Abstract:
It is generally accepted that a substantial change has taken place in Korean industrial relations since 1987. However, despite the wide recognition of these changes and subsequent studies, very few empirical studies have been undertaken to examine the shifts in the pattern and processes of the practice of industrial relations at the firm level, which is essential for the verification of the general consensus of view on such changes. Without such practical research, it is difficult to truly understand the direction of such changes and, therefore, to respond effectively to such changes. Based on this conviction, this thesis will try to delineate a clear picture of change in Korean industrial relations via a specific case study of Kia Motors, with reference to findings on macro-level changes. Before proceeding to the next section of this thesis, it would be advantageous to detail the research procedures so that the research context is fully understood. This part, in this regard, will briefly outline the next steps in this thesis. In Chapter Two, the theoretical background adopted for the analysis of industrial relations issues in Korea has been taken from The Transformation of American Industrial Relations (Kochan et alii of 1986). Through an evaluation of the history of American industrial relations, an extensive review of empirical studies and after the collection and analysis of a wide variety of primary and secondary qualitative and quantitative data, the authors claim that America has recently experienced a fundamental transformation in its industrial relations system. Specific reasoning will be provided later, but the fact that the theory adopted by Kochan et alii deals with the transformation of American industrial relations provides ample justification for it to be used as a theoretical framework for the analysis of rapid changes in Korean industrial relations since 1987. The empirical case study of Kia Motors will also examine the appropriateness of Kochan et alii's theoretical framework for analysing Korean industrial relations. In this thesis, Kochan et alii's strategic choice theory and the ”Framework for Analysing Industrial Relations Issues“ (vid. Figure 2.1) are given special emphasis, as they provide a unique diagnostic method of research for the processes and patterns of change in industrial relations.

Abstract:
This thesis analyses the interrelationship between production system and employment relations in the Korean automotive industry. It includes a case study of how Kia Motors sought to introduce a lean production system in two plants: an older site in Seoul (the SI plant) and a newer site in the rural area of Asan (the A3 plant). A key finding reported in the thesis is that a hybrid production system emerged in each plant as the result of the interaction between external variables and internal company-specific variables. Three key factors were investigated in each plant: the production structure, the organisation of work, and employment relations. Strong worker and union resistance to lean production, on the ground that it would lead to work intensification, was encountered by Kia Motors. The hybrid production system which emerged at each plant contained elements of both the traditional mass production system and the newer lean production system, although there were differences between the approaches adopted at $1 and A3 plants. The thesis provides an alternative perspective to other studies which have portrayed the Korean automotive industry following either a Fordist mass production system or a Toyota-inspired lean production system, and shows how Kia has developed its own hybrid production system.

Abstract:
This dissertation sets out to examine the prospects for security and peaceful coexistence on the Korean penisula. It must be noted that the research for the main points of this dissertation was largely completed in 1989-1990, and was based largely on materials available at that time. Since then, the world's political picture has changed substantially. The fall of Communism in the Soviet Union and the great changes in Eastern Europe have therefore meant that some of the assumptions, particularly those concerning North Korea and its external support, are no longer as valid as they were when the research for this dissertation was undertaken. In spite of this, the internal engine of North Korean policy on the Korean peninsula remains almost unchanged and may remain that way until the end of Kim II Sung's regime.

Abstract:
The thesis examines the adaptive responses of North and South Korea to change in the international system and analyzes the effects on their international standing. The framework of analysis is constructed from a selective review of the literature on hegemony and its relationship to international order and change. Special attention is given to the position of peripheral states, and how they are conditioned by and respond to the international order. The framework of analysis includes concepts such as the structure of opportunities, emulation of forms, imposition of forms, and regime rigidities. It is posited that to the degree to which a regime achieves congruence between domestic and foreign policies and the main trends in the international system, it will be more successful in enhancing its standing. In order to do so, a regime must manage its own adjustment to overcome regime rigidities and exploit opportunities for ascendance in the international system. The thesis examines the competition for international support between North and South Korea between 1948 and 1994. It analyzes the fluctuations in the level of international support for each regime, with reference to key changes in the international system. It produces an explanation for the pattern of international support for each regime, according to the policies they pursued during each distinct period of recent international history. It is shown that North Korea did comparatively well in the first two decades after the Korean War, and that South Korea did comparatively better in the subsequent two decades. This was due to the nature of changes in the international system and the divergent adaptive responses by the two Koreas. Regime rigidities increased in North Korea, while South Korea demonstrated pragmatic flexibility, accompanying its economic diplomacy.

Thirty years of high economic growth has transformed South Korea into a middle-income country with strengths in many promising industries. However, the government of South Korea realizes that the country must constantly push into new areas to maintain its economic growth rates and achieve its goal of joining the ranks of advanced, First World nations. With the economic emergence of China and Southeast Asia, this pressure to advance up the value chain has intensified. Thus the government has been actively seeking new growth areas that will aid in the next level of South Korea's development. This thesis aims to examine the prospects of the Intelligent Transportation Systems (ITS) industry as a source of growth for the South Korean economy over the coming 20 years. It investigates the industry's potential for domestic growth as well as South Korea's prospects for becoming a major participant in the global market for ITS equipment and integration services. This paper discusses the arguments for various policies to encourage the development of the ITS industry. In particular, it draws on information about the latest ITS enabling technologies and South Korea's existing data infrastructure, as well as the country's financial constraints to analyze the feasibility of building a common ITS data transport infrastructure in the Seoul Metropolitan area. It also reviews the arguments for policies designed to develop ITS as an export industry. The examination suggests that South Korea's existing strengths in related technical fields, and the unique circumstances which make it an ideal test bed for new technologies, presents the country with opportunities for taking an early lead in this still developing market. In addition, the costs of funding key policies to encourage the development of ITS are well within reach for the national government, considering its financial situation. The paper concludes that the prospects for the ITS equipment and integration market over the next two decades are bright, and that the Korean government should consider nurturing it as a potential high-growth industry. ITS should not only be viewed as a promising technology for improving the efficiency of Korea's domestic transportation system, but as an industry that should be actively supported for its export potential.

Les déchets industriels dangereux (DID) ont eu un impact négatif sur l’environnement et les humains et ont également causé des problèmes sociaux, tels que les transferts de déchets inégaux entre pays développés et en voie de développement. Pour éviter cela, la Convention de Basel a été signée pour réglementer les mouvements transfrontaliers et le commerce des DID. De plus, la Corée du Sud a annoncé le « grand plan de transition 2020 vers la circulation des ressources » et a fixé l'objectif de réduire le nombre des DID. Cependant, cette dernière a toujours du mal à établir une politique de gestion des déchets basée sur des motifs raisonnables. Par conséquent, dans cette recherche, basée sur le concept écologique industriel, le tableau entrées-sorties sud-coréen et la production et le traitement des DID ont été liés pour modéliser le tableau entrées-sorties des DID de la Corée du Sud. Grâce au tableau de développement, cette recherche a identifié les caractéristiques de la production des DID en termes de production et de demande par industrie et a analysé les facteurs affectant l'augmentation des DID parmi les facteurs de changement de la demande finale, les facteurs de substitution des importations et les facteurs de technologie de production. Cela a contribué à l'identification des points chauds de DID. Les résultats de cette étude, devraient contribuer à la recherche fondamentale pour établir une politique rationnelle de gestion des déchets qui reflète les caractéristiques de chaque industrie en évaluant quantitativement la production et la gestion des déchets
Industrial hazardous waste (IHW) had a negative impact on the environment, humans and caused social problems, such as waste transactions between countries in unequal locations from developed countries to less developed countries. To prevent this, the Basel Convention has been signed to regulate the transboundary movements and trade of IHW. Under this convention, the world was required to have the capacity to manage industrial hazardous wastes in the domestic level efficiently. However, South Korea still struggles to establish a waste policy based on reasonable grounds, and there are few studies for this. Therefore, in this research, based on the industrial ecological concept, the South Korean input-output table, and IHW generation and treatment were linked to model the IHW input-output table of South Korea. Through the developing table, this research identified the characteristics of IHW generation in terms of production and demand by industry. It analyzed the factors affecting IHW increase among final demand change factors, import substitution factors, and production technology factors. This part contributed to the identification ofe IHW hot spots. Finally, we focused on analyzing the effects of changes in IHW treatment methods. The results of this study, based on the industrial ecological concept, are expected to contribute to the basic research of establishing a rational waste policy that reflects the characteristics of each industry by quantitatively evaluating the generation and management of waste

Abstract:
The separate trilateral cooperation mechanism among Japan, the Republic of Korea (thereafter Korea) and the People’s Republic of China (thereafter China) emerged from a wider framework for cooperation, the ASEAN Plus Three. To the scholarship on that framework, the new development constituted a puzzle, as the scholars considered a scenario for trilateral cooperation mechanism without ASEAN as highly unlikely. Instead, it took seriously prospects for Sino-Japanese competition and divisions running deep throughout all of Northeast Asia. Despite the obstacles that seemed insurmountable, a separate trilateral cooperation mechanism emerged in 2008. My argument to explain this development reaches back to regional sources. I introduce the analytical framework centred on foreign-policy preferences and outcomes to argue that collective outcomes originate neither in strategies of individual states nor in their bilateral relations, but through interaction at the level of a region; I also argue that the Trilateral Cooperation is a shift in regional affairs, but it is far from being a genuine revolution. I argue that ASEAN Plus Three provided a cooperative context for their relations in Asia. This thesis argues that for Asian international relations, the Trilateral Cooperation mechanism is neither a revolution nor an insignificant development, but a sign of shifts in regional affairs. While previous scholarship–as reviewed in chap. 2–focused on obstacles to cooperation, my research emphasised the incentives. Even though a ‘trilateral cooperation’ may seem a vision too distant from the three states’ preferences, through interaction they achieved an outcome of cooperation in International Relations (chap. 1). Intentions of Japan, Korea, and China vis-à-vis Northeast Asian regional cooperation differ (chaps. 3, 4, and 5), but they share a participation in regional initiatives. Through a study of literature, official documents, and interviews, I re-picture foreign-policy profiles of these Northeast Asian states: albeit none of them was reaching for the Trilateral Cooperation in its specific form, this forum emerged as a side-effect of their regional interactions. This research implies that picturing state interests per ‘nation’ state leads to a stalemate in explanations. We can overcome this through allowing for side-effects of state interactions, which explain more effectively how preferences of the states can produce outcomes in International Relations.

Abstract:
The purpose of this comparative and historical study is to consider a reconceptualization of the notion of educational policy transfer, based on an analysis of how the reforms made during the Soviet and US military occupation in the two Koreas influenced the educational development of North and South Korea from 1945 to 1959. The conceptual framework for the research drew on a definition of 'policy' as a comprehensive concept comprising of policy process and practice 'on the ground,' and going beyond a rigid definition of it as a formally recorded and proclaimed statement by a government. This concept of policy enabled me to analyze the process and practice of the educational reforms from a multi-dimensional perspective, incorporating the beliefs of local actors and the bureaucracy of domestic institutions. For this purpose, historical sources including South Korean, North Korean and US government documents, magazines, newpapers, teachers' resumés and guides and the memoires and diaries of important policy-makers were analyzed; historical documentation was complemented by expert interviews with eleven South and North Korean policy-makers and academics. In South Korea, educational reforms were implemented to promote liberal democratic ideals in the education system. Curricular and systemic changes were made to teach democratic procedures and concepts, such as the introduction of the subject social studies, the establishment of a single-track school system, and the introduction of a student-centered pedagogy to primary schools. In North Korea, a socialist-communist ideology, along with an attraction to the Soviet Union as a model state to follow, was extensively promoted through a series of educational reforms as political indoctrination intensified in the adult education and school curricula. In both contexts, the localization of the reforms was affected by cultural and social factors unique to Korea: the authoritarian legacy of Confucianism and Japanese colonization, and the nationalism that had been fostered for the purpose of state-formation. The Korean case indicates that the state-centric, linear and static view of educational policy transfer should be replaced by a new conceptualization which includes the complex web of decision-making and implementation processes that involve negotiations and compromises among various politicians and administrators who are driven by national as well as personal interests and goals. For example, although the educational reforms in the two Koreas were developed by Soviet and US military in order to maximize their long-term security interests in the Korean peninsula, the key actors who implemented the reforms were Korean policy-makers, who had been appointed to key positions of the educational administrations through the bureaucratic politics between the military authorities and the Korean polity. Although the overall objective of the educational reforms was to extend the ideological influences of the Soviet Union and the USA in the Korean peninsula, specific programs and policies for the reforms depended on the Korean policy-makers' understanding and interpretations of different ideologies.

Abstract:
In terms of international competition, the most significant feature of the last thirty years has been the increasing success of first Japan and then other Eastern countries in penetrating the markets of the traditional centres of technological expertise in Europe and North America. The role of design in this success has tended to be neglected in academic studies. The present study concentrates on six firms and four products in the S. Korean electronics industry between 1981 and 1985, a period in which output increased by an average of 20% per year. An attitude survey of company managers and designers views on the role of design was conducted. Finally, an attempt was made to assess the quality of Korean imports to the UK though examination of Consumer Research Association reports. Seven factors are identified as contributing to the success of the S. Korean electronics industry: 1) The role of government in indigenous technological development 2) Adaptation of imported technology rather than adoption 3) Top management involvement 4) The potential of cheap labour 5) Learn lessons from foreign competitors 6) Reduced reliance on Japan and other donors 7) Own products in export For the four products, a high degree of Korean independence in design is identified. This is particularly so for styling and chassis design but less so for the design of component parts. The attitude survey found that there is a tendency for both designers and non-designers in the firms to be in agreement regarding the importance of industrial design, advanced technology and the integration of marketing and design policy with all activities. An overall picture emerges of an industry that claims to support the importance of design but draws some of its ideas from overseas. However, some misunderstanding of the role of design was detected. The thesis concludes that the diverse nature of present and possible future problems requires a synthetic approach involving three parties. namely the government, industry and education, and design education will need to be improved before this can happen

Abstract:
This thesis examines and explains the development of the KEF between its formation in 1970 and 2003. Using a historical and case study approach, the thesis analyses the strategic behaviours of the KEF. The guiding questions shaping this thesis are drawn from the intersection of resource dependence theory and the literature on employer associations. In response to these questions, chronological narrative explains the development of Korea's political economy and industrial relations between 1970 and 2003 as it affected the KEF. It pays particular attention to the growth of the chaebols -- family-owned and controlled business conglomerates -- as political as well as economic forces, their changing relations with government and their labour management strategies. This thesis argues that when Korea's chaebol owners formed their association, the KEF, they did so in the absence of immediate clear or concrete challenges to their business interests. Instead, they evaluated the likelihood of some future external challenges and chose to act on these perceptions. In particular, they strategically chose to prepare for the possible re-emergence of an independent labour movement many years into the future rather than trust forever in governments? repressive systems of labour control. Resource dependence theory proved useful for examining the KEF's internal dynamics. The KEF and its chaebol members were linked through asymmetric inter-dependence. The chaebols dominated KEF membership, took financial responsibility for KEF operations and formally ruled through its governance structure. The KEF's high dependence on the chaebols inhibited any shift away from its chaebol-dominated profile. This also meant that the KEF leadership found it extremely difficult to exert control over member firms' behaviour. However, as the relationship between the chaebols and their external environment changed, internal power resources (industrial relations expertise) and external ones (a militant union movement, tripartite arrangements) helped the KEF Secretariat increase its authority. This allowed it to achieve greater discretionary power in its internal and external domains.

Abstract:
Many studies on Korean economic development exist, but few scholarly works specifically address the relationship between the state and big business groups called the chaebol. The state-chaebol relationship is an important aspect of Korean economic development, but conventional analyses fail to capture the subtleties of the dynamic and tend to moralize rather than elucidate. This study argues that predominantly negative perceptions of close government-business relations tend to obscure the significant positive effects of close co-ordination and collaboration between the state and private capital. It is not the closeness per se that matters as much as the nature and dynamic of the relationship. Moreover, a more careful look at the state-chaebol nexus reveals a relationship in flux, in contrast to the rather static image provided in the media. Assuming that close government-business collaboration poses serious challenges to the economy, effective prescriptions must then be based on accurate diagnoses. Failing to understand the complexities of the state-business nexus prevents one from accurately diagnosing the roots of the current economic problems currently facing Korea. This thesis examines the political factors that influenced state-chaebol relations in South Korea. The causes and the importance of those factors are analyzed in terms of particular economic strategies adopted by the government, aspects of domestic politics, the economic and political influence of the chaebol and the international environment.
