Abstract:
Standard of proof in penetrative defilement cases is a crucial matter for consideration to achieve equitable justice administration. This study was conducted to establish inadequacies that exist in the criminal justice system in cases that require forensic science involvement to achieve equitable justice administration. Data was collected from institutional records that included Police dockets (n=50), National Prosecutions Authority records (n=40), Court judgements (n=50), Child sexual abuse cases (CSA) (n=7702) from University Teaching Hospital (PCoE) and also from inmates saving sentences for defilement of children and imbeciles (n=50). Purposive sampling of institutional records between 2016 and 2021 was done and consequently, descriptive statistics (means, medians, ranges etc.) were used to describe populations. SPSS V26 was used for statistical analysis, which produced descriptive and inferential output (Both statistical and graphical). All statistical tests where at 5% significance and confidence levels. The results of this study showed among other concerns an uncoordinated approach from the players handling penetrative defilement cases involving children ≤ 8 years and imbeciles. Secondly, reluctance by players to embrace scientific/forensic methods (99.5% non-scientific evidence and 0.5% scientific evidence in the sampled cases) in the administration of justice as the standard of proof by seemingly adopting and being satisfied with the crime control model approach as illustrated by Hebert Packer was observed. It can therefore be concluded that in Zambia during the period under review in the study, the administration of justice in penetrative defilement cases was on the balance of probabilities rather than beyond reasonable doubt.

The New Poor Law Amendment Act of 1834 led to the admission of considerable numbers of pauper “lunatics, idiots and imbeciles” to parish workhouses. The Stoke-upon-Trent workhouse, erected in 1832, had progressively to increase its accommodation for this class of inmate who, by 1899, numbered about 100. Brief details are given of nursing staff and of improvements in conditions of care following recommendations of the Lunacy Commissioners. Primary sources of information are indicated and emphasis is laid on the importance for the history of English psychiatry of documenting the care of the mentally ill and mentally impaired in Union workhouses.

A part of the collections of the Náprstek Museum also includes exhibits documenting the life and activity of Vojta Náprstek. Among them belong thirty paintings of educational and social institutes of the Anglo-American world. They were painted by Alois Studnička, and Vojta Náprstek displayed them in 1865 at an exhibition at Žofín in Prague. The exhibition of more than a hundred paintings was accompanied by lectures not only concerning these institutions, but also concerning patrons who founded and supported these institutions. At the same time, he encouraged the listeners to follow his own example of promoting patronage.

Reading this book is a lot like trying to eat undercooked meat – there is proteinin there, but it is flavorless and tedious. You can chew and chew, but youjust cannot bring yourself to swallow it. The author presents his case with anauthoritative tone, stuffing each paragraph with names, dates, and historicaldata, but a closer look reveals the use of manipulative language that stringstogether half-truths and repeated insinuations with conclusions that do notdirectly relate to the given evidence. The “Acknowledgements” mention thatthe author has important friends in media and politics, yet his credentials(e.g., for whom he is working, or what his political motivations are) are notgiven. This is a serious weakness.Even more serious is his clear contempt for Islam, for he makes no genuinedistinction between Muslims’ desire for self-rule based upon their beliefsystem (often called “Islamism”) and terrorism. The CIA’s use of Muslimlives to advance American corporate interests is taken for granted, whileMuslims are portrayed as untrustworthy imbeciles or ungrateful servants.Such mainstream and moderate organizations and intellectuals as TablighiJamaat, Jamaat Islami, Maududi of Pakistan, and Hassan al-Turabi of Sudanare given as examples of dangerous extremism. American terrorism againstIraq, Sudan, and Afghanistan, and its support of Israel, are unquestioned asbeing justified, noble, and necessary, while any attack on western interests orAmerican lives is described with emotionally loaded terms. The passionate reception that this march received in Pest made me decide to include it in my Faust, and in doing so I took the liberty to use Hungary as the setting for the opening of the action, and had my hero, deep in reflection, see a Hungarian army passing across the plain. A German critic considered it most remarkable that I should portray Faust in such a manner. I do not see why I should not have done that, and I would, without hesitation, have let him travel to any place whatsoever if it had been to the benefit of the music I was writing. I had not set myself the task of blindly following Goethe's framework, and a character like Faust can be portrayed as making the most outlandish journeys without doing harm in anyway to the credibility of his person. When other German critics … attacked me even more strongly for the departures that my libretto made from the text and the structure of Goethe's Faust, … I wondered why these critics had not reproached me in any way for the libretto of my symphony, Roméo et Juliette, which only shows a slight resemblance to Shakespeare's immortal tragedy! Abstract:
A study was made on 114 pupils from a school for the mentally retarded in Bandung. In 50 subjects the length ratio between the upper and the lower segment of the body were more than one; of 44 subjects (32 debils, 11 imbecils, 1 borderline debil-imbecil) we found 2 with hypertelorism, 1 with dry and rough skin, and 1 with gross and fine motor abnormalities. Dental development and bone ages were within normal limits. No rise in serum cholesterol and changes in NTR (Normalized Thyroxine Ratio) were found. T4 (thyroxine) values were within normal limits. Radioactive iodine uptake and scanning of 42 subjects showed hyperplasia in 32 and euthyroidism in 5 subjects. Three subjects suggested a possible iodine contamination, 2 subjects with uptake of more than 50%, one of them showed adenoma (toxic?) on scanning; on the other one scanning was not done. Hypothyroidism was not found; 32 subjects which showed hyperplasia were suggestive of active thyroid. Further studies should be done in another sample of population to trace the problems of hypothyroidism in childhood.

Abstract:
During work for the All-Taxa Biodiversity Inventory (ATBI) in Mercantour Park, in French Alps, 23 Limoniidae species were collected. Among them, three are new to French fauna: Dicranomyia (Dicranomyia) imbecilla Lackschewitz, 1941, Dicranomyia (Glochina) transsilvanica Lackschewitz, 1928, and Molophilus (Molophilus) priapus Lackschewitz, 1935. Altitudinal data and other results are commented on.

Abstract:
This article analyses one Christian welfare institution and discusses the effects of its spatial location on the social position of its clients. By examining the mechanisms of inclusion and exclusion, it focuses on the early history of the Asylum of Alsterdorf for imbecile and feeble-minded children (Asyl für schwach- und blödsinnige Kinder zu Alsterdorf) in nineteenth-century Hamburg. The analytical perspective follows the concept of inclusion–exclusion as presented in Niklas Luhmann’s systems theory. It is argued here that a religious welfare institution may enclose its clients in a hyper-inclusive system for theological reasons and that, consequently, institutions of this kind contribute to the social exclusion of their clients.
