In recent decades, special effects have become a major new area of research in cinema studies. For the most part, they have been examined as spectacles or practical tools. In contrast, Special Effects and German Silent Film, foregrounds their function as an expressive device and their pivotal role in cinema’s emergence as a full-fledged art. Special effects not only shaped the look of iconic films like Nosferatu (1922) or Metropolis (1927), but they are central to a comprehensive understanding of German silent film culture writ large. This book examines special effects as the embodiment of a “techno-romantic” paradigm that seeks to harness technology – the epitome of modern materialism – as a means for accessing a spiritual realm. Employed to visualize ideas and emotions in a medium-specific way, special effects thus paved the way for film art.

Small and medium-sized enterprises (SMEs) are the backbone of almost all economies, employing the great majority of the workforce, and making the biggest contribution to GDP. To some extent, they are also active as outward foreign investors or are linked to inward foreign investment through supply chains. This chapter analyses the role of international investment law for the internationalization strategies of SMEs. It explores to what extent international investment agreements specifically promote, facilitate, and protect investments involving SMEs, referring to concrete treaty examples. It also examines the risk of potential negative effects of certain IIA provisions on domestic SMEs. On the basis of this analysis, the chapter makes a number of suggestions regarding how international investment law could further improve the situation of SMEs.

Abstract:
We evaluate a major personal income tax reform in Uganda that came into effect in 2012–13. The reform increased the tax-free lower threshold, increased tax rates for higher incomes, and introduced an additional highest tax band. Using the universe of pay-as-you-earn administrative data submitted by employers in the formal sector, we analyse the impact on taxable income of the introduction of the additional top tax band. Our results indicate that the elasticity of taxable income in Uganda is larger than in previous results from developed countries. Overall, the additional revenue generated from the introduction of the additional top tax band by far offset the revenues lost from the decreased revenues from employees with medium to lower taxable incomes, despite the large elasticity of taxable income at the top. We contribute to the very scarce literature on the effects of personal income tax reform on employees’ income in a low-income country in Africa.

In recent years political communication scholars have begun to build a small but important body of quantitative research suggesting that the consumption of entertainment media can affect how citizens learn about, think about, and act in the political world. However, we have limited our ability to understand this relationship by treating entertainment media as a distinct and ghettoized area of study and by an overreliance on theories originating in the study of news and other overtly public affairs media. This chapter argues that what constitutes “politics,” “political engagement,” “political effects,” and “politically relevant media” is not based on inherent qualities of a particular genre, medium, or topic, but is rather are socially constructed. This has always been true, but it is arguably more so in the information environment of the twenty-first century, which for a variety of reasons challenges the presumed distinction between “news” and “entertainment.”

Fade In, Crossroads is a history of the relations between southerners and motion pictures from the silent era to midcentury. In providing a narrative of the South’s contributions to the film medium from the late nineteenth century through the golden age of Hollywood, it considers the many southerners who worked as inventors, executives, filmmakers, screenwriters, performers, and critics during this period. It explores early production centers within the South as well as the effects of the migration of millions of black and white southerners beyond the region to such destinations as Los Angeles, where they made inroads in the growing film industry. It is also the story of how the rise and fall of the American film industry coincided with the rise and fall of the South’s most important modern product and export—Jim Crow segregation. This work looks at important southern historical legacies on film: the Civil War film tradition (which includes the two most successful films of all time, The Birth of a Nation and Gone with the Wind); the notorious tradition of lynching films during an era of prolific lynching in the South; and the remarkable race film industry, whose independent African American filmmakers forged an important cinematic tradition in response to the racial limitations of both the South and Hollywood. It also examines the activities of southern censorship officials, who utilized the medium in the service of Jim Crow, and traces the influence of film on future Civil Rights Movement figures.
