Abstract:
The first chapter - Crisis? Which Crisis? - constructs a new series of industrial value added at constant (1938) prices for Italy, for the period between 1928 and 1938. The data employed are shown to be better indicators of the dynamic of the Great Depression than those used by Carreras and Felice (2010) and allow to substantially revise the profile of the Crisis. The contraction appears to be more pronounced and persistent, placing the Italian experience more in line with that of other industrialised countries. The second chapter - The Italian Climacteric - presents new estimates of total factor productivity growth for Italy over the Fascist era and compares them with analogous ones for the pre-World War One period and for Germany and Britain. Because of the absence of a fully reliable GDP series, a dual growth accounting framework is employed. This approach permits the incorporation of new data on land rents and of new evidence on the returns to human capital. Results show that during the interwar era Italy experienced a “climacteric", defined as a cessation of TFP growth, which compares poorly with the coeval performance of Britain and Germany. This disappointing result contrasts vividly with what occurred in the late liberal Italy, when TFP grew less quickly than in Germany, but faster than in Britain. The third chapter - A Tale of Two Fascisms - offers the first quantitative assessment of labour productivity dynamics within the Italian industrial sector and of their links with Fascist competition policy. We argue that the institutional context in which Italian firms operated and, in particular, changes in the level of product market competition had a significant effect in determining their productivity performance. By relying on a new dataset and on new labour productivity estimates, we show that the earlier more liberal period of the Fascist era was characterised by a true productivity boom, which ended following the switch to a more interventionist industrial policy. Panel data evidence shows that reductions in the level of competition in the industrial sector were associated with lower productivity growth, while changes in industrial structure were a less significant factor.

Abstract:
This thesis examines political and military aspects of British policy towards Italy during 1946-1949. It focuses on five major areas: the punishment of Italian war criminality, the reconstruction of the Italian Armed forces, the role of Italy in British plans for European cooperation, British involvement in the Italian election of April 1948 and Italy's inclusion into NATO. It analyses the factors that influenced the evolution of British policy such as pressures from the emerging Cold War, Britain's diminished power in the region and its desire to remain a major international player in the post WWII world. It evaluates the impact that Italian domestic politics and Italian realities had on the conception and execution of British policy. It reveals that British policy towards Italy was governed not only by British power politics, the desire to frustrate the designs of the Soviet Union and the Italian Communists, and the challenge of growing US influence in Italy but also by moral and ideological underpinnings such as the desire to secure the punishment of some of the worst Italian war criminals and the aspiration, as manifested by British intervention in the Italian election of 1948, to provide Italy with a form of government which was a social democratic anti-Communist alternative to the American form based on an undiluted capitalism. British policy during this period had intended to include Italy in any British plans for European cooperation when the time was right. Its resistance to Italian inclusion into NATO stemmed primarily from pragmatism rather than any persisting punitive attitudes towards a defeated opponent. British foreign policy towards Italy did not achieve all its aims but it cannot, even remotely, be described as a failure. Italy remained firmly anchored in the Western bloc, the seeds of social democracy were nurtured, disengagement was managed in an orderly and successful manner and the British stance over Italo-Yugoslav relations succeeded in neutralising potential dangers to Italy by helping to expose Stalin in the eyes of the Yugoslavs.

Abstract:
What accounts for the differences in the economic performance across Italian regions in the post-Unification period? This thesis seeks to explain the regional patterns of economic development and industrialization in Italy in the period 1871-1911 by applying various Economic Geography models. The first part follows Overman and Puga (2002) and studies the distribution of industrial employment across regions. The aim is to test the effect of regional borders on the distribution of industrial employment. The existence of this border effect, tested through the use of provincial data, suggests that the Italian regions in this period represented meaningful economic entities. By testing the effect of pre-1861 borders we link this result to the persistence of pre-Unification institutional arrangements. The second part follows the methodology by Head and Mayer (2011) and investigates the relationship between economic performance and market access. Here market access is captured through market potential, a measure of the centrality of a region based on GDP and transport costs. The main result is that domestic market potential is a strong determinant of GDP per capita while all the formulations of market potential that include trading partners give more mixed results. The last part seeks to explain the location of industries in Italy in the period 1871–1911. The analytical framework takes into account both the Heckscher-Ohlin (H-O) theory on factor endowment and the New Economic Geography (NEG) theory on access to markets. The methodology used here is based on Midelfart-Knarvik et al. (2000). The location of industries, measured through employment per region per sector, is explained with interactions between characteristics of the regions and characteristics of the sectors, of both H-O and NEG-type. The main findings of this chapter are that endowments, and in particular human capital, were the driving force behind the first Italian industrialization while access to markets had a more limited effect.

Abstract:
The common research interest of this thesis’s chapters is the dynamics of policy change in the context of the Italian governmental system. The collection of three published papers each included as a chapter in the core of the thesis is preceded by an introduction explaining the theoretical approach and research strategy. The chapters are consistent in following a middle-range processual theory of the politics of public policy decisions in a country case, an event-centric approach to explaining policy choice and an elite-interviewing approach to data collection. The first two chapters, respectively entitled “Government Innovation Policy in Italy (1993-2002): Understanding the Invention and Persistence of a Public Management Reform” and “Dynamics of Electronic Government Policies: The case of Italy (1992-2003)”, examine the dynamics of public management policy change in Italy over the period of a decade, employing the case of the Policy for Government Innovation and the case of the Electronic-Government Policy. The analysis of these two newly reported cases of enduring public management reform is suited to question the argument set by previous literature; that the country’s legalistic administrative culture inevitably suppresses meaningful reform. In particular, the chapters set forth two significant reservations about this argument, namely that the outcomes of public management reform initiatives are more varied than the current literature shows and the theoretical approach in the established literature attributes exagerate causal influence to the governmental system’s legalistic traditions. The third chapter, entitled “Explaining the Unexpected Success of the Smoking Ban in Italy: Political Strategy and Transition to Practice”, analyzes the episode that unfolds in a domain that addresses a general interest reform, very visible to public opinion, unlike public management reform. The chapter follows the issue beyond the pre-decisional stage, uncovering the dynamics of transition to practice: a phase between the formal passage and the full application of a law. A concluding section compares the three chapters, explores the interactions between analytically significant features of the Italian context and the policy cycle, and distils analytical refinements to the notion of policy entrepreneurship.

Abstract:
During the Second World War science came to play a large role in the British government's plans for postwar reconstruction of industry. The planners sought to improve industry's labour productivity and capacity for RandD. They drew on the consensus which had developed among scientists, industrialists and politicians favouring a great increase in state aid to universities and industrial RandD and increased government direction of research. The postwar Labour government, impressed with scientists' contributions to the war effort and faced with grave economic difficulties, was eager to enlist science in raising industrial output. By 1951, however, it had implemented few new programmes in this area. More money was being spent on the pre-existing Department of Scientific and Industrial Research and industry's co-operative Research Associations; the universities had doubled their output; the National Research and Development Corporation had begun in 1949; some publicity campaigns had raised public awareness of productivity's significance; and the economy, in the postwar boom, was performing much better than prewar. But overall the Attlee government did much less to raise industry's scientific level than it had planned. Almost every new programme was inadequately funded and staffed, and the few which survived had no realistic chance of reaching into individual factories to achieve the scientific renaissance which was necessary to return Britain to the front rank, by international standards, of innovation and industrial performance. The thesis examines that portion of civil science policy which aimed to improve industrial RandD and productivity, from the planning stage during the Coalition through implementation by the Attlee government. After an introductory chapter, Chapter 2 covers the work of wartime ministerial and official reconstruction committees; party differences and business opposition meant that reforms favouring a greater government role in RandD and industry generally were shelved until postwar. Chapter 3 examines the Attlee government's efforts to improve industrial RandD, particularly the formation of the Advisory Council on Scientific Policy, a failed attempt to create a British MIT, and several schemes, mostly unavailing, to vitalise DSIR, the RAs and private RandD. Chapter 4 examines postwar productivity policy, particularly the work of the Board of Trade, the scientifically-orientated Committee on Industrial Productivity, various government publicity campaigns, and the Anglo-American Council on Productivity. Chapter 5 briefly sketches post-1951 developments and finds that there has been little basic change in the policies suggested for arresting British industry's technical decline relative to its competitors, despite recurrent disappointment with the results of those policies.

Conceived inside a chronological frame, which starts in 1948, the year the Institute of Contemporary Arts in London founded, and ends in 1963, when Gillo Dorfles wrote a crucial essay on industrial design, concluding more than a decade of discussions, the thesis aims to examine some artistic and cultural phenomena identified in Italy and Great Britain, and seen as the acknowledgement or as the reaction to modernity. Topics and fields taken in consideration within the thesis are technology, science (fact and fiction), vision of the future, the relationship between arts and the awareness of industrial design as a new discipline. All these aspects, that might seems unusual in relationship with visual arts, are perceived as the expression of a second phase of Modernism. The British personalities included in the thesis are Reyner Banham, Richard Hamilton, Nigel Henderson, John McHale, Eduardo Paolozzi, Alison and Peter Smithson, all members of the Independent Group. With the presence of architects, visual artists, photographers, critics and, in a broader sense, designers, the group encompassed a variety of popular interests, with the inclusion of mass‐produced goods. The Italian figures presented in the thesis – Gillo Dorfles, Bruno Munari, Ettore Sottsass and Giuseppe Pinot‐Gallizio – focused on industrial design objects, viewed as a new artistic branch, to promote, to plan or to question. Other recurring figures analysed in the thesis are Max Bill, Asger Jorn and Tomás Maldonado, who give international connections to the themes and British and Italian personalities examined. In order to provide a wider understanding of the 1950s and their crucial function in the story of post‐war Europe, the thesis aims to emphasise the role played at different level by British and Italian visual artists, designers and critics, and explain the reasons that, in the following decade, would push Italy in its industrial miracle and Great Britain at the peak for its popular culture, pop music and fashion creativity.

Abstract:
The aim of EU Regional Policy is to intervene effectively in regions that “lag behind” in economic terms and to finance development programmes through the allocation of Structural Funds which operate in accordance with the principles of subsidiarity, additionality and partnership. This policy should allow regions to converge with EU averages in terms of income and employment. Italy and Spain provide very good examples within the EU as a whole, of significant economic disparities between regions that still appear to be present. We argue and provide substantial evidence of the fact that the persistence of such disparities is mainly due to inefficient administrative and institutional capacity at the regional level. Although some regions have brought themselves towards the average, in Italy and Spain, there is evidence that certain administrative, institutional and implementation problems have tended to appear, hampering the opportunities of regions to converge in the required way. Because of this, regional economic convergence and thereby socio-economic cohesion are still beyond reach. Two decades after the 1988 Reform of the Structural Funds, EU Regional Policy has only partially succeeded in reducing regional economic divergence within Italy and Spain, where regional economic inequalities still exist. Although we demonstrate that some regions have been able to move forward in the requisite way, it is questionable whether all of the support for these regions can actually be eliminated completely in the near future with the challenges that the EU faces, particularly in relation to the latest round of Enlargement.

Abstract:
This thesis presents a comparative study of cultural policy in Britain and Italy. It provides a historical reconstruction of the cultural, legal and administrative contexts for cultural policy-making in the two countries, with a view of highlighting how cultural policy priorities have changed over time. The discussion of the growing popularity, in Italy, of notions of the cultural heritage as an engine for local economic development and as a resource that can allow the government to find the resources it needs to finance infrastructural works is given particular emphasis. Indeed, this probably represents the most original contribution made to the field of cultural policy research, in that Italy is a much under-researched country, and extant literature in English is almost non-existent. The main argument that the discussion aims to substantiate is that, despite being rooted in very different cultural and administrative traditions, both the British and Italian cultural policy debates seem to display a growing popularity of an instrumentalist rhetoric, which justifies public subsidy of the cultural sector on the grounds of the alleged beneficial impacts of the sector in the social and economic spheres. The main contribution of the thesis to the current understanding of instrumental cultural policy is therefore to offer plausible explanations for this recent trend. The thesis argues that the current situation, both in Italy and the UK, can be best understood in the light of the global phenomenon of neo-liberal globalisation, and the tendency for policy-transfer between countries that it tends to promote.

The idea that a technology gap between the United States of America and Western Europe existed emerged in the early 1960s. Western Europeans attributed the gap to a dramatic increase in direct American investment, government support for R and D, firm size, as well as the brain drain, while American Scholars argued that the roots of the gap were the archaic educational systems and the hierarchical social structures of Western Europe. In order to support their national computer industries against American competition, French and German policy makers chose to counter the technology gap by developing national support programs. Although both countries responded to the same socio-economic problem, the resulting industrial programs differed fundamentally. The purpose of this study is to gain an understanding of industrial policy in the 1960s and, through a comparative analysis show, how industrial policy is shaped by political and cultural aspects within individual countries.

Abstract:
This thesis explores the experience of work and industrial relations at the British Motor Corporation’s commercial vehicle assembly plant at Bathgate in West Lothian, from its establishment in 1961 until its closure in 1986. The plant opened in Scotland as a result of a government regional development policy which sought to create jobs and ameliorate the rundown of heavy industry in areas of high unemployment. The thesis considers the role of such policy in shaping industrial development since 1945, and, using the oral history testimony of former Bathgate workers to examine the impact of economic and social change on Scotland’s industrial population, contributes to the regional policy literature by extending the analysis beyond questions about its efficacy and considering the experiences of the workers and communities directly affected by such initiatives. What emerges from this study of regional policy from the perspective of the shopfloor is the extent to which the plant’s establishment on a greenfield site, in an area of high unemployment, very much on the periphery of the UK motor industry and with little tradition of mass assembly production processes, shaped the subsequent evolution of its working conditions, industrial relations, and worker attitudes, as well as its position within the Bathgate community. The Bathgate experience therefore illuminates a number of key debates in the wider historiography of Britain and Scotland since 1945, not only in relation to regional policy itself, but also with regard to the motor industry, its industrial relations, and the development, in the post-war context of relatively high wages and the increasing stability of work, of a more typically ‘affluent’ working class. The thesis is divided into two parts. Part One explores some of the issues surrounding the plant’s establishment in West Lothian, particularly the regional policy aspects, and the plant’s position within and relationship to both the wider BMC – later British Leyland – organisation and the British motor industry more generally. Part Two draws extensively on the influential ‘affluent worker’ thesis, as well as the literature around the industrial relations of motor manufacturing, in developing and exploring questions related to the way in which work was experienced at Bathgate, and the extent to which the attitudes and behaviour of its workforce came to reflect those which typified the motor worker elsewhere. Throughout, the thesis engages with and adds nuance to debates over the role of shopfloor organisation and strike activity in damaging the performance of British motor manufacturing, and, by drawing on the oral testimony of former Bathgate workers themselves, offers a fresh perspective on the post-war experience of regional policy both in a particular, under-researched regional policy plant, and in Scotland and Britain more broadly.

This study examines the lobbying by the Japanese automobile industry in the European Union. It investigates how the Japanese automobile industry interacts with the decision-making authorities in Brussels in its attempts to influence the policy process of the European Union. In the post-war period the Japanese automobile industry has expanded into all major world markets and plays an important economic and political role in these. However, until the 1990s, the Japanese automobile industry enjoyed hardly any interaction with the policy making institutions of the European Union. This has changed dramatically in the last decade but, thus far, the process has not been subject to any empirical investigation. This study, which is largely based upon interviews with the major actors in the process of interaction between the governing institutions and the automobile industry in the EU, aims to correct this deficiency. This thesis employed the policy network concept as a framework to develop an understanding of this particular case of government-interest group interaction. The thesis investigated whether the Western concept of policy networks could successfully be applied to the Japanese automobile industry as a non-western actor in the unique system of governance of the EU. By doing so, the thesis has demonstrated that the policy network concept is not a purely Western construct, but can be applied with equal validity to the case of Japan. Therefore, this thesis has taken an importani. a step towards proving the universal applicability of the policy network concept.

Abstract:
Since the copper boom of the late nineteenth century, mining companies have been riding "the copper roller coaster." The well being of miners and their families appears to be tied to international market forces beyond their control. This dissertation uses a case study of miners in Cananea, Sonora, to analyze the relationships between changes in Mexican mineral policy from 1960 to 1998 and Mexico's economic connections with the United States. It employs Immanuel Wallerstein's framework of a world-system linked through hegemonic relationships between a core country, a semiperiphery and periphery (C-SP-P), and looks at the economic and political circumstances under which shifts in this system occur. Within this world-system Kondratieff waves are used to depict periods of stagnation and growth. Policy changes are reflected in economic cycles, and policy also shapes copper extraction, production and marketing. Until the 1970s American multinational corporations under privatization extracted surplus copper from Sonora as a peripheral region. However, once Mexico embarked on a policy of nationalization of the mineral industry (1971-1989), the country intentionally delinked from the U.S. In 1990 the Cananea mine was again privatized as part of Mexico's economic restructuring, with production directed toward international markets. Policy changes are evaluated in terms of Mexican development and the well being of the miners. This analysis is based upon the concept of articulation between capitalist modes of production within the world-system. The concept "articulation" includes confrontations and alliances between classes within each region or country as well as the relations between the C-SP-P. In particular, the miners use political linkages with the national union to defend their interests. However, with economic restructuring and privatization in the 1980s and 1990s, the government-labor alliance is supplanted by government-business alliance, and labor conflict and workforce transformation result. Policy turnovers influence everyday practices in gender relations as families face economic crises. Miners' wives form a political front to support their husbands' struggles with the company and to maintain access to potable water. Furthermore, attitudes toward environmental resource use are caught between maintaining the miners' job source and securing a safe and reliable source of water for the region.

This dissertation identifies and explains the factors contributing to the presence and severity of U.S. foreign-policy blunders, or gross errors in strategic judgment resulting in significant harm to the national interest, since the Second World War. It hypothesizes that the grand strategy of preponderance and the overestimation of military power to transform the politics of other states have precipitated U.S. foreign-policy blunders since 1945. Examining the Vietnam War and Iraq War as case studies, it focuses on underlying conditions in the American national identity and the problematic foreign policy decision-making (FPDM) that corresponds to this bifurcated hypothesis, termed the overestimation/preponderance theoretical model (OPM). Four indicators operationalize the OPM: (1) how U.S. foreign policymakers estimated the capacity of military power to transform the political dynamics of the target state through intervention; (2) and (3) how U.S. actors and institutions affected the capacity of the partner state and hostile state and nonstate actors; and (4) how the foreign policy was justified and rationalized within the leadership of government and to the general public as it encountered disconfirming information. In each case, the grand strategy of preponderance instituted a bounded rationality of mission in the FPDM stage and the operationalization stage that precluded the inclusion of an unfavorable outcome. In each case, U.S. foreign policymakers greatly overestimated the capacity of the partner state to establish security and legitimacy and underestimated the capacity of hostile actors to mobilize and threaten the partner state. However, these preference-confirmation biases diametrically contradicted the assessment that victory would be easy to achieve; U.S. foreign policymakers promulgated this corresponding overestimation/underestimation even while inflating the threat far beyond what the actual threat to the national-security element of the national interest represented. The subsequent implementing of this inverted calculation created a national-security national interest where none was extant, then significantly harmed that new interest via intervention. This tactical application of the grand strategy of preponderance facilitated the strategic-tactical gap in U.S. foreign policy by creating monsters in order to have monsters to slay, consistent with the ideological tradition of the imperative of crusade in the modern history of American foreign relations.

Abstract:
The purpose of this paper is to examine how the target to convert the Swedish military aviation industry towards working within the civilian sector was planned and implemented parallel to the target of building a world-class military aircraft. A number of Government bills have been studied, bills directly connected to the JAS-project as well as bills dealing with civilian project ́s for the military aviation industry. The first group includes bills dealing with the JAS-project ́s role in the overarcing defence policy, as well as the Government ́s bill specifying the guidelines for the JAS-project. The other group includes five bills regarding Government funding for civilian projects supporting the military aviation industry ́s transition from the military to the civilian market. The paper shows that the double targets of the JAS-project were separated early on into two simultaneous processes. While the target of developing and producing a new military aircraft was placed within the JAS-project, the target of converting the military aviation industry for the civilian market was directed toward a number of government-supported civilian projects. These civilian projects were based and dependent on cooperation deals between the Swedish aviation industry (Saab aviation and Volvo flygmotor) and two of their American counterparts (Fairchild Industries and General Electric Company). This paper points to the Government having an ambition for the civilian projects to create the base for a stable Swedish civilian aviation industry to which the personnel from the military side of the aviation industry could be transferred once their work on the JAS-project was done. Unfortunately, with the cancellation and changes of the deals with the American aviation industy during the 1980 ́s and the decison by Saab aviation to stop production of commercial aircrafts in 1999, the Government ́s vision of a civilian aviation industry could not be realised. As no Swedish civilian aviation industry had been established the personnel from the development side of the JAS-project would have nowhere to be transferred to (after their part in the project was done). While the Governments target with converting of the aviation industy to save the industries knowledge and expertise was fulfilled in the short term, the ambition to spread this knowledge and expertise to other parts of the Swedish industry and thus make the aviation industry a driving force for the development of Swedish technology industry were not realised.

Notre thèse analyse le rapport entre pratiques sociales d’intégration d’immigrés, modèles d’installation et processus de transformation de la morphologie urbaine dans deux études de cas qui se prêtent à une comparaison stimulante. D’un côté, nous avons le cas de l’émigration italienne interne vers un pole industriel de la banlieue métropolitaine milanaise (Sesto San Giovanni); de l’autre côté, celui de l’émigration italienne internationale dans une agglomération des bassins miniers wallons (La Louvière). Il s’agit de deux contextes d’insertion fort différents du point de vue de la morphologie sociale et de l’organisation territoriale, qui profilent des espaces hybrides entre rural et urbain en profonde et rapide transformation, à cause des flux massifs de la main d’œuvre immigrée. Ces différences nous permettent de mettre à l’épreuve de l’analyse comparée les conceptions sociologiques et les parcours historiques de l’intégration, du tissu sociale qui en est à la base, de la citoyenneté, de la construction d’identités collectives, afin de dépasser les dichotomies stéréotypées entre rural/urbain, tradition/modernité, intégration/conflit, migration interne/internationale.

La thèse développe une analyse parallèle des deux études de cas en suivant un fil argumentatif unitaire, qui s’ouvre avec une enquête sur les flux migratoires et les contextes d’accueil des migrations. Dans les deux premiers chapitres nous avons analysé le contexte économique, social et territorial dans lequel s’inscrivent les processus migratoires. Pour le cas belge, nous avons analysé le cycle de l’industrie charbonnière, le processus de dépopulation de la Wallonie et les mécanismes qui règlent les flux, c'est-à-dire une migration contractée par les deux gouvernements. En ce qui concerne le cas milanais, nous avons tracé les contours de la très rapide urbanisation, qui a conduit toute une série de communes limitrophes à Milan à entrer dans l’orbite métropolitaine et à se qualifier comme des pôles périphériques.

Après avoir tracé les contours du cadre général, nous avons fait face, dans la deuxième partie, à la question plus spécifique du logement et des formes d’installations. Pour le cas louviérois, nous avons reconstruit les conditions de logement et la très difficile confrontation des premiers immigrés avec le monde du travail charbonnier, l’absence d’une initiative publique dans le secteur du logement jusqu’en 1954, faiblement compensé par l’initiative patronale, et la phase suivante des années 1950, qui a mené à la stabilisation des immigrés dans la région. De Sesto San Giovanni nous avons reconstruit la transition complexe vers la périphérie métropolitaine, à partir des installations rurales jusqu’aux politiques publiques locales et nationales de construction de grands ensembles, en soulignant comment cette intervention urbanistique était au centre d’un débat très vif sur l’aménagement du territoire, qui a débouché sur la création d’institutions administratives régionales. Dans la dernière partie de la recherche nous avons plutôt approfondi les aspects sociaux et culturels des parcours d’installation et d’intégration dans les deux tissus urbains. C’est en cette partie que nous avons utilisé davantage les sources orales, afin d’analyser les perceptions de soi, les mécanismes de construction de l’identité sociale et donc tous les changements que la migration, le rencontre avec la ville et l’industrie ont entraîné dans les organisations familiales, dans les perspectives de vie, les aspirations et les projets des migrants. À partir de l’analyse de ces parcours, dans le chapitre conclusif nous avons interrogé quelques catégories historiques et sociologiques classiques des études migratoires: d’abord le sens d’appartenance à la communauté d’origine et le développement d’un sens d’identité nationale, ensuite le processus de formation d’une solidarité de classe, qui dans les deux contextes a pris des formes sensiblement distinctes surtout par rapport aux différences dans la mémoire de l’expérience migratoire.

Abstract:
The fundamental objective of this thesis is setting up a model to optimize the functioning of agricultural activity at the landscape level. It is a thesis with a strong methodological component. However, to base how the functioning of agrarian systems would have to improve their efficiency in the use of natural resources, as well as their organic logic, I base myself on the study of agrarian systems in historical perspective. Thus, in the first three chapters of this doctoral thesis I analyze the socio-metabolic transition from organic to industrial agriculture using the methodology of social metabolism and the analysis of material and energy flows (chapter 2) as well as incorporating the analysis in terms of landscape ecology (chapter 3) and food systems analysis (chapter 4). I apply it for a case study located in the Catalan pre-littoral Mediterranean (the historical region of Vallés), in three different historical moments: i) around 1860, in a context of viticultural specialization and in full development of agrarian capitalism; ii) in 1956, just at the time of the departure of the autarchic period in Spain and in a transition prior to the Green Revolution; iii) in 1999, after the Green Revolution and in a situation of livestock specialization, derived from the integration of local agriculture in the global regime. Once the keys to the functioning of the agrarian systems prior to the green revolution have been identified, I have laid the foundations for the second part of the doctoral thesis. In it I propose first (chapter 5) the theoretical development of an optimization model that allows us to analyze what would have been (or could be in the future) the most optimal functioning of the various assets of agroecosystems that allow to meet certain objectives social. In chapter 6 I apply this model in the case of Sentmenat (El Vallès) for 1860, to see what would have been, in a context of non-existence of inequality, the best way to have organized the territory in order to meet different objectives: minimize the amount of surface needed per family, minimize the amount of work required, or deepen the specialization by maximizing the amount of vineyard that existed in the territory and could be maintained in a sustainable manner. Finally, chapter 7 is dedicated to applying the model again but at a prospective level of future agroecological scenarios. This allows us to characterize the limits of agroecological landscape strategies, basically due to the prevailing condition of closing the nutrient cycles. In spite of this, if a rational use of the nutrient stocks of the soil were made, it would be possible to reach sustainable population densities of up to more than 150 people / km2 with a depletion horizon of the phosphorus stock of about 1000 years. In addition, we verified how the current diet strongly limits the sustainable population density (around 70 people / km2) due to the high consumption of animal products. Thus, following a Mediterranean diet, which allows a balance between the wills of the consumer and the capacity of the territory, would achieve levels of satisfaction of much higher needs. Lastly, the strategy of maximizing production instead of meeting local needs could allow an increase of up to 30% in the final product (in terms of metabolizable energy). With this, we consider that this new proposed methodology opens a new tool that facilitates these social debates, taking into account the complexity of the functioning of the agrarian systems and without trying to simplify them to purely technical decisions.
El objetivo fundamental de esta tesis es la generación de un modelo de optimización del funcionamiento de la actividad agraria a nivel de paisaje. Se trata de una tesis con un fuerte componente metodológico. Sin embargo, para fundamentar cómo tendría que ser el funcionamiento de los sistemas agrarios para que mejoraran su eficiencia en el uso de los recursos naturales, así como su lógica orgánica, me baso en el estudio de los sistemas agrarios en perspectiva histórica. Así, en los tres primeros capítulos de esta tesis doctoral analizo la transición socio-metabólica de las agriculturas orgánicas a las industriales haciendo uso de la metodología del metabolismo social y el análisis de flujos de materiales y energía (capítulo 2) así como incorporando el análisis en términos de ecología del paisaje (capítulo 3) y de sistema alimentario (capítulo 4). Lo aplico para un caso de estudio situado en el pre-litoral mediterráneo catalán (la comarca histórica del Vallés), en tres momentos históricos distintos: cerca de 1860, en 1956 y 1999. Una vez identificadas las claves del funcionamiento de los sistemas agrarios previos a la revolución verde, he sentado las bases para la segunda parte de la tesis doctoral. En ella propongo en primer lugar (capítulo 5), el desarrollo teórico de un modelo de optimización que permite analizar cuál hubiera sido (o podría ser en un futuro) el funcionamiento más óptimo de los distintos bienes fondo de los agroecosistemas que permitan satisfacer determinados objetivos sociales. En primer lugar lo aplico como análisis contrafactual de las posibles configuraciones del territorio bajo un contexto de desigualdad en las agriculturas orgánicas avanzadas, para 1860 (capítulo 6). Posteriormente se aplica a nivel prospectivo de futuros escenarios agroecológicos (capítulo 7). Esto nos permite caracterizar los límites de las estrategias a nivel agroecológico de paisaje, básicamente debidos al condicionante imperante del cierre de ciclos de nutrientes. Con ello, consideramos que esta nueva metodología propuesta abre una nueva herramienta que facilite estos debates sociales, teniendo en cuenta la complejidad del funcionamiento de los sistemas agrarios y sin pretender simplificarlos a decisiones puramente técnicas.

This masters degree dissertation presents a study about the history of the Federação das Indústrias do Estado de São Paulo FIESP since its rise in 1928 until the end of the authoritarian government by 1985. The research project is centred on Spanish economic policies from 1937 to 1959, which guided the creation and development of the Instituto Nacional de Industria (the Spanish State-owned company, I.N.I. hereafter). Particular attention will be paid to the similarities, or differences, between these policies and those of Fascist Italy during the 1930s until the 1950s, especially as referred to the Istituto per la Ricostruzione Industriale (the Italian State-owned company, I.R.I. hereafter). I aim to capture the analogies between the two public entities, I.N.I. and I.R.I., through the analysis of their financial ratios, statutes, sector investment and production. If it is true that, in Italy, different economic policies were applied all along from the thirties to the fifties, some of them were autarkic. I.R.I can be seen as a reflection of the regime’s will, mirroring, mirroring the evolution of Italian economic policies. Since the different roles of the I.R.I. and its adaptation to the decisionmaking process of the Italian regime have not been considered by the literature that dealt with the I.N.I., especially with respect to the classification of the autarkic models that the I.R.I. was called to apply, my research attempts to identify which of the I.R.I. roles were copied by the I.N.I., and in particular whether it was the ‘war autarkic’ model, adopted by the I.R.I. between 1939 and 1943. Particular attention will also be dedicated to explaining why the creation of the I.N.I. was inspired by the Italian model of the I.R.I. The ultimate purpose of my project will be to provide a new insight on the economic policies of the First Francoism by discussing whether postwar policy in Spain was a continuity of the ‘war autarkic’ policy of the Civil War, and not just a ‘normal autarkic’ policy.

This thesis compares the industrial policy strategy implemented by the Italian and Spanish governments to favour the internationalisation of domestic firms in the high value-added sectors of banking, electricity and telecommunications. The trajectory of six firms that successfully completed the transition from inward-looking monopolist to European champion (the banks Unicredit, Intesa-Sanpaolo, BBVA and Santander, the Italian electricity utility ENEL and the Spanish telecommunications firm Telefonica) is compared with that of two firms that failed to become European champions and are currently controlled by foreign competitors (the Spanish electricity utility Endesa and the Italian telecommunications incumbent Telecom Italia). The comparison of successes and failures makes clear the factors that led some Italian and Spanish firms to become European champions and others to be taken over.

When in 1929 the world economy went into crisis, a new approach to international trade and finance appeared on the scene. Characterised by bilateralism, protectionism and autarchy, this approach challenged the idea of liberal free trade. Its main proponents were Nazi Germany and Fascist Italy. This thesis is about the role of economic factors in the German-Italian rapprochement under the banner of the fascism. The analysis looks with an institutional approach at three levels: the formulation of foreign economic policies, the implementation by governments, and the execution at the level of businesses. Not only is the bilateral German-Italian commercial relationship analysed, but also co-operation and rivalries between German and Italian government officials, economic experts and business representatives in third-party markets, as well as international organisations (especially the League of Nations) dealing with the crisis. The thesis shows that the "Rome-Berlin Axis", which plunged Europe and the world into the disaster of World War II, was built on economic foundations with serious cracks. Admittedly, Germany's and Italy's mutual economic importance increased notably, while they foreclosed their markets to former trade partners (especially the US). However, the analysis of the institutions governing the trade and its detailed structure indicate without question that this rapprochement followed no economic logic. Germany needed political support for its revisionist plans for Europe and was willing to pay for it. Nevertheless, in third-party markets no concessions were made. Especially in Southeastern Europe and the Eastern Mediterranean, Nazi Germany harvested what Fascist Italy had sown. To increase market shares, Berlin copied foreign economic policies, developed by the likewise financially strapped Italy. Opportunities for better economic collaboration were given away. Victims of the approach can be found in many areas (e.g., chemicals, cars, artificial fibres) and especially among cross-border business endeavours. The contradictions in the economic rapprochement of the interwar ultra-nationalistic regimes clearly demonstrate the limits of economic nationalism in a globalising world.

Urban centres around the world are experiencing the transition to what has been described as the ‘post-industrial’ economy, marked by the shift from traditional modes of industrial organization and production to new forms of activity, such as services and high technology industries. The changing nature of capital accumulation, urban space, industrial activities, and modes of economic organization have placed existing systems of urban and regional planning, zoning, and land use in doubt. As the urban area experiences the transition to the post-industrial era, the requirements for industrial activity in the city change, placing pressures on existing industrial land. In the initial stages of city development, a high level of traditional industrial activity is essential to provide the goods and services required for growth. As time passes,-the traditional industries appear less essential to the future growth of the city, and the emergent service oriented activities assume a more dominant role. This thesis will examine an alternative theoretical basis for planning theory and practice, and outline the current trends and patterns in industrial change through the examination of the restructuring responses in a ‘second order’ urban centre: Vancouver, British Columbia. Based on an examination of current theory regarding industrial change, a discussion of a series of zoning strategies suitable for planning industrial change will be presented.

This thesis is an empirical study of the role of organized business in the formation of marketcorrecting industrial relations and welfare state institutions, relying on a historical-diachronic case study of welfare state development in Germany from the 1880s to the 1990s. How did the formation of the 'German model' become possible in the face of employers’ structural power? The thesis confronts two alternative theoretical approaches for explaining employers’ acceptance of market-correcting institutions: an economic-functionalist approach ('crossclass coalition thesis') and a political-strategic approach ('political accommodation thesis'). The first one focuses on economic benefits derived by specific types of firms from welfare state and industrial relations institutions, the second on political constraints and changes in the political power structure, and employers’ strategic responses to them. The thesis finds that the political accommodation thesis has greater explanatory power and challenges business interest-based explanations of welfare state development. The empirical analysis in the thesis traces the preferences (interest perceptions), strategic considerations, and resulting policy positions of the national employer federations in Germany during three different political regimes: the Wilhelmine Empire (1871-1918), the inter-war Weimar Republic (1918-1933), and the post-war Federal Republic (1949-1990s). The analysis focuses on those historical reform events that, in retrospect, came to shape welfare state and industrial relations institutions in Germany. Process analysis based on historical sources and diachronic comparison are used as methods to reconstruct (i) the motivations of employers for supporting or opposing specific policy options, and (ii) the socio-political and institutional environment within which employers formed their preferences and strategies. The thesis studies Germany as a crucial case study because of the paradigmatic character of this country as a type of non-liberal capitalism that is often understood to benefit certain types of firms today. Empirically, the thesis finds that socio-political and institutional constraints motivated employers to accept specific policies and institutions, rather than hard-wired economic interests. The thesis identifies two dominant employer strategies in welfare state politics: (a) pacification of radicalized elements within labor, and (b) containment of expansionary reform projects. Moreover, the thesis finds that employers consistently preferred conservative types of social policies to universalist (social democratic) alternatives, and explains this as a result of differential impacts on work incentives. The deliberate formation of cross-class coalitions is found to have been rare and to have happened only under conditions of extraordinary political and economic uncertainty. Issues of skill formation are found to have played a marginal role.

Strike waves in the late nineteenth century United States caused widespread property destruction, but strike leaders did not suggest threats to employer property as a comprehensive strategy until the I.W.W. adopted a deliberate program of sabotage. Contrary to historical consensus, sabotage was an intellectually coherent and politically generative response to progressive, technocratic dreams of frictionless social cooperation that would have major consequences for the labor movement. This dissertation treats sabotage as a significant contribution to the intellectual debates that were generated by labor conflict and rapid industrialization and examines its role in shaping federal labor policy. It contends that the suppression of sabotage staked out the limits of acceptable speech and the American political imagination.

This thesis examines economic growth and change across the city of Melbourne over the 2000s. In the late 1970s to early 1980s, and again in the early 1990s, Melbourne was seen as having a bleak future, as a consequence of the deindustrialisation occurring in the city throughout the late twentieth century. However, Melbourne grew rapidly at the start of the twenty-first century, renewing its profile globally and attracting population. This thesis examines the factors behind the rise of Greater Melbourne over the 2000s, and specifically the rapid revival of the central city area of Melbourne. The study assesses the relevance of economic geography theories (the Global Cities hypothesis, the World City Network (WCN) and agglomeration economies) in relation to Melbourne’s economic growth. Globalisation related theories concerning knowledge cities and workers are also considered.
