Abstract:
The article explores the sources and factors of forming the competitive advantages and competitiveness of companies based on the systematic implementation of intellectual leadership. The methodological basis of the research includes the theory of competency-based approach, innovative and strategic management. The research information base includes the official data from the Federal State Statistics Service, Russian manufacturing companies and the own scientific research findings. The research results include systematizing the new competitive advantages of companies formed on the basis of intellectual leadership (corporate culture, managing a knowledge system about key stakeholders, smart manufacturing, artificial intelligence) and key competencies. The pyramid of intellectual leadership is presented, which allows companies to build a personnel management strategy taking into account the gradual transition from the business management to collective management, and then to the spiritual leadership. The key competencies are identified and analyzed; they allow to increase the innovative activity of industrial enterprises (Research and Production Corporation United Wagon Company, PJSC; Novolipetsk Metallurgical Plant, PJSC; Red October, PJSC). It has been found that in Russia the large metallurgical and car manufacturing companies, food production companies are actively using modern digital technologies (electronic trading platforms, online stores, electronic document management, electronic procurement, online services for customers, electronic procurement for the needs of the enterprise, etc.) for developing their key competencies. In modern conditions digitalization of business processes is becoming an increasingly independent production resource and a key competency of companies contributing to the achievement of strategic development goals. There are considered the operating and emerging clusters in the field of information technologies that can contribute to solving the problems of accelerated digitalization of the economy in the Novgorod region, in the Perm Territory, in the Republic of Tatarstan, and the cluster of information and communication technologies in the Rostov Region.

Abstract:
The transition to a digital economy is becoming a key driver of GDP growth. This is due not only to the effect obtained from the automation of existing processes, but also from the introduction of new, breakthrough business models and technologies, including digital platforms, digital ecosystems, in-depth analytics of big data, Industry 4.0, Logistics 4.0. At the same time, digital transformation is seen as a radical change in the complex of business processes, from product development to customer service, as well as the introduction of modern digital technologies in the organization of business processes in enterprises. The purpose of the article is to analysis the features and trends of organizing logistics activities in the context of digital transformation of business processes; research of the main prerequisites for the formation of the Logistics 4.0 concept; determination of priority directions for its further development in the context of Industry 4.0. Based on the generalization of scientific approaches, the definition of the concept of "Logistics 4.0" has been clarified, which means the modern paradigm of managing logistic (material, financial, information, transport) flows and organizing a complex of logistics activities (purchase and delivery of material resources, warehousing, production, stock formation, recycling of industrial waste, customer service, transportation and sale of finished products) using breakthrough digital technologies and information systems. The priority areas of organizing the logistics activities of enterprises using digital technologies include the following: multichannel logistics; logistics marketplaces; rethinking the use of packaging; mass personalization; Silver Economy (new services for older clients and new opportunities for older workers); sustainable logistics; sharing economy; multi-supply; customer experience; smart containerization; big data analytics; augmented and virtual reality; cloud service applications and APIs; Internet of Things; robotics and automation; new generation wireless communication; blockchain; Artificial Intelligence; unmanned aerial vehicles or "drones"; 3D printing; unmanned vehicles; quantum computing; supergrid logistics; space logistics; the use of digital platforms that unite customers and transport and logistics companies (the parties can enter into digital contracts, exchange transport booking requests and electronic documents, control the delivery of goods in real time). All this can help to reduce costs by optimizing procurement; decrease in personnel costs and decrease in labour costs as a result of automation; reduction of errors in logistics; optimization of the supply process; efficient warehouse management; forecasting shipments; creation of optimal routes; operational planning of loads and control of delivery times; ensuring product delivery on time, improving customer loyalty; optimal interaction with customers on the "last mile".

Abstract:
Purpose The present study aims to assess the resource procurement preferences among the leading academic libraries of the institutes of higher learning across India. The study analyses the amount and percentage of budget spent by the institutions under study during the period 2012-2013, 2013-2014 and 2014-2015 on the procurement of print and electronic resources in their libraries. The study also discusses about concerns with regard to the subscription of e-resources and the reasons for weaning interest among the Indian academicians towards the print resources. Design/methodology/approach By and large, the scope of the study is limited to institutes of higher learning across India, but reflects a great deal of relevance to the global higher education practices. The study has been undertaken on the 20 leading institutes each from Universities, Institutes of Management and Institutes of Technology in India, based on the ranking list released by the Ministry of Human Resource Development, Government of India, on 4 April 2016. Findings The electronic documents are the dominant forms of present day library procurements in India, with the print struggling to retain its readership. The Institutes of Engineering and Technology and Management have almost similar procurement preferences, spending almost three-fourth of their library budgets on the procurement of e-documents. On average, the University libraries in India have spent 43.54 per cent of their budget on the procurement of print resources and 56.46 per cent of their budget on the procurement of electronic resources during the period of study. Similarly, on average, each Institute of Engineering and Technology has spent 24.04 per cent of their library budget on the procurement of print documents and 75.96 per cent towards the procurement of electronic resources, whereas 27.51 per cent of the library budget by the Institutes of Management in India is being spent on the procurement of print resources and 72.49 per cent towards the procurement of electronic resources. Originality/value The study is original and is first of its kind, undertaken on three different category of institutions, based on the national ranking of the country.

PurposeThe oil and gas industry is a crucial economic sector for both developed and developing economies. Delays in extraction and refining of these resources would adversely affect industrial players, including that of the host countries. Supplier selection is one of the most important decisions taken by managers of this industry that affect their supply chain operations. However, determining suitable suppliers to work with has become a phenomenon faced by these managers and their organizations. Furthermore, identifying relevant, critical and important criteria needed to guide these managers and their organizations for supplier selection decisions has become even more complicated due to various criteria that need to be taken into consideration. With limited works in the current literature of supplier selection in the oil and gas industry having major methodological drawbacks, the purpose of this paper is to develop an integrated approach for supplier selection in the oil and gas industry.Design/methodology/approachTo address this problem, this paper proposes a new uncertain decision framework. A grey-Delphi approach is first applied to aid in the evaluation and refinement of these various available criteria to obtain the most important and relevant criteria for the oil and gas industry. The grey systems theoretic concept is adopted to address the subjectivity and uncertainty in human judgments. The grey-Shannon entropy approach is used to determine the criteria weights, and finally, the grey-EDAS (evaluation based on distance from average solution) method is utilized for determining the ranking of the suppliers.FindingsTo exemplify the applicability and robustness of the proposed approach, this study uses the oil and gas industry of Iran as a case in point. From the literature review, 21 criteria were established and using the grey-Delphi approach, 16 were finally considered. The four top-ranked criteria, using grey-Shannon entropy, include warranty level and experience time, relationship closeness, supplier’s technical level and risks which are considered as the most critical and influential criteria for supplier evaluation in the Iranian oil and gas industry. The ranking of the suppliers is obtained, and the best and worst suppliers are also identified. Sensitivity analysis indicates that the results using the proposed methodology are robust.Research limitations/implicationsThe proposed approach would assist supply chain practicing managers, including purchasing managers, procurement managers and supply chain managers in the oil and gas and other industries, to effectively select suitable suppliers for cooperation. It can also be used for other multi-criteria decision-making (MCDM) applications. Future works on applying other MCDM methods and comparing them with the results of this study can be addressed. Finally, broader and more empirical works are required in the oil and gas industry.Originality/valueThis study is among the first few studies of supplier selection in the oil and gas industry from an emerging economy perspective and sets the stage for future research. The proposed integrated grey-based MCDM approach provides robust results in supplier evaluation and can be used for future domain applications.

The presented study aims to analyze the features of information support and use of digital technologies for creating an electronic format of public procurement logistics in the Russian FederationTasks. The authors investigate the theoretical aspects of the functioning of the public procurement system and assess its efficiency in the Russian economy at the current stage; determine the reasons and objectives for creating an electronic logistics format for procurement activities to meet public needs; analyze potential efficiency following the development of digital logistics in the contract system of public procurement in the Russian Federation.Methods. This study uses general scientific methods of cognition to analyze the digital development of the public procurement system and determine directions for further development.Results. Improving the functioning of the contract system for procurement activities in the Russian Federation requires information support and practical application of digital technologies to create an electronic format of public procurement logistics. Reasons for the rapid creation and development of the electronic format of public procurement logistics include such factors as the spread of the COVID-19 coronavirus pandemic and digital transformation of the public administration system and the national economy, including the logistics industry. The economic efficiency of the electronic format of public procurement logistics consists in automating logistics processes, increasing integration with other structural authorities that ensure the functioning of the contract system, reducing time costs, preventing corruption and most violations during procurement activities.Conclusion. The digitalization of the national economy and the public procurement system is the result of a necessary process associated not so much with the transition to the post-industrial era or with the beginning of the fourth industrial revolution, but rather with the logical continuation of the large-scale public administration reform program that started in the 1980s in Western countries.

The main challenges for industrial companies today are to improve the competitiveness of their products and to adapt and respond quickly to changes in the external environment. Ensuring the effective functioning of an industrial enterprise is largely determined by its procurement activities, including the reliability and consistency of the procurement process. Relevance of the topic is conditioned by the fact that procurement is one of the main components in increasing of competitiveness and efficiency of the enterprise, as the major part of costs in the cost price of the finished products is concentrated exactly in procurement. Reducing costs in procurement is one of the ways to improve the efficiency of the enterprise. This advantage can be achieved through the introduction of modern information technologies, namely automation of the process of selecting suppliers on an electronic trading platform. For this purpose, an information system for selecting suppliers on the electronic trading platform has been developed, which enables a more transparent, fast, profitable and less costly selection of the cheapest and most suitable goods for the operation of energy supplying enterprises. Procurement activities are aimed at ensuring that the energy-supplying undertaking receives the right quantity and quality of raw materials, materials, goods and services at the right time, in the right place, from a reliable and trustworthy supplier with good service and at a favourable price. Automating the supplier selection process on an electronic platform is essential in today's market environment.

One of the efforts is to improve business processes through procurement, in which there is the process of purchasing and inventory control. For the procurement performance, many companies are turning to e-procurement, a procurement transaction application of technology-based information which can reduce administrative activities, purchase and invoice process. As a multinational company engaged in the oil and gas industry, BP Indonesia implementing e-Procurement with two systems, namely the procurement card (pro-card) and e-bidding with Small Scale Electronic Procurement System (SSEP). The purpose of this study is to analyze and SSEP monitoring system, which in turn evaluate the system in terms of user satisfaction, so it can be things that need to be improved to increase user satisfaction. This study uses data collection by distributing questionnaires to vendors BP Indonesia using the SSEP system. The collected data will be analyzed by paired t-test and analysis of performance expectations. From the results of this study showed that SSEP system is running well but the performance should be improved with new innovations.

Public procurement is investigated in terms of results and maximum efficiency of allocation of financial resources of the national public budget. In the context of economic development, optimization of the management of public financial resources is based on improving the legislation on public procurement and the financing mechanism. Based on this, public procurement is a complex, multi-level, interdependent system, the functioning at the all public levels. The aim of the research is to conduct a comprehensive study of the main problems and features of public procurement financing in order to optimize public finance management at the national level and to develop recommendations for improving the public procurement system in the Republic of Moldova. The methodology is based on the structural research method. The article is based on a study of the public procurement system in the Republic of Moldova, analyzing its constituent elements. The analytical method was used to study the concept of public procurement. The study established the relationship between the ethical behavior of officials, the effectiveness of control and the implementation of information systems to optimize the system of financing public procurement in the Republic of Moldova. Proposals are presented to improve the efficiency of the public financing mechanism in the context of electronic public procurement procedures within the automated information system “State Register of Public Procurements” MTender.

This corresponds to the Province ’s vision of e-Government. One of Gorontalo’s e-Government infrastructures is the e-procurement service. To find out whether the LPSE service is effective, evaluation is needed. This paper presents an evaluation of Electronic Procurement Services using COBIT 5 (Target Control for Information and Technology related version 5). By analyzing awareness management on the strategic plan for Electronic Procurement Services (LPSE) that need to be evaluated. Namely in the process (ME1) in terms of information technology performance, after conducting an Awareness Management analysis then measure the level of management ability by using the Maturity model to get maturity values for performance domain information technology (ME1) with a maturity value of 2,56. internal control (ME2) with a maturity value of 1,80. In accordance with external requirements (ME3) with a maturity value of 2,44. and information technology governance (ME4) with maturity values 2,99.

Purpose The purpose of this paper is to examine the impact and role of libraries of the Institutes of Management in India in their research output. The study is based on the seven point performance evaluation parameter, whereby each individual library has been ranked on the basis of aggregate performance against each individual parameter. Some of the key parameters evaluated, include, preference of resource procurement namely, electronic or print, utilisation of library budget towards the procurement of print and electronic resources, average fund utilisation on resource procurement against each published research article and average fund utilisation on resource procurement against each faculty member. Research output against each faculty member and various other similar aspects have been evaluated. Design/methodology/approach The study is limited to the management institutes of India, but the findings can be generalised to assess omit it the overall trend across the management institutes in general and India in particular. The study is based on 2016 ranking list of Institutes of Management in India, compiled and released by the Ministry of Human Resource and Development, Govt. of India for the period 2012-2013, 2013-2014 and 2014-2015. Findings From the data analysis, it emerged that almost three-fourth of the library budget in the leading Management Institutes across India is being spent on the procurement of e-documents, mostly in the form of subscription of online journals. On average 1.18 research articles have been published by each faculty member during the period of study from each institute under study, with an average annual institutional research output of 19.63 research articles. In terms of resource allocation, on average Indian Rupees (INR) 0.986/million has been spent by each institutional library on the resource procurement against each published research article, and INR1.166/million has been spent on the resource procurement against each faculty member. Practical implications The study is an attempt to seek correlation between the money spend on the procurement of resources and its direct impact on the research output of that particular institution. Originality/value The study is original and first of its kind, undertaken in India.

Under the premise of coordinated procurement bilateral and multi-issue negotiation, adaptive negotiation strategy has become an essential factor for multiagent conflict resolution. This paper studies an adaptive negotiation strategy based on selective integrated learning, which effectively improves negotiation. First, take the suppliers and purchasing companies in the cluster supply chain as the research objects and analyze the characteristics of multilateral negotiation of collaborative procurement. Secondly, the support vector machine algorithm performs adaptive learning for each evaluation data set to estimate the concession range. On this basis, remove the few submodels that perform poorly, recombine the calculation weights, and establish a multiagent clustered supply collaborative procurement negotiation model. The simulation experiment proves the feasibility of the adaptive negotiation strategy and the effectiveness of the adaptive coordination strategy based on selective ensemble learning proposed in this paper from the aspects of concession range prediction error rate, prediction accuracy rate, and negotiation utility.

Abstract:
The independent legislative agency of Ukraine according to the international standards ISSAI in private carrying out of the state audit (including the published purchases) is made. It is established that international practice has identified three components of public audit: performance audit, financial audit and compliance audit. The necessity of standardization of the state audit of public procurements through legislative fixing of audit of conformity is proved. The main objects of compliance audit are proposed: the activities of the customer (participant), public resources and the activities of responsible government agencies. Recommended main directions and procedures for compliance audit for each object and by stages of the life cycle of procurement items. Features of the audit of compliance of redistribution by the customer of various receipts for public procurement are considered. Features of audit procedures for different types of public procurement are identified. The recommended procedure and algorithm for auditing the correctness of determining the subject of procurement from the customer. The main mistakes and violations of the participants, which take place during the audit of compliance with public procurement, have been identified. The peculiarities of compliance audit at the stage of public procurement planning, pre-contractual and contractual relations in the electronic procurement system, as well as at the stage of use of procurement items are highlighted. It was emphasized that the responsible body should regulate issues related to the functioning of the electronic information system, platforms and web portal in the field of public procurement. The key elements of the Public Procurement Compliance Audit Standard (purpose, objectives, subject, objects, subjects, stages, methods, principles) are proposed.

Abstract:
Medical recorders and health information are some of the health workers who are included in the "medical technical" group where the task of medical recorders and health information is to manage patient data into health information that is useful for decision making. Planning for the needs of health personnel must be following the needs in the field in terms of type, qualification, quantity, and procurement. Excess health personnel will result in unproductive use of work time, while a shortage of health workers will result in excessive workloads so that in planning the needs of health workers an analysis of the workload is required. This study was conducted to obtain information on the ideal number of medical record health personnel using workload calculations. This research method is based on the calculation method of Work Load Indicator Staff Need (WISN) through the implementation of a website-based information system at XYZ Hospital. Based on the results of this study, it shows that the ratio of <1 HR in the unit is not sufficient and not following the workload, namely the number of human resources in the Old Patient TPPRJ with a ratio value of 0.33; RJ coding ratio value 0.41; and Analysis with a ratio value of 0.38. The objectives of the project of establishing the library and learning resources center at Malawi Institute of Procurement and Supply (MIPS) were to draft recommendations on the kind of infrastructure in terms of hardware, software, and networking required to establish the library systems; Koha and DSpace, to develop user training manual for e-library systems, to develop a user manual for a recommendation for additional training resources for the library, to install e-library systems, link the elibrary systems to Members Management Information System (MMIS), to create catalog records for information resources and to conduct training on the functionality of the e-library system. The study was a descriptive account of the processes of establishing a library and learning resources center in an organization. Monitoring and reporting of the project activities were done which led to the development of reports, library manuals, and deliverables for the project. The scope of the work involved the establishment of the library currently operational. The period for the entire project was 6 months. Some of the major achievements for the project were the installation of Closed Circuit Television (CCTV) system for the resource center, installation of e-library systems, purchase of new textbooks and subscription to electronic journals, training of MIPS management and users on the functionalities of e-library systems, and recruitment of a qualified Librarian to manage the resource center.

Purpose The purpose of this study is to assess the impact of advent of electronic information resources on “academic and carrier related core aspects of user performance”. Design/methodology/approach Seven sampled agricultural universities across northern India were surveyed personally by the investigator for collecting data about the questions under investigation through a structured questionnaire. The response of the users for each statement under investigation was collected with simple “Yes”/“No” option. The investigator also resorted to the telephonic and e-mail communication to collect prompt response and had a personal interaction with respondents to substantiate the collected responses and remove any ambiguity thereof. Findings It is found that the majority of respondents are of the opinion that due to advent of e-resources the users’ interest in studies has enhanced (62.90 per cent) and that the e-resources have played a significant role in timely completion/submission of their study related assignments (74.30 per cent). It is also evident that a good proportion of respondents agree that the advent of e-resources has laid a positive impact on performance of users in “academic examinations” (50.80 per cent), “competitive examinations” (52.80 per cent), and the “interviews” (46.18 per cent) they face. Statistically, it is also verified that the performance of users with respect to five aspects investigated in this study is significantly associated with advent of e-resources (p < 0.01), whereas it does not show any association with one aspect i.e. “timely completion of an academic degree”. Research limitations/implications The findings are based on mere opinion of users and need to be verified by devising a well-articulated methodology for verification of the user performance related facts both in print and electronic eras, independent of the users’ opinion. Practical implications The findings of this study shall prompt the budget allocating authorities of the libraries to reformulate their fund allocation policies. Findings of this study shall act as logical basis to enhance budget for improving the volume of e-resources. These also emphasize the fact that a provision of recurring fund needs to be created for facilitating single window based anytime anywhere access to the available e-information base, which may include annual subscription charges for availing (i) proxy software services for remote access and (ii) federated search engine for single window searching. Originality/value This is first work of its nature in northern Indian agricultural libraries. The findings will be useful for the authorities to decide about the degree of importance the libraries need to endorse with the procurement of information resources in electronic form. The study will really inspire the researchers and librarians to conduct similar studies in other specific domains of knowledge and come out with significant findings and suggestions.

Pola pikir, etika pegawai dan aktivitas pegawai untuk melakukan kejahatan yang tidak terdeteksi oleh sistem, adanya beberapa pihak yang mampu membobol sistem dan beberapa kasus pengawasan yang hanya dilakukan secara internal. Kasus-kasus ini yang menjadikan faktor kompetensi sumber daya manusia, infrastruktur dan pengawasan resisten dalam implementasi e-Procurement di Kota Kupang. Metode survei melalui pengisian kuesioner dan wawancara merupakan teknik pengumpulan data yang digunakan. Alat analisis yang digunakan adalah Smart Partial Least Square 3.2. Hasil dalam penelitian menunjukkan bahwa faktor kompetensi sumber daya manusia, infrastruktur dan pengawasan berpengaruh terhadap implementasi sistem e-Procurement Kota Kupang. Dengan meningkatkan kompetensi sumber daya manusia, infrastruktur dan pengawasan akan meningkatkan kesuksesan implementasi sistem e-Procurement. Setelah membuktikan pengaruh secara empiris maka diberikan rekomendasi strategi dengan merangkum dari hasil wawancara dan brainstorming. The mindset, employees and activities of employees to commit crimes that are not detected by the system, there are several parties who are able to break into the system and there are several cases of supervision that are only carried out internally. These cases are the factors of human resource competence, infrastructure and resistance monitoring in the implementation of e-Procurement in Kupang City. This study aims to obtain empirical evidence of the influence of competency factors of human resources, infrastructure and supervision in the implementation of the e-Procurement system and provide strategic recommendations in improving the implementation of the e-Procurement system in Kupang City. This type of research is a mixed methods research. sample determination is non-probability sampling method, with the sampling method used is saturated sampling. The research sample is the employees of the Procurement Section of the Regional Secretariat of Kupang City with a total of 33 respondents. The survey method through filling out questionnaires and interviews is a data collection technique used. The data analysis technique used is Smart Partial Least Square 3.2. The results in this study indicate that the competence of human resources, infrastructure and supervision has an effect on the implementation of the e-Procurement system in Kupang City. By improving the competence of human resources, infrastructure and supervision will increase the success of the implementation of the e-Procurement system. After determining the effect empirically, a strategy recommendation is given by summarizing the results of interviews and brainstorming. Some strategic recommendations in improving the implementation of the e-Procurement system are the provision of education and training, improving the internet network and server assistance through the Information and Communications Service, outreach to invite the public to monitor, improve evaluation in evaluation by providing suggestions for adding an evaluation menu to the Procurement Institution's website. The questions of optimizing the reproduction indices of mineral and raw materials base are determined by the Budget Code of the Russian Federation and Federal Law No. 44-FZ of 05.04.2013 and are caused by a discrepancy between the economic interests of participants in the procurement process. Rosnedra, as a state customer, organizes purchases. The subjects entering into relations with the state customer in the stage of determining the supplier are legally independent geological organizations with their own means of production. The main indicator of their activity is maximization of revenue and profits from fulfillment of orders. For federal, regional and local government bodies, the goal is to maintain geological services markets, develop a regional mineral resource base. It follows that economic motivations of potential participants do not always coincide, and sometimes even contradict each other. In our opinion, one of the ways to maintain reproductive cycles of the mineral resource base is to use geoinformation systems in geological exploration modeling through the classification of methods and tools, determining composition of the modules consisting of indicators, conducting their peer review. The purpose of the study is to analyze and systematize the provisions of the contract system in the procurement segment and propose the ways to improve it, based on geological and economic monitoring, to group monitoring indicators into three interacting functional blocks within a single data warehouse: mineral resource base, mineral resource complex and mineral resources potential. The research methodology includes analysis of subsoil users operating in the region; deposits with industrial categories; deposits with geological reserves; soil areas containing predictive resources of category P1; soil areas containing predictive resources of category P2; soil areas containing predictive resources of category P3. As a result, the authors carry out an expert assessment of the limit values of indicators for the mining zones of the Bryansk region, on the basis of which it is concluded on the feasibility of use of geological and economic monitoring with respect to information support of the contract system in the procurement sphere.

The article is devoted to the review of branch cadastres, their development with the use of geographic information technologies and the improvement of the legal regulation of the cadastral data system. It is established that branch cadastres are an information base for effective management of nature and environmental protection. The complex management nature necessitates to achieve a full relationship between the individual components of information support related to the characteristics of natural resources. Sectoral cadastres are the basis of territorial information systems, and the complexity of information in them is achieved through the use of calculated integrated indicators, iterative expert assessments based on the analysis of data on individual natural resources, as well as environmental monitoring data and government statistics. The importance of developing a national infrastructure of geospatial data, which will further increase their capacity to address critical public challenges, namely: emergency management, economic processes, effective governance in the field of public utilities and many other public administration functions. The development of GIS technologies in Ukraine is at the production stage of development, which is characterized by active implementation in assessing the value of modern software products, creating comprehensive and thematic electronic maps, using satellite and GPS data, using the Internet. Responsible and competent decision-making on territorial management, including the implementation of land planning and land management, requires integrated processing and analysis of information and geospatial data contained in separate departmental and sectoral cadastral and registration systems. The integration of cadastral data of different quality should be considered as one of the most urgent tasks. The development of geographic information technologies and cadastral systems requires the development of algorithms that will allow to combine geodata in an automated mode and without human intervention that have differences in the completeness of materials, their relevance, origin, reliability. The openness of the system of state branch cadastres promotes the ability of every citizen to obtain information about natural resources, protection of the rights and legitimate interests of the owners of such resources. This necessitates legislative regulation for providing procedure cadastral information as a separate stage of the cadastral process. The study investigated the use of electronic resources/information by research scientists in Ghana. Specifically, to investigate the awareness and level of use of electronic resources; perceived reliance, benefits and impact of use of electronic resources on the research activities. The research design for the study was a survey. Questionnaire schedule was used to collect data from 103 scientists from selected institutes at the Council for Scientific and Industrial Research (CSIR), Ghana. The result revealed that majority of the scientists (92 %) used electronic resources. The most used type of resources were Electronic databases, electronic research reports and electronic journals. The purpose of use was mostly for research work (71 %). However only 34 per cent had had training in information literacy skills. Some of the impediments to accessing the electronic resources were poor ICT infrastructure (38 %) and lack of skills in accessing the resources (35 %). Generally, the use of electronic resources have improved research activities of research scientists It is recommended that continuous training (formal and informal) should be organised for research scientists to keep them abreast with new electronic applications and tools that will promote their level of competence and improvement in their research outputs. In Addition, ICT infrastructure should be improved in the various institutes for easy access to the electronic resources

Introduction. The first article of the series addresses the main findings of the analysis of regulatory documents governing public procurement in construction in some foreign countries. Methods, that are little known in Russia and not typical for the domestic practice of contractual relations, are successfully used abroad. On the contrary, some of the rules look strange to a foreign bidder. The Auditing Chamber of the Russian Federation emphasizes the instability of competition legislation. Materials and methods. The authors address the Russian investment and procurement statistics and study basic principles and methods of public procurement. Basic rules governing relations between customers and contractors are analyzed. The Russian bidding legislation is compared with foreign bidding legislation systems, which are analyzed in the article. Results. The author have found that no thorough preparations for design and construction works are made. Little financial resources are invested into feasibility studies. Electronic document management is overemphasized, and features of the construction process are not sufficiently addressed. Competitive negotiations are not used abroad, although auctions, that do not take into account any parameters other than the price, are applied. The contact price is set in advance, without taking into account the contractor’s capabilities, and later this price remains unchanged, even if its initial value is too low. In many cases no contractors join the bidding process, which causes investment programmes to fail. The procurement legislation hardly addresses the contract implementation phase. Conclusions. It is advisable to draft and pass an independent federal law on public procurement in construction. At the same time, it is necessary to take into account the international experience and the capabilities of contractors operating in civil and industrial engineering. There is a need to limit indirect costs and profit margins of equipment and construction material producers in the same way as it is done in respect of construction companies within the framework of price control measures.

The mismatch, incoordination, and noninteraction between the upgrading of the industrial structure and human resources in the western region have severely restricted the speed and quality of regional economic development. Based on the in-depth analysis of the coupling effect mechanism of industrial structure upgrading and human resources in the western region, this paper constructs an evaluation index system for industrial structure upgrading and human resources in the western region. The coupling coordination degree model was used to calculate and analyze the coupling degree and coupling coordination degree between the industrial structure upgrading and human resources in western China. The results show that from 2009 to 2018, the industrial structure upgrade and the level of human resources in the western regions continued to rise. Before 2015, the level of industrial structure was higher than the level of human resources, and then the opposite trend appeared. From the perspective of regional distribution, the coupling and coordination of the two systems in western regions are quite different. The upgrading of industrial structure and the coordination of human resources in the three regions of Shaanxi, Chongqing, and Sichuan are generally higher than those in other regions, but there was still a gap from the high-quality coupling state. Therefore, an in-depth understanding of the coupling stage, current situation, and problems of industrial structure upgrading and human resources in western regions will help to further promote the high-quality economic development of western regions.

The change in demographic trends observed in most of the subjects of the Russian Federation in recent years has had an impact on the structure of morbidity. The increase in the morbidity of the population for certain classes of diseases required operational accounting and planning of increasing the corresponding health resources, procurement of medicines. National medical research centers are of fundamental importance in the management of the quality of medical care and the assessment of health resources. The lack of an effective control tool at national medical research centers for many years did not allow to increase the effectiveness of quality management of medical care. In 2019, the Ministry of Health of the Russian Federation created a modern mechanism for managing medical care in the main profiles throughthe use of vertically integrated medical information systems.The introduction of such information systems led to a search for a balance of interests of medical professionals who do not have the opportunity to spend a lot of time filling out various electronic documents and forms, as well as the interest of developers of information systems whose rigid algorithms had to be transformed into convenient and familiar business processes for doctors.The optimal solution proposed by the authors of this article is the use of regional specialized subsystems for disease profiles, which receive primary information about the case of treatment from various sources and automatically generate structured electronic medical documents.

The availability of this information will enhance the quality of making scheduling decisions. However, when and how to use this information to realize the adaptive collaboration of Production-Logistics Resources are vital issues. Therefore, this paper studies the above problems by establishing a real-time reaction scheduling framework of Production-Logistics Resources dynamic cooperation. Firstly, a real-time task triggering strategy to maximize information utilization is proposed to explore when to use real-time information. Secondly, a collaborative method for Production-Logistics Resources is studied to explore how to use real-time information. Thirdly, a real-time self-adaptive scheduling algorithm based on information entropy is utilized to obtain a stable and feasible solution. Finally, the effectiveness and advancement of the proposed method are verified by a practical case.

The current global market situation pursues high adaptability, but why? Complexity due to mass customization is greater than ever. Globalization is no longer a theory but a fact that makes disruptions in the globalized supply chain a major risk for operations. In this context, customers demand novelty and unique experiences. These are the main drivers for market success. Therefore, existing products are now in continuous states of change with shortened product lifecycles. The purpose of this article is to analyze the impact of new market entries and product changes along the lifecycle as well as supply chain disruptions in supplier inventory levels. The goal is to minimize costs by achieving a given service level with a market-oriented procurement planning model. The model pursues minimizing the time needed to align the system with the market and, therefore, the adaptability of the system. The research compares classical inventory management models with the new proposed approach by means of simulation with the system dynamics methodology. The results show how the proposed model increased the delivery service level, reduced inventory costs, and increased the utilization of resources due to lower demand uncertainty. Therefore, the developed model is able to plan the inventory supply with a low risk of stock outages. The conclusion proposes a differentiated forecasting and inventory strategy depending on the product lifecycle stage. The developed market-oriented procurement planning model provides guidance for inventory managers regarding how to optimize their operations as an opportunity within the fourth industrial revolution to develop information technology (IT) systems to gather and utilize demand and inventory data with real-time efficiency.

Introduction. Educational resources for medical students are not limited to traditional resources available in the university electronic environment of (subscribed or created at the university). Studies of the usage statistics of the university information-educational environment cannot give a reliable answer to the question of what resources students use. The study analyzes the survey data on the use of publicly available and commercial educational services along with the university resources. In result, we determine how the structure of the information and educational environment of the university meets the identified needs of students.Methods. In April 2021, we conducted an online survey of 1,765 students from 10 medical universities. Respondents were proposed to indicate the frequency with which they use different educational resources. We compare the 2021 results with the data of the 2020 survey using the methods of statistical analysis. Comparison of the use of the same type of university resources, publicly available and purchased are performed. The risks of the use of information resources of the university are assessed. Relationships between the use of different resources have been determined. Clusters of respondents demonstrating similar informational behavior are identified.Results. No significant changes in the frequency of use of information resources have been registered since 2020. Students prefer to use free resources regardless of their source. Frequent viewing of teachers’ online lectures reduces interest in face-to-face lectures, and frequent use of paid video resources or mobile applications reduces interest in the university resources as a whole. Close links have been found between the use of different commercial resources. 42.3 % of students prefer the university-created resources, whereas 38.6 % of students are focused at the publicly available resources and 19.1 % prefer technological resources from any source.Conclusion. The information resources of the university compete for the attention of students with a huge number of third-party resources. High-quality video content can significantly increase the use of university resources. An expert assessment of popular medical resources and an increase in students’ awareness of the quality of these resources is needed.

The article reveals the specifics of creation, content, functions and value of the electronic information and bibliographic resource "Outstanding Educators of Ukraine and the World" of V. O. Sukhomlynskyi State Scientific and Pedagogical Library of the National Academy of Educational Sciences of Ukraine in a comparative dimension with similar Ukrainian and foreign electronic biographical resources. The goals of the development of the electronic biographical resource have been formulated; the specifics of formation of its content and structure have been characterized; the importance of electronic biographical resources in the domestic and foreign educational and scientific space as a component of digital humanities has been substantiated. The influence of the use of electronic biographical resources on public opinion and on a person in the educational dimension has been investigated. It has been proven that in the context of the digital transformation of the scientific sphere and the integration of the Ukrainian education into the European educational and scientific space, the development of electronic information and specialized bibliographic resources, dedicated to well-known personalities in the sphere of education, history and culture, got significant repercussions. We have substantiated why the electronic resource "Outstanding Educators of Ukraine and the World", containing information about Ukrainian and foreign educators and public figures, is a unique specialist resource without analogues. It is a significant contribution to the development of digital pedagogical biographics and it makes it possible, through the prism of scientific biographies, to trace systematically the development of the Ukrainian and foreign education, pedagogical thought in both macrohistorical and microhistorical dimensions and to contribute to the restoration of the national pedagogical memory. The representation via the electronic resource of the generalized knowledge about the humanistic ideas of the Ukrainian and foreign educators and public figures of the past is of great importance for education in general, in particular for pedagogical education in Ukraine, namely in the system of professional training; it is a source of formation of a pedagogical worldview in students who will be teachers in the future, increasing their spiritual culture in the face of global civilizational challenges. Sharing economy is developing rapidly in the world, but most sharing enterprises have failed and brought a huge waste of resources. We analyzed the relationship between the entrepreneurial success and the failure of e-commerce companies engaged in sharing goods. We think that the sharing economy is divided into the procurement sharing economy (PSE) and idle sharing economy (ISE). By establishing two models (PSE and ISE) to explain the success or failure of enterprises in sharing economy, we found that PSE enterprises are traditional enterprises with a high bankruptcy risk. PSE enterprises can generate a significant amount of waste and are highly dependent on venture capital; they should be restricted by the government. ISE enterprises, however, have Internet “genes,” comport with sustainable development, and should be supported. Our research shows that entrepreneurs may fail if they do not pay attention to the relationship. A huge waste of resources and chaotic social order may occur if the government does not pay attention to it, and investment companies may lose a lot if they ignore it. The practical data show that our method is effective in judging whether the sharing enterprise fails.

The article describes trends in the development of electronic manufacturing in the Soviet Union and after the gain of independence. The factors that may be the key to improving the competitiveness of domestic electronic production are given. Among them, scientific and human resources play an important role. The geography of the enterprises of the electronics industry is determined: Kyiv, Lviv, Khmelnitsky, Kharkiv, Rakhiv, Mykolaiv. The activities and product assortment of the leading manufacturers of personal computers are analyzed separately (Joint Stock Company «Navigator», company «VSESVIT», Limited liability company «Technique for Business», and «DiaWest-Computer World»). Changes in the structure of major subsectors of the electronic industry by size of enterprises during 2010–2017 were analyzed. In particular, the number of medium and large enterprises in the industry in 2015–2017 was relatively stable, while the number of small enterprises decreased. There are positive trends in some product groups in the industry: manufacture of computers, electronic and optical products, and production of electrical equipment with a lower level of knowledge intensity. Measures to increase the competitiveness of domestic electronics enterprises are grouped in three directions: microeconomic (attracting qualified engineering and design staff; employment of young specialists; updating the range; involving scientists in R&D; effective management), mesoeconomic (higher technical education; public-private partnership; increase in public procurement; preferential lease terms for state-owned property; increase in investment localization; long-term bank lending; creation of industrial parks; counteraction to smuggling), and macroeconomic (defining the priorities of scientific and industrial policy; development of legislation; structural transformation; diversification of development and production; international commercialization of research and production activities and cooperation; development of national innovation system infrastructure).

It was found out that the communication potential and interactivity of ICT provides the subjects of the educational process opportunities for creative communication, exchange of information, cooperation in performing common tasks, increase interest, deepen knowledge about the phenomenon of giftedness and development of non-cognitive qualities needed for future educators with gifted children. The methodical features of conducting lectures-visualizations on pedagogical disciplines with the use of electronic presentations aimed at forming in future educators components of readiness to work with gifted children are presented. The importance of electronic educational resources in expanding students' knowledge about various aspects of working with gifted children is shown. The experience of creating a virtual teacher's site «Teaching creatively» is presented, in which it is integrated the capabilities of online services in accordance with the didactic purpose, taking into account the age and individual characteristics of gifted children. The teacher's virtual website «Teaching creatively» has a clear structure, its creation involves the use of online services that allow you to design interactive tasks, provide feedback, record educational videos and conduct research. The main conclusion of the study is that the use of information and communication technologies, electronic educational resources in terms of distance / blended learning significantly improves the quality of training of future teachers to work with gifted children.

This article analyzes innovation activities of electronic enterprises in Ho Chi Minh City. The descriptive statistical techniques were applied to test the survey data on 185 electronic enterprises in 2016. The results show that although the majority are aware of the importance of innovation and improvement to their production and business processes, they still focus on launching new products or modifying existing products. At the same time, other innovative activities such as improving production process or management failed to show much progress. Specifically, the rates of enterprises that organized R&D department and received information on scientific and technological guidance dropped from 35.80% and 23.50% in 2017 to 34.90% and 16.30% in 2010 before increasing to 37.80% and 20.50% in 2014. In addition, technology renovation activities in enterprises were only 16%, 15.50% and 18.90% in 2017, 2010 and 2014 respectively whereas training of science and technology personnel were 17.30%, 15.50% and 17.80%. This is due to high R&D costs, shortage of financial resources and R&D specialists, and small business scale. Therefore, these enterprises will need to strengthen, enhance and diversify innovation activities for stable and sustainable development.

The developed infrastructure of a small agricultural business (ISAB) ensures the innovative development of production of small enterprises of the agro-industrial complex (AIC), solves social problems of rural areas and provides employment for the rural population, performing a number of functions, including: property, financial, consulting, information, legal, innovative , social and export support for small agricultural businesses (SAB). The aim of the study is to identify the problems of the infrastructure development of the SAB and search for their solutions. The methods of generalization, economic and mathematical modeling, functional analysis were used, the data of the Ministry of Economic Development of Russia, the reporting of the Ministry of Agriculture of Russia, publications of foreign and domestic authors and other sources served as the material for the study. It was proposed to use the institution of “commercial procurement”, to functionally expand the “financial” service, to organize a Single Industry Center for Infrastructure Development (Center), which will ensure effective interaction of all participants through the use of a digital platform based on a service-oriented architecture (SOA). The platform needs to be integrated with government information systems that support the infrastructure development of the SAB. The cluster organization of infrastructure facilities will increase efficiency, will contribute to the concentration of resources and their greater purposefulness. The main result of the implementation of new organizational mechanisms should be the effective development of the IMAB.

Purpose This study aims to develop a real-time algorithm, which can detect people even in arbitrary poses. To cover poor and changing light conditions, it does not rely on color information. The developed method is expected to run on computers with low computational resources so that it can be deployed on autonomous mobile robots. Design/methodology/approach The method is designed to have a people detection pipeline with a series of operations. Efficient point cloud processing steps with a novel head extraction operation provide possible head clusters in the scene. Classification of these clusters using support vector machines results in high speed and robust people detector. Findings The method is implemented on an autonomous mobile robot and results show that it can detect people with a frame rate of 28 Hz and equal error rate of 92 per cent. Also, in various non-standard poses, the detector is still able to classify people effectively. Research limitations/implications The main limitation would be for point clouds similar to head shape causing false positives and disruptive accessories (like large hats) causing false negatives. Still, these can be overcome with sufficient training samples. Practical implications The method can be used in industrial and social mobile applications because of its robustness, low resource needs and low power consumption. Originality/value The paper introduces a novel and efficient technique to detect people in arbitrary poses, with poor light conditions and low computational resources. Solving all these problems in a single and lightweight method makes the study fulfill an important need for collaborative and autonomous mobile robots.

Background: In 2012, the Health Resources and Services Administration and the United Network for Organ Sharing launched the “Electronic Tracking and Transportation” (ETT) project, in response to “labeling and packaging issues” being a frequently reported safety incident. This article describes an improvement project conducted as part of this United Network for Organ Sharing project. Methods: An interdisciplinary team conducted a Process Failure Modes and Effects Analysis, laboratory simulations of organ labeling during procurement, and a heuristic evaluation of a label software application to inform the design of TransNet, a system that uses barcode technology at the point of organ recovery. A total of 42 clinicians and staff from 10 organ procurement organizations and 2 transplant centers in the United States participated. Processes Addressed: Key features of the redesigned labeling system include independent, double entry of label information into the software application, a machine-readable barcode on each organ’s label, and a handheld printer for at “point of use” label printing. Outcomes: The new labeling system, TransNet, has become mandatory since June 2017. A survey conducted on early adopters (N = 11), after 1 year of use, indicates the process is safer and more efficient. Implications for Practice: The findings from this study suggest that the application of quality planning methods, common in other industries, when redesigning a health-care process, are valuable and revelatory and should be adopted more extensively. Future evaluation of TransNet effectiveness to reduce safety incidents is critical.

In order to fill export niches and ensure import substitution, new export-oriented sectors of the agro-industrial complex have been studied. In particular, in processing industry, the transition to international quality standards for technical and technological re-equipment of production, as well as expanding the range of food products and creating equal conditions for competition with main trading partners in the Eurasian Economic Union remains relevant. The results of the study allowed us to conclude that it is necessary to make amendments in matters of technical regulation, trade, protection of competition, information, customs and border services, improve organizational and economic structure of agricultural sector in the following priority areas of management: development of integration in AIC, agro-industrial entities performing procurement functions, storage, transportation, processing and marketing, organization of agricultural markets, ensuring formation of effective material resources. In particular, in processing industry, the transition to international quality standards for technical and technological re-equipment of production, as well as expanding the range of food products and creating equal conditions for competition with main trading partners in the Eurasian Economic Union remains relevant. The results of the study allowed us to conclude that it is necessary to make amendments in matters of technical regulation, trade, protection of competition, information, customs and border services, improve organizational and economic structure of agricultural sector in the following priority areas of management: development of integration in AIC, agro-industrial entities performing procurement functions, storage, transportation, processing and marketing, organization of agricultural markets, ensuring formation of effective material resources. Thus, it can be stated that increasing the competitiveness of agricultural products depends on many factors, the observance of which is an indispensable condition for the recovery of the industry's economy.

Abstract:
In recent years, the individualized demand of customers brings small batches and diversification of orders towards enterprises. The application of enabling technologies in the factory, such as the industrial Internet of things (IIoT) and cloud manufacturing (CMfg), enhances the ability of customer requirement automatic elicitation and the manufacturing process control. The job shop scheduling problem with a random job arrival time dramatically increases the difficulty in process management. Thus, how to collaboratively schedule the production and logistics resources in the shop floor is very challenging, and it has a fundamental and practical significance of achieving the competitiveness for an enterprise. To address this issue, the real-time model of production and logistics resources is built firstly. Then, the task entropy model is built based on the task information. Finally, the real-time self-adaption collaboration of production and logistics resources is realized. The proposed algorithm is carried out based on a practical case to evaluate its effectiveness. Experimental results show that our proposed algorithm outperforms three existing algorithms.
