Tainan Science based Industrial Park, with the total distance around 5 Km. It definitely will cause the vibration of the factories in the Science Park due to the trains. This study is focused on the analysis of how to minimize the vibration impact by various isolated systems. Various isolated systems have been studied, such as isolated planes system﹑ isolated box system﹑open trench system﹑ and combination systems. Finite element technique with plane strain element is used to analysis the possible effect due to a single vertical simple harmonic line load excitation on a well distributed media in a half-infinite domain to investigate the vibration screening effectiveness of various isolated system toward the plane surface of the model. Furthermore, the original vibration source simulated by moving load according to the moving high-speed trains is analysed to investigate the vibration screening effects of the sites with various isolated systems. The vibration screening effect of the sites with the isolated systems will be displayed by some specified sample problems.

The development of high-tech industry is one of the important factors for the progress of a society and the economic growth of a modern country. Nowadays, government administrations worldwide have made the development of high-tech industry as one of their highest priorities. Founded in 1980, with collective wisdom from government, academic, industrial and private sectors; with superior investment environment and solid fundamental development; with strategic investment incentives; with polices to attract overseas scholars and so on, Hsinchu Science Industrial Park (HSIP) has become Taiwan''s major base for high- tech industrial development over the past 16 years. This research assesses the relationship between HSIP high-tech production and sales indices. In addition, a Ten-Year Development Plan is proposed and the optimal resource allocation is also recommended. The conclusions are as follows: 1. The production value within HSIP is significantly higher than total production value of the manufacturing sector nation wide indicating a strong commitment from the participants in HSIP. Furthermore, a large proportion of the total sales nationwide comes from HSIP demonstrating the result of the high-tech development. 2. The sales value in HSIP is highly correlated with the budge of R&D in the park. 3. There is an increasing trend of allocation investment resources to the IC, Computer and parallel industries.

When staff has occupational exposure, there are risks and hazards to their health. Thus, safety professionals play a vital role in hazard management. This study investigated the content, frequency, and ranking of hazard management by safety professionals in Science Industry Parks. The author also endeavored to explore the differences in perception towards the frequency of hazard management between safety professionals and professors from Department of Safety, Health, and Environmental Engineering (safety educators). The researcher conducted survey research to achieve the goals of this study. Procedures included interviews, surveys, expert reviews, questionnaires, and statistical analyses. We collected 248 valid questionnaires with a response rate of 62 %. The hazard management scale (HMS) extracted four factors including ergonomic hazards, physical hazards, biological hazards, and chemical hazards after using exploratory factor analysis. Results showed that the top ten hazards that safety professionals are most likely to encounter are: organic solvents, noise, machinery and equipment, lifting and carrying, lighting, human error, specific chemical substances, vehicles, working posture, and electric shock. Results of one-way MANOVA indicated that the perception between safety professionals and educators towards the frequency of hazard management is significantly different. Therefore, the results can serve as a reference for safety competencies analysis or safety curricula development.

The core of Eco-Industrial Parks is Eco-Industrial Network and industrial symbiosis. Despite new or old industrial parks need to obey ecological principles of species connection, material and energy recycling in the natural system, but the ideal of Eco-industrial Network is insufficient for Environmental Science and Technology Parks in Taiwan at present. Therefore, discovering park construction, industrial management and operation framework of Eco-Industrial Network are worthwhile. Eco-Industrial Network is the third level of Industrial Ecology, resemble region cooperation, focusing on the collaboration and connection between park and region, especially the benefit through resource sharing and cooperating. The first model of Eco-industrial Network is strengthening environmental protection type, through industrial cooperation in the park to make internal ecology of industry easily. The second model of Eco-Industrial Network is collecting resource recycling type, through industrial cooperation outside the park to establish resource recycling system. The third model of Eco-Industrial Network is executing society development type, through industrial operation in the region to increase the chances of industrial symbiosis with external. The fourth model of Eco-Industrial Network is investing economic trade type, through cooperation between parks to popularize the benefits of symbiosis for industries. The future trend of Environmental Science and Technology Parks should concentrate on environment, resource, society, economic, becoming fourfold bottom line parks. Afterward, Environmental Science and Technology Parks would apply Eco-Industrial Network operation mechanisms and targets to regard as development principles, using network operation modes for management tools to improve operation performances.

During the short duration from fault inception to fault clearing in electric power systems, large fault currents will be injected from the power sources to the fault location which causes significant voltage drop at the substation busbars and subsequently effects customers in the electrical neighborhood. The durations of these voltage drops are usually only a few cycles as such they are also commonly referred to as "voltage dips". In Taiwan''s Hsinchu Science Based Industrial Park (Hsinchu SBIP) area, voltage dips have caused many semiconductor plants'' wafer processing tools to trip. When this occurs, the normal production in these semiconductor plants are interrupted. Furthermore, the tripped tools also usually require an additional recover period of more than 10 hours after sustaining a voltage dip thus costing hundreds of millions of dollars for these semiconductor plants. As such, voltage dip problems must be properly addressed in the Hsinchu SBIP area. The purposes of this thesis are to present calculation methodologies and to propose solutions for the voltage dip problems in the SBIP area. A simulation tool combining standard simulation package (ASPEN) and self-developed, VB-based, programs are first developed in this thesis for fast calculation of voltage dips. After the simulation tool is developed, interfacing programs which connects the simulation tool to external programs such as Central Weather Bureau''s Lightning Prediction System and Taipower''s Distribution GIS System are then developed. Based on Taipower''s experiences, lightning is the most frequent cause of voltage dips in the SBIP area. By interfacing the simulation tool to these external programs, effects of possible lightning strike can be simulated in advance quickly and the simulation results be forwarded to the semiconductor plants in real time. The semiconductor plants can then based on the simulation results determine whether the standby power generators should be started to offset any possible voltage dips thus solving the voltage dip problem in SBIP. For ease of future maintenance, all system parameters are stored in an easily manageable central database.

Since 1970s, the General Assembly of the United Nations always focuses on relates the industrial innovative condition. After the authority of Taiwan absorbed the experience from Silicon Valley in the U.S California, we have established the Hsin-Chu science park in 1980,and then it has opened innovation era for our country industry and built the good foundation of high tech industry in Taiwan, and makes the local labor force crowded industry change into technical crowded high tech industry as well. The recent years we have established the branch garden area one after another, such as the south branch garden area and the biological garden area, it just like to trend development of the garden area. Therefore, in recent years the issue about how do we develop the scientific and technical park, and the industrial innovation always is a popular topic. Because of the reasons above, the study uses the M-I-T research by Alfred Li-Ping Cheng (2005) proposed to estimate domestic science park innovation energy. We also use the actuation factors, which are market institutions, innovation system and technology to inspect high tech industry and the scientific and technical park in our country innovation degree. We refereed to the correlations between various factors and the motion relations as well. According the research, we discovered the problem about our high tech industry has been facing insufficient talented of the industry, as well there are still the growth space that are the whole research environment investment and development proportion. But in the issue about patent, there is also conflict between “the quality” and “the quantity” which has to solve. At present, because our government develops the semiconductor industry more strongly as well as the preferential taxes benefit than other technical industry, in the short-term, the semiconductor industry has provided quite considerable contribution for economical development of our country. Actually it is not necessary a positive function for other industrial development to develops semiconductor industry excessively, the authority should ponder to diversify the resources assignment, and should not just develops someone excessively.

The propose of this project provides the seismic evaluation methods for the buildings in Hsinchu Science-Based Industrial Park. Firstly , using the Rapid Screening Procedure to rapidly and easily identify those buildings that might pose a risk of loss of life or injury in the event of a damaging earthquake . If a building receives a low score and is thus determined to be potentially hazardous , that building would receive a further study . The second step of the Seismic Evaluation of Existing Buildings provides a method for evaluating Existing buildings to identify those that are likely to be seismically hazardous . Aiming different structure types , using different evaluating methods . If the ability of resisting earthquake is insufficient , suggesting to do further analysis of the total building or update.

The economic development of Taiwan after WWII is regarded as the model among developing countries, and the establishment of Hsin-chu Science-based Industrial Park in 1980 embarked on the high-tech industry of Taiwan. The Hsin-chu Science-based Industrial Park successfully functioned as a catalyst in the first stage of technological development of Taiwan; however, in order to meet the need of the expanding hi-tech industry of Taiwan, together with the policy of boosting high-tech industry in the southern region, the second science-based industrial park was set off, which is the Tainan Science-based Industrial Park. This paper begins by evaluating and analyzing changes in the policy regarding the development of the industrial park and the role of regional government in its involvement. The establishment of Tainan Science-based Industrial Park should be viewed with its place in the second stage of high-tech development of Taiwan, thus its track of development and its context are different from those of the Hsin-chu Science-based Industrial Park. Today, formation of the high-tech regions does not come from nothingness. Nowadays for every major construction plan of the central government, participation of the local government and functions of the private sectors should be taken into consideration. In the second stage for the development of high-tech industry of Taiwan, the role of the government is no longer dictatorial, and the local government and characteristics of the local industries shall be considered. The formation of high-tech regions does not form in the vacuum, and the local geographical and historical factors should be reviewed. Therefore, it is necessary to think about how to transform local industries. In the second stage of high-tech development of Taiwan, the establishment of science parks need the “local” areas where gather the effects of urbanization economies . Similarly, the connects of local places which suffered the high-tech milieus are usually metropolitan centers of these local areas. Although at its initial stage, the Tainan Science-based Industrial Park is an extended development of the Hsin-chu Science-based Industrial Park and the development plan of the whole area is not directed solely by the Tainan Science-based Industrial Park, but through the role of the Tainan Science-based Industrial Park as a catalyst and the development plan of the major infrastructure in accordance with the needs of the establishment of this science park, its construction did bring the local about large business opportunities and economic effects because of urbanization economies .

In order to promote national technological development and economic strength, the Republic of China established “Hsinchu Science-Based Industrial Park” back in 1980, intended on stimulating industrial upgrade and population growth. Hsinchu Science-Based Industrial Park was a product created in response to the reengineering of old economy industries, the result to the government’s call for industrial upgrades in its action of subsidizing Hsinchu’s various colleges and academic bodies such as the Institute for Information Industry, in addition to availing massive land crossing Hsinchu City and County, and tremendous input of human and administrative resources. Hsinchu Science-Based Industrial Park is an industrial district formed by a convergence of industry, government and academia, and in recent years because of IT advancements and economic globalization, enjoyed high economic developments and became one of the top five science-based parks worldwide. But in other aspects however, the facilities of Hsinchu Science-Based Industrial Park did not enable similar prosperity for nearby towns and villages. The living quality and industrial environment inside and outside of the wall of Hsinchu Science-Based Industrial Park are poles apart, like the saying “as different as day and night” or “what should’ve happened, didn’t”. Moreover, the park brought forth different degrees of impact to surrounding industrial districts and cities/towns, i.e. the awkward labor-deficiency in Hsinchu County and City since every worker only tenders to profitable jobs as those inside the Park. Furthermore, in light of industrial reengineering and reform, traditional industries such as cement and processing are faced with factory closure or plant relocation, not to mention the changes of land usage/rezoning that accompanied industrial reform have on traditional industrial districts. This research adopts the viewpoint of industrial reengineering to assess the usage condition of the industrial districts inside Hsinchu area, as well as to explore the impact the establishment of Hsinchu Science-Based Industrial Park has on neighboring industrial districts of the old, as reference means and counter-strategies on future Science-Based Park planning and surrounding industrial district reforms, as ways of rendering the use of other industrial areas with more rationality and effectiveness. This research is divided into six chapters; contents are as follows: Chapter 1: Outline explaining research motivation and objective, identifying research targets and parameters, and drafting research procedures. Chapter 2: Literature review and related theory introduction focusing on industrial district location theory, related developmental theory, converging economic theory, and environmental impact factors, as means of definition, analysis and research method explanations of this research. Chapter 3: Status analysis of the industries in Hsinchu City, targeting the industrial structure of Hsinchu Science-Based Industrial Park and neighboring industrial districts, and the influence the Hsinchu Science-Based Park generates, to conduct studies and analysis for better understanding of current situation and development of those industries in the Greater Hsinchu area. Chapter 4: The history of influence the Park has on nearby industrial districts depicted using census data on industries and commerce collected in 1986, 1990 and 1996, covering the businesses of the Greater Hsinchu area including Hsinchu City, County, and Miaoli County, categorize via location quotient, before applying shift-share ratio to compute the developmental action of said industry inside the Hsinchu Area. Chapter 5: A study of neighboring industrial districts, specifically on the impacts sustained by local old economies after the appearance of the Hsinchu Science-Based Park or the move-in of similar key industries, by applying a criss-cross questionnaire analysis on sampling businesses, and conducting interviews with pertinent personnel to make up for insufficiencies in those questionnaires, as ways of researching various affecting factors. In addition to process those resulted attributes sustained in order to comprehend the influences, impacts and needs of the industrial districts of the Hsinchu area. Chapter 6: Summary and recommendations concluding the findings of this research, as well as raising suggestions on future course of directions.

It is important to set up the third science-based industrial park (SIP) in Central Taiwan Area in order to create jobs and regional balanced development. How to select right and feasible location and industries to develop SIP is the key issue to solve. This study focuses on the third SIP in Central Taiwan Area spatial distribution, combination of high-tech industries and criteria or index of SIP site selection. At first, we establish the criterion and index system of SIP site selection. Secondly, we use AHP questionary to know what the role of the third SIP should be and evaluate each index weight of SIP site selection. Finally, we try to use TOPSIS method (one of Multiple Criteria Decision Making methods) to rank the priority of five potential SIP sites in Central Taiwan Area. After retrieving twenty-two AHP questionaries and exercising TOPSIS method, we have following conclusions: 1. TOPSIS method uses quantitative criteria to help decision making, and is a more feasible and objective method for SIP site selection. 2. The suitable developmental type for the third SIP is multi-oriented park, and the suitable scale is moderate scale (200-400ha), and the main function is “to help the traditional industries in Central Taiwan Area to be upgraded”. Besides, the prior industries the third SIP should import are precision machinery industry, aerospace industry, and bioscience industry. 3. The criterion and index system of SIP site selection we establish has three dimensions, ten criteria, and twenty-two indexes. Most of the twenty-two experts think “the attraction to high-tech firms” is the most important dimensions. 4. There are different index weights of SIP site selection among three kinds of science parks (including R&D-oriented Park, innovation/incubator-oriented park, and multi-oriented park). 5. Based on this evaluation system and the exercising of TOPSIS method, Taichung Potential SIP Site has most priority to develop the third SIP in Central Taiwan Area.

21st century is the globalized world that emphasizes global division of labor. But Tainan Science-Based Industrial Park prohibits companies from introducing foreign blue-collar workers because of an attached resolution of Legislative Yaun in 1999. In April 2003, Optoelectronics industry clustered into a“village”in the Park and the enterprises claimed for shortage of labor. So the Management Bureau of the Park started to review the policy of banning to use foreign blue-collar workers tried to coordinate with various stakeholders. At last the government gave its nod to use foreign workers in April 2005.The case banning to use blue-collar foreign worker for specific area is unique. This research intends to explore the reason banning to use foreign blue-collar workers in the Park, the process in lifting the ban and the development after allowing using foreign blue-collar workers. The study is based on the Exchange Model which may consider the position of native workers, employers and government. The methods adopted include literature review, interviews (of 4 optoelectronics companies which hired foreign worker first), participant observation (The author participated in push the process) and case study (one of the four optoelectronics companies). The major findings are the following: Local government is the dominate power the forbid hiring foreign blue-collar workers, while the employers’ lobby is the dominate power to lift the banning in April 2005. During this process, the power of labor is negligent.

Abstract The quality of interpersonal relationship can help an organization or an individual to reach the goal. In order to implement the safety and health managerial activities smoothly, the labor safety and health staff (hereafter referred to as safety professionals) have to develop very good relationships. This study aims to understand who or what departments are the ones the safety professionals contact with most frequently in the complicated internal and external relationships. 200 safety professionals from 3 science industrial parks in Taiwan and 200 teachers teaching in the University Department of Safety, Heath and Environmental (hereafter referred to as safety educators) were chosen to participate the questionnaire survey by mail. 128 safety professionals and 120 safety educators send the survey back, the total response rate was 62%. After the exploratory factor analysis of the 24 items of Interpersonal Relations Scale (IRS), 2 factors (internal relationship and external relationship) are produced, the eigenvalue of each was more than 1. These 2 factors explained 63.18% of the total variation. The result shows, the people whom the safety professionals contact with ranked according to contact frequency from high to low were employees, line managers, contractors or suppliers, technical or maintenance departments, administrative departments, industrial engineers or process engineers, human resource departments, senior managers, quality control or quality assurance departments, and the committee of labor safety and health, respectively.The one-way multivariate analysis of variance (MANOVA) showed that the important impact foctors on interpersonal relationship included occupational groups, education level, company size and work status. In addition, the rankings of the contact frequency of the safety professionals were different between the safety professionals and the safety educators. Therefore, in view of the safety practices, the safety educators have to notice these differences to facilitate the development of safety curriculum. This study compiled a current resource recycling to achieve the re-utilization through the field investigation and the publicly available information of the park.It’s on the basic of "promote industrial waste Zero Waste Plan" which EPA drew up to explore the reuse results of waste in accordance with relevant regulations on A park This study found that the utilization of park A had reached 83.1% in 2011 and had also reached the resource recycling rate targets of EPA in 2016 year. However, most of the waste can not be recycled is the general industrial waste which is extinguished by incineration and final disposal (solidification or buried) at present. We discussed the vendor who selected the waste with recycling potential use discovered that to promote the methods of “waste derived fuel,WDF " to the industry in the Science-Based Industrial Park, so the industry will recycle the waste plastic mixture (D-0299), the mixture of waste paper (D-0699) and household waste (D-1801) for resource recycling. The results showed that the current recycling rate increased from 83.1% to 92.96% and that will be able to reach the Zero Waste goal of industrial waste recycling rate of 85% in 2020. There are some executive problems found by the vendor who selected the waste with recycling potential use that "WDF", such as manufacturers of waste handling capacity, processing efficiency, the situation of product sales and so need ongoing improvements still need to rely on the support and assistance of the competent authorities. Some problems can be managed by using establish waste-party databases. We came into the factory and discussed with the dedicated personnel of the waste in park A .The results showed that to strengthen the implementation of zero waste still need to continuous improvement by the management,and most manufacturers in Park A still use an environmental management system to perform management. On theother hand, it can also help the industry for effective management by focusing on the management of waste manufacturers, researching environmental management system can assist in evaluation and improvement, and providing "build up waste vendor database".

Economic globalization as a trend with the process, its occurrence must be based on "local" institutional environment, at all levels of "place" in the wave of globalization, how to adapt to the global market operating rules, and seek the appropriate institutional structure and governance networks and therefore become particularly important. Accordingly, the trend of globalization, the competitive advantage of nations is often manifested in a particular industry and this industry clustering phenomenon within nations, in order to accelerate industrial development and economic growth. This research applies the concept of institutional thickness used to examine the cluster effect of Central Taiwan Science Park. The concept of institutional thickness is divided into the institutional presence, Interactive networks, common agenda, as well as structures of domination. By using questionnaires and interviews, four dimensions basis to study the cluster effect of Central Taiwan Science Park. Research findings show that: (1) business organization geographically concentrated contribute to the industry cluster effect science park; (2) the commitment of government organizations or enterprises can trigger the cluster effect; (3) the interaction between the organization''s network as the cluster effect of influencing factors; (4) firms recognized the patterns of coalition''s representative is conducive to industry clustering stability and orderly development.

This paper attempts to study and examine the viability of corporatizing Science Park Administration from law practitioners’ perspective. Hence, the legal framework and the resolution of "Science-based Industrial Park Establishment and Management Regulations" and "administrative agency law" require to be investigated further to establish the theoretical foundation of restructuring the Science Industrial Park Administration. Inadvertently, the Legislative Yuan passed the third reading of administrative corporate law on April 8, 2011 and promulgated by the President on April 27 in the same year which provided solid confirmation of the feasibility of this thesis and the direction of this thesis to be correct. Science-based Industrial Park Administration suffered enormous losses which posed financial disparity as a member of the National Science Council and in order to remain functional, organizational restructure is the only option. Also coincided with restructure execution team the Executive Yuan has grouped for governmental reform, the restructure plan included lean organization , personnel downsizing and deregulation, etc., and "executive body" and "outsourcing of (privatization ) "," localization "and" de-assignment " four principles initiated 2002 are still actively in progress today. Promising initial result has been reported and the focus of this study expects our country actively promote organization streamline of Science Park Administration with minimal manpower required, and maximize administrative efficiency and functions. If an administrative organization desires advancement and not be subject to the provisions of the custodial institutional constraints, there must be composed, dignified and sophisticated social and cultural systems to support it. Administrative corporatization is a product governmental organizations and utilize the idea to breach the concept of the government and the people''s as dichotomy notion completely, allow administrative incorporations to promote tasks that does not need government’s intervene. In doing so, not only introduce the ideology of modern business management, but also the task of promoting the executive branch to improve its flexibility and functionality consequently enhance competitiveness and administrative efficiency of the whole country. Science Industrial Park Administration as a sustainable organization should adequately restructure and accommodate changes. If Science Park Administration amends to be incorporated shall introduce modern enterprise management to reform the inflexibility of human resources, accounting systems and regulations of the current system. Incorporation of public and private organizations of both structures could reform the originally bounded rigid system and permit deregulation, for the authorities and departments to performance better and be more flexible, and thus enhance the administrative efficiency as a whole.
