Abstract:
After decades of mutual indifference, India’s and Australia’s strategic interests are converging. Both countries share increasing apprehension about China’s rise. Yet, despite a common concern regarding Chinese assertiveness and growing trade between the two countries, engagement remains limited. Both states see a lot of risk but few security benefits in appearing confrontational toward China. Moreover, their respective partnerships with the United States constrain the development of their bilateral security relations as they feel no need to deviate from their current parallel trajectory. In that sense the relations between India and Australia illustrate the limits of the Look East Policy. Deep ambivalence persists between the two countries and defence cooperation is largely restricted to soft security and dialogue. Both sides remain cautious about giving the relationship a strategic significance that could be interpreted as the beginning of a coalition against China.

Abstract:
The twenty-first century is being touted as the Asian century. With its stable economy, good governance, education system, and above all the abundant natural resources, will Australia to take its place in the global economy by becoming more entrepreneurial and accelerating its rate of growth, or will it get infected with the so-called Dutch disease? It has been successful in managing trade ties with fast-developing economies like China and India as well as developed countries like the United States. It has participated in the growth of China by providing iron ore and coal. Because it is a low-risk country, it has enabled inflow of large foreign capital investments. A lot will depend on its capability and willingness to invest the capital available in entrepreneurial ventures, its ability to capture the full value chain of natural resources, and to export the finished products instead of raw materials, while building a robust manufacturing sector.

Abstract:
This chapter examines the trade, commerce, and intercourse clauses in the Indian Constitution. Part XIII of the Indian Constitution consists of Articles 301 to 305 and encompasses ‘Trade, Commerce and Intercourse within the territory of India’. The focus of this chapter is on the controversy surrounding compensatory taxes. It first compares the Indian framework with Australian law on trade, commerce, and intercourse, before discussing the controversy over compensatory tax that began with Section 3 of the Assam Taxation (On Goods Carried by Roads or Inland Waterways) Act 1954 and whether the concept of compensatory tax has a place in Indian constitutional law. It then considers the Indian Supreme Court ruling in the Atiabari and Automobile Transport cases and concludes by analysing unresolved questions, such as whether the imposition of entry tax levied under Entry 52, List II, violates Article 301.
