Abstract:
Purpose. The study examines associations of five healthy workplace attributes with trade unionism and nine other industrial and sociodemographic factors. The aims were to illustrate the measurement of workplace health promotion indicators in Western Australia and to identify associations leading to a better understanding of determinants of the healthy workplace. Design. Personal and telephone cross-sectional surveys were performed using population-based sampling frames. The overall response rate was 72%. Setting. Workplaces in Western Australia. Subjects. Random samples of household respondents aged 16 to 69 years in 1992 (n = 1310) and 1994 (n = 1113). Measures. Measures of association between healthy workplace attributes and trade unionism were adjusted for workplace location, size, sector, and industrial classification. Results. Trade unionism was strongly associated with healthy catering practices (adjusted OR 2.05; 95% CI 1.30 to 3.23), sun protection practices (2.66; 1.69 to 4.17), disability access (1.47; 1.10 to 1.95), and worksite health promotion programs (2.56; 2.07 to 3.17). A weak and nonsignificant association was observed with restrictive smoking policies (1.21; .95 to 1.55). Generally, healthy workplace attributes were reported less often by respondents working in rural locations, in the private sector, and at small worksites. There was no consistent relationship with sociodemographic factors, including an index of social disadvantage, but members of blue-collar occupations experienced a low prevalence of restrictive smoking policies. Conclusions. The study raises the hypothesis, but cannot confirm, that trade unions could provide a means for employees to pursue the creation of a health-promoting workplace. Small business represents an excellent target for health promotion activities.

Abstract:
Human migration is often a result of flight from post-conflict socio-economic disintegration, where dysfunctional marketing systems exacerbate the suffering of people. Despite the potential trauma and disruption incurred, a move away to systems perceived to be better are favored. Using a historical research approach, this article focuses on the end of World War II that heralded an unprecedented humanitarian crisis involving millions of displaced persons, marshalled in Displaced Persons’ (DP) Camps. This investigation focuses on the “Beautiful Balts” megamarketing campaign in Australia, the promotion of a handpicked consignment of DPs from the Baltic States of Lithuania, Latvia and Estonia to host-to-be communities, in order to satisfy the economy’s growing need for fresh industrial labour input. The authors argue that this campaign was crucial in dismantling the “white only” frame through the use of the hitherto undocumented process of frame demystification. This campaign set the stage for the opening up of Australia to greater numbers of post-WWII DP migrants from different ethnicities and fundamental changes to beliefs and practices that configured Australian marketing systems of the day.

Abstract:
Summary The promotion of systematic occupational health and safety management (SOHSM) represents a comparatively recent but significant realignment of regulatory strategy that has been embraced by many, if not most, industrialized countries. As yet there has been little critical evaluation of the origins and implications of this shift, and to what extent the experience of these measures differs between countries. This article seeks to start the process of answering these questions by comparing SOHSM in Norway and Australia. We identified a number of common challenges (problems of “paper” compliance, limited union input and the growth of precarious employment). In particular, the article highlights the interdependence of OHS and industrial relations regulatory regimes and argues the move away from inclusive collectivist regimes places significant constraints on independent vetting of SOHSM—a crucial element in their effectiveness.

Abstract:
Extreme summertime heat is becoming a major issue for aircraft operations. As global temperatures continue to rise, some of the heaviest planes on the longest flights may eventually be unable to depart during the hottest part of summer days. During summer days, some airports have to reduce the payload of aircraft, including cargo and/or passengers in the hotter days of summer. Nonetheless, there is no existing body of research on the potential for airport cooling. Furthermore, extreme heat on the ground also affects airport workers; loading and unloading luggage and servicing platforms between flights could become more arduous. With global warming proceeding, it is becoming increasingly urgent to find a suitable strategy to cool airport environments, perhaps by irrigation of a vegetated landscape. All airports have large enclosed areas (usually of grass) acting as a buffer between airport activities and the adjacent industrial, commercial and residential land utilization. This paper describes the trial of irrigating the buffer area of Adelaide airport and analyzes the performance of irrigation cooling for Adelaide airport, examining whether this can benefit human thermal comfort. Results indicate that irrigation provides cooling, and the cooling effect reduces along with the increasing instance from the middle of the irrigation area. At 15:00, the average air temperature was 1.8 °C cooler in the middle of the irrigation area than in the non-irrigation area, and the relative humidity was 5.8% higher during the trial period. On an extremely hot day (the maximum air temperature was 45.4 °C), it was 1.5 °C cooler in the middle of the irrigation area than upwind the of irrigation area, and 0.8 °C cooler than downwind of the irrigation area at 13:00. Human thermal comfort (HTC) is unfavorable in the runway, but greater improvements can be made through promotion of irrigation.

Abstract:
Sound, large scale and systematic research into why health professionals want to leave their jobs is needed. This study used psychometrically-sound tools and logistic regression analyses to determine why Australian speech pathologists were intending to leave their jobs or the profession. Based on data from 620 questionnaires, several variables were found to be significantly related to intent to leave. The speech pathologists intending to look for a new job were more likely to be under 34 years of age, and perceive low levels of job security and benefits of the profession. Those intending to leave the profession were more likely to spend greater than half their time at work on administrative duties, have a higher negative affect score, not have children under 18 years of age, and perceive that speech pathology did not offer benefits that met their professional needs. The findings of this study provide the first evidence regarding the reasons for turnover and attrition in the Australian speech pathology workforce, and can inform the development of strategies to retain a skilled and experienced allied health workforce. What is known about the topic?There is a recognised shortage of speech pathologists in Australia, and a growing need for their services. Despite this, there has been no large scale systematic investigation to clarify the reasons why Australian speech pathologists may be leaving their jobs or the profession. What does this paper add?This is the first large scale nationwide investigation into why Australian speech-language pathologists leave their jobs or the profession. Approximately 31% of Australian speech pathologists intended to change jobs and 13% intended to change professions in search of opportunities for promotion, better pay and more rewarding and interesting work. The traditional assumption that speech pathologists have been leaving the profession due to family responsibilities was not supported, as it appeared that speech pathologists without young children were more likely to explore roles outside the profession. What are the implications for practitioners?One way to address the issues raised in this study is for practising speech pathologists to increase their participation in industrial, organisational, educational and professional activities such as negotiating working conditions and lobbying. Student supervision, mentoring and professional supervision are important avenues for developing resilience and such skills that have not traditionally been given priority in the education of health professionals.

Abstract:
With global warming, China’s agricultural products are facing severe production conditions and a complex international trade situation. In order to clarify the relationship between climate change and China’s agricultural trade, this paper uses the GTAP model to explore the impact of climate change on China’s agricultural trade from the perspectives of agricultural production and supply, energy substitution and trade policy. The results show that: (1) From the overall effect, the production supply risk and energy substitution risk caused by climate change have a positive impact on China’s import trade, among which the energy substitution risk has brought about an import trade growth of 38.050%, the production supply risk has brought about an import trade growth of 12.635%, and the trade policy risk has a negative impact, bringing about an import trade decline of 12.589%. (2) Under the impact of production and supply risks caused by climate change, the import volume of different industrial sectors has increased by varying degrees, including livestock products (16.521%) > food crops (14.162%) > cash crops (7.220%). The increase in import trade mainly comes from the United States (10.731%), Canada (10.650%) and Australia (9.455%). (3) Under the impact of energy substitution risk caused by climate change, the increase in import trade was concentrated in food crops (48.144%) and livestock products (42.834%), mainly from the United States (57.098%), the European Union (55.014%) and Canada (53.508%). (4) Under the impact of trade policy risks caused by climate change, the import trade of different industrial sectors showed a downward trend, with cash crops (13.039%) > livestock products (12.588%) > cash crops (12.140%). The countries and regions with significant decline in import trade were ASEAN (−46.131%) and the United States (−28.028%). The trade deficit shifted to surplus, and the terms of trade were improved. Therefore, this paper suggests that we should deal with the impact of climate change on agricultural trade by developing “climate smart” agriculture, actively responding to low-carbon trade measures, and establishing an agricultural trade promotion mechanism to address the risk of climate change.

Abstract:
This article suggests four criteria that any Australian Government should satisfy in promoting new forms of social and commercial engagement in the Australia—China economic and trading relationship. Any Free Trade Agreement (FTA) should require a high level of commitment to meet four standards. First, the inclusion of a labour clause within the agreement. Second, the government must now ensure that there is no disadvantage to Australian industry particularly for the purpose of applying anti-dumping provisions. Third, an Australia—China FTA would need to demonstrate how the economic and trading relationship would become more balanced and why a bilateral FTA will not further compromise the multilateral system. Fourth, the government must demonstrate its commitment to make Australia free trade ready so the nation can maximize the benefits and minimize the costs of commercial engagement with China and other counties. Ultimately corporate globalization will only work for the world's workers and their families when it is underpinned by a fair set of global rules including labour rights.

Abstract:
This paper addresses the manner in which the Commonwealth Scientific and Industrial Research Organisation (CSIRO) transferred its technology to Australian industry during the period 1949 to 1979. The analysis is framed within the changing economic and political scene in Australia and the changing expectations for public research organisations such as CSIRO. During the 1950s and 1960s CSIRO gave little direct attention to the processes of technology transfer but instead, following the prevailing wisdom, focused on high quality science and relied on existing extension services and patenting to capture the benefits from its research. This ‘science-push’ approach proved successful for Australia’s rural industries but, with a few exceptions, less so for the country’s secondary industries. By the early 1970s CSIRO faced pressures for change, induced by a tougher economic climate and changing views on the role of public research institutions. A shift toward greater customer relevance in its research would also need to be matched by new thinking about technology transfer.

Confronted by a marked decline in trade union density, the union movement in Australia bas responded by promoting the restructuring and amolgamation of trade unions. As a result, the number of active trade unions in Australia has fallen markedly since 1990. Despite tbis, the decline in trade union density accelerated during the 1990s, leading some analysts to suggest that the union amalgamation process may actually have been counterproductive in terms of overall trade union membership. This article tests this hypothesis using panel data collected as part of the Australian Workplace Industrial Relations Survey. A regression model of changes in union density in the period 1989/90 to 1995 is developed and estimated. The results indicate that while declining union numbers have been associated with the decline in union density, none of the blame for the fall can be traced to the amalgamation process.

Research conducted within the Victoria Police has previously highlighted problems in the area of employee health and fitness. Officers of law enforcement agencies require a level of health and fitness which will enable them to effectively carry out their daily duties. While much of a police officer's shift is sedentary in nature, intermittent bursts of physical activity require enhanced levels of physical fitness. Despite these physical requirements, after a brief probationary period, police officers are not normally required to undergo any form of medical or fitness assessment for the rest of their careers. A project was conducted within the Victorian Police Force entitled "Operation Physicop" over a twelve month period in a geographical area called 'Y' District (now 'F' and 'G'). The project aimed to measure the effectiveness of workplace health promotion within the Victoria Police Force by measuring changes in several health and fitness parameters as a result of interventions aimed at influencing health behaviour and the workplace environment in a positive way.
