Abstract:
Indian Railways play a pivotal role in transporting goods along the length and breadth of India. Obviously, Indian Railways occupies a lion's share in the supply chain network nationwide. Private parties are allowed to construct their own terminals for loading freight onto goods trains. But, as per railway policy, they are required to bear the entire expenses for construction at the take-off point even if the land on which it is constructed is owned by railways. The private parties are also required to undertake the maintenance of such terminals. It becomes a cumbersome exercise for private parties both in financial and technical terms to run a private freight terminal. Recently, the prime minister announced a policy to bring together all infrastructure projects in a single frame. The railways have introduced the Gati Shakti Multi-Modal Terminal, whereby all the expenditures are borne by the railways and private parties are free from the burden of bearing the expenditure. Since the concept was introduced recently and is gaining popularity, an attempt to measure the outcome is too early. Nevertheless, this article throws light on the major aspects of the Gati Shakti Multi-Modal Terminal policy implemented by Indian Railways.

Abstract:
In India, as in many countries, railways originated as industrial gauge tracks for the transportation of ore, timber, stone, and other building materials. These were the first industrial railways in India to deliver supplies to construction sites, in particular, Chintadripet in Madras (1835), Red Hill Railroad line (1837), Godavari Dam Construction Railway (1845), and others. Initially, the promoters of the construction of railways, based on the general social and economic situation in the country, did not count on the development of passenger traffic, taking into account the virtually impoverished situation of the vast majority of the population. Efforts were focused on freight transportation. The colonialists proceeded from the need to develop railways as an important exploitation tool for exporting the country’s natural resources to the parent country and to the world market. Throughout almost the entire period of British colonial rule, passenger transportation was intended for a narrow stratum of colonizers and a few of the richest representatives of the country’s indigenous population. By the 1860s, there was a system of dividing passenger traffic on the railways of India into four classes. Saloon coaches were used to serve the ruling elite. The difference in travel conditions in luxury saloon coaches and first-class compartment carriages in comparison with third- and fourth-class carriages was huge. It reflected the social class structure of Indian society. At the same time, railway passenger transportation did not affect the interests of the majority of the population at all, as with their level of wealth they could not afford to travel by rail at all, remaining outside the line of progress in transport of the 19th century.

Indian Railways (IRs), the world’s fourth-largest network by size, has a route length covering approximately 68,155 km. It operates over 22,669 trains a day, sixty per cent of which are the ones transporting about 844 crore passengers and 123 crore tonnes of freight; two-third of its total revenue is from freight and only 27.3 per cent are passenger receipts. It is the eighth employer in the world employing about 1.227 people. It suffers from chronic under-investment, low-capacity augmentation, congestion, and over-utilisation, safety problems and poor-quality service, leading to poor morale, reduced efficiency, sub-optimal freight and passenger traffic, fewer financial resources; and deteriorating operating ratio. The government on the recommendations of a high-level committee suggested ways to mobilise resources and restructure the Railway Board; invited private sector companies to operate 151 trains over 100 routes by April 2023 bringing in an investment of ₹30,000 crore. The committee laid down a time frame of five years for implementation of its recommendations. The present study spread over five sections discusses observations and recommendations of the committee and suggests the outsourcing of some of its non-core functions like repair and maintenance workshops, manicuring units, washing of trains, security, and employees’ facilities like medical and education.

This teaching case examines the implementation of a new technology for tracking individual freight railcars (wagons) by Indian Railways. After exploring multiple ‘technological options,’ the Indian Railways decided to undertake a pilot project based on time-tested Automatic Equipment Identification system using Radio Frequency Identification (RFID) technology. However, a number of other technological options are now available, which include EPC Gen2-based RFID systems, Global Positioning System solutions, Optical Character Recognition (OCR)-based systems, and manual hand-held data collection devices integrated with the current Freight Operations System. Each of these systems has its own advantages and limitations. Although Indian Railways officials are going ahead with the pilot project, they are uncertain as to the appropriate technological choice, given the wide range of available technology options. Further, they are faced with competing interests from different stakeholder groups (departments), who favor different technologies.

Study level/applicability The study can be used by business schools, companies/organizations, individuals, students of business management, in the area of financial and strategic management to study and analyse management strategies by a Government organization that has to balance social objectives and commercial viability. Case overview Indian Railways (IR) has mixed operations – passenger and freight – that generate resources for its development expenditure, as well as fully covering its operational costs. This is in sharp contrast to most world railways that depend on a subsidy for operations and development expenditure. While IR would strive to increase earnings through higher throughput levels and generate more funds through its own resources, the constraints of fixed expenditure, largely comprising staff related expenses and fuel costs make it difficult to achieve the target. Operational and safety considerations dictate the need to ensure adequate provision for working expenses. Global developments significantly influenced the Indian economy after 2008-2009 and resulted in moderation in growth compared with the robust growth in preceding years. IR is presently passing through a difficult phase which began with the slowdown in the economy and implementation of the Sixth Pay Commission's recommendations. While earnings continue to grow both in the passenger and goods segments, the expenditure on account of increases in salaries, allowances and pensions has been much higher than after previous Pay Commissions. This case explores this difficult period for IR when there was a major increase in operating expenditure largely due to the implementation of the recommendations of the Sixth Central Pay Commission and because of the global economic slowdown. Expected learning outcomes These include: being able to analyse whether the turnaround phase of IR is over; and discussing the strategies to return IR to the path of growth. Traditionally, freight wagon technology has lacked digitalization and advanced monitoring capabilities. This article presents recent advancements in freight wagon digitalization, covering the system’s definition, development, and field tests on a commercial line in Sweden. A number of components and systems were installed on board on the freight wagon, leading to the intelligent freight wagon. The digitalization includes the integration of sensors for different functions such as train composition, train integrity, asset monitoring and continuous wagon positioning. Communication capabilities enable data exchange between components, securely stored and transferred to a remote server for access and visualization. Three digitalized freight wagons operated on the Nässjo–Falköping line, equipped with strategically placed monitoring sensors to collect valuable data on wagon performance and railway infrastructure. The field tests showcase the system’s potential for detecting faults and anomalies, signifying a significant advancement in freight wagon technology, and contributing to an improvement in freight wagon digitalization and monitoring. The gathered insights demonstrate the system’s effectiveness, setting the stage for a comprehensive monitoring solution for railway infrastructures. These advancements promise real-time analysis, anomaly detection, and proactive maintenance, fostering improved efficiency and safety in the domain of freight transportation, while contributing to the enhancement of freight wagon digitalization and supervision.

Regulation (EU) No 1315/2013 defines actual scope of core and comprehensive TEN-T network, including both networks for railway freight transport. For the core network, possibility to operate 740 m long freight trains is required. The aim of this paper is to analyse availability of appropriate overtaking tracks for 740 m long freight trains. Due to ETCS braking curves and odometry, such trains, after ETCS implementation, will require 780-800 m long overtaking tracks. For practical reasons (e.g. bypass lines), whole Czech railway TEN-T network is analysed. The overtaking track, whose occupation means influence on scheduled traffic or threat to boarding passengers, are excluded. The data was collected from station schemes from Collection of Official Requisites for 2015/16 Timetable, issued by SŽDC, Czech state Infrastructure Manager. Most of appropriate tracks are over 800 m long, but their density in the network and in particular directions varies considerably. For freight traffic, gradient of the line is important, so in the resulting figure, there are marked significant peaks for particular lines as well. Czech TEN-T lines are further segmented on the basis of number of tracks and their traffic character. Then, specific issues on overtaking or crossing of 740 m long freight trains are discussed. As a conclusion, for long-term development of Czech TEN-T lines, targeted investment is recommended not only for passenger railway, but also for freight railway. An attractive capacity offer for railway undertakings, which can stimulate freight traffic on European Rail freight corridors, can be represented by network-bound periodic freight train paths with suitable long overtaking tracks outside bottlenecks. After the overtaking by passenger trains, a freight train should run without stop through large node station or a bottleneck area. Before the sections with high gradients, coupling of additional locomotives should be connected with the overtaking process. Next suitable overtaking tracks should be available behind every significant peak of the line.

AbstractThe liberalization of the rail freight market has been booming in recent years. On a pan-European scale, new freight carriers are increasing year after year. Support for the liberalization of the railway sector is mainly implemented through the so-called railway packages and one of the tools is the quantitative and qualitative indicators of the individual railway stations. The relevance of the article is mainly to propose measures for railway stations, where freight transport is declining despite the liberalized market. These are main railway stations located on regional lines and railway stations with a smaller scope of transport work. The aim of this paper will be to propose measures to support freight transport in the Slovak Republic by setting minimum requirements (standards) for railway stations depending on their performance, respecting their current technical level of railway operation.

Abstract Railway freight transportation is an important part of the national economy. The accurate forecast of railway freight volume is significant to the planning, construction, operation, and decision-making of railways. Railway freight volume forecasting methods are complex and nonlinear due to the imbalance of supply and demand in the railway freight market as well as the complicated and different influences of various factors on freight volume. The relation between some information is easily ignored when the traditional method of railway freight volume forecasting is used for prediction based on causality or time series. After analyzing the application status of the generalized regression neural network (GRNN) in the prediction method of railway freight volume, this paper improves the performance of this model using an improved neural network. In the improved method, genetic algorithm (GA) is adopted to search the optimal spread, which is the only factor of the GRNN, and then the optimal spread is used for forecasting in the GRNN. In the process of railway freight volume forecasting, through this method, the increments of data are taken in the calculation process and the goal values are obtained after calculation as the forecasted results. Compared to the results of the GRNN, higher prediction accuracy is obtained through the GA-improved GRNN. Finally, the railway freight volumes in the next 2 years are forecasted based on this method and this improved method can provide a new approach for predicting the railway freight volume.

Abstract:
Purpose. The article is devoted to estimation of influence of process of development of market of freight cars operation upon operation efficiency indexes of Russia’s railway transport. The existing qualified viewpoints on this issue have been considered. Methodology. For quantitative evaluation, the authors have used comparative analysis methods and econometric modeling based on JSC “RZD” and Federal State Statistics Service data of the period from 2003 till 2016. Results. According to the results of econometric modeling, it has been found out that statistically important influence of development of freight cars operation market upon indexes of operation efficiency of Russia’s railway transport is present only in one part of variable - “amount of deliveries, performed within normative (stipulated) period”. At the same time, indexes of operation efficiency of Russia’s railway transport demonstrate negative dynamics only from 2003 till 2009-12; from then on, most of these indexes have been showing sustainable positive tendency, having recovered from initial negative shock. This kind of shock might be a reaction to change of level of market development of freight cars operation in Russia, but this does not apply to all indexes of operation efficiency of JSC “RZD”.

As an important department of railway transportation and production, large freight train depot is responsible for the regular overhaul and maintenance of railway trucks. The shunting operation of freight train depot covers the whole process of railway trucks entering, storing, overhauling and leaving the depot. It is an important step in the implemen-tation of the maintenance operation. Usually, shunting personnel in the depot transport the trucks to be overhauled to the maintenance line by relying on the shunting operation plan, which is the key to determine the shunting operation plan according to the distribution relationship between vehicles and maintenance. Firstly, this paper analyzes the process of centralized shunting operation in the freight train depot and the factors affecting the time-consuming based on the research idea of flexible workshop scheduling problem. Then, on the premise that the proportion of the weight coefficient will have an impact on the time-consuming of truck busy and shunting in the shunting process, and with the goal of minimizing the time-consuming of truck maintenance busy and shunting, the allocation model between trucks and maintenance lines is established; In addition, an improved genetic algorithm is proposed to solve the established model; Finally, combined with the maintenance of railway trucks in a large freight train depot, an example analysis is carried out on this basis. The results demonstrate that using simulated annealing genetic algorithm to solve the model can obtain the allocation scheme between railway trucks and maintenance operation line. Under the influence of three different coefficients, compared with genetic algorithm, simulated annealing genetic algorithm can reduce the deten-tion time of railway trucks in depot by 0.21%, 0.09% and 0.12% respectively, which is beneficial to reducing the deten-tion time of maintenance vehicles in depot, It plays a positive role in improving the maintenance efficiency of trucks in the depot, and also provides new ideas for the research of railway truck shunting operation.

The paper investigates the developing progress of express freight transport on high-speed railway at home and abroad. It is found that there are many successful cases for high-speed express freight transport products in foreign countries, suggesting the feasibility to carry out relevant services in China. Lack of advanced technology and effective operation management, the process of express freight transport on high-speed railway in China is postponed. After freight market demand analysis, the paper emphasizes on the infrastructures and running modes to analyze technical feasibility and on transport costs, efficiency and timeliness to analyze economic feasibility, ending with the conclusion that it is feasible for China to carry out express freight transport on high-speed railway, combined with some construction recommendations.

The implementation of China’s Belt and Road Initiative macro strategy has promoted exchanges and cooperation between China and Europe and countries along the route. The operation of the China Railway Express provides a new transportation platform for China–Europe trade. The sustainable development of the China Railway Express has a great significance in terms of promoting the growth of China–Europe trade and meeting the demand for freight in Asia and Europe. Its time-saving advantage over shipping and its economic advantage over air transport cannot be ignored. This paper is based on the discrete selection model of stochastic utility theory. The paper constructs a multi-logit model based on generalized cost functions, including economics, timeliness, reliability, convenience, safety, and environmental protection. To calculate the market share of the China Railway Express and China–Europe Shipping, the paper conducts a quantitative analysis of the market competitiveness of the China Railway Express. Then, the sensitivity analysis and elastic analysis are carried out on the China Railway Express freight rate, the Chinese road freight rate, the China Railway Express service fee, the China Railway Express travelling speed, the China Railway Express sending operation time at the departure station, the China Railway Express transportation time error, the China Railway Express transportation frequency, and the China Railway Express carbon emissions per unit. Finally, based on the analysis results, suggestions for promoting the sustainable development of the China Railway Express are given.

The subject of these studies is the assessment of the fuel and energy efficiency of using locomotives of diesel traction in various conditions for organizing the operational activities of railways with the third type of track profile. The purpose of the study: to substantiate the logistic parameters of the main indicators of the transport logistics of freight trains and the transportation work of three-section main (train) freight diesel locomotives of the 3TE10M series on the real hilly-mountainous section of Kattakurgan - Navoi of the railway line of the Samarkand - Navoi - Bukhara of the Uzbek railway. Research criterion: the value of the kinematic parameters of the movement of freight trains and the parameters of the main indicators of the energy efficiency of the studied diesel locomotives of the 3TE10M series in quantitative and monetary terms. The author obtained various trajectories of the speed and time of the train, tables, and graphs of logistic kinematic parameters for two types of movement of a freight train with different masses of trains and parameters of the main indicators of the energy efficiency of the studied diesel locomotive for three options for traction calculation on the hilly-mountainous section of Kattakurgan - Navoi of the Uzbek Railway roads. Also, the author compiled the corresponding regression equations for calculating the values of the mentioned logistic parameters, taking into account the dynamics of change and the rate of increase or decrease in the accepted range of fluctuations in the mass of freight trains, and set differentiated standards of consumption of full-scale diesel fuel for each stop of the freight train. At present, the freight Electric Multiple Units (EMU) has been successfully developed and has entered the final test stage. In the last paper, we have introduced the theory and method of the high-speed rail express train operation plan. In addition, a train diagram is an important foundation of railway transportation organization. In order to ensure the sustainable development of high-speed rail express trains after they are put into use, based on the operation plan of high-speed rail express trains, this paper establishes a comprehensive compilation model of a high-speed rail express train diagram, considering train running time, freight flow distribution scheme, and the operation plan of freight multiple units, and an exact solution algorithm based on the Lagrange relaxation algorithm is designed. The computational results are encouraging and demonstrate the effectiveness of the model and solution method.

In last but not least, it formulates the future prospects of sustainable development of railway sector.Findings of this research are: a) by analyzing statistic data the high correlation (R=0.87) between GDP and freight transportation of Mongolia has been confirmed. Special attention is paid to assessment of influence of railway transport structural reform on dynamics of damage growth of freight cars. The paper shows that the greatest amount of damage occurs during freight and shunting operation on non-public railway tracks while a technological level of organization and execution of freight operations on industrial enterprises can’t guarantee an exception of car damage risks. On the example of open-box cars unloading with the use of overhead vibration machines the authors have considered aspects of safety assurance that require a scientific justification. They have highlighted priority tasks that it is necessary to solve: revision of normative and technical documentation on freight car safety assurance, arrangement of interaction between car owners, a railway infrastructure owner and owners of non-public railway tracks, development of methodological basics for organization of car fleet safety assurance system.

The article presents the potential of freight railway transport in terms of saving of emissions and maximizing the efficiency of operation. Attention is paid to the transport of freight trains on electrified lines with higher gradients (up to 25‰), alternatively with the possibility of a trip to non-electrified lines and sidings, which generate significant extra costs in the operation of trains and are often a reason for the carrier to deploy a locomotive of independent traction (diesel-electric) even in electrified line sections, even at the cost of increased operating costs and increased emissions. There are many such lines and possibilities of use within the Central European region and the Czech Republic.In the first part of the article, the basic categorisation of dual-mode freight locomotives and their suitability for individual operating programmes is presented. This part also describes current situation on the rolling stock market in general and directions of development taken by various locomotive manufacturers.Case studies of deployment of real freight locomotives on chosen Czech railway lines are used in the next part to present the possibilities for energy and cost savings when replacing a vehicle with independent traction by an electric or dual-mode locomotive, at least in sections equipped with overhead catenary. The pros and cons of using several possible solutions are described in detail. Further considerable savings can be achieved by, among other things, using regenerative braking and returning the generated electricity back to the catenary system when driving downhill. In this respect, however, it is also necessary to cooperate with the infrastructure manager, who must also adapt the railway lines to the operation of these vehicles.Finally, general rules for operational deployments on which the replacement of a conventional vehicle by a dual or pure electric vehicle can be considered are formulated.

In this paper, 25-ton and 27-ton axle heavy trucks are used to carry out moving loading and dynamic real vehicle test on the cracked section, the intact section, and the repaired section of a railway tunnel foundation to test the dynamic performance of the tunnel basement structure with the change of axle loads and health conditions. By analyzing the influence law of dynamic response and fatigue life of heavy haul train under different basement conditions (intact, damaged, and repaired), the adaptability of railway tunnel equipment to freight trucks axle load is clarified. The results show that (1) the intact section of the tunnel can meet the normal operation of 25-ton and 27-ton axle load freight trains in good condition. (2) The normal operation of 25-ton and 27-ton axle load freight trucks is seriously affected by the cracked section of the tunnel. When the cracks in the tunnel basement are gradually hollowed out by groundwater, serious traffic accidents such as vehicle shaking and derailment are likely to occur. (3) The repaired section of the tunnel can meet the normal operation of 25-ton and 27-ton axle load freight trains after adopting the integrated comprehensive treatment of “Anchor-Injection-Drainage”. The research results will have reference significance for the condition assessment and disease treatment of the basement structure of the heavy haul railway tunnel.

Therefore, in order to ensure the sustainable development of high-speed rail freight business, based on the demand of high-speed freight products (the freight product for short in the following text), this paper focuses on the optimization method of high-speed rail freight train organization scheme considering different demands. A two-stage freight demand analysis method considering customers’ choice intention and actual supply capacity was designed, comprehensively considering the relationship between operation cost and income, and a model based on different products in order to meet the needs of large-scale case solving was established. In addition, a column generation algorithm was designed. The computational results are encouraging and demonstrate the effectiveness of the model and solution method.

The variant of the requirement formation for provision of cars using the category of commercial availability and the quantity of cars of the corresponding type is given, and the example of problem solving of supplying the freight owner with the cars of commercial availability that are not lower than needed is also proposed.

The permanent way components are of key importance for safe operation of a rail way. The country regulations, in particular in Ukraine, specify the operational life limits for the permanent way but they do not define any tool or method to predict deterioration of the permanent way condition over time. The study is aimed to develop a method for assessing failure risk of the permanent way components in operation. There was a method offered to evaluate risk of failure of the permanent way components of the welded tracks, which considers accumulated freight load on a rail section. Each element of the permanent way, such as rails, fasteners, sleepers, ballast layer, accumulates defects and deformations. The accumulation rate is different for the above components and depends on freight traffic. There was probability of failure-free operation calculated for each component for the first time and an integral fatigue index of the construction has been offered which considers freight traffic accumulated load. There was a mathematical failure forecast model developed which allows planning of track maintenance. The model allows to take into account operating conditions of a railway section. The results of simulation are presented in various diagrams.

In this paper, a two-stage method is proposed to optimize railway freight center stations location and wagon flow organization together. The location model is present with the objective to minimize the operation cost and fixed construction cost. Then, the second model of wagon flow organization is proposed to decide the optimal train service between different freight center stations. The location of the stations is the output of the first model. A heuristic algorithm that combined tabu search (TS) with adaptive clonal selection algorithm (ACSA) is proposed to solve those two models. The numerical results show the proposed solution method is effective.

The railway is the fundamental means of transport, especially for freight. It has a substantial contribution to the sustainable economy of the country and the region at large. However, some factors have been affecting the performance of rail operations; especially for freight, to the extent of reducing the modal share from rail to roads. This has been resulting in high road maintenance costs and underutilization of the available capacity in the railway. This research has studied the factors affecting the Tanzanian railway network in the performance of rail freight operations. The focus was on the corridor from Dar es Salaam to Isaka because it serves most of the landlocked countries such as Uganda, Burundi, Rwanda, and Eastern DRC. The study used the Performance Measurement theory with the Balanced Scorecard model. Data analysis was done by the Linear Regression statistical method with the aid of SPSS version 20. The results of the study show that derailments, washouts, and rail freight wagons maintenance capacity directly affect the performance of rail freight operations. TRC, therefore, needs to strategize measures for ensuring that derailments and washouts are very much reduced. A plan for quick recovery must be in place in case a derailment or washout happens. Also, TRC should enhance its capacity for maintaining the rail freight wagons to ensure its optimal availability. Railway should be viewed as a potential area for investment because it supports the growth of other sectors as well. If constraints are minimized in the railway system; the performance of rail freight operation will be high and many customers will be attracted to use the railway as a preferred mode of transport, hence, the modal share to the railway will increase.

At the initial stage of development, due to the higher freight costs compared to ocean shipping, the government subsidy provided for the China Railway Express operator plays an important role in the process of market cultivation. The original intention of the government subsidy was to promote the rapid and sustainable development of China Railway Express and the further subsidy scheme should encourage China Railway Express operators to act towards the expected goal of the local government. This research is devoted to modeling and solving the problem of optimal subsidy amount in the operation of China Railway Express. Firstly, a subsidy model is established with the consideration of different objectives of local government and China Railway Express operator, which are affected by the operational effort level of the China Railway Express operator, actual freight rate and the highest freight rate that the shipper is willing to pay. Then, the validity of the proposed model is analyzed in the case study of the China Railway Express line (Wuhan–Hamburg). The effects of different subsidy amounts on the social benefits of local government and profits of the China Railway Express operator are analyzed and the sensitivity analysis is carried on the operational effort level of China Railway Express operator and the highest freight rate that shipper is willing to pay. The analysis results show that the optimal subsidy amount is between 2000 and 2500 USD per Forty-Foot Equivalent Unit (FEU). Finally, suggestions are proposed according to the analysis results. These findings can provide useful references for promoting the sustainable development of China Railway Express.

Abstract:
The article presents a retrospective analysis of organizational and structural transformations in the railcar industry over the past 15 years and the formation of new approaches to interaction of an infrastructure owner, carriers, operators, car repair companies in the field of operation and repair of freight railway cars. An overview of various approaches to addressing the challenges of the current uncoupling repair of railcars and their evolution over the past 15 years has been made, the opinions of competent specialists have been analyzed. The authors’ comments on the draft order prepared by the Ministry of Transport of the Russian Federation on the procedure for carrying out the current uncoupling repair procedures of freight cars, as well as on the latest changes in the governing documents of the Council for Railway Transport of the Commonwealth Member States are presented. Specific proposals are made to improve regulatory documents which have a regulatory impact on the operation and repair of freight cars.

In light of the improvements to the capacity and timeliness of heavy-haul railway transportation that can be organized through group trains originating at a technical station, we address a group train operation scheduling problem with freight demand importance via a newly proposed mixed integer programming model and a simulated annealing algorithm. The optimization objective of the mixed integer programming model is to minimize the weighted sum of the transportation cost and the total cargo travel time under the condition of matching freight supply and demand within the optimization period. The main constraints are extracted from the supply and demand relations, the cargo delivery time commitment, the maintenance time, and the number of locomotives. A simulated annealing algorithm was constructed to generate the grouping scheme, the stopping scheme and the running schedule of group trains. A numerical experiment based on a real heavy-haul railway configuration was employed to verify the efficacy of the proposed model and heuristics algorithm. The results show that the proposed methodology can achieve high-quality solutions. The case results reveal that the freight volume increased by 2.03%, the departure cost decreased by CNY 337,000, the transportation cost which results from the difference in the supply and demand matching increased by CNY 27,764, and the total cargo travel time decreased by 40.9%, indicating that group train operation can create benefits for both railway enterprises and customers.

The supreme goal of railway express freight transportation is to meet the various demands of shippers. This paper considers the optimization problem of the operation plan for express freight trains based on shipper demands, including transport volume, service frequency, and transit time. An integer programming model that takes maximum shipper demands as optimized objective is proposed to realize the assignment of trains to candidate paths. In this model, the number of marshalling cars for express freight train is set as a decision variable rather than a constant to better satisfy the demand characteristics. A heuristic solution algorithm based on genetic algorithm is then designed. Finally, a numerical case is applied to verify the feasibility of the model and the algorithm.

Purpose. The research is aimed at developing a mathematical model for determining the risks in railway transport during the diagnostics of axle boxes of freight cars, which will provide an assessment of traffic safety in the case of freight transportations. Methodology. To develop a mathematical model for determining the risks in railway transport, a continuous static model of the dependence of the level of individual approach of service personnel on the level of common interests (crew, shift) was used. Three types of dependencies were considered: optimistic, neutral, pessimistic. Findings. A mathematical model has been developed that allows assessing the risks and the level of train traffic safety during the diagnosis of axle boxes of freight cars, as well as determining further measures to reduce risks. In the process of assessing the level of individual approaches and general interests of a particular railway subdivision during maintenance and repair of the axle box of freight cars the variants for the limit possibilities of this subdivision were considered. At the same time extreme values for equilibrium distribution, for a case of dominance of maintenance and for a case of dominance of repairs of freight car’s axle box were established. Originality. For the first time, a mathematical model of risks in railway transport was developed, which is formed during the maintenance and repair of freight cars. It allows determining the level of traffic safety during freight transportations and outlining further measures to reduce risks. The method of studying the efficiency of the system of maintenance and repair of the axle box has been further developed, which, in contrast to the existing one, establishes the dependence of the number of maintenance of axle boxes on the number of their repairs in operation and will increase traffic safety. Practical value. The application of the obtained mathematical models of risks in railway transport can reduce the risks during the diagnostics of axle boxes of freight cars in order to increase the local or general level of train traffic safety.

Abstract:
The application of fuzzy logic is considered in optimizing the sequence of operations that involve the use of self-propelled units in industrial railway transportation. The consequences of using constant values calculated analytically as operation priorities have been analyzed. The type of queue discipline and the specifics of constraints on the stay of requests in the queue, characteristic of railway industrial transport and technological systems, are described. The advantages and disadvantages of existing methods for queuing freight operations specified in the daily work plan in railway industrial transport and technological systems are investigated. Limitations arising from the use of classical scheduling theory methods have been identified. Finding the optimal sequence of operations in railway industrial transport and technological systems involves simultaneous movement planning for multiple mobile units, which is not considered in classical graph theory. The classical problem of finding the shortest path and its known solving algorithms only work with static graphs, while railway industrial transport and technological systems are characterized by rapid changes in the graph's state. The problems caused by the dynamic nature of the graph's state in railway industrial transport and technological systems have been analyzed. The application of fuzzy logic methods will enable the construction of an optimal sequence of operations based on incomplete and imprecise information and address several operational planning tasks for freight operations without precise calculations. The expected result of applying the method for determining dynamic operation priorities implemented in the neuro-fuzzy module is an increase in the adaptability of operational planning for freight operations and a reduction in the time of engagement and the required number of self-propelled mobile units.

<p>To study the optimization problem of freight train operation process under complex line conditions, this paper adopts the freight train multi-particle model to establish the multi-objective optimization model of the freight train. Aiming at the problem of difficult optimization caused by complex line conditions, a two-step method is used to find the optimal operation strategy of the freight train. Firstly, the greedy algorithm is used to select the optimal working condition sequence. Secondly, the multi-objective optimization algorithm is used to obtain the position of the ideal working condition transition point. By introducing the idea of non-dominated sorting, an improved multi-objective bald eagle search algorithm is proposed to optimize the operation process of freight trains. This algorithm adopts the evolution method of combining bald eagle population renewal with adaptive Gaussian mutation, and introduces preference information to increase the rationality of population evolution. The simulation results show that the optimal operation strategy of freight train selected by two-step method is in line with the actual operation situation, and the proposed multi-objective bald eagle search algorithm considers both convergence and distribution. The results can satisfy the preference of decision-makers, which can provide a reference target speed curve for railway workers.</p> <p>&nbsp;</p>

To reduce the cost and time of transport due to the different track gauges(narrow, standard, broad) in the Eurasian railroad network such as TKR(Trans-Korea Railway), TCR(Trans-China Railway) and TSR(Trans-Siberia Railway), it is very necessary to develop and adapt the gauge-adjustable wheelsets system. The freight trains’ with gauge-adjustable system could operate on the different track gauges in the transcontinental railway. Therefore, to assure the safety of the newly developed gauge-adjustment wheelsets system, it is essential to evaluate integrity of locking parts in the system by using fatigue analysis. In this study, it was performed that contact stress analysis of locking parts by using FEM(Finite Element Method) in the case both the gauge changeover operation and freight trains' service in the curved track, respectively. Besides, to consider the variation of fatigue data, the crack initiation life was statistically evaluated.
