Abstract:
The Ukrainian market of graphic design, which belongs to the sphere of creative industries, demonstrates high rates of development. The derivative nature of commercial demand for graphic design services, including professional design services, is determined by the dominance of video content in the network, the introduction of innovative technologies through digitalization of virtual space in the formation of social media feeds, loyal attitude of the target audience to integrate advertising, personalized and relevant offer active development of stock image, video and music platforms. The total amount of taxes paid by the design industry during 2016-2018 amounted to UAH 259 million. In 2019-2020, the amount of taxes paid by this sector will increase one and a half to two times a year. The individualization of advertising appeals has led to the need for in-depth study of the content and characteristics of attributes and values of goods that influence consumer purchasing decisions by marketers, designers and other professionals in related fields. A separate area of research is to study the impact of the psychology of design decisions on increasing the loyalty of end users and increase sales of companies in the sector. The application of a customer-oriented approach in the Ukrainian graphic design sector actualizes the identification of the tasks facing design from the standpoint of marketing approach. The aim of the study is to present the results of the study on the impact of psychological aspects of design decisions on the effectiveness of customer companies through such marketing tools as increasing brand awareness, increasing loyalty of end users, deepening interaction with content, feedback and more. Graphic design is an integral part of industrial and trade policy, as well as one of the marketing tools used in the process of product creation and customer service, pricing, advertising, branding, merchandising and more. The main tasks of design stem from the mastery of basic psychological principles in creating the concept of design (von Restorf effect, Gestalt principles, visceral reaction, color psychology, psychology of form, double coding theory, cognitive load theory). The expansion of marketing areas of design in the practice of service providers has led in the largest cities of Ukraine to the formation of sustainable design communities, the beginning of professional design activities, the introduction of niche publications, public procurement and more. As a result, there is an increase in the capacity of the design market – the total cost of procurement of design services for the period 2016 – by August 2019 increased to UAH 62 million. It has been established that the biggest competitors in the market of graphic design of Ukraine are now the design agency «MUZIKA.UA», graphic design studio SHANKA; Bypaul design studio; BRANDME; Wezom; Marat and Abordazh. On the example of projects of the agency «MUZIKA.UA», a leader in the design market, analyzed the effectiveness of design decisions in terms of: brand awareness, by measuring the average website traffic, levels of interaction with content, sales growth and market share due to design solutions per month. Based on the study of the economic situation in the design market of Ukraine, the practical involvement in the market of graphic design of one of the authors allowed to identify the main problems of market development. By identifying the main problems of the development of the graphic design market, directions for solving problems have been formed and proposed for practical use. The intensification of intra-industry competition requires a study of the levels of concentration in the target markets of graphic design, taking into account the risks of marketing and financial activities, which should be the subject of a separate study.

Abstract:
This paper examines the role of theory in public procurement research. Theoretical rigour is integral to management science, yet little is known on the extent and form of theory in public procurement. With the field starting to mature, addressing this issue is timely. From conducting a systematic literature review we find that 29 percent of articles are theoretically grounded, with the incidence of theory having increased in recent years. Economic, sociological, psychological, and management theories are all in evidence, but micro-economic theories predominate. Our findings also show that survey reporting and case studies account for almost half of all studies; procurement research is focused on organizational-level aspects more than regulatory-policy issues or public buyers; and studies to date have largely emanated from the North American and European regions. The contribution of this paper lies in clarifying the theoretical underpinnings of public procurement. Out of this we highlight the need for greater theoretical rigour, point to the under-use and even absence of theories that could have high validity and utility, and suggest a narrowing of research foci.

Abstract:
Under the premise of coordinated procurement bilateral and multi-issue negotiation, adaptive negotiation strategy has become an essential factor for multiagent conflict resolution. This paper studies an adaptive negotiation strategy based on selective integrated learning, which effectively improves negotiation. First, take the suppliers and purchasing companies in the cluster supply chain as the research objects and analyze the characteristics of multilateral negotiation of collaborative procurement. Secondly, the support vector machine algorithm performs adaptive learning for each evaluation data set to estimate the concession range. On this basis, remove the few submodels that perform poorly, recombine the calculation weights, and establish a multiagent clustered supply collaborative procurement negotiation model. The simulation experiment proves the feasibility of the adaptive negotiation strategy and the effectiveness of the adaptive coordination strategy based on selective ensemble learning proposed in this paper from the aspects of concession range prediction error rate, prediction accuracy rate, and negotiation utility.

The notion of stress has became as the same time very popular but is sometimes used improperly or with many exaggerations especially concerning the recommendations of practical solutions suggested for stress management. The stress producing stimuli, many physiological processes go into action, probably through different paths in close connection; the response is, therefore, an interaction between the organism and his environment. The emotional component takes part in the response reactions through the somatic effect of which it influences the behaviour. The man having lost his last connection with the world grieves duple and his environment must pay great attention not to lose also him. Every medico-surgical intervention belongs to the stress factors. Both contain psychopathological elements and a long psychotherapy accomplished by a specialist is needed, considerate-protective environment for the accommodation in the normal life, for the resocialization. The biological stress is a long succession of active, interactive mutual effect. This relation which always consists of the difference of value-power-intensity is, like an example of today, a chain of action of two fighter during which they get the offensive and defensive conduct in exchanged role. From the point of view of the human individual life the psyche (psychism) is a subsystem. If still we take it out of this relationship with investigational aim then we have to consider it a system.

Aim. The presented study aims to analyze the features of information support and use of digital technologies for creating an electronic format of public procurement logistics in the Russian FederationTasks. The authors investigate the theoretical aspects of the functioning of the public procurement system and assess its efficiency in the Russian economy at the current stage; determine the reasons and objectives for creating an electronic logistics format for procurement activities to meet public needs; analyze potential efficiency following the development of digital logistics in the contract system of public procurement in the Russian Federation.Methods. This study uses general scientific methods of cognition to analyze the digital development of the public procurement system and determine directions for further development.Results. Improving the functioning of the contract system for procurement activities in the Russian Federation requires information support and practical application of digital technologies to create an electronic format of public procurement logistics. Reasons for the rapid creation and development of the electronic format of public procurement logistics include such factors as the spread of the COVID-19 coronavirus pandemic and digital transformation of the public administration system and the national economy, including the logistics industry. The economic efficiency of the electronic format of public procurement logistics consists in automating logistics processes, increasing integration with other structural authorities that ensure the functioning of the contract system, reducing time costs, preventing corruption and most violations during procurement activities.Conclusion. The digitalization of the national economy and the public procurement system is the result of a necessary process associated not so much with the transition to the post-industrial era or with the beginning of the fourth industrial revolution, but rather with the logical continuation of the large-scale public administration reform program that started in the 1980s in Western countries.

Actual problems of industry and environmental aspects of their manifestation have been designated. To reduce the negative impact of industry on the environment, the authors suggest using public procurement tools. The main measures carried out by the state in the interests of ensuring environmental-oriented purchases of industrial products have been given. It has been proposed to expand the practice of using life-cycle contracts as the main way of state support for environmental-oriented procurement, which will subsequently allow you to use effectively available resources, taking into account the environmental factor. There is a large number of different methods for determining the stages of the product life cycle. An attempt was made in this article to describe the application of the environmental factor at each stage of the product life cycle using the example of industry.

The COVID-19 pandemic has placed remarkable stress on all aspects of society, from health care and the economy to the psychological well-being of communities. While the crisis is still playing out in the United States and around the world, it is nevertheless appropriate to begin to assess its impact. This article asks: What documentable public failures provide a deeper understanding of the U.S. government COVID-19 responses’ impact on supply chains? Case examples show that markets were adversely affected in ways that caused avoidable shortages of critical goods and supplies. Moreover, public procurement effectiveness was likely reduced by short-run efforts to obtain political advantage. The article begins with a brief review of disaster procurement, highlighting how public procurement professionals tried to respond to the COVID-19 pandemic. The next section delineates three politically led phenomena that adversely impacted procurement’s ability to acquire the needed goods and services, including a lack of cohesive strategy in acquiring essential personal protective equipment; preference for unproven drugs and magical thinking; and cozy relationships between the public and private sectors. The article concludes by discussing the centrality of public sector procurement professionals as a critical link for effective provision of government services, especially in times of crisis.

Moreover, several direct and indirect antecedents of customer attractiveness are identified, including characteristics of the buying firm’s procurement department (i.e. procurement knowledge and procurement status) and supply chain relationship characteristics (i.e. proficiency of supplier collaboration and visibility).Research limitations/implicationsBecause of the survey approach, the research results are limited to the data collected.Practical implicationsFindings support the relevance of collaborative relationships in improving performance, and the key role procurement department could play in managing the multifaceted aspects of supplier collaboration.Originality/valueThis paper investigates, on the one hand, why customer attractiveness is relevant for supply chain management, and what are the effects on innovation and cost performance ensured by suppliers; on the other hand, antecedents of customer attractiveness are considered, with a main focus on organizational and relational procurement variables.

This research is dedicated to stenographic transcriptions of reminiscences of the executives and employees of the Moscow Automobile Factory named after I. A. Likhachev (AMO ZIL). The goal consists in determination of information capacity of stenographic transcription of reminiscences as a source for studying the socio-psychological aspects of the history of industrial enterprises. The author examines the following aspects: reflection in stenographic transcriptions of the views of company’s executives and technician engineers upon the industrial process;  different aspects of economic culture of the company; socio-psychological image of employees and their relation to development of the company, local and nationwide sociopolitical processes, technological difficulties; perception of collective environment by the staff members; working and living conditions. In the course of study, the author applied socio-psychological and illustrative methods based on the comprehensive analysis of sources. As a result, the author determines high informational vale of stenographic transcriptions of reminiscences, demonstrate possibilities its implementation in studying socio-psychological aspects of the history of industrial enterprises, namely economic culture, mentality of technical officers and staff members, atmosphere inside the collective, motivation and incentive system for employees, role of interpersonal relations in establishment and functionality of the company, views of executives and technician engineers on the industrial process, etc. Previously unstudied archival materials were introduced into the scientific discourse.

Subject under consideration in the article is memory as entire, complex and uninterrupted process and lecturer’s influence on character of students’ memory processes. Efficient techniques for improving memory processes of various scientists and the features of modern technologies for English vocabulary memorizing have been studied; non-traditional ways of words memorizing in the English language teaching methods, shown good results in practice have been proposed. The author has analyzed the inclusion of psychology for studying English. The psychological aspects of efficiency increasing of new words memorizing in English classes have been shown. It has been proposed that teachers take into account the individual differences of students in perception and memorization of new English vocabulary. The use of psychological methods of mnemonics and pictograms in English classes has been also considered. Recommendations concerning positive consequences of lecturer’s impact on character of students’ memory processes have been given in the article.

Abstract:
The use of public procurement as a vehicle for achieving public policy objectives can conveniently be traced to the Fair Wages Resolution which was adopted by the British House of Commons in 1891. This technique was subsequently adopted in many jurisdictions, and finds clear expression in the International Labour Organisation (‘ILO’)'s Labour Clauses (Public Contracts) Convention 1949 (No 94) (‘Convention No 94’).1 This article describes the British model and its international progeny, and then examines a controversial and unusual Australian mutation in the form of the National Code of Practice for the Construction Industry (‘Code’) and the various iterations of the associated Implementation Guidelines (‘Guidelines’) which have been adopted since 1998. It suggests that the Code and Guidelines, especially under the Howard Government, constitute a perversion of the traditional use of public procurement as a vehicle for the implementation of public policy in the industrial context. That is because they were directed to the curtailment of the rights of workers and their organisations rather than protecting employment standards and promoting collective bargaining. The article argues that the Code and Guidelines sit uneasily with accepted notions of the rule of law in a number of respects, and with certain aspects of Australia's obligations in international law. It also discusses the Fair Work Principles (‘FW Principles’) which have applied to all aspects of procurement by the Commonwealth since January 2010, and suggests that they embody an approach to public procurement and the promotion of social objectives which is rather more in keeping with international best practice than that reflected in the Construction Industry Code and Guidelines.

The Fourth Industrial Revolution from the forecasted phenomena becomes a reality of today. The introduction of information modeling technologies in construction is in accordance with the spirit of the times and thcMe opportunity to move from the lagging sectors to the advanced ones. Such a transition is accompanied by socio-psychological aspects, connected, first of all, with the features of interaction in human society. The technologies of the Fourth Industrial Revolution and the risks associated with them in comparison with modern building trends are considered, the difficulties in applying BIM technologies in the sociopsychological context are indicated, and preventive measures are proposed to prevent such difficulties through changing the ways of organizing joint activities of construction companies around a unified information model.

Abstract:
As a result of the analysis of defence spending in European countries for the period 1990–2022, the author reveals a trend towards underfunding of their defence-industrial base. Due to the fall in defence spending, there is a reduction in European defence companies in Europe, some companies go into the commercial sector, the other part is trying to consolidate. The armed forces of European countries conduct exercises and fight on a multinational basis, and purchase weapons on a national basis. This situation does not allow industrial enterprises to consolidate demand, which makes it possible to increase production volumes. By researching the state of the defense-industrial base of European countries, it becomes evident that there are disagreements between the states of Europe about which is better to buy samples of weapons. Some are in favor of purchases in the United States, others – for joint European projects, and others – for national ones. For example, for fighters, we are talking about choosing between the F‑35, Eurofighter Typhoon, Dassault Rafale or SAAB. A study of data on arms exports from the United States to Europe shows that Europe has lost its status as the main export destination of the United States. The results of research illustrate that the procurement of weapons is a long and complex process, the programming of the construction of the armed forces and the costs are planned, taking into account the threats of tomorrow, in advance. The research findings indicate that the prevailing conditions of peace and stability of the last 30 years have shaped the image of the defense industrial base of European countries unable to produce military products in large quantities and in a short time. The author comes to the conclusion that the ambitions of Europe exceed the available resources.

Introduction: currently, the normal development of the political, economic and legal spheres is significantly affected by the outbreak of the COVID-19 declared a pandemic by the World Health Organization. The epidemic attracted the attention of health professionals and the population around the world, as previously the coronavirus infections in humans did not go beyond the acceptable level of a biological risk. The current events directly related to the pandemic affect all areas of our habitual way of life, its legal component, including the sphere of procurement for the state and municipal needs. Objective: to study the features, positive and negative aspects of the legal regulation of the contract procurement system for the state and municipal needs in the conditions of introduction of innovative management technologies during the coronovirus pandemic. Methods: the methods of systematization, analysis, and comparative law are used. Results: the author analyzed the innovations in procurement for the state and municipal needs in the context of the pandemic; the specifics and features of the development of the system of state and municipal procurement in the paradigm of industry 4.0 during the pandemic are determined; the shortcomings of the current civil law mechanism for protecting the rights of legal entities in the field of procurement for state and municipal needs based on industry 4.0 technologies during the pandemic are identified; identified the possibility of abuse due to the temporary relaxation of the legislation on public procurement; identified the possibility of the legal qualification of the coronavirus as force majeure, the circumstance that makes it impossible to fulfill the obligations; proved that the introduction of the ability to purchase from a single supplier can negatively affect the activities of small and medium-sized enterprises. Conclusions: the innovations in the legal regulation of procurement for the state and municipal needs amid the pandemic in the context of the fourth industrial revolution contain a number of positive aspects: the launch of many digital services; the simplification of the procedure for conducting purchases in the event of force majeure and emergencies; easing the requirements for small and medium-sized businesses; expanding the opportunities to change the term and price of the contract; the changes in the procedure for applying penalties, etc. However, we should not forget about the possible negative consequences of easing the rules of public procurement: the probability of reducing the efficiency and effectiveness of procurement; the appearance of corruption and its manifestations; the abuse at every stage of public procurement; the difficulties in justifying the real impact of the pandemic on the execution of the state order; the ability to purchase from a single supplier can negatively affect the activities of small and medium-sized enterprises; the risk of the violation of antitrust laws due to constantly changing regulations and other consequences.

Abstract:
The article deals with the modern aspects of “shadowing” economy as socio-economic fact. The definition of “shadowing economy” is revealed not to be regulated by the legislative acts of Ukraine. Retrospective analysis of the legal regulation of the term “service” proves a diversity of modern interpretation of this category in the legal documents of Ukraine. Currently, the essence of the term “commerce service” is not regulated by any document. The results of the official integrated estimation of the size of the shadow economy do not show its real state and development tendencies by the types of economic activity differentiated according to the specific areas and types of services. The absence of a clear definition of the object of procurement, primarily the service sector, which leads to manipulation and inefficient use of funds is established to be one of the main factors determining the corruption risks in the system of public and sub-procurement. Nowadays, the State Classifier of Products and Services DK 016:2010 (SCPS) defined as the potential basis for industrial classification of products/services is a systematized summary of product names and services with their coding according to the hierarchical system of classification. The peculiarities and problems of implementing SCPS and the other classifications in the service sector are analyzed. The article proves that the State Statistics Service of Ukraine ignores methodologically SCPS as the ground for statistical classifications named “base for classifier conflicts” under stagnation of the national classification system, which preserves the risks of increased ‘shadowing’ in accounting and procurement and blocks the potentially transparent commercialization of services and their cumulative impact on socio-economic growth by different types of economic activity. The paper suggests the range of elements to be defined as integral elements of the legislative mechanism for the economy unshadowing in the service sector.

The article's research is centered on the transcripts of industrial conferences, meetings and reunions of the Moscow Automobile Plant named after I.A. Likhachev (AMO ZIL). The aim of this study is to determine the information potential of the transcripts taken during factory meetings concerning production issues and to use them as a source for studying the socio-psychological aspects of the history of industrial enterprises. The author examines in detail many aspects of the topic, including the transcripts' reflection of the views of enterprise managers, unit leaders, engineering and technical workers and workers in the production process, the features of the business culture, and the motivation of production participants. In working with transcripts, the author applied the socio-psychological and illustrative methods to a comprehensive analysis of sources. The research revealed a high saturation of information contained in the transcripts of production meetings, showing the possibilities of their use for studying the socio-psychological aspects of the history of industrial enterprises, in particular, the economic culture, the mentality of organizers and production participants, the atmosphere within the team, the views of managers and employees on the production process, their work motivation, as well as other issues. This study explains efforts for street children to obtain Islamic Education. Islam as a way of life gives a thorough attention to the growth and development of children physical and psychological aspects. The problem is, the majority of street children are neglected in the field of education because of dropping out of school in the productive age. The existence and activation of Islamic boarding schools, NGOs, and even educational volunteers have not been maximized. One sample, according to Social Rehabilitation Section Data, Malang City Social Service, total number of children in 2014 is still 548 children.This study is a type of library research, through qualitative descriptive approach with data collection method of documentation study. Specifically, according to the results of the study, humanist, dialogical, reflective, expressive, and basic needs fulfillment approach is suitable. The form of modeling (“uswatun khasanah”) with parenting pattern can give impact. This research suggestion, Islamic education can be done through formal form, nonformal, and informal. Pondok Pesantren, shelter houses, and mosques can be a means, including cooperation among Non Government Associations (NGO's). At the end of the analysis, the researcher suggests that there is early psychological diagnosis and procurement of exclusive kiddos/kindergartens.

The aim is to study the psychosocial aspects of adjustment disorders in women. Materials and methods: 54 women with diagnosed adjustment disorders (F43.2) who applied for advisory support were examined. The analysis of their anamnestic data with the help of a special questionnaire was performed, a clinical and psychopathological examination was conducted. To study various aspects of psychosocial maladjustment in this contingent of patients “The Stress Scale” by T.H. Holmes and R.H. Rahe (1967), “The Scale of Psychosocial Maladjustment” by L.O. Herasymenko, A. M. Skrypnikov and M. Rokeach methodology of studying of the value orientations (Fantalova O.B. modification, 1992) were used. Results: In 77.8% of cases a mixed type of maladjustment with dominance in the internal structure of factors of family and industrial maladjustment and in 29.6% a family maladjustment monovariant were identified. In most cases, the family and production variants were combined and a mixed variant of maladjustment was diagnosed. At the same time the most serious forms of maladjustment related to the sexual sphere. Analysis of the structure of psychosocial maladjustment of patients with adjustment disorders showed that the most typical manifestations of this disorder were the following: dissatisfaction with a sense of comfort (75,95 %), dissatisfaction with the psychological climate in the family (62,03 %) and with the period of marriage (62,03 %), dissatisfaction with psychological relationships with colleagues (60,76 %) and with the psychological relationship of the spouse (60,76 %) and a high multiplicity of irritation (54,43 %). Conclusions: The leading factors of maladjustment among the examined women were the stress in subjectively significant areas of activity and the conflictual nature of the desirability and accessibility of basic life values.

The internal structure of a market economy is dual and depends on interacting factors. The first group of factors – production, creative, the second – moral and psychological. Each of these groups has ten aspects of self-realization. The thirty-year period of functioning of the modern market economy in Russia has shown that negative moral and psychological aspects have been greatly developed in our country. As a result, seven ideological mistakes were made and great damage was done to the domestic industrial and especially agro-industrial sectors of the national economy. This serves as a basis for a critical analysis of the path traveled and the search for a new course of development of the country, ensuring the full development of the productive creative factors of the market economy.

Some decisive elements of implicit or explicit technology policies have escaped policy attention in France. These elements and their relationship with patterns of regional development are highlighted in this paper. The ‘modernization’ strategy in France is examined first, and then the regional dynamics of high-technology production are explored. Subsequently, the role of military expenditure in regional development processes is evaluated. It is concluded that this implicit policy has dramatically altered the character of industrial activity bundles in selected regions and has greatly influenced their potential for future technology-intensive growth. The regional subsidies and incentive policies have proven less important, insofar as modernization and technological change is concerned, than the military expenditures. It is argued that there is little evidence that the impressive military procurement program is integrated with other aspects of regional policy and no evidence that it is playing a role in the industrial restructuring of the older industrial areas.

This paper details the research conducted as vacation work undertaken for Touch Prosthetics during which an electroencephalogram (EEG) headset was used to analyse psychological priming effects on subjects’ concentration levels using visual and audial stimuli. The experimental procedure consists of a visual aspect and an audial aspect during which a participant’s brain activity was measured when exposed to their self-reported favourite colour or music genre, respectively. The findings of both aspects of the experiment may have applications in an industrial environment as a measure to improve employee concentration, and consequently ensure health and safety by minimising hazards due to poor concentration.

The transition from paternalistic to market model of human resources management at enterprises dramatically changes the system of social-labor relations, which determines the relevance of the research. We demonstrate that the model of state paternalism that formed the basis of government approach to human resources management at enterprises is being changed in transition to management based on liberal-economic model. We prove that successful performance of enterprises during the transition to the paradigm of liberal-market relations will rely on the ability of management to modify the human resources management.

The geopolitical, socio-cultural, economic changes that have burst into society in connection with the pandemic are the impetus for the development of extremist manifestations and the terrorist threat, which determines and emphasizes the relevance and vital need for a deeper study and improvement of psychological support and psychological training of police officers in places of mass activities. The article examines the features of conflict situations that arise among police officers in the activity of protecting public order during mass events. Particular attention is paid to the analysis of the experience of the police in Lower Saxony (FRG) and the current police officers in Russia. Thus, a survey of police officers (85 senior officers) enrolled in refresher courses in 2018-2019 revealed the main positive examples of successful actions: work with leaders (instigators of mass riots), including their operational isolation (40% respondents); coordinated work of all forces and means involved in the protection of public order, at the same time, timely and reliable information to the head of the operational headquarters (40% of respondents); tightening the access control and cutting the crowd into sectors (50% of the respondents), etc. In the conclusion, the main tasks are outlined, by which police officers will be able to minimize conflict situations in special conditions.

The article is devoted to the problem of psychological support of military personnel of special units of the Armed Forces of the Russian Federation, which is relevant in the context of the new Regulation on the Psychological Service of the Armed Forces of the Russian Federation in 2021. The content of the main tasks and functions of the psychological service of the Armed Forces is presented. Special attention is paid to the description of psychological support and the specifics of its implementation in the system of personnel work and combat service in the Armed Forces. On the example of psychological support of military personnel of special units, the activities that are aimed at social and psychological adaptation of military personnel; didactic adaptation of military personnel; the possibility of professional self-determination; the opportunity to develop professional skills; correction and improvement of the work of the command staff are identified. The conditions for the implementation of psychological support for military personnel of special units are described. As a result of the study, it is established that during the last decade, the problem of theoretical and methodological justification of psychological support continues to be relevant. At the present stage, "psychological support" is considered as a multi-faceted phenomenon, widely used in various aspects of life. The formation of the conceptual and categorical apparatus is also aimed at improving the legal culture while improving the regulatory legal framework for the departmental psychological practice of the Ministry of Defense of the Russian Federation.

Abstract:
This study addresses the challenges and opportunities that small European states face when weighing their defence industrial policy options. The article builds on a technology–based small state industry governance model by adding a defence industry–specific layer. This model is used to analyse how defence industries of small states could contribute to the European Union common defence industrial policy, and how the latter could likewise be beneficial to small member states. The paper discusses defence industrial policy challenges and opportunities both from the wider European Union and small state perspective. Global and regional geopolitical trends are explored among other specific topics, as are aspects of regional and domestic governance like the market structure, procurement, and R&D. The article concludes that small European states could both win and lose with the establishment of a common defence market, depending on the market design. Ideally, it should be combined with the simultaneous creation of an EU defence industrial policy that enables smaller, and especially less developed, member states to maintain and advance their own industries, preferably participating within the value chains of defence industries of the larger countries.

The moral and psychological training of the employees of the internal affairs bodies of the Russian Federation is aimed at the formation of the state and at the same time patriotic worldview among the employees of the internal affairs bodies, as well as the professional culture of an employee of the internal affairs bodies. One of the goals of moral and psychological training is the formation of employees of internal affairs bodies of moral and psychological readiness to perform official tasks in any conditions of the situation. In connection with the versatility of the moral and psychological training of personnel, attention is paid to the organizational aspects of conducting classes. The main features of the moral and psychological training of employees of the internal affairs bodies of the Russian Federation are highlighted. Emphasis is placed on the forms of conducting classes on moral and psychological training. The article discusses training technologies that are or can be used in organizing and conducting classes on the moral and psychological training of personnel of the internal affairs bodies of the Russian Federation. During the period of COVID-19 pandemic when mostly all the universities have transferred to distant learning, the educational effect of many interactive methods partially reduced. However, simulation is underestimated by university professors and scarsely used in the educational process. Despite a profound interest in interactive methods, theoretical and practical issues of simulation still need examination, especially in the context of competence-based education. In present research pedagogical, psychological and linguistic issues of simulation are studied. Though, simulation is often referred to as a method or a game, we consider it to be an educational technology. Contrary to entertaining simulation, educational simulation used as technology usually is more than a case, because it has a structured scenario with a system of rules and prohibitions, which are created with a certain idea of forming specific competences. The practical part of the article contains a description of the empirical study of the simulation technology results used at English lessons at the technical university, which prove a high educational efficiency of simulation technology in the professional development of future engineers of agro-complex.

The measurement of the effects of an antidepressant on psychomotor ability and cognitive processing tests is important for three reasons. Firstly, because a change in psychomotor and cognitive function is one of the truly objective assessments of psychotropic activity of a drug. Secondly, since batteries of psychological tests are often analogues of the essential aspects of real-life behaviour, performance changes can reflect the potential impairment of the activities of everyday living such as car driving, operating industrial machinery, and domestic tasks. Thirdly, since Widlocher (1983a,b) has proposed that mental and psychomotor retardation are a primary expression of depressive illness, psychomotor and cognitive tests can be used to measure the extent to which a putative antidepressant affects these psychological functions. Psychopharmacological testing can thus indicate the ‘safety’ of the drug in clinical usage by establishing an index of the behavioural ‘toxicity’ of the substance. It can also objectively determine the magnitude of the drug's psychoactive properties, and the extent to which a particular compound affects information processing and cognitive function. Substances which have a negative action on these aspects of psychological integrity could be regarded as counter-therapeutic, as they are making psychomotor and mental functions worse.

Abstract:
Hygienic studies have shown in the cockpit of aircraft and helicopters of crew equivalent levels of sound and vibration in most cases to exceed the maximum permissible levels. There was an exhaustion of the labor process of flight crew members (FCM) due to the high intellectual, sensory, emotional loads caused by the elevated responsibility for safety. The assessment of working conditions of the flight crew can be attributed to their class 3.1-3.4 (harmful working conditions). The clinical and audiological picture showed hearing loss in all subjects to be chronic, bilateral, sensorineural type, slowly progressive, without general somatic pathology, which could lead to hearing loss. The excess of the total physical component of the health-related quality of life (HRQL) over the total psychological component was identified in FCM. The values of the mental health and life activity scores of HRQL were found to be lower than in the comparison group. Evaluation of the psychoemotional status of FCM revealed the adaptive type of attitude to the disease, the lack of social frustration and personality traits predisposing to the development of neurosis and reflecting neurotic changes. The further longitudinal studies are needed to clarify identified socio-psychological characteristics of patients and to develop effective measures of psychosocial and medical rehabilitation that improve the HRQL of the FCM affected by the impact of industrial noise.

Abstract:
Objective. To consider the indicators that characterize purchases for the needs of large corporations with state participation in the regions of Russia. Methodology. The study uses relevant information for 82 regions of Russia. The methodology of the research base on evaluation functions density of normal distribution volumes of contracts on regions. Results. The results of research are calculation of four indicators’ values that demonstrate the regional aspects of procurement for corporate needs, including the contracts signed by small businesses or with their participation. Conclusions. It was proved that averageshare of the contracts with small enterprises is about 20 %; the value of every indicator is significantly varied in different regions of Russia. The article confirms the lack of connection between the values of each indicator and such factors as the level of economic development of regions and their geographical location.

This study aims to describe tahfidz education in early childhood in terms of the perspective of the development and religious spirit of children during the golden age at the Markaz Tahfizh Balita (MARTABA) Al-Makki Pekanbaru. This type of research is qualitative research with a Case Study model. The informants of this research were teachers and students at MARTABA Al-Makki Pekanbaru. The data collection techniques use in-depth interviews (depth interviews) and observation. While the data analysis technique is done by data reduction, data display, and verification. In general, tahfizd learning activities are to form good habits from an early age that can form a religious spirit and stimulate developmental aspects in children. The tahfizd learning program at MARATABA Al-Makki Pekanbaru has facilitated aspects of early childhood development which include; aspects of internalizing moral and religious values, aspects of gross motor development, and aspects of fine motor development, aspects of language development, aspects of cognitive development, and aspects of social-emotional development. In addition to the aspects of psychological development above, the learning program also pays attention to adequate nutritional intake to stimulate children's development. Tahfizh learning is also able to optimize the development of children's religious spirit from an early age. For this reason, tahfidz learning activities for early childhood at MARTABA Al-Makki Pekanbaru can be an example of organizing a tahfidz program for early childhood.
