Abstract:
This article analyses and evaluates Indonesia’s grappling with the Indo-Pacific. Analysis is threefold – Indonesia’s actorness in the Indo-Pacific, its strategic discourse on the Indo-Pacific, and its Indo-Pacific diplomacy. Actorness is pursued with regard to Indonesia’s more active involvement in regional and subregional structures in the Indian Ocean and Pacific Ocean. Strategic discourse is threefold – Natalegawa’s “Indo-Pacific Treaty” concept (2013–2014), Widodo’s “maritime nexus” drive (2014 onwards), and the current “Indo-Pacific Cooperation Concept” (IPCC; 2018 onwards). Diplomacy is pursued with regard to Indonesia’s relationship with Australia, Japan, China, India, and the United States. The article concludes that while Indonesia certainly is on the rise as an Indo-Pacific actor, its continuing naval weakness undermines Indonesia’s “maritime nexus” stance, while its reluctance to challenge China leaves Indonesia’s Indo-Pacific Treaty and its IPCC vague and to some degree ignoring uncomfortable security issues posed by China. A closer synergy for Indonesia with the US and Japanese Free and Open Indo-Pacific initiative is suggested.

This article looks at the attraction that the term ‘Indo-Pacific’ has gained in strategic discourse in and around the Indian government since 2010. A strong geopolitical and geo-economic sense of the Indo-Pacific has become apparent in this emergent Indo-Pacific discourse, which combines elements of India’s ‘Look South’ and ‘Look East’ policies, and in which a core Indo-Pacific of the eastern Indian Ocean and western Pacific Ocean has particular strategic coherence. Not only have government leaders adopted the term Indo-Pacific at various times, diplomats, navy service chiefs, influential think tanks and persuasive voices like Shyam Saran and C. Raja Mohan have also been noticeable in their use of the term. India’s bilateral and trilateral relations with Japan, Australia and the US have attracted particular Indo-Pacific associations in India. While a criticism of the term Indo-Pacific is that it has negative China-centric, balancing undertones, the article finds that although China-centric balancing frequently accompanies Indo-Pacific discourse, this is not an inherent part of the concept.

The subject of the study is the development, connections and prospects of the Indo-Pacific Strategy of the United States and the Indo-Pacific Regional Security Complex. The object of the study is the Indo-Pacific Strategy of the United States and the Indo-Pacific Regional Security Complex. In the theory of regional security complexes by B. Buzan and O.Vever, superpowers influence regional complexes and form them through the mechanism of "penetration". In today's multipolar world, it is extremely difficult for superpowers to fully penetrate the security system of a complex, but superpowers can still influence the internal structure of regional security complexes. Being the only superpower in the world after the Cold War, the United States plays an extremely important external role in promoting the emerging and developing Indo-Pacific regional security complex. This article, based on the theory of regional security complexes, analyzes the interaction of the United States, as an extraterritorial superpower, with the Indo-Pacific Security Complex, examines the impact of the Indo-Pacific Security Strategy on the region, and also explores the possibility of the United States achieving the ultimate goal of maintaining a hegemonic position through "penetration" into the Indo-Pacific security complex. The US Indo-Pacific strategy looks innovative, but in fact it is only a continuation and extension of the traditional Asia-Pacific strategy. Although it is difficult to ignore the role of the US Indo-Pacific Strategy in the formation of the security complex in the Indo-Pacific region, the internal forces of the complex and the laws of the development of the complex itself also lead to the fact that the implementation of the US Indo-Pacific Strategy faces great difficulties.

Abstract The term Indo-Pacific has enjoyed growing popularity for years as a geographical and strategic construct. Increasingly, the Indo-Pacific is not conceived merely as a geographical construct, but also as a vital alternative to the Chinese “Belt and Road” Initiative (bri). Conversely, Beijing views the debates over the Indo-Pacific as nothing more than an anti-Chinese containment strategy. Chinese criticism notwithstanding, the debate on the Indo-Pacific has gained traction within Europe, too. France promoted its own Indo-Pacific concept from 2018 onwards, followed by Germany in 2020 with their own Indo-Pacific Leitlinien (guidelines) that preceded the launch of the EU’s own Indo-Pacific strategy in 2021. To assess possible focus points of an emerging EU approach to the Indo-Pacific, this article evaluates strategic convergence and divergence between the so-called E2, France and Germany. It finds that Germany and France, despite their different role conceptions, converge with regard to their key objectives, planned initiatives and conceptualisations of regional order. The article also finds, however, that these contain, for the most part, very general declarations of interests and intent while also foregoing concrete strategic choices. It argues that any future EU approach to the Indo-Pacific is therefore likely to emerge around the least common denominator focus points, drawing on long-established EU approaches towards the Asia-Pacific, rather than a new, clear-cut EU approach to the Indo-Pacific.

Abstract As a geographical concept, ‘Indo-Pacific’ has existed for decades. As a political and strategic concept, it has since 2010 gradually become established in the foreign policy lexicon of some countries, especially Australia, India, Japan and the United States. However, China seems to be reluctant to identify itself as part of the Indo-Pacific; Chinese leaders believe that the US-led Indo-Pacific strategy aims to contain China's rise. While the battle between the two geographical concepts ‘Indo-Pacific’ and ‘Asia–Pacific’ may be fairly easily settled in the future, US–China strategic competition has just begun. Will the Indo-Pacific become a battlefield for US–China rivalry? How will China cope with the US ‘free and open Indo-Pacific’ (FOIP) strategy? How will other regional actors respond to the US–China strategic competition in the Indo-Pacific? What are the strategic implications of the ‘Indo-Pacific’ concept for regional order transformation? How will the Indo-Pacific be institutionalized, economically, politically and strategically? This article introduces the January 2020 special issue of International Affairs, which aims to address those questions, using both country-specific and regional perspectives. Seven articles focus on the policy responses of major players (Australia, China, India, Indonesia, Japan and ASEAN) to the US FOIP strategy and related US–China rivalry in the region. A further three articles examine the profound implications of Indo-Pacific dynamics for regional institution-building and for geopolitical and geo-economic architecture.

This article seeks to trace, explain and evaluate Japan’s shift towards the ‘Indo-Pacific’. It argues that Japan’s Indo-Pacific strategy is one that explicitly seeks to (a) expand Japan’s presence across Indo-Pacific in order to (b) openly and explicitly gain greater energy security and in order to (c) tacitly and implicitly restrain China. Stephen Walt’s ‘balance of threat’ logic is of relevance, given its focus on ‘geographic proximity’ and ‘perceived offensive intentions’ posed by China to Japan and other states in the region. The structure of the article is threefold: (a) Indo-Pacific strategic discourse in Japan, (b) Japan’s Indo-Pacific actorness, with regard to its role in regional structures and its own maritime projections across the region and (c) Japan’s Indo-Pacific diplomacy, with regard to the various bilateral, trilateral and quadrilateral partnerships, strategic geometry, that Japan has fashioned. The article concludes with overall evaluation of the effectiveness of Japan’s Indo-Pacific strategy.

The regional concept - "Indo-Pacific region" has become a popular topic for research in modern international politics with the active promotion of four countries (USA, Japan, India and Australia). The Indo-Pacific strategy championed by the US Trump administration is the most significant among them and has strengthened the use of the emerging regional term "Indo-Pacific region". After the trade war, relations between China and the United States deteriorated, and Sino-American relations have become one of the most important relations in the field of international relations in this century, and the Indo-Pacific Strategy of the United States, developed under Trump, remains one of the concrete manifestations of the Sino-American great power game. This article explains the evolution of the concept of the "Indo-Pacific region", and the formation and development of the Indo-Pacific Strategy of the United States, as well as explains the fundamental goals of the Indo-Pacific Strategy of the United States and the structural conflict in the geopolitics of the Indo-Pacific region through generalizing the views and opinions of Chinese academia about the U.S. strategy in the Indo-Pacific region. The strategy and policy of the United States in the Indo-Pacific region pursues the main goal of maintaining US hegemony, and this is also closely related to the rise of the PRC. Massive military commitments and a large number of US armed forces in the Indo-Pacific region and the growth of the military power of the PRC will become the most central contradiction in the geopolitical structural conflict between the PRC and the USA in this region. The US military policy in this region will cause discontent of the PRC and even regional conflicts, but at the same time it should be noted that due to the firm strategic determination of the PRC, the PRC's own economic development and the limitations of internal factors of the USA, the US Indo-Pacific strategy will not hinder the peaceful growth of the PRC in this region.

Abstract Although the term ‘Indo-Pacific’ has become popular in the foreign policy discourse of some countries, we have yet to see any significant institution-building in the Indo-Pacific region. Borrowing insights from functional institutionalism and political leadership studies of international regimes, we introduce a ‘leadership–institution’ model to explore the problems and prospects of institutionalizing the Indo-Pacific. Through a comparative case study of the institutionalization of the Asia–Pacific vs the Indo-Pacific, we argue that two crucial factors contributed to the slow institutionalization of the Indo-Pacific as a regional system in world politics: the lack of ideational leadership from an epistemic community and the weak executive leadership from a powerful state. While ideational leaders can help states identify and expand common interests in cooperation, executive leadership will facilitate states to overcome operational obstacles in cooperation, such as the ‘collective action’ problem and the ‘relative gains’ concern. The future of institution-building in the Indo-Pacific will depend on whether and how these two leadership roles are played by scholars and states in the region. In the conclusion, we discuss the challenges of institutionalizing the Indo-Pacific and highlight China as a wild card in the future of Indo-Pacific regionalism.

La Visione del Giappone per un “Indo-Pacifico Libero e Aperto” (FOIP) è considerata come l’idea organizzativa più influente della politica estera contemporanea giapponese. Promossa dalla seconda Amministrazione Abe nel 2016, FOIP è la risposta diplomatica del Giappone ai cambiamenti che stanno ritrasformando la mappa geopolitica dell’Asia. Infatti, il costrutto geopolitico dell’“Indo-Pacifico” si sta sostituendo a quello dell’“Asia-Pacifico,” come frutto di una serie di rapporti culturali, economici, politici e strategici nella regione che ne hanno favorito l’emergenza. Primo tra tutti, l’ascesa economica dell’India, paese-chiave nella geopolitica della regione indo-pacifica. Situati geograficamente agli estremi della mappa asiatica, e racchiudendo tra sé la Cina, Giappone ed India rappresentano due pilastri fondamentali per il concetto stesso di “Indo-Pacifico.” Di conseguenza, questo elaborato si propone di analizzare i rapporti tra Giappone ed India nel contesto dei loro rispettivi approcci verso l’Indo-Pacifico e le “sinergie” tra la FOIP del Giappone e la “Act East Policy” dell’India in particolare dal 2016 al 2020. Influente in questa analisi anche il ruolo della Cina e i rapporti tra Pechino, New Delhi e Tokyo. Il primo capitolo introdurrà la “teoria del complesso di sicurezza regionale” che fornirà un approccio teorico sia per l’analisi dell’architettura di sicurezza dell’Asia sia per i rapporti tra Giappone ed India a fronte delle sfide presentante dal nuovo costrutto regionale. Il secondo capitolo descriverà, quindi, la storia geopolitica della regione basata sulla teoria del complesso di sicurezza regionale e i fattori che hanno portato alla formazione di una super-regione indo-pacifica. Lo scopo di questo capitolo sarà di determinare se l’“Indo-Pacifico” costituisca in effetti un “complesso di sicurezza regionale” considerando che i vari approcci adottati dagli stati regionali hanno dato vita a varie forme di regionalismo indo-pacifico. Il terzo capitolo, invece, illustrerà nel dettaglio in cosa consiste la FOIP del Giappone, quale è stata la sua evoluzione dal suo avvio ad oggi, e si focalizzerà sull’importanza dell’India per la realizzazione di questa “visione”. Allo stesso modo, l’iniziativa “Act East Policy” sarà analizzata per individuare l’approccio indiano verso l’“Indo-Pacifico” e il ruolo-chiave che il Giappone ricopre per l’India.

Rezente Korallenriffe sind einer ganzen Reihe von Bedrohungen ausgesetzt. Das Pleistozän bietet die Gelegenheit Veränderungen an Korallenriffgemeinschaften durch Klimaschwankungen hinweg zu studieren und mit heutigen Riffen zu vergleichen. Am besten sind pleistozäne Riffe in der Karibik untersucht, während aus dem Indo-Pazifik, der über eine deutlich höhere Biodiversität verfügt, bisher nur wenige quantitative Studien vorliegen. Frühere Studien zeigen eine erstaunliche Stabilität und Langlebigkeit der Korallengemeinschaften hinsichtlich Diversität und taxonomischer Zusammensetzung trotz extremer Meeresspiegelschwankungen und starker klimatischer Veränderungen im Quartär. Die vorliegende Arbeit behandelt zwei Regionen, aus der quantitative Daten auf Artniveau über die Zusammensetzung der fossilen Korallengemeinschaften bisher weitestgehend fehlten: das tropische Vanuatu (Südpazifik) und der subtropische Sinai, Ägypten (nördliches Rotes Meer). In Vanuatu sind mindestens 5 fossile Riffterrassen mit einem Alter von etwa 5000 - 400.000 Jahren überliefert, von denen 4 detailliert untersucht werden konnten. Veränderungen in der Diversität wurden sowohl lateral als auch vertikal nur mit unterschiedlichen Riffhabitaten in Verbindung gebracht. Die Riffe waren insgesamt über die Interglaziale bin ins mittlere Holozän hinweg stabil. Nur die Gattung Acropora scheint erst in den letzten 96.000 Jahren häufiger zu werden. In Ägypten wurden Daten aus der jüngsten interglazialen Terrasse (MIS 5e, ~125.000 Jahre) mit rezenten Daten aus dem Roten Meer verglichen und eine Migration von Arten nach Norden während des letzten Interglazials belegt. Diese Beobachtung unterstützt frühere Arbeiten, die eine Verschiebung der Riffdiversität in höhere Breiten verbunden mit einer Abnahme der Diversität in niederen Breiten aufzeigten, sowie Studien, die das nördliche Rote Meer als mögliches Refugium für Korallen im Zuge der weiteren Klimaerwärmung sehen.
The Pleistocene provides the opportunity to study changes of coral reef communities through times of climate change, and to compare fossil to recent reefs. Whereas Pleistocene reefs from the Caribbean are well studied and understood, the much larger Indo-Pacific region with a greater coral diversity is represented by only a few quantitative studies on community ecology. Previous studies observed an astonishing persistence and stability in community composition and diversity throughout several interglacial episodes until today, which is contradictory to the claim that recent coral reefs are especially sensitive to climate change. The present study deals with two Indo-Pacific regions that so far lacked quantitative data of fossil reef communities: tropical Vanuatu (Coral Sea) and subtropical Sinai, Egypt (northern Red Sea). In Vanuatu at least seven fossil reef terraces with ages between 5,000 and 400,000 years are preserved, of which four could be studied in more detail. A great variability was observed among terraces and especially among sub-environments within terraces. Reefs remained stable in terms of diversity throughout the Pleistocene and Holocene but it seems that the dominance of the coral genus Acropora is a fairly recent phenomenon in Vanuatu, because this genus does not play a large role in terraces older than 96,000 years (MIS 5c). In Egypt quantitative and binary data from the last interglacial episode (MIS 5e) were compared with data from the recent Red Sea and adjacent regions. These show a northward migration of coral taxa during the last MIS5e. This observation confirms earlier studies that demonstrated a range expansion of tropical reef communities towards higher latitudes, and supports studies that suggest the northern Red Sea and especially the Gulf of Aqaba as future refuge for corals during climate warming. These results indicate that coral reefs were able to cope with dramatic environmental changes in the absence of anthropogenic impact.

Armed forces in the Indo-Pacific region remain dependent on weapon systems imported from foreign suppliers. This is despite the efforts of many governments in the Indo-Pacific to implement policies that support the development of local arms industrial capabilities with the aim of increasing self-reliance. This report develops three indicators to give a score and regional ranking of self-reliance to twelve jurisdictions in the Indo-Pacific region: Australia, China, India, Indonesia, Japan, South Korea, Malaysia, Pakistan, Singapore, Taiwan, Thailand and Viet Nam. Overall, this report contributes to knowledge and debates on armament trends and military modernization in the Indo-Pacific. In a region where tensions among neighbours are rising, it further contributes to transparency with regard to levels of self-reliance in domestic arms production, allowing for an independent assessment of the region’s respective arms industries.

Abstract:
This report looks at trends in conflict and instability in the Indo-Pacific region, focusing on climate change effects and a number of civil liberties. The Indo-Pacific region is both highly vulnerable to the effects of climate change and already facing significant security risks and challenges, many of which will be exacerbated by the impact of climate change. There are notable increases in resource-based conflicts, migration-induced violence, and armed insurgencies. The countries reviewed all show worrying trends in terms of erosion of freedom of expression, media freedom, freedom of belief, and civil society freedom. The situation in Bangladesh and India is particularly serious and is already fuelling violence and conflict. The two themes on which the Emerging Issues Report (EIR) focuses are (i) climate change and (ii) guarding civil space and including all voices. The EIR examines these two themes in five Indo-Pacific countries: Bangladesh, India, Indonesia, the Philippines, and Thailand. These were chosen to give a broad range of situations and challenges/risks from the region. Note that this EIR is confined to an assessment of conflict risks and does not examine measures being taken by the government or others to address these.

Despite substantial progress over the last two decades, girls in many parts of the world experience worse educational outcomes than boys, particularly at the secondary and tertiary levels. The COVID-19 pandemic appears to have exacerbated this learning gap in many regions, making research on the relationship between girls’ education outcomes and education systems increasingly urgent. This rapid review explores the determinants of girls’ education outcomes in a specific group of Indo-Pacific countries. It examines the education system determinants of these outcomes such as government investment, teacher training, water, sanitation, and hygiene (WASH) infrastructure in schools, school-related gender-based violence, and indirect costs of education, drawing from pre-COVID-19 data. It also investigates societal determinants such as political factors, poverty rates, labour market participation trends, and child marriage rates. By attempting to explain differences in learning outcomes for girls, it also achieves a typology of countries in the region and suggests ideas for further research and FCDO programming.

- The UK is less exposed to the direct effects of Russia’s invasion of Ukraine than its European neighbours. However, the indirect and longer-term effects of the war on UK trade could still be significant. - Inflationary pressure worldwide will contribute to price rises in the UK, particularly for food and energy. The ongoing effects of both Brexit – which has caused cross-border supply frictions and worker shortages – and the COVID-19 pandemic – which led to pent-up domestic demand and further reduced the labour force – will only increase this upward pressure. - The war has prompted increased scrutiny of London’s role as a centre for kleptocratic wealth from Russia and elsewhere, and has lead the UK government to impose sanctions against Russian-linked individuals and companies. This could impact inward investment directly, through legal restrictions on business activities, or indirectly, by indicating that the UK is no longer open to trade with certain countries. - In the longer term, post-war Ukraine’s future status and trading relationship with the EU could affect the UK, as the process of defining Ukraine’s position with regard to the EU may encourage Brussels to revisit its relations with the UK or even to explore alternative models for other non-member countries on the EU’s periphery. - A renewed focus on European security could also encourage the UK and EU to improve trade, security and political ties. The need to enhance security closer to home may also cause the UK to rethink the ‘Indo-Pacific tilt’ outlined in the 2021 Integrated Review.

Abstract:
There is a direct correlation between successful metamorphosis from larvae to post-larvae and the quality of the resultant juveniles or fry. Juvenile quality, in turn, is a major factor influencing fish production level and market price. However, following the profound morphological and physiological changes occurring during metamorphosis, the emerging juveniles in some species characteristically demonstrate heterotrophic growth, poor pigmentation, cannibalism and generally poor survival. The white grouper (Epinephelus aeneus) in Israel and the Pacific threadfin (Polydactylussexfilis) in Hawaii are two promising candidates for mariculture that have high market value but a natural fishery that has sharply declined in recent years. Unfortunately, their potential for culture is severely hampered by variable metamorphic success limiting their production. The main objective was to compare the efficacy and economic viability of dietary or environmental iodine on metamorphic success and juvenile quality in the white grouper and the pink snapper which would lead to improved commercial rearing protocols and increased production of these species both in Israel and the US. The Hawaii Institute of Marine Biology encountered problems with the availability of pink snapper brood stock and larvae and changed to Pacific threadfin or moi which is rapidly becoming a premier aquaculture species in Hawaii and throughout the Indo-Pacific. The white grouper brood stock at the National Center for Mariculture was lost as a result of a viral outbreak following the sudden breakdown of the ozone purification system. In addition, the NCM suffered a devastating fire in the fall of 2007 that completely destroyed the hatchery and laboratory facilities although the BARD project samples were saved. Nevertheless, by studying alternate species a number of valuable findings and conclusions that can contribute to improved metamorphosis in commercially valuable marine species resulted from this collaborative effort. The Israeli group found that exposing white grouper larvae to external TH levels synchronized and increased the rate of metamorphosis. This suggested that sub-optimal synthesis of TH may be a major factor causing size heterogeneity in the larval population and high mortality through cannibalism by their larger more metamorphosed cohorts. Two protocols were developed to enrich the larvae with higher levels of the TH precursor, iodine; feeding iodine enriched Artemia or increasing the level of seawater iodine the larvae are exposed to. Results of accumulated iodine in gilthead seabream larvae indicated that the absorption of iodine from the water is markedly more efficient than feeding iodine enriched Artemia nauplii. Samples for TH, which will be analyzed shortly, will be able to determine if another dietary factor is lacking to effectively utilize surplus tissue iodine for TH synthesis. Moreover, these samples will also clarify which approach to enriching larvae with iodine, through the live food or exposure to iodine enriched seawater is the most efficient and cost effective. The American group found that moi larvae reared in ocean water, which possessed substantially higher iodine levels than those found in seawater well water, grew significantly larger, and showed increased survival compared with well water reared larvae. Larvae reared in ocean water also progressed more rapidly through developmental stages than those in low-iodine well seawater. In collaboration with Israeli counterparts, a highly specific and precise radioimmunoassay procedure for thyroid hormones and cortisol was developed. Taken altogether, the combined Hawaiian and Israeli collaborative research suggests that for teleost species of commercial value, adequate levels of environmental iodine are more determinate in metamorphosis than iodine levels in the live zooplankton food provided to the larvae. Insuring sufficiently high enough iodine in the ambient seawater offers a much more economical solution to improved metamorphosis than enriching the live food with costly liposomes incorporating iodine rich oils.
