Abstract:
Abstract. The article identifies the features of financial management in international economic activity in terms of limiting economic relations associated with the COVID-19 pandemic. It is clear that the current state of the economy requires the spread of international economic activity at both macro and micro levels, as only provided that the integrated system of economic relations between the national economies of different countries and the benefits of international cooperation, it is possible to avoid economic and social problems associated with the COVID-19 pandemic. It is noted that Ukraine’s active participation in world economic processes requires economy. In turn, the transformation processes in Ukraine require a clear coordination of actions in all areas and parts of the financial system, which is the conceptual basis of a new model of economic and social development of the state. Such a model should combine the constant improvement of the welfare of society and every citizen and the formation of a competitive national economy in Ukraine, which would be organically integrated into global economic processes and take a worthy place in them. It is determined that Ukraine’s international economic activity has a very great potential in the development of economic relations, despite the existing problems, the solution of which is the key to future success in the development of trade in the international market. A SWOT-analysis of Ukraine’s international economic activity was conducted, which revealed trends in the development of foreign economic activity. The financial mechanism of development of the international economic activity (IEC) which is an element of management and the regulator of foreign economic relations is offered. The concept of IEC financial management is proposed, which substantiates the purpose and main tasks, which are specified at the micro and macro levels. It is concluded that many problems of financial management in international economic activity should be addressed primarily at the macro level, i.e. public institutions. Abstract:
Globalization processes and internationalization of business activities have an impact on management issues. Conducting business activity in the supra-national dimension forces the need for a different view of perceiving a number of phenomena. These issues are strongly emphasized by the authors in their article. They emphasize not only the complexity of the process of making managerial decisions, but also the need, even the necessity, of continuous improvement of competences by persons holding managerial functions. The study emphasizes the necessity of analysing the environment, as well as forecasting the development of the situation, especially in the longer term. In the presented description, the authors go beyond the conventional description, adding new issues and threads, emphasizing in particular the growing role of human capital in managing organizations, and - which has not been clearly emphasized - their deliberations focus on the European economic area.

Abstract:
In Romania, the communist planned economy system was in place for 42 years but ended due to a revolution in 1989. An environmental administration was started 1990. In order to assist with environment related activities, one of the authors worked in Bucharest for two years from March 2002 to March 2004 as a JICA (Japan International Cooperation Activity) member. One of the most important problems regarding environmental protection in Romania is waste management. In Japan, the regulations and penalties system of waste management have been used for a long time. However, there are many serious problems with the system, such as a decrease in waste disposal facilities and illegally disposed waste. The authors studied a new plan that uses a certification system in order to promote recycling industries. This system is both efficient and inexpensive so it is possible that this method of waste management could be transmitted to Romania.

Abstract:
In connection with the onset of the fourth industrial revolution, the transformation of the external and internal conditions of the enterprise increases, which forces the enterprise to increase the efficiency of processes, including through their automation. An important role in this problem is played by design activity, which determines the timeliness of the output of products to the market, quality planning and production processes, and this is a significant contribution to the economic efficiency of the enterprise. This article is devoted to the improvement of processes as one of the tools to improve the performance of the organization. On the example of improving the process of Engineering Change Management of a large international company engaged in the production of household appliances, a Process improvement technique was developed and a key performance indicator (KPI) was developed, which allows to assess the effectiveness of the developed methodology. The proposed practical experience can serve as a basis for the implementation of technical improvements in the business processes of the organization and the assessment of these changes.

Abstract:
Purpose The purpose of this paper is to examine factors that inhibit and facilitate the contribution of continuous improvement activities to advance performance in “lean” factories. Design/methodology/approach From the perspective of the routine dynamics theory, this paper considers the possibility of changes in the standard operating procedures (SOPs) made in the course of continuous improvement activities being ignored by employees. This paper builds a hypothesis predicting that firms where employees ignore changes in the SOP cannot achieve the intended improvement effect of these changes. This hypothesis is confirmed with comparative case studies of Toyota and Matsuo. Findings At Toyota there is an incentive to perform operations according to the SOP, while at Matsuo this incentive is not present. This difference means that process improvement activities at Toyota generate changes in manufacturing operations, while at Matsuo, although the SOP has been changed, workers continue to perform operations according to the old SOP and fail to advance performance. This paper argues that the presence/absence of an incentive to perform operations according to the SOP is dependent on whether the responsibility of the performance lies with the SOPs or employees. Additionally, this paper finds that the SOP not only limits employees’ creativities but also supports creative activities for the development of continuous improvement as an organizational activity. Research limitations/implications The generalization of our findings requires statistical support for which an extensive subsequent sampling survey including non-Japanese firms is necessary. Originality/value This study makes a new suggestion regarding the theory of routine dynamics and the fields of operations management: adequate management of consistency between the three aspects (material, ostensive and performative) of organizational routines is important for lean manufacturing.

Abstract:
In today’s conditions of dynamic development, the digital economy actualizes the problems of management of logistic activities of enterprises, among which there are the problems of the effective use of material resources, improvement of management of warehouse economy, production and commodity stocks, transport streams and marketing activity and improvement of quality of logistic service. Comparative analysis of dynamics of the indicators of logistic activity of business entities in Ukraine and the EU countries is performed. Features are investigated and modern trends in the development of logistic activities of Ukrainian enterprises are determined. It is established that there are many risks on organization of logistic activities of enterprises that are conditionally classified into 2 groups: exogenous (political, institutional, market, financial, environmental) and endogenous (associated with the processes of logistics, inventory formation, economic, transport, marketing, informational). International experience of strategic management of logistic activities of enterprises is analyzed and summarized. Strategic lines of improvement of management of logistic activities of enterprises are defined, taking into account best international practices, which include logistics management, inventory management, process management, customer service, managing sales activity, pricing improvement, formation of transport-logistic system, information support of the process of the logistic activities through the use of modern digital technologies and logistic concepts. Implementation of the above-mentioned measures will help to increase the level of competitiveness and sustainable development of business entities as a result of reducing the cost of organizing the logistic activities of enterprises. Minimizing the risks and losses from the acquisition of low-quality material resources, downtime of transport, late delivery of products to consumers and payment for shipped products.

The variability of companies stakeholders’ engagement forms, communication channels, approaches to disclosure of companies’ corporate social responsibility (CSR) and strategies for CSR achievement cause the formation of benchmarks – patterns of responsible behavior of these companies. Determination of companies’ CSR patterns plays is a ground of (plays a role or is a ground of) improving their strategies for responsible activities. These patterns were highlighted on the basis of comprehensive three-component indicator that illustrates the combination of parameters: models of companies’ communication with stakeholders, approaches to the disclosure of information on CSR and strategies for incorporating CSR and Sustainable Development Goals. Positioning of 22 Ukrainian companies for the period 2005–2017 was made. Results of positioning allowed to determine such clusters of the companies in accordance with the pattern of responsible behavior as А – innovators, B – leaders, C – pursuer, D – followers, E – starters, F – outsiders; to develop the measures on the improvement of their CSR activity.

Abstract:
Improving the quality of health care remains problem of the day for world health systems. Recognized quality management tools are used in Ukraine. However, a series of studies indicate the need for their improvement.. The aim of this work was to determine the features of the application of international instruments for regulating the quality of medical care and to substantiate the conceptual directions of their improvement in Ukraine. Materials and methods of research used: systemic approach; comparative analysis; bibliosemantic; conceptual modeling; scientific literature sources, including systematic reviews from the PubMed database; domestic legal documents. Main results: unlike international practices, professional activity of doctors is not licensed in Ukraine. The economic activity of health care institutions and individuals-entrepreneurs engaged in medical practice is subject to licensing. Аccreditation standards have not been revised since 2013. Domestic adaptation of clinical guidelines has been suspended for several years. Certification of quality management systems is administratively related to accreditation. All quality management tools are strictly regulated by the Ministry of Health, without the involvement of local governments, public patient organizations and health professionals. Conceptual directions of improvement of tools of quality regulation are offered: adoption of the law on professional licensing of doctors; creation of an independent accreditation agency; updating the content of accreditation standards, supplementing them with patient safety standards in accordance with international criteria; creation of methodological support for accreditation and certification; training of accreditation inspectors; introduction of tracer methodology in order to verify compliance with accreditation standards; resumption of adaptation of international clinical guidelines at the health sector.

Abstract:
Nowadays, innovation and standardization are very important issues. The aim of this paper was to review the relationship between the components of the Summary Innovation Index (SII) according to the European Innovation Scoreboard and the features that determine the innovation level in 35 countries (taking into account the number of the following certificates: ISO 9001, ISO 14001, ISO 27001, ISO 50001, ISO 22000, ISO 13485) in 2017. The innovation ranking was created for these countries, considering the fact of certification for compliance with the ISO requirements. In this paper, an attempt was made to determine whether countries with very low innovation activity (performance) are at the same time characterized by a very low level of saturation with globally recognized ISO certificates, which confirm the implementation, functioning and improvement of selected types of management systems. The conclusions from the study are as follows: 1) standardization can be seen as an innovation tool; 2) as the number of ISO 9001 certificates increases, the number of ISO 14001 certificates (per the population of 100,000 people) also increases; 3) as the number of ISO 13485 certificates increases, the value of the SII also becomes higher. The features are modelled at 70%; 4) the weakest relationship can be observed between the SII and the ISO 9001 certification; 5) Switzerland obtained the highest mean value set for the innovation index proposed in the study, suggesting that the country can be considered the innovation leader of 2017 from among the countries investigated. The last (35th) place in the ranking was occupied by Ukraine. Abstract:
Purpose The purpose of this paper is to identify and analyze the impact of green supply chain management (GSCM) pressures, implementation level of GSCM practices and improvement in performance of the Indian ceramic enterprises. The paper also aims at benchmarking the Indian ceramic enterprises based on enterprise size and market orientation (export activity). Design/methodology/approach The research is based on the empirical study of Indian ceramic industry. Propositions are developed to study: the impact of GSCM pressures, implementation level of GSCM practices, improvement in GSCM performance, and the effect of GSCM pressures on implementation of practices, and impact of GSCM practices on GSCM performance. Data are collected from Indian ceramic enterprises of different sizes. Exploratory factor analysis is performed to segregate the pressures, practices and performance variables into constructs. Two-step algorithm, with log-likelihood measures of distance and Bayesian information criterion, is used to decide the optimal number of clusters. These clusters are compared and benchmarked according to the enterprise size and export activity. Findings This study finds that the implementation level of GSCM practices is higher in large- and medium-size enterprises as compared to small-size enterprises. Large- and medium-size enterprises have high impact of mimetic and informative pressures and small enterprises have high impact of coercive pressure (CP). Although the CP is high on small enterprises but due to the limited resources, these enterprises cannot afford to implement GSCM practices. The implementation of GSCM practices results into the improvement of environmental and operational performance but decrease in economic performance. Practical implications The findings of this study will suggest the policy maker to encourage the diffusion mechanism through a collaborative partnership with larger enterprises to enhance the implementation level of GSCM practices in small-size enterprises. Originality/value The novelty of the paper are: it analyzes and benchmarks GSCM pressures, practice and performance for Indian ceramic enterprises by considering enterprises size and export activities as control variables, and it finds the effect of GSCM pressures on the implementation level of GSCM practices and improvement in enterprise performance for Indian ceramic enterprises.

The article discusses the issues of the quality management as a significant determinant of improving the enterprises competitiveness. It is noted that despite numerous studies, the concept of quality in relation to products and services is undergoing changes with social development. The authors also formulated a definition of the enterprise competitiveness, taking into account its multidimensional nature, and highlighted its main indicators. The article says that the introduction of a quality management system significantly contributes to the enterprises and their products competitiveness what makes it possible for them to enter international markets, contributes to the strengthening of their export activity. However, the existing quality management systems also need constant improvement and updating in accordance with the changing conditions and the environment requirements. It is concluded that increasing the enterprises competitiveness in modern market conditions by upgrading the quality component will allow strengthening their positions in the domestic market, expand sales markets, enter international markets and create high satisfaction with the quality among consumers of products.

Abstract:
Purpose – Process improvement is a fundamental activity of the business process management (BPM) lifecycle. However, practitioners still lack concrete guidance and adequate objectives for process improvement. Moreover, improvement projects typically tie up considerable amounts of capital and are very risky. Thus, more guidance is needed on how to derive concrete recommendations for process improvement in a goal-oriented manner. The paper aims to discuss these issues. Design/methodology/approach – The authors propose a decision model that determines along which paths the instances of a process should be routed to maximize the value contribution of the process. To do so, the decision model requires a process model and a set of historical process instances as inputs. Findings – The decision model builds on the idea that only the parameters of the process, i.e., the values according to which it is decided on which path an instance traverses the process, can be modified, without altering the structure of the process. The decision model determines the parameter setting that maximizes the value contribution of the process, which is measured in terms of the expected cash flow of the process. When determining the optimal parameter setting, the decision model considers that different instances and paths have different cash flow effects. Practical implications – The authors prototypically implemented the decision model and report on the insights from a demonstration example that is based on the order verification process of an IT distributor. Originality/value – The decision model complements existing approaches to process improvement as it reveals additional improvement potential by focussing on the decision points in a process without altering the structure of the process. The decision model also enables identifying an optimal parameter setting, as a concrete recommendation for process improvement, in line with the principles of value-based BPM.

Abstract:
The reported study aims to analyze the instruments adopted by international environmental non-governmental organizations in the sphere of protection and sustainable use of water resources. The structure of the World Water Council and its principal outcomes are reviewed. The practice of holding the World Water Forum is analyzed due to its rare coverage in Russian legal literature. Primary attention is paid to the outcomes of the Forum in the form of declarations. The activities of the International Water Resources Association are reviewed, particularly the outcomes of the 16th World Water Congress. The above mentioned international experience is extrapolated to the problems of Baikal’s legal protection. The documents adopted by the mentioned forums are proposed to be used as an inspiration and model for the legislative improvements in Baikal’s legal regime. For instance, the Ministerial Declaration “An urgent call for decisive action on water”, adopted at the 8th World Water Forum stresses the public attention on the issues of climate change and encourages the states to take into account this global problem in national water strategies. However, due to various reasons, the climate change issues are completely out of the legal discourse of Baikal protection. The Sustainability Declaration of the Forum has a significant potential for legislative and political improvements. Its 8th recommendation calls for business to value and mainstream water into its strategies, materiality and decision making process and share good practices in water management. Baikal’s business community’s commitment to the goals of sustainable development (in the form of Declaration) would be a useful politico-legal instrument within the lake’s legal regime. The outcomes of the 16th World Water Council in Cancun hosted by International Water Resources Association may also be a premise for the improvement of environmental policy and legislation in Baikal region. Among the most fruitful ideas of the forum is the acknowledgment of the pivotal role of scientific expertise in the environmental policy-making. The management system of Lake Baikal clearly needs an expert council, exercising advisory powers in respect to all the regulatory instruments concerning the ecosystem of the lake.

Abstract:
Abstract In their quest to achieve superior performance and business results, organizations have extensively adopted models such as ISO 9001 Quality Managements Standards. Research supports that Quality Management System brings significant benefits for organizations competitiveness and success and more than 1 million organizations of all activity sectors worldwide have implemented ISO 9001. In a world of increasingly complexity and interconnection, the revised ISO 9001:2015 International Standard aims to ensure that Quality Management Systems are flexible while remaining reliable. The concept of Change Management was introduced in the standard and Improvement can be achieved both in a continual/incremental mode (already present in the ISO 9001:2008 edition) and in a breakthrough change/disruptive mode (new in ISO 9001:2015). ISO 9001:2015 is now closer to Business Excellence Models, such as the EFQM, that highlight the need for agility and flexibility for enduring success. To access if organizations that have already implemented ISO 9001:2015 are indeed managing change and achieving improvement, and if there is a relationship between these two variables, a survey was held with IRCA ISO 9001 Registered Auditors on a worldwide basis. Sample normality was confirmed trough Kolmogorov-Smirnov Test and the hypothesis was tested by using Pearson Correlation coefficient. The findings show that the auditee organizations have positively implemented ISO 9001:2015 requirements on change management and improvement. There is also a strong positive correlation between change management and improvement, suggesting that the organizations that properly manage change by planning, designing, implementing, and controlling change in an effective and efficient way, demonstrate a higher level of performance and results improvement. These conclusions have significant implications for the Quality/Organizational Excellence Management Body of Knowledge, requiring a new way of thinking for 21st-century organizations and reinforced attention to change management processes and the skills needed by the Quality/Organizational Excellence Managers professionals, for their successful use.

Abstract:
Abstract Myelofibrosis (MF), either primary or arising from previous polycythemia vera (PV) or essential thrombocythemia (ET), is the worst among the chronic myeloproliferative neoplasms in terms of survival and quality of life. Patients with MF have to face several clinical issues that, because of the poor effectiveness of medical therapy, surgery or radiotherapy, represent largely unmet clinical needs. Powerful risk stratification systems, applicable either at diagnosis using the International Prognostic Scoring System (IPSS) or during the variable course of illness using the Dynamic International Prognostic Scoring System (DIPSS) and DIPSS Plus, allow recognition of categories of patients with survival times ranging from decades to < 2 years. These scores are especially important for therapeutic decisions that include allogeneic stem cell transplantation (allogeneic SCT), the only curative approach that still carries a nonnegligible risk of morbidity and mortality even with newest reduced intensity conditioning (RIC) regimens. Discovery of JAK2V617F mutation prompted the development of clinical trials using JAK2 inhibitors; these agents overall have resulted in meaningful symptomatic improvement and reduction of splenomegaly that were otherwise not achievable with conventional therapy. Intriguing differences in the efficacy and tolerability of JAK2 inhibitors are being recognized, which could lead to a nonoverlapping spectrum of activity/safety. Other agents that do not directly target JAK2 and have shown symptomatic efficacy in MF are represented by inhibitors of the mammalian target of rapamycin (mTOR) and histone deacetylases (HDACs). Pomalidomide appears to be particularly active against MF-associated anemia. However, because these agents are all poorly effective in reducing the burden of mutated cells, further advancements are needed to move from enhancing our ability to palliate the disease to arriving at an actual cure for MF.

Abstract:
In the context of globalization and internationalization of economic relations, there is an active development of customs services, in which regulation of a certain part of the customs service moves to the international level. The quality of services provided by the customs authorities influences not only the time needed to complete customs formalities, but also the financial risks and costs of all participants involved in foreign economic activity. The increasing foreign trade turnover requires improvement of the movement and processing mechanisms of goods and services across the customs border of the Russian Federation, which necessitates the active implementation of new services and technologies of customs clearance. Customs service is understood not only as a public service performed by public authorities, but also as a specific type of activity aimed at facilitating the implementation of foreign economic operations carried out by commercial organizations of the customs sphere.

Abstract:
A necessary condition for a market economy is the existence of a competitive environment between economic entities, especially when agricultural enterprises enter foreign market. This problem is clear because the foreign economic activity of enterprises provides them with a competitive advantage allowing enterprises to enter a competitive market and occupy their positions in the world market of goods and services. The choice of strategies for a particular enterprise in the field of foreign economic activity is a long-term process that involves the choice of strategies from possible behaviors and coordination of actions of all structural units. Unfortunately, the loss of agricultural enterprises is one of the negative factors preventing them from performing management tasks related to the implementation of the chosen competitive strategy. In this case, the company may not focus on any strategy at all, and will not solve operational problems related to the economic efficiency of economic activity. In general, the essence of strategic management of enterprises engaged in foreign economic activity is to form a concept of benefits and prospects that can bring the international market and its actions. When implementing the company's strategic management in the international market, it is inevitable to avoid assessing short-term, medium-term and long-term risks and prospects. The competitiveness of agricultural enterprises should be based on the following aspects: improving the quality of enterprise management, development and compliance with standards of strategic competitiveness of agriculture and food; formulation of proposals for the formation of various strategies for enterprises; improvement of innovative organizations, introduction of information technology, and the presence of merchants in the commodity market provides information support; improves the organizational and technical level of support for agriculture; develops logistics and marketing systems.

Abstract:
The article considers the role of innovation management in the enterprise on the experience of foreign companies. The essence of innovation management, its tasks and functions are substantiated. Innovation management - is one of the areas of strategic management, carried out at the highest level of the organization. Its purpose is to determine the main directions of production and scientific and technical activities of the enterprise. This is primarily the development and implementation of new technology and products, modernization and improvement of products and technology, further development of production of traditional products and withdrawal from production of obsolete products. Innovation management is characterized by goal setting and strategy selection, as well as four stages of the cycle: planning, setting conditions and organization, implementation, leadership. The allocation of functions in innovation management is due to the diversity of management activities in the chain idea - research - development - design - production - implementation of innovations. Under the functions of management means the type of activity that is necessary for the implementation of the general objectives of innovation management. On the example of foreign companies: Whirlpool, General Electric, DuPon, Visa the results of the introduction of innovation management are shown. The practice of the leading companies of the developed countries of the world shows that their success is connected with the development of a holistic system of innovation management, which is in constant and continuous development in accordance with changes in both the organization and the external environment. These companies create such an innovative structure and management culture in which the directions of innovative development are integrated into general strategic plans related to the constant development of promising new products and the creation of new business areas. Innovation management creates a long-term advantage if it meets one or more of three conditions: innovation is based on a new principle that challenges the orthodoxy of management; system innovation, covering a number of processes and methods; and this is part of the current program of the invention, where progress is combined with the passage of time.

AbstractThe English National Health Service (NHS) is a public sector organisation with a longstanding objective to deliver high quality healthcare that is free at the point of use. In order to achieve this, the NHS has endured an evocative and controversial theme of reform across many decades. Despite such high levels of reform, the recent Operating Efficiency Framework declared that the NHS is about to enter its toughest ever financial climate. This paper will illustrate the complexities and tensions of implementing service improvement in the NHS in a climate of persistent policy reform, reduced budgets and tough regulation. The paper reports findings of three case studies of hospital trusts in the UK in relation to the implementation of Lean improvement methodologies, highlighting key complexities of a hospital context and the corresponding tension with service improvement activity.

PurposeThe main contribution of the research is to propose a quantitative model based on indicators designed by the authors, to measure the effect on the performance of the process caused by an improvement in the integration of information.Design/methodology/approachIt is a descriptive and exploratory investigation, immersed in a case study; the bidding process was selected by senior management due to the high complexity and impact of this process on the organization. The protocol for carrying out the study involved interviews with the owner of the process and all the officials involved, as sources of information, inputs to model in BPMN2.0 at the activity level and a statistical validation of the model was carried out, to sustain an acceptable confidence of the same.FindingsAmong the most outstanding results of the research are that the effects of the improvements or changes in the activities were reflected or evidenced in subsequent activities, not in the immediate ones or in which the improvement is applied. This confirms the theorization of the systemic approach to processes since the effects of the improvements are not close to their application.Research limitations/implicationsFor the proposed model, it was evident that the measurement of the efficiency and quality dimensions of the process activities required verification in transactional databases where nonconformities and nonquality costs related to orders are recorded.Originality/valueIn the reviewed literature, there are no models or reference frameworks that quantitatively measure the effects of the integration of information on the performance of processes.

Recent trends of overall digitalisation challenges to find new approaches and improvement of information formation systems in different spheres. The trends also make impact on the tendency to develop common stereotypes of methods, accounting procedures, reporting forms, etc. which may be called identification. The identification of accounting systems in its essence - is the solution to the problem of harmonization of accounting at the international level. However, it is impossible to achieve complete identification. Everything that is done in this direction at the national level by accounting systems (standardization of reporting, convergence of national rules with international ones, convergence of evaluation and control systems, etc.) indicates a progressive trend in the processes of identification and harmonization of accounting systems. The purpose of the research is to evaluate the trends of forming the accounting and analytical management system in the digital economy. The research methods are comparison, systematisation and summarisation of information. Thus the main components of the accounting organization have been defined, among them: the technique of organizing and conducting accounting; methodological support of accounting and internal control. There is a need for generalization of modern achievements for the construction of the AAMS, the development of the company's development strategy in the light of work peculiarities in the digital economy. Abstract:
The paper scrutinizes the peculiarities of organizing the international economic statistics in the context of globalization. It has been proven to be essential to rethink and reevaluate general problems of organizing the international economic statistics at the methodological level with the purpose of enhancing the reputation of Ukraine in the international arena. Ukraine’s choice of strategic direction towards the integration into the European Union actualizes the scientific discourse related to defining the conceptual foundations of state management of foreign economic activity, ensuring the implementation of customs policy of the state in accordance with the Association Agreement between the European Union and Ukraine. Notwithstanding certain achievements with regard to the implementation of provisions of the Association Agreement between the European Union and Ukraine in recent years, the country still requires a significant improvement of processes related to the activities of government authorities in the sphere of foreign economic activity, their interaction with stakeholders, improved governance over such processes. Indexes of leading ratings affirm the significance of intensifying such processes. The indicators of the «Global Competitiveness Index» and the «Index of Economic Freedom» in EU countries and Ukraine have been analyzed within the scope of the paper. It has been established that the impact of factors which serve to calculate these Indexes displays a considerable dependence on the efficient government regulation over its foreign trade and, correspondingly, state management of foreign economic activity of Ukraine in the context of European integration. The work comprises substantiation for the necessity to improve government regulation in the sphere of macroeconomic indicators which are included into international comparison ratings. According to other ratings such as the «Index of Economic Freedom», the «Corruption Perceptions Index», among all EU member states Ukraine maintains the lowest indexes, which testifies to its current condition as the one which requires the implementation into the activity of government institutions of the best practices and tools originating not only from EU countries but also from the countries with highest rating indexes and most advanced practices of reforming the system of public relations in the sphere of foreign economic activity.

Abstract:
Purpose – The purpose of this paper is to set out a methodological framework to investigate how the integration of an activity-based costing (ABC) logic into the pre-existent accounting system supports healthcare organizations in identifying the inefficiencies related to their diagnostic therapeutic pathways (DTP) and related reengineering interventions. Design/methodology/approach – The BPM-ABC methodological framework has been applied to the case of a specific surgery pathway, at the Orthopaedic Division of a University Hospital in Italy. Findings – The case-study described in the paper points out: first, how the Business Process Management (BPM)-ABC methodology is able to produce significant information about consumed resources and the costs of the activities, useful to highlight opportunities for DTPs improvement; second, the barriers related to a pre-existing accounting system based on cost centres that can hinder the implementation of the BPM-ABC model. Practical implications – The case study points out the role of the ABC as a management tool for supporting decision-making processes. The ABC allows inferring information for two purposes. First, ABC supports a cost containment process as it allows highlighting the most cost-consuming activities and resources. Second, the ABC allows identifying reengineering paths, distinguishing between incremental and radical ones. Originality/value – This study represents a remarkable reference raising the awareness of the pivotal role accounting systems play in the management of the organizational processes.

Improving the quality of education is one of the key factors in improving the competitiveness of the country. The annual revision of educational and scientific programs for training specialists makes it possible to make timely adjustments to curricula and improve the quality of education in order to better meet the requirements of the trained specialists of the market environment. The acquisition of international experience in training specialists helps to form the competencies of future specialists in such a way that they are competitive in the international labor market. Despite the modern processes of globalization of the world economy and the European integration processes of the Russian economy, the system of assessing the quality of education in the formation of professional competencies of economists requires improvement and further development. Improving the quality of education of specialists, in particular economists, in the context of European integration processes and international mobility programs will help to increase the competitiveness of future specialists and improve the university's rating. One of the conditions for the competitiveness of a higher education institution is that it has an internal education quality system that meets the modern requirements of national and international standards. The process of creating such systems in higher education institutions is slow, which can lead to certain losses in the formation of the intellectual potential of the country. Such losses may further affect the level of national security. Economics specialists work in all spheres of the national economy and at all types of enterprises.

Abstract:
In recent decades, space, like land, sea, air and cyberspace, has become a platform for the confronting between powerful states, which has led to a change in the nature of action in the near-Earth space of a number of countries. The consequence of space activities was that the geographical location ceased to be dominant in international relations. Unfortunately, the national space activity has not become an effective tool for achieving the geopolitical goals of Ukraine, ensuring the fulfillment of tasks in the interests of national security and defense. In this regard, it is important to analyze current trends in the development of space activities in the world in the security sector, the results of which should be the basis for the introduction of best international experience in domestic practice. The article analyzes the directions of use of outer space, space products and services by leading countries in the interests of security and defense. The main trends of development of space activity are defined: globalization in connection with the increasing number of space states; expansion of partnership with simultaneous aspirations for autonomy in this sphere; emergence of inspection technologies for orbital means, etc. Space capabilities in the interests of national security and defense are considered, in particular the usage of military and civilian, intelligence and commercial space systems and infrastructure for supporting security strategies, achieving national goals and protecting public interests. Further directions of improvement of national space activity in the field of national security and defense of Ukraine are proposed, namely: improvement of its normative and legal support; clarification of the purpose, definition of the main tasks and priority directions of its improvement; formation of a management system; organization and development of interagency coordination, interaction and joint problem solving.

Design/methodology/approach A conceptual model was developed for the examination of the online presence and its effect on the competitiveness of small- and medium-sized businesses. An innovative, automatically generated WebIX indicator was developed through technical and content analysis of websites of 958 SMEs’ included in the Global Competitiveness Project (GCP) network data set. A series of ANOVA analysis was used for both data sources to determine the relationships between Web quality and competitiveness levels to define the online presence maturity categories. Findings Both the existence and the quality of the websites proved to have positive impact on the SME’s competitiveness. Different online presence maturity categories contribute to different competitiveness pillars; therefore, key factors of online digital transformation were identified. According to the findings, company websites are more related to marketing functions than information technology from the point of competitiveness. Originality/value Competency relationships were identified between online activity and competitiveness. The foundations of automated competitiveness measures were developed. The traditional survey based subjective data collection was combined with objective data collection methodology in a reproducible way.

Abstract:
The importance of financial information for a company is an important element of its integrity, financial autonomy, as well as recognition of its entrepreneurial freedom and sovereignty of economic decisions made. Taking into account the importance of the financial report, the international business community has identified principles for the preparation and presentation of this information, which are mandatory for all participants in the financial activities of the company: relevance, reliability, comprehensibility, materiality, truthful presentation, completeness, transparency. However, due to the increasing role of risk and uncertainty at the present time, business participants are forced to resort to new ways of doing entrepreneurial activity, performing managerial corporate operations, which, on the one hand, should be financially legitimate, and on the other hand, be a management cunning and ingenuity with a positive financial result. That is why interest in derivative financial instruments has increased. There is a contradiction, namely: in the conditions of economic instability, enterprises and participants in economic activity, in order to minimize financial risks, use derivative financial instruments to hedge the assets of the organization, thus acquiring the most risky asset. After all, derivative financial instruments are themselves recognized as the most risky instruments. However, existing accounting practices in the area of derivatives do not meet the growing needs of the business for corporate control and management and financial accounting. Leading a discussion about the accounting of derivatives is not new. Many authors are engaged in developments in accounting for derivatives, such as: Zhitlukhina O.G., Astakhova Yu.A., Tarasova Yu.A., and others. But despite this, and also due to the observed growth in enterprise risk management and the increasing interest in derivatives by company management, this article discusses an important controversial aspect of the recognition of derivatives as financial accounting entities. The work is devoted to improving the definition of derivatives in the aspect of accounting, recognition of their transactions. An analysis of existing developments was also carried out and on the basis of this, the author’s definition was proposed.

Any kind of innovative activity is driven by the urge for utmost success, continuous improvement or mere survival. The same holds true for management innovation, arguably the most advanced innovation type in the world of business. Although previously unjustifiably neglected, a significant number of studies have emerged recently that prove the potency of this type of innovation. Following such a trend, this study explores another distinguishing feature of management innovation - its durability. The study findings confirm the claim that companies that are innovative in management achieve better business performance in the long run. In addition, the study provides further support for the new direction in researching the innovation concept - an interdependent or synchronous approach to the adoption of different types of innovation on the company level.

Abstract:
Introduction. The article deals with the main tendencies of development of recreational and tourist nature use in the context of ownership rights to natural resources. It should be noted that to date, there is no clear distinction between property rights and the definition of the conditions of possession, disposal and use of recreational and tourist resources as well as methodical provision of valuation, assessment of recreational and tourist resources and determining the amount of damage caused as a result of violations of environmental legislation. Aim and tasks. The purpose of the article is to analyze trends in the development of administrative management of recreational and tourist use in the domestic and international plane. The set goal requires the following tasks: to analyze the ownership of natural resources in Ukraine and in the international aspect; to substantiate the necessity of integrated approach to conducting ecologically oriented entrepreneurial activity in the recreational and tourist area with the definition of the main directions of this activity and the control levers. Research results. Today, there is no complete interconnection of recreational and tourist use with three spheres - economic, environmental and social, which imposes certain restrictions on maximizing economic revenues from recreational and tourist flows and preventing damage to the natural environment. There are also no methodological recommendations that would take into account the legal factor - the consistency of the socio-ecological and economic factors of recreation and tourism activities with the right to own natural resources. There is no distinction between types of economic activity using the recreational and tourist resource and ownership of this resource, taking into account the privileges and tax provisions of the entrepreneur. At the same time when calculating tax provisions from the introduction of economic activities, only the profit of the enterprise, which is transferred to the state budget, is taken into account, and only the parking fee and resort tax are levied to the local. The fee for the use of natural resources is also not calculated taking into account the activity of the enterprise. Conclusion. The main gaps in domestic legislation in the field of administrative management of recreational and tourist nature use are determined and directions of its improvement are described. Consequently, the task of administrative management of recreational and tourist nature use is to form an ecologically oriented model of entrepreneurial activity that will be legally sound and economically profitable both for the entrepreneur and for budget replenishment.

Abstract:
The paper discusses the requirements of International Standards on Auditing (ISA) for the identification and assessment of the distortions of financial statements based on the criminological characteristics of fraud. It is found that ISAs, in considering the management's misconduct by the auditor, propose to be guided by the fraud triangle, which is once developed by the American criminologist Donald Ray Cressy. He is known as researcher of white-collar crime from the standpoint of the theory of differential association. This theory is based on the fact that the individual perceives some values positively, and rejects others. As a result, inappropriate behavior is learned by interacting with other actors through communication. It is during communication the certain motives, which are the result of interpretation of the legislation regarding the determination of favorable or negative circumstances, are formed. Being guided by this approach, the representatives of the differential association theory during the study of misconduct focused on the methods, motives, attitudes, explanations of illegal encroachment, that justify the decisions, as well as the issues of rationalization and improvement of illegal activity. They also noted that differential associations may differ in frequency, duration, priority, and intensity. It is established that such fraud assessment is widely used by foreign experts and it received some attention from domestic scientists and practitioners. Instead, its knowledge by auditors is at initial level and doesn't allow to analyze effectively the various fraud risks. In this regard, the need for in-depth study of the fraud's criminological characteristics in the real conditions of economic development of Ukraine is justified. The attention is paid on the significant spread of fraud in Ukraine and the negative impact of such criminal offenses on auditing. The suggestions for improvement of the financial statements audits with taking into account the criminological analysis of misconduct of management staff are made.

Mostly financing was carried out at the expense of own funds of enterprises, and the volume of expenditures on innovation activities at the expense of foreign investors, the state budget and lending is observed at a fairly low level. The declining dynamics in the areas of innovation in domestic enterprises and their low share in the volume of industrial production is a manifestation of forced compulsion to increase imports of new equipment and technologies, manufactured products and reduce export operations for domestic innovative products. According to the obtained results the directions directed on activization of innovative activity of the industrial enterprises are formed. The implementation of the proposed measures will significantly increase the level of innovation activity of industrial enterprises in Ukraine, stabilize the accelerated process of renewal of production, effectively use domestic and foreign investment for innovation. Abstract:
The development of the unmanned aircraft market is hindered by the regulatory deficiencies of this aviation segment. This fully applies to the most important aspect of the activity – flight safety management. In accordance with the Standards and Recommended Practices (SARPs) ICAO and the Air Legislation of the Russian Federation, the availability of flight safety management systems (SMS) is mandatory for operators, developers and aircraft manufacturers, as well as for aircraft engines and propellers. However, this requirement does not fully apply to organizations involved in design, manufacture and operation of unmanned aircraft systems (UAS). At the same time, UAS use in various spheres of economic activities is associated with significant and diverse risks for manned aircraft, as well as vehicles, people and important infrastructure facilities on the ground. The article analyzes the current situation with the regulatory framework with relation to SMS development and implementation in the unmanned aviation segment at the international and state level and the prospects of its improvement. Based on experience, the most major methodological issues while SMS developing and implementing in various entities-aviation services providers are related to the selection, implementation and application of methods for safety risk management techniques, which have significant features for UAS operation.
