Abstract:
The Ukrainian market of graphic design, which belongs to the sphere of creative industries, demonstrates high rates of development. The derivative nature of commercial demand for graphic design services, including professional design services, is determined by the dominance of video content in the network, the introduction of innovative technologies through digitalization of virtual space in the formation of social media feeds, loyal attitude of the target audience to integrate advertising, personalized and relevant offer active development of stock image, video and music platforms. The total amount of taxes paid by the design industry during 2016-2018 amounted to UAH 259 million. In 2019-2020, the amount of taxes paid by this sector will increase one and a half to two times a year. The individualization of advertising appeals has led to the need for in-depth study of the content and characteristics of attributes and values of goods that influence consumer purchasing decisions by marketers, designers and other professionals in related fields. A separate area of research is to study the impact of the psychology of design decisions on increasing the loyalty of end users and increase sales of companies in the sector. The application of a customer-oriented approach in the Ukrainian graphic design sector actualizes the identification of the tasks facing design from the standpoint of marketing approach. The aim of the study is to present the results of the study on the impact of psychological aspects of design decisions on the effectiveness of customer companies through such marketing tools as increasing brand awareness, increasing loyalty of end users, deepening interaction with content, feedback and more. Graphic design is an integral part of industrial and trade policy, as well as one of the marketing tools used in the process of product creation and customer service, pricing, advertising, branding, merchandising and more. The main tasks of design stem from the mastery of basic psychological principles in creating the concept of design (von Restorf effect, Gestalt principles, visceral reaction, color psychology, psychology of form, double coding theory, cognitive load theory). The expansion of marketing areas of design in the practice of service providers has led in the largest cities of Ukraine to the formation of sustainable design communities, the beginning of professional design activities, the introduction of niche publications, public procurement and more. As a result, there is an increase in the capacity of the design market – the total cost of procurement of design services for the period 2016 – by August 2019 increased to UAH 62 million. It has been established that the biggest competitors in the market of graphic design of Ukraine are now the design agency «MUZIKA.UA», graphic design studio SHANKA; Bypaul design studio; BRANDME; Wezom; Marat and Abordazh. On the example of projects of the agency «MUZIKA.UA», a leader in the design market, analyzed the effectiveness of design decisions in terms of: brand awareness, by measuring the average website traffic, levels of interaction with content, sales growth and market share due to design solutions per month. Based on the study of the economic situation in the design market of Ukraine, the practical involvement in the market of graphic design of one of the authors allowed to identify the main problems of market development. By identifying the main problems of the development of the graphic design market, directions for solving problems have been formed and proposed for practical use. The intensification of intra-industry competition requires a study of the levels of concentration in the target markets of graphic design, taking into account the risks of marketing and financial activities, which should be the subject of a separate study.

Abstract:
This paper examines the role of theory in public procurement research. Theoretical rigour is integral to management science, yet little is known on the extent and form of theory in public procurement. With the field starting to mature, addressing this issue is timely. From conducting a systematic literature review we find that 29 percent of articles are theoretically grounded, with the incidence of theory having increased in recent years. Economic, sociological, psychological, and management theories are all in evidence, but micro-economic theories predominate. Our findings also show that survey reporting and case studies account for almost half of all studies; procurement research is focused on organizational-level aspects more than regulatory-policy issues or public buyers; and studies to date have largely emanated from the North American and European regions. The contribution of this paper lies in clarifying the theoretical underpinnings of public procurement. Out of this we highlight the need for greater theoretical rigour, point to the under-use and even absence of theories that could have high validity and utility, and suggest a narrowing of research foci.

Under the premise of coordinated procurement bilateral and multi-issue negotiation, adaptive negotiation strategy has become an essential factor for multiagent conflict resolution. This paper studies an adaptive negotiation strategy based on selective integrated learning, which effectively improves negotiation. First, take the suppliers and purchasing companies in the cluster supply chain as the research objects and analyze the characteristics of multilateral negotiation of collaborative procurement. Secondly, the support vector machine algorithm performs adaptive learning for each evaluation data set to estimate the concession range. On this basis, remove the few submodels that perform poorly, recombine the calculation weights, and establish a multiagent clustered supply collaborative procurement negotiation model. The simulation experiment proves the feasibility of the adaptive negotiation strategy and the effectiveness of the adaptive coordination strategy based on selective ensemble learning proposed in this paper from the aspects of concession range prediction error rate, prediction accuracy rate, and negotiation utility.

The notion of stress has became as the same time very popular but is sometimes used improperly or with many exaggerations especially concerning the recommendations of practical solutions suggested for stress management. The stress producing stimuli, many physiological processes go into action, probably through different paths in close connection; the response is, therefore, an interaction between the organism and his environment. The emotional component takes part in the response reactions through the somatic effect of which it influences the behaviour. The man having lost his last connection with the world grieves duple and his environment must pay great attention not to lose also him. Every medico-surgical intervention belongs to the stress factors. Both contain psychopathological elements and a long psychotherapy accomplished by a specialist is needed, considerate-protective environment for the accommodation in the normal life, for the resocialization. The biological stress is a long succession of active, interactive mutual effect. This relation which always consists of the difference of value-power-intensity is, like an example of today, a chain of action of two fighter during which they get the offensive and defensive conduct in exchanged role. From the point of view of the human individual life the psyche (psychism) is a subsystem. If still we take it out of this relationship with investigational aim then we have to consider it a system.

The presented study aims to analyze the features of information support and use of digital technologies for creating an electronic format of public procurement logistics in the Russian FederationTasks. The authors investigate the theoretical aspects of the functioning of the public procurement system and assess its efficiency in the Russian economy at the current stage; determine the reasons and objectives for creating an electronic logistics format for procurement activities to meet public needs; analyze potential efficiency following the development of digital logistics in the contract system of public procurement in the Russian Federation.Methods. This study uses general scientific methods of cognition to analyze the digital development of the public procurement system and determine directions for further development.Results. Improving the functioning of the contract system for procurement activities in the Russian Federation requires information support and practical application of digital technologies to create an electronic format of public procurement logistics. Reasons for the rapid creation and development of the electronic format of public procurement logistics include such factors as the spread of the COVID-19 coronavirus pandemic and digital transformation of the public administration system and the national economy, including the logistics industry. The economic efficiency of the electronic format of public procurement logistics consists in automating logistics processes, increasing integration with other structural authorities that ensure the functioning of the contract system, reducing time costs, preventing corruption and most violations during procurement activities.Conclusion. The digitalization of the national economy and the public procurement system is the result of a necessary process associated not so much with the transition to the post-industrial era or with the beginning of the fourth industrial revolution, but rather with the logical continuation of the large-scale public administration reform program that started in the 1980s in Western countries.

Actual problems of industry and environmental aspects of their manifestation have been designated. To reduce the negative impact of industry on the environment, the authors suggest using public procurement tools. The main measures carried out by the state in the interests of ensuring environmental-oriented purchases of industrial products have been given. It has been proposed to expand the practice of using life-cycle contracts as the main way of state support for environmental-oriented procurement, which will subsequently allow you to use effectively available resources, taking into account the environmental factor. There is a large number of different methods for determining the stages of the product life cycle. An attempt was made in this article to describe the application of the environmental factor at each stage of the product life cycle using the example of industry.

Abstract:
The aim of this study was to investigate the impact of Human Resource Management (HRM) practices on the psychological contracts of employees who have been negatively impacted by the widespread psychological recession. The psychological contract that exists between employees and organisations is brittle due to the psychological recession, which is defined as an emotional state in which employees feel extremely vulnerable to economic hardship. This contributes to a negative and cynical view of the present and an even bleaker view of the future. Breach of the psychological contract has severe negative consequences for employees and organisations. These include reduced employee well-being, trust levels, various organisational citizenship behaviours, increased cynical attitudes toward the organisation, and stronger intention to quit. The target population for the present study consisted of all permanent support staff working at an organisation that has recently went through a large-scale retrenchment exercise (n=52). A self-administered questionnaire was distributed amongst employees. The findings suggest that when the harsh effects of the psychological recession increase, employees are more likely to engage in various destructive behaviours at work due to breach and violation of their psychological contracts. Furthermore, the results indicated that an increase in the number of progressive HRM practices correlated with a decrease in breach and violation of the psychological contract. It was further revealed that the widespread psychological recession may make the employment relationship brittle and prone to breach and violation. The findings suggest that through the effective development and application of many explicit HRM practices, employees’ psychological contracts may become less fragile to breach and violation during a psychological recession.

Human capital&rsquo
is the buzzword of the 21st century and is becoming the core value of organisations. In South Africa it is estimated that more than R500 million is lost annually through absenteeism and loss of productivity as a result of stress. Employees are key contributors to the bottom-line and should be selected, placed and applied in such a way that the company only benefits from their output. Therefore, if the human element is a crucial element it becomes essential for the organisation to nurture, protect and optimise individuals to their full potential.

There is a fair degree of agreement on the variables that act as organizational stressors, however, studies on stress and salutogenic functioning in a state owned enterprise have not been found. According to the literature, salutogenic factors function as generalised resistance resources and a high score on sense of coherence, as well as an internal locus of control correlates with low scores on stress. The present research has a general aim of exploring the relationship between stress and salutogenic functioning, within a state owned enterprise. The levels of stress were correlated with the presence of high or low levels of sense of coherence and whether the individuals display an internal or an external locus of control. A sample of 240 employees (N=240) was used from the organisation.

The following questionnaires were utilised to measure the range of variables. Levels of stress were measured by the Experience of Work and Life Circumstances Questionnaire (WLQ). Whereas the salutogenic construct, sense of coherence was measured by the Orientation to Life Questionnaire (OLQ) and the second salutogenic construct, locus of control, was measured by the Locus of Control Inventory (LCI). The statistical analyses included inferential (correlation, t-test and analysis of variance) and descriptive statistics. The results demonstrated significant relationships between low stress levels, sense of coherence and internal locus of control. As such, salutogenic functioning in terms of sense of coherence and locus of control, had a significant correlation with levels of stress.

This treatise examined the relationship between psychological capital (PsyCap) and employee well-being (EWB) and its sub-dimensions among primary school teachers. Self-efficacy, hope, resilience and optimism were examined as sub-dimensions of PsyCap. Positive and negative affect were used as dimensions of EWB. A sample (n = 104) was drawn from primary school teachers employed by the Western Cape Education Department (WCED) - West Coast District (WCD). Convenience sampling was used in a cross-sectional design. A composite questionnaire was used to collect data. Statistical Package for Social Science (SPSS) Version 23 was used to analyse data. Cronbach’s coefficient alphas for all variables were above 0.60 except for the optimism variable (0.47). Results indicated a significant moderate relationship between PsyCap and EWB (r = 0.56, p<0.01). Limitations of the study included: common method variance may affect results due to the use of self-report measures and results cannot be generalised to other settings. Future studies could focus on the factors influencing the significant difference between age and self-efficacy among primary school teachers in South Africa.

The study looked at how emotional intelligence helps leaders meet the needs of their team. In order to be successful, teams need to exist in an environment that is burn-out preventative and fosters creativity. It was hypothesized that leaders would help meet these needs by creating an unthreatening work environment. Data was gathered from 391 individuals working in existing self-managed work teams in private and public sectors. The hypothesized model was tested using a multilevel analysis approach of structural equation modeling. Results indicated that a leader's emotional intelligence predicts a non-threatening work environment for both between and within teams, thus allowing for self-managing work teams to be more creative and burn-out preventative.

In most organisations worldwide, the magnitude of change is ever increasing. In the midst of these uncertainties, there is an increasing need for leaders who can provide structure, meaning and security within their teams. Dynamic and transformational leaders become a sought after jewel in organisations. Emotional intelligence has gained immense popularity in the last few years. Extravagant claims have been made regarding the impact of emotional intelligence on transformational leadership, as some researchers claim that emotional intelligence accounts for up to 90% of leadership success. The primary goal of this study was therefore to research the influence of emotional intelligence on leadership, and to develop a structural model to determine the relationships between the dimensions of emotional intelligence and transformational leadership. If the dimensions of the emotional intelligence construct that have a positive influence on leadership could be established, this would provide a valuable tool to organisations. Recruitment, selection, training and development procedures could be structured in a way that focuses on identifying and developing these dimensions of emotional intelligence in leaders. A literature study of the theories and models of transformational leadership and emotional intelligence was conducted. A short overview has also been given of “Primal Leadership” – discussing the emotional role of a leader as the first and foremost function of any leader. Hypotheses, based on the theoretical background, have subsequently been developed in order to establish the relationship between the dimensions of emotional intelligence and leadership.The sample in this study is compiled of 118 managers within a financial institution in the Western Cape. A questionnaire consisting of three sections was compiled to collect information in order to provide an answer to the research problem. Section A of the questionnaire was designed to give an overview of the demographic variables of the participants. Section B measured emotional intelligence by making use of the Rahim/Minors emotional intelligence questionnaire. Section C employed the Multifactor Leadership Questionnaire by Bass & Avolio to measure transformational leadership. A detailed statistical analysis was conducted. Correlations between the constructs of emotional intelligence and transformational leadership were determined by means of Pearson product-moment correlation coefficients. Positive and significant correlations have been found for all hypotheses. Structural equation modelling (SEM) and the partial least squares (PLS) method were applied to test the hypothesised structural model. Although the model did not provide a good fit, most of the predicted hypotheses have been confirmed by the model. To investigate the unique contribution that each variable of interest makes to the dependent variable to which it is linked, standard multiple regression analyses have been performed on the data. A positive and significant relationship has been found between emotional intelligence and transformational leadership. Support has also been found for most of the hypotheses that have been developed in order to explain the relationship between the dimensions of emotional intelligence and the dimensions of transformational leadership. The study also succeeded in determining the emotional intelligence dimensions that are the best predictors of leadership success, and these criteria can be utilised for the selection, training and development of leaders. Conclusions are drawn from the results obtained, the implementation value of the study is discussed, and recommendations for future research are made.

The significance of relationships on economic actions and employee behaviour makes it critical for employers to understand the dynamics of employment through mutual obligations (Rousseau, 1990; Guest, 2004b). The psychological contract affords a broad platform to study the employment relationship (Thomas et al., 2010), and is an important tool for organisational success (McDermott et al., 2013). The literature review contained in this study indicates the differences in contracting environments due to the prevailing cultural orientation. However, there is a dearth of research in collectivistic culture, to which this study will add. The literature also makes a distinction between perceptions of breach and violation. While perceptions of breach of the psychological contract is the perception that the employer has not met all obligations and promises, violation is the emotional and affective state following breach (Morrison & Robinson, 1997) and results in negative or deviant behaviours (Chiu & Peng, 2008). Both breach and violation perceptions negatively affect employee behaviours and attitudes in the workplace (Aggarwal & Bhargava, 2014). This research assumed a constructivist paradigm and builds understanding of the outcomes of breach and violation of the psychological contract on employees’ working life in a collectivistic environment. Primary data collection was by in-depth semi-structured, one on one interviews with five employees of a state-subsidised organisation in East London, making use of convenience sampling. Follow up interviews were conducted, resulting in 7ₑ/₄ hours of interviewing time. Cultural orientation was ascertained through the use of a questionnaire. The findings of this study confirmed that the type of psychological contract entered into influences the outcomes of perceptions of breach and violation. Both dimensions of collectivism, namely institutional and in-group, were practised in this environment, which also impacted on both the individual’s experience and outcomes for the organisation. The latter was influenced by commitment to organisational goals and supervisory or collegial relationships. Most notable of the results is the effect of expectations of transitional justice on experience of the psychological contract. Practical implications and recommendations for future research are made. This research is presented in three sections; firstly the research is presented in the format of an academic paper and includes a concise summary of literature and research method. The second section is an expanded literature review of the psychological contract and its influencing factors, as well as the outcomes of breach and violation. The last section describes and justifies in detail the design of the research and the research procedure followed.

Ongoing health crises, recessions, environmental and climate disruptions make sustainable procurement essential to building more resilient, sustainable and equitable societies. The UN 2030 Agenda for Sustainable Development encourages procurement practices that are sustainable in line with national policies and priorities. With rising energy prices, industrial pollution, shortages of needed raw materials and natural resources, and environmental disasters, recent studies consider sustainability as the most decisive criterion for choosing the most appropriate supplier. The three pillars of sustainable procurement combine economic (business), social and environmental aspects. Some studies refer to environmental procurement as ethical sourcing, meaning the introduction of restrictions and human rights principles into the supply chain. This includes ensuring fair wages for workers making the products, cleanliness and safety in factories, and consideration of all social and environmental aspects of production for workers and surrounding communities. The Chartered Institute of Purchasing and Supply (CIPS) recognizes that companies often have to conduct business or purchase locally, but it is often beneficial not only environmentally but also economically. Sometimes a remote supplier can offer a lower purchase price. On the other hand, long and unreliable delivery schedules greatly increase inventory management costs because more storage space and capital are required, and the risk of receiving goods that cannot be exchanged increases.

Supplier selection is one of the most important decisions within SCM since suppliers have emerged as value adding partners in industrial relationship. In the current study, supplier selection on the basis of information pertaining to quality and delivery time is explained. The cost aspects are taken care while coordinating procurement and distribution in the echelons. The deteriorating nature of the product creates imprecision in demand and fuzziness in different stages of the coordination. A fuzzy bi-objective mixed integer non-linear model is developed, where the first objective minimizes the combined cost of holding, processing, and transportation in all the echelons and the second objective maximizes combination of lot acceptance percentage and on-time delivery percentage. The solution process converts the model into crisp form and solves using a fuzzy goal programming technique.

Abstract This chapter deals with Turkey’s policy towards NATO. Realpolitik remains the key analytical framework to grasp Turkey as a NATO nation. With its strong military and burgeoning defence technological and industrial base, Turkey brings a combat-proven warfighting capacity to the Alliance which can be matched by only a few other allies. This is essential at a time of escalatory challenges of interstate and hybrid conflicts. Geopolitics is yet another explanatory framework broadly used in this chapter. Turkey’s critical geopolitical setting, ranging from its control over the Straits to being the sole NATO nation with a land connection to the Middle East and the Caucasus, is important for NATO’s geostrategic outlook. Yet, from Turkey’s downing of a Russian Aero-Space Forces Su-24 frontline bomber in 2015 to its 2019 procurement of Russia’s S-400 surface-to-air missile system, Turkey’s strategic agenda has navigated through complicated patterns. Turkey has also provided Ukraine with armed drones and developed a firm defence partnership with Kyiv amidst Russia’s reactions. At present, while Turkey’s quest for further marge de manoeuvre in international affairs can cause drifts with some Western nations, its contribution to NATO efforts remains high, showcasing the compartmentalization between Turkey’s bilateral relations with the West and its NATO paradigm. Looking forward, while Turkey will keep depending on NATO in defence planning, this dependency has gradually become more ‘refined’ in defence technological aspects, predominantly revolving around strategic weapon systems, advanced battle networks, and nuclear deterrent.

Active European integration processes in the state, education and business determine relevance of the study. They pay special attention to the discipline «Foreign language for specific purposes» in the training of agricultural specialists. The purpose of this study is to consider the scientific and methodical aspects of formation of readiness for German-language professionally oriented communication among future agriculturists. Theoretical (analysis, systematization, generalization, modeling) and empirical methods were used to achieve this goal. They allowed to analyze the latest scientific research in the field of foreign language training, problems of readiness for foreign language communication, features of foreign language professionally oriented communication of agro-industrial enterprises` specialists. The analysis of the professional requirements for future farmers, scientific approaches to interpretation of the concept «readiness», modern concepts of foreign language teaching methods gave grounds to specify the concept of readiness for German-speaking professionally oriented communication of agriculturists, which is seen as the competence to use acquired knowledge, ability and skills for successful German-speaking professionally oriented communication. Analysis of the national experience of foreign language training of agricultural sector specialists shows that the main purpose of foreign languages studying in higher educational establishments is the training a specialist who can use the German language as a tool of professional activity and professional knowledge. In order to achieve this goal it is necessary to develop the linguistic, social-cultural, educational and professional components of German-speaking professionally oriented communicative competence. Communication is an integral part of the professional activities of specialists. It is based on general social and psychological patterns and focuses on the successful and effective implementation of professional duties, and includes the exchange of proposals, requirements, views, motives to solve specific problems, sign agreements or establish other relations between the subjects of joint activities. German-language professionally oriented communication has its linguistic features, namely: lexical (terms, scientific and technical phraseology, professionalism, jargon, abbreviations and acronyms), grammatical (nominal style, modal verbs, passive voice, sentence length) and stylistic (metaphor, comparison and epithets). According to the fundamental bases of foreign language training the model of formation of readiness for German-language professionally oriented communication among future agriculturists is proposed, based on the peculiarities of teaching foreign languages in agricultural universities and the specificity of professionally oriented communication of specialists in the agricultural sector. It consists of the following blocks: motivational-target, theoretical-methodological, content-technological and productive-estimated. The effectiveness of the model depends on such factors as: the organization of the appropriate language environment, modeling of professional situations in the classroom and increase motivation for professionally oriented communication. The results of the study are to determine the place of formation of readiness for foreign language communication in the professional education of future farmers, to determine the linguistic features of German-language communication of agronomists, to substantiate the organizational and pedagogical conditions of German-language training and create an appropriate model. The formation of readiness for professionally oriented communication in a foreign language is a systematic, long-term process that involves the development of traditional professional ideas, professional thinking and professional behavior.

Annotation. This article highlights the issues of workers’ industrial medical rehabilitation, one of the leading professions of railway transport who had already had COVID 19. There is a main aspect is the data of the studies carried out for the period 2020-2021 there on the basis of the Center for Restorative Medicine and Rehabilitation of the Private Healthcare Institution KB "Russian Railways-Medicine" Yekaterinburg and the Clinical Hospital of the ChUZ of Perm together with the Department of Faculty Therapy No. 2 of Occupational Pathology and Clinical Laboratory Diagnostics of PSMU im. Wagner. Proceeding from the fact that the institutions of Russian Railways-Medicine are the main link in maintaining the health of the transport system of JSC Russian Railways employees. Methods: On the basis of the rehabilitation department in Yekaterinburg, express questionnaires about quality of life were developed and implemented for JSC Russian Railways employees after this disease. The questionnaires included a subjective assessment of the physiological, psychological, and emotional state of Russian Railways employees (able-bodied) who had recovered in the near future and those who had not more than six months after the illness. The total number of people who have recovered since the beginning of the pandemic is about 4,000. The questionnaires received on feedback from 761 people were processed. In the structure of the interviewed by gender: male - 47%, female - 53%, respondents who have had mild and moderate forms of a new coronavirus infection (COVID-19). In the research and analysis of the material obtained, the criteria for selection for rehabilitation were identified, taking into account age and gender status, as well as the need for rehabilitation measures. The obtained data were compared with the research data of the Department of Faculty Therapy No. 2, Occupational Pathology and Clinical Laboratory Diagnostics of the Vagner State Medical Academy, Perm. Results: The study results are used in the development of rehabilitation programs and are also aimed at reducing industrial risks and hazards arising in the railway transport when performing functions by employees of locomotive crews who returned to production activities in the early period after this infection. Since, in combination with postcovid symptoms, the influence of production factors, the “specificity of the human factor”, can lead to serious consequences, both in health and in the performance of their labor duties on the infrastructure of railway transport, which is an increased danger zone. We have found that rehabilitation measures must be carried out for all employees of Russian Railways who have been ill, regardless of gender, age and degree of lung damage. In our opinion, an important marker for the understanding of functional disorders in postcoid symptomatology is the neutropicity of the virus, its penetration and damage to the limbic system, those important departments responsible for the regulation of general changes in brain activation that affect the integrity of functioning.

Abstract Organizational Multi layered documentation frameworks, complex document writing styles, cross referencing, poor document integration, end user language barriers and psychological factors for searching relevant information under pressure complicates the understanding of a technical document. Complex technical documents intimidate the end user and shrinks the user understanding. Document engineering or Usability mapping of documents is proven scientific method for writing technical documents in a simplified and user-friendly manner. The document engineering concepts are based on human psychology, that helps the user to navigate through document content rather searching for specific keyword or information. Safety intensive industrial sectors such as Aviation industry, Oil and Gas are already adopting the document engineering concepts in their technical documentation. It is proven in many organizations that the usage of document engineering concepts simplifies the document complexity and the end users feel much comfort in understanding the documents in their work. In this paper an attempt has been made suggest adoptable user engineering concepts to simplify technical HSE documents. Also, the paper discusses some of the in-built hidden readability features in Microsoft word for checking reading ease and reading grade levels to improve simplification of documents. The paper discusses the psychological aspects behind document reading, understanding, cognitive linking for reaching the required information. Also, the paper discusses some of the best practices to be considered for technical document writers.

Abstract:
The education service for specialists dealing with radioactive waste was established in Russia (former USSR) in 1983 and was based on the capabilities of two organisations: Moscow Scientific and Industrial Association «Radon» (SIA “Radon”) and Lomonosov’s Moscow State University. These two organizations are able jointly to offer training programs in the science fundamentals, applied research and in practical operational areas of the all pre-disposal activities of the radioactive waste management (RWM). Since 1997 this system was upgraded to the international level and now acts as the International Education Training Centre (IETC) at SIA “Radon” under the guidance of the IAEA. During last 12 years more than 350 specialists from 33 European and Asian countries enhanced their knowledge and skills in RWM. The IAEA supported many specialized regional training courses and workshops, fellowships, on-the-job training, and scientific visits which are additional means to assure development of personnel capabilities. Efficiency of training was analysed at IETC using the structural adaptation of educational process as well as factors, which have influence on education quality. In addition social-psychological aspects were also taken into account in assessing the overall efficiency. The analysis of the effect of individual factors and the efficiency of education activity were carried out based on appraisal results and post-course questioning of attendees.
