Abstract:
Near universal homeownership has been a cornerstone of neoliberal urban policy. However, policies that concentrate on making mortgage credit available rather than affordable precipitated the financial crisis and ensured that the most vulnerable populations, ethnic minorities and lower income groups, suffered the most from the collapse of the housing market in late 2007. Because of a prevalence of expensive subprime loans, Black and Latino neighborhoods suffered the highest levels of foreclosure filings and REOs in Chicago. A tightening of credit policies after the crisis also disproportionally affected Blacks and Latinos. The dynamics of the foreclosure crisis indicates that credit markets favoring expensive but easy mortgage loans are not a substitute for government intervention to face housing challenges in global cities.

Abstract:
This chapter analyses the role of non-party parliamentarians, including ‘Crossbenchers’ and bishops in the House of Lords, in the Westminster legislative process and parliament’s impact on policy. Westminster is highly unusual in having around 200 members in the Lords who take no party whip, and who have the potential to influence decision-making as ‘pivotal voters’. Many of these members are recognized experts, with considerable persuasive power. This chapter summarizes their organization, the (very limited) existing literature on their contribution, and the roles that they played on the 12 case study bills. In several cases, non-party parliamentarians were vocal, and successful, in securing legislative change. More generally, this group has subtle forms of influence over the whole dynamic of debate in the Lords, and in parliament’s power of ‘anticipated reactions’. Under the coalition government, particularly on the Welfare Reform Bill, such parliamentarians were more assertive, but with limited policy success.

Abstract:
Microfinance institutions (MFIs) are commonly identified as empowering women and making them key actors in generating social change and economic development. Yet little is known about the gender parity among employees within the lending institutions themselves and how this can impact development. While MFIs are increasingly important as employers in the developing world, there is little micro-level evidence about gender differences among MFI employees and MFIs’ relation to economic development. We use a unique panel dataset of employees from Latin America’s largest MFI to show that gender gaps favouring men for promotion exist primarily in the sales division, while there is a significant gender wage gap in the administrative division. Among loan officers in the sales division, the gender gap in promotion and wages reverses. Finally, female employees tend to work with clients with better loan terms and a history of loans with the institution.

Abstract:
The left atrium (LA) in a close interdependence with the left ventricle plays an essential role in the overall cardiovascular performance. The impact of LA remodelling on prognosis and risk stratification has gathered increasing evidence. With advances in imaging technology, the assessment of LA size and function become more accessible and precise. LA volume provides the most accurate estimate of LA size and superior prognostic information. Accounting for complex geometry and motion, three-dimensional echocardiography emerges as the preferred technique for the assessment of dynamic changes in LA volume. The assessment of LA function, providing important pathophysiological information, can add consistency in establishing the clinical role of LA remodelling. It is essential to fully understand the strengths and weaknesses of conventional and new echocardiographic techniques used to evaluate LA function. Atrial strain and strain rate parameters are less load dependent and have higher sensitivity in assessing LA function than conventional parameters. However, the lack of standardization and incomplete data regarding their prognostic value limits their routine use in current clinical practice.
