Don Andrés Zevallos de la Puente fue un ser humano especial que buscó desarrollar al máximo sus capacidades. En este artículo analizaremos sus palabras desde el punto de vista psicobiológico y neuroestético. Comenzaremos por su infancia; sus inicios en el arte, descubriendo a los pintores que había en su tierra; sus estudios y avatares personales; su obra, que nos llevará directamente al amor que sentía por su tierra y costumbres, formando parte de la corriente indigenista, para terminar con sus reflexiones sobre la espiritualidad, la muerte y sus últimos consejos a las futuras generaciones. El recuerdo que nos queda de él es que supo conciliar devoción y obligación en su larga vida, con sabiduría y tesón. AbstractDon Andrés Zevallos de la Puente was a special human being who sought to develop his abilities to the fullest. In this article we will analyze his words from a psychobiological and neuroesthetic point of view. We begin with his childhood, his beginnings in art discovering the painters who lived in his land, his studies and personal avatars, his work that will lead us directly to the love he felt for his land and customs, being part of the Indigenist current; to end with his reflections on spirituality, death and his last advice to future generations. The reminder we have of him is that he was able to reconcile devotion and obligation in his long life with wisdom and tenacity. With the push towards ‘Indigenisation’ in Australian tertiary institutes, the discipline of English at the University of Newcastle undertook a pilot project to investigate what this could look like and what it meant for staff and students. This paper reflects our efforts to engage with notions of ‘Indigenisation’, based on national and international exemplars and presents one of our efforts to indigenise our discipline of English. We argue that our shifting and changing understanding of integrating Aboriginal ways of knowing into mainstream English courses is both difficult and essential.

Contemporary Indigenous political mobilization in Jujuy ResumenEl presente artículo tiene como objetivo analizar la movilización indígena en Jujuy en el marco de las políticas indigenistas del Estado provincial, a principios del año 2017. Para ello examinamos la Ley 5915 de “Servidumbres Administrativas de Electroducto y Régimen Especial de Constitución y Servidumbres Administrativas para el desarrollo de proyectos de generación de energía eléctrica a partir de fuentes renovables sobre inmuebles de propiedad comunitaria”, en tanto política indigenista del Estado jujeño; y retomamos la mirada crítica del dirigente indígena y antropólogo omawakeño Gustavo Gabriel Ontiveros, miembro de la Asamblea de Comunidades Libres de Jujuy.Para ello, recuperamos las categorías teóricas de indigenismo latinoamericano (Colombres, 1975; Bonfil Batalla, 1981; Favre, 1998 y Díaz Polanco, 2009) y de colonialismo interno (Rivera Cusicanqui, 2010). Utilizamos como fuente principal una exposición realizada por Ontiveros en el marco de la “Semana del aborigen 2017: fortaleciendo en Córdoba la resistencia indígena, negra y popular”, organizado por el Instituto de Culturas Aborígenes (ICA), donde expone el conflicto entre las comunidades y el gobierno provincial, relata la movilización indígena realizada en contra de la Ley 5915 y refiere a los principales reclamos de los pueblos indígenas en Jujuy.AbstractThis paper aims to analyze the indigenous mobilization in Jujuy within the framework of the indigenous policies of the provincial state at the beginning of the year 2017. On the one hand we analyzed the Law of "Administrative servitudes of busway and special regime of constitution and administrative servitudes for the development of projects of generation of electrical energy from renewable sources on community-owned properties" as Indigenist policy of the Jujuy state. And on the other we retake the criticism of the indigenous leader and anthropologist Omawakeño Gustavo Gabriel Ontiveros, member of the Assembly of Communities Free from Jujuy.In this way, we recovered the theoretical categories of Latin American indigenism (Colombes, 1975; Bonfil Battle, 1981; Favre, 1998 and Díaz Polanco, 2009) and internal colonialism (Rivera Cusicanqui, 2010). We use as main source an exhibition carried out by Ontiveros in the framework of the "Aboriginal Week 2017: strengthening in Córdoba the indigenous resistance, black and popular", organized by the Institute of Aborigine Cultures (ICA). Oneof the intriguing paradoxes of Côte d'Ivoire is that while the political class has become famous for its ‘open-door’ capitalism, the Government headed by Félix Houphouët-Boigny consistently heightened its rhetoric of ‘Ivoirianisation’ through which it purported to indigenise the economy. The fact is that capitalism controlled by foreigners has generally gained the upper hand with state connivance or approval. Where local capitalism exists, it is often spearheaded by the state as participant and competitor, rather than as a facilitator of indigenous enterprise. Shipping offers a good example of this dual approach, where the state became the vanguard of a vigorous national and regional drive for maritime independence, but at the same time pursued its self-declared ‘open-door’ strategy which ensured continued domination of the sector by foreigners.

INDIGENOUS HEALTH SYSTEM AND FORMS OF SOCIAL CONTROL IN THE INDIGENOUS PEOPLE TENETEHARA GUAJAJARASISTEMA DE SALUD INDIGENISTA Y FORMAS DE CONTROL SOCIAL EN EL PUEBLO INDÍGENA TENETEHARA GUAJAJARAEste artigo analisa o sistema de saúde indigenista e as formas de controle social no âmbito dos serviços de saúde oferecidos pelo Estado ao povo indígena Tenetehara Guajajara. Trata-se de um estudo qualitativo, que utilizou como procedimentos metodológicos as pesquisas bibliográfica e documental, e a coleta de dados em aldeias indígenas e instâncias de saúde indigenista, no Maranhão. Os resultados da pesquisa mostraram que a equipe multidisciplinar de saúde indígena não recebe capacitação específica para o atendimento médico oferecido aos Tenetehara Guajajara. A articulação entre os conhecimentos biomédicos e os saberes tradicionais dos povos indígenas não ocorre, como recomenda a política indigenista de saúde. No que se refere ao controle social das ações de saúde indigenista desenvolvidas pelo Estado, os Tenetehara Guajajara participam dos conselhos local e distrital, e organizam estratégias extraoficiais. Concluiu-se que, embora sejam registrados avanços no âmbito das ações de saúde indigenista desenvolvidas no Maranhão, algumas delas desconsideram as características étnicas dos Tenetehara Guajajara e diretrizes estabelecidas pela Política Nacional de Atenção à Saúde dos Povos Indígenas.Palavras-chave: Tenetehara Guajajara; Saúde Indigenista; Controle Social.ABSTRACTThis article analyzes the indigenous health system and the forms of social control within the scope of health services offered by the State to the Tenetehara Guajajara indigenous people. It is a qualitative study that used as methodological procedures bibliographical and documentary research, and the collection of data in indigenous villages and instances of indigenist health in Maranhão. The research results showed that the multidisciplinary indigenous health team does not receive specific training for the medical care offered to the Tenetehara Guajajara. The articulation between the biomedical knowledge and the traditional knowledge of indigenous people does not occur, as the Indian health politics recommends. Regarding the social control of the indigenist health actions developed by the State, the Tenetehara Guajajara participates in the local and district councils, and organize extra-official strategies. It was concluded that, although advances are registered in the scope of indigenist health actions developed in Maranhão, some of them disregard the ethnic characteristics of the Tenetehara Guajajara and guidelines established by the National Politics of Attention to the Health of the Indigenous People. Los resultados de la investigación mostraron que el equipo multidisciplinario de salud indígena no recibe capacitación específica para la atención médica ofrecida a los Tenetehara Guajajara. La articulación entre los conocimientos biomédicos y los saberes tradicionales de los pueblos indígenas no ocurre, como recomienda la política indigenista de salud. En lo que se refiere al control social de las acciones de salud indigenista desarrolladas por el Estado, los Tenetehara Guajajara participan de los consejos locales y distritales, y organizan estrategias extraoficiales. RESUMEN En este trabajo se analizan dos cuentos del importante pero poco estudiado libro El diosero (1952), de Francisco Rojas González, como dos posturas antitéticas sobre el indígena. “La tona” e “Hículi Hualula” se inscriben en un contexto donde el debate sobre la mexicanidad se encontraba en boga tanto por la institución literaria como por la antropológica. Antropólogo de profesión, Rojas González aparece como una figura que a través de una de sus narraciones problematizará la disciplina a la que pertenece. La postura del autor sobre el conocimiento del indígena será un antecedente para la literatura indigenista mexicana posterior y para el pensamiento latinoamericano que pondrá en duda la superioridad del conocimiento de occidente.Palabras clave: Rojas González, antropología, indigenismo, Tona, Hículi Hualula ABSTRACT In this paper, we analyze two tales from the important but little studied book El diosero (1952), by Francisco Rojas González, as two antithetical positions on the indigenous. A comienzos de las décadas de 1940 y 1950, el indigenismo latinoamericano desempeñó un papel central en el pensamiento de las agencias internacionales sobre la elaboración de políticas diferenciales destinadas a las poblaciones indígenas. Varios autores —Luis Rodríguez-Piñero, Todd Shepard— han destacado la influencia de México en la OIT y la UNESCO, en particular en torno al concepto de “integración”. Sin cuestionar tal continuidad, este artículo también insiste en las discrepancias, reinterpretaciones, malentendidos entre el Instituto Indigenista Interamericano, la OIT y la UNESCO. Al apropiarse de las propuestas del Instituto Indigenista Interamericano, las agencias internacionales transforman los dos sujetos figuras centrales del indigenismo —el «indígena» y el «antropólogo»— en actores globalizados y reubicables en otros contextos —el ‹‹subdesarrollado›› y el ‹‹experto››—. La cuestión de la relación entre derecho y diferencia, entre desarrollo y discriminación, en el corazón del indigenismo, sigue sin resolverse.

Em 1940, o Primeiro Congresso Indigenista Interamericano de Pátzcuaro (México) estabeleceu o 19 de abril de cada ano como “Dia do Índio”, para relembrar a data em que os delegados indígenas somaram-se ao Congresso. O artigo analisa a criação desta nova comemoração pelos indigenistas que, ao mesmo tempo, estavam a fundar o Instituto Indigenista Interamericano (III) com o objetivo de definir e desenvolver uma política comum a respeito da “questão indígena”. Abordaremos em primeiro lugar a adoção oficial do Dia do Índio durante o apogeu do indigenismo (1940-1970) discutindo se ele se transformou na comemoração indigenista que os seus criadores esperavam. Em segundo lugar, a análise dos discursos oficiais pronunciados pelos diretores e representantes do III com ocasião da comemoração sugere que o Dia do Índio oferecia um palco útil a um relato sobre o passado e o presente dos indígenas e dos países americanos, no qual reservava um papel crucial ao indigenismo. De fato, o Dia do Índio, tanto no âmbito interamericano quanto nos diferentes espaços nacionais, agiu mais como uma pratica identificadora dos defensores do indigenismo e das políticas indigenistas que como uma homenagem aos indígenas.

Abstract This paper explores the unfolding of Zimbabwe’s indigenisation policy in the country’s mining sector from the early 1990s to 2018. Informed by interviews, government reports, newspaper articles and online material, the article examines the attempts to indigenise some of the country’s biggest mining concerns, like the platinum giants Mimosa, Zimplats and Unki platinum, which are all owned by multinationals. It also delves deeper into the indigenisation efforts by other mining giants, like Metallon Gold, Duration Gold, Freda Rebecca and RioZim. In the chrome sector it recounts the experiences of ZimAlloys and Zimasco. An examination of the indigenisation process in these mining concerns revealed how the policy was turned into a political elite accumulation spree. The ruling party heavyweights, members of the military and politically connected individuals frequently turned up as part of various indigenous consortia assembled to acquire shares in the mining companies as part of the indigenisation policy.

In 2014, the National Democratic Alliance, led by the Bharatiya Janata Party (BJP), won the general election with the highest number of seats won by any party since 1984 and went on to win a second term victory in 2019. Since the rise of the BJP, Hindu nationalist interventions into education have increased. Their agenda has been to “indigenise, nationalise and spiritualise” education in India. To this end, textbooks were written to promote a Hindu majoritarian idea of India that sees Hindus as the primary citizens of India and categorizes Muslims as the “other”. This article outlines the political context in which Hindu nationalists have recently attempted to rewrite Indian history by focusing on the period of Muslim rule in India. It looks at textbooks published by the National Council of Educational Research and Training (NCERT) and media reports about regional history rewriting in India.

The Caste War that devastated Yucatán in the middle of the nineteenth century cast a long shadow across ethnic relations and politics in the state decades after its effective end. During the Mexican Revolution and the subsequent period of national reconstruction, revolutionary politicians invoked the Caste War as a precursor to the Revolution and as justification for post-Revolutionary projects, in particular indigenismo. The state’s indigenist policy advocated, in the words of Alan Knight, the “emancipation and integration of Mexico’s exploited Indian groups.” To this end, it offered indigenous people education, legal support, even land; however, these “modernizing” policies also destroyed or appropriated much of their culture and subordinated them to the state. The legacy of the Caste War shaped such indigenist projects in Yucatán from the Revolution to (at least) the 1930s, but its influence was strongest during Cardenas’ visit to Yucatán in August of 1937. The president not only reinterpreted the Caste War to justify land reform and a broad indigenist project; he attempted to mobilize the Yucatecan peasantry along class and ethnic lines and threatened recalcitrant landlords with another caste war should they oppose him. Once armed, however, peasant soldiers turned their rifles not against the landowners but against each other. This essays explores how the Caste War’s legacy shaped the development and deployment of indigenist projects in Yucatán from the Revolution to the late 1930s, focusing on Cárdenas’ aborted mobilization. Along the way, it will consider the impact and efficacy of state-sponsored indigenismo. Above all, it seeks to understand why state efforts to champion the cause of the Maya failed to unify the rural poor of Yucatán under the banner of Cardenismo.

The Mexican government's National Indigenist Institute (Instituto Nacional Indigenista, or INI) was at a crossroads in early 1954. Three years after opening its pilot Indigenist Coordinating Center (Centro Coordinador Indigenista, or CCI) in San Cristóbal de Las Casas, Chiapas, the INI had managed to launch several development projects in the highlands despite the hostility of local ladinos (non-Indians) and the indifference and distrust of most Tzeltal and Tzotzil Maya communities. The INI operated nearly fifty bilingual schools, called Literacy Centers, but attendance figures were low, especially for girls. It had built four medical clinics, but most highland Maya still turned to shamans when they fell ill. Although water-borne and flea-borne diseases ravaged the indigenous population on a seasonal basis, most Tzeltals and Tzotzils resisted the INI's vaccination and hygiene campaigns and refused to permit the encasement of their sacred springs. The INI also had trouble selling its consumer cooperatives. In short, it had established a foothold in a complicated region, but most Tzeltals and Tzotzils were reluctant to embrace its development programs.

T. C. Chao (Zhao Zichen, 1888–1979) was a leading Chinese theologian of the twentieth century. His Yesu Zhuan is a well-known book in China and accepted by many Chinese people as a way to know who Jesus is. Given this, this article will examine Chao's Christology in Yesu Zhuan. It will first introduce the historical context of Yesu Zhuan, including national crisis, cultural crisis and anti-Christian movements. Then, Chao's purpose and the methodology of writing Yesu Zhuan will be elaborated, which will be followed by a theological appraisal of Chao's methodology and Christology in Yesu Zhuan. By so doing, the article will demonstrate that under the influence of Western liberal theology and with the effort to indigenise Christianity in China, Chao actually portrays a ‘Jesus’ who is the most prominent Sage, the Sage of sages. That means he delineates a possible way in which Christian faith may be understood in Chinese culture. However, the ‘Jesus’ in Yesu Zhuan is a mere human being without divine nature. In the end, the Christology in Yesu Zhuan diametrically contradicts Chalcedonian Christology.

ABSTRACTIn the last three decades, the politics of indigeneity have led to discrimination against and marginalization of non-indigenes as well as numerous violent conflicts between indigenes and non-indigenes in Nigeria. This discrimination, which is based on a localized place of belonging, has today become bureaucratized: local governments produce ‘certificates of indigene’ to identify the origin of their holders. This article looks at the bureaucratic machinery of issuing certificates of origin in two local governments of Oyo State (in the south-west) and the everyday encounters between users and bureaucrats that cannot be reduced to practices of corruption. It looks at the complicated and ambivalent process of identifying a ‘true indigene’; this process is supposed to strengthen local citizenship but it also contributes to the daily functioning of the state and is largely accepted by the majority as part of the state's ‘insidious gentleness’. The article also seeks to understand why official discrimination against non-indigenes is poorly contested locally by assessing the role of these documents in accessing public employment, university places and basic services, and examining whether areas inhabited by non-indigenes are perceived as being neglected or abandoned by the state. Currently, discrimination policies are implemented unequally and in many instances client–patron relationships help sidestep these policies.

High rates of indigence characterize several countries in Latin America, such as Mexico. In the north of our country, the phenomenon of migration contributes to indigence. To get a preliminary understanding of the needs of indigents in our community, we conducted interviews with homeless and migrants. This helped us identify preliminary system requirements that led to the design of a digital bracelet to enable local agencies to monitor and provide support to the indigents who roam the city. We refined our conceptual design through an iterative process of contextual inquiry, persona development, prototyping, and user assessment. An evaluation of our design was conducted with the coordinator of the main social assistance agency of the municipality, which allowed us to confirm the system potential to be used and adopted.

Nesses últimos momentos, Alberto Pizarro Jacobina, um antigo indigenista, publicou cinco textos no jornal O Globo, entre 7 e 12 de outubro de 1967, em busca de defender a memória do SPI, bem como seu legado físico e simbólico. Usando esses textos como ponto de partida, o presente trabalho pretende analisar os problemas e os desafios históricos do SPI no contexto do Brasil do século XX, visto por meio do olhar de uma pessoa que dedicou sua vida ao romântico projeto indigenista “rondoniano”.

This article examines the creation of an Indian ideal within Indigenismo in the years 1920–40. While scholars argue that Indigenismo described a degenerate Indian ‘other’, this article shows that it often represented the Indian as a model for revolutionary politics and culture. This is evident first in Indigenista celebrations of Indian cultures during the 1920s, and in their valorisation of Indians as rational political actors with modern sensibilities during the 1930s. In validating this ‘modern’ Indian, Indigenistas created a limited framework for legitimate ‘Indian politics’ which took place within the national culture. However, they also labelled Indians who challenged revolutionary programs as ‘primitive’ and ‘pre-political’.

There is a growing awareness in India of the need to nurture indigenous international relations (IR) traditions. India’s IR community, though, has only a cursory familiarity with indigenous traditions. Most Indian IR scholars and practitioners invoke indigenous traditions in a superficial manner. Non-English nouns are superimposed on full-fledged analyses, which creates an illusory bond with the tradition, rather than being an organic part of the argument. Often such nouns are either not found in the original sources referred to or appear in a very different context in those sources. Hurried attempts to indigenise Indian IR thought and practice result in a clumsy repackaging of contemporary ideas as ‘traditional Indian.’ It is only through empirically and theoretically sound protocols of recovery/re-engagement that the IR community can learn to think in and through the Indian tradition, and adapt the tradition to speak to contemporary challenges. Presently, without the scaffolding of heterodox Western IR traditions and Western scholarship on pre-modern Indian languages and knowledge traditions, India’s Anglophonic IR community cannot even critique the mainstream paradigm of the West. As a result, despite India’s long history of reflection on interstate relations, Western assessments and theorizations continue to dominate the modern scholarship on India’s IR, with Indians mostly reacting to foreign assessments.

AbstractAttempts to Indigenise the curriculum run the risk of implying the application of an “impoverished” version of “Aboriginal pedagogy” and the promotion of corrupted understandings of Indigenous knowledge (Nakata, 2004, p. 11). What is required, Nakata (2004, p. 14) argues, is a recognition of the complexities and tensions at cross-cultural interfaces and the need for negotiation between “Indigenous knowledge, standpoints or perspectives” and Western disciplinary knowledge systems such that meanings are reframed or reinterpreted. Attending to these cross-cultural negotiations and the pedagogical practices they imply are profoundly challenging for both Indigenous and non-Indigenous educators.This paper focuses on a project at Queensland University of Technology (QUT) which seeks to embed Indigenous perspectives in Humanities and Human Services curricula. It outlines the curriculum framework which was developed to guide the curriculum redesign in its initial phases. This is followed by a discussion of current research that has been concerned to identify material that can support the renegotiations of curricula endorsed by Nakata’s work. The research findings indicate that it is possible to identify a number of pedagogical approaches that can assist that process. Such approaches recognise various levels of engagement beyond the “intellectual”; they insist on a consistent unsettling of Western authority; they acknowledge Indigenous positions/positioning; and require critical self-reflection.

Abstract For 40 years, Nigeria has separated its citizens into two categories, ‘indigenes’ and ‘non-indigenes’. Indigene citizens can trace their genealogical roots back to a community in a locality. All local governments (LGs) in Nigeria issue certificates of indigene, which give access to the job market and university. This issuance of certificate of indigene has received scant academic attention despite the centrality of the indigeneity issue in Nigeria. In the two last decades, issuing certificates has become part of the political tensions and mass violence in Plateau State (Jos) as politicians and bureaucrats have transformed certificates to exclude most of the population from the local citizenship. Through an ethnographic approach, this article explores how a politics of suspicion can contribute to the growing literature on legal identification. Focusing on local authorities helps in understanding the centrality of suspicion in the making of new undocumented citizens which are not minority groups (foreigners, migrants and asylum seekers) usually targeted by national authorities. The complicated procedures to get certificates and the production of fake ones are an outcome of this politics of suspicion. The article also shows that a locally paper-based bureaucracy could expand at the same time as—and while being disconnected from—biometric identification.

With the rise of decoloniality in scholarship, contextual theologians have attempted to critically evaluate theology and its Eurocentric epistemological assumptions. Such an attempt has yet to be seriously embarked upon regarding Palestinian Liberation Theology (PLT). Since its academic inception, PLT has been predominantly articulated by two Protestant theologians: Naim Ateek and Mitri Raheb. Although these important theologians are the pioneers of PLT, Ateek and Raheb rely on white-Western theological methods, sources and assumptions. Moreover, the two thinkers primarily target a Western audience, which makes their theology less applicable and relevant to Palestinians. As such, PLT has yet to fundamentally reflect on the many Palestinian sources and methods for constructing an indigenous Palestinian theology. Consequently, this article seeks to indigenise PLT. After examining the coloniality within the work of Ateek and Raheb, the article will argue for new methods and sources for developing PLT. This will include: (1) traditional and local Palestinian Christian practices from the Orthodox tradition and (2) concepts within Palestinian popular resistance and consciousness against settler colonialism. These new methods and sources compensate for some of the limitations PLT currently holds and erode its existing Eurocentric epistemological assumptions. This article is intended to function as a self-critical endeavour on our own Christian theology of liberation in Palestine and invites other Palestinian and Arab theologians to dialogically develop our theologies in a decolonial and intersectional manner.

Cross-cultural understanding has been identified as an important graduate capability crucial for global citizenry, and most universities now include cultural skills or competence within their generic graduate capabilities. However, cross-cultural education and pedagogy are specialised areas and few academics are equipped, or have the confidence, to teach in this area. As a consequence, cross-cultural graduate capabilities are rarely effectively measured or assured. Despite these challenges, the Australian higher education sector is increasingly being called upon to Indigenise its curriculum and develop graduates with Indigenous cultural competence (Australian Universities Guiding Principles for Developing Indigenous Cultural Competency, 2011). This paper describes the approach used to introduce a unit into Curtin University's School of Nursing and Midwifery, in partnership with Curtin's Centre for Aboriginal Studies, with the aim of developing graduate Indigenous Australian cultural competence. Pedagogical approaches are discussed and an analysis of quantitative and qualitative data from the University's online student feedback mechanism provided. Results show that although the unit has provided the majority of students with a strong start on their journey to developing Indigenous cultural competence a single course is not sufficient and, consistent with the literature in the field, resistance to compulsory Indigenous content is evident. The paper considers some of the complexities of teaching Indigenous Australian content within a contemporary Australian university. In doing so, the paper explores what Indigenous cultural competency might be and how it might be achieved providing a useful model with application to other disciplines.

The indigents have long been excluded from health policies in sub-Saharan Africa. Despite recent efforts by some countries to allow them free access to health services, they face a multitude of non-financial barriers that prevent them from accessing care. Interventions to address the multiple patient-level barriers to care, such as patient navigation interventions, could help reverse this trend. However, our scoping review showed that no navigation interventions in low-income countries targeted the indigents. The objective of this qualitative study is, therefore, to go beyond the lack of evidence and discuss relevant approaches to act in favor of health care equity. We interviewed 22 public health experts with the objective of finding out which actions related to patient navigation programs (identified in the scoping review for other target groups) could be relevant and/or adapted for the indigents. For each ability to access care described by Levesque and colleagues, we were thus able to list the potential opportunities and challenges of implementing each type of action for the indigents in sub-Saharan Africa. Overall, the experts all felt that patient navigation programs were very relevant to implement for the indigents. They emphasized the need for personalized follow-up and for holistic actions to consider the whole context of the situation of indigence. The recommendations made by the experts are valuable in guiding political decision-making, while leaving room for adaptation of the proposed guidelines according to different contexts.

Because of globalization, international interchanges among indigenes in every country have become more frequent. Influenced by international multicultural trends, Taiwans government not only supports indigenous populations to revive their traditional cultures, but also encourages the promotion of the international interchange activities among indigenous populations. This research focused on specialists familiar with indigenous relative affairs to evaluate the benefits and the order of international interchanges. A self-developed questionnaire was used and the analytic hierarchy process (AHP) and descriptive statistics were employed to measure the relative importance of the factors and international strategies chosen by the indigene affair specialists, respectively. The correspondence analysis aims to explore the relationship between the goal and strategy of indigenous international interchanges. Finally, based on the findings and discussion, some suggestions are provided for promoting indigenes international interchanges.

This study investigates ethnic marginalisation and indigene-settler problems at selected universities in Nigeria. Three universities and 12 participants were purposively selected for the study. Face-to-face, semistructured, and individual interviews were utilised to obtain information from the participants regarding their various universities. The data were uploaded on ATLAS.ti 8, qualitative data analysis software for proper management and grouping of transcribed data for further data analysis. Four themes emerged: (a) contextualising ethnic marginalisation and indigene-settler issues; (b) emotional bonds and determination to preserve ancestral land; (c) cultural bonds and determination to preserve traditional practices; and (d) effects of ethnic marginalisation and indigene-settler issues. Further interpretation of the themes revealed that attachment to cultural heritage such as landed properties, cultural life, and practices and economic and indigene dominance were factors driving ethnic marginalisation. The study further found that ethnic marginalisation and indigene-settler problems influenced the emotional and psychological wellbeing and functioning of university lecturers in the selected institutions. The findings also revealed that protests and problems among ethnic groups resulted from the activities of indigenes and settlers when placed in positions of authority (e.g., biased way of recruiting, removing, and promoting ethnic members). The study concludes that there is a need for an integration programme with a practical implementation strategy to ensure peaceful coexistence of ethnic groups within the universities.

Manuel Gamio é uma figura bastante conhecida do cenário intelectual latino-americano, tendo sido um dos principais construtores ideológicos do indigenismo mexicano pós-revolucionário. Os estudos sobre seu pensamento se baseiam, em geral, em sua obra Forjando patria, publicada em 1916, e envolvem apenas o contexto mexicano. A atuação de Gamio como editor de revistas – papel cumprido por ele durante boa parte de sua trajetória – e a faceta latino-americanista de seu projeto indigenista são questões pouco estudadas. Este artigo explora ambas as dimensões a partir da análise dos editoriais produzidos por Gamio à frente das revistas Ethnos, entre 1920 e 1925, quando encabeçava a Dirección de Antropología no México; e América Indígena, entre 1942 e 1960, durante sua gestão como diretor do Instituto Indigenista Interamericano. O caráter específico da “forma revista” (SARLO, 1992) a torna uma fonte privilegiada para resgatar a atuação político-intelectual de Gamio nesses dois contextos e nos cenários nacional e continental.

Un grupo de intelectuales colombianos, influenciados por las ideas de Manuel Gamio sobre la integración y asimilación a la sociedad de los pueblos amerindios y las discusiones del Primer Congreso Interamericano en Pátzcuaro, México, 1940, decidieron seguir los pasos del Instituto Indigenista Interamericano y crear el Instituto Indigenista de Colombia en 1942. Aunque eran diferentes los contextos de México y Colombia durante este tiempo, los intelectuales colombianos intentaron aplicar las ideas indigenistas mexicanas en el país sin mucho éxito, porque las élites gobernantes estaban divididas sobre el tema de los grupos indígenas en la nación. Mi trabajo argumenta que el fracaso del Instituto colombiano se debió a una combinación de violencia, escasos recursos y la falta de conciencia de los políticos y las élites blancas sobre el problema indio en el país. Como resultado, el Instituto cerró temporalmente hasta 1958. Este texto subraya las influencias del movimiento indigenista mexicano en los proyectos indigenistas colombianos entre 1940 y 1950. Basada en periódicos y revistas colombianas, las cartas de los indigenistas colombianos encontradas en la Biblioteca Luis Ángel Arango, Bogotá, y documentos encontrados en la Nettie Lee Benson Latin American Collection de la Universidad de Texas en Austin, discuto por qué el indigenismo colombiano de la década 1940-1950 no prosperó.

The article deals with the politics of indigenism in modern Latin America. Based on the socio-constructivist approach, the changes that took place during the XX-XXI centuries in the public policy of a number of countries in the region in relation to the indigenous population are analyzed, the positions of intellectuals and elites in the formation of the agenda and various options for the policy of indigenism in the context of the colonial European heritage and political events of the XX century are evaluated. Indigenism in this work is considered as a specific public policy towards the indigenous population and a strategy of nation-building in Latin American countries. Special attention is paid to the countries in which a significant part of the population is made up of Indians - Mexico, Peru and Bolivia. These countries have been united by a common history for centuries: the pre-Hispanic civilizations of America - the Maya, Aztecs, Incas, who inhabited their territories, were distinguished by a high level of development of science and culture. However, for a long time, both in colonial times and after independence, indigenous ethnic groups seemed incapable of independent development, they were purposefully destroyed or assimilated. For integrated Mestizo Indians in some Latin American countries, special terms have been adopted aimed at erasing their Indian origin. European liberalism also contributed to the downgrading of the status of Indians and Indian land, which was constantly under attack. Despite the visible positive changes that took place by the end of the XX century in Latin American legislation concerning Indians, they are still forced to fight for their territory, cultural identity, are in a disenfranchised and distressed situation. The article identifies a number of factors (ideological commitment, the nature of the political regime, etc.) that have had one way or another influence on the change in the rhetoric of Latin American elites in setting the indigenist agenda in different time periods. Conclusions are drawn about the variability of the policy of indigenism in these countries at the present stage, depending on a combination of a number of factors.

BackgroundIn Africa, health research on indigent people has focused on how to target them for services, but little research has been conducted to identify the social groups that compose indigence. Our aim was to identify what makes someone indigent beyond being recognised by the community as needing a card for free healthcare.MethodsWe used data from a survey conducted to evaluate a state-led intervention for performance-based financing of health services in two districts of Burkina Faso. In 2015, we analysed data of 1783 non-indigents and 829 people defined as indigents by their community in 21 villages following community-based targeting processes. Using a classification tree, we built a model to select socioeconomic and health characteristics that were likely to distinguish between non-indigents and indigents. We described the screening performance of the tree using data from specific nodes.ResultsWidow(er)s under 45 years of age, unmarried people aged 45 years and over, and married women aged 60 years and over were more likely to be identified as indigents by their community. Simple rules based on age, marital status and gender detected indigents with sensitivity of 75.6% and specificity of 55% among those 45 years and over; among those under 45, sensitivity was 85.5% and specificity 92.2%. For both tests combined, sensitivity was 78% and specificity 81%.ConclusionIn moving towards universal health coverage, Burkina Faso should extend free access to priority healthcare services to widow(er)s under 45, unmarried people aged 45 years and over, and married women aged 60 years and over, and services should be adapted to their health needs.Ethics considerationsThe collection, storage and release of data for research purposes were authorised by a government ethics committee in Burkina Faso (Decision No. 2013-7-066). A quanto mi risulta questo breve rapporto rappresenta il primo tentativo di offrire una panoramica internazionale sulla salute mentale delle popolazioni indigene. Dico questo non per rivendicare un merito personale – l'argomento mi è stato suggerito dal dr. Benedetto Saraceno divenuto in seguito Medical Officer del progetto Nations for Mental Health dell'Organizzazione Mondiale della Sanità – ma per sottolineare la vastità degli aspetti relativi a questo tema universale che sono stati per troppo tempo trascurati. Mentre esiste un'ampia letteratura sulla salute mentale delle popolazioni indigene a livello locale, nazionale ed internazionale c'è scarsa discussione e comparazione tra le principali aree geografiche. Ad esempio, i problemi con cui si confrontano le popolazioni indigene della Russia settentrionale sono generalmente considerati in modo del tutto separato dalle esperienze di altre popolazioni artiche: la storia della conquista e della colonizzazione sopportata dai popoli indigeni del Nord America è raramente posta a confronto con quella delle popolazioni indigene del Sud America.Questo è assai bizzarro dal momento che le popolazioni indigene in tutto il mondo hanno dovuto fronteggiare simili esperienze traumatiche (ad es. genocidio, dislocazione, repressione della cultura e del linguaggio) con gli stessi risultati (ad es. elevati tassi di suicidio, abuso di sostanze e depressione). Tali dimenticanze sono altresì deplorevoli dal momento che le ricerche transculturali e transnazionali intorno a questi fenomeni hanno prodotto risultati che io ritengo condivisibili e conoscenze che possono essere utilizzate nello sviluppo di interventi culturalmente appropriati nei programmi di salute mentale.

Este artículo analiza la novela El tiempo principia en Xibalbá (1985) del escritor maya kaqchikel Luis de Lión (1939-1984), considerada la primera novela escrita por un escritor maya en Guatemala. Leída como una de las primeras manifestaciones epistemológicas y políticas del llamado Movimiento Maya en Guatemala, la obra de Lión, como se argumenta en este trabajo, desmitifica y desarticula construcciones tradicionales y estereotipadas del mundo indígena en el discurso indigenista (la literatura sobre los indígenas por no indígenas). Lión contrarresta el indigenismo proponiendo un nacionalismo maya como discurso liberador y alternativa política para una lucha anticolonial y antirracista para el mundo maya e indígena en general.
