Abstract:
The article is devoted to the evaluation of innovative susceptibility of industrial organizations of the Republic of Belarus for 2014–2018. The author proposes a system of indicators of innovative susceptibility of industrial organizations, on the basis of which the assessment is carried out. It is established that Belarusian industrial organizations over the past five years have taken a number of measures to develop their innovative susceptibility, but there are problems that need to be addressed. The factors hindering innovations in the industrial organizations of the country are revealed. The work uses general scientific methods of cognition of economic phenomena and processes (analysis and synthesis, a systematic approach, the dialectical method, etc.). The significance of the work lies in the fact that such an assessment is currently absent in scientific research.

Abstract:
The article describes a number of highly promising areas for today in the development of agriculture in the world and the Belarusian agro-industrial complex. The main attention is paid to the development of precision animal husbandry technologies in the republic, as the most important component in the digital transformation of domestic agricultural production with its most developed livestock segment, and especially the dairy sector. An overview of some important software products, information systems, and other digital solutions that are essential for the effective functioning of the livestock industry of the republic is given. Some landmark developments, examples of the introduction of elements of precision animal husbandry, automation systems, information and analytical systems in agriculture of the republic, which are actively involved in a number of organizations of the National Academy of Sciences of Belarus and especially scientific and practical centers, research institutes of the Department of Agrarian Sciences of the National Academy of Sciences, as well as other domestic organizations of various forms of ownership. The benefits obtained by farmers from the use of various digital solutions in the fi eld of animal husbandry are discussed.

Abstract:
The article considers the features of the system of postgraduate education in the Republic of Belarus, the characteristic features of its institutionalization as a level of education and the main trends in its development. It was shown that the transformation of postgraduate education in the post-Soviet period had an evolutionary character and did not lead to a radical rejection of the Soviet model of the two-level stage - graduate and doctoral studies and academic degrees of candidate and doctor of sciences, as happened in Kazakhstan. An analysis of the dynamics of the main indicators of the activities of the republican postgraduate doctoral studies for the period 2015-2019 was carried out. It was determined that the leading positions in the field of training of scientific personnel of higher qualifications belong to organizationsof the Ministry of Education. On the contrary, the National Academy of Sciences of Belarus is losing its leading role in providing personnel for the innovative development of the country’s economy. It was noted that in the system of postgraduate education, imbalances in the industry specialization of students in the republican graduate school and doctoral studies in accordance with the priority areas of science and technology have not been overcome. It was concluded that it is necessary to develop a set of measures aimed at improving the efficiency of the postgraduate education system, expanding the training of scientific personnel of higher qualifications for the development of high-tech industries related to the V and VI technological frameworks of the economy, strengthening cooperative ties between scientific organizations, educational institutions and industrial enterprises in order to solve the problem of staffing organizations of industrial science

Abstract:
Agrarian science in general and a number of agrarian scientists were at the forefront of the Academy of Sciences of the BSSR. Researches and knowledge in the field of this science in the republic originated in the last third of the XVIII century. Their formation was accelerated by occurrence of Gory-Goretskaya agricultural school 180 years ago in Mogilev province and of the Institute of Belarusian Culture (Inbelkult) in 1922, which gave start to the Academy of Sciences in 1928. It also included agricultural research institutes, which in 1940 made up 30 % of the total number of research institutions in the BSSR. In 1957–2002 agrarian science was united by the sectoral Academy. In 2002 it was included into the National Academy of Sciences of Belarus again, Department of Agrarian Sciences was created which included 25 research organizations, 7 agricultural and 2 industrial enterprises. Today, agricultural knowledge is formed by the structural sub-divisions of the Agrarian Sciences Division of the National Academy of Sciences of Belarus, other scientific organizations of the Academy, and their joint researches. There are five leading research and production centers for arable farming, livestock breeding, potato and fruit-and-vegetable farming, mechanization of agriculture and foodstuffs, which combined specialized research all the areas of the country's agro-industrial complex and to strengthening the country's agrarian economy. Agrarian scientists have established close relations with colleagues in many countries of the world, but the closest relations have been established with Russian research institutes: a number of research and technical programs have been implemented within the framework of the Union State of Belarus and Russia. There are many famous people among Belarusian agrarians being highly appreciated by the state. Thus, agrarian science of the Republic of Belarus has passed a serious stage of development throughout its history, retaining connection and tradition of several generations of scientists of fundamental importance for research work in the XXI century.

The initial data for calculating the basic salary are: the labour intensity of carrying out maintenance and repair of machinery and equipment in animal husbandry, as well as hourly tariff rates for workers in workshops and areas for the repair of agricultural machinery and tools, which are accepted directly in farms and repair and maintenance organizations independently, but not lower than the tariff rate has been established for budget organizations. The purpose of the work was to calculate the basic salary of personnel according to the tariff categories used in the Republic of Belarus, and to consider the key provisions of the methodology for determining the total costs of technical service of machinery and equipment in animal husbandry. The most important provisions of the methodology for calculating the basic salary of personnel of repair and maintenance departments and organizations operating in the livestock subcomplex of the Agro-industrial complex of the Republic of Belarus have been presented. The main points of the methodology for calculating the total costs of maintenance and repair for machines and equipment of livestock farms and complexes have been given in relation to the conditions and their own features of accounting and planning of repair and maintenance work in domestic animal husbandry. An example of practical calculation of costs for carrying out various types of maintenance and repair of a widely used domestic milking machine has been considered.

A number of important points and indicators characterizing the current state and potential of the Belarusian agricultural production are considered. It has been established that over the past decade in the agricultural organizations of the republic there was a decrease in the energy supply indicator by 15 %, and the power supply to labor during this time increased by more than 1.4 times. The overall efficiency of agricultural and livestock production, the level of labor productivity in an agricultural organization, the availability of energy capacities has a very significant and often decisive impact.

The YMCA was one of the most influential organizations in Chinese society during the time of the republic. Its membership was recruited from the urban elite, chiefly the industrial, commercial, and professional sectors of Chinese urban society, while its Protestant leadership represented those sectors, along with the political and educational sectors, as well. The YMCA promoted a Protestant vision of modern China, and sought to realize that vision through a wide range of programs, including citizenship, literacy and hygiene campaigns, and general social service. The YMCA often partnered with the Nationalist government, and Chiang Kai-shek’s New Life Movement was one product of this relationship. The association was not, however, a strong supporter of movements for social reform, much to the disappointment of some of its national secretaries, especially one of the most prominent of those secretaries, Wu Yaozong.

Responsibility for corngrowing lay with local Communist Party and government organizations, who inherited inertia, arbitrariness, and management practices from the Stalin era that contributed to the failure to meet Khrushchev’s expectations. Rejecting formerly orthodox land management practices, Khrushchev demanded industrial farming based on machines, chemicals, and corn. In one striking case, the party organization in the small Baltic republic of Lithuania, knit together by national identity, lied to Moscow. Leaders assured Khrushchev and his aides that the republic’s farms had planted substantial tracts of corn, concealing the fact they followed their own judgment by planting crop rotations better adapted to local conditions. These instances challenge established scholarly conceptions supposing that power flowed from Moscow downward and outward to local authorities who unquestioningly carried out orders. Instead, these cases indicate that local officials balanced competing imperatives, made choices, and avoided the consequences by covering their tracks.

It should be noted that in the Republic of Poland in the years 1918–1939 the main state institutions in the field of provisioning were: in the period of 1918–1921 the Ministry of Provisioning, in the years 1921–1938 the Ministry of the Interior, and in the years 1938–1939 the Ministry of Agriculture and Agricultural Reforms. Of course, in the entire interwar period for the provision of state supplies, and especially its main supply subsystems, such as urban population (various categories of cities and settlements), rural population (individual regions of the country), Polish army, public administration, state enterprises, industrial plants, etc. many specialized state (administrative) institutions, self-government structures, business entities and social organizations worked. However, it should be emphasized with all force that the concepts of the provisioning policy, and then the forms and methods of its implementation arose in the central and supreme institutions of the state, which, by virtue of government laws and ordinances, received competences in this respect. It should be recalled that for a great part of the interwar period the supreme state institution in the field of food supply policy was the Ministry of the Interior. Therefore, without knowing the twists and turns of the administrative policy of the Interior Ministers in the field of food supply, it is impossible to understand the ways of provisioning the society during the Second Polish Republic, and especially the forms, methods and problems related to the provisioning of the Polish Army. Finally, it should be noted that the provisioning system of the Polish State – starting from its very beginning – has although sometimes with difficulty, coped with not only the burden of provisioning the Polish society with food and necessities, but also the provisioning of the Polish army during the wars (1918–1921), during peace (1921–1939) as well as during the German-Polish war of 1939.

Relating to the establishment and acquisition of a company in Turkey by foreign investors, Foreign Direct Investments Law No.4875, FDI has entered into force on 17.06.2003. FDI formed a notification-based system rather than an approval-based system for foreigners to establish a new company and to take over company shares. Accordingly, company information regarding foreign investors will be notified to the General Directorate of Incentive Implementation and Foreign Capital via “Electronic Incentive Implementation and Foreign Capital Information System”. Foreign investment means establishment of a new company by a foreign investor or share acquisitions of an existing company, any percentage of shares acquired outside the stock exchange or 10 percentage or more of the shares/voting power of a company acquired through the stock exchange, by means of the following economic assets: assets acquired from abroad by the foreign investor which are capital in cash in the form of convertible currency bought and sold by the Central Bank of the Republic of Turkey, stocks and bonds of foreign companies excluding government bonds, machinery and equipment, industrial and intellectual property rights; or assets acquired from Turkey by foreign investor which are reinvested earnings, revenues, financial claims, or any other investment-related rights of financial value, rights for the exploration and extraction of natural resources. According to Article 4 of the Regulation for Implementation of Foreign Direct Investment Law, the Ministry of Economy shall provide information on the companies within the scope of foreign direct investments from Trade Registry Offices and related public institutions and organizations.

The safety and reliability of all systems has to be maintained throughout the lifetime of a nuclear power plant. Continuous R&D work is needed in targeted areas to meet the challenges of long term operation of existing designs and for the GEN-III designs. A special focus is placed on reactor coolant pressure boundary (RCPB) components, because its integrity and functionality from the time of first operation until end of life is required to ensure plant safety. The overall objective of STYLE is to assess, optimize and develop the use of advanced tools for the structural integrity assessment of RCPB components relevant to ageing and life time management and to support the integration of the knowledge created in the project into mainstream nuclear industry assessment codes. The project concept is based on carefully selected research topics, which thematically cover the complex multidisciplinary character of structural assessment of RCPB components. The prioritization of the work reflects the needs of industrial end-users and assessment of currently available techniques and data at European and international level. This paper describes the current status of the project STYLE and summarizes its main results achieved up to date (Feb 2013).
