Abstract:
The article is devoted to the evaluation of innovative susceptibility of industrial organizations of the Republic of Belarus for 2014–2018. The author proposes a system of indicators of innovative susceptibility of industrial organizations, on the basis of which the assessment is carried out. It is established that Belarusian industrial organizations over the past five years have taken a number of measures to develop their innovative susceptibility, but there are problems that need to be addressed. The factors hindering innovations in the industrial organizations of the country are revealed. The work uses general scientific methods of cognition of economic phenomena and processes (analysis and synthesis, a systematic approach, the dialectical method, etc.). The significance of the work lies in the fact that such an assessment is currently absent in scientific research.

Abstract:
The article describes a number of highly promising areas for today in the development of agriculture in the world and the Belarusian agro-industrial complex. The main attention is paid to the development of precision animal husbandry technologies in the republic, as the most important component in the digital transformation of domestic agricultural production with its most developed livestock segment, and especially the dairy sector. An overview of some important software products, information systems, and other digital solutions that are essential for the effective functioning of the livestock industry of the republic is given. Some landmark developments, examples of the introduction of elements of precision animal husbandry, automation systems, information and analytical systems in agriculture of the republic, which are actively involved in a number of organizations of the National Academy of Sciences of Belarus and especially scientific and practical centers, research institutes of the Department of Agrarian Sciences of the National Academy of Sciences, as well as other domestic organizations of various forms of ownership. The benefits obtained by farmers from the use of various digital solutions in the fi eld of animal husbandry are discussed.

Abstract:
The article considers the features of the system of postgraduate education in the Republic of Belarus, the characteristic features of its institutionalization as a level of education and the main trends in its development. It was shown that the transformation of postgraduate education in the post-Soviet period had an evolutionary character and did not lead to a radical rejection of the Soviet model of the two-level stage - graduate and doctoral studies and academic degrees of candidate and doctor of sciences, as happened in Kazakhstan. An analysis of the dynamics of the main indicators of the activities of the republican postgraduate doctoral studies for the period 2015-2019 was carried out. It was determined that the leading positions in the field of training of scientific personnel of higher qualifications belong to organizationsof the Ministry of Education. On the contrary, the National Academy of Sciences of Belarus is losing its leading role in providing personnel for the innovative development of the country’s economy. It was noted that in the system of postgraduate education, imbalances in the industry specialization of students in the republican graduate school and doctoral studies in accordance with the priority areas of science and technology have not been overcome. It was concluded that it is necessary to develop a set of measures aimed at improving the efficiency of the postgraduate education system, expanding the training of scientific personnel of higher qualifications for the development of high-tech industries related to the V and VI technological frameworks of the economy, strengthening cooperative ties between scientific organizations, educational institutions and industrial enterprises in order to solve the problem of staffing organizations of industrial science

Abstract:
Agrarian science in general and a number of agrarian scientists were at the forefront of the Academy of Sciences of the BSSR. Researches and knowledge in the field of this science in the republic originated in the last third of the XVIII century. Their formation was accelerated by occurrence of Gory-Goretskaya agricultural school 180 years ago in Mogilev province and of the Institute of Belarusian Culture (Inbelkult) in 1922, which gave start to the Academy of Sciences in 1928. It also included agricultural research institutes, which in 1940 made up 30 % of the total number of research institutions in the BSSR. In 1957–2002 agrarian science was united by the sectoral Academy. In 2002 it was included into the National Academy of Sciences of Belarus again, Department of Agrarian Sciences was created which included 25 research organizations, 7 agricultural and 2 industrial enterprises. Today, agricultural knowledge is formed by the structural sub-divisions of the Agrarian Sciences Division of the National Academy of Sciences of Belarus, other scientific organizations of the Academy, and their joint researches. There are five leading research and production centers for arable farming, livestock breeding, potato and fruit-and-vegetable farming, mechanization of agriculture and foodstuffs, which combined specialized research all the areas of the country's agro-industrial complex and to strengthening the country's agrarian economy. Agrarian scientists have established close relations with colleagues in many countries of the world, but the closest relations have been established with Russian research institutes: a number of research and technical programs have been implemented within the framework of the Union State of Belarus and Russia. There are many famous people among Belarusian agrarians being highly appreciated by the state. Thus, agrarian science of the Republic of Belarus has passed a serious stage of development throughout its history, retaining connection and tradition of several generations of scientists of fundamental importance for research work in the XXI century.

The initial data for calculating the basic salary are: the labour intensity of carrying out maintenance and repair of machinery and equipment in animal husbandry, as well as hourly tariff rates for workers in workshops and areas for the repair of agricultural machinery and tools, which are accepted directly in farms and repair and maintenance organizations independently, but not lower than the tariff rate has been established for budget organizations. The purpose of the work was to calculate the basic salary of personnel according to the tariff categories used in the Republic of Belarus, and to consider the key provisions of the methodology for determining the total costs of technical service of machinery and equipment in animal husbandry. The most important provisions of the methodology for calculating the basic salary of personnel of repair and maintenance departments and organizations operating in the livestock subcomplex of the Agro-industrial complex of the Republic of Belarus have been presented. The main points of the methodology for calculating the total costs of maintenance and repair for machines and equipment of livestock farms and complexes have been given in relation to the conditions and their own features of accounting and planning of repair and maintenance work in domestic animal husbandry. An example of practical calculation of costs for carrying out various types of maintenance and repair of a widely used domestic milking machine has been considered.

Abstract:
The purpose of the study is to identify and characterize the transformation processes that occurred in the territorial and sectoral structure of the industry of the Republic of Belarus from 1990 to 2018. The study was conducted on the basis of the use of original database of industrial enterprises created by the author. The methodical algorithm of the economic and geographical analysis of changes in the territorial-branch structure of the industry on the basis of an estimation of territorial concentration, territorial differentiation of manufacture and accompanying structural changes is offered. As a result, the author came to the conclusion that a robust center-peripheral stratification of the territorial-sectoral structure has developed with the formation of the Minsk industrial agglomeration given a growing number of industrial enterprises and nodal elements in Belarus over the period of the research. This requires the development of directions for improving the territorial organization of society and regional policy in the country. The novelty of the study is determined by the first economic and geographical analysis of transformational changes in the territorial and sectoral structure of industry of the Republic of Belarus for the entire period since the proclamation of sovereignty. This analysis is based on the use of the author’s database on the number of large and medium-sized industrial enterprises. On the one hand, it is characterized by a number of limitations, but, on the other hand, it has a practical advantage in relation to other works on similar subjects.

One of the most important indicators that are used in the characterization and analysis of the processes of intensification of agriculture are indicators of the availability of agricultural enterprises with energy resources such as energy security and power supply capacity. The purpose of the work was to analyze the dynamics of indicators of energy security and power supply capacity of agricultural organizations in the Republic of Belarus. A number of important points and indicators characterizing the current state and potential of Belarusian agricultural production has been considered in the article. It has been established that over the past decade in agricultural organizations of the Republic there has been a decrease in the indicator of energy security by 15 %, and the power supply capacity of labour has increased more than 1,4 times during this time. On the overall efficiency of agricultural and livestock production, on the level of labour productivity in agricultural organizations, indicators of power supply capacity have a very significant and very often decisive impact. Under the conditions of the steady decline in the number of people employed in the agro-industrial complex, the increase in the volume of cultivated areas and, in general, with the increase in the physical volumes of products produced in crop production and animal husbandry, the role of energy-saturated machines, machinery, equipment and their rational use is repeatedly increasing. The requirements for productivity, functionality, efficiency, reliability of agricultural machinery, machines and aggregates are seriously increasing. Only the comprehensive and systematic technical and technological re-equipment of agricultural production, its saturation with high-tech, high-performance agricultural machines, complexes and equipment will be able to ensure the significant increase in labour productivity, minimize the expenditures of all types of material, fuel and energy resources and, as the result, maximize the fulfillment of tasks to preserve the country’s food security.

Abstract:
The object of this research is the activity of the Belarusian Society of the Deaf during 2006–2010. The subject is the structure of the Belarusian Society of the Deaf, its industrial and sociocultural activity in the period under review. The article reflects the consequences of 2008 global financial and economic crisis, which negatively affected the socioeconomic development of the Belarusian Society of the Deaf. The timely adopted measures by the end of 2009 have ceased the crisis processes, which allowed achieving effective results of the five-year plan, delivering success in the economy and sociocultural activity of the Belarusian Society of the Deaf during 2006–2011. The proposals for new revisions of the Law “On Prevention of Disability and Rehabilitation of Persons with Impairments” and the Law “On Social Protection of Persons with Impairments in the Republic of Belarus” (2009) have been implemented; this ensured the support of sign language, right of the persons with impairments to acquire information, and retention of the Article 37 of the Law “On Social Protection of Persons with Impairments in the Republic of Belarus” that renders tax incentives to nongovernmental organization. Triumphant in the history of sports for the hearing impaired people became the performances of the athletes of the Republic of Belarus in the 21st Summer Deaflympic in Taipei. The Belarusian Society of the Deaf actively cooperated with the World Federation of the Deaf in terms of signing the international legal document – the United Nations Convention on the Rights of Persons with Impairments”. The author is firs to cover this topic. The novelty consists in filling the gap in historical science, since the national historiography did not reflect this period of activity of the society. The author collected relevant information on the subject matter using the principles of general logical analysis (deduction, induction); descriptive, documental, ideographic methods; situational analysis; and content analysis.

Abstract:
In conditions of establishing market relations and development of integration processes, efficient functioning of agrarian complex of the Republic of Belarus requires searching for new mechanisms and methods to improve competitiveness. As experience of economically developed countries of the world shows, states and producers actively use diverse logistic solutions, models, strategies and methods for planning and arranging activities. Organization of resource support for agricultural producers and promotion of their products in market according to logistics principles results in a significant economic, social and environmental effect. The paper, in the context of the modern period, presents social and economic indicators of the transport and logistics sector, system of state regulation, structural characteristics of logistics centers, agricultural foreign trade and logistics infrastructure. The main factors were identified hindering development of agrologistics in Belarus. Organizational and economic mechanism has been developed for improving logistical activities at the interstate (EAEU) and national levels have been developed. In case of proposal to create a single agrologistics market of Eurasian Economic Union at the interstate level, it is planned to increase efficiency of the national agrologistics market on the national level based on expansion of logistics infrastructure. Via integration of several prediction methods (expert assessments (pessimistic, optimistic and probabilistic opinions), economic and mathematical (extrapolation, time series analysis), non-standard (verbal information)), a reasonable forecast of development of logistics centers of the Republic of Belarus until 2025 was made. The issues in the paper are of interest for preparation of draft state programs and strategies in the field of agrologistics and development of exchange activities, development of country position in implementation of the agreed agro-industrial policy of the EAEU Member States.Acknowledgments. Dialectical method of obtaining knowledge is the general methodological basis of economics and organization, like other sciences, which considers all phenomena in development and interrelated to each other. The article is devoted to the problems of national security of the Republic of Belarus, the challenges and threats for which are generated by informatization and the transition to a risk economy are fundamentally new. The epistemological crisis of Belarusian science, intensifying against the backdrop of the paradigm crisis of economic science as a whole, poses a serious potential threat to national security. The trend of atomization of threats to national security, blurring the line between the economic security of Belarus and the economic security of industrial enterprises, strengthens the need for highly qualified specialists in the field of economic security of economic entities. A systematic approach to ensuring economic security cannot be fully implemented without the training of civil engineering and economic specialists with competencies that include design, economic, technical, technological, organizational and managerial, information and analytical components.

In the creation of new eff ective systems of corporate management in the agricultural sector of the Republic of Belarus at the moment, the latest advanced information and communication technologies come to the fore. Through the active use of these technologies today it is already becoming possible to perceive and subsequently process huge amounts of information, clear structuring and formalization of the received data, providing switching, routing and high-speed exchange of information and data between the control units (objects) and the control system itself. In connection with the global trend of deep digital transformation of all spheres of the economy and clearly defi ned directions of today’s state economic policy and prospects for the gradual transition to full-format digitalization of domestic agriculture, there is a real need to create modern «digital» management systems in agriculture, both at the enterprise level, and at the district (regional) and Republican levels in order to improve the eff ectiveness of enterprises in the industry. To date, one of the promising tasks in the further improvement of the functioning of agricultural organizations is the development of domestic methods for choosing the best options for digitalization of management of agricultural production and processing enterprises of diff erent organizational and legal forms. Formation of a competitive national economy in the Republic of Belarus in conditions of international economic relations should be based on a stably functioning and well-developed system of commodity markets, with food market taking a key place in their structure. One of the most important segments of the latter is the vegetable market, which is developing dynamically at the present stage, providing population with valuable food products, and industry - with raw materials for processing. At the same time, specificity of domestic vegetable market of the Republic of Belarus in the context of ensuring national food security is determined by new tasks, objectively generated by the development of modern trends in domestic and global agricultural economy. The paper substantiates theoretical foundations of the mechanism of its balanced development in the food supply system, which contain scientific approaches, conditions and factors of the internal and external market environments, as well as modern trends in the vegetable market and its main segments in foreign countries. In the context of national food security, new directions of organizational and economic mechanism for the vegetable market functioning, effective measures of economic regulation of production and sale of products based on international rules, a mechanism of marketing support for domestic producers have been developed. Scientific novelty of this development lies in application of an integrated approach to balancing the vegetable market, increasing efficiency of the subjects functioning in the value chain and ensuring competitiveness of these products in the domestic and foreign markets. These developments can be used to substantiate the priority directions for development of food markets, as well as to fulfill medium- and longterm forecasts of provision level of the population of the republic with vegetable products. The paper considers spatial organization of energy facilities with an emphasis on modern practice of the Republic of Belarus. The efficiency of enterprise operation in any industry including power industry is largely due to their architectural and planning organization. Knowledge of mechanisms and specific features of the changes taking place here makes it possible to justify a promising strategy for project activities, and therefore, it allows to manage development processes of the industry and thereby avoid many negative consequences. Energy facilities are a typological unit of industrial architecture, their formation has been started due to transition of industrial production to electric energy. Today the typology shows functional approach in architectural shaping, it includes a fairly large variety of constituent units and demonstrates a tendency towards diversification. In Belarus energy facilities in the architectural aspect of their classification are limited mostly to thermal power plants operating on different types of fuel. Currently the diversification is developing in the following areas: construction of hydropower facilities (small plants on reservoirs, medium power plants, low-pressure plants, run-of-the-river hydraulic power stations), alternative energy (wind power stations, photovoltaic power stations and biogas plants) and conventional energy (thermal power plant, mini-combined heat and power plant operating on renewable fuel). The results of Belarusian practice in construction of all types of facilities (hydropower, alternative and conventional energy), peculiarities of the architectural and planning organization of facilities at the current stage, correlation with global trends in the development of industrial architecture have been characterized in the paper. The paper has determined typological features of alternative energy facility architecture, opportunities and directions for implementation of architectural approaches, problems and prospects to develop scientific support for the project process.

The world industry is on a threshold of a new development cycle which is characterized by emergence of breakthrough technologies: distributed ledger technology, drone-type devices, 3D printing, virtual reality, Internet of things, augmented reality etc. Due to these technologies fundamental changes will take place in the majority of economic branches. The automotive industry is not an exception. This industry plays one of the key roles in economy in a great number of countries and changes occurring in it lead not only to creation of new products, technical processes but these changes also entail improvement of the industrial base which has been already created. The Republic of Belarus considers an automotive industry as one of key industries for its economy and its efficiency has a high dependency factor pertaining to speed of innovation emergence and implementation that is strategically important aspect of increase in competitiveness both on current sales markets and on potential ones. The paper pays a special attention to two main trends arising in the course of forming a new industrialization: increase in environmentally-friendly fuel systems and digital transformation. Problems of world ecology have exerted a considerable impact on developments in the field of alternative energy sources. Speed of development and promotion of electric vehicles considerably exceed “breakthrough” innovation developments of the past. However a great number of factors can have a significant effect on the future of electric vehicles and two of them are thoroughly considered in the paper: cost of energy (batteries) and price of oil (at the price of about 20 USD for barrel the development rate will considerably decrease). Besides the matter of environmental friendliness the paper pays attention to services of digital transformation. The world has already presented examples pertaining to usage of remote control for dump trucks, telematics etc. Such an approach makes it possible for organizations to optimize substantially an expenditure budget and doing so we increase resource use efficiency. The paper also contains a review of innovations in the automotive industry of the Republic of Belarus: BelGee electric cars, Belkommunmash electrobuses, developments of large industrial equipment.

Abstract:
This article describes the process of formation of industrial and sociocultural departments of the Belarusian Society of the Deaf in the 1980s. During this period, the number of its members has decreased. However, the central board of the Belarusian Society of the Deaf set a goal to amplify the number of hearing-impaired persons in the industrial sector by creating conditions for improving socioeconomic level of its members, which expanded the demand for employment in training and production enterprises. The Belarusian Society of the Deaf also focused on the development of group hobby and recreation activities, such as pantomimic art and physical culture. The high performance of this public organization in the 1980s directly depended on the ideological support of the five-year plans, early execution of socialistic obligations and production tasks, which contributed to successful solution of the problems of rehabilitation and social adaptation of the hearing-impaired persons in the Byelorussian Soviet Socialist Republic. The article employs the problem-chronological method that allows following the time sequence of events; historical-genetic and historical-comparative methods. The presented materials are based on the sources of the Fund 1112 of the National Archive of the Republic of Belarus, which are introduced into the scientific discourse for the first time, which fills the gap in historical science.

The article reveals the stages of the formation of sectoral approach to assessing the level of industrial technology in accordance with international practice. To develop innovative activities, the state offers various options for assistance and support within the framework of the innovation stimulation system. However, many of the proposed support tools remain unclaimed, since it is often difficult for organizations to evaluate and calculate the effect of their use due to the insufficient development of information systems. The level of automation of accounting is insufficient for making quick and informed decisions, which reduces the competitiveness of organizations. The main drawback of the existing systems of automation of accounting and management in industrial organizations is their fragmentation, inflexibility, and inconsistency with modern requirements for complex information systems. Many organizations keep records in separate workstations, the so-called workstations, many calculations are carried out by means of table editors; the transition to integrated information systems has not yet become widespread. The starting point in the financial mechanism for stimulating innovation should be tools to stimulate the automation of business processes. The limiting factor for the transition to such systems is the high cost of implementation, therefore, the article considers the advantages and disadvantages of applying soft loans in order to stimulate further innovative development in this area, and also suggests expanding the practice of using such a promising tool to stimulate investment in business informatization as innovative vouchers on information technology. The advantages of such an instrument include the strengthening of the link between research, educational institutions and the real sector of the economy, and this tool also has such advantages as high transparency of spending and targeting. The relevance of the chosen research topic is also due to the fact that, according to the Concept of the National Strategy for Sustainable Development of the Republic of Belarus for the period until 2035, digitalization based on high technologies and new business models has been identified as a key element of the new model of the national economy [1].

The world agrarian economy demonstrates the use of various models of efficient agro-industrial production management, providing for solution of national food security and increasing the export potential of the industry. The paper presents typology of agriculture by types of land use at various levels of social and economic development of countries, identifies the main world producers, exporters and importers of agri-food products. Review of the state regulation system and support of commodity producers in Australia, Argentina, Brazil, the European Union, India, Indonesia, Canada, China, Russia, and the United States has been carried out taking into account implementation of the international rules of the World Trade Organization. Various types of agricultural business models, sales systems, depending on production specialization of individual states, regions, enterprises and aimed at development of vertical integration, combination of marketing and logistics functions within one company, changes in the commodity structure along the sales channels in the domestic and foreign markets, have been systematized. The aim of the research is to develop theoretical and methodological foundations of stimulating the production of intensive renewal goods in the Republic of Belarus in the context of increasing the competitiveness of enterprises. To achieve this goal, the concepts of “enterprise competitiveness” and “stimulating the production of intensive renewal goods” have been clarified in the paper. The material for writing the paper comprises the work of domestic and foreign scientists and economists, the data of research reports carried out by the author, as well as industrial development programs and official statements by state managers. General scientific methods (analysis, synthesis, historical and logical unity), a systematic approach have been used in the framework of the study. The paper substantiates the inadmissibility of reducing the essence of an enterprise competitiveness to its competitiveness in individual markets for goods and services. Increasing the competitiveness of an enterprise is considered as a result of its subjective activity, as a reaction to economic incentive measures at various levels (both external and internal ones). This has made it possible to determine competitiveness of the enterprise as its adaptive, innovative, personnel, organizational, managerial, technical and technological, and reproductive characteristics that ensure the acquisition and preservation of comparative advantages determined by the results of interaction with other entities on the basis of a combination of available economic resources. Economiс incentives for production of intensive renewal goods have been consi-dered at various levels. The paper presents a broad interpretation of stimulation the production of intensive renewal goods as crea-ting economic, institutional and organizational-legal conditions that contribute to increasing the competitiveness of the domestic light industry and the fashion industry. As a result of the study, measures that stimulate the development of production of intensive renewal goods have been proposed, their role in increasing the competitiveness of enterprises has been substantiated.

Abstract Dear Authors and (Online) Participants of AIDTTS II-2021, International Scientific Conference «Artificial Intelligence and Digital Technologies in Technical Systems 2020-II (AIDTTS II-2021)» was successfully held online on May 6-7, 2021 at the Department of Software Engineering with organizational and technical support of the Center of Applied Scientific Research (location of organizers - Volgograd, Russian Federation). Due to COVID-2019 and the pandemic-related nationwide lockdowns and other coordinated restrictive measures, the organizers decided to hold a conference in a virtual format with the organization of access for all participants to the presented reports with comprehensive discussion for ensuring the event at a high scientific level. The safety and well-being of all conference participants is our priority. The COVID-19 is unpredictable, so conference postponement met uncertainty, while many scholars and researchers want to attend this long-waited conference and have academic exchanges with their peers. But I want to note that there are no barriers to science, and we continue to work on our research areas remotely, using modern technical means. The conference was held virtually for 2 days (May 6-7, 2021) including keynote and invited speeches, authors’ presentation session. The event was held online using Zoom communication platform for synchronous conversation. The conference was organized as a large-scale online meeting of participants in topical sessions with the opportunity for speakers to provide regulated demonstrations of slides and video files according to the approved technical program. Each speaker had 15 min presentation and 5 min Q&A session. There were always 20-25 participants in the network. During the online presentation, participants discussed more than 50 questions on the problems of modeling technical and economic systems in the agro-industrial complex. Abstract:
There is no consensus among producers and agricultural practitioners as to which bedding material is the best. The choice is largely influenced by its useful properties, duration of use and high cost. Organic (straw, sawdust, wood shavings, peat, etc.), inorganic (sand) and synthetic (rubber mats; mattresses made of chopped rubber, latex, polyurethane foam lining, waterproof wax coating, etc.) materials are used for bedding. A significant part of agricultural organizations in Belarus uses winter straw. As a bedding material, it has a number of useful properties: low thermal conductivity, high moisture absorption capacity, low cost, and comfort for animals. According to the Republican standards for the technological design of new, reconstruction and technological re-equipment of livestock facilities (RNTD-1-2004), the standards for consumption of straw bedding for cows at loose housing on deep litter is 8 kg, but there are no input standards for sections with other technological solutions. The paper presents the results of studies to determine the optimal rate of straw bedding in sections with different technological solutions. Analysis of ethological reactions of animals, contamination of the skin, presence/absence of injuries on the body, temperature characteristics of the straw bedding in different seasons of the year and the economic efficiency of using different straw bedding rates has been performed. It has been determined that the optimal straw bedding rate for the general section is 4.5 kg/animal per day, for a section with a division into a feeding area and a rest area – 3.0 kg/animal per day. Application of these rates of straw bedding will enable it to be used economically without affecting the productivity and resting comfort of cows. The research results can be used in design and construction of industrial dairy complexes and storages for rough feeds.

Abstract:
This article provides an overview of the scientific productivity of the regions of the Republic of Belarus according to the data of the scientometric systems Scopus and Web of Science. The aim of the work is to present the results of bibliometric analysis of research activities in separate regions of the country. The following indicators are calculated: the number of organizations and publications, citations, average citations per article, highly cited publications. The performed analysis is relevant, since the topic of the regional distribution of publication activity in the Republic of Belarus has not been covered yet in the professional press. The analysis showed that the scientific productivity of the regions in Belarus is at a low level, even with the observed increase in publication activity in recent years. The results obtained can be used as initial data by specialists in their further research, heads of scientific organizations for making managerial decisions in the field of scientific policy, determining the most promising areas of research, etc. It is concluded that in order to improve the results of research activities of the territorial-administrative regions in the Republic of Belarus, it is necessary to actively develop national and international scientific cooperation.

Abstract:
The article provides the analysis of the current state of external borrowings of the Republic of Belarus and offers the perspective measures of their development. The paper studies quantitative and qualitative parameters of the external public debt of the Republic of Belarus in dynamics, including the structure according to the types of debt obligations and main creditors. During the conducted research the authors established that the external public debt of the Republic of Belarus is characterized by an upward trend. The paper concludes that the role of external sources of public debt financing is increasing. The external sources of financing are presented generally by credits and loans and also by debt securities. The article reveals that the Government and banks of the Russian Federation are the main creditors of the Republic of Belarus. As an alternative source of external borrowings of the Republic of Belarus the authors suggest to place government bonds on foreign financial markets, which have obvious advantages over loans and credits of foreign states and international financial organizations. The paper substantiates and calculates the efficiency of placing Panda bonds by the Republic of Belarus on the Chinese financial market in comparison with placing Eurobonds on the Irish and Luxembourg stock exchanges. The features of the first government bond placing on the Chinese financial market are indicated from the prospect of the emergence of new opportunities for external financing of the Republic of Belarus.

In modern conditions, the main goal of the organization activity is not only to obtain a commercial effect in the form of profit, but also its stable development, which depends on the health of people and the quality of the environment. Understanding this forms a new look at the organization only a moderate consumption of resources, the preservation of the natural environment for the sake of future generations can allow it to become effective in the long term. This requires a transition from the traditional economic understanding of efficiency to the socio-ecological and economic one, which is based on the balance of its aspects.The aim of the study is to develop the author’s definitions of the categories “socio-ecological and economic efficiency”, “balance”; as well as an assessment of the balance of aspects of efficiency based on the dynamic standard method. The objectives of the study include: a) to develop the author’s definitions of the categories of socio-ecological and economic efficiency and balance; b) consider approaches to assessing the balance at the micro and meso levels; c) form a system of indicators for assessing the effectiveness of the organization; d) develop a normative series of growth rates of performance indicators and compare with the actual one using the example of a particular organization.Materials and methods. In preparing the article, methodological approaches to assessing the balance at the micro and meso levels were studied, namely: the essence, content, statistical tools underlying them, their shortcomings and the ability to assess the balance of aspects of the effectiveness of the organization activity were identified. The assessment was carried out using the dynamic standard method, for which the normative order of subordination of the indicators included in it was determined. For the assessment, we used data from the industrial organization, the main activity of which is the production of outerwear (Republic of Belarus, Vitebsk region).Results. As a result of writing the paper, the author’s definitions of the studied categories were developed, a system of indicators for certain aspects of the effectiveness of the organization activity was formed, priorities in growth rates were determined and the normative ranks of the selected indicators were established. Based on the data of a specific organization, a comparison was made between the normative and actual modes of functioning based on the calculation of the Spearman’s rank correlation coefficient and Kendall’s rank correlation coefficient. The conclusion is made, theoretical directions of increasing the consistency of tempo characteristics are proposed.Conclusion. The article points out the degree of balance of certain aspects of efficiency (social, environmental and economic) on the example of a real business entity, which made it possible to form theoretical directions for eliminating their imbalance.

Currently, international organizations are increasingly making binding decisions on member states. At the same time, unlike the implementation of international treaties, the mechanism for implementing acts of international organizations is poorly regulated in national law, including the Republic of Belarus. The Eurasian Economic Union (EAEU), established in January 2015, is empowered to adopt obligatory acts, some of which should be directly applied on the territory of EAEU member states. As a result, the traditional mechanisms for the implementation of acts of international organizations at the national level are no longer sufficient and require detailed legal regulation. The article reveals the legal basis for the implementation of acts of the Eurasian Economic Union in Belarus’ legal system. The work examines the status, types and specifics of acts adopted by the EAEU bodies, identifies the characteristic features of the implementation of these acts at the national level and specifies applicable terminology. In particular, special attention is paid to the legality of the use of terms “implementation” and “actualization” concerning the transfer of norms of the EAEU acts to the national legislation of its member states. The article considers the possibility of implementing obligatory acts of international organizations, especially those, which are supposed to be directly applied at the national level. Emphasis is placed on identifying the existence of an obligation to implement obligatory decisions of the EAEU Commission as well as their implementation in the Republic of Belarus. Based on the study, it was demonstrated that the majority of obligatory acts of the EAEU are implemented in Belarus by means of different types of references. The article also identifies the place of the EAEU acts in the hierarchy of legal acts of the Republic of Belarus.

Main results of investigations on logistics activities in the Republic of Belarus at year-end 2016 are presented in the paper. The paper identifies and analyzes basic components of this activity on the basis of economic evaluation of indices presented in annual State statistical reporting on logistics and transport and freight forwarding activities of the Republican organizations according to form 1-logistics (Mintrans – Ministry of Transport and Communications of the Republic of Belarus), a report of the Ministry of Transport and Communications of the Republic of Belarus on the results of the implementation of Republican Program for development of logistics systems and transit potential of the Republic of Belarus for the period of 2016–2020, World Bank reports on logistics performance index, some indices of logistics infrastructure position and also results of electronic questionnaire of the largest logistics centers of the Republic of Belarus. Methods of comparative analysis, generalization and economic analysis have been used in the process of research. The analysis has shown that a network of logistics centers with various specialization and forms of property are located and operating in all regions of the Republic of Belarus. Most of them are situated in the Minsk region near the II and IX trans-European transport corridors and in the Brest region near the border with Poland. Structure of the logistics centers includes temporary storage warehouses, customs warehouses, warehouses for general use, container terminals, car parking, customs clearance office, and automotive, railway and other cargo transport facilities. Indices of logistics activity in the Republic of Belarus demonstrate its development in 2016. Storage space of logistics centers and main financial and volumetric indices of logistics activity which are included in the State statistical reporting have been increased during in recent times. These facts testify to the demand for logistics capacity of the Republic of Belarus and its efficient economic and infrastructure development.

The strategic priority for the innovative development of Belarus is the formation of a technology intensive sector based on the V and VI technological modes in addition to the traditional sectors of the national economy. However, the scientific and technical potential of the Republic of Belarus is currently not fully utilized. There is a risk of technological lagging against the increasing level of knowledge-intensive GDP in the world. The improvement of the financing of scientific, technical and innovative activity can become an important factor for the development and efficiency of the national innovation system (NIS) and Belarusian economy as a whole. The purpose of the article is to assess and identify current trends in the financing of science and innovation in the Republic of Belarus. The analysis of the dynamics and structure of domestic costs for research and development (R&D) in the Republic of Belarus by industry, type of cost and type of work, source of funding is carried out. The following conclusions are made as a result of the analysis: the costs of research and development tend to increase; the largest share of R&D costs is concentrated in the business sector; the current costs for R&D significantly increased; the current costs are directed mainly to experimental development; the budget fund is the main source of funding for science and innovation in the Republic of Belarus; there are reserves for the expansion of financing of innovative activities through own funds of organizations, foreign investors, money from extra budgetary funds and other organizations.

The article discusses ways to improve the investment regulation of professional sports organizations. The approaches of scientists and researchers in the world economic thought to the problem under study are considered. The effectiveness of professional sports as a type of economic activity in the structure of the national economy of the Republic of Belarus is noted. Based on the assessment of the economic efficiency of the functioning of professional sports organizations in the Republic of Belarus, the analysis of normative legal acts and effective foreign experience, a method of effective regulation of investments in the development of a professional sports organization is proposed, which includes a model of investment regulation and methodological recommendations for maximizing income. In contrast to the existing practice, a holistic system has lined that takes into account the management, marketing, export, information technology, innovation and investment potentials of a professional sports organization. The carried out tested developed methodology for optimize the investment regulation of a professional sports organization on the subject for compliance with real market conditions on the example of the football club of the highest League of the Republic of Belarus Shakhtyor (Soligorsk), the results showed a positive economic effect of organization and revealed directions for the development of its supporting segments.
