Abstract:
The contradiction between economic development and resource environment has become increasingly acute with the continuous societal and industrial development. The implementation of waste and renewable resource recycling can alleviate the conflict. The multi-project management theory was applied to the construction of an industrial park based on the characteristics of the circular economy theory. In this paper, the basic definition of circular economy and industrial parks was expounded, and the application of circular economy in the planning of parks was studied from five major aspects. From industrial selection, property function and volume allocation planning, industrial park planning and design were studied. Starting from the function structure of the park, the setting of the slag yard outside the park, the green land and the landscape, the road planning of the park, the planning of industrial parks of chemical recycling economy in Gansu was studied. Through empirical analysis, theoretical support and model reference were provided for the construction of circular economy in other industrial parks.

Abstract:
The article presents the methodical recommendations on planning the reengineering procedure of industrial enterprises. The industrial enterprise reengineering is defined as an effective management tool to overcome the inertia that arises in the process of managing industrial enterprises, to optimize the management system and to rebuild ineffective business processes. It has been stated that reengineering makes it possible for any economic system to function successfully, to adapt to changing environmental conditions, to increase manageability and to achieve goals in the shortest possible time and with the least expenditure of resources. The planning stage is the key in the development of a reengineering project for an industrial enterprise. The tasks of planning the reengineering procedure, the stages of implementation and their content are determined. In the context of the description of the first two stages, the criteria are given for determining the stage of the crisis, at which the industrial enterprise currently is, and the typology of business process reengineering, according to three classification criteria: depending on the extent of transformations, on the size of the industrial enterprise, on the initiator. The third stage contains recommendations for choosing a reengineering technique depending on the stage of the crisis and the type of reengineering. A classification of the reengineering methods recommended for use in carrying out radical (crisis) reengineering and reengineering of development has been developed. Recommendations are given on the formation of a system of targets for an industrial enterprise reengineering project. It is advisable to use the system of balanced indicators (Balanced Scorecard) and the system of target indicators KPI as effective tools for creating a system of targets. Both of these approaches are elements of targeted management or management by goals, and make it possible to evaluate the economic, resource and functional effectiveness of a reengineering project

The research objective was to determine of Industrial Internship consisting of planning, organizing, actuating, controling and monitoring.This is a qualitative research by employing a case study method which was conducted at public vocational senior high school (SMK Negeri 5) Makassar from April 2013 to September 2016. Interviews, document review, and direct observation were taken for data collection while the validity of the data was measured by using triangulation of source and technique. For data analysis, the stages of reduction, data display, and conclusion were used. The results show that 1) Planning of Industrial Internship has not been implemented optimally; such as curriculum validation and mapping the business and industrial were not well-conducted by the school; 2) Organizing aspects of industrial internship were less than optimal implemented, such as arranging of Industrial Internship committee was not equipped clearly with the structuring of tasks, job descriptions and distribution of authority. In addition, appointment of school instructur is simply to accommodate the interests of educators with the principle of equity not competency; 3) In actuating aspect, learning by doing and learning by experience were not optimal since the location of industrial internship did not meet the school’s need; 4) Controlling and monitoring Industrial Internship were not optimal as well since the teachers as instructors did not control the students’ activities continously. To sum up, the industrial internship conducted in vocational high school must obtain serious attention by the school, industry and government as to improve the students’ knowledge and skills. Additionally, the school, industry and government are required to collaborate and synergize optimally for the sake of students’ improvement.

Abstract:

The components of the formation of the process of resource consumption management at industrial enterprises are identified and negative trends in the field of resource consumption management are identified. As a result of the study, recommendations for stabilization of resource consumption processes by using all the principles of building complex processes are developed. A qualitatively new approach to planning the level of resource consumption of industrial enterprises as a whole and by stages of its course is formulated.

A growing interest in the industrial sector for autonomous ground vehicles has prompted significant investment in fleet management systems. Such systems need to accommodate on-line externally imposed temporal and spatial requirements, and to adhere to them even in the presence of contingencies. Moreover, a fleet management system should ensure correctness, i.e., refuse to commit to requirements that cannot be satisfied. We present an approach to obtain sets of alternative execution patterns (called trajectory envelopes) which provide these guarantees. The approach relies on a constraint-based representation shared among multiple solvers, each of which progressively refines trajectory envelopes following a least commitment principle.

Nowadays, leading world companies widely use methodology, standards, and project management tools in many areas of project-oriented activities, including investment, innovation, and information projects. Last years the implementation and functioning of the country’s enterprises’ project management system have been actively discussed in Kazakhstan.This work aims to identify critical processes of project management planning that affect the effectiveness of projects at the enterprise of the military-industrial complex of Kazakhstan. For this purpose, a survey of top managers of defense industry companies was conducted. A total of 28 respondents were interviewed, working at 18 enterprises of the military-industrial complex of the Republic of Kazakhstan and directly participating in the implementation of projects. Data were personally collected by a questionnaire survey conducted during 2019. To verify the formulated model’s assumptions and success, correlation analysis, and other relevant tests were used. Using the model of project management planning quality (PMPQ), process efficiency has been assessed, and critical factors for the effectiveness of defense industry projects have also been identified. The results show that the Republic of Kazakhstan’s defense industry complex projects has a low level of efficiency and an average score for the use of project planning processes. Project efficiency evaluation has also revealed critical knowledge areas for defense projects like human resource management, schedule development, and define scope. The research expands knowledge in PM, revealing the importance of planning processes for the defense industry that need more focus to achieve top-level success and effectiveness of projects. The article emphasizes the importance of the enterprise activity production management, the importance of new approaches to the production problems, the need to select such forms and management methods that enhance the efficient functioning of the enterprise. The complex system of production management, its input, output and internal parameters and conditions, the principles, methods and functions of management are described. It was emphasized on the importance of using project analysis in production management to identify, compare and justify alternative management decisions. The main components of management are considered, those are the basis of production activity project analysis optimization. It is indicated that such components are: resources, time and quality. So, the main goal of the project analysis of the enterprise's production activity is the management of resource efficiency, time management and quality. It has been shown that resource efficiency management is the implementation of certain types of work, in particular analysis as a method of production activity research, organization of decisions implementation, enterprises planning and control. The importance of works scheduling, controlling their execution schedules, and adjusting possibilities are emphasized. Planning of quality, quality assurance, quality control take an important place in the project analysis of company production activities. That is, ensuring the best possible use of resources, scheduling and controlling work scheduling, planning and quality control is the key to effective management of production activities. The importance of the information technologies introduction in the process of enterprise management, development and implementation of modern software for solving a basic managerial tasks complex of the industrial enterprise system are emphasized.

In cases of accidental hazardous materials (HAZMAT) release, several emergency management responses can be taken to maintain the safety of the living environment. This study focuses on building a long-range planning, urban development model for hazards addressing where development zones should be located to mitigate exposure to HAZMAT and minimize evacuations. Interviews and meta-analytic manipulation of data were used to demonstrate flaws in three industrial cities’ disaster management plans. These data were also used to influence development in plain model areas where hydrogen sulfide or other hazardous materials could accidentally be released. The Areal Location of Hazardous Atmospheres (ALOHA) model was used to simulate physical conditions affecting the hydrogen sulfide gas released from Mesaieed Industrial City in the State of Qatar, and Mapping Application for Response, Planning, and Local Operational Tasks mapping was used to display ALOHA threat estimates. Findings represent a considerable improvement to the urban developments in areas near HAZMAT risk zones and can be applied to other international industrial areas.

The article defines the principles of formation, development, implementation and use of management accounting at an industrial enterprise. The scheme of making managerial decisions within the concept of budgeting is given. The necessity of determining the role of budgeting in the system of management accounting of an industrial enterprise is substantiated. The relationship between the budgeting process and the strategic goals of the industrial enterprise with the help of a balanced system of indicators, which provides a comprehensive assessment of the strategic indicators of the enterprise by integrating its strategic goals and tactical capabilities. The mechanism of transformation of strategic goals of an industrial enterprise to the operational level with the help of components of a balanced system of indicators is presented. It is proved that the use of strategic budgets in the system of management accounting makes it possible to improve the quality of current and strategic planning in the enterprise, to make it an effective element of the management system.

In that period, the All-Union Council of Utility Services of the USSR Central Executive Committee had the highest status. Studying new materials deposited in the RF State Archives, the author revealed that even the all-union management structure regularly experienced difficulties which paralyzed its urban planning and reconstruction activities.

This paper considers the issues of the implementation of the digital transformation of industrial enterprises: the analysis of the existing model (AS IS) and planning the desired model (TO BE), depending on different conditions. The authors present the existing business models of digital transformation, reveal different approaches to classification, as well as their drawbacks from the point of view of practical application. In general, the models can be applied to diagnostics, but not to planning the desired state. The principle of classification of transformation models based on the life cycle of the market is proposed: monopoly, oligopoly, competition and monopsony. Firstly, the life-cycle approach allowed applying the author’s Dynamic Model of Changes in Corporate Strategies (Dynamics) to digital transformation. This model was proposed earlier for the classification of traditional business models. Secondly, the life-cycle approach allowed using the maturity models of the industry, strategies, product, processes, data etc. in order to build a planning algorithm for the desired business model. As a result of the lifecycle approach to the classification of business models, it was possible to develop an algorithm for diagnosing and planning the desired digital transformation model, taking into account the limitations of maturity levels and present it in the form of a Digital Dynamic Model of Corporate Strategy Changes (Dynamics).

Abstract:
This study aims to analyze quantitatively the factors that affect the career planning of students in the Industrial 4.0 era. A sample of 381 students was taken using a proportional random sampling technique. The data were analyzed using the SEM technique with the help of the SEM AMOS 24.0 program. The results show that career center management, entrepreneurship personality, family environment, entrepreneurship education, and entrepreneurship intention contributed both directly and indirectly to student career planning in the Industry 4.0 era, both partially and simultaneously. The results also indicate that entrepreneurship personality is the variable that has the most significant contribution to encouraging students' intention to have a career as an entrepreneur. The research contribution shows that providing appropriate entrepreneurship education, supporting the performance of career center management, strengthening the entrepreneurship personality, and strengthening the role of the family environment, increases student intention in planning careers as entrepreneurs in the 4.0 industrial era.

The article investigates the financial and economic essence of financial planning and proves that the problem of formation of information and analytical support of financial planning in an industrial enterprise becomes very important and requires a clear rationale and solutions. Analyzed modern methods of financial planning and forecasting companies that provide objective results of the company and found that despite the results achieved, the problem of formation of information–analytical providing financial planning at an industrial enterprise is still not completely solved. The author's classification of information for the needs of financial planning is made and it is proved that for the successful implementation of financial planning the financial management is recommended to use a sufficient information base that describes the individual characteristics of the financial structure of the enterprise and its position in the market. The priority tasks of information and analytical support of the financial planning process are investigated. The system of information and analytical support of financial planning of the enterprise from external sources has been developed. Indicators of information and analytical support of financial planning based on information from internal sources are investigated. The indisputable role of information resources in the activities of modern business entities of any industry is proved. From information must begin the management process (inputs) and information it ends (the output) and the reliability, accuracy, truthfulness, objectivity, timeliness of data, effective operation of the system of information‒analytical security depends on the effective functioning of economic entities. Thus, in competitive conditions of internal and external markets, the effective functioning of the system of information and analytical support of financial planning helps to reduce risks and make rational management decisions. It is concluded that the basis of the financial planning system is the financial plan, the availability and reliability of information affect the correctness of this document.

When preparing the materials suggested in the paper, such scientific research methods were used as: analyzing the information needs of an enterprise, simulating a short-term information support planning process, pooling the experience in organizing standardization work in industrial enterprises involved in sin-gle-piece and serial production, as well as the principles of consistency and comprehensiveness of information support planning. As a result of the conducted research study, the following ones are proposed: a methodology for forming a Standardization Action Plan in an enterprise (organization); ways and methods for adapting the Standardization Action Plan to changing production conditions; ways to monitor the realization of actions envisaged in the Plan; the rules for evaluating the effectiveness of the information support system of an enterprise. The general methodology of information support relies on a principle of building quality management systems that implement the Deming Cycle.

Objective of the Study: The objective of the paper is to study the formation of human capital assets, strategic planning of human capital assets at the modern industrial enterprises of Kazakhstan. Methods of the Study: The leading method for studying the subject matter is strategic analysis(according to the data of the KazStat (RK statistical agency) and other strategic data), as well as selective questionnaires (poll) of the heads of the enterprises. The rapid development of industrial sectors, tourism, transportation, and ports, along with human settlement in coastal areas, leading to the deterioration of its environmental qualities. Hence, it requires a plan that able to balance between the development and the environmental conservation of the coastal area to achieve its sustainability, which is to consider the coastal carrying capacity. The purpose of this study is to create an alternative for spatial planning based on the carrying capacity for the space utilization for the sustainability of the coastal area. This study conducted using geographic information system (GIS) based on the land use data in 2008, 2012, and 2017 in the coastal area at Serang Regency, Indonesia. Based on the data, the significant changes shown in the industrial sector, seen from 17% in 2008 to 40% in 2017. The rapid development arises some problems that lead to environmental stress, such as the increase of industrial waste, a reclamation that potentially changes the land structure, as well as the seawater contamination in groundwater. Therefore, best alternative planning is to promote the development of natural tourism by utilizing the existing potential and at the same time conserving the environment quality.

Tax planning at the micro level is defined as a system of measures of the enterprise aimed at maximizing the possibilities of current legislation in order to legally optimize tax payments; tax budgeting - a system of measures aimed at determining the planned amount of tax payments payable by the enterprise in future periods; calculation of current tax payments - a system of measures aimed at calculating the actual amount of tax payments payable by the enterprise in the current reporting period. Optimization of tax payments at the micro level involves compliance with such conditions of economic activity of the enterprise, under which the profitability of the industrial enterprise is approaching the maximum, and business risks - to the minimum. The goal of the article is to study the experience of organizing tax planning at industrial enterprises, the sequence of its stages; and propose a methodology for tax planning in an industrial enterprise. The proposed methodology of tax planning is based on system and project approaches, and, in particular, provides for: systematization of tax schemes and their selection according to the priority of use in the development of tax planning projects; selection of the optimal project on the basis of optimality criteria; comprehensive analysis of the tax field and the results of tax planning; current monitoring of the implementation of tax plans, the results of which offset the impact of negative factors through the use of backup and emergency projects. The methodology of tax planning at an industrial enterprise should be based on a systematic and project-based approach with the implementation of: systematization of the tax schemes and their selection according to the priority of use in the development of tax planning projects; selection of the optimal project, based on optimality criteria; comprehensive analysis of the tax field and the results of tax planning; ongoing monitoring of the implementation of the tax plans.Tax planning in industrial enterprises is a complex, integrated process, the rationalization of which should be based on a systematic approach using the achievements of economic, financial and legal disciplines. The introduction of tax planning in the management system of an industrial enterprise allows to make more meaningful conclusions about the further development of activities and reduce the risk of making wrong decisions in a particular problem situation.

Then, the geographical location of multi project management in Qingyuan recycled plastic industrial park in Guangdong Province and the distribution of each building community were explained. And on this basis, the construction of the park's production, plant areas, residential areas and the planning objectives after completion were analyzed in detail. On the basis of analysis, the multi project management model used in the park was explained. It is pointed out that the construction of the park should be based on its own planning and practical needs, and the appropriate multi project management model should be chosen.

The paper describes the issues of improving the existing methods and ways of structuring the information and instrumental space for making managerial decisions in scientific research (R&D) by industrial enterprises on their own. The model for managing the resources involved in this has a complex, ambivalent nature, since excessive savings can play a negative role in the results of research, however, in conditions of effective management, a complete absence of control over the state of costs by the subject of management is impossible. The way out of this ambiguous situation is seen in strengthening the verification of information entering the data processing system, as well as in incorporating into the considered information and instrumental space management accounting tools related to rationing, budget planning (budgeting), quantifying costs and calculating the cost of work by the direct costing method. The study goal is to develop an IIP that meets effective management requirements, capable of generating information relevant to situation-oriented, systemic and strategic types of decisions. The theoretical and methodological base is made up of process, system and operation-oriented types of scientific methods. Existing approaches to analytical cost accounting, verification of primary information, planning, standardization and accounting activities of industrial enterprises in the field of research and development are considered in detail. The introduction of the information and instrumental space of the proposed configuration into the management practice of the enterprise will allow, when conducting research, to significantly reduce the costs of persons responsible for the final business result, for searching and processing data, increase the reliability of the information fund and the quality of decisions made, optimize the cost estimate and accounting work.

The sugar manufacturing industry in the emerging economy is potentially at high risk of not achieving its goals of increasing production output. This is due to higher than average age of growers, nonexistence of effective succession planning to expedite the transition to a new generation of growers, related increasing departure of farmers from the industry and difficulty in attracting new talent to the industry due to the high cost of entry. This research sought to explore managements’ perceptions of succession planning and the impact it has on retention at a Sugar Manufacturing Company. In order to achieve the research aim and objectives, a qualitative approach was utilised in the form of an exploratory case study. A single case study was also chosen because this is a critical, unique and revelatory case and the researchers had access to the case previously inaccessible to empirical research. Purposive sampling was used and total of 15 managers participated in this study. The study found that the company is not doing enough to implement succession planning programmes even though there are potential candidates who can be trained and developed into management positions.

Purpose: Algorithm development for a measures phased expert assessment to reduce production risk at an industrial enterprise to adapt the expert method to the conditions for specific problem solving. Design/methodology/approach: To develop an algorithm for making management decisions, a step-by-step solution process was used. If the problem is solved under conditions of complete or partial uncertainty, an expert method of estimation was applied. In the mathematical model of management decision-making used criterion approach. At the same time, the methods of Sevij, Wald, and Hurwitz are considered to determine the criterion for choosing management decisions. Findings: A phased expert assessment of measures that reduce production risk at an industrial enterprise with the introduction of weighting factors in specified criteria is proposed. The expediency of applying the method of expert assessments and the Hurwitz criterion when planning measures to reduce industrial injuries is justified, since this approach links the preventive measures in the field of labour protection with the results of risk assessment and reduces subjectivity in making management decisions. Research limitations/implications: The proposed algorithm for expert assessment of measures to reduce production risk is universal for industrial enterprises. Practical implications: An algorithm has been developed to substantiate managerial decisions to reduce the production risks of the occurrence of traumatic events when planning preventive measures, which involves applying criteria for selecting measures based on the method of expert assessments and applying the Gurwitz criterion. Originality/value: Developed a consistent model of industrial risk management, which is based on a component method of assessing the risk of traumatic events and a mathematical model of management decisions. This model differs from the existing ones, taking into account all available risk-relevant information of the enterprise, stimulates preventive activity, and allows establishing the dependence of the level of industrial risk on the validity of measures on occupational safety and reducing the influence of the subjective component of expert judgments.

Sedimentation is a natural and physical phenomenon that affects port management. If it is further elaborated, the main aspects of port management include planning, design, construction, and maintenance activities. Sedimentation can cause a decrease of depth or silting in navigation channels and port pools which to some extent, are dangerous for the inbound vessels that are calling at the port. The silting process is influenced by how much material and what type of material that settles at the base of the water column. To understand the effect of sedimentation on port management, a comparative study was conducted between the terms of port management which are stated in the regulations that apply in Indonesia and the implementation that has been carried out. realized at patimban port. The data that is compared takes the form of planning data and existing conditions in 2020 to then be reviewed with current regulations to assess its compliance with the said regulation. In order to devise technical recommendations in spatial and temporal aspects, the port authorities must have a thorough understanding of the effect of sedimentation on port management. In its implementation, spatial aspects are related to the maintenance of navigation channels and anchoring locations, while temporal aspects are related to the frequency of monitoring of the sediment deposition and sediment removal to keep the navigation channels safe for calling vessels. The monitoring process must be done in a routine and timely manner, by integrating temporal change data with Industrial Revolution 4.0-based technologies to increase the rate of data renwals, so that the manager of the port can respond to any changes that occur in the port accordingly and effectively in a short period of time.
