Abstract:
The dramatic increase in alliances among firms has led to a large, and growing literature attempting to understand its causes and effects, whereas theoretical and empirical research on network formation is just at its beginnings. This thesis considers how the technological and social endowment of firms affect their decisions to form bilateral alliances, and investigates to what extent our knowledge on the formation of bilateral alliances helps to explain the structure of the alliance network. A theoretical model yields insights into how the technological endowment of firms may affect both the global network structure and the position of firms in the network. An empirical analysis estimates technological and social network effects on alliance formation. The estimated model is shown to be rather informative with respect to the firm’s position in the network but not very informative with respect to the global network structure

Abstract:
The promotional mechanisms employed in University-Research-Industry (URI) relationships have been considered a strategic factor in the development objectives of the industrialized countries. Such promotional mechanisms are based on recognized conceptual frameworks, which have been carefully examined by researchers. However, little work has been done in this field with respect to problems of less industrialized countries especially in small developing countries. The objective of this study was therefore to compare the URI characteristics and promotional mechanisms of developed countries with those in operation in small developing countries like Sri Lanka. The methodology employed for this study included exploratory survey, follow-up interviews, interviews with decision-makers and case studies while analytical tools in the grounded theory approach were used to deal with qualitative data. The URI relationships which are used as instruments to generate economic benefits, show wide discrepancies in performance among different countries. The promotional mechanisms, widely prevalent in industrialized countries, emphasized the importance of framework conditions. The characteristic features of the URI relationships in developed countries are better described in the international literature in terms of models, concepts and systems such as National System of Innovation. An analysis of literature shows that less industrialized countries need to have a better understanding of issues related to the operation of those relationships that are less rigorously influenced by theories and concepts developed in industrialized countries. The study revealed that the relationships in Sri Lanka are based on the lower end of the spectrum, characterized by short-term orientation that include education and training, and service-based relationships. Lack of structural mechanisms, financial constraints, regulatory rigidity, inadequacy of laboratory facilities and absence of inter-organizational communication seems to be the major features that curtail relationships. It was observed that process related constraints and weaknesses are widespread in all three types of organizations, in addition to the weaknesses related to the framework. Accordingly, three sets of issues based on internal and external factors for a particular type of organization were developed which could be widely used as check list of issues for any developing country. This checklist was tested with new forms of organizations which have evolved to overcome such weaknesses, by adopting the responsive-adaptive approach. The new forms of organizations show features such as heterogeneity, organizational diversity and trans-disciplinarity as well as internal transformation, influence of one type of organization upon another, creation of new organizations and networks. These features are more prevalent in organizations in developed countries. The findings lead to conclusion that the URI relationships in developing countries show in a broad context similarities to those of developed countries but at the same time differ in nature. The concepts and models used in developed countries to explain the URI relationships can also be used to explain those in developing countries. The importance in understanding micro level conditions and taking remedial measures to overcome negative impact is imperative. Finally, the public policy interventions that are necessary to promote URI relationships, while eliminating weaknesses in the framework and micro-environment are proposed in this study.

Abstract:
The current research project focuses on the analysis of the critical issues of industrial heritage management in Italy and the preservation of organizational history within the reuse projects of former industrial sites. The organizational and managerial perspective is crucial on two levels. Firstly, it is important in the analysis of the original significance of the site, and in particular its organizational history, and its conservation within the new regeneration strategy. Secondly, it is crucial at the phase of management of reuse projects and its feasibility and sustainability analysis. Based on the analysis of the literature, a unique classification of the reuse strategies that can be implemented in order to regenerate former industrial sites has been formulated. The exploratory research thus adapts a multiple case study design. Eight Italian case studies have been chosen, one for each type of regeneration strategy. Each case study is explored as a stand-alone entity through the analysis of the local differences and idiosyncrasies of the specific context, the factors that stood behind the choice of the reuse strategy and the way the reuse project evolved through the years. Then, the current management of each reuse project is analysed. The narration and musealization of the organizational history is investigated through the spatial dimension, the level of content and the level of expression. Secondly, the case studies are compared through a cross-case analysis from three different perspectives: issues on the phase of preparation and implementation of the reuse projects, critical issues behind the current management of new projects and issues on the ways of preservation and narration of organizational history within the new project. The research shows that all regeneration strategies are affected by the conflict between preservation and change, by the issue of materiality and selectivity.

Abstract:
The resource reuse and recycling practice of industrial symbiosis (IS) has been shown to create significant economic and .environmental benefits for both the businesses involved in a synergy and the wider communities in which they reside. In the United Kingdom IS has been largely facilitated by the National Industrial Symbiosis Programme (NISP) on a demand-led 'work with the willing' basis. It is proposed, however, that the systematic and directed identification of opportunities for IS would allow NISP to facilitate the delivery of greater economic and environmental benefits than those achieved to date. I The goal of this project was to develop a framework for the proactive identification of opportunities/tor IS. Drawing on ecological theory the framework and supporting tools were built on the concept of a symbiosis 'conducive environment' (i.e. areas of mature industrial activity that - through the forces and effects of system succession - are prime for eco-industrial development). The framework's theoretical platform informed the development of a spatial analysis tool which drew on the conservation biology concept and practice of Habitat Suitability Indices and Habitat Suitability Mapping. The tool characterised (through muni-criterie-evetuetion) a baseline of high symbiosis potential and identified comparable geographic areas of IS suitability that are prime for context sensitive eco-industrial development. Industrial diversity was identified as being an important criterion within the identification and facilitation of IS opportunities. This finding led to an analysis of the role diversity plays in the development of industrial ecosystems and an analysis of the role geospatial industrial diversity plays in the facilitation of regional resource efficiency. By mapping the geospatial industrial diversity of England, it was found that regions with high potential for local IS could be identified. The framework and supporting tools provide NISP with a model for the delivery of proactive intelligence-based regional resource efficiency. © Paul David

Abstract:
The automation revolution already helps in many tasks that are now performed by robots.  Increases in the complexity of problems regarding robot manipulators require new approaches or alternatives in order to solve them. This project comprises a research in different available software for implementing easy and fast visual servoing tasks controlling a robot manipulator. It focuses on out-of-the-box solutions. Then, the tools found are applied to implement a solution for controlling an arm from Universal Robots. The task is to follow a moving object on a plane with the robot manipulator. The research compares the most popular software, the state-of-the-art alternatives, especially in computer vision and also robot control. The implementation aims to be a proof of concept of a system divided by each functionality (computer vision, path generation and robot control) in order to allow software modularity and exchangeability. The results show various options for each system to take into consideration. The implementation is successfully completed, showing the efficiency of the alternatives examined. The chosen software is MATLAB and Simulink for computer vision and trajectory calculation interfacing with Robotic Operating System (ROS). ROS is used for controlling a UR3 arm using ros_control and ur_modern_driver packages.  Both the research and the implementation present a first approach for further applications and understanding over the current technologies for visual servoing tasks. These alternatives offer different easy, fast, and flexible methods to confront complex computer vision and robot control problems.

Abstract:
Industrial Wireless Sensor Networks have peculiarities that distinguish them from typical WSNs. A notable difference is that in industrial deployments real-time performance is by far more critical than energy efficiency. Moreover, industrial WSNs usually have to be integrated with wired industrial networks, because there are critical data flows that cannot be transmitted over the wireless medium. This thesis investigates novel network architectures, assessment techniques and communication protocols aimed at delivering real-time performance to power- and energy-constrained sensor nodes, even in large and dense deployments where nodes could not be directly covered by a sink. At first, a brief overview of the existing communication protocols for WSNs is given, followed by a discussion about the differences between classical and industrial WSNs and the main issues that research must address in the field of industrial WSNs. Then, different techniques and protocols working at different layers of the protocol stack are presented in order to deal with these research issues. In particular, the problem of robustness to interferences of IEEE 802.15.4 based communication is addressed by providing a methodology for experimental on-site assessments in industrial networks. The problem of scalability is addressed at the MAC layer, by introducing the support to multichannel superframe scheduling into the IEEE 802.15.4 protocol. The problem of highly increasing energy efficiency while introducing only a predictable delay is addressed by means of two topology management protocols which run between the MAC and the Routing layer. Finally, the problem of predictable end-to-end data delivery is addressed by providing a chain-based communication protocol, which not only supports integration with a wired industrial infrastructure, but also takes advantage of it to deliver real-time performance.

Abstract:
This thesis is a study of research linkage between industry and academia. It concentrates on the industrial side of these interactions and, in particular, the impact of information flows from academia industrial innovation. Specifically, the study explores the proposition that linkage varies - in extent and nature according to the stage of development of the research field involved. A review of the literature suggested that linkage should be particularly strong in a nascent technology, such as that unfolding currently in biotechnology. The field study involved face-to-face interviews with industrial researchers from UK pharmaceutical companies and from new start-up companies. It was designed in order to ascertain the relative strength of linkages in the new biotechnology; to characterize these linkages; and to explore how they might change as the technology develops. It is ~emonstrated that linkage is indeed strong here, involving lntensive 'search' activities and often substantial formal collaboration with academia. The background material collected - concerning the role of linkage in innovation and in corporate strategies for biotechnology confirm that companies are obliged to 'plug in' to academic research precisely because 'of the dynamism and uncertainty which characterizes a new technological field. It is argued that those pharmaceutical companies which are interacting most with academic research are also those which are most likely to succeed commercially with the new techniques. The start-up companies in biotechnology are shown to have extremely close links with both academia and the large established companies active in the field. It is argued that the very presence of such companies is itself symptomatic of the proximity of academic science and industrial technology in this new field. In conclusion, it is suggested that the pattern of linkage found in biotechnology may well ~ertain in other new science-based fields; some policy lmplications are discussed.

Abstract:
Spectrally-based fiber optic sensors are a rapidly maturing technology capable of sensing several environmental parameters in environments that are unfitting to electrical sensors. However, the sensor interrogation systems for this type of sensors are not yet fit to replace conventional sensor systems. They lack the speed, compact size, and usability necessary to move into mainstream test and measurement. The Fiber Sensor Integrated Monitor (FSIM) technology leverages rapid optical components and parallel hardware architecture to move these sensors across the research threshold into greater mainstream use. By dramatically increasing speed, shrinking size, and targeting an interface that can be used in large-scale industrial interrogation systems, spectrally-based fiber optic sensors can now find more widespread use in both research labs and industrial applications. The technology developed in this thesis was demonstrated by producing two advanced interrogators: one that was one half the size of commercially available systems, and one that accelerated live spectral capture by one thousand times – both of which were operated by non-developers with little training.

Gallien, Jérémie. "Optimization-based auctions and stochastic assembly replenishment policies for industrial procurement." Thesis, Massachusetts Institute of Technology, 2000. http://hdl.handle.net/1721.1/9136.

Abstract:
Thesis (Ph.D.)--Massachusetts Institute of Technology, Sloan School of Management, Operations Research Center, 2000.

This thesis describes two applications of Operations Research to the field of industrial procurement, addressing problems encountered in supplier selection and supplier control, respectively. The first part addresses the problem of designing multi-item procurement auctions in capacity-constrained environments. Using insights from classical auction theory, we construct an optimization based auction mechanism ("Smart Market") relying on the dynamic resolution of a linear program minimizing the buyer's cost under the suppliers' capacity constraints. Based on the optimal allocation corresponding to each set of bids, suppliers can respond by modifying their offers, giving rise to a dynamic competitive bidding process. A first contribution of our work is the solution we develop to assist suppliers, a bidding suggestion device based on a myopic best response (MBR) calculation solving an inverse optimization problem. The second main contribution is the analytical study of the bid profile sequences arising in this smart market within a game-theoretic framework assuming linear costs for the suppliers. Under a particularly weak behavioral assumption and some symmetry requirements, we establish an explicit upper bound for the winning bids when the auction terminates as a function of the market environment parameters. This bound constitutes a performance guarantee from the buyer's perspective, and provides insights on how capacity constraints affect relative market power. We then formulate a complete behavioral model and solution methodology based on the MBR rationale and the concept of local Nash Equilibrium, and argue its realism. We derive analytically some structural and convergence properties of the MBR dynamics in the simplest non-trivial market environment, suggesting further possible design improvements, and obtain insights on market behavior, efficiency and incentive compatibility issues through numerical simulations. In particular, experiments tend to show that suppliers might be relied upon to provide their own capacity information when procurement contracts are properly designed. The second part is motivated by a strategic challenge faced in particular by electronic goods manufacturing companies. Because most of their assembly operations are highly automated, procurement delays typically account for most of the total production lead-time, and have a major impact on inventory costs. However, in an increasingly global outsourcing environment, these delays can be both long and uncertain. This leads us to examine the problem of optimally procuring components in a single-product stochastic assembly system. We consider a model where product demand follows a stationary Poisson process, assembly is instantaneous, and unsatisfied demand is backordered. The suppliers are uncapacitated and the components have independent but non-identically distributed stochastic procurement delays. The following class of policies is considered: The finished goods inventory is initially filled to its base stock level, and each customer order triggers a replenishment order for a component after a component-dependent postponement lead time. The objective is to minimize the sum of holding and backorder costs in steady-state over this class of replenishment policies. To keep the analysis tractable, we assume that no mixing occurs between component orders (synchronization assumption). Combining classical queueing network theory with original results concerning a distributional property we call closure under maximization and translation (CMT), we obtain a near-optimal solution in closed-form. We then demonstrate through simulation, using industrial data from a Hewlett-Packard facility, that the policy we derived significantly outperforms other policies commonly used in practice. In addition, we show that it is quite robust with respect to various model assumptions, except the synchronization one. We thus conclude that this work is potentially amenable to implementation in the settings where this assumption is not exceedingly demanding. Moreover, we believe that the CMT distributions we introduce could also prove useful in a variety of applications beyond the context of supply chains, such as project management, reliability analysis, and the study of natural extreme phenomena.

Abstract:

Industrial control systems (ICS) are pervasive in modern society and increasingly under threat of cyber attack. Due to the critical nature of these systems, which govern everything from power and wastewater plants to refineries and manufacturing, a successful ICS cyber attack can result in serious physical consequences. This thesis evaluates multiple anomaly detection methods to quickly and accurately detect ICS cyber attacks. Two fundamental challenges in developing ICS cyber attack detection methods are the lack of historical attack data and the ability of attackers to make their malicious activity appear normal. The goal of this thesis is to develop methods which generalize well to anomalies that are not included in the training data and to increase the sensitivity of detection methods without increasing the false alarm rate. The thesis presents and analyzes a baseline detection method, the multivariate Shewhart control chart, and four extensions to the Shewhart chart which use machine learning or optimization methods to improve detection performance. Two of these methods, stationary subspace analysis and maximized ratio divergence analysis, are based on dimensionality reduction techniques, and an additional model-based method is implemented using residuals from LASSO regression models. The thesis also develops an ensemble method which uses an optimization formulation to combine the output of multiple models in a way that minimizes detection delay. When evaluated on 380 samples from the Kasperskey Tennessee Eastman process dataset, a simulated chemical process that includes disruptions from cyber attacks, the ensemble method reduced detection delay on attack data by 12% (55 minutes) on average when compared to the baseline method and was 9% (42 minutes) faster on average than the method which performed best on training data.

Full text
Abstract:
This thesis is on inequity-averse decisions in operational research, and draws on concepts from economics and operational research such as multi-criteria decision making (MCDM) and mathematical modelling. The main focus of the study is developing systematic methods and modelling to help decision makers (DMs) in situations where equity concerns are important. We draw on insights from the economics literature and base our methods on some of the widely accepted principles in this area. We discuss two equity related concerns, namely equitability and balance, which are distinguished based on whether anonymity holds or not. We review applications involving these concerns and discuss alternative ways to incorporate such concerns into operational research (OR) models. We point out some future research directions especially in using MCDM concepts in this context. Specifically, we observe that research is needed to design interactive decision support systems. Motivated by this observation, we study an MCDM approach to equitability. Our interactive approach uses holistic judgements of the DM to refine the ranking of an explicitly given (discrete) set of alternatives. The DM is assumed to have a rational preference relation with two additional equity-related axioms, namely anonymity and the Pigou-Dalton principle of transfers. We provide theoretical results that help us handle the computational difficulties due to the anonymity property. We illustrate our approach by designing an interactive ranking algorithm and provide computational results to show computational feasibility. We then consider balance concerns in resource allocation settings. Balance concerns arise when the DM wants to ensure justice over entities, the identities of which might affect the decision. We propose a bi-criteria modelling approach that has efficiency (quantified by the total output) and balance (quantified by the imbalance indicators) related criteria. We solve the models using optimization and heuristic algorithms. Our extensive computational experiments show the satisfactory behaviour of our algorithms.

Puikko, J. (Janne). "An exact management method for demand driven, industrial operations." Doctoral thesis, University of Oulu, 2010. http://urn.fi/urn:isbn:9789514261879.

Abstract:
Abstract The framing into demand driven operations is because of the operations research modelling approach. The modelling approach requires continuous regressors and an independent response factor. The demand as an operating factor is considered as independent response factor in relation to the continuous regressors. The method validation is made along several longitudinal case studies to cover local, global and international industrial operations. The examined operational scope is from continuous operations to one-off production. Concerning scheduling, these examined demand driven, industrial operations are considered as open and dynamic, flow shop or job-shop operations. The examined managerial scope is from local work management to global industrial operations management. The theoretical framework of this study is based on operations management, productivity and controllability engineering. The strategical target is to improve productivity. The operational target setting is based on linear goal programming, streamlined demand driven material flow and specified operating factors according to this study, Forrester effect diagnostics and replenishment models. The engineering of strategical target into exact operational schedule as a task target is hard to accomplish, because of the combinatorial dynamic job-shop problem. The purpose of this study is to simplify this managerial task. These study operating factors are the heart in constructing a Decision Support System for the examined operations, alongside the method’s product flow diagnostics. This operations management method consists of the operating factors, specified in this study and these specified factors’ use in constructing a Decision Support System, by engineering current operations management system. The construct consist two parts. Firstly, the exact operational target alignment along this method diagnostics and secondly, the control mechanism according to this operational linear target. The expected managerial benefit is in productivity improvement. The practical benefits are in savings in logistics costs and improvement in customer service, due to shorten lead time and exacting delivery.

Abstract:
This thesis presents tha findings of an investigation into the use of energy, between the years 1975 and 1984, in five of the major energy-intensive industries in South Africa. Energy use in all economic sectors, from 1964 to 1974, was surveyed in the report "Energy Utilisation in South Africa", published by the Department of Planning and the Environment in 1978. As this report showed the major primary industries to be the largest single users of energy in South Africa, it was decided to isolate a number of major energy-intensive industries for investigation in this study. The 1979 Census of Manufacturing showed five industrial sectors to have consumed 41% by value of the total industrial energy consumption in that year, and it is those with which this thesis is concerned. The five industries are: The Structural Clay Products Industry, The Portland Cement Industry, The Glass Making Industry, The Iron and Steel Industry, The Pulp and Paper Industry.

"December 2001" Includes bibliographical references : (p. 31-32) Simons (1990) notion of interactive controls has been used in the literature to examine the role of management control systems in facilitating strategic change. The implications of strategic change for routine diagnostic feedback mechanisms have received less attention. Drawing on interview and archival data from a single case study of an Australian pump manufacturer, we examine the way diagnostic controls are used in the immediate period following strategic change. The changes in diagnostic controls are shown not only to align the organization in a self-regulating way to a new strategic direction, but also to promote learning, co-operation and culture change which are integral to, rather than an outcome of the strategic change process.

Based on the global and domestic conditions in economy and social change, government always needs to set the goal of growth, plan the budget and lead clearly the direction of overall industrial development in every particular stage. The appropriateness of various industry and labor policies and the efficiency of resource allocation can certainly influence the performance of the aggregate economy in the future. On the other hand, human capital is the most important factor of productivity in industry. If could be arranged more effectively, it would not only upgrade the industry but also create new industries and achieve the objective of sustainable economy. Therefore, it is necessary to discuss the performance and correlation between the current industry and labor market. This thesis uses the portfolio theory to analyze the development of industrial structure and the allocation of human resource to examine whether it has been operated in an economically efficient situation. By applying the finite distributed lag model the link between the industry sector and the labor market can be clearly identified, hence the transfer unemployment and the related training programs can be more efficiently planned and implemented. Results from this study strongly recommend that policymakers should make some minor adjustments in industrial policies, should also combine specific training projection with these policies accordingly.

Industrial waste particularly the hazardous waste disposal has become a public problem difficult to manage in our society. Approximately 19,470,000 tons of industrial wastes, including 1,610,000 tons of hazardous waste, enter the waste stream in 1999 in Taiwan. Part of the waste is disposed of by environmentally unsound because of luck of adequate disposal facilities and other reasons. Illegal dumping has been a serious issue. Studies have been conducted attempting to control and manage these wastes. Options have been proposed. None of these studies have formally targeted industry managers who are responsible waste disposal management. This proposed study is to conduct a survey by visiting industries to listen their opinions regarding industrial waste disposal. We will look into the advantage and disadvantage of the disposal policy. We will analyze the present disposal practices; differentiate practices that the industries preferred. Questions of safety and liability in the disposal process will be reviewed. We will then propose suggestions based on the survey. The results show that most scholars agree that the present waste management system could solve the illegal waste dumping. However there are still much works to do in the future to make this waste management system more fair and justifiable. According to the results of questionary and interview of firms, financial and technological problem are the most important reasons for firms that couldn’t match the request of environmental regulation. And the effectiveness of local and central government is also the important problem for firms. Most firms and scholars that I interviewed agree that the government should lead the waste management system, effectively and comprehensively manage the waste treatment facilities, set unified standards and simplify the procedures. The role of government in waste treatment system is a supervisor, but the scholars and the firms expect the government to switch to a manager and planner. Reduce; reuse and recycle is the most important subject in the future, and also the tendency of the waste management. But there is still no effective and specific management system for this in Taiwan. It’s necessary to legislate for it as soon as possible to catch up the world and prevent the improper practices in the future.

In response to the rise of giant cities, many cities are faced with the dilemma of transforming smart cities. The growth of the past urban economy relies on the traditional model. When the regional economy is to form economies of scale, the benefits and external costs will, of course, be reduced. However, with the changes of the times, many of the previous restrictions have been gradually broken. As a result, can the utility of the agglomeration economy exert the greatest effect? This study collects the employment-population, employment number, and turnover value of the six industries (optoelectronics, precision machinery, computer peripherals, communication, biotechnology, and body circuits) of the Science Industrial Park from 2006 to 2016. The location quotient, the expanded location quotient, the chaotic entropy value, and the transfer share are used to verify the changes in the industrial structure in Taiwan and attempt to analyze the flow of the industrial structure. After the research results, it was found that the Hsinchu Science and Technology Industrial Park moved from the original computer peripheral, integrated circuit and communication industry in the period from 2006 to 2016. The industrial structure gradually moved to optoelectronics and precision machinery; The industrial change is gradually changed from the original optoelectronics and precision machinery industry to optoelectronics, computer peripherals, to precision machinery, biotechnology and integrated circuits. Finally, the industrial structure of the southern science industrial park has changed from the original photoelectric Classes, precision machinery, integrated circuits have changed to optoelectronics, biotechnology has changed to computer peripherals, communication and integrated circuits.

Abstract Taiwan’s economy has progressed along with the industrial development. Various scales of industrial development districts had begun their way since the 60’s and Feng Shang Industrial District (FSID) was among the examples at that time. However, following the time and location changes, earlier developed infrastructure of FSID had deteriorated and has been unable to maintain its functions. Similar to the needs confronting with the industrial economy, FSID is also required to change in the structure and upgrade their technology in order to maintain its function and fulfill the pressing requirement of environmental protection and sustainment. The purpose of the study is to analyze the current problems confronting with FSID and its development in the future in order to come up with the possibility of upgraded industry and transformation. Through the analysis of an in-depth focused group interview, it was found that FSID can progress in two directions. One direction is to release the current organization and re-develop its planning of land. The other direction is to upgrade FSID’s technology into an industry with higher profit. Regardless of which directions FSID would take, they should fulfill the requirement in low pollution and be environmental concerned.

Currently in Taiwan, industrial chemicals are regulated by different government authorities according to their applications and properties. However, effective chemical substances management is highly challenging due to large quantities of existing and new chemicals, wide scope of chemical use, and complexities for regulating the import and export of chemical substances. This study attempts to develop an integrated management scheme and approach to achieve effective management of industrial chemicals to prevent harms to the general public and the environment in the life cycle of high-risk industrial chemicals. Basis for this study are international chemical management systems or directives such as SAICM (Strategic Approach to International Chemicals Management), REACH(Registration, Evaluation, Authorisation and Restriction of Chemical substances), GHS (Globally Harmonized System of Classification and Labeling of Chemicals), ILO Convention, IPCS (International Programme on Chemical Safety), OECD (The Organisation for Economic Co-operation and Development, OECD), RC (Responsible Care), and regulations on chemical substances of developed countries such as America, Japan, Germany, New Zealand, and Australia. The proposed integrated management scheme of industrial chemicals is designed after careful comparision of national industrial chemicals management regulations, chemicals registration and database requirements, chemical risk assessment management, workplace safety rules on the use of chemical substances and competent authorities for chemical management in Taiwan. A case study, using the chemical substances management practices of a world class chemical company, is conducted to outline the basic principles of the proposed management system. It is expected to provide the experience of the established integrated industrial chemicals management system and approach to industrial chemicals enterprises by its characteristics of the international chemical management tendency compliance. It is believed that objectives of integrated industrial chemicals management can be achieved through registration and a chemical substances database, risk assessment and management, regulations, implementation of chemicals self-management system, establishment of chemical hazard analysis labs and a centralized chemicals management organization, etc. Implementation strategy, benefits and limitations of the proposed integrated industrial chemicals management system are also presented.

The development of industrial sites in Taiwan has been carried out continuously for nearly 50 years. In 1995, the central government made a decision that they no longer played an active role in developing industrial sites, and thereafter, the task was taken over by local governments as well as host industrialists. The literature that recorded such development shows that some host industrialists encountered difficulty in developing large-scale industrial sites, and also it was difficult to find developers. The problem of the former was caused by the difficulty in looking for large area of land, which was a problem of development entity, and the problem of the latter was caused by no budget arranged by the government, which was a problem of development mode. Thus, in this text, it is considered that a study on “the Development Mode of Projected Industrial Sites” has become essential. The purpose of this study is to explore the subject of fund raising in the process of industrial site development, from the stage of its planning up to its accomplishment, which goes through (1) the theory of market and government: to discuss and verify entity and quantity variation in industrial site development. (2) the discussion about similarities and dissimilarities in transaction cost, agent cost, and conflict cost emerging in the process of development. (3) the analysis and research of transaction cost of development mode through relative literature, legal aspect, and practical aspect, as well as interviewing personnel who took take part in the actual development of industrial sites in order to find out potential problems. As a result of research, it is deemed that the transaction cost in developing industrial sites is lowest when executed by a local government as it holds civic rights and administrative resources, so that turns out to be the best mode in projected industrial site development. It is therefore proposed in this study that when developing projected industrial sites, following measures should be taken: (1) budget planned by the government (2) execution of consolidated development contract for both public and private projects (3) introduction of real estate appraiser system (4) introduction of bank loan system (5) adoption of advance booking for selling and purchasing premises in industrial sites. By taking above supplementary measures for developing industrial sites, the benefits include encouraging developers’ involvement in developing industrial sites, reducing conflict cost arose by mob protest so as to facilitate development process, and further lowering searching cost, negotiation cost, time cost etc. As a result, the purpose of reducing transaction cost of developing projected industrial sites can be achieved, and the efficiency of such development can be elevated.
