Abstract:
One of the features of contemporary society is the increasing global mobility of professionals. While the education industry is a key site of the demand for contemporary global professional migration, little attention has been given to the global circulation of education professionals. Over past decades, immigrant teachers have been an important component of skilled and professional immigration into Australia, there is no comprehensive contemporary national study of the experiences of immigrant teachers in Australia. This article aims to fill this gap and to answer questions about their decision to move to Australia, their experience with Australian Education Departments in getting appointed to a school, their experiences as teachers in the classroom and in their new Australian community. It draws on primary data sources - in the form of a survey of 269 immigrant teachers in schools in NSW, SA and WA conducted in 2008-9 - and secondary sources - in the form of the 2006 national census and Longitudinal Survey of Immigrants in Australia – to provide insights into immigrant teachers in Australian schools, adding also to our understanding of Australia’s contemporary immigration experience.

Abstract:
Theories of citizenship and, in particular, its exclusionary features in a period of globalization have particular significance for an avowedly immigrant society such as Australia with a policy commitment to multiculturalism. The nature of Australian national identity and citizenship reemerged on the political agenda in conjunction with the 1988 Bicentennial celebrations of European settlement. Debate continues as moves towards becoming a republic with an Australian head of state replacing the British monarch strengthen. As elsewhere, government is focusing attention on the need for citizenship and civics education. An important constituency in this process are the immigrants, especially those from Asia whose ancestors were the target of nationalistic exclusion critical to the formation of the Commonwealth of Australia. This article examines the views on citizenship and identity of a national sample of recent Asian immigrants to Australia. We argue that for considerable numbers an instrumental conception of citizenship underlies their approach to acquiring Australian citizenship. This ‘instrumental citizenship’ is located within their migratory experience and the political traditions of their homelands as well as within their Australian settlement experiences. For many, legal citizenship has not led to a sense of full incorporation into Australian society as indicted by their continuing perception of themselves as ‘migrants’. Reasons for this are complex and involve an interplay of personal factors as well as attitudes and experiences in Australian society whose significance varies from group to group. Such a disjuncture between legal citizenship and personal identity has implications for both governmental policies and theorization about the nature of citizenship.

Abstract In this paper an attempt is made to identify the origins and distinctive character of Applied Linguistics in Australia, which differ significantly from those in the United States and the United Kingdom, where the field developed in the context of the English language education of international students. The Australian tradition differs in two main respects: (1) the strong influence and representation of the applied linguistics of modern languages, manifest in the work of university teachers of French and other modern languages, and in research on language in immigrant communities; and (2) the distinctive role of the applied linguistics of English, both as a mother tongue in schools, and as a language of immigrants. Using information from a series of interviews with leading figures in the development of Australian applied linguistics, the unique character of Australian Applied Linguistics is revealed.

Background: Immigration to Australia pre 1995 was largely low skilled. Recessions led to competition between low-skilled domestic workers and new immigrants and subsequent cuts in migration intakes. Historical changes in birth rates, increased participation in tertiary education, increasing numbers retiring and the relatively rapid restructuring of the skill level of labour demand combined to produce a skilled labour supply crisis in Australia from the mid-1990s. The permanent and temporary skilled migration policies established by the Australian Government from 1995 played an important role in meeting that labour demand, especially in the boom years of the first decade of the 21st century. Aims: This paper examines the impact of immigration on employment in Australia subsequent to the global financial crisis (GFC) for the five-year period from July 2011 to July 2016. Data and methods: Data for the paper are sourced from the Australian Bureau of Statistics. The paper uses survival methods to decompose the growth in employment in Australia in the five-year period from 2011 to 2016: (1) change in age and sex distribution in the absence of migration; (2) changes in employment participation rates by age and sex; (3) net migration by age and sex. Results: Immigration in response to strong labour demand has continued post GFC. From July 2011 to July 2016, employment in Australia increased by 738,800. Immigrants accounted for 613,400 of the total increase, population growth 98,900 and changes in employment participation only 26,500. Migration has had a very large effect on the age structure of employment with most new immigrant workers (595,300) being under 55 years. Conclusions: Research indicates that immigration provides major benefits to the Australian economy. However, as strong labour demand is likely to sustain migration at relatively high levels in coming years, it is incumbent upon governments to plan for the effects of rapid population growth on infrastructure and resources.

6111 Background: Immigration is increasing world-wide. Cancer survivorship is now recognised as a period of difficult adjustment for all patients, and possibly more so for immigrants. We explored disparities in quality of life outcomes for immigrant (IM) versus Anglo-Australian (AA) cancer survivors. Methods: In a cross-sectional design, cancer survivors were recruited through the New South Wales, Queensland and Victorian Cancer Registries in Australia. IM participants, their parents and grandparents were born in a country where Chinese, Greek, or Arabic is spoken and spoke one of those languages. AAs were born in Australia and spoke English. All were diagnosed with cancer 1-3 years previously. Questionnaires (completed in preferred language) included the Hospital Anxiety and Depression Scale (anxiety/ depression), FACT-G (quality of life) and Supportive Care Needs Survey (unmet needs). Outcomes were compared between AA and IM groups in adjusted regression models that included age, gender, socio-economic status, education, marital status, religion, time since diagnosis and cancer type (prostate, colorectal, breast and other). Results: There were 599 participants (response rate 41%). Consent was unrelated to demographic and disease variables. AA and IM groups were similar except that immigrants had higher proportions in the low and highly educated groups (p < 0.0001), and higher socioeconomic status (p = 0.0003). In adjusted analyses (see table), IMs had clinically significant higher depression (possible range 0-21), greater unmet information and physical needs, and lower quality of life than AAs. The possible range for the latter three is 0-100. Conclusions: Immigrants experience poorer outcomes in cancer survivorship, even after adjusting for socio-economic, demographic and disease differences. Interventions are required to improve their adjustment after cancer. Results highlight areas of unmet need that might be better addressed by the health system (particularly with regard to provision of information and support. [Table: see text]

This article examines the role of a number of factors, including migration category, birthplace, period of arrival, age, gender, educational background and employment status, in explaining immigrants’ dependence on government pensions and benefits. Significant differences in welfare dependency were observed by birthplace and migration category even after controlling for age, education and employment status. Immigrants from Vietnam, Lebanon and Turkey were more likely than others to be dependent on welfare. Refugees were also more likely than other immigrants to be dependent on welfare; however the effect of refugee status on welfare dependency diminished with duration of residence in Australia.

Abstract:
This research was conducted in response to one of the most pressing and challenging questions on the agenda of many government offices around the world - “What can be done to better integrate and assimilate immigrants into host communities?” The qualitative study employed ethnographic methods of gathering data, where 170 Russian-speaking immigrants were observed by the insider in their natural settings, for eight months, and at different locations in Brisbane region of Australia; informal, unstructured interviews were conducted with 27 individuals. During observations, it was noticed that many immigrants had experienced one or another sort of difficulties that prevent them from smooth integration into the host society. The further analysis of data derived from immigrants narratives revealed emerging themes, which allowed identifying five factors that, perceived by immigrants as obstacles to integration: (1) employment, (2) education, (3) healthcare, (4) government assistance, and (5) discrimination. Following the logic of inductive reasoning and assumptions of grounded theory, that is seen as a research method in which the theory is developed from the data, the researcher uses research findings to build behavioral Model of Assimilation/ Integration of immigrants. Developed model not only accurately explains why immigrants resist integration but also offers the pathway to further quantification for the measurement of assimilation.

Exploring constructions of mental health in the perinatal period among Indian immigrants can be challenging. This article describes the use of visual methods, photo elicitation, free listing and pile sorting, as an adjunct to face-to-face interviews to understand the constructions of perinatal mental health among Indian immigrants in Australia. The benefits and challenges of using these methods and modifications made during the research are explained. The modifications resulted in a broader understanding of terminology used by the Indian community. Incorporating visual methods as an adjunct to interviews when discussing perinatal mental health with Indian immigrants is effective and using multiple methods enhances the richness of data.

Racism in various forms exists worldwide. In Australia, racism is inextricably linked to the history of Australian immigrants and early setters. Although the Australian education system has adopted inclusive education, evidence shows several incidents of racial exclusion. With the public education system experiencing an increased cultural diversity in student population, schools are required to develop inclusive education policies. While policies related to disability inclusion have been in practice for many years, only recently has there been an increasing awareness of racial inclusion. This research paper explores the importance of racial inclusion in education by examining the causes and effects of racial exclusion in the Australian education context. This paper considers existing practices at the national level and in schools to explore racial discrimination. It identifies the factors contributing towards racism and proposes a framework employing key strategies at the macro, meso and micro levels to achieve racial inclusion in education. It also suggests opportunities based on research to strengthen the response against racism.

Analysis of data from the 1981 Australian Census indicates that there are considerable differences between the occupational distributions of the native and foreign born. Immigrants from non-English speaking countries are at a far greater disadvantage than their counterparts from English-speaking countries. Estimates of probability models of occupational attainment suggest that the inferior labor market position of immigrants from non-English speaking countries results from the relatively poor minor occupational gains they derive from additional years of education.

This paper explores ‘period of residence’ as a factor in the maintenance of an immigrant language, based on the example of Hungarian in Australia. Hungarian speakers arrived in Australia from several different source countries including Hungary, Romania (Transylvania), and areas of the formers Yugoslavia (Vojvodina) and Czechoslovakia (Slovakia). The distinct waves of Hungarian speaking migrants to Australia - 1938-40; 1947-54; 1956-57; 1960s, 70s and 80s; and 1990s - reflect the close connection between sociopolitical events and immigrant source countries for speakers of Hungarian. The data for the study comprises interviews with 22 families, encompassing all vintages and source countries noted above, supplemented by two focus groups. The study demonstrates that ‘period of residence’interacts with a number of other factors, notably country of origin, reasons for migration, and the prevailing attitudes and policies towards the reception and integration of immigrants in the host country at the time. It highlights the contradictory and ambivalent effects on language maintenance of situations of multiple identity and individual responses to conflict situations.

Abstract Objectives Cardiovascular disease (CVD) risk is disproportionally greater in Chinese immigrants in Australia compared with in China. Dietary acculturation is implicated as a CVD risk factor. This study aimed to explored Chinese immigrants’ perspectives on how and why their diets change post migration. Methods An exploratory qualitative interview study was undertaken with adult Chinese migrants who had been living in Australia for less than 10 years. Semi-structured interview questions were designed to draw out participants’ experience, emotions and thoughts of dietary change. Interviews were conducted via Zoom in participants’ preferred language (Mandarin or English). Interviews were transcribed verbatim and translated into English for analysis. A constructivist approach was adopted to thematically analyse the interviews. Results A total of 11 participants were interviewed (n = 3 males and n = 8 females) and ranged in age from 22–68 years old with length of residence in Australia ranging from 1–8 years. Key themes pertaining to how and why dietary changes that occur post migration are: that breakfast is the first meal to change from Chinese to Western style, convenience is one of the primary drivers of change in dietary habits, dinner is most frequently maintained in Chinese style, cultural identity is an important influence on dietary habits, and awareness of dietary change among Chinese immigrants is low as evidenced through statements such as “not much has changed” when asked about differences in their diet, but further probing identified that their post migration diets were quite different from their diets in China. Participants also reported a lack of general healthy eating knowledge and lack of nutrition education from China. Conclusions Though diets of Chinese immigrants to Australia change post migration, particularly in relation to breakfast, due to convenience, awareness of this change is low. Low awareness of dietary change along with lack of knowledge relating to healthy eating, could be a mechanism for adoption of unhealthy dietary patterns that may contribute to increased chronic disease risk for Chinese immigrants over time. The article considers the role of Ukrainian literature in the preservation of native culture in Australia of immigrants from Ukraine in the first wave of settlement and the decline of interest in literature in the country of emigrants in the next waves of arrival. The increased attention of the first Ukrainian immigrants to fiction as a unique factor in preserving the mentality in the multicultural society, the formation of public identity, the development of worldview and cognitive, socio-humanitarian, sociopolitical beliefs of the community, each individual. Stages, forms, methods, approaches in the organization of mass literary education of Ukrainian settlers, the activity of literary, non-literary (cultural, sports, professional), commercial and noncommercial structures of the community in the organization of literary process is revealed: selection for reading of classical literature, financial support of writers, participation in printing literary texts, distributing, filling libraries with literature, etc. The contribution of book lovers' circles to the unity of the community, improvement of communication, personal relations, raising interest in reading Ukrainian literature, comprehension of the content of what is read is proved. The role of writers, writers' associations, organizations, literary studios, scientists, public activists in the development of cultural, artistic, literary, educational processes has been studied. The special role of Ukrainian studies centers of universities in Australia in the development of scientific foundations of education, literary studies simultaneously with the solution of economic and economic development, integration into the civil society of the state of Australia. The isolation of the factors of Ukrainian studies from the basis of Ukrainian studies is substantiated. Attention is paid to modern literary studies of the young gener ation of Ukrainian scientists born in Australia (field theory, network, art aesthetics, etc.) through the prism of postmodernist ideas of Western European culture. It is noted about the integration of the Ukrainian literary network into the Australian socio-cultural space. The connections and cooperation of Ukrainian studies centers in Australia with literary institutions of Ukraine, international scientific literary studies, Ukrainian studies centers are highlighted. The emergence of conflicts, conflicts of interest, desires, understanding of opposing views that appear in the process of communication between Ukrainian immigrants of the first wave of settlement and the representatives of the next stages, the preconditions of which are based on objective and subjective conditions. It is noted that the joint solution of inconsistencies based on cooperation and the development of constructive decisions is far from a positive clarification. Challenges, inconsistencies of the emigrant community of the first and subsequent waves of settlement, difficulties of preservation of identity, language, traditions, culture in the multicultural environment are found out.

The economic performance of immigrants has been studied primarily in terms of entry earnings and how these earnings evolve over time in the host country. The empirical analysis typically revolves around variants of an earnings function, which relates worker earnings to human capital and other individual characteristics. In this literature, the effects of occupational attainment on earnings are typically not modelled mainly because occupation is perceived as just another way of looking at earnings. However, as noted by Chiswick and Miller (2008), amongst others, occupation is the channel through which an individuals human capital translates into earnings. That is, education has both a direct impact on earnings and an indirect one operating through occupational status. Empirical findings for the US and Australia provide support for this view. Our objective in this paper is to extend this analysis to Canada, to assess how the earnings gains from human capital depend upon occupational status for both native-born and immigrant workers, and upon the length of residence of the latter in Canada. This will also shed light on the relative importance of the intra-occupational vis-a-vis inter-occupational mobility of immigrants in realizing earnings gains from education, in the short and longer term. The paper assesses these issues by looking at data drawn from the 2001 Canadian census.

The supply of rental housing is by and large provided by landlord households. Little is understood about the factors, beyond financial portfolio considerations, that affect the inclination of people or households to become landlords. Studies of the American rental market have pointed to differences across income, wealth, ethnicity, and education in the willingness to rent out residential property to others. Here, we examine the question for Israel. We find that income and wealth are positively associated with the inclination to be a landlord. Education has an effect in Israel in contrast to the US (and Australia). Human capital in Israel appears to complement with rental property capital, unlike the case for the US and Australia, where they appear to be substitutes. In most cases, rental property in Israel and housing capital in the landlord's primary residence appear to be complementary. Ethnic minorities and new immigrants are under-represented among landlords. For households who own rental property, the income from such rentals is empirically analyzed.

All were diagnosed with cancer < 1 year previously. Questionnaires (completed in preferred language) included the Hospital Anxiety and Depression Scale (anxiety/depression), FACT-G (quality of life) and the Supportive Care Needs Survey (unmet needs). Adjusted regression models comparing AA and IM groups included age, gender, socio-economic status, education, marital status, religion, time since diagnosis, and cancer type (colorectal, breast, lung, other). Results: There were 910 participants (response rate 57%). IM were similar to AA, except that IM were more likely to be married (76 vs 67 %, p = 0.01) and in the low and the highly educated groups (p < 0.0001). In adjusted analyses, IMs had clinically significant higher anxiety, greater unmet information and physical needs and lower quality of life than AAs (see table). The possible ranges are 0-21 for anxiety and depression, and 0-100 otherwise. Conclusions: In this hospital-based study with a high rate of advanced disease, immigrants with cancer experienced poorer quality of life outcomes, even after adjusting for socio-economic, demographic, and disease variables. Interventions are required to improve their experience of cancer care. Results highlight areas of unmet need that might be better addressed by the health system (particularly with regards to provision of information and meeting support and physical needs). Abstract:
In the 1970s, Clyne conducted linguistic research on German-English and Dutch-English bilinguals in Australia. In the course of the study, he found evidence for second language attrition and first language reversion among his elderly informants (Clyne, 1981). In 1987, some 40 of the 200 Dutch informants tested in 1971 were retested in order to get longitudinal data on language maintenance and loss. The data show surprisingly little loss of proficiency in both Dutch and English over the years. This calls for a revision of the language reversion hypothesis as stated by Clyne in 1981. In the present article the hypothesis is modified to the extent that there seems to be some kind of “critical threshold” (Neisser, 1984) that has to be reached in order to retain the second language. First language reversion seems to be a common phenomenon among those immigrants who did not reach this threshold, but not among immigrants who did.

IntroductionFor immigrants diagnosed with cancer, the stress of a cancer diagnosis and treatment can be amplified by unfamiliarity with the health system, lack of culturally and linguistically appropriate information, and inability to communicate efficiently and accurately with the treating team. Lower levels of health literacy may be one factor underlying poorer outcomes among immigrant patients with cancer, but there have been few studies exploring this issue to date. This study aims to investigate the levels and correlates of health literacy in two immigrant populations affected by cancer and their English-speaking counterparts.Methods and analysisLevels and correlates of health and eHealth literacy will be evaluated using a cross-sectional self-report questionnaire. Eligible, English, Arabic and Vietnamese patients with cancer and survivors (n=50 of each language group) will be invited to complete a questionnaire in their preferred language containing the Health Literacy Questionnaire, the eHealth Literacy Scale and study-specific questions assessing potential correlates of poor health literacy, including gender, age, education level, acculturation into Australian society and number of chronic illnesses.Multivariable logistic regression will be used to identify potential approaches to support effective communication with healthcare providers and preferred methods for assessing patient-reported outcomes (PROs) to support culturally appropriate cancer care.The outcomes of this study will be used to better meet the needs of immigrant populations, including the tailoring of interventions appropriate to different health literacy levels. Outcomes will also inform strategies for PRO assessment to inform unmet needs and to address Australian healthcare system challenges to meet the needs of immigrant populations.Ethics and disseminationThe study was reviewed and approved by the Human Research Ethics Committee of South Western Sydney Local Health District (approval number: HREC/16/LPOOL/650). Drawing on narrative theories of personality this study proposed a model of narrative integration to explain how traumatic experiences are incorporated within the self-construct. A qualitative design was employed, using semi-structured interviews and thematic analysis of interview data. The sample included former asylum-seekers now living in Australia after spending two years or more in mandatory detention centers. Ten males aged between 19 and 51 recalled their experiences of mandatory detention within the context of their lives. Findings supported the use of the proposed model of narrative integration for understanding trauma associated with mandatory detention. Thematic analysis revealed disturbances to people’s narratives as a result of detention, with attempts to adapt to narrative disturbance adhering to constructs outlined in the model. Three groups representing different levels of narrative integration were identified using the model, including: robust integration, limited integration, and fragmentation. This study extended the narrative approach by offering a conceptual framework for assessing narrative integration following a traumatic event. Findings suggest scope for further research applying the model of narrative integration to other trauma populations, and exploring the utility of the model in a therapeutic context.

The purpose of the article is to analyze the social and professional adaptation of new Australians from Ukraine in the late 1940 – first half of the 1950s. Research methods: analysis and synthesis, induction and deduction, methods of bibliographic and archival heuristics, problem-chronological, comparative-historical. Main results. The social adaptation of new Australians from Ukraine in the late 1940 – first half of the 1950s was not easy. They faced the following problems: tropical continental dry climate; dispersal of immigrants throughout Australia; the absence of the old Ukrainian emigrants, and accordingly – organized Ukrainian life; they had to rely only on their own forces; for the older generation, the language barrier was especially tangible; national cuisine of Australians, in which an important place was occupied by lamb dishes. At the same time, adequate wages and low prices for essential goods allowed migrants to improve their financial situation and even build their own housing after poor years in Europe. Professional adaptation was not easy either. It seemed especially difficult for people with higher education. They had to work mainly in construction and in the service sector. After the end of the two-year contract, not everyone was able to find a job in their specialty. It is not surprising that some of the new Australians, primarily those with higher education, after some time moved from Australia to the United States and Canada. Australian government policies aimed at quick assimilation of new Australians from Ukraine failed. Practical significance. It is recommended for use in training courses and generalizing works on the history of Ukraine. Originality. Features of social and professional adaptation of new Australians from Ukraine in the post-war years are characterized. Scientific novelty. The social and professional adaptation of new Australians from Ukraine in the late of 1940 – the first half of the 1950s is characterized for the first time. Type of article: descriptive.

Purpose – The purpose of this paper is to understand, more deeply, what the field of citizenship education stands for, in both theory and practice, historically and currently, and especially, in relation to the new Australian Curriculum: Civics and Citizenship. The authors have drawn on the backgrounds in social studies/social education, multicultural education, democracy education and Indigenous studies, in order to more deeply and profoundly understand “civics and citizenship education” and what it represents today in Australia. Design/methodology/approach – Methodologically, the authors see epistemological spaces as discursive productions from post-structural/post-modern and critical perspectives. These positions draw upon the notion of discourse as an absent power that can validate/legitimize vs negate/de-legitimize. The authors employ a meta-level analysis that historicizes the spaces made possible/impossible for those in deviant subject positions through a critique of the current literature juxtaposed with a presentation and analysis of “citizenship snapshots” of the authors. In this way, the authors attempt to move beyond conceptions of deviant citizenship based on curricular content and instructional method, and explore the realms of epistemology through the study of exclusion/inclusion. Findings – Reflecting the highly personal and individualized nature of the type of research required to be conducted in this aspect of national and personal identity, each of the authors draws here on personal experiences with aspects of citizenship that are not noticeably present in the current national curriculum. Specifically, the three “citizenship snapshots” at the heart of this paper’s discussion and analysis – snapshots constructed by academics who both understand and resist the racialised/classed privilege bestowed upon them by nation states – are: “The boomerang citizen”, “privileged and non-privileged citizen immigrants”, and “Indigenous citizenship, sovereignty & colonialism”. Originality/value – Drawing both on the current international scholarship on citizenship, power and social changes and the critical/post-structuralist qualitative methodology set forth by the authors, this work describes and problematizes the evolving “citizenship identities” in an attempt to critically assess the new civics and citizenship component of the Australian curriculum; understand the ongoing development of national, regional and global “trans/international” citizenship youth identities; and make connections between citizenship education, identity development and the global youth “occupy”/liberation movements.

e18167 Background: In Australia over 50% of hepatocellular cancers (HCC) are diagnosed in immigrants born in viral hepatitis endemic areas. Therefore, increasing community awareness of viral hepatitis as a preventable and treatable cause of liver cancer is critical in designing community-based cancer prevention programs. Although 7% of Australians living with chronic hepatitis B (CHB) were born in Africa or the Middle East, limited information exists about these communities’ knowledge and beliefs around hepatitis and cancer. To assist the design of effective strategies for screening and treatment, we conducted a community consultation process among Arabic and Assyrian-speaking communities in Sydney, Australia. Methods: The consultation involved semi-structured interviews with key opinion leaders in the Arabic and Assyrian communities and focus group discussions (FGD) conducted in Arabic, Assyrian and English with community members. Interviews and discussion were digitally recorded, translated and transcribed. Framework analysis was employed for data analysis. Results: Twelve face to face semi-structured interviews were conducted with Arabic and Assyrian community leaders. Sixty-six participants, aged from 22 to 71 years took part in seven FGDs. Findings were highly confluent and highlighted a limited knowledge and understanding of hepatitis and of links to liver cancer. Hepatitis and cancer are stigmatising diseases and kept within the family. To mitigate the distress brought about by cancer, euphemisms and protective language are used and a cancer diagnosis is not disclosed to family members. Communities’ ability to engage with the health system is limited. Fear and past medical interactions influence decision about accessing care and education levels, health literacy and English proficiency are significant barriers to navigating the health system. The internet, doctors, television and radio are the communities’ main sources of health information. Conclusions: Reluctance to talk openly about hepatitis and cancer and widespread ‘cancer fatalism’ need to be considered in clinical interactions. Health information messages need to be tailored to patients’ cultural beliefs, couched in accessible terms and delivered through a range of communication channels.

A key feature of contemporary changes in globalisation is the increasing transnational flows of people. Evidence of the way in which these changes are impacting on education in Australia today is found in the presence of its immigrant teachers. Teacher shortages in Australia have led to increasing numbers of immigrant teachers from non-European or non-English-speaking background countries. This article reviews the recent experiences of Australia, New Zealand and Canada in recruiting these teachers. The findings of a study into the presence of immigrant teachers in selected Australian schools are then presented. It was found that as these immigrant teachers negotiate the ‘authoritative discourses’ in their professional lives, they contribute to the reworking of the identity and work of teachers. The article concludes by sketching a research and policy agenda that arises in response to, and as an expression of the presence of this new generation of global/local teachers.

This study reports the results of focus groups with school nurses and teachers from elementary, middle, and high schools to explore their perceptions of child and adolescent oral health. Participants included 14 school nurses and 15 teachers (83% female; 31% Hispanic; 21% White; 21% Asian; 14% African American; and 13% Others). Respondents were recruited from Los Angeles County schools and scheduled by school level for six one-hour focus groups using Zoom. Audio recordings were transcribed, reviewed, and saved with anonymization of speaker identities. NVivo software (QSR International, Melbourne, Australia) was used to facilitate content analysis and identify key themes. The nurses’ rate of “Oral Health Education” comments statistically exceeded that of teachers, while teachers had higher rates for “Parental Involvement” and “Mutual Perception” comments. “Need for Care” was perceived to be more prevalent in immigrants to the United States based on student behaviors and complaints. “Access to Care” was seen as primarily the nurses’ responsibilities. Strong relationships between community clinics and schools were viewed by some as integral to students achieving good oral health. The results suggest dimensions and questions important to item development for oral health surveys of children and parents to address screening, management, program assessment, and policy planning.

Until the 1970s, infectious disease training in most medical schools was limited to those diseases common in the area of instruction. Those wishing to explore a more globalised curriculum were encouraged to undertake specialist postgraduate training at schools or institutes of tropical medicine. However, the increase in global trade and travel from the 1970s onward led to dramatic changes in the likelihood of returning travellers and new immigrants presenting with tropical infections in temperate regions. Furthermore, population growth and the changing relationships between animals, the environment, and man in agriculture accentuated the importance of a wider understanding of emerging infectious diseases, zoonotic diseases and parasitic infections. These epidemiological facts were not adequately reflected in the medical literature or medical curriculum at the time. The orientation on tropical infections needed specialised attention, including instruction on diagnosis and treatment of such infections. We describe key global health events and how the changing field of global medicine, from the 1970s to early 2000, impacted on medical education and research. We describe the impact of global health changes in the Tasmanian context, a temperate island state of Australia. We retrospectively analysed data of patients diagnosed with parasites and present a list of endemic and non-endemic parasites reported during this period. Finally, we reflect on the new approaches to the changing needs of global health and challenges that medical programmes, learners and educators face today.

They may benefit from palliative care, which is integrated into universal health coverage in many of these countries, but the uptake of this care among migrant communities remains low. Cultural differences between the Chinese and the host community, and poor language skills may be barriers to access, yet understanding the reasons hindering uptake are obscure.AimsTo understand the cultural perspective of how first generation Chinese migrants and their families perceive the provision of palliative care, to identify what exists which may limit their access in high-income non-Asian countries.DesignA systematic review and three-stage thematic synthesis of qualitative studies. Citations and full texts were reviewed against predefined inclusion criteria. All included studies were appraised for quality.Data sourceMEDLINE, EMBASE, PsycINFO, CINAHL and PubMed were searched to July 2019.ResultsSeven qualitative studies were identified (from USA, UK, Canada and Australia). Across the studies analytical themes that impacted on the use of palliative care services were identified: (1) migrants’ intrinsic perceptions of cultural practices, (2) their expectations of and preparation for care at the end of life, (3) perspectives and influences of family and (4) knowledge and communication with palliative care providers in the host country. Key elements found that challenge access to palliative care services in the host countries were: Chinese culture is rooted in the core values of the family as opposed to the individual; migrants’ limited experience in their place of origin in accessing healthcare; and practical issues including a lack of language skills of their host country.ConclusionsPalliative care services do not always match the needs of Chinese migrants in non-Asian high-income countries. Engagement and education on multiethnic cultural awareness in both the host non-migrant and the migrant communities is needed.

Background: Most women who live in sub-Saharan countries have heard of HIV/AIDS, but there is still widespread misunderstanding about how HIV is spread, the consequences of infection, and how to protect against infection. The aim of the present study was to investigate knowledge about HIV and attitudes towards condom use in West African refugees who had settled in Perth, Western Australia, within the past 5 years. Methods: Knowledge about transmission of HIV, myths about how HIV is spread, incorrect beliefs about protective factors, the effectiveness of condoms in protecting against sexually transmissible infections, and attitudes towards condom use were investigated by survey in 51 West African women, and in 100 Australian women for comparison. Where possible, each West African woman was matched for age and level of education with an Australian woman. Results: Knowledge of HIV was poorest in the least educated West African women, but many of the more highly educated women also had misconceptions about how HIV is spread, how to protect against HIV, and the effectiveness of condoms in protecting against HIV. Moreover, most West African women held negative attitudes towards condom use. Within the Australian sample, HIV knowledge was greatest in women with tertiary qualifications, and was greater in younger than older women; in addition, attitudes towards condom use differed across the age span. Conclusions: The findings in the present study suggest that educational programs that focus on knowledge about HIV should be tailored to meet the needs and cultural sensitivities of newly emerging immigrant communities, and should target particular demographic groups within the Australian population.

A research project for the Human Rights Commission using a non-random (quota) sample of seven high schools within metropolitan Melbourne during 1985–86 aimed to establish whether prejudice and discrimination were affecting the occupational socialisation of senior students. Three sources of possible discrimination were hypothesised: (a) the school curriculum, structure and organisation; (b) the dynamics of interactions between non-English-speaking (NES) and Anglo-Australian students; (c) the wider school context and community. Little evidence was found that systemic discrimination existed. Many teachers favoured NES (especially Asian) students for valued traits such as diligence, discipline, achievement orientation. Many Anglo-Australian students displayed prejudice towards NES students especially because they worked too hard and had ‘brains’. NES students were contemptuous of Anglo-Australians for lacking achievement motivation and parental support. Evidence was found that both ethnic groups and Anglo-Australians in the wider community discriminated against students in jobs. The study generated speculation about the influence of the ‘success ethic’ motivating NES students and used corroborative overseas and Australian evidence to suggest that the phenomenon may be ubiquitous in western societies.

Reports on refugee and migrant women in Australia show these women have low literacy in their first language, limited English language abilities, and minimal formal schooling. With major funding cuts to the adult migrant education sector and persistent public ‘deficit views’ of immigrant and refugee’s levels of literacy, approaches to teaching and learning in this sector require flexible views of language that embrace plurilingualism as a valuable resource within and outside of the socially-orientated ESL classroom. In this article, we present and discuss our findings from a study in which we co-taught English to immigrant and refugee women in a housing estate in Melbourne, Australia, and investigated the effects of a plurilingual view on the women’s English language learning experience and communication skills. Drawing on recorded classroom dialogues, observation notes, and worksheets produced by the women, we demonstrate the extraordinary plurilingual resourcefulness immigrant and refugee women bring to the challenge of learning to communicate in English. Our aim is not to promote a particular teaching approach, but to suggest the value of ongoing critical reflection on the underpinning ideas of plurilingualism for immigrant and refugee learner groups such as those we experienced in our own classroom interactions.

Abstract:
Hosting international students has long been admired as one of the hallmarks of internationalization. The two major formative strands of internationalization in Canadian universities are development cooperation and international students. With reduced public funding for higher education, institutions are aggressively recruiting international students to generate additional revenue. Canada is equally interested in offering incentives for international students to stay in the country as immigrants after completing their studies. In its 2011 budget, the Canadian federal government earmarked funding for an international education strategy and, in 2010, funded Edu-Canada—the marketing unit within the Department of Education and Foreign Affairs (DFAIT)—to develop an official Canadian brand to boost educational marketing, IMAGINE: Education in/au Canada. This model emulates the Australian one, which rapidly capitalized on the recruitment of international students and became an international success story. Given current Canadian higher education policy trends, this paper will address the cautionary lessons that can be drawn from the Australian case.

This article identifies the complex emotional dimensions of migrant mothers’ involvement in their children’s education, building on feminist scholarship which affirms the importance of their emotional labour. We present findings from a study of Muslim Iraqi mothers with school-aged children in Australia, based on 47 interviews with 25 immigrant mothers. Drawing on a Bourdieusian conceptual framework, we argue that the reserves of cultural and emotional capital required for effective participation in children’s education can be both consolidated and diminished through the process of migration. Perceived ineffective involvement comes at heavy emotional price, threatening some women’s perceptions of themselves as ‘good mothers’.

One of the main goals of employment equity programmes is to increase the occupational mobility of women so that they may enter non traditional jobs. Although on-the-job training has always been considered a major tool for increasing occupational mobility, it has received very little consideration in employment equity programmes. This article identifies the major aspects of women's participation in on-the-job training programmes and proposes ways to bridge the gap between these programmes and employment equity. The first section of the article examines the current situation of women in the labour market. According to the most recent statistics, occupational segregation as well as the wage gap between males and females are still quite significant. Studies of employment equity programmes show that progress has, in general, been slow. Among the reasons given for these results are a lack of integration of employment equity programmes and employers' human resource management strategies, particularly as regards on-the-job training. In the second section we examine data depicting different aspects of women workers' participation in on-the-job training. The data originate from a wide variety of sources and show that women are disadvantaged relative to men along several dimensions, including: participation rates; duration and intensity of training; and financing. Explanations for these discrepancies are discussed in the following two sections which deal respectively with access to and outcomes of on-the-job training for women workers. An initial factor that may explain the lower participation rate of women is the fact that employers tend to offer on-the-job training to workers in qualified jobs. In this context, women's jobs are usually considered as less qualified and studies show that there is an under-investment in human capital in jobs such as clerical work where women are concentrated. Another factor that comes into play is the relation between on-the-job training and an employee's real or anticipated stability in the enterprise. Although women's periods of absence from the labour market for family reasons are much shorter now than before, they are still perceived as less attached to their jobs. It has been shown, for instance, that women with young children are less likely to be offered training by their employers. Another characteristic of women's jobs that negatively affects their participation in training is the fact that they are over-represented in areas of marginal employment such as part-time work. Employers tend to offer less training to these employees because they are considered less motivated and less productive. Finally, the positive relation that has been shown to exist between size of firm and the incidence of training may equally have an adverse impact since women are over-represented in small and mediumsized firms. Even if employers modify their practices in order to give women access to training for non-traditional jobs, some barriers can still limit positive outcomes. These barriers may exist during or after training. For instance, for reasons arising from education or the traditional nature of their job experience, women are less familiar with basic technical skills. Studies have shown that the chances of women remaining in and successfully completing these programmes are improved if, prior to training, they receive some technical or scientific instruction in areas such as refresher mathematics or technical vocabulary. Positive attitudes and awareness on the part of trainers are also important factors in avoiding discouragement and withdrawal from the programme by women workers. Finally, once training is over, occupational mobility may not necessarily follow for various reasons such as bias of supervisors against women entrants in non traditional jobs or a lack of seniority. The analysis presented in this article proposes a comprehensive framework for studying women's participation in on-the-job training programmes. One of the main features of the analysis is to demonstrate the interactions between a large number of variables. The next step is to improve our knowledge of this situation through use of a more comprehensive statistical data base, and through case studies. Given the fact that hiring has considerably slowed down for cyclical as well as structural reasons, promotions into non-traditional jobs will probably become the main avenue for employment equity, hence the importance of on-the-job training for women workers.

Abstract:
This paper explores the function of bilingual advertising by analyzing a case study of bilingual advertising in the Chinatown of Melbourne, Australia. The use of bilingual advertising in an immigrant setting differentiates itself from those in Asian settings where English is not used by dominant proportion of speakers in the society, and this phenomenon has its significance from a sociolinguistic perspective. In this paper, I will adopt the concept of “linguistic landscape” to discuss in detail the general functions of bilingual advertising. By integrating the theories into my case study, I aim to demonstrate how the Chinese and English versions of bilingual advertisements in Melbourne’s Chinatown differ in literal meaning, and to explain why they are designed this way.
