Nella prospettiva della transizione ecologica, di un quadro normativo in evoluzione e all'interno di un rinnovato contesto culturale, il contributo prova a dimostrare come la mobilità attiva possa condurre verso un rinnovamento nel progetto degli spazi urbani e nei modi di esercitare il fondamentale diritto alla mobilità. In particolare, la mobilità attiva può riportare al centro dell'attenzione il suolo e il suo progetto. Un supporto di pratiche urbane collettive, ambito di possibili sperimentazioni e innovazioni entro più complessivi interventi di rigenerazione urbana, capace di prendere in considerazione sia la sezione stradale sia la multiforme e pulviscolare presenza di spazi liminali che rispondono ai bisogni di accessibilità, mobilità attiva, connessione e inclusione.

A valle dell'esperienza condotta con gli strumenti multisettoriali complessi (Pirp), nel 2008 la Regione Puglia si e` dotata di una legge regionale sulla rigenerazione urbana. A partire da questo strumento normativo e utilizzando risorse europee (PO Fesr 2007- 2013, Por Fesr- Fse 2014-2020), rispettivamente nel 2011 e nel 2017 e` stato dato il via alla prima e alla seconda stagione della rigenerazione urbana, orientata in entrambi i casi sia alla scala urbana che terri-toriale. Dopo circa 15 anni di esperienza acquisita sul tema, nell'attesa che si concludano le operazioni riferite ai finanziamenti stanziati nel 2017 e siano noti i dati ufficiali, delineando gli aspetti più significativi e rilevanti di queste due stagioni della rigenerazione pugliese, il lavoro tenta di avanzare alcune riflessioni, problematizzando le questioni irrisolte e delineando prospettive per l'azione. Si vuole cosi` provare a verificare se le politiche urbane innovative pre-pandemiche che hanno cercato di lavorare nel solco della sostenibilità urbana siano state in grado di anticipare le risposte rispondendo alle sfide poste dai rischi globali, valorizzando i temi del radicamento territoriale, della accessibilità, della inclusione delle comunità.

Abstract:
The proposed topic concerns, in general, the decision-making process in urban planning in relation to its ideological implications, freedom of choice and the fight against urban poverty. In particular, this study focuses on ideal urban model design, and its subsequent export to different contexts, as a measure of development and reduction of economic and social inequality and marginalization of a certain part of the population. The case studies presented will be the following: the leisure city project "Tróia, garden-city" (1970) and the social housing project "Zona J" (1980). Even though they had different purposes (one was meant to be a middle class and touristic neighborhood, while the other was thought to be a neighborhood for poor people), both have the same formal project design. On one hand, Tróia continues representing a modern and quality touristic destination, “Zona J”, on the other hand, has become the emblem of degradation. What was initially meant to be a requalification and urban integration project has eventually become a further element of stigmatization. Through comparison between original intentions, what was actually built and their effective use of spaces, we tried to answer the questions that underlie this work: are there universally valid solutions? What makes the same project a reference work in a given context and the emblem of environmental and social degradation in another? Gli interventi previsti hanno contenuto urbanistico e sociale e sono realizzati predisponendo forme di partecipazione dei residenti. Abstract: The social conditions that demarcate space determine, to a large extent, the social and urban experience of those who inhabit it. Inhabiting an urban enclave of poverty configures specific life experiences of youth, and unequal inclusion affects how they live in the city. This article, which derives from research conducted in a poor neighborhood in the city of Tuxtla Gutiérrez, Chiapas (Mexico), presents the implications of the conditions of precariousness and violence that demarcate an urban enclave of poverty by defining specific patterns of socialization that shape the urban and social experiences of the young people who live there.Resumen: Las condiciones sociales que demarcan el espacio moldean en gran medida la experiencia social y urbana de quienes lo habitan. Habitar un enclave urbano de pobreza confi gura experiencias específicas de vivir la juventud, así como maneras de inclusión desigual de vivir la ciudad. Este artículo, derivado de una investigación realizada en una colonia popular de la ciudad de Tuxtla Gutiérrez, Chiapas (México), presenta las implicaciones que tienen las condiciones de precariedad y violencia que demarcan un enclave urbano de pobreza al delimitar patrones específicos de socialización que configuran las experiencias urbanas y sociales de las y los jóvenes que lo habitan.Résumé : Les conditions sociales qui délimitent l´espace façonnent largement l´expérience sociale et urbaine de ceux qui l´habitent. Abandoned areas such as neglected railways and urban voids represent a suitable opportunity for the regeneration and requalification of cities, according to the paradigms of sustainability and resilience. Urban transformation and urban regeneration processes are characterized by a high level of complexity, a dynamic behavior over time and interactions between the various actors involved in the process. Within this context, the present paper proposes the application of a combined evaluation framework, based on the integration of Multi-Criteria Decision Analysis (MCDA) with a Financial Analysis (FA) to assess different strategic scenarios for the regeneration of the Rogoredo railways area (Milan, Italy). The purpose of this framework is to take into account the complexity of the decision- making process, considering both the qualitative (social and environmental) and quantitative (economic- financial) aspects. In detail, the railway yards in the Rogoredo area in Milan (Italy) represent an emblematic case. The city of Milan, within the Territory Governance Plan (PGT), has already proposed interventions in this site aimed at reconnecting the infrastructural node and making it an attractive and inclusive pole. The present paper demonstrates the usefulness of evaluation procedures in supporting the entire decision-making process and defining the most suitable scenario considering the initial objective and the stakeholders’ interests. The innovative value provided by this application is represented precisely by the possibility of considering both the developer point of view through FA and the broader public perspective through the support of MCDA. This approach allowed to build and evaluate transformation scenarios capable of both attracting potential investors and promoting sustainable mobility models, social inclusion, eco-sustainable development, improvement of environmental quality through the design of new public areas, green spaces, and services for citizens. I vuoti urbani, quali ex aree industriali ed ex scali ferro- viari, rappresentano oggi un’importante occasione di riconversione delle città, nell’ottica di uno sviluppo in chiave sostenibile, resiliente e circolare. Tuttavia, gli interventi di trasformazione e rigenerazione urbana sono caratterizzati da un elevato grado di complessità e dinamicità, così come da un’elevata interazione tra le diverse componenti urbane, quali gli aspetti economici, ambientali, sociali e tra i diversi attori coinvolti nel processo. In questo contesto, l’approccio metodologico proposto nel presente contributo combina le Analisi- Multicriteri (AMC) con l’analisi Analisi Finanziaria (AF). Questo modello permette di analizzare e supportare il processo decisionale nella sua complessità, considerando sia gli aspetti qualitativi (sociali e ambientali) sia quelli quantitativi (economico- finanziari). Il caso degli scali ferroviari dell’area di Rogoredo a Milano (Italia) rap- presenta un caso emblematico. La stessa città di Milano, già all’interno del Piano di Governo del Territorio (PGT), propone interventi volti alla riconnessione di questo nodo infrastrutturale per renderlo un polo attrattivo e inclusivo. L’obiettivo di questo contributo è quello di applicare le AMC con l’AF per la valutazione di scenari alternativi, volti alla riqualificazione dell’ex scalo ferroviario di Rogoredo. La valutazione diventa, quindi, parte integrante dell’intero processo decisionale, supportandone tutte le fasi, da quella iniziale fino alla definizione dello scenario più idoneo agli obiettivi prefissati e agli interessi degli stakeholder coinvolti. Il valore aggiunto fornito dalla presente applicazione è rappresentato proprio dalla possibilità di considerare sia il punto di vista degli investitori, attraverso l’AF, sia la più ampia prospettiva pubblica, attraverso il supporto delle AMC. In questo modo è stato possibile costruire e valutare scenari di trasformazione in grado di attrarre possibili investitori e al tempo stesso capaci di promuovere modelli di mobilita sostenibile, forme di inclusione sociale, sviluppo eco-sostenibile, miglioramento della qualità ambientale, attraverso la progettazione di nuove aree pubbliche, spazi verdi e servizi per i cittadini. In questo processo, la valutazione assume un ruolo essenziale in quanto consente di mettere in luce i diversi obiettivi perseguiti dall’intervento di rigenerazione e le loro eventuali conflittualità. Inoltre, la loro identificazione può supportare la definizione di scenari alternativi di sviluppo, rendendo partecipati sia il processo progettuale sia quello decisionale.

Resumen: La forma desordenada como han crecido nuestras ciudades sumado en algunos casos a una ausencia o precaria planeación urbana ha conllevado a que las diferentes ciudades de Colombia en mayor o menor complejidad presenten una fragmentación tanto social como física del territorio urbano, hecho que por consiguiente afecta el logro de una equidad e inclusión entre sus habitantes así como también entre las diferentes piezas en que se han dividido a la ciudad. Ante semejante panorama crítico los equipamientos urbanos una vez más demuestran su importancia al jugar un papel fundamental en la búsqueda de un orden que ayude a reconstruir y fortalecer las distintas relaciones e interrelaciones que existen y llegasen a surgir dentro de cada uno de los territorios urbanos del país. Este trabajo toma como caso de estudio el área urbana de la margen occidental de la ciudad de Montería en el departamento de Córdoba, y centra su objetivo principal en demostrar la importancia que tiene el espacio colectivo en el logro de ciudades equitativas e incluyentes a nivel físico – espacial. Se evidencia la poca importancia y el mal manejo que se le ha dado a los equipamientos dentro de un proceso de configuración y re-configuración del territorio urbano de Montería. ___Palabras clave: fragmentación urbana, equipamientos, equidad, desarrollo, hábitat, ordenamiento, poder. ___Abstract: The disorderly way our cities have grown, in some cases added to an absence or poor urban planning has led that the different cities of Colombia, in a varying complexity, present both a social and physical fragmentation of the urban territory, a fact that consequently affect the achieving equality and inclusion among its inhabitants as well as between the different pieces that have divided the city. Faced with this critical situation urban facilities once again demonstrate their importance to play a key role in the search of an order to help rebuild and strengthen the different existing relationships and interrelationships and arrived to emerge within each urban territories of the country. This work takes as a study case the urban area of the west bank of the city of Monteria in Cordoba department, and focuses its main objective to demonstrate the importance of collective space in achieving equitable and inclusive cities at a physicallyspace level. Abstract:
This dissertation is about addressing the need to make township centres a more socially and economically inclusive space for the majority of the inhabitants. It is about transforming the current status of a township from a dormitory or residential zone that simply repels its inhabitants to look for a sense of wellbeing and livelihood elsewhere to a township with an active centre that retains its people through promoting and supporting context specific socio-economic opportunities of the place It has become evident in many South African townships that there is an entrepreneurial activity that supports the livelihood of people within the settlements yet this activity is largely unsupported in legislation and in built infrastructure. The entrepreneurial activity is mainly found in the informal and formal small scale, medium and micro enterprises (SMMEs) and the neglect of this mainstream township economy, is reflected in its spatial exclusion from central business districts within cities around the country and within the township centres themselves. The Khayelitsha Business District is a township urban centre that finds its SMME economy operating on the centre's periphery while large scale enterprises, coming from outside the township dominate the built half of the business district. It is precisely this lack of representation of the formal and informal small scale, medium and micro enterprises within the Khayelitsha Business District that this dissertation seeks to address and provide a suitable architectural and urban intervention. It seems intuitive that through infrastructural interventions, that promote active social and economic participation of the majority of the population, can one seek to create spaces of socio-economic inclusion. Appropriate urban planning strategies, such as those suggested by professors David Dewar and Fabio Todeschini in their book "Urban Management and Economic Integration", and architectural examples, such as the ancient Greek Agora, will be analysed and used to equip me in imagining an inclusive vision for the further urban development of the remaining half of the business district and in designing a building that celebrates the aspirations and needs of the SMME economy. It is my hope that such an urban scheme and building will contribute positively to the ideal of an inclusive urban centre.

Abstract:
The main issue of the thesis is to discuss the method of building relationships between architecture and city through analyzing projects by Barcelona architects. There are two hypothesizes of the thesis: fragment and inclusion. Fragment has two meanings; one refers to the idea of being part of the city. Here fragment not only means artifact, but also can be those topographic elements. In one hand, use the idea of fragment to define elements that compose the city because fragment gives a better understanding of being part of the entire system; in the other hand, the idea of fragment has the meaning of individuality of each element itself, which means it has its own value and micro-identity that does not suvive depending on its mother system. In the meanwhile, every unit of fragment has equal value with others. And fragment also relates with another aspect of the concept, the fragmentation. In post-modern era, the knowledge of understanding the world became more fragmental, more attention paid to details and partial of things, but less to the overlook of the systematic panorama. To define fragment in short, is to say that the meaning of fragment in the thesis is recomposing the fragment of city, here is the fragment of Barcelona, by the way of fragmentation. Apart from the definition of fragment, the other word - inclusion concludes the result of the operation of recomposing. lt means the way architects include the fragment into their projects during the process of practicing. lt is not only a theoretical discussion about the importance and value of building the relationship between building and place, but more to discuss the process of how to select, translate and realize the implantation of fragment into the project when architects are facing to the storehouse of quite amount of fragments. In this thesis, I borrow theories of semiology and linguistic to define the concept of inclusion. Architecture can be seen as a media that delivers urban information to users and opens another window to see the view of the city. The value of architecture can be seen as the role of the communicative media. lf we understand the essence of "language" also a tool of communication, we can say architecture is a language, on we can see architecture as a sign. Being a sign, architecture must have its signifier and signified: the physical character of architecture is the signifier, the fragment of city is the signified of the sign, and inclusion is the process of signification. Through that methodology of linguistic, the process of signification - the inclusion - can be categorized into two main types, and sixsub-types. The two main types are classified according to the direct and indirect differences of the appearance of signified. Six sub-types refer to six different characters of operation that architects of Barcelona use in their practices. But it has to be clarified that this thesis is a thesis of projects, which pay most attention on the discussion of practical method of inclusion. In the chapter of six types shows the study of architectural operation methods linked with the relationship between architecture and fragment of city. They are six methods, or six models: collage, scalalize, detournement, interface, landform and superposition. Each one of them has its own characteristic, defined by the project, the site, the fragment and so on. All those models are analyzed in a similar structure. The selection of projects follows the basic rule of finding the different method of building the relationship, which ignores those criteria about scales, uses, programs, designers and so on. All the cases are located in Barcelona and done by local architects, romantically speaking, this thesis is like a journey of deconstruct and reform the perspective view of contemporary architecture of Barcelona.
El tema de la tesis es discutir el método de construcción de relaciones entre arquitectura y ciudad a través de análisis de proyectos de arquitectos de Barcelona. Hay dos hipótesis en la tesis: fragmento y inclusión. Fragmento tiene dos significados; uno se refiere a la idea de ser parte de la ciudad. Aquí fragmento no sólo significa artefacto, pero también pueden ser aquellos elementos topográficos. En una mano, utilice la idea del fragmento para definir los elementos que componen la ciudad como una mejor comprensión de ser parte de todo el sistema; en otro lado, la idea del fragmento significa la individualidad de cada elemento, que significa que tiene su propio valor y micro-identidad que no sobrevive en función de su sistema de madre. Mientras, cada unidad de fragmento tiene igual valor con otros. Y el fragmento se refiere también con otro aspecto del concepto- la fragmentación. En post-moderna era, el conocimiento de la comprensión del mundo se hizo más fragmentaria, más atención a los detalles y parcial de las cosas, pero menos del panorama sistemático. Fragmento en definitiva, es decir que el fragmento en la tesis está recomponiendo el fragmento de la ciudad, aquí está el fragmento de Barcelona, por al manera de la fragmentación. Además de fragmento, la otra palabra - inclusión concluye el resultado de la operación de recomposición. Esto significa que la forma en que los arquitectos incluyen el fragmento en sus proyectos. No sólo una discusión teórica y el valor de la construcción de la relación entre el edificio y el lugar, pero más para discutir el proceso de cómo seleccionar, traducir y hacer realidad la implantación del fragmento en el proyecto cuando los arquitectos se enfrentan a la bodega de cantidad bastante de fragmentos. En esta tesis, tomo prestada teorías de la semiología y lingüística para definir el concepto de inclusión. La arquitectura puede ser vsto como un medio de comunicación que ofrece información urbana a los usuarios y se abre otra ventana para ver la ciudad. El valor de la arquitectura puede ser visto como el papel de los medios de comunicación. The main issue of the thesis is to discuss the method of building relationships between architecture and city through analyzing projects by Barcelona architects. There are two hypothesizes of the thesis: fragment and inclusion. Fragment has two meanings; one refers to the idea of being part of the city. Here fragment not only means artifact, but also can be those topographic elements. In one hand, use the idea of fragment to define elements that compose the city because fragment gives a better understanding of being part of the entire system; in the other hand, the idea of fragment has the meaning of individuality of each element itself, which means it has its own value and micro-identity that does not suvive depending on its mother system. In the meanwhile, every unit of fragment has equal value with others. And fragment also relates with another aspect of the concept, the fragmentation. In post-modern era, the knowledge of understanding the world became more fragmental, more attention paid to details and partial of things, but less to the overlook of the systematic panorama. To define fragment in short, is to say that the meaning of fragment in the thesis is recomposing the fragment of city, here is the fragment of Barcelona, by the way of fragmentation. Apart from the definition of fragment, the other word - inclusion concludes the result of the operation of recomposing. lt means the way architects include the fragment into their projects during the process of practicing. lt is not only a theoretical discussion about the importance and value of building the relationship between building and place, but more to discuss the process of how to select, translate and realize the implantation of fragment into the project when architects are facing to the storehouse of quite amount of fragments. In this thesis, I borrow theories of semiology and linguistic to define the concept of inclusion. Architecture can be seen as a media that delivers urban information to users and opens another window to see the view of the city. The value of architecture can be seen as the role of the communicative media. lf we understand the essence of "language" also a tool of communication, we can say architecture is a language, on we can see architecture as a sign. Being a sign, architecture must have its signifier and signified: the physical character of architecture is the signifier, the fragment of city is the signified of the sign, and inclusion is the process of signification. Through that methodology of linguistic, the process of signification - the inclusion - can be categorized into two main types, and sixsub-types. The two main types are classified according to the direct and indirect differences of the appearance of signified. Six sub-types refer to six different characters of operation that architects of Barcelona use in their practices. But it has to be clarified that this thesis is a thesis of projects, which pay most attention on the discussion of practical method of inclusion. In the chapter of six types shows the study of architectural operation methods linked with the relationship between architecture and fragment of city. They are six methods, or six models: collage, scalalize, detournement, interface, landform and superposition. Each one of them has its own characteristic, defined by the project, the site, the fragment and so on. All those models are analyzed in a similar structure. The selection of projects follows the basic rule of finding the different method of building the relationship, which ignores those criteria about scales, uses, programs, designers and so on. All the cases are located in Barcelona and done by local architects, romantically speaking, this thesis is like a journey of deconstruct and reform the perspective view of contemporary architecture of Barcelona.
El tema de la tesis es discutir el método de construcción de relaciones entre arquitectura y ciudad a través de análisis de proyectos de arquitectos de Barcelona. Hay dos hipótesis en la tesis: fragmento y inclusión. Fragmento tiene dos significados; uno se refiere a la idea de ser parte de la ciudad. Aquí fragmento no sólo significa artefacto, pero también pueden ser aquellos elementos topográficos. En una mano, utilice la idea del fragmento para definir los elementos que componen la ciudad como una mejor comprensión de ser parte de todo el sistema; en otro lado, la idea del fragmento significa la individualidad de cada elemento, que significa que tiene su propio valor y micro-identidad que no sobrevive en función de su sistema de madre. Mientras, cada unidad de fragmento tiene igual valor con otros. Y el fragmento se refiere también con otro aspecto del concepto- la fragmentación. En post-moderna era, el conocimiento de la comprensión del mundo se hizo más fragmentaria, más atención a los detalles y parcial de las cosas, pero menos del panorama sistemático. Fragmento en definitiva, es decir que el fragmento en la tesis está recomponiendo el fragmento de la ciudad, aquí está el fragmento de Barcelona, por al manera de la fragmentación. Además de fragmento, la otra palabra - inclusión concluye el resultado de la operación de recomposición. Esto significa que la forma en que los arquitectos incluyen el fragmento en sus proyectos. No sólo una discusión teórica y el valor de la construcción de la relación entre el edificio y el lugar, pero más para discutir el proceso de cómo seleccionar, traducir y hacer realidad la implantación del fragmento en el proyecto cuando los arquitectos se enfrentan a la bodega de cantidad bastante de fragmentos. En esta tesis, tomo prestada teorías de la semiología y lingüística para definir el concepto de inclusión. La arquitectura puede ser vsto como un medio de comunicación que ofrece información urbana a los usuarios y se abre otra ventana para ver la ciudad. Esta tesis doctoral analiza e intenta delimitar razones de inclusión y exclusión de músicas populares urbanas (MPU) en tres ámbitos del sistema educacional chileno: el profesorado de educación musical, el currículum oficial vigente del Ministerio de Educación y en carreras universitarias de formación profesional docente en educación musical. Este estudio de caso múltiple interpretativo-evaluativo, se desarrolla desde una estrategia de combinación metodológica, con un alcance temporal sincrónico y una profundidad descriptivo-analítica. Su diseño considera una encuesta y entrevistas a docentes de educación musical, análisis de documentos oficiales de carreras universitarias y del Ministerio de Educación, entrevistas a directores de carreras y a profesionales responsables de la elaboración curricular ministerial, y un grupo de discusión con académicos de la Universidad de La Serena. Los resultados indican lo siguiente: de acuerdo al ámbito del profesorado de educación musical, el análisis muestra tensiones entre una aparente mayor inclusión de MPU en prácticas educativas docentes y las estrategias didácticas que utilizarían en su inclusión, las que tienen un carácter autodidacta como producto de carencias en su formación profesional docente. En el ámbito del Ministerio de Educación, se aprecia una coherencia entre los discursos de los profesionales de área de música y el currículum oficial propuesto en los programas estudiados, en el sentido de dar un tratamiento desjerarquizado a los distintos repertorios. Mientras que en el ámbito de carreras universitarias de formación profesional docente, se observa una fuerte injerencia de los modelos educativos “jesuita” y “de conservatorio” y de un paradigma estético-formalista, a pesar de una posición más inclusiva por parte de la mayoría de los directores de carrera participantes. Esta situación afecta de manera directa, principalmente, al ámbito del profesorado de educación musical, el que incluiría MPU desde tres fuentes: en primer lugar, las incluyen como un repertorio autodidacta, como fruto de su acercamiento directo a este repertorio en contextos extra-académicos. Las reciben, en segundo lugar, como un repertorio infravalorado, producto de las carencias de su formación profesional docente. En tercer lugar, las reciben como un repertorio mixto –contextualizado-infravalorado– desde el ámbito del Ministerio. Mixto, al existir en los programas ministeriales unas tensiones entre los modelos “jesuita” y “de conservatorio” más el paradigma estético-formalista, y un incipiente enfoque filosófico praxial. Surge entonces la necesidad de establecer unos principios educativos alternativos a los modelos “jesuita” y “de conservatorio” y al paradigma estético-formalista.
This doctoral dissertation analyzes and attempts to delimit the reasons for inclusion and exclusion of Urban Popular Music (UPM) in three areas of the Chilean educational system: music teachers, the current official curriculum of the Ministry of Education, and universities with professional music teaching programs. This multiple interpretive-evaluative case study employs a methodological combination strategy, with a temporal synchronic scope and a descriptive-analytical in-depth approach. Within the design, a survey and interviews with music teachers are included. Official documents of music programs of the Ministry of Education are analyzed. Career directors and curriculum development officers concerning music areas are interviewed, and finally, a focus group discussion with professors of University of La Serena. The results indicate the following: according to the teachers category, the analysis show tensions between the apparent greater inclusion of UPM in teaching practices and the didactic strategies the teachers employ that have a self-taught character as a product of deficiencies in their professional teaching training. In the Ministry of Education category, there appears coherence between the speeches of music teachers and the official curriculum proposed for the studied programs, in the sense of giving a non-hierarchical treatment to the different repertoires. Whereas the category of university careers forming music teachers, there is a strong interference of the "Jesuit" and "Conservatory" educational models and of an aesthetic-formalist paradigm, in spite of a more inclusive position on behalf of the majority of the directors involved. This situation affects in a direct way, mainly, the scope of music teachers, which would include UPM from three sources: firstly, they include them from a self-taught repertoire, as a result of their direct approach to this repertoire in extra-academic contexts. Secondly, they receive UPM as an undervalued repertoire, as a result of the shortcomings of their professional teacher training. Thirdly, they receive it as a mixed repertoire -contextualized-undervalued- from the Ministry. And thirdly, a combination as there are tensions between the "jesuit" and "conservatory" models plus the aesthetic-formalist paradigm, and an incipient praxial philosophical approach. Therefore, it emerges the need to establish educational principles as alternatives to the "Jesuit" and "Conservatory" models and to the aesthetic-formalist paradigm.

The urban renaissance seems to present a win-win scenario for social policy, promising greater social inclusion along with lower levels of car ownership and use. This thesis aims to evaluate the extent to which an urban renaissance might reduce levels of car ownership without inhibiting social inclusion and assess the potential for de-coupling rising family incomes from increasing levels of car ownership and use. A sequential mixed-methods research design is used to investigate the relationships between social inclusion and mobility within an urban context from two perspectives: the first phase of the research uses bivariate analysis and multiple logistic regression to test the relative importance of social inclusion, demographic determinants and spatial factors as a means of understanding household car ownership; the results of these analyses inform the second phase of the research, which adopts a case study approach in order to understand the role of social inclusion and urban form in modulating driver behaviour. A hybrid narrative/semi-structured interview technique allows longitudinal insights into the perspectives of residents from four urban areas, varying by density and centrality. Quantitative analysis, sampling the general population of Great Britain, indicates that inclusion on the dimensions of civic and social interaction is independent of level of car ownership. Furthermore it is shown that the impact of household income on levels of car ownership is mediated by urbanisation on three spatial tiers: settlement, neighbourhood and property levels. The qualitative phase confirms different patterns of car use as well as of car ownership across different urban areas, demonstrating that radical (and unplanned) changes in modal choice can follow relocation to more dense and central urban environments. The size and perceived quality of residential properties, along with the presence of greenspace and local shops, can build place attachment to relatively dense urban environments; increased levels of walking and consequent familiarity with other local residents were found to be core components of this process.

Abstract:
This case study explores and documents the development of inclusive education in one urban school in the Maldives. It focuses on the steps taken to move the school towards inclusion, the practices and experiences of different stakeholders involved in the process, and the factors that influenced inclusive education in the school. Qualitative data was collected through interviews with some of the key members of the school community and through classroom observations and documents. Findings have revealed that the development of inclusive education in the school came about through a school leader rather than policies. In spite of recognized efforts towards inclusion, a range of exclusionary practices was still observed. Various impediments constrained the development of inclusive education, including, lack of collaboration between the SEN (Special Educational Needs) and the general staff, limited knowledge, awareness and positive understanding about inclusion, scarcity of resources and support services. Factors such as large classes, undifferentiated curriculum, and rigid time tables also negatively affected the developmental process. Findings indicate the complexity of developing inclusive education. The findings also suggest that changes on the societal level, in the education ministry and, in the school and classroom level could help sustain the development of inclusive education. The factors that could contribute to the development of inclusive education at these levels are discussed, as are the implications for the successful development of inclusive education in schools.

AbstractProblems to solve, objectives, and policy actions are the main components of the policy agenda of local strategies. The European framework for sustainable urban development sustains that urban policy initiatives have to pay attention to five main policy sectors to promote sustainable urban development: physical space, economic development, social inclusion, environment, and governance. Applying the CUPPA approach, this chapter analyses the relevance of these five policy sectors as problems, objectives, and policy actions in local projects. Comparing URBAN and URBANA Initiatives, the chapter shows the growing importance of environmental and governance issues. Moreover, the comparison shows a change in the policy frame of URBAN and URBANA programmes from the classical ‘neighbourhood revitalisation’ (centred on physical space and social inclusion) to the current ‘sustainable neighbourhoods’ frame (more comprehensive portfolios across policy sectors and a more important role to community).

This article derives from a doctoral thesis presented at the Program in Urban and Regional Planning at the Universidade Federal do Rio Grande do Sul (UFRGS) and investigates urban planning practices by evaluating processes related to the master plan of the city of Porto Alegre - Brazil. Part of considerations about the democratization of urban planning in Brazil and the constitutionalisation of the urban issue. As a case study analyzed the review process of the Plano Diretor de Desenvolvimento Urbano e Ambiental – PDDUA (Lei Complementar nº 434/ 1999, atualizada e compilada pela Lei Complementar nº 667/2011). The work also included interviews with institutional representatives and community and the conducting field research, with the population of Porto Alegre, where they were questioned aspects of the review process of the master plan, assessing, finally, if the urban planning and management practices studied are effectively participatory and inclusive.

Abstract:
En este trabajo se analizan las transformaciones del patrón de crecimiento del área urbana de Ciudad Juárez, Chihuahua, México durante el periodo 1990-2008 y sus efectos en la eficiencia de ocupación del suelo, utilizando imágenes de satélite multiespectrales para detectar los cambios. Para este propósito se exploraron diferentes metodologías para desarrollar indicadores de eficiencia. En una primera etapa, se estudiaron las transformaciones del patrón de crecimiento urbano durante el periodo de estudio, en el que se han producido algunos de los cambios más importantes en la estructura urbana de Ciudad Juárez. Esta etapa se realizó a través de técnicas de teledetección con imágenes Landsat adquiridas cada 5 años para el periodo correspondiente. A estas imágenes se les aplicó el método de clasificación supervisada Support Vector Machine para extraer las áreas urbanas. Posteriormente se seleccionaron sólo las áreas de nuevo crecimiento con la finalidad de evaluar la organización espacial de los patrones de crecimiento urbano con el enfoque de métricas del paisaje. Los índices que se seleccionaron para este fin fueron los de contigüidad, conectividad y dispersión, calculados en el programa estadístico Fragstats. Después se evaluó la eficiencia de los patrones de crecimiento a través del análisis espacial de la accesibilidad a servicios básicos de salud, educación y comerciales. Este análisis consistió en calcular en SIG superficies densidad en las que se detectaron la concentración o dispersión de estos servicios en el área urbana en función de su área de cobertura. Con el fin de evaluar la eficiencia en términos de ocupación poblacional, las superficies de densidad se compararon con la variable densidad de población, definida por el número de habitantes por Área Geoestadística Básica (AGEB). De la misma manera, se incluyeron la densidad en la dotación de infraestructura vial y la dotación de equipamiento urbano. Los resultados de este análisis muestran patrones de crecimiento caracterizados por un aumento en la fragmentación y una disminución de la contigüidad y conectividad de los usos urbanos, lo que sugiere una baja eficiencia en la ocupación del suelo. Al mismo tiempo, sin embargo, se hace evidente una ocupación eficiente del suelo urbano desde el punto de vista de la densidad de población, pero con baja accesibilidad a infraestructura y servicios urbanos. A partir de estas observaciones es posible concluir que el crecimiento urbano de las últimas dos décadas en Ciudad Juárez se caracteriza por un patrón de alta desorganización espacial y un uso poco eficiente del suelo, que se traduce en un crecimiento urbano disperso, que genera problemas de conectividad, acceso a la infraestructura y servicios urbanos. La inclusión de estas variables constituye la principal aportación de este trabajo que se espera sea de utilidad en la actualización y seguimiento de los planes de desarrollo de la localidad que ayuden a guiar una ocupación sostenible del suelo urbano.

Este artículo resume el producto de un taller académico en el que se reflexiona sobre el sector Estación Villa, el cual hace parte del centro tradicional de Medellín y se cuestiona sobre, ¿cómo abordar un territorio, con una zona, que ha quedado excluida por cuenta de las intervenciones desarrolladas en sus bordes y ha propiciado en su interior, mezcla de diferentes grupos poblacionales y actividades, en las que, la ilegalidad e informalidad lo han llevado a la exclusión urbana y social del resto de la ciudad. Se propone una intervención que interprete las dinámicas sociales y la ocupación del territorio, que tendrá como punto de partida, la inclusión social y la articulación urbana. Dicha intervención, propone estrategias innovadoras que le apuestan a una regeneración urbana, que construya tejido social y articule a Estación Villa con el resto de la ciudad. This article summarizes the product of an academic workshop in which we reflect on the Estación Villa sector, which is part of the Medellin traditional downtown and questions about how to tackle a territory, an area which has been excluded on account of interventions developed at its edges and has led inside, mixing different population groups and activities, which, illegality and informality have led to urban and social exclusion of the rest of the city. An intervention to interpret the social dynamics and the occupation of territory, taking as a starting point, social inclusion and urban articulation is proposed. This intervention proposes innovative strategies betting on urban regeneration build social fabric and articulates Station Villa with the rest of the city.

Como caso de estudio se ha tomado la nueva Línea 2 del Metro de Lima, actualmente en ejecución, y como insumo para la definición del sistema, el Plan de Espacios Abiertos e Infraestructura Ecológica en Lima (PEAIE). La carencia de instrumentos de evaluación, que integren y articulen la complejidad de los aspectos involucrados en las costas urbanas, es uno de los grandes desafíos para las políticas públicas costeras en América Latina. La inclusión de instrumentos de monitoreo y control, que permitan visualizar e identificar el estado de las cualidades socioambientales y urbanas, así como las mejorías o empobrecimiento de las calidades de vida de sus habitantes, son necesarios para la generación de políticas responsables y participativas. Para ello se propone elaborar un Sistema de Indicadores de Sostenibilidad aplicable en la Playa Central de la ciudad Balnerario Camboriú y la zona costera este en la ciudad de Montevideo. Para su realización se ejecutaran cuatro fases de trabajo. El trabajo permitirá identificar los indicadores más robustos y con mayor adherencia para la evaluación, validación y posterior toma de decisiones en los procesos de políticas públicas costeras urbanas. The lack of instruments of evaluation that integrate and articulate the complexity of the issues involved in urban coast, is one of the major challenges for public policy coastal in Latin America. The inclusions of instruments of monitoring and control, that allow visualize and identify the state of socio-environmental and urban qualities, well as the improvements or impoverishment of the quality of life of its inhabitants, are necessary for the generation of responsible and participatory policies. For this, proposes development a system of indicators Sustainability applicable in Playa Central in Balnerario Camboriú and the east coast in the city of Montevideo. For the realization the labor will be executed in four phases. The work will identify the indicators more robust and most grip for the evaluation, validation and subsequent decision-making processes of urban coastal public policy.

El presente articulo parte de la definición del concepto de espacio verde, exponiendo la situación actual en la que se encuentran, y cual es su papel en la trama urbana, así como la normatividad que define el desarrollo de las mismas, con el propósito de determinar su incidencia como indicador de calidad de vida urbana. Se presenta una metodología en desarrollo, basada fundamentalmente en una revisión bibliográfica sobre temas relevantes acerca del espacio verde, de carácter público durante los últimos años a nivel nacional e internacional, así como la manifestación del marco teórico conceptual que hace potencial su estudio en un proceso formal hipotético-deductivo con el grado de abstracción pura-aplicada y generalización de acción, en naturaleza de datos cuantitativos orientados a la toma de decisiones. En conclusión, los espacios verdes públicos son áreas pensadas para la sociedad que habita las ciudades y por tal motivo se les debe dar la importancia que requieren, tanto en su proyección, conservación y desarrollo, puesto que estos espacios son lugares de recreo y esparcimiento que presentan un beneficio ecológico a los habitantes urbanos, proyectando inclusive un deleite paisajístico para quien los vive. This article begins with the definition of green space, giving the current situation in which they are, and what is its role in the urban as well as the norms that define the development of the same, with the purpose of determining its incidence as an indicator of quality of urban life. It present a developing methodology, based mainly on a literature review on relevant issues concerning the public green space , in recent years both nationally and internationally, as well as the manifestation of conceptual theoretical framework that makes their study potential in a process hypothetical-deductive formal degree-applied pure abstraction and generalization of action, nature of quantitative data-oriented decision making. In conclusion, public green spaces are areas designed to society that lives in cities and for that reason should be given the importance that require, in its projection, conservation and development, as these spaces are places of recreation and relaxation that environmental purposes to benefit urban dwellers, including projecting a scenic delight for those who live them.

In the context of the recognition of diversity, access to the city is important, even more so if one considers that from the urban system the political, social, cultural and economic dynamics vital to good development as a human being are structured. The objective is to formulate a program of adaptability of the public space for the inclusion of the population with a short stature in Pamplona, Norte de Santander. A research of mixed, abductive, descriptive scope and case study modality was carried out. The collection of information was carried out through instruments of demographic, socioeconomic and physical characterization of the target population and the public space. The program design process included the phases of analytical and conceptual information, contextual analysis and formulation. The process for the creation of the program of adaptability of the public space was established, considering the determining aspects of social planning in its formulation including diagnosis, objectives, population, location, strategies, lines of action, indicators, goals and resources. The articulation or application of the national and local urban planning regulations for the provision of public spaces adapted to the condition of short stature was not evident, however, theoretical, conceptual and normative aspects were determined for their orientation, as well as characteristics of people with short stature and public space factors, which allowed establishing the physical determinants of the condition and the importance of their inclusion in the city's social planning. En el contexto del reconocimiento de la diversidad, el acceso a la ciudad es importante, más aún, si se considera que a partir del sistema urbano se estructuran las dinámicas políticas, sociales, culturales y económicas vitales para el buen desarrollo como ser humano. El objetivo es formular un programa de adaptabilidad del espacio público para la inclusión de la población con condición de talla baja en Pamplona, Norte de Santander. Se realizó una investigación de enfoque mixto, abductivo, de alcance descriptivo y modalidad estudio de casos. La recolección de información se efectúo mediante instrumentos de caracterización demográfica, socioeconómica y física de la población objeto y del espacio público. El proceso de diseño del programa incluyó las fases de información analítica y conceptual, análisis contextual y de formulación. Se estableció el proceso para la creación del programa de adaptabilidad del espacio público, considerando los aspectos determinantes de planificación social en su formulación entre ellos el diagnóstico, objetivos, población, localización, estrategias, líneas de acción, indicadores, metas y recursos. No se evidenció la articulación ni aplicación de la normativa de planeación urbana nacional y local para la disposición de espacios públicos adaptados a la condición de talla baja, sin embargo, se determinaron aspectos teóricos, conceptuales y normativos para su orientación, así como características de las personas con talla baja y los factores del espacio público, las cuales permitieron establecer los determinantes físicos de la condición y la importancia de su inclusión en la planificación social de la ciudad. Bloque temático: La investigación se ubica en el bloque temático análisis y proyecto territorial; ya que la formulación del programa genera un estudio crítico de la problemática de la adaptabilidad del espacio público para las personas con discapacidad, explícitamente la condición de talla baja en la ciudad de Pamplona, Norte de Santander, Colombia, y a partir del estudio, se crean estrategias, líneas de acción, indicadores y metas sectoriales, con una orientación operativa que aborde los retos identificados.

This publication reports on some of the health challenges facing cities. It aims to serve as a guide for public managers and decision makers optimize the great potential of cities to improve the well-being of those who reside in the cities of Latin America and the Caribbean. It is organized in two parts. The first part, Health Inequalities in Latin American Cities, focuses on identifying the ways in which social inequality has led to negative health outcomes, in order to make visible the relevance of the challenge of inequality and the urgency to grapple with it. The second part, Urban Policies for Healthy Cities, focuses on how cities can contribute to improving the health standards in their population. The publication addresses critical issues for urban health, such as the interdependence between physical-social factors and health, the relationship between urban characteristics and the incidence of COVID-19, the connections between social inequality and exposure to pollution environment, the relationship between urban planning and gender violence, the power of urban interventions -such as public transport and social housing- to improve health indicators, and the relevance of having good data to improve the accessibility of health systems. All the contributions in this book are based on data and rigorous research, and present real cases of the cities of the region.

The Government of Tamil Nadu (GoTN) has prioritised the full sanitation chain, including the strengthening of septage management as an economical and sustainable complement to networkbased sewerage systems. The Bill and Melinda Gates Foundation (BMGF) is supporting the GoTN to achieve the Sanitation Mission of Tamil Nadu through the Tamil Nadu Urban Sanitation Support Programme (TNUSSP). TNUSSP Phase I (2015-2018) was designed to support GoTN and selected cities in making improvements along the entire urban sanitation chain. In the second phase (2018– 2020), TNUSSP seeks to go one step further and integrate a gender and social inclusion (GSI) perspective within its interventions at two sites – the city of Tiruchirappalli (Trichy), and the two town panchayats (TPs) of Periyanaicken-Palayam (PNP) and Narasimhanaicken-Palayam (NNP) in Coimbatore district – along the urban sanitation cycle and in its support provided at the State level.

Building on the success of a UK-based project, Queering Public Space (Catterall & Azzouz 2021), this report refocuses the lens on Australian cities. This is necessary because the histories, legacies and contemporary forms of cities differ across the world, requiring nuanced local insight to ‘usualise’ queerness in public spaces. The report comprises the results of a desk-top research project. First, a thematic literature review (Braun & Clarke 2021) on the experiences of LGBTIQ+ individuals, families and communities in Australian cities was conducted, identifying best practices in inclusive local area policy and design globally. Building upon the findings of the literature review, a set of assessment criteria was developed: – Stakeholder engagement; – Formation of a LGBTIQ+ advisory committee; – Affirming and usualising LGBTIQ+ communities; – Staff training and awareness; and – Inclusive public space design guidelines

Abstract:
This working paper is designed to help ADB’s developing member countries build climate-resilient energy systems that can better support fast-growing cities in Asia and the Pacific. It shows how the COVID-19 pandemic underscored the urgent need for improved power networks and outlines why social inclusion should be central to energy system planning. Using actual examples from countries including India and Bangladesh, the study analyzes the risks and reliability of different energy solutions. Proposing a risk-based approach to energy system planning, it also considers the role that renewables and microgrids can play in building the climate-resilient infrastructure needed to support sustainable urban growth.

Abstract:
Strengthening urban resilience is key to achieving Oxfam's vision of a world without poverty. Urbanization has become a major challenge for almost all countries around the globe. Cities and city inhabitants are facing additional and amplified challenges as a result of rapid urbanization, a changing climate and rising inequality in urban areas. The COVID-19 crisis has further highlighted the importance of strengthening inclusive urban resilience to acute shocks and chronic stresses. Oxfam's Resilience Knowledge Hub conducted the Urban Resilience Learning Exchange (URLE) project with pilot programmes in Jordan, Pakistan, Nepal, South Africa, Kenya and Bangladesh to develop a better understanding of what it takes to build resilience in urban settings. This paper summarizes the learning from the pilots and looks at how Oxfam can further strengthen its urban resilience programming.
