Abstract:
The purpose of the article is to develop a new methodological approach to the analysis of innovative activity of enterprises of the agro-industrial complex in order to ensure their sustainable economic development, taking into account the factors of economic growth. Research methods. The scientific provisions on planning innovation activities and analysis of innovative processes (the essence and content of innovation activity of enterprises are justified), modeling and organization of innovation activity, forecasting its results in economic systems (modern trends in the development of methods for analyzing and assessing innovation activity of enterprises in the system activity), as well as general scientific methods of cognition: systemic (formulated the problems of assessing the innovative activity of enterprises from the standpoint of ensuring their sustainable development and determining potential ways to solve them), complex (analysis of the parameters of the innovative activity of domestic enterprises), abstract-logical (the influence of environmental factors on the innovative activity of the enterprise is analyzed), functional and structural-level research methods (the relationship of internal factors of the enterprise's innovative activity is considered), methods of analysis and synthesis (the relationship of the internal factors of the enterprise's innovative activity is analyzed), evolutionary and historical approaches (the relationship of the factors of the enterprise's innovative activity with the parameters of its sustainable development is considered). Research results. The methodological foundations of the innovative activity of agro-industrial complex enterprises have been theoretically substantiated as the degree of intensity of their actions on the creation and development (practical implementation) of innovations in the context of rapidly changing external conditions and tough market competition. Despite the high cost of mistakes in the innovative development of agricultural enterprises, the analysis of the innovative activity of an enterprise is an important tool for ensuring their sustainable economic development. Scientific novelty. The elements of scientific novelty lie in the theoretical substantiation and experimental confirmation of a new methodological approach to the analysis of the innovative activity of agricultural enterprises in order to ensure their sustainable economic development. This makes it possible to determine the tools for intensifying the activities of enterprises through building up and productive use of intellectual potential. The concept of “innovative activity of enterprises” is clarified and it is shown that this is one of the main characteristics of their innovative activity. The composition of the parameters of innovative activity of enterprises has been improved and a set of factors stimulating and restraining the innovative activity of agricultural enterprises has been determined. On the basis of the conducted analytical studies, the interrelation and power of the mutual influence of factors of innovative activity of enterprises, as well as the relationship of these factors with the parameters of sustainable economic development, were revealed. Practical significance of the article lies in the possibility of using its provisions and conclusions when analysing the relationship of internal factors of innovative activity of an enterprise, as well as when analysing the relationship between factors of innovative activity of agricultural enterprises with an assessment of the sustainability of their market development. The efficient sales policy of the machine building innovatively active enterprises is connected with its rational process financing. Optimal determination of innovative production distribution expenses is top-priority element to increase economic subject’s activity profitability and to increase its competitive positions at the market. Thus, planning of costs for innovatively active machine building enterprises sales has to be based on economic and rationally adaptive mathematic tools to industrial enterprises activity specific. Practical implementation of the mentioned task is possible owing to economic and mathematic model to plan costs for innovatively active enterprises production, which preconditions urgency of the given research. Besides the tools investigation is also urgent and it allows to foresee future expenses amounts for sales, demand for production and profit of the innovatively active industrial enterprise, behavior in future depending on market situation. The article deals with scientific and methodic approach to optimize distribution expenses of the innovatively active industrial enterprises in Ukraine. Economic and mathematic modeling methods allowed to formalize models to plan distribution expenses of innovatively active enterprise, demand and profits, that is prerequisite to form prognostications by proper directions. Practical implementation of the suggested scientific and methodic approach on the example of machine building enterprise in Ukraine results in confirmation of models correspondence and establishment of inefficiency to distinguish expenses. Abstract:
The paper reveals interrelations between the concepts “economic security”, “economic sustainability”, “development” and “competitiveness” of an enterprise. Based on their consideration, the paper enhances theoretical and methodological principles of establishing competitive innovation development and economic security of an enterprise. Unlike the existing ones, these principles provide for not only alternativeness but also equal significance when choosing between achievement of high levels of competitiveness, development and economic security. Application of the elaborated suggestions enables more objective formation of the policy of management of an enterprise’s innovation development under unstable conditions considering the industrial field and the market position of the enterprise. It is proven that essential elements of enterprises’ sustainable development include innovative activity, production provision, export of science-intensive products and development of high technology services, this providing for efficient levels of enterprises’ economic security and competitiveness. Under conditions of uncertainty, there are some basic functions of an enterprise aimed at enhancing its competitiveness and economic security including the following: achieving the optimal level of an enterprise’s resulting indicators and efficient “income-risk” ratio, innovative activity, ensuring the quality of an enterprise’s intellectual capital, environmental safety and meeting required social standards.

Abstract:
The methodological issues of ensuring the economic sustainability of enterprises, as one of the key goals of modern industrial business, have long been the focus of attention of scientists and researchers, not only because of their importance, but also because of some internal inconsistency that does not allow them to be considered finally resolved. On the one hand, sustainability presupposes stability, some conservatism in the development of the enterprise and this aspect of it requires the application of measures that prevent a sharp change in economic conditions. Attract the attention of researchers and have not yet received their final scientific, methodological and practical solution. It should be believed that the solution of this task, which is important for each industrial enterprise in a market economy, can be found in the case of: (a) the correct definition of business development directions in terms of its diversification and expansion (external dimension); b) determination of such economic conditions that can ensure an equilibrium state of the enterprise’s economy, characterized by a certain set of parameters of the activity of its main subsystems (internal measurement) and c) implementation of the algorithm of periodic controlled withdrawal of the enterprise from the state of stability for transition to a new level of development and stabilization of its socio-economic parameters in the intervals between such fluctuations. Therefore, the purpose of this article is to attempt to resolve this contradiction in terms of developing a set of solutions to create conditions for the progressive dynamics of industrial enterprises that do not impede, but complement, the installation to maintain stability within acceptable limits. For this, the scientific and methodological apparatus of business modeling, modern concepts of organization and management is involved, as well as innovations in the best practice of sustainable development of industrial enterprises are used. The result of the study is a tree of goals for ensuring the economic sustainability of a modern industrial enterprise, revealing the internal dimension of the problem under study and practical recommendations.

The purpose of the study is to introduce the author’s methodological approach to analyze the prerequisites for economic security of industrial enterprises, the formation on this basis of conclusions for priority areas of policy to strengthen it. The urgency of the problem of development of methods of analysis, monitoring and diagnostics of economic security of industrial enterprises is revealed. It is argued that the observation of the financial and economic condition of the enterprise allows to identify the prerequisites for the economic security of the industrial enterprise. The practical significance of the study is that the indicators of financial and economic condition of the industrial enterprise are revealed; the results of the analysis of the general economic and investment activity of the industrial enterprise are given; indicators of profitability and capital turnover of an industrial enterprise are analyzed; the characteristic of indicators of solvency and structure of assets of the industrial enterprise is resulted; the capital structure is revealed and the potential of the industrial enterprise to compensate for its possible losses is assessed. The obtained results are characterized from the standpoint of prerequisites for ensuring the economic security of an industrial enterprise. The comparative characteristics of financial and economic indicators of the enterprise and average industry values are given. Problematic aspects of economic security of an industrial enterprise have been identified. The scientific novelty of the study is that the methodological approach to the analysis of economic security of an industrial enterprise has been further developed, namely the method of analyzing the financial and economic prerequisites for ensuring the economic security of an industrial enterprise has been developed. Activity of business entities requires a constant increase in the level of their economic potential and the level of competitiveness of the products on the market. This task can be fulfilled provided the concept of constant economic growth is formed in the activity of enterprises, which can be implemented through the management of changes in the economic activity of enterprises. One of the components is the marketing activity, which plays one of the leading roles in shaping the sustainable development of an industrial enterprise when carrying out transformational changes in its activity. These changes, which are the re-engineering of business processes, help the company management adapt to the changing market (marketing) environment and optimize the internal business processes. The relevance of the research is undeniable. The article presents the main directions of transition to the effective marketing activity in the period of re-engineering of industrial enterprises’ business processes based on the analysis of the main trends of marketing and innovation activities of economic entities from different countries. The authors developed the indices that characterize the marketing potential of the company during the business processes’ re-engineering. They proposed to use an integral index of the company’s marketing potential during radical transformations and to take effective management decisions based on the prevailing range of its criteria values when carrying out an economic estimation of the company’s marketing potential in the period of business processes’ re-engineering. The results obtained from the calculations demonstrate the final estimation of the industrial enterprise’s marketing potential during the business processes’ re-engineering, which allows the top management of the industrial company to determine the level of performance of the company marketing activity and make sound managerial decisions for its further development.

Introduction. The paper is devoted to the problems of research of features and modern mechanisms of economic regulation of foreign economic activity of enterprises in Ukraine. The purpose of the paper is to improve the scientific and methodological basis for stimulating the development of foreign economic activity of enterprises and substantiation of the theoretical foundations of foreign economic activity of enterprises in order to further their development in the today's globalized world. Results. It is determined that one of the problems of foreign economic activity of enterprises is the problem of inefficient management system, lack of strategic and marketing approaches to enterprise management, and enterprises more often use the technique of short-term adaptation. An enterprise focused on the development of foreign economic activity should develop approaches to improve international marketing, especially in terms of making effective management decisions based on the processing of a significant amount of information data and assessing the factors of the international market environment. The main condition for the adaptation of enterprises to the rapidly changing external environment may be the formation of a system of strategic planning, which provides a more rational use of limited resources, promotes consistent development and implementation of management decisions, focuses on sustainable development in market conditions. The management staff should clearly formulate the principles of strategic research in order to intensify foreign trade in industrial enterprises, and most importantly – formed a marketing strategy for foreign trade. The main means of increasing the potential of foreign economic activity of enterprises are the formation of such economic conditions that would allow due to modernization of production to increase domestic production and services, introduce innovative technologies. Conclusion. In order to improve the foreign economic activity of Ukrainian enterprises, it is proposed to implement a policy aimed at increasing merchandise exports by introducing innovative developments to improve the quality of domestic products, which must meet international norms and standards necessary to create a sufficient level of competitiveness in domestic markets.

Topicality. This article discloses vital aspects of improvement of state investment policy as the basis of implementation of innovative technologies on domestic enterprises. Each economic entity is obligated to clearly and accurately present its needs in financial, raw material, labor, intellectual resources, production facilities, sources of their obtaining. They must also be able to effectively use existing production and natural resources in the production process. They need to respond in a timely manner, rationally and quickly to the changes that take place in the business environment. It is important to minimize the risks to the environment and make products environmentally friendly. An important component of making managerial decisions to attract innovation and the validity of the implementation of an innovative strategy for the development of an industrial enterprise is the use of innovative methods for assessing the effectiveness of economic activity. The need to assess the effectiveness of the industrial enterprise is justified by the need to form new goals, principles and innovative principles of management, focused on maximum satisfaction of consumer needs and market requirements. Aim and tasks. The purpose of the article is to systematize the views of domestic and foreign scientific society, which will identify key issues and provide recommendations for the formation of methods for evaluating the effectiveness of industrial enterprises. Research results. To assess the effectiveness of the industrial enterprise in the dynamics of reporting periods, it is proposed to use the method of taxonomic analysis with additional consideration of the share of influence of each of the factors on the integrated indicator. Given that the main factors influencing the efficiency of economic activity of industrial enterprises are labor, capital, fixed assets, objects of labor and staff skills, the definition of an integrated indicator by which it is possible to comprehensively assess the efficiency of economic activity of industrial enterprises is proposed to be carried out , average efficiency of use of fixed assets (return on assets), average efficiency of use of objects of labor (material return), average efficiency of use of capital (turnover of assets), level of qualification of personnel. Conclusion. The proposed approach to assessing the efficiency of economic activity of an industrial enterprise will identify key indicators of impact on the level of its competitiveness. Based on the obtained materials, using the method of taxonomic analysis taking into account the share of the proposed factors, you can explore trends in the internal business environment of the enterprise, which will analyze the effectiveness of the chosen strategy of the entity. Also, the calculations will assess the efficiency of economic activity of the enterprise in comparison with the nearest competitors, and determine the place in the ranking in the relevant market segment. The results obtained to assess the effectiveness of economic activity will allow the management of the industrial enterprise to identify weaknesses in the production process and identify priority areas for innovation.

The article analyzes the essence and importance of the mechanism of estimation of production activity efficiency in a modern industrial enterprise. The main aggregated indicators of complex evaluation of economic efficiency of enterprises are determined. In accordance with the prevailing instruments and means of public administration, the main mechanisms of state regulation of the analyzed industry are identified. The theoretical principles of the concept of "enterprise efficiency" as a property and ability of the enterprise to formulate and achieve their goals, taking into account the influence of external factors and using internal conditions of functioning, to achieve the set tasks, using all available resources and means for solving social, environmental, budgetary and other problems of both society and enterprise at the established cost-benefit ratio. The basic theoretical and methodological approaches to the estimation of economic efficiency of enterprises are considered. The basic approaches to the estimation of efficiency of production activity of the enterprise are analyzed and systematized. It is proposed to use econometric modeling to improve the reliability of the estimation of the efficiency of production activity. The expediency of carrying out such an assessment by determining the dependence of the production activity efficiency on the partial indicators of the evaluation mechanism in modern industrial enterprises based on traditional and multifactorial approaches is substantiated. The basic elements of estimation of efficiency of production activity of the enterprise are selected and the integral index of estimation of efficiency of production activity is defined. The main approaches to establishing the essence of economic attractiveness and economic efficiency of investment projects are investigated in the article. It is established that the purpose of assessing economic attractiveness is to determine the efficiency of use of public resources within the project, economic efficiency - to assess the feasibility of using scarce (limited) resources of society in the framework of a specific project. The views of scientists on the choice and characteristics of indicators of evaluating the economic efficiency of functioning of enterprises for the purpose of conducting a comprehensive analysis are investigated. Methodical approaches to assessing the economic attractiveness and cost-effectiveness of investment projects are explored. The main stages of evaluating the economic attractiveness and efficiency of the investment project have been established.

Abstract:
The article proposes two methods for evaluating the financial efficiency of a business model of industrial enterprises. In order to evaluate the financial efficiency of the business model of an industrial enterprise, a system of single indicators for assessing the financial condition of the enterprise by such components as financial stability, liquidity and solvency, business activity and profitability was formed. Fishburne’s rule weights the major components of an integral measure of an enterprise’s business model financial performance. In addition, an integral measure of the financial performance of the business model is modeled using the fuzzy set method and taxonomic analysis, which will help to evaluate the financial performance level of the business model more objectively. The comparative analysis of the obtained results by different methods of calculation of integral indicators is carried out.

Studying the problems associated with dynamism and the volatility of the economic environment require the constant development of the enterprise is a complex and multifaceted phenomenon, marked by many unresolved problems. The choice of other business processes for outsourcing is an important problem, from the decision of which depends the efficiency of the development of industrial enterprises. They require constant development and improvement of the organization of the enterprise, development of new, progressive forms and management methods that can minimize and neutralize the impact of negative factors on the indicators of their development. Especially it concerns the industrial enterprises. The problems of low competitiveness of industrial enterprises, the limited resources necessary for their effective functioning, and the low level of human resources require changes in economic activity through effective management methods, high efficiency of business processes and increase the competitiveness of business entities, which should become the basis for the formation of a new model of economic activity of industrial enterprises on the basis of the constructed model for choosing the optimal outsourcing, providing to increase the efficiency of the industrial process of an industrial enterprise. The development of modern economy is based on the effectiveness of business processes, therefore research of business processes of industrial enterprises, are based on it, deserves special attention. Accelerating the pace of modernization, the speed of creating new knowledge and competition need not just the use of more advanced technical and technological solutions, but the introduction of management methods based on the model of choice of optimal outsourcing. Therefore, business processes in industrial enterprises are closely related to the introduction of new methods, technologies and management tools aimed at adapting business entities to the changing conditions of the external environment and the full realization of their production and potentials, and those that allow an industrial enterprise to obtain other competitive advantages.

The essence of separate elements of export-oriented strategy of development making in management of profitable activity of industrial enterprises has been researched. The main tendencies of foreign economic activity of national enterprises under the conditions of integration processes have been underlined. The role of macroeconomic and regional institutions that deals with foreign trade activity of industrial enterprises has been studied. The main possibilities that are given for national manufactures with integration processes in the sphere of export activity have been formed. Aspects of extensive and intensive growth of industrial enterprises on the basis of strengthening their export orientation have been characterized. The essence of export-oriented strategy of development from the basic scientific views has been researched. The connection between export-oriented strategy of development and profitability has been actualized. The meaning of transformation changes of economy under the influence of integration stages through the activity of industrial enterprises and its export-oriented strategy making have been detailed. The dependence of economic conditions of integration cycles, complexity of levels of export-oriented strategy of development and management of enterprise’s profitable activity has been emphasized. There were proposed macro- and micro-levels of management that are aimed to study demands of external environment and implement its aspects to the operating and manufacturing activity of export-oriented enterprises’ performance. The importance of macro- and micro-levels of management for starting the process of making export-oriented strategy of development in order to increase the enterprise’s profitability has been detailed and presented in structure that provided and intensified by direct and returned feedback.

The paper proposes a methodology for analyzing the system of interaction between an industrial enterprise and customs authorities in the process of carrying out foreign trade activities based on the classification and assessment of the system elements functions for performing customs operations and customs control. Foreign economic activity, which is a set of functions of organizations focused on the foreign market in terms of the chosen foreign economic strategy, as well as the forms and methods of work in foreign markets is considered as one of the key factors in the efficiency of an industrial enterprise. Analysis of the foreign economic activity of an industrial enterprise using the developed methodology will make it possible to determine the optimal and cost-effective options for performing customs operations related to the declaration and release of goods in accordance with the declared customs procedure. The focus on large participants of foreign economic activity, which are industrial enterprises, will allow using the results of the study to reduce non-production costs associated with the implementation of foreign trade activities by these enterprises. We have chosen an enterprise of the metallurgical industry that carries out foreign economic activity in cooperation with the customs authorities of the Russian Federation as the object of the system analysis in this research. At the same time the object of analysis is considered as a unified system that has the main system properties: integrity and divisibility, the presence of significant stable links between the elements of the system, the organization and the hierarchical structure of the system, integrative qualities. The object of the research is a complex-structured system of interactions between industrial enterprises that are participants of foreign economic activity and the customs authorities of the Russian Federation. The schemes of interactions of all elements of the four-level hierarchical structure of the analyzed system are illustrated.

The article analyzes the problem of formation of a single, effective and universal methodological approach to cost management of an industrial enterprise as an important aspect for its success in the competitive domestic markets of Ukraine and in the conduct of foreign economic activity in the world market. The necessity of a clear understanding of the economic essence of the category "costs" is revealed and it is determined that the category "costs" is all the resources and factors of production that require accounting, expressed in monetary form, as well as used in the process of economic activity to obtain a financial result and necessary for its analysis, management decision – making, and is an internal price-forming factor. We systematize the components of the concept of "expenses". The approaches to the concept of the economic essence of costs in General covers all spheres of activity and summarizes the types of costs inherent in the enterprises of the industrial complex. The proposed definition of the category "costs" will improve the efficiency of their management; strengthen the control of their consumption; identify reserves to improve performance; improve the organization and methodology of cost accounting at the industrial enterprise. Negative factors of influence on financial and economic activity of industrial enterprises are also allocated and it is proved that efficiency of actions for reduction of expenses depends on degree of their coordination with tasks of activity and development of the enterprise. Built a mechanism for the distribution functions of the system management costs of industrial enterprises and revealed that the distribution of functions and objectives of the cost management system must be implemented in concert with management functions of an industrial enterprise. It is concluded that the cost management system of an industrial enterprise is a complex of related elements and relations in the enterprise management system, which, due to the rational use of its resources, ensure its stable functioning. Each individual element performs the corresponding functions and tasks of the cost management system. The effectiveness of the functions and tasks of the cost management system depends on the degree of feedback from the control of the cost management activities of the enterprise to its planning.

Investment and innovative development of industrial enterprises is driven by the influence on the sensitive indicators of their activity, which characterize technological singularity. Therefore, it is expedient to define them using adequate economic and mathematical methods that will identify the development and growth points that are characterized by the accumulation of information and are a manifestation of singularity. The purpose of the article is to determine the main sensitive indicators of the investment and innovative development of industrial enterprises, which are the points of technological singularity. The article proposes conceptual provisions for evaluating the investment-innovation activity of enterprises as a basis for their development. These provisions consider the activity of economic entities according to three states (functioning, growth, and development); evaluation of investment and innovation activities, both individually and in conjunction with the official statistical reporting of enterprises using a well-founded minimum sufficient system of partial indicators defined through the multidimensional factor analysis and combined into integral and summarizing indicators; determination of technological singularity points as a result of prediction of partial and summarizing indicators’ values via the neural networks method. A methodological approach is developed to substantiate the technological singularity points, the managerial influence on which is provided by the development of enterprises. The methodological approach is based on considering the investment-innovation activity nonlinearity, both explicit and latent tendencies of development, situationality and variability of its goals, strategic orientation and possible technological singularity of an enterprise. The proposals submitted were implemented based on statistical reports of the machine-building enterprises for 2014–2018.

The paper investigates the role of knowledge management in safety compliance in the industrial sector. The article reveals that problems with safety compliance have a negative impact on the enterprises’ activity. It is emphasized that knowledge management, which has recently become a novel tendency in business, has a strong influence on the managerial activities of the enterprise. Different approaches to defining the concept of knowledge management are identified. The creation of knowledge management was supported by many political, social, economic, and technological factors, including a broader spread of information technologies systems in companies, communication opportunities in computer networks, the segmentation and specialization of skills, the mobility of the workforce, and intellectual assets as well as competitive problems in the business environment. The article represents and analyzes the most common and popular definitions of this concept. Safety compliance has a positive impact on the economic and non-economic activities of the enterprise. A systemic management approach to workplace safety and health in industries has been implemented for many years already. It was figured out that there is close relations between knowledge management and safety compliance. To be more specific the problems with safety compliance have a negative impact on the enterprises’ activity, so safety compliance should become the priority of the enterprises’ management. The article demonstrates what actions are needed for safety compliance applications and how they are connected with knowledge management steps. It was revealed that the positive impact of security measures (renewable employment, stable development of the enterprise, better ecological performance) are connected with enhanced financial and non-financial results of the enterprises’ activity and, as a result, with knowledge management. The development and strengthening of the domestic industrial complex as a whole and of individual economic entities will be facilitated by the focus on the production of competitive high-tech intellectual products. Industrial enterprises should aim to produce products that will be in demand in the domestic and foreign markets, providing a significant proportion of gross value added and profit. The article analyzes the main indicators of industrial development of Ukraine (index of industrial production, volume of industrial products sold, profitability of operating activity of industrial enterprises, capital investments of industry, indicators of innovative activity in industry, share of industrial enterprises that have received profit, number of industrial enterprises, number of employed workers at industrial enterprises). Analysis of the main indicators of the development and functioning of domestic industrial enterprises determines the relevance of the implementation of appropriate marketing policy. Marketing policy should be a part of the general policy of industrial enterprises and foresee the development of measures aimed at modernizing market and product strategies. When developing measures of marketing strategic activity of domestic industrial enterprises, the following was taken into account: the existing potential of domestic enterprises in the market of industrial products of Ukraine and their strategic capabilities. In order to ensure the sanitary and epidemiological welfare of the population in the Russian Federation, measures are being taken to improve control and supervisory activities through the introduction of a risk-based approach to the organization of control and surveillance activities. At the base of the risk-based supervision, there is a differentiated approach to control and supervisory activities concentrating efforts on enterprises that pose Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeingeptable health risks. The potential danger of the facilities subject to federal state sanitary and epidemiological supervision in the Krasnoyarsk Territory was assessed with regard to the health risk criteria. In the Krasnoyarsk Territory, with taking into account types of economic activity, 40.83% of the industrial enterprises fall under the category of those involving extremely high, high and significant public health risk. 1.6% of the economic entities pose an extremely high health risk in the Krasnoyarsk Territory as a whole and, with bearing in mind their activities, the percentage of such entities is slightly lower (1.48%). In terms of industrial enterprises’ activity, compared to other economic entities, the percentage of the enterprises posing extremely high risk is the highest and amounts to 4.37%. Such a prevailing ratio is typical for high-risk enterprises - 7.05%; 6.7% and 12.65% respectively, with approximately the same ratio of the enterprises posing a significant risk - 23.14%; 22.79% and 23.81% respectively. When assessing the total risk created by the economic entities of the Krasnoyarsk Territory with the consideration of their types of activity, the contribution of the enterprises posing extremely high risk was found to be 80.11%, and when considering risks related to the activities of industrial enterprises, the share of such facilities increases to 92.6%. In the Krasnoyarsk Territory, industrial enterprises are the main factor affecting the environmental quality, and therefore it becomes important to actively use the social and hygienic monitoring system as part of state control over the activities of industrial enterprises, the system that provides data on environmental factors and health status to be applied by the system of environmental management and public health.

AbstractResearch background: Surveys of entrepreneurs regarding the assessment of conditions for conducting business activity are carried out by several institutions. They focus on business climate indicators but in parallel they report on numerous barriers to economic activity. The paper examines the barriers that hinder business operations to manufacturing enterprises in Poland.Purpose: The purpose of the paper is to analyse the barriers to business activity and their role in entrepreneurs’ assessment of their general economic situation. It has been hypothesized that statistically significant barriers to economic activity that affect the assessment of the general economic situation by entrepreneurs can be determined.Research methodology: The analysis was based on the Central Statistical Office data from the business tendency survey in manufacturing enterprises spanning the period 2003–2019, broken down into groups of small, medium-sized and large enterprises. Correlation measures and regression models were used.Results: The results allow indicating several barriers that have a significant impact on the assessment of the current economic situation by entrepreneurs. This impact varies depending on the size of the enterprise. No significant relationship was found between the barriers and the assessment of the expected economic situation.Novelty: The paper contributes to studies on business tendency surveys. It develops a detailed analysis of the barriers to economic activity, takes into account the size of enterprises and examines the influence of business barriers on the assessment of the economic situation by entrepreneurs.

Nowadays, effective management of the economic security of enterprise is one of the established imperatives that provide for the sustainable development and protection of the enterprise’s interests in the face of the contemporary challenges. Industrial enterprises operate in conditions of constant uncertainty and variability, which contributes to the search for effective instruments to ensure the proper level of protection of economic interests of a particular economic entity and industry in general. The article analyzes some indicators of activity of enterprises of machine-building industry of Ukraine. It is concluded that, despite the reduction of indicators such as the share of the processing industry in the GDP of the country, the number of employed people in the enterprises of the industry and the number of enterprises, along with the other, equally important indicators, show growth. Nowadays, effective management of the economic security of enterprise is one of the established imperatives that provide for the sustainable development and protection of the enterprise’s interests in the face of the contemporary challenges. Industrial enterprises operate in conditions of constant uncertainty and variability, which contributes to the search for effective instruments to ensure the proper level of protection of economic interests of a particular economic entity and industry in general. The article analyzes some indicators of activity of enterprises of machine-building industry of Ukraine. It is concluded that, despite the reduction of indicators such as the share of the processing industry in the GDP of the country, the number of employed people in the enterprises of the industry and the number of enterprises, along with the other, equally important indicators, show growth. In this article we systematized the components of organizational and economic support of investment activity in agricultural enterprises as structured system of goal-oriented system for capitalization and modernization of production potential.The concept of investment and investment process in agricultural production was specified, their features in the researched branch were defined. The author considers the development of investment activity of the enterprise as a qualitative evolution, which involves modernization, renewal of production capacity, increasing its productivity and is accompanied by dynamic changes in significant parameters of the enterprise.It was proposed to consider the system of mutually agreed instruments of influence on the participants of the investment process under the organizational and economic support of investment activity in agricultural enterprises, which promote harmonization of their economic interests and ensure growth of its value (capitalization) and qualitative improvement of production potential. The following elements were pointed out as components of organizational and economic support of investment activity in agricultural enterprises: object and subject; goals and management tasks; criterion of efficiency; methods and tools of regulation which are implemented in the form of tools (levers). The criterion of the organizational levers block efficiency of investment support system was substantiated - growing dynamics of investment intakes at constant preservation of all participants interests and economic levers - positive influence on set of industrial, economic, ecological and social relations at the enterprise level.It was highlighted that in order to increase the effectiveness of organizational and economic support components of agricultural enterprises investment activities, it is advisable to take into account the economic interests of all its participants. One of the most effective instruments for stabilizing Ukrainian national economy might become increasing the level of competitiveness and profitability of enterprises’ industrial and economic activities, especially in the industrial sector. To demonstrate a positive change, it is advisable to create conditions that could facilitate implementing advanced technologies for rational use of all types of resources at the level of an enterprise, with staff being the key resource. That is why tendencies of accumulating human capital and the prospects of its strategic development will depend on the degree of efficiency with which management organizes work on the implementation of staff formation procedures. At the same time, the effectiveness of personnel formation processes is influenced by a significant number of factors, which may be external and internal by nature, which perform transformational impact on all spheres of the enterprise’s activity, and which may bring both positive and negative consequences. At the same time, companies do not always have at their disposal effective tools for adjusting the consequences, and even less often do they have instruments to cope with these effects so as to benefit from them. Therefore, efficiency and promptness of managerial decisions on preventing negative consequences and increasing the positive impact will depend on the degree of thoroughness and aptness with which the indicated factors can be established, which would further facilitate objectivity, rationality and practical feasibility of the strategy adopted by the enterprise.

A comparison of the main financial and economic indicators of agro-industrial enterprises engaged in the cultivation of oilseeds in Ukraine and the current trends in their development are determined.The analysis of investment attractiveness of domestic agro-industrial enterprises in cultivating oilseeds and the most investment-attractive domestic agro-industrial enterprises according to the results of the use of the method of graphic integration were engaged. Four variants of the integral indicator were calculated, provided that the investor's advantage is given to the market position and competitiveness of the company on the market, the profitability of the enterprise's activity, financial stability and independence, as well as the innovative potential of the investigated enterprise;the problems that cause the most negative impact on the level of their investment attractiveness were revealed and analyzed;a set of indicators that determine the investment attractiveness of the enterprise by the method of graphical integration were calculated; agricultural companies in three groups are analyzed: with high investment attractiveness, with average investment attractiveness and low investment attractiveness;the following general trends for all enterprises are highlighted:most of the indicators are in the middle and low attractiveness zone; the investment attractiveness graphs are approximately the same on a market position, mainly due to the influence of the external factor - the prevailing market demand; high profitability of sales due to the market situation; there is a potential very low innovation activity, almost no own development, using mostly borrowed innovation; high rates of financial sustainability, most enterprises carry out economic activities through self-financing, however, on the other hand, this indicates the problems related to the attraction of financing sources and lack of adequate support of the agro-industrial complex from the state the rating of investment attractiveness of domestic agro-industrial enterprises in cultivating oilseeds is constructed, in relation to different investor's goals, accordingly with the obtained values of the general integral coefficients were engaged.

The aim of the article is to formalize the financial risks of industrial enterprises’ activity and development in the context of the implementation of the value-based management. The modern tendencies and problems of functioning and development of the industrial enterprises of Ukraine are characterized by the following issues: deficit of the financial capital in the domestic and international markets; increasing the debts of enterprises within the real sector of the economy to a greater extent than the growth of equity is; low level of bond attraction as a source of additional financing; financing the majority of the reproduction processes of the industrial sector at the expense of own money of economic entities; monopolization of the main part of industrial production, which demotivates business entities to implement innovative activities; orientation of the sectorial structure of investments in favor of low-tech industries Based on the study of financial risks and the factors that shape them, the effects of the financial risks impact on socio-economic and financial indicators of industrial development have been defined. The financial risks that are controlled and managed by the financial management of the enterprise include non-systematic (specific) financial risks, internal risks (capital structure risks, credit and investment risks). Value-based management has been grounded as the effective system of financial management at the enterprise. The comparative analysis of the balance sheet, market and cash flow approaches within value management allows determine the balance sheet method, in particular the model of economic value added, as optimal for use in the management system of an industrial enterprise. The model of the value-based management for industrial enterprises, proposed in the work, has been built on the basis of harmonization of financial risk factors of industrial enterprises with the factors of the economic value added model. It will contribute to effective financial management of economic entities.

It is noted that the constant and rapid change of environmental influences requires enterprises to identify and anticipate possible threats to their activities. This actualises the problem of timely assessing such a complex object as the potential for economic security, which is able to ensure continuity and rhythm of production and counterbalance the negative effects of individual factors, in some way to guarantee the preservation of such a complex socio-economic system as an enterprise. The purpose of the study is to develop an approach to assess the industrial component of economic security of enterprises. The methodological basis of the research are scientific works of the classics of economic science, work and publications of leading scientists and specialists on the problem of enterprise security management, combining theoretical and scientific methods: analysis, synthesis, theoretical and logical generalization. An approach is proposed to evaluate the production component of an enterprise’s economic security, which allows to characterize the level of production resource adequacy to ensure extended reproduction, identify the main aspects of the enterprise’s activity that negatively affect the potential of economic security and provide the most acceptable directions for its enhancement. Based on the regression analysis, a multifactor model for evaluating the production component of the enterprise’s economic security potential is constructed. The indexes of the regression statistics of the model are presented, which show that the relationship between the integral index of the production component of the potential of economic security of enterprises and its factor indicators is characterized as high, close to close. It is suggested to interpret the integral index on a Harrington scale, which allows to give the indicator a meaningful content. It is noted that in accordance with the criterion scale of assessment during 2013 – 2018 the values of the integral indicator of the production component of the economic security potential of the studied enterprises are decreasing. This reflects their lack of activity in the production activity, which creates the preconditions for the fall in the level of economic security potential, hinders the introduction of scientific and technological progress. It is substantiated that the successful functioning of the enterprise requires a rational system of measures to ensure its economic security, with the main risks associated with the production component of the economic security of the enterprise.

The article objective is identifying the main transformational processes affecting the economic security of investment activities of industrial enterprises, which are the guarantee to their long-term development and the formation of a program for the transformation of the economic security system of enterprises in order to protect investment activity from the negative impact of changes in the external and internal environment. Methodology. The research is based on analytical materials and results of the evaluation of the dynamics of world investments for 2017 and statistical information concerning direct investments from different countries of the world in Ukrainian economics. The main postulates of the institutional theory are also used to characterize institutional changes in Ukraine for detailing their impact on the economic security of the investment activity of Ukrainian industrial enterprises. Results. The research results indicate negative tendencies in the sphere of investment both for the country as a whole and for particular economic entities. This is caused by the military conflict in the East of the country and investors’ distrust to the institutional component of the functioning of the domestic economy. This situation indicates the need to introduce changes in the system of economic security of domestic enterprises. Practical implications. The authors developed the program for the transformation of the economic security system of enterprises, taking into account the actual needs for ensuring the economic security of their investment activity. Value/originality. After transformations implementation, the economic security system of enterprises receives new characteristics and allows mitigating relevant threats with different efficiency level.

The paper presents the analysis of the data received from the survey of heads of industrial enterprises and also experts-researchers in 2003-2004. The data describe the economic state of enterprises and their position in competitive, administrative, intermediary, financial etc. environment. The assumption of essential heterogeneity of the set of industrial enterprises, including enterprises of the same sector or the same territorial formation is confirmed. It is shown that Russian industrial enterprises as a rule do not feel influence of the stock market situation while the condition of the currency market influences the majority of enterprises. The sensitivity of enterprises depends on their economic situation: the better is the state, the stronger is the influence. Weak influence of the investment and administrative environment on the state of enterprises and negative influence of the activity of intermediary organizations are registered. More than 2/3 of the respondents consider important strengthening of the responsibility of large proprietors for inefficient activity of their enterprises. Lack of the strategic approach in the activity of authorities of all levels is ascertained and the necessity of development and realization of industrial policy at all administrative levels, including the municipal one, is shown.

With the search and analysis of the dependences of the production, financial and economic processes taking place in them on the control information, the systemic interaction of the enterprise resources and the dynamics of key indicators of the activity of industrial enterprises are revealed.From the standpoint of thermodynamics, statistical physics and cybernetics, it is proposed to spread the information concept of V. Trapeznikov to substantiate and modelling the dependence of a number of economic and financial indicators on the amount of accumulated information in the controlled complex of an industrial enterprise.Modeling and interpretation of the relationship between the volume of control information with the uncertainty of the functioning of an industrial enterprise and the achieved level of knowledge about it is carried out. The condition for the stability of the indicator of the effect of activity and the financial stability of the enterprise (autonomy ratio) is formulated. The mathematical condition for the range of changes in the level of knowledge of industrial enterprises has been substantiated.

Data of Information and Communication Technologies in Organizations are presented by Economic Activity. Based on the studied fundamental and scientific works, the authors proposed the concept of controlling the economic security of an industrial enterprise using modern information and communication technologies. The concept of controlling economic security includes the use of information and communication technologies in the activities of industrial companies and contains the following elements: objectives; structure; procedures; tools and results analysis. Conclusions are made using a systematic approach to the study. The results of the research can be used to develop controlling programs and to verify the economic safety of industrial enterprises. In the future, the authors consider the possibility of creating their own database for controlling the economic security of high-tech companies of the Russian Federation.

The paper proposes a system of economic indicators to assess the market attractiveness of innovation projects and the readiness of the enterprise to implement them. Using these indicators, it is possible to predict the potential of an innovative product on the market, as well as to determine the financial and economic opportunities of the enterprise. The presented methods for assessing the impact of innovations on the development efficiency of the enterprise’s economic activities allow determining the growth rates of the main economic indicators of the organization. The developed mechanism for a comprehensive assessment of the implementation of innovations at the enterprise allows determining the commercial effectiveness of the introduction of innovations and the impact of new technologies on the intercompany results of the enterprise, resulting in the possibility of taking into account the commercial and intercompany efficiency of investment in projects.

We studied the state of military-industrial complex enterprises and assessed their actual diversification and the degree of readiness to produce goods that are exportable and/or in demand in the civilian sector. The paper considers both the practical and theoretical problem investigation level and outlines approaches to ensuring a gradual development process concerning production diversification strategies for a mechanical engineering enterprise that belongs to the military-industrial complex. We estimated production flexibility and its diversification potential. We substantiated the difference and assessed the flexibility contribution of various types of economic activity in the enterprise. We looked into the connection between activity types (government order work and work in the open market) and the enterprise production system. We propose a structural model for the information system of the enterprise production system. We investigated a preliminary approach to developing diversification strategies for military-industrial complex enterprises. We propose changes to the Berry Index that specify the position of the enterprise. We considered an approach to estimating diversification readiness using the Berry Index and the altered Berry Index. We constructed a matrix for estimating the enterprise diversification readiness. We highlight the main problems that enterprises should solve to ensure successful production diversification
