L'annessione del Trentino all'Italia avvenne soltanto nel 1918. Questa lunga attesa di oltre cinquant'anni accrebbe in quella popolazione, per tradizione italiana ma politicamente ancora sotto il governo austriaco, un forte sentimento "italiano", che defině un clima politico e culturale molto vivace. Si sviluppň, soprattutto a Riva del Garda, un movimento politico e intellettuale, l'irredentismo, col quale una élite culturale rivendicava l'appartenenza della regione all'Italia. Da un lato si diffondevano le idee di patria, nazione, libertŕ, dall'altro, come reazione al conservatorismo austriaco, si diffondeva un'attenzione al progresso, all'innovazione tecnologica, all'inventiva. Lo spirito libero di Riva, luogo d'incontro tra due aree geografiche, (l'impero austriaco e il regno d'Italia), evitň alla cittŕ di divenire una terra periferica dell'immenso impero asburgico, grazie alla nascente «industria del forestiere» che la elesse capitale del turismo mitteleuropeo. Riva si adattň, cosě, alle esigenze di un turismo sempre piů decisivo per le sorti economiche, senza perň venir meno alla sua anima italiana. Il saggio delinea il significativo rinnovamento, politico, economico e urbanistico che, dagli anni cinquanta dell'800, un vivace mileu locale condusse per la promozione della klimathoterapie locale (cioč di una terapia sanitaria favorita da particolari condizioni climatiche del luogo), segnando il tessuto edilizio con singoli interventi o con operazioni di piů ampio respiro volte.

El cronista real Alonso Núñez de Castro en su Libro Histórico Político, Solo Madrid es Corte (1658), define a la Corte cómo la cabeza que gobierna, dónde reside la razón, y el rey (como cabeza de los reinos), sus consejos, vasallos y hombres importantes cercanos a él. Núñez enfatiza la población de Madrid, enumera los consejos del rey y sus funciones, describe detalladamente la etiqueta observada en la Corte alrededor del cuerpo del rey, incluye la jerarquía de la totalidad de reinos y provincias del monarca, y da cuenta detallada de sus finanzas y contribuciones al erario real. Esta obra produce/establece el espacio (y geografía) imperial del cuerpo político de los Austrias españoles con Madrid como su cabeza cortesana y político-cultural. También se conforma a estructuras y argumentos similares a los que Giovanni Botero, a fines del siglo XVI, definió como característicos de una gran ciudad como cabeza, y los que describen las grandezas de Lima y de la ciudad de México. Una comparación de Madrid con otras ciudades-cortes del cuerpo político de los Austrias españoles, ayuda a entender su bajo perfil en la documentación del Nuevo Mundo, a pesar de su lugar a partir de 1561 como cabeza político-administrativa dentro del imperio.

El período central del siglo XVII fue el último en el que los Austrias de Madrid intentaron mantener su hegemonía en Europa. En este contexto, las rebeliones de Cataluña y Portugal de 1640 desencadenaron la crisis decisiva de la Monarquía Hispánica. El valor de la Corona lusa dentro del imperio español —no siempre tenido en cuenta— obligó a Felipe IV a intentar su recuperación sin descanso. La escasez de recursos, el desánimo general y la deficiente planificación estratégica —la obsesión por repetir el triunfo de Felipe II en 1580—, fueron las causas de aquélla derrota, trascendental para los Austrias y para Europa.

Abstract:
This work presents a hand sorting trial of Austrian plastic packaging, which showed that according to an extrapolation of the 170,000 t separately collected waste collected in Austria, 30 wt% are flexible 2D plastic packaging. Further, the applications for these materials have been catalogued. The composition of these films was evaluated via Fourier-Transformed Infrared Spectroscopy, which showed that 31% of all films were made of polyethene, 39% of polypropylene, 11% of polyethene–polyethene terephthalate composite, and 8% of a polyethene–polypropylene composite, further resulting in the calculation that of all flexible packaging, 20 wt% are multilayer films. These findings were used to calculate the latent potential for raising the current recycling quota of 25.7% to the mandated rate of 55% in 2030. To this end, scenarios depicting different approaches to sorting and recycling small films were evaluated. It was calculated that through improving the sorting of films the recycling rate could be increased to 35.5%. This approach allows for the recycling of monolayer films by avoiding contamination with foreign materials introduced by multilayer films that impede the recyclates’ mechanical properties. The evaluation showed that sorting multilayer films of this fraction could raise the recycling quota further to 38.9%.

Este artículo examina las contribuciones de Hans Kelsen al establecimiento del primer Tribunal Constitucional en Austria, analizando las diferencias centrales entre el modelo kelseniano de tribunal constitucional y el modelo de su maestro alemán, el jurista Georg Jellinek, al tiempo en el que se enfoca en el trasfondo históricopolítico especifico de Austria que ejerció un influjo en la configuración e incluso en el colapso del Tribunal Constitucional. De manera distinta a la mayoría de trabajos dedicados a esta cuestión, este artículo le presta particular atención a la dimensión histórico-política tras los esfuerzos de Kelsen para crear un sistema serio de defensa jurídica de la Constitución Austríaca. En este sentido, el modelo kelseniano de tribunal constitucional se analiza en referencia al problema de proteger a la joven democracia austríaca, que surgió de las cenizas del Imperio Habsburgo, en contra de sus numerosos oponentes. Este problema se ubica en el centro de los trabajos de Kelsen sobre la democracia publicados en la década de 1920.

Las investigaciones sobre la independencia hispanoamericana no toman en cuenta archivos de países europeos considerados fuera de la órbita de la monarquía española. Un ejemplo es el Archivo Estatal de Austria, que cuenta con una rica documentación para el análisis del tema a partir de la correspondencia de los representantes diplomáticos del Imperio de Austria destacados en España y en Brasil. Los reportes enviados a Viena entre 1808 y 1824 desde estos territorios abren una nueva perspectiva en la investigación: mientras los primeros permiten analizar el movimiento independentista desde el interior de la propia corona española, los segundos lo hacen a partir del lugar geográficamente más cercano a los acontecimientos, informando sobre la posición portuguesa respecto a la independencia de las colonias españolas, un aspecto poco tratado hasta el momento por la historiografía.

Abstract:
La tesi è uno studio sul commercio e sul collezionismo di dipinti antichi a Venezia durante la seconda e la terza dominazione austriaca (1815-1848 e 1849-1866). Si è proposta in apertura una prima analisi organica dello sviluppo delle iniziative di tutela del patrimonio artistico mobile della città. Si sono ripercorse, avvalendosi di fonti archivistiche, le difficoltose negoziazioni del Governo veneto con Vienna che portarono all’introduzione del divieto all’esportazione di opere d’arte nel 1818. Di quest’ultimo si sono esplorate le criticità di formulazione e applicazione, in particolare in merito all’incapacità istituzionale di prevenire il sempre più diffuso commercio illecito di dipinti. La possibilità di acquistare a Venezia molti dei quadri entrati in possesso del Demanio, ma anche dipinti da antiche collezioni cittadine in via di disgregazione, oltre a pitture che arrivavano dall’entroterra e dall’estero, ben si conciliava con l’alta domanda da parte di compratori esteri (collezionisti, agenti, direttori di nuovi istituti museali) che, arrivati in laguna, conclusero importanti acquisizioni. Investendo nell’affitto di sedi prestigiose e nell’acquisizione di opere di qualità, emergenti figure di antiquari misero in campo diverse strategie commerciali ed esercitarono una forte influenza sulle vicende critiche, collezionistiche e conservative delle opere da loro raccolte. Si sono ricostruite nel dettaglio le modalità di esportazione e trasporto delle opere d’arte dalla laguna in tutta Europa. Anche per quanto riguarda il collezionismo di dipinti nel periodo asburgico si presentano nella tesi primi appunti per un più ampio programma di ricerca. Le numerose informazioni reperite su singole personalità di importanti antiquari, collezionisti e intermediari finora poco indagate sono confluite in dodici schede di approfondimento che mettono a fuoco le loro biografie e le specifiche vicende collezionistiche e conservative delle opere in loro possesso. Conclude il lavoro un regesto delle richieste di esportazione dal 1829 al 1860.

Abstract:
El trabajo de investigación titulado Fuerzas Armadas europeas del Segundo Imperio Mexicano (1864-1867) trata sobre la participación de efectivos franceses, austriacos y belgas en el sostenimiento del proyecto imperial encabezado por Maximiliano de Habsburgo y su esposa Carlota. Se buscó comprobar en qué medida las acciones militares y políticas de los contingentes influyeron en el desarrollo de la administración imperial y si efectivamente, tuvieron objetivos dispares entre sí obstaculizando la cooperación entre ellos. En el cuerpo de la investigación se estudia la composición de cada contingente, su capacidad militar, sus acciones en México, sus vínculos políticos con figuras del imperio, así como las órdenes que recibieron de parte de sus metrópolis en Europa (París, Viena, Bruselas). En el plano metodológico se abordan las relaciones de poder que existieron durante su estancia en México y la influencia de los nacionalismos en la cooperación que tuvieron entre sí. Se termina concluyendo que los contingentes no desarrollaron una lucha común en contra de sus adversarios republicanos debido al juego de poder y las tensiones de tipo nacionalista que tuvieron, lo cual llevó, entre otras causas, a que el Segundo Imperio no lograra consolidarse.

Abstract:
This paper estimates the effects of imports on employment, wages, and the wage share in Austria for the period of 1990-2005 using panel data of manufacturing industry. Imports are disaggregated according to their origin and as final vs. intermediate imports. There is evidence of significant negative effects of imports on employment, wages and the wage share. Particularly workers in high skilled sectors experience negative effects. Offshoring to both Eastern Europe and the developed countries have a negative impact on employment, whereas offshoring to the East has a positive effect on wages, indicating the dominance of scope effects. Este trabalho analisou, através da trajetória científica de Rudolf Kraus (1868-1932), alguns aspectos das dinâmicas de elaboração, produção e circulação de soros e vacinas nos países em que ele trabalhou, bem como na esfera internacional. Kraus foi diretor do Instituto Bacteriológico de Buenos Aires (1913-1921), do Instituto Butantan em São Paulo (1921-23), do Instituto Soroterápico Federal de Viena (1924-1929), e do Instituto Bacteriológico do Chile (1929-1932). Além de ter dirigido estas instituições de pesquisa e produção biomédica, Kraus possuía um discurso e atividades internacionalistas que permitiram entender que as relações científicas de âmbito transnacional eram regidas mais por contatos informais entre cientistas do que por filiações a organizações internacionais ou orientadas pelos interesses dos governos. Ao longo de sua carreira acadêmica, Kraus fundou quatro revistas especializadas e quatro sociedades, sendo duas de âmbito internacional, além de ter organizado três manuais técnicos de microbiologia. A partir de sua vida profissional foi possível perceber o surgimento de uma cultura do uso de produtos biológicos, a qual derivou não apenas do contexto transnacional de institucionalização da bacteriologia, mas do advento da técnica de padronização da produção do soro antidiftérico. Nas primeiras décadas do século XX, tal cultura se estabeleceu também devido à facilidade de se experimentar os novos produtos elaborados no laboratório em razão da ausência de sistemas regulatórios ou legislação que normatizasse o teste de novos terapêuticos em humanos. Em suma, esta tese contribui tanto para a compreensão da dinâmica de elaboração, fabricação e circulação de soros e vacinas nos países em que Rudolf Kraus trabalhou, quanto para o entendimento das formas de contatos entre cientistas de diferentes nacionalidades.
Through the scientific history of Rudolf Kraus (1868-1932) this work shed light to aspects of invention, production and circulation of sera and vaccines in the countries he worked as well as on the international level. Kraus directed the Bacteriological Institute of Buenos Aires (1913-1921), the Butantan Institute in São Paulo (1921-23), the Federal Serum Therapy Institute of Vienna (1924-1929) and the Bacteriological Institute of Chile (1929-1932). Besides those directorships, his internationalist discourse and activities showed that the transnational scientific relations were framed more by informal contacts between scientists than by international organizations or governments interests. During his academic career, Kraus founded four specialized journals, four scientific societies, two of which of international scope, and organized three microbiology manuals. Following his professional history it was possible to identify the emergence of a therapeutic culture of using biological products, which was establish with the advent of a standard method to the diphtheria serum production in the context of transnational institutionalization of bacteriology. In the beginnings of twentieth century, this culture was also determined by the ease of trying new laboratory products in the absence of legislation or regulatory systems. His performance as a research institute´s director has generated much controversy as the mobilization of the Brazilian scientific community in response to the development of microbiology in Argentina and the indignation of France after the prohibition of BCG vaccination in Chile. In short, this thesis shows some aspects of the dynamics of development, production and circulation of sera and vaccines and contributes to the understanding of the ways of relation between scientists of different nationalities.

George sails in late May 1931—Julien and Joella Levy also on board. George meets a few prominent passengers, like conductor Alexander Smallens. He first stays in a modest Paris hotel, then moves into Jean Guérin’s empty flat through summer, determined to visit Gertrude Stein in Bilignin for sociability and a formal sitting. Meanwhile, he has advertising jobs for the Guérin family’s Parfums d’Orsay and portrait commissions. At Stein’s country abode, George takes a portrait of her strong profile overlooking the hills and valleys in the distance; he also manages an informal shot of himself taking tea with Stein and Toklas. Stein’s profile portrait will eventually have public import. Returned to Paris, George next travels through Austria and Germany with Monie, Glen, and Barbara, attending the Salzburg Festival. Glenway observes changing conditions in Germany for a new book. Barbara gifts George a pet dachshund he christens “Claus von Wiesbaden.”

“[S]he was obsessed with men, sybaritic, impure, lazy to extremes […].” Change and Continuity in Domestic Service. In the 19th century, domestic service became a livelihood almost exclusively of women of the lower social strata. It was, however, characterised by the continuity of unequal power relations. Service legislation stabilised servants’ dependence on their masters and mistresses in the context of the household until the 1920s, a dependence intended to control servants’ behaviour and mobility. Stereotypes of female servants in particular formed the basis of service legislation and supported the dominance of middle- and upper-class as well as agrarian elites. Such gendered perceptions were represented and produced inter alia in popular, political and legal texts. This contribution investigates the entanglement of legislation and discourse from a perspective of gender history and describes their transformation in Vienna and Lower Austria in the course of the long 19th century.

This chapter explores the general structure of the competition provisions and procedure, including the rules on State aid—applicable under the Agreement on the European Economic Area (EEA Agreement). The European Free Trade Association (EFTA) was established in 1960 by Austria, Denmark, Norway, Portugal, Sweden, Switzerland, and the United Kingdom. Its goal was to reduce or remove import duties, quotas, and other obstacles to trade in Western Europe and to uphold liberal, non-discriminatory practices in world trade. EFTA membership served as a platform for EFTA members to negotiate a specific agreement with Member States of the European Community for an extension of the internal market to those countries. The resultant EEA Agreement came into force on 1 January 1994. The EEA Agreement is an international treaty that is considered to be sui generis and which contains a distinct legal order of its own. The Agreement, whilst falling short of a customs union, has created the world's largest integrated economic area. The chapter then describes the substantive competition rules under the EEA Agreement, the procedure to be followed in their application, and the allocation of jurisdiction between the EU Commission and the EFTA Surveillance Authority (ESA) in that application.

In 1911, F. T. Marinetti imagined war as “the only hygiene of the world.” Such social Darwinist visions are contested by modernism’s antimilitarist fictions. Focusing on Jaroslav Hašek’s The Good Soldier Švejk (1921–23), this chapter explores the dynamics of this contestation and its ramifications for understanding modernist epic. The eponymous protagonist of Hašek’s fiction, Švejk, is not a standard hero. Rather, he is imbecilic, alcoholic, lazy, rheumatic, “degenerate,” mongrel-like, and speaks an “impure” colloquial version of the national language. His only positive feature is how, ironically because of his stupidity, Švejk always manages to escape a terrible destiny, delaying his arrival at the Eastern Front. As this chapter describes, the story is a moral of survival of the unfittest, dramatizing how the underdog can succeed in a violent world and how the Czechs emerged from under the Austrian empire. Analyzing this alter-Darwinian nation-building, the chapter places Hašek’s work into relation with the larger genre of modernist epic. It shows that although Hašek was not invested in any modernist movement, and did not read Joyce or Stein, his text was nevertheless shaped in relation to the same underlying historical forces. It reveals, consequently, an encompassing narrative of evolutionary thought that different national modernisms can be coordinated against, which also crosses the cultural divide between high and low.

Abstract The European Union is aiming at reaching greenhouse gas (GHG) emission neutrality in 2050. Austria's current greenhouse gas emissions are 80 million t/year. Renewable Energy (REN) contributes 32 % to Austria's total energy consumption. To decarbonize energy consumption, a substantial increase in energy generation from renewable energy is required. This increase will add to the seasonality of energy supply and amplifies the seasonality in energy demand. In this paper, the seasonality of energy supply and demand in a Net Zero Scenario are analyzed for Austria and requirements for hydrogen storage derived. We looked into the potential usage of hydrogen in Austria and the economics of hydrogen generation and technology and market developments to assess the Levelized Cost of Hydrogen (LCOH). Then, we cover the energy consumption in Austria followed by the REN potential. The results show that incremental potential of up to 140 TWh for hydropower, photovoltaic (PV), and wind exists in Austria. Hydropower generation and PV is higher in summer- than in wintertime while wind energy leads to higher energy generation in wintertime. The largest incremental potential is PV, agrivoltaic is significantly increasing the area amenable for PV compared with PV usage only. Battery Electric Vehicles (BEV) and Fuel Cell Vehicles (FCV) are using energy more efficiently than Internal Combustion Engine (ICE) cars, however, the use of hydrogen for electricity generation is significantly decreasing the efficiency due to electricity — hydrogen — electricity conversion. The increase in REN use and the higher demand for energy in Austria in wintertime require seasonal storage of energy. We developed three scenarios, Externally Dependent Scenario (EDS), Balanced Energy Scenario (BES) or Self-Sustained Scenario (SSS) for Austria. The EDS scenario assumes significant REN import to Austria whereas the SSS scenario relies on REN generation within Austria. The required hydrogen storage would be 10.82 bn ms for EDS, 13.34 bn ms for BES, and 18.69 bn ms for SSS. Gas and oil production in Austria and the presence of aquifers indicates that sufficient storage capacity might be available. Significant technology development is required to be able to implement hydrogen as energy carrier and to balance seasonal energy demand and supply.
