Abstract:
We studied the foraging behaviour of endangered Humboldt penguins (Spheniscus humboldti) to examine general foraging patterns, sex differences in foraging behaviour, and the reasons for incidental catches in fishing nets. Humboldt penguins foraged diurnally and typically made short, shallow dives within 30 m of the surface. Males and females made overnight (lasting 25.8 ± 3.4 h; mean ± SD) and day (10.4 ± 2.0 h) trips when they departed the colony to forage. Overnight trips were more common (68.2% of all trips) and were associated with a significantly greater amount of foraging time. Males dived to greater maximum depths than females but did not differ in other diving parameters, including foraging time, foraging effort, and proportions of day and overnight trips made. Adults may maintain their body condition during chick rearing by making a mixture of overnight and day trips. The two foraging periods observed during overnight trips may function to feed both the adults and the chicks, whereas the single period observed during day trips may function to accommodate the rate of provisioning required by the chicks. We suggest that both males and females would be protected from incidental catches in fishing nets if commercial fisheries avoided setting surface nets at night and setting nets between 0 and 30 m depth during the day in areas where penguins forage and transit.

Abstract:
Online services are increasingly becoming a composition of different cloud services, making incident-handling difficult, as Cloud Service Providers (CSPs) with end-user customers need information from other providers about incidents that occur at upstream CSPs to inform their users. In this paper, we argue the need for commonly agreed-upon incident information exchanges between providers to improve accountability of CSPs, and present both such a format and a prototype implementing it. The solution can handle simple incident information natively as well as embed standard representation formats for incident-sharing, such as IODEF and STIX. Preliminary interviews show a desire for such a solution. The discussion considers both technical challenges and non-technical aspects related to improving the situation for incident response in cloud-computing scenarios. Our solution holds the potential of making incident-sharing more efficient.

Abstract:
In response to cybersecurity risk and demand for information about organizations' cybersecurity risk management programs, the American Institute of Certified Public Accountants (AICPA) recently released a cybersecurity risk management examination service. We examine the effect of joint or separate provisioning of this service on investors' perceptions and decisions, and whether these effects differ when a subsequent cybersecurity incident occurs. We find that the negative signal of a subsequent cybersecurity incident reverses investors' positive perceptions of auditor competence and increases investors' sensitivity to potential independence impairments when the cybersecurity is jointly provisioned, leading to lower perceptions of audit quality. We also find that investors are less willing to invest when the examination is jointly compared to separately provisioned. Our results provide important insights to the literature and to purchasers and regulators by examining an emerging non-audit service and how a signal of non-audit service quality can affect perceptions of audit quality.

Abstract:
WiPo (Web in your pocket) is a prototypical mobile information provisioning concept that can offer potential benefits to a range of situations where data sources are vast, dynamic and unvalidated and where continuous Internet connectivity cannot be assured. One such case is that of search and rescue (SAR), a unique case of emergency management characterized by the need for high-quality, accurate and time-sensitive information. This paper reports on empirical research undertaken to explore the potential for a real-world application of a mobile service such as WiPo which is based on the delivery of highly curated, multi-source data made available offline. Adopting an interpretive interview-based approach, the authors evaluate the potential usefulness of WiPo for search and rescue incidents in New Zealand. Upon learning of the core functionality of WiPo and the alignment of that with the typical search and rescue situation, study participants were unanimously positive about its potential for improving search and rescue management and outcomes.

Abstract:
Studies highlight that public procurement in any country acts as a barometer of public confidence in fairness and transparency of public institutions. A number of cases related to corruption in public procurement in the country have been highlighted by media on regular basis. These incidents raise questions regarding robustness of the procurement framework in vogue in the country. Though no special legislative framework dealing with public procurement exists in the country, the administrative guidelines on the subject are quite exhaustive. Procurement is not a state subject; hence law can be made by the Centre for entire country. However, no separate law governing public procurement has been enacted in India. However, public procurement in India is not bereft of its share of issues. Multiplicity of instructions, absence of procurement law and singular emphasis on upfront value of acquisition without considering life cycle cost mars public procurement in India. Further, social and environmental sustainability has also not received the attention it deserves. Studies highlight that migration of public procurement to Internet could provide us savings of up to 25% by streamlining 30% of Indian Union Budget spent on provisioning of goods / services. However, any such endeavor has 70% chances of failure. With only 13% e-procurement research focusing on public sector make matter worse. In the above backdrop, the chapter would cover: Importance of public procurement, Difference between public and corporate procurement, Overview of procurement framework of the country - covering constitutional/ legislative/ administrative provisions, generic public procurement process, various types of procurements – limited tender, open tender, single tender, issues in public procurement of the country and e-procurement initiatives by Government of India and status thereof.
