Abstract:
Mit Open Data soll das Verwaltungs- und Regierungshandeln transparenter gemacht werden. Zudem soll durch die Offenlegung des Datenpools von Behörden und Verwaltungen Innovationen sowie neue Dienstleistungen angeregt werden. Um einen Einblick in den internationalen Entwicklungsstand zu gewinnen, wurde die Umsetzung von Open Data in Kommunalverwaltungen der USA und dem Vereinigten Königreich untersucht. Die Ergebnisse der Analyse von Open-Data-Websites bzw. -Portalen zeigen, dass sich ausgewählte deutsche Städte auf einem ähnlichen Entwicklungsniveau befinden, wie Kommunalverwaltungen aus den USA und dem Vereinigten Königreich. Es zeigen sich jedoch spezifische Stärken und Schwächen in der Realisierung von Open Data, aus denen Handlungsempfehlungen für deutsche Kommunalverwaltungen abgeleitet werden können.

Abstract:
Building Information Modeling (BIM) technology is one of the most actively developing approaches to the digital representation of the design of buildings and structures, which makes it possible to ensure the relationship of both geometric and functional characteristics of a designed object. The organization of information exchange within the framework of the development of IM during various stages of the life cycle is a rather difficult task, since the historical development of software products used for the design of IM elements has led to the use of various data presentation formats for solving specialized design and calculation problems. In the documents analyzed in the work, two formats with an open specification — IFC and XML — are mentioned as a means of information exchange in the development of IM. In addition to the undoubted advantages of using the IFC using the EXPRESS data specification language as a means of ensuring the interoperability of information systems, there are currently difficulties with the practical application of this format in information modeling, including for organizing joint work. XML-schema can be used as an alternative to the representation of IM in the IFC for organizing data exchange between various information systems, including when implementing joint work on IM through web applications. The use of alternative to EXPRESS schemes for the definition of IM data makes it possible to simplify the organization of information transfer between participants in the information exchange, as well as to unify the presentation of design information.

Zusammenfassung Die Bedeutung von Daten für Gesellschaft und Wirtschaft kann nicht überschätzt werden und nimmt im Zuge von Digitalisierung weiter zu. Die Nachnutzung vorhandener Daten bietet erhebliche Vorteile auf wissenschaftlicher, politischer, sozialer, kultureller und insbesondere wirtschaftlicher Ebene. Die Öffnung von Datensammlungen (Open Data) stößt sowohl im öffentlichen als auch im privaten Sektor auf gesteigertes Interesse. Dies geht auf die Bemühungen zur vermehrten Transparenz im öffentlichen Sektor und auf die Begeisterung für Big Data und Datenanalyse zurück. In den letzten Jahren haben daher immer mehr Ministerien bzw. Regierungen begonnen, ihre Daten zu veröffentlichen. Diese sogenannten Open Government- oder Open Research-Bewegungen haben zur Einführung zahlreicher Portale geführt, die eine Infrastruktur für den Zugang zu Forschungsdaten bereitstellen. Die Entwicklung dieser Infrastruktur verändert die Art, wie Forschende nach Daten zur Beschreibung ihres Forschungsgegenstandes oder nach analysierbaren Forschungsdaten suchen. Implizit geht es vor allem darum, mehr Datenaustausch und Transparenz zu erreichen, um die Öffnung weiterer Datensilos für breite Anwenderkreise voranzutreiben. Qualitätsfragen spielten dabei in der Anfangsphase eine zu geringe Rolle. Dieser Beitrag will darauf aufmerksam machen, wie Datenqualitätskriterien sowohl für die Quelldaten als auch die Metadaten Infrastrukturen optimieren können.

Die durch die klassische Namur-Pyramide beschriebene Automatisierungsstruktur ist bewährt und ermöglicht langjährige Betriebssicherheit. Allerdings fehlt den Systemen die Offenheit, neue Technologien werden erst spät verwendet und die Kosten sind hoch, was angesichts der rasanten Entwicklungen im Bereich von Internet of Things, Industrie 4.0, Mobile Devices und Big Data nutzvolle Innovationen verhindert. In diesem Beitrag wird das im Namur-Arbeitskreis 2.8 Automatisierungsnetzwerke und -dienste entwickelte Konzept Namur Open Architecture (NOA) vorgestellt. Das Konzept bietet sowohl für Bestands- als auch für Neuanlagen Möglichkeiten, um Anlagen effizient für kommende Innovationen zu ertüchtigen. Die Kernidee ist, die Daten der bisherigen Kern-Automatisierungswelt durch offene Schnittstellen wie beispielsweise OPC UA in die Systemwelt für Monitoring- und Optimierungsaufgaben zu exportieren und dabei die Kernautomatisierung weitgehend unverändert zu belassen. Alternativ kann über einen zweiten Kommunikationskanal direkt auf die bestehenden Feldgeräte zugegriffen werden.

[full article, abstract in English; abstract in Lithuanian] Though the concept of an ethnographic open-air museum is not a new one, little is known about the interplay between a visitor and an amalgam museum setting. Ethnographic open-air museums are complex spaces with shared qualities of outdoor sites and indoor museums. Grounded in Gibson’s theory of affordances (1979), the article explores how visitors interact within and in relation to the hybrid space of ethnographic open-air museum and how communication shapes their interactions. The analysis is based on a qualitative study of visitors in the Belarusian State Museum of Folk Architecture and Rural Lifestyle (Aziartso, Belarus) and the Open-Air Museum of Lithuania (Rumšiškės, Lithuania). The data were collected using participatory observation and semistructured interviews with visitors. The article employs a constructivist approach and conceptualizes an ethnographic museum as a free-choice environment, where behavior patterns are linked to the institutional context and the visitors’ ability to perceive the information about the objects and environments that specified the possibilities and constraints for interacting with the museum’s space. The study reveals how cultural communication fosters the diversity of visiting scenarios and the perceptions of ethnographic open-air museums as cultural heritage sites, natural parks and stages for entertainment. The implications of this research could be relevant to cultural policymakers and communication specialists in designing the cultural, recreational and educational policies of museums.

Die Umsetzung von Open Access und Open Data ist für Horizon 2020 Projekte, die von der Europäischen Kommission gefördert werden, obligat. Überlegungen zu Open Policies und Openness in den Wissenschaften stehen im Mittelpunkt dieses Berichtes, der auf Erfahrungen mit der Erstellung des Standardization Survival Kit (SSK) beruht. Das SSK wurde als ein Tool im Rahmen des Horizon 2020 geförderten Projektes PARTHENOS entwickelt. Daher wird zunächst die Data-Harvesting Plattform von PARTHENOS vorgestellt, um daran die Bedeutung von Openness und Standards zu erläutern. Nach einem Exkurs zu den FAIR Data Prinzipien wird das SSK-Tool beschrieben und wie dieses zu Openness beiträgt. Plädiert wird für eine Dokumentation von Open Workflows und Open Research Methods, wie es mittels dem SSK möglich ist.

Abstract:
The use of free (libre) and open source software (FLOSS) in the State is fundamental for several reasons: for security reasons, for the independence it provides from its suppliers, for its low costs and the development of local industry. But, fundamentally, because allows citizens to know the tools used by the State, and because it is the type of systems that at the programming level allows to comply with the principle of technological sovereignty. In our country, several bills have been presented to establish the migration of the National Public Administration to FLOSS systems, from the year 2000 to date, although none has had the political consensus necessary to become law. Nevertheless, local legislation on the subject has been adopted in several municipalities and provinces of Argentina. And the absence of legislation at the national level does not mean the absence of experiences in this area. This paper analyzes the use of FLOSS operating systems in the main headquarters of the National Ministries of Argentina, through a cross-sectional exploratory investigation of quantitative analysis. It was carried out through a survey, which was conducted mainly in the systems areas of each ministry and in which it was inquired about: what are the systems FLOSS operations used, the reasons why they were chosen, if there were problems at the time of their choice, what is the use that is given to them and who is in charge of their maintenance.

The Ministry of Agriculture, Livestock and Fisheries of Argentina is part of the Open Government initiatives since 2016 when the administration issued the Decree 117 “Data Opening Plan” that instructs the Executive Branch to create an Open Data Plan so that its dependencies share their datasets through the national portal. In this context, the ministry’s library can join this trend identifying and publishing its own datasets that reflect the library activities and services. This approach can serve as an inspirational model for other government libraries. These actions might trigger more and better engagement with the community, increased visibility, and improved integration in this challenging scenario.

As the value of research data has become increasingly recognized in the United Kingdom by public funding organizations, pressure has been placed on higher education institutions to provide access to research data or risk future funding. As a result, research data services have emerged rapidly over the past few years. However, it is not clear whether these services effectively ensure the long-term preservation of research data or apply appropriate data curation measures. Through a three-part methodology, the dissertation research aimed to provide a clear picture of the current state of data curation in UK HEIs, including adherence to best practices and the existence of provisions for data curation efforts. A survey questionnaire was disseminated as the primary method of data collection, and additional information was gathered through a literature review and an analysis of online resources and institutional policies. Data curation practices were found to be mostly inconsistent with best practices and were largely focused on facilitating access to research data. However, there is an awareness of the underdeveloped areas of data curation, especially preservation, and efforts are being made to improve these areas. Institutional policies were found to be mostly documents that defined roles and responsibilities and provided little guidance for follow-through. The role of researchers was repeatedly emphasized in both policy and practice and was essential in understanding the current state of data curation.

Application Linked Open Data principles to the subject headings of the Polytechnic University of Madrid Library. This project is included in the procedures established for the management and publication of value vocabularies of libraries in the data Web using Linked Data technologies. The main objective is to establish useful processes for the migration of traditional documentary languages ​​to vocabularies in digital format, defined for a free reuse of content and in combination with other vocabularies in a context of interoperability and promotion of multilingualism. The aim is to take advantage of the descriptive richness that these vocabularies offer as a whole, which is very necessary for the description and organization of digital knowledge. To achieve this, a migration is made from lists of subject headings to thesauri in their most innovative expression, as instruments of conceptual organization and platforms for the interoperability of vocabularies, following the normative guidelines of ISO 25964 1 and 2 and trying not to lose nature characteristic of the subject vocabularies of the Library of the Polytechnic University of Madrid. Linked Data has been the instrument that has allowed to obtain the expected results. Its technologies have supported the needs of semantic expression of the vocabulary by converting it into an interoperable product suitable for automatic processing by semantic applications. The addition of open licenses also places it in the category of linked and open data, which means opening the doors to its free reuse. The method of approaching the theme of the project has been to contextualize more and more specific areas of information, helping the understanding and achievement of the main objective of this work in a progressive approach to the techniques that have facilitated their development and have concluded their publication. The follow-up of the whole process has clearly demonstrated two basic consequences: that it is possible to align library products with technologies of semantic description, even with scarce resources for this, and that the implementation of projects of this nature requires the formation of groups of multidisciplinary work if you want to achieve minimum levels of quality.

Under the supervision of Giovanni Bergamin, Mauro Guerrini and Chiara Storti, the thesis aims to test the potentialities of using the software and the data model of Wikibase for the publication of bibliographic data as LOD, to provide them with the interoperability that MARC formats do not support. As case study we have selected a limited number of UNIMARC elements and a sample of records from the OPAC of the Biblioteca Nazionale Centrale di Firenze. We have operated a syntactical restructuring of each UNIMARC element (in agreement with Giovanni Bergamin, Cristian Bacchi, New ways of creating and sharing bibliographic information: an experiment of using the Wikibase data model for UNIMARC data, «JLIS.it», vol. 9, n. 3, 2018) and a mapping of them with many other ontologies (RDA, BIBFRAME, Dublin Core and Schema.org). The goal is to evaluate the impact of this transformation of bibliographic data in order to optimize their visibility on the semantic web.

In this work it is presented a study about the practices, perceptions and values possessed by researchers at the Facultad de Filosofía y Humanidades (FFyH) of the Universidad Nacional de Córdoba (UNC) in relation to the mode of scientific publishing in open access (OA). This new paradigm of communication, which was supported by the international scientific community, was born with the technological advances that allow editing and electronic distribution of their articles using the Internet and also due to the major economic barriers imposed by the corporation publishers to access this type of specialized information. In order to develop this work four research centers were selected: Centro de Investigaciones y Estudios sobre Cultura y Sociedad (CIECS), Instituto de Antropología de Córdoba (IDACOR) Instituto de Humanidades (IDH) and Centro de Investigaciones de la Facultad de Filosofía y Humanidades (CIFFyH). All of these belong to the FFyH. Through an exploratory study and using the survey online, it was investigated dissemination practices, perception and values that these scientists give to OA publications. It was also studied the factors, difficulties and concerns about the choice of journals where they prefer to publish the result of their investigations. The use of OA journals, institutional repositories and journals portal at UNC as source of information was researched and also the reasons and motives that influence on the choice of model of publications. The use, the reasons and the choice were studied in order to determine the predispositions or resistance the FFyH researchers regarding the publication in OA. The results were analyzed and compared with other national and international studies on the subject of OA. It can be said that this work reached to similar conclusions.

Municipal Libraries of León: A proposal to create a digital institutional repository. In this thesis we mention the role of libraries in the new framework of digital information and communication, seen as an adaptation to a new society that has arisen from the intensive use of ICT and that has left behind the days of card catalogues and book loans which were noted down with a pen. After that, we will see how libraries have evolved as a result of the huge amount of information generated by a world overloaded with data and news, the enormous flow of information and the included data that circulate through the net at a dizzying and difficult to control pace, and which has made that, for years, the need to collect all that information, select it, filter it and guard it has arisen, so that, where appropriate, we can use it to be able to make decisions that will help us to carry out our daily work. From this need arises the idea of creating a digital institutional repository to safeguard all that huge amount of information, so that it can be recovered for consultation whenever it is needed. This master’s dissertation examines the way forward to achieve this goal, which is, through innovation, to provide services that meet the needs of as wide a target population as possible. This dissertation ends with the steps that have to be taken, both technically and theoretically, to make the creation of the repository viable.

The high positions are the political base of the public administration in our country. The citizen knows them fundamentally, through the means, but this image provides a fragmented vision. The websites of the administration offer complete information about them and their competencies, but as a snapshot, of the corresponding legislature. So where is the map of the political power of an administration throughout its history? Nowhere. The dispersion of this information, so significant, and the lack of understanding may be acting to the detriment of the transparency of governments. The interest of the citizens in the politics and in the actions of the politicians supposes a social change in which the maximum is the transparency and the accessibility to the information of public character in a clear and organized form. The project proposes to build an automated methodology and a prototype of a graph based on this information from unstructured sources that is useful for citizenship and administration in order to relate and organize the information of the Generalitat Valenciana. The model with the data that support it will be released for later reuse and adaptation to other administrations.

Public procurement in Spain accounts for about 20% of the country's Gross Domestic Product. The large amounts of money that are moving in this area and the growing social concern about knowing what the public money is invested forces administrations to adopt measures on transparency and openness of public data. It is in this profile, in which this work is framed, on the one hand, does the public know how transparent the public administration is, and on the other hand, the administration knows what the optimal characteristics for each contract? The obstacles to comparing this type of information are based on the lack of details of the contracting portals, the different categorizations, the normative plurality and, in short, the difficulty of access to information. The information of the tenders is mostly published in the different portals of contracting of the Autonomous Communities, in addition to the national portal of public sector contracts. Even so, there remains a great difficulty of access and understanding. These evidences demonstrate that the development of this project will be relevant for the target audience. In a bid for the transparency of public administrations, the re-use of bidding data and public sector contracts and the improvement of access to information by citizens, proposes the creation of a technological tool capable of making comparisons between contracts and find the existing relationships. An advance of this project was presented to "Challenges Contribute 2017: The value of the data for the Administration" being selected as one of the ten finalists in Phase I of the 45 projects presented. Phase II of the Challenge will be held in the month of October of this same year.

ZusammenfassungÖffentliche Diskurse finden zunehmend in digitalen Medien statt. Häufig entfalten sie hier Dynamiken, die einer gemeinsamen Willensbildung, der Verlässlichkeit geteilter kommunikativer Praktiken und nicht zuletzt der Wahrheitsfindung abträglich sind. In der Folge leidet die Fähigkeit lokaler Gemeinschaften, gemeinsam Lösungen etwa für die Bewältigung von Krisen und disruptiven Entwicklungen zu finden. Diskursive Resilienz wird somit zu einem notwendigen Faktor von Gemeinschaftsresilienz. Der Beitrag diskutiert diese Zusammenhänge und zeigt auf, wie die Resilienz von Gemeinschaften – insbesondere mit Blick auf Fragen einer diskursiven Resilienz – gestärkt werden kann. Im Fokus stehen dabei partizipative Verfahren und innovative Maßnahmen auf Basis von Open Public Data (OPD). So adressiert dieses Kapitel die Potenziale und Herausforderungen, welche die Verfügbarkeit und Nutzung dieser Daten für lokale Kontexte bereithalten. Dabei betont der Beitrag Daten- und Medienkompetenz als Voraussetzungen für eine zielführende Verwendung von OPD zur Stärkung von Gemeinschaftsresilienz.

For Photovoltaic systems designers and manufacturers, it is very important to develop suitable models to closely emulate the characteristics of PV cells, predict their behavior and evaluate their efficiency. So the main contribution of this chapter is to propose an improved and accurate method for identifying and determining the equivalent circuit elements values of photovoltaic module using only exact analytical equations and four manufacture's data reference, i.e., the open-circuit voltage (VOC), the short-circuit current (ISC), the current and the voltage at the maximum power point (IM, VM). In order to extract the five-parameter Single or Double-Diode models of photovoltaic module, the authors try initially to determine analytically all parameters according to RS (the value of the series resistance). Thus, all these parameters are calculated once RS is determined. Rapid and iterative algorithm is then designed to solve a strongly nonlinear equation in order to extract the value of RS in a precise manner and without any mathematical simplification used usually by many other authors.

Abstract:
An improved approach is presented for the cost efficient, reliable development and implementation of a holistic Integrity Management (IM) plan for risers systems. Examples based on project experience are provided, illustrating how this process can be applied to Green and Brownfields alike. Flexible Pipe, Top Tension Risers (TTR) and Steel Catenary Riser (SCR) major hazards will be evaluated for a new development tie-in to existing facility, as major material compatibility threats may arise. Consideration regarding available mitigation measures will be discussed. This process will also identify synergies in the planning and scheduling of integrity management activities that can help achieve significant cost benefits through optimized mobilizations with other offshore interventions. The intent is to retain focus on practical retention of technical integrity throughout the riser lifecycle, while emphasizing that integrity management is a dynamic process that takes advantage of best practices from both analysis and operations personnel. Similarly, good interface between design and operations teams can ensure better co-operation between the CAPEX and OPEX cost centers. This then ensures design personnel have the data required to better optimize immediate life cycle ‘fitness for purpose’ as well as future reassessment capabilities of the system.

Abstract:
Aim/Purpose: The problem statement in the proposed study focuses on what strategies enterprise information systems specialists need to integrate novel algorithms into an imaging application that had not yet been identified. The aim is to demonstrate that a cross-convolutional neural network can be implemented within the home laboratory – an exploration of a virtual connection for re-search. An analysis of the works provides the basis for future extensibility of the software application for ImageJ2. Background: The study was guided by the research question: What strategies do enterprise information systems specialists need to integrate novel algorithms into an imaging application? This study demonstrates how to bring a lab-tested application online within a home laboratory to further build upon those findings. Methodology: A conceptual analysis was utilized for the artifact’s creation within the umbrella of design science to aid in the data interpretation segment. A conceptual framework was developed to determine relevant subject matter, such as useful software applications and technological enhancements to an image application. A research sample was not used in this study. Contribution: This research contributed to the body of knowledge by using a cross-convolutional neural network to explore novel algorithms as an enterprise information system specialist and set up the imaging application called Im-ageJ2 for development. The study’s setup is documented in a series of steps to demonstrate the how-to set up such a study. Findings: The findings were that it is possible to implement an existing work from within the home laboratory, steps of which are outlined for those to follow. Future work can be extended from the baseline workings. Furthermore, an analysis of the existing code was determined to see if the existing PyTorch code could be developed within Java to act as an extension to ImageJ2 later. By examining the programming code and the cross-convolutional functionality, a determination was made on the best Java mapping. A set of highlights of the processes used are included. Recommendations for Practitioners: The study intersects two differing realms: artificial intelligence and the enterprise information systems network. This study builds upon an AWS system and details the steps to implement an artificial intelligence system on the Amazon Web Service (AWS) platform. The researcher investigated existing soft-ware imaging Java applications and probed the areas of potential extensibility for implementing the artificial intelligence novel algorithms. Recommendations for Researchers: The concept of being able to bring online a turnkey set of computer hard-ware off-the-shelf within the home laboratory may be an unexplored avenue to some researchers. The recommendation is to encourage researchers to see past the constraints that a lack of hardware may bring about for computer science research. The researcher no longer has to be within an office laboratory on campus to access power computers. The doors are open to exploring a whole new world. It explores how to move through the various linkage is-sues with old libraries and new systems. Other avenues this research can enhance are extending the ImageJ libraries as a Java plugin with the novel algorithms such as the cross-convolutional network implemented on the AWS platform. Impact on Society: Expanding the accessibility to the researcher and practitioner field could be profound. No longer is the researcher or practitioner constrained to the office laboratory. This work shows how to move through the issues to invoke the software to produce and investigate existing software. The findings and guidance of this study are profound. Future Research: Future research should focus on implementing the mappings table as deter-mined in previous research. A future design could be pursued from the analysis and implementation of a Java neural network algorithm as a basic implementation. Java can chain elements to begin replicating the algorithm by Xue et al. (2019). The cross-convolutional element should have further analysis to ensure the full replication within Java. A cross-convolutional neural network (CCNN) Java algorithm could be implemented and trial run within the code; this would allow for the leverage of the heavy lifting of the program code to predict image motion. There seemed to be few approaches regarding predicting motion frames of a future image, and such predictions could be a giant leap for the health care world regarding microscopic and x-ray images.

Prior full-scale fire service research on the residential fireground has focused the impact of ventilation and suppression tactics on fire dynamics. This study builds upon prior research by conducting 10 experiments a purpose-built single-story, single-family residential structure to quantify the im- pact of how search and rescue tactics are coupled with ventilation and suppression actions and timing. Each fully furnished structure included four bedrooms, 2 bathrooms and an open-floor kitchen and living room. The structures were instrumented to quantify post-ignition toxic gas and thermal conditions. Temperature, velocity, and pressure were measured to evaluate the fire dynamics. Gas concentrations and heat fluxes were measured to quantify toxic and thermal exposures. Across this series of experiments, the impact of isolation of fire and non-fire compartments, the timing of search actions relative to suppression actions, and the influence of isolation, elevation, and path of travel during rescue were examined with respect to firefighter safety and occupant tenability. Similar to previous experiments in both purpose-built and acquired structure, the data showed that prior intervention locations lower in elevation and/or behind closed doors had lower toxic gas and thermal exposures compared to locations at higher elevations or locations that were not isolated. Lower elevations were also shown to have lower toxic gas and thermal exposures during the removal of occupants as part of rescue operations. For scenarios where search operations occurred prior to suppression, isolation of spaces from flow paths connected to the fire compartment was shown to be effective at reducing the thermal operating class for firefighters and the toxic and thermal exposure rates compared to spaces that were not isolated. Following isolation, exterior ventilation was found to further reduce the toxic gas and thermal exposures in the protected space. Suppression, from either interior and exterior positions, was effective at reducing the thermal operating class for searching firefighters and the rate of thermal exposure increase to occupants. Following suppression, additional exterior ventilation increased the rate at which gas concentrations returned to pre-ignition levels.

Abstract:
Open Data bezeichnet den freien Zugang und die entgeltfreie Bereitstellung von maschinenlesbaren Daten. Werden die Daten ausschließlich von der öffentlichen Verwaltung bereitgestellt, spricht man auch von Open Government Data. Auch privatwirtschaftlich agierende Unternehmen stellen Daten offen zur Verfügung und verfolgen damit durchaus auch kommerzielle Interessen. Die Deutsche Bahn bspw. ist sehr aktiv in der Bereitstellung von Open Data. Ihr Ziel liegt dabei in der Suche nach neuen Anwendungsmöglichkeiten der Daten. Sie unterstützt diesen Prozess aktiv mit ihren DB Hackathons. Hierbei entstehen u. a. Anwendungen, von denen sich die Deutsche Bahn eine Verbesserung ihres Service erwartet. Die Bereitstellung von Open Data kann einen hohen gesellschaftlichen Mehrwert erzeugen: Der freie Zugang zu Daten kann Transparenz und Vertrauen in Politik und Verwaltung stärken sowie Innovationen und Wirtschaftswachstum ermöglichen. In Dänemark konnte durch die Veröffentlichung von Geodaten ein volkswirtschaftlicher Mehrwert von geschätzt 470 Mio. € im Jahre 2016 erwirtschaftet werden.1 Studien bemessen das volkswirtschaftliche Potenzial von Open Data für Deutschland mit 12,1 Mrd. € bis 131,1 Mrd. € jährlich. Auf Grundlage von offenen Daten können innovative Anwendungen entwickelt werden, die zunächst einen Mehrwert für die Datenbereitsteller selbst, aber umso mehr auch für Bürgerinnen und Bürger schaffen können. Ein gutes Beispiel ist die App Mein Moers, die frei verfügbare Informationen über die Stadt Moers bündelt und bereitstellt. Neue, prototypische Anwendungen werden regelmäßig auf kommunalen Hackathons, wie bspw. dem Münsterhack, entwickelt. Für Wien wurden auf Basis der von der Stadt zur Verfügung gestellten Datensätze bereits über 240 Apps entwickelt. Das Spektrum reicht hier von Routenplanern für den ÖPNV und Informationen zu öffentlichen Leihrädern über Cityguides und Veranstaltungskalender bis hin zur Visualisierung von Pegelständen und Informationen zur Wasserqualität. Open Data können unterschiedlichen Ursprungs und Natur sein. Sie können bspw. über Sensoren automatisch erhoben und mit geringem Zeitverzug über Open Data Plattformen bereitgestellt werden, denkbar bspw. bei Pegelständen von Gewässern. Oder sie werden manuell erhoben und eher selten aktualisiert. Ein Beispiel hierfür wäre die Liste aller Straßennamen einer Stadt. Damit Open Data tatsächlich gefunden und genutzt werden können, ist eine Beschreibung der Daten mit aussagekräftigen Metadaten notwendig. Mit diesem Leitfaden wollen wir die Bedeutung von Metadaten für die Bereitstellung von Open Data aufzeigen und Tipps geben, diese sinnvoll zu gestalten. Metadaten sind strukturierte Informationen, die Merkmale von Daten beschreiben. Sie erleichtern es, relevante Daten in einer Vielzahl verfügbarer Datensätze in Datenportalen wie der mCLOUD (www.mcloud.de) zu suchen, zu finden und zu selektieren. Das Prinzip der Beschreibung mit Metadaten kennt man allgemein aus der Welt der Bibliotheken, in denen Bücher mit Metadaten beschrieben werden: Titel, Autor, Erscheinungsjahr und Klappentext sind Informationen, ohne die ein Buch in einem Bibliothekskatalog nicht gefunden werden kann. Aussagekräftige Metadaten stellen sicher, dass Datensätze von interessierten Nutzern gefunden werden und so ihr volles Potenzial entfalten können. Struktur und Bedeutung der Metadaten unterschiedlicher Datensätze sollten möglichst einheitlich sein, damit sie auch über einen längeren Zeitraum und von verschiedenen Personen einfach genutzt werden können. Für die Beschreibung von Open Data bietet sich die Verwendung eines Standards wie DCAT-AP.de an, der deutschen Version eines europäischen Standards für Metadaten.3 Für den Anwendungsfall der mCLOUD wurden bestimmte Metadatenfelder ausgewählt, für den dieser Leitfaden im Folgenden Empfehlungen geben will.
