Abstract:
The Korean government released the National Spatial Data Infrastructure Portal (NSDIP) by integrating the spatial information possessed by 205 agencies to implement governance through the portal. In this study, four evaluation criteria groups (disclosure, participation, civil petition service, and website usability) were established through a literature review related to governance and government portals. After evaluation based on the four evaluation criteria, governance improvement measures were suggested. As an improvement measure, in terms of information disclosure, it was necessary to manage the quality of data update cycle, accuracy, metadata, etc., and to provide customized spatial information. In the stakeholder participation section, feedback from users is reflected in policies, and activation of participation spaces through education and exhibitions is required. In terms of civil petition service, it is necessary to introduce an incentive system to improve innovative services and to prepare measures to prevent infringement of security and privacy in the civil petition process. In website usability, it is necessary to prepare an improvement plan by introducing user-friendly interface design using GIS viewer, and statistics and GIS spatial analysis functions. The improvement plan by the evaluation criteria is expected to be the direction to implement inclusive portal governance.

Abstract:
Background: HIV testing and treatment of seropositive pregnant mothers is a much focused and efficiently managed programme as part of convergence plan between National AIDS Control Program and Reproductive and Child Health services under National Health Mission. This paper aims to depict the level of convergence that exists for another most important reproductive health service namely family planning (FP) for PLHIV at public healthcare settings in Maharashtra. Methods: Participatory observations of HIV, FP and STI facilities and key informant interviews of providers at these facilities located in selected secondary (two district hospitals) and tertiary (two teaching hospitals) public hospitals in Maharashtra were conducted as part of larger intervention study. Results: Insufficient health workforce with inadequate knowledge about PLHIV’s eligibility for contraception and discriminated service delivery (25%) was prominent. Only half (50%) key informants were conversant about FP counseling to PLHIV. One-fourth (27%) informants presumed contraceptives as either harmful or contraindicated to PLHIVs. Indenting and supply of FP commodities was extremely inopportune and irregular. More than half of the respondents highlighted many constraints such as no guidelines on convergence, lack of appropriate counseling skills; low staff motivation; inadequate IEC material on dual protection; lack of FP indicators in MIS; over-occupied staff hours; and inadequate M&E for HIV-FP linkages. Conclusions: Despite challenges, sensitizing and training health workforce to eliminate stigma discrimination; reduce delay in service delivery; and improving monitoring of inter-sectoral convergence activities are needed to improve access to reproductive health services for PLHIVs.

Abstract Loneliness is an established risk factor for premature mortality, especially among older adults. National trends are indicating an increase in loneliness after the COVID-19 pandemic. We sought to explore annual trends in loneliness and quality of life among a large dataset of Medicare Advantage (MA) members. Papa Inc. is a national service that pairs older adults with “Papa Pals” who provide companionship and assistance with everyday tasks. Participants have free access if their health plan offers it. Analysis included members from MA plans that were active with Papa January 2020 through March 2022. Members (n=11,037) were assessed at enrollment screening (UCLA Three-Item Loneliness Scale, CDC’s Healthy Days Measure). Analysis used Chi-square tests, significance set at p < 0.05. Among the sample, 81% were aged 65+, 14% were from a majority non-white community. Analysis revealed the following trends in annual prevalence rates (2020; 2021; 2022): lonely (43.2%; 39.3%; 40.9%), severely lonely (9.2%; 12.1%; 15.1%), 14+ physically unhealthy days (24.3%; 19.9%; 39.3%). In regression analysis, loneliness score increased by 0.05 (95CI: 0.02 - 0.07) per quarter over the 27 months. Our data mimics other sources highlighting a slow and steady increase in loneliness suggesting older adults’ hesitancy to engage in “normal activities.” Changes in unhealthy days follow COVID-19 trends with a significant increase during the height of the Omicron variant. The prolonged effects of isolation and loneliness are profound, thus greater emphasis should be placed on population level interventions, especially those connected to the healthcare system, to help address loneliness.

Papa Inc. is a national service that pairs older adults with “Papa Pals” (empathetic, laypeople) who provide companionship and assistance with everyday tasks. Participants have free access if their Medicare Advantage plan offers it. During the COVID-19 pandemic, Papa provided virtual companionship visits via telephone or video. This study evaluated the impact of virtual companionship visits on loneliness status (UCLA 3-item Loneliness Scale) during the COVID-19 pandemic. The sample (N=894) included adults ages 65+ who identified as lonely at baseline and who completed at least one virtual visit between March 18, 2020 and December 31, 2020. Virtual visits were classified into four categories based on participants’ total number of visit minutes: Low (124 ave min), Medium Low (ML) (305 ave min), Medium High (MH) (567 ave min), and High (1360 ave min). Lonely and severely lonely participants engaged a mean of 573 and 673 minutes in the program, respectively. Improvement in loneliness status was associated with greater use of minutes for the ML and MH participants compared to Low participants (ML OR: 1.46 95CI: 1.00 - 2.11, MH OR 1.65 95CI: 1.13 - 2.40). These findings indicate that a virtual companionship intervention can be an impactful and scalable tool for older adults who want to age at home and have limited social support, especially during the uncertain COVID landscape. Further research is warranted to understand persistent loneliness.

Abstract Research indicates that loneliness is a powerful predictor of premature mortality. Less is known about those who experience “severe loneliness” and their responsiveness to companionship as a means to clinically improve. We sought to understand the epidemiology of a cohort of lonely older adults and the impact of companion care on severe loneliness and quality of life. Companion care was provided through Papa Inc., a national service that pairs older adults with “Papa Pals” who provide companionship and assistance with everyday tasks. Participants have free access if their Medicare Advantage plan offers it. The sample included adults ages 65+, active in Papa in 2021, and provided follow-up data (UCLA-3 Loneliness Scale; CDC's Healthy Days Measures) as of September 2021. Analysis utilized t-tests and Chi-square tests with significance set at p< 0.05. A total of 2650 participants were identified as lonely at baseline, 435 were successfully contacted to collect complete follow-up data. Of the follow-up cohort, 22% were classified as severely lonely at baseline reporting mean UCLA score of 8, and 15 mentally and 14 physically unhealthy days on average. Of those severely lonely, 62% were female, 11% were ages 85+. Sixty percent of severely lonely participants experienced clinical improvements and moved to a lower category of loneliness (mean change in UCLA: –3.37) and reduced their unhealthy days (–6.20 mental; –2.09 physical). This real-world evidence suggests a companionship program can improve loneliness and quality of life among severely lonely older adults. Earlier interventions to prevent chronic loneliness should be explored.

Abstract:
Background: Episodes of acute pain caused by vaso-occlusive crises (VOCs) are a frequent and debilitating complication associated with sickle cell disease (SCD) and represent the most common cause for emergency room (ER) visits and inpatient (IP) stays. VOCs are due to a complex pathophysiology including multicellular adhesion. The purpose of this study was to characterize VOCs and assess the costs of SCD for patients with commercial insurance using an Excel-based model. Methods: Patients with SCD aged ≥16 years were identified in the IBM Truven MarketScan commercial databases (01/01/2000-06/30/2018). The index date was randomly selected among potential calendar dates to have ≥12 months of continuous health plan enrollment before (pre-index period) and after (follow-up period) that date. Patients with Medicare Supplemental coverage or stem cell transplant (SCT) were excluded. Data were analyzed at the state level for 23 key states with the highest concentration of patients with SCD and at the national level to be incorporated into an Excel-based model. The key variables in the model were age, gender, state of residence, and SCD clinical characteristics measured during the 12-month pre-index period. The following model inputs were assessed during the subsequent 12-month follow-up period: number, type, and setting (i.e., IP, ER, or outpatient [OP]) of VOC episodes; and total all-cause and SCD-related healthcare costs. Costs were reported in 2018 USD from a payer's perspective. We defined a VOC episode requiring medical services in claims data as follows: medical service claims with a VOC-related diagnosis occurring within 3 days of each other, IP re-admission within 14 days of a previous IP stay (both with VOC-related diagnoses), or any follow-up medical services with VOC-related diagnoses in the 7 days following an initial VOC diagnosis. A complicated VOC type was defined as a VOC episode with a diagnosis of priapism, splenic sequestration, acute hepatic sequestration, or acute chest syndrome. Variables were stratified by annual number of VOCs (i.e., 0, 1, ≥2 VOCs) and medical service setting (i.e., IP, ER, or OP). Results: A total of 16,092 commercially-insured patients with SCD from all US states were included in this study: mean age was 36.7 years, and 61.4% were females. In total, 27.7% had Hb-SS, 23.4% Hb-SC, 25.8% Hb-thalassemia, and 23.1% had an unspecified SCD type. The five states that contributed the highest number of patients with SCD were New York (n=1,711; 10.6%), Texas (n=1,593; 9.9%), Florida (n=1,397; 8.7%), Georgia (n=1,382; 8.6%), and California (n=966; 6.0%). In a given year, 64.7% of patients did not have any VOC episodes, 14.0% had only 1 VOC, and 21.2% had ≥2 VOCs (10.1% had ≥4 VOCs). Among patients with ≥1 VOC, the mean number of VOC episode was 3.3 (7.3% were complicated VOCs); among those with ≥2 VOCs, this figure was 4.8 (6.9% were complicated VOCs). The model showed that VOC episodes were distributed as follows: 37.4% in an IP setting, 26.4% in an ER, and 36.2% in an OP setting (Figure 1). The mean duration of a VOC episode was 11.7 days in an IP setting, 2.3 days in an ER setting, and 1.9 days in an OP setting (Figure 2). Total annual all-cause healthcare costs for patients with 0, 1, and ≥2 VOCs were $15,747, $27,194, and $64,555, respectively (Figure 3). Total annual SCD-related healthcare costs for patients with 0, 1, and ≥2 VOCs were $8,885, $21,323, and $60,624, respectively, representing 56.4%, 78.4%, and 93.9% of total annual all-cause healthcare costs, respectively (Figure 3). Conclusions: Among commercially-insured patients with SCD in the US, over one-third of patients experienced VOCs. The model showed that the contribution of SCD-related costs to annual total healthcare costs increases with the number of VOCs per year. Abstract:
Background Social prescribing encourages health-care and other professionals to refer patients to a link worker, who will develop a personalised plan to improve the patient’s health and well-being. We explore the feasibility of evaluating the service. Objective The objective was to answer the following research questions. (1) What are the most important evaluation questions that an impact study could investigate? (2) What data are already available at a local or national level and what else would be needed? (3) Are there sites delivering at a large enough scale and in a position to take part in an impact study? (4) How could the known challenges to evaluation (e.g. information governance and identifying a control group) be addressed? Data sources Data sources included MEDLINE ALL (via Ovid), searched from inception to 14 February 2019, and the first 100 hits of a Google (Google Inc., Mountain View, CA, USA) search. Review methods Rapid systematic review – electronic searches up to February 2019. Studies included any study design or outcomes. Screening was conducted by one reviewer; eligibility assessment and data extraction were undertaken by two reviewers. Data were synthesised narratively. Qualitative interviews – data from 25 participants in different regions of England were analysed using a pragmatic framework approach across 12 areas including prior data collection, delivery sites, scale and processes of current service delivery, and known challenges to evaluation. Views of key stakeholders (i.e. patients and academics) were captured. Results Rapid systematic review – 27 out of 124 studies were included. We identified outcomes and highlighted research challenges. Important evaluation questions included identification of the most appropriate (1) outcomes and (2) methods for dealing with heterogeneity. Qualitative interviews – social prescribing programmes are holistic in nature, covering domains such as social isolation and finance. Service provision is heterogeneous. The follow-on services that patients access are often underfunded or short term. Available data – there was significant heterogeneity in data availability, format and follow-up. Data were collected using a range of tools in ad hoc databases across sites. Non-attendance data were frequently not captured. Service users are more deprived and vulnerable than the overall practice population. Feasibility and potential limitations of an evaluation – current data collection is limited in determining the effectiveness of the link worker social prescribing model; therefore, uniform data collection across sites is needed. Standardised outcomes and process measures are required. Cost–utility analysis could provide comparative values for assessment alongside other NHS interventions. Limitations This was a rapid systematic review that did not include a systematic quality assessment of studies. COVID-19 had an impact on the shape of the service. We were not able to examine the potential causal mechanisms in any detail. Conclusions We describe possible future research approaches to determine effectiveness and cost-effectiveness evaluations; all are limited in their application. (1) Evaluation using currently available, routinely collected health-care, costing and outcomes data. (2) Evaluative mixed-methods research to capture the complexity of social prescribing through understanding heterogeneous service delivery across comparative settings. Cost-effectiveness evaluation using routinely available costing and outcomes data to supplement qualitative data. (3) Interventional evaluative research, such as a cluster randomised controlled trial focused on the link worker model. Cost-effectiveness data collected as part of the trial. Future work Mature data are currently not available. There needs to be an agreement across schemes on the key outcomes that need to be measured, harmonisation of data collection, and follow-up referrals (how and when). Abstract:
Background: In the past two decades, from 1999-2017, more than 700,000 people have died from a drug overdose in the United States. In 2017, more than 68% of the drug overdose deaths involved an opioid, and the opioid death rate was six times higher than in 1999. Although treatable, opioid addiction has significant health consequences; and evidence-based, data-driven models addressing these opioid-related factors remain sparse. Objectives: To help stem this epidemic, Highmark Inc., a national health plan as well as the second largest integrated delivery and financing system in America, developed, implemented and evaluated a series of quality management-focused opioid interventions utilizing a three-pronged public health approach. We focused on more effectively managing pain to reduce the need for opioids (primary prevention); when needed, prescribing opioids according to safe prescribing guidelines (secondary prevention); and for those with Opioid Use Disorder (OUD), ensuring access to effective treatment to reduce morbidity/mortality (tertiary prevention) for our members. Methods: We deployed a series of evidence-based and data-driven interventions utilizing clinical guidelines, integrated and coordinated infrastructures, and community-based participatory research frameworks within our service areas of Delaware, Pennsylvania, and West Virginia. We examined medical and pharmacy claims for combined data years 2013-2017 by age, product (commercial, diagnosis with OUD), total Opioid prescription (RX) fill rate (per 1,000 members), opioid use by dose (dosage level by Morphine Milligram Equivalents), opioid use by duration (number days of opioid use), rate per 1,000 members diagnosed with OUD, and geography. Results: Improvements in total Opioid RX fills, opioid use by dose and duration for members diagnosed with OUD. Over these years, a decrease of 19% of total Opioid RX fills; shorter durations and the majority of these members switched to 7 days or less of opioid use; and a reduction by 13 percentage point of the number of members on higher strength 20+ MMEs opioids resulted. Conclusion: These findings may help inform nationwide opioid-focused efforts and set priorities.

Abstract:
Soybean rust, caused by the fungus Phakopsora pachyrhizi, was detected on jicama (Pachyrhizus erosus L. Urban) for the first time in the United States in November 2009. The pathogen was observed on leaves of a single, potted jicama plant grown outdoors in a residential area and on leaves of all plants in a 12-m2 demonstration plot located at the Auburn University Teaching Garden in Auburn, AL. Symptoms on the upper leaf surfaces were isolated chlorotic areas near the leaf edges in the lower part of the canopy. The abaxial surface was first observed to exhibit brown lesions and subsequently produced volcano-shaped uredinia. These symptoms are consistent with a rust previously described on jicama in Mexico (1). Representative symptomatic plant tissue was sent to the USDA National Identification Services (Mycology) Laboratory in Beltsville, MD for diagnostic confirmation at both the Urbana, IL lab and the USDA National Plant Germplasm and Biotechnology Laboratory for DNA testing. From an infected leaf, samples of approximately 5 mm2 were excised from a microscopically observed rust lesion and an apparently noninfected area. Total DNA was purified with the FastDNA Spin Kit (MP Biomedicals, Solon, OH) followed by the E.Z.N.A. MicroElute DNA Clean-Up Kit (Omega Bio-tek, Inc, Doraville, GA) per manufacturer's instructions. Detection of P. pachyrhizi and P. meibomiae DNA was achieved by quantitative PCR using the method of Frederick et al. (2) and a DNA standard of previously prepared P. pachyrhizi spores. The observed rust pustule was found to contain P. pachyrhizi DNA in excess of 28,000 genomes, while no P. pachyrhizi DNA was observed from the asymptomatic sample. Both samples were negative for P. meibomiae. The fungal structures present were confirmed to be Phakopsora spp. DNA was extracted from sori aseptically removed from leaves with a Qiagen (Valencia, CA) DNeasy Plant Mini Kit and amplified with primers Ppa1 and NL4. The resulting partial ITS2 and 28S ribosomal RNA sequences were 100% identical to GenBank entry DQ354537 P. pachyrhizi internal transcribed spacer 2 and 28S ribosomal RNA gene, partial sequence. Sequences from jicama from Alabama were deposited in GenBank. Voucher specimens were deposited in the USDA Agricultural Research Service, National Fungus Collection (BPI). Cocoa is one of the leading national commodities after rubber, palm oil, coffee, and tea. Cocoa has a significant impact on the economy in Central Sulawesi, especially in terms of creating new jobs and sources of income for farmers. The decline in cocoa productivity and quality will affect farmers' income in rural areas. In recent years, several cocoa industry and cocoa trading companies such as Mars Inc., Mondelez International, Cargill, Barry Callebout, and JB Cocoa have begun to focus on developing product certification programs for selling by allocating several CSR (Corporate Social Responsibility) funds to conduct training and technical assistance in cultivation (pruning, fertilizing, frequent harvesting and sanitation) for cocoa. Therefore, several socializing requirements or compliance standards must be met by farmers who are members of the certification program, namely the CoC (Code of Conduct) established by certification bodies such as UTZ. The purpose of this study was to analyze the factors that influence the success of the cocoa certification program in Central Sulawesi. 80 families were chosen as number of samples. A logistic regression model was used to answer the research objectives. The results showed that the land area, farmer's age, level/year of farmer's education had very small influence on the success of the certification program in Central Sulawesi. The linkage of debt with traders considerably influences the success of product certification programs. Cocoa production, income factors, traders' domicile, and merchant service patterns have a significant influence on the success of the certification program

South African Government departments, through the relevant executing authority, are required to develop strategic plans in terms of the Public Service Amendment Act (2008, Act No. 30 of 2007) and Public Finance Management Amendment Act (2003 Act No. 29 of 1999) through Public Service Regulations. Public service departments are also required to table a strategic plan with a five-year planning horizon, Annual Performance Plan including two-year forward projections in line with the Medium Term Strategic Framework (MTSF) and Medium Term Expenditure Framework (MTEF) period, with annual and quarterly performance targets. This study was undertaken to investigate the implementation of the strategic plan in the National Department of Human Settlements and it followed a qualitative research methodology. The study also seeks to determine the alignment of the strategic plan and the medium term strategic plan, evaluate the causes of the disconnect between the strategy and its implementation, identify systems of facilitating the implementation of the strategic plan and explore challenges in the implementation of the strategic plan in the Department. For the researcher to reach a conclusion around the implementation of the strategic plan at the National Department of Human Settlements, information was gathered through a literature review, interviews, questionnaires and document analysis. The findings reveal that there is a disjuncture in the understanding of the link between MTSF and the strategic plan between middle and senior management as there is poor understanding of the link and purpose of aligning these documents. It also reveals that there is a disconnect between the strategic plan and its implementation caused by deviation from the implementation of the strategic plan by branches and non-consideration of outstanding targets when formulating the coming year’s plan. It also reveals that the systems for facilitating the implementation the strategic plan are ineffective due to the fact that there are no documented standard operating procedures that the Department follows when facilitating strategic plan implementation. Having identified the challenges in strategic plan implementation, it is vital for the National Department of Human Settlements to ensure that the systems for facilitating the implementation of the strategic plan are developed and implemented, and also that it develop a strategy for alleviating the challenges in strategic plan implementation.

The main purpose of this study is to deliberate the service quality of continuing education courses of the 2007 Industry Human Capital Investment Plan at National Ping-Tung University of Education. The study also tries to analyze the background information of the continuing education program participants. Because of the limit to research resources and costs, this study only surveys students of continuing education courses by questionnaires at National Ping-Tung University of Education, Taiwan. The study instrument is developed based on the foundation of the PZB service quality model, which was expressed by scholars Parasuraman, Zeithaml, and Berry. The research result shows that most participants of the continuing education courses are female. Therefore, the major group of the program participants is those who work at the service business, are educated college level or higher level, work 40 hours per week, and live at Ping-Tung City neighborhood area. The research result also shows that participants of continuing education courses are generally satisfied with their course’s service quality at National Ping-Tung University of Education. They are most satisfied with the instructor-student interaction quality. The lowest satisfied quality is the service quality of addition value. The research result shows that participants of continuing education courses are mostly unsatisfied with the quality item “the classroom with multiple media equipment” and “the course context related to one’s career.”

Abstract:
This study sets out to address problems caused by the lack of an integrated tourism management framework that would give a strategic direction to the delivery of tourism services in the Kruger National Park (KNP). The lack of tourism management plans and capacity in protected areas can be traced back to the classic management approach that concentrates exclusively on biodiversity conservation while paying superficial attention to other equally important management elements such as tourism, community participation, financial viability and governance matters. As a result of such management deficiencies, protected areas are unable to raise sufficient revenue from their tourism business to adequately meet obligations of their conservation mandate, community expectations and maintenance of the tourism facilities. Financial problems lead to over-dependence on diminishing and inflation-eroded state subsidies, thus compromising the effective management of parks. A management approach that does not balance the elements that constitute the management function of a protected area has the potential to destroy the resource base on which the attractiveness of a protected area as a holiday destination hinges and risks alienating tourists. The practice of 'fortress conservation' with protected areas treated as distinct units from their surrounding communities is being challenged worldwide. Protected area managers are now constantly looking for management paradigms that can harmonize the fundamental functions of conserving biodiversity, delivering tourism services and ensuring financial viability whilst contributing to the socio-economic development and benefits for local people balancing conservation and socio-economic needs. This is the situation in which the KNP finds itself. The study recommends the adoption of an integrated tourism management framework based on adaptive tourism management principles to enable the Park to cope with continuous uncertainties, conflict management, dynamic systems of societal changes, economic changes, changes of ecosystems and bridging the gap between conservation and tourism.

AbstractThe Sultanate of Oman is located on the Arabian Peninsula and is part of Western Asia. Oman has a relatively young population. The economy is based on oil, agriculture, fishing, and overseas trading. Oman spends around 3% of its GDP on health care. Omani nationals have free access to public healthcare. Due to increased incomes and changing lifestyles, the rate of Non-Communicable Diseases (NCD) including cancer is rising. This is slowly saturating the system and increasing health care costs. Cancer is now the third leading cause of mortality. The age-adjusted annual incidence of cancer ranges from 70 to 110 per 100,000 population. Oman has an operational national NCD action plan. This multi-sectoral plan was launched in 2018 and focuses on the government approach in addressing NCDs including cancer, highlighting the prevention and control strategies. There is an integrated cancer care service, cancer registry, and cancer control program; under the auspices of the Directorate general of Non-communicable diseases—Ministry of Health. Oman has envisioned an ambitious long-term health care plan called “Health care Vision 2050”, which includes the development and progression of cancer care services as well. This plan has an emphasis on development, patient empowerment, public awareness, health education, integration and accessibility of services, screening, and early detection, public–private partnership, indulgence for NGOs, research, and capacity building.

Abstract Sustainable resource management within urban gateway communities can be fraught with conflict between local and national governance structures, site managers and users, in particular when funding and human capital are insufficient to address the complex needs of protected areas (PAs). The purpose of this chapter is to thematically review sustainability and PA management plans and practices within the National Mall and Memorial Parks in light of the surrounding gateway community of Washington, District of Columbia (DC). Ten Green Parks Plan goals, developed by the National Park Service (NPS), provide a basis of examination, with grounded theory and qualitative document analysis used to deduce specific challenges and notable enhancements. Data sources include printed information, consultancy, formal interviews, informal conversations and/or presentations by key stakeholders. Since the needs of residents and tourists are inevitably linked, this analysis serves as a model for contextualizing national sustainability guidelines on a local level for urban gateway destinations.

AbstractThis study investigates the political economy of government’s response to the COVID-19 pandemic in Nigeria and its implications for media management and survival. It is a qualitative research that relies on primary and secondary sources for data gathering. The study discovers that the ungainly and discriminatory political economy of the Nigerian government’s response to the COVID-19 pandemic is unfriendly to the media as it is isolated and made the media operating environment unfavorable for growth and sustainability. The study also reveals that the past business model where the media render service before being paid and disseminate news content in hard copy while relying on old news consumers can no longer suffice during the COVID-19 era. Conclusively, the study highlights some coping strategies for media managers which include pulling resources together as through a consortium, merger, and acquisition of outfits with similar editorial focus, raising funds from the stock market, changing the business model of service before pay and digitization of contents. The study recommends that the Nigerian government in conjunction with the international development agencies should launch a media recovery plan (MRP) as was done in Ireland, the United Kingdom, and France to stabilize the industry and reposition it to fulfill its statutory roles in national development.

The responsibility for ensuring cybersecurity lies with all network users, but public administration authorities play a significant role, with one of the basic tasks being activities to ensure public security and order. In the conditions of arrangements for the implementation of public tasks for national security, with particular emphasis on the specification of public tasks in the area of critical infrastructure protection, it is important to determine the catalogue of entities performing public tasks in the field of cyberspace security. It should be noted that these entities may be public entities performing public tasks, private entities performing public tasks based on the privatisation of public task implementation, and private entities performing their own tasks that are of significant public interest, or which were once carried out as public tasks but were subject to privatisation.

AbstractDigital services in healthcare and social services have increased due to national promotion and Covid19 pandemic. However, the regional differences may exist. Successful implementation and sustainability of digital services requires that attention is paid to addressing barriers and supporting facilitators at all levels in health care provision.The purpose of this study was to investigate the effects of employee status, form of organization and organizational size on the views related to current state and the role of digital services, development barriers, development plans and the support needed for development in welfare, social and health service organizations operating in the South Ostrobothnia region. The study was carried out in the era of exceptional circumstances created by the Covid19 pandemic in the summer of 2021. The study was a quantitative cross-sectional study using an electronic survey. Respondents (n = 121) were managers, entrepreneurs and employees of welfare, social and health service organizations operating in the South Ostrobothnia region.The results suggested that in more than four out of five welfare, social and health service organizations operating in the region of South Ostrobothnia, part of the services were already digital in the summer of 2021. These services had been extensively developed during the previous year, which was lived in exceptional circumstances caused by the Covid19 pandemic. Digital services were seen to function especially as enablers of customers in exceptional circumstances. However, managers or entrepreneurs also saw digital services as reaching new customers more important than employees. The acquisition of technology and human resources were felt to be the most significant barriers in the development of digital services, regardless of the employee status, form of organization and organization size. Regarding the use and development of digital services, information was felt to be necessary, especially about the characteristics of digital services, and financial support was also felt to be necessary for the development. However, the support needs were significant in many aspects related to digital service development. In particular, large organizations needed information on the cost-effectiveness of digital services.The results can be used to support welfare, social and health service organizations in digital service development.

AbstractThis publication presents an overview of the major topics and issues to be considered when planning and implementing treatment as it applies to cancer care in Algeria, and access to prevention, screening, palliative, and treatment services. Situational analysis related to cancer shows that Algeria has significant advantages in terms of infrastructure, equipment, human resources, and even financial resources. Given the recent implementation of the national cancer plan, this analysis provides valuable initial insight into the demographic and clinical characteristics of patients with cancer. The data provides a comprehensive picture of the fight against cancer with a focus on oncology. Better efforts should be made in the field of prevention, detection, and treatment for patients regardless of their age, health, or resources.Future investment in the field of cancer should strengthen the impact of the national capacities; the performance should be more than ever on the agenda of the national health authorities to achieve two goals, such as reducing cancer related mortality and reducing cancer incidence.The main objective is to stress the importance of being as close as possible to healthcare professionals and help them treat their patients better through training, not just new products, or technologies, but to think about sustainable strategies that look towards the future lying in precision and individualized healthcare.

Accreditation is considered a standard through which a healthcare facility or service is shown to offer quality and healthcare that meet minimum standards and guidelines offered by different quality boards (at national and international levels). Among the most well-known accreditation agencies in the world are the Joint Commission and the Joint Commission on Accreditation of Healthcare Organizations (JC and JCAHO), the International Society for Quality in Health Care (ISQua), the Accreditation Commission for Health Care, Inc. (ACHC), the Healthcare Quality Association on Accreditation (HQAA) and, specifically for HCT programmes, the FACT and the JACIE.Any patient entering a healthcare facility wants and deserves to know that staff is trained and facilities are clean and well maintained and that procedures follow standards that reduce chances of error, infection or negligence.

Arizona Public Service (APS) is currently installing and operating new power facilities to generate a portion of its electricity from solar resources that will satisfy its obligation under the Arizona Environmental Portfolio Standard. During FY04, APS began construction on a 1-MWe parabolic trough concentrating solar power plant. Site preparation and construction activities continued throughout FY05 and early FY06. Construction was completed and initial startup occurred by the end of December 2005. Full power production and initial performance monitoring and evaluation will occur early in 2006. This project is the first commercial deployment of parabolic trough collector technology developed by Solargenix Energy, Inc. of Raleigh, North Carolina. The plant, located near Red Rock, Arizona, uses an organic Rankine cycle power plant by Ormat, which is much simpler than conventional steam Rankine cycles and allows unattended operation of the facility. APS has teamed with the National Renewable Energy Laboratory and Sandia National Laboratories (collectively called SunLab), along with Nexant, Inc. to support design and startup activities and performance assessment. SunLab has developed TRNSYS models of the plant and will utilize initial performance baseline data to validate the models. Eventually, those models will be used to determine whether a proposed thermocline energy storage system designed by Nexant, Inc. is technically and economically feasible for this plant. SunLab has also assisted APS with development of an O&M database using the Maximo system to track solar plant costs and component failure modes.

Teacher education program differs internationally in accordance with the admission, assessment, teaching practice period, induction program, professional learning, initial teacher learning, continuous professional development, and performance appraisal systems for recognizing accredited teaching. Experts in teacher education recommends that the practicum is the focus and an integral part of initial teacher education program. In most countries, teacher education programs face difficulties in finding the proper role and form of practice. Referring to National Education Strategic Plan (2016-21) of Myanmar, practicum in teacher preparation program is dull and it has limited guidance and supervision. Moreover, very few publications are available in Myanmar that label the perceptions of teacher candidate on their practicum experience. This study explores student-teachers' experience during practicum in their pre-service teacher education program. The doctoral research will focus on the role of practicum in pre-service teacher education in Myanmar. This document describes the results of the pilot study conducted in 2019, July. The researcher employed convergent mixed-method design to collect data for the pilot study. Data collection methods include semi-structured focus group interviews and questionnaires. The final year student-teachers (N=23) who were enrolled in 2014 academic year at the Yangon University of Education are the subject of the study. The questionnaire consists of 27 closed items. Fourteen final-year student-teachers discussed their practicum experiences in two focus group interviews. Student-teachers' responses to the questionnaire are mostly positive. In the focus group interview, they mentioned their critical point of views such as their university program could prepare them to some extent for their practicum. There were some differences in responses to the questionnaire and focus group interviews. From the results of the quantitative and qualitative part, the researcher could learn some potential problem areas that can affect the whole doctoral research.

Abstract:
American Exchanger Services, Inc (AM-EX) performed a 2012 repair of a vertical head-up High Pressure (HP) Feedwater Heater breech lock channel during a shop based re-tube for the American Electric Power (AEP) Wilkes Power Plant, Unit 1. The 48 year old channel is a carbon steel cup-forging that had 1-1/2″ deep circumferential cracks extending radially into the tight knuckle radius at the channel barrel to tubesheet junction. A small area was also found on the backside of the tubesheet which had corroded to a depth of 7/16″. Several methods to repair these types of failures may be employed, such as grinding out the crack and weld repair, grinding or machining out the crack, leaving as is and performing regular inspections and monitoring crack propagation, or leave as is and perform a fitness for service analysis (API 579-1/ASME FFS-1). A repair was chosen that reduced the stresses in the highly stressed corner radius and was validated using modern calculations. The channel barrel was in the re-tube process so immediate access to a vertical lathe was available and this, in part, lead to the crack removal approach. The design alteration was to machine a pocket to completely remove the crack, verify tubesheet stresses are within allowable stress limits by Finite Element Analysis (FEA), and prescribe future Nondestructive Examination (NDE) to monitor potential future cracking. The size of the machined “pocket” was determined by the actual crack length “as measured” and the repair was verified using FEA. The machined pocket was Dye Penetrant Tested (PT) in September of 2013 (after approximately one year of returning to service), and no defects were noted. This is not a new repair method; in fact it was researched by Electric Power Research Institute (EPRI) in 1988 symposium [1], and based on an EPRI 1985 [2] similar repair. In the 1985 repair similar methods of FEA were employed, however using less sophisticated forms of the calculation. Modern computing allows for 3D analysis with more complex geometries, and more conservative meshing. This analysis demonstrates that the earlier papers were correct in their understanding of the problem and the proposed solutions. The current stage of the world development is characterized by the rapid changes in political, economic and social fields caused by scientific and technological progress and globalization with intensified competition in the global market. Entering the top 30 of the most competitive countries was set as one of the main directions of the state policy of Kazakhstan (Strategy “Kazakhstan-2050”, 2012). To increase the competitiveness of the country the government proposed implementation of the new model of the economic growth based on the development of human capital, stimulating of export-oriented production, strengthening the role of the private sector and comprehensive support for entrepreneurship – leading force of the national economy (Strategy “Kazakhstan-2050”, 2012; Kazakhstan Strategic Development Plan until 2025, 2017). Development of the human capital and entrepreneurship activity require the presence of the population that possess relevant knowledge and competencies. Therefore, today, the state pays more attention to economic literacy and the development of entrepreneurial competencies among the population already starting from the school level. In turn, the quality of economic training of students is largely determined by the competence and level of economic preparation of teachers. The implementation of the tasks of school economic education actualizes the need for qualified and competent economics teachers. Therefore, the issues of the preparation of the future economics teachers and the possibilities of the advanced training for the in-service teachers also become relevant. Thus, this study explores the state and main problems of preparing of pre-service and in-service economics teachers in Kazakhstan.

It paints a vivid portrait of the various approaches to pension systems and digitalization strategies in these four European countries. It illuminates the potential of AI and technology to drive progress in the public sector, ultimately improving citizen well-being and government efficiency. The comparison of the four national systems is made in order to understand Romania’s situation in the Eastern European landscape. In Romania, the National Public Pension House is in a complex process of evolution in terms of improving access to electronic services, increasing the quality of information and communication technology so that all institutions have the possibility of multiple interactions both with the citizen and with the business environment and with other central and local public institutions, being in fact optimization and de-bureaucratization measures. Within the National Recovery and Resilience Plan, the Reform of the pension system was foreseen, a major and complex reform, which also includes the milestone – Operational efficiency and advanced electronic services for the national pension system through digitization – with a deadline of completion by the date of December 31, 2024, with several directions of development.

In the work, information technology for providing recommendations in emergency situations was developed, which helps the dispatcher of the State Emergency Service of Ukraine when talking to a person at the scene of an emergency, and also correctly determines recommendations for further actions in an emergency, while the brigade on duty heading to the scene of an emergency. An analysis of models and methods of providing recommendations in emergency situations was carried out. The types and classes of information technologies that solve the task of providing recommendations are defined. The combined application of fuzzy logic and expert systems in the process of providing recommendations in emergency situations is proposed. The design of software tools for providing recommendations based on the methodology of analysis and design of Structured analysis and design technique (SADT) systems has been completed. Software tools have been developed to determine the necessary key parameters by which each characteristic of an emergency situation is determined. In accordance with the tasks, the structural organization of the software product is proposed, the class diagram and the scheme of the algorithm of the program are developed and described. Software for providing recommendations in emergency situations has been developed, which improves the quality of providing recommendations in emergency situations due to the integration of technologies of expert systems and fuzzy logic. Software testing and analysis of information technology for providing recommendations in emergency situations was carried out. The work was carried out in accordance with the direction of scientific research of the Department of Computer Sciences of Vinnytsia National Technical University and the plan of scientific and educational and methodological work of the department.

GT2018-75030, entitled; Energy Innovation: A Focus on Power Generation Data Capture & Analytics in a Competitive Market established a challenging objective for the industry: “To advance the notion that the fusion of total plant data, from three primary sources, with the ability to transform, analyze, and act based on integrating subject matter expertise is essential for effectively managing assets for optimum performance and profitability; executing and delivering on the promise of “Big Data” and advanced analytics.” Throughout 2019 and 2020, a team comprised of members from Strategic Power Systems, Inc. ® (SPS), Turbine Logic (TL), and two National Labs; National Energy Technology Laboratory (NETL) and Oak Ridge National Laboratory (ORNL), collaborated on the paper’s hypothesis. The team worked with the support of funding from DOE’s Fossil Energy Program through its HPC4 Materials Program, which provided access to the High-Performance Computing assets at both laboratories. The team brought unique skills, strengths, and capabilities that would serve as the basis for an effective, open, and challenging collaboration. The engineering and data science disciplines that converged on this project provided the back-bone for the unbiased analysis and model building that took place; relying on a unique and up-to-date source of plant operating and design data essential for performing the engineering scope of work. A key objective was to use the data and the modeling to be predictive; to characterize remaining life, expended life, and to determine the “next failure” for critical systems and components. Proof-of-concepts were tested for longer term, data-driven reliability prediction for fleets of power generating assets, near real-time prediction of power plant faults which could lead to imminent failure, and physics-based model prediction of life consumption of critical parts. Each of these pilot scale projects is summarized with key results presented.

In this paper, the authors analyze the position of juveniles who are victims and witnesses in criminal proceedings in the Republic of Serbia and the compliance of the national legislative framework with international and European standards regarding the rights, support and protection of juveniles as particularly vulnerable victims and witnesses. Emphasizing the importance of defining a strategic framework and the necessity of improving the normative framework, the authors insist that the greatest challenge in this field will be establishing a network of Victim and Witness Support Services at the national level and, in order to achieve this, a precise plan for gradually enhancing the availability of the network is essential, both in terms of geographical coverage and diversity of available services, with a clearly defined development timeline. They also indicate that without dedicated rooms featuring audio and visual transmission devices, it is impossible to prevent secondary victimization of minors during their testimonies in criminal proceedings. Furthermore, continuous specialized training and education for all participants in the process are crucial.

EnviroScience, Inc. (EnviroScience) was contracted by the National Park Service (NPS) to design and implement a study plan to inventory the headwater stream resources within the Cuyahoga Valley National Park (CUVA). The parameters and expectations of the study are described in a Statement of Work (SOW) developed by NPS staff (NPS, 2021) to collect and analyze data to guide decision-making in the development of management plans to protect these resources within CUVA. The headwater stream inventory was comprised of three components to evaluate the resources as follows: 1. habitat and biological assessments to classify the streams in the context of the Ohio EPA Primary Headwater (PHW) stream classification system (Ohio EPA, 2020) and the beneficial aquatic life uses promulgated in Chapter 3745-1 of the Ohio Administrative Code (OAC), where applicable; 2. fluvial geomorphological assessments to determine stream channel types and to evaluate the potential and degree of streambank erosion associated with the assessment sites; and 3. development and testing of a visitor use impact assessment (VUIA) protocol for potential park-wide application to manage and protect stream resources in the context of public access. A total of 125 headwater stream sites were assessed to complete the inventory. The SOW identified eighty-three (83) of the sites designated as Primary sites by NPS. These sites were selected to document the condition of headwater streams with watershed areas of approximately 1.0 mi2. These sites were assessed using desktop methods and field reconnaissance. The final list of sites was modified as appropriate for approval by NPS. Forty-two (42) additional sites were proposed for assessment as Secondary sites following the assessment of Primary sites according to the SOW and study plan. These sites were selected to either provide additional data within Primary site watersheds or to expand coverage of the inventory within the park to target specific tributaries of interest. All inventoried sites were selected to meet the definition of Primary Headwater (PHW) streams as that term is defined in Ohio EPA headwater stream protocols. The identified locations were used to characterize the biological communities within the streams and to identify factors affecting the ecological integrity and water quality of the headwater streams within CUVA.

Beginning in 2013, commercial air tour operators who conduct tours over units of the national park system have been required to report their air tour activity to the Federal Aviation Administration (FAA) and the National Park Service (NPS). The purpose of this report is to provide a high-level quantitative summary of the data provided by air tour operators for flights conducted in 2020. The NPS and FAA use these data to implement requirements of the National Parks Air Tour Management Act of 2000, as amended, including the identification of parks where an air tour management plan or voluntary agreement is required. The National Parks Air Tour Management Act of 2000, as amended, requires that park units with more than 50 annual tours establish an air tour management plan or voluntary agreement. While units with 50 or fewer tours are exempt from the requirement to establish a plan or agreement, NPS may withdraw an exemption if NPS determines that a plan or agreement is necessary to protect park resource and values, or visitor use and enjoyment.

Breeding colonies of wading birds (orders Ciconiiformes, Pelecaniformes) and seabirds (orders Suliformes, Pelecaniformes) serve as important indicators of aquatic ecosystem health, as they respond to changes in food abundance and quality, contaminants, invasive species, and disturbance. The Comprehensive Everglades Restoration Plan, Restoration Coordination & Verification program (CERP-RECOVER) has identified wading-bird colonies as an important ecosystem restoration indicator. The National Park Service South Florida/Caribbean Inventory & Monitoring Network (SFCN) ranked colonial nesting birds eighth out of 44 vital signs of park natural resource conditions for ecological significance and feasibility. However, while large-scale monitoring efforts are occurring in the rest of the Greater Everglades Ecosystem, only minimal historic data collection and no extensive ongoing monitoring of wading bird and seabird nesting have occurred in Biscayne National Park. Consequently, due to their high importance as biological indicators and because they are a gap occurring in regional monitoring efforts, the network has initiated a monitoring program of colonial nesting birds in Biscayne National Park. This protocol provides the rationale, approach, and detailed Standard Operating Procedures for annual colonial bird monitoring within and close to Biscayne National Park and conforms to the Oakley et al. (2003) guidelines for National Park Service long-term monitoring protocols. The specific objectives of this monitoring program are to determine status and long-term trends in: Numbers and locations of active colonies of colonial nesting birds with a special focus on Double-crested Cormorants, Great Egrets, Great White Herons, Great Blue Herons, White Ibises, and Roseate Spoonbills. Annual peak active nest counts of colonial nesting birds in Biscayne National Park with a special focus on the species mentioned above. An annual nesting index (i.e., sum of monthly nest counts) with a special focus on the species mentioned above. Timing of peak nest counts for the focal species.

The National Park Service (NPS) Inventory and Monitoring Division has initiated coastal wetland elevation monitoring at or in the vicinity of Cape Hatteras National Seashore (CAHA), Cape Lookout National Seashore (CALO), Fort Pulaski National Monument (FOPU), Fort Frederica National Monument (FOFR), Cumberland Island National Seashore (CUIS), Timucuan Ecological and Historic Preserve (TIMU), Fort Matanzas National Monument (FOMA), and Canaveral National Seashore (CANA). This protocol implementation plan is based on the Northeast Coastal and Barrier Network protocol, The Surface Elevation Table and Marker Horizon Technique: A Protocol for Monitoring Wetland Elevation Dynamics (Lynch et al. 2015) with the goal of ensuring NPS data are comparable with existing, contemporary, and future data sets collected by NPS monitoring networks and other monitoring programs. The Southeast Coast Network?s (SECN) coastal wetland monitoring effort collects surface elevation and marker horizon data at permanent monitoring stations in park salt marsh and mangrove wetlands to provide data to park resource managers on the status of, and trends in, coastal wetland conditions and abilities to adapt to sea level rise within the park and surrounding areas. In addition to sites located with park managed areas, multiple sites located within the Guana Tolomato Matanzas National Estuarine Research Reserve (GTMNERR) are being monitored in a partnership with their system-wide wetland elevation monitoring program. The sites monitored through the GTMNERR partnership are near Fort Matanzas National Monument and Castillo de San Marcos National Monument (CASA), geographically located between Canaveral National Seashore and Timucuan Ecological and Historic Preserve. Similarly, other partnerships will be perused around other parks to better understand wetland elevation dynamics around those areas. The purpose of this protocol implementation plan is twofold: to provide a monitoring framework for collecting scientifically sound data and to supply information to help evaluate the current status and trends in coastal wetland conditions. Understanding trends in coastal wetland condition and how stressors such as coastal storms and sea level rise affect them is important for managing these important ecosystems. Surface elevation and marker horizon data can be leveraged to determine if current management practices or environmental conditions are sustaining the desired functions and uses of the parks. Data collected under this protocol implementation plan are stored in the NPS Surface Elevation Table (SET) Monitoring Database (NPS I&M 2017). In addition to utilizing customized data handling and reporting procedures, this plan and its accompanying standard operating procedures (SOPs) set guidelines for data to be made available internally to park resource managers and employees along with publication to larger audiences via peer-reviewed reports and briefing statements.

This document presents an analysis of the state of digital connectivity in Trinidad and Tobago and an action plan to close the existing gap between the countries of Latin America and the Caribbean and those of the Organisation for Economic Co-operation and Development. There is also a large gap within the country between urban, densely populated regions and rural, remote, or difficult-to-access regions. Among the impediments to closing the gap are: lack of investment in infrastructure in the most remote areas; limited bandwidth of citizens, institutions and companies that are far from this infrastructure; and lack of competition among internet companies. The government is making efforts in the areas of a universal service fund, spectrum management, and the formulation of the national ICT plan to improve access conditions in the country. Finally, the document estimates the investment gap in the region and in Trinidad and Tobago specifically.

The People’s Republic of China (PRC) has eliminated absolute poverty in 2020. Its recent national 14th Five-Year Plan (2021–2025) highlights improving the quality of human capital as an essential goal. Research has shown that investing in early childhood development generates the highest rates of return and leads to better education, health, social, and economic outcomes. After decades of neglect, the government has been increasing investment in preschool education targeting children in ages 3–6 years since 2010. This paper recommends that a comprehensive and equitable early childhood development service system must be a priority in building essential public service systems.

Oxon Run Parkway (OXRN) is a 51-hectare (126-acre) natural area within Washington, D.C. administered by the National Park Service under National Capital Parks East (NACE). The original plan called for a road, slated to follow Oxon Run stream, but this never came to fruition; despite this, the moniker stuck. The majority of the original Oxon Run Parkway is managed by the District of Columbia. The section of Oxon Run Parkway under NPS jurisdiction contains wetlands and forests, as well as the only McAteean magnolia bogs still remaining in the District. The lower Cretaceous Potomac Group, known as one of the few dinosaur-bearing rock units on the east coast of North America, crops out within Oxon Run. One of the most prevalent fossil-bearing resources are the siderite, or “bog iron” sandstone slabs that sometimes preserve the footprints or trackways of various vertebrates, including dinosaurs. Such trackways have been reported from Potomac Group outcrops throughout the Atlantic Coastal Plain of Maryland and Virginia. In 2019, National Capital Parks-East took possession of such a track, referred to a dinosaur, collected by paleontologist Dr. Peter Kranz. This report was compiled after a paleontological survey of Oxon Run Parkway and is intended as a supplement to the National Capital Parks East Paleontological Resource Inventory (Nelson et al. 2019). This report contains information on the history of Oxon Run Parkway and its geology, as well as discussion of the fossil track.

The National Park Service is working with the Colorado Department of Public Health and Environment and the Environmental Protection Agency Region 8 (referred to as the Memorandum of Understanding agencies) to reduce atmospheric nitrogen deposition at Rocky Mountain National Park (RMNP) due to its detrimental effects on park ecosystems. The data summarized in this report inform these agencies, stakeholders, and the public about the current status and trends of nitrogen deposition in accordance with the RMNP Nitrogen Deposition Reduction Plan (NDRP). Analyses include assessment of progress along the glidepath and trend analyses for RMNP and other regional sites for the following time periods: long-term/period of record (>33 years), since the 2006 inception of the NDRP (currently 16 years), and short-term (the most recent 7 years). Wet N deposition in 2021 at Loch Vale in RMNP was above the glidepath. Long-term trends show that N deposition levels are stable (no trend), with ammonium concentrations increasing at most of sites and nitrate concentrations decreasing at all sites. Shorter-term trends indicate that ammonium concentrations are stable, but nitrate concentrations are decreasing at all sites that met criteria for 2006-2021.
