Peut-on transposer au domaine de l'urbain ses analyses ? Si oui, en quoi contribuent-elles à rendre intelligible ce qui " travaille " les villes à l'ère de l'urbanisation planétaire ? In his work, Ivan Illich (1926-2002) makes a radical critique of “institutions” (the Church, schools, hospitals, transport, machines, etc.), alleging that at some stage in their development they become all counterproductive. Can these analyses be transposed to the urban domain? If so, how can they help to make what “shapes” cities intelligible in the age of global urbanisation? This research proposes an Illichian reading of “the business-city” and suggests ways to leave the productivist impasse it is now experiencing. It is structured around two axes : Firstly, in the context of the economic model of scarcity and of the cybernetic model of systems, the City has been replaced by a counterproductive urban business: an anti-city, in which Urbanism becomes iatrogenic. It is « the vast enclosure ». Secondly, Ivan Illich's ideas transposed to the habitable space significantly contribute towards nurturing a new model for leaving industrialism and reconstructing the territory through processes of reduction and reconduction. O presente trabalho buscou uma aproximação com a trajetória-obra de Ivan Illich entre os anos de 1926-1967. Esse recorte temporal obedece um caminho, que optamos por percorrer, para demonstrar uma característica fundamental do autor: sua produção escrita fortemente atrelada às situações concretas da vida. Esse engajamento de Ivan Illich, que produziu durante esses anos que analisamos ao menos dez textos importantes, foi o eixo estrutural da nossa dissertação. Tratamos de três aspectos simultâneos: lugar na cultura científica, sua trajetória e obra. O primeiro aspecto, aparece no primeiro capítulo na forma de uma análise de prefácios, feitos por intelectuais, para os livros do, ou sobre, Ivan Illich. O leitor encontrará elementos que ajudam na identificação da crítica illichiana. O segundo e terceiro aspectos foram analisados conjuntamente, ou seja, não separamos o autor de sua obra. Isso pode ser encontrado no segundo e terceiro capítulo. Trata-se de uma crítica a institucionalização na sua forma da escolarização da sociedade, na qual o pano de fundo desse processo é a Aliança para o Progresso. Mas também, trata da questão da linguagem como uma forma de crítica da modernidade industrial.
The present work sought an approximation with the trajectory-work of Ivan Illich between the years of 1926-1967. This temporal cut follows a path we have chosen to follow, to demonstrate a fundamental characteristic of the author: his written production strongly tied to the concrete situations of life. This engagement of Ivan Illich, who produced during those years that we analyzed at least ten important texts, was the structural axis of our dissertation. We deal with three simultaneous aspects: place in scientific culture, its trajectory and work. The first aspect appears in the first chapter in the form of an analysis of prefaces, made by intellectuals, for the books of, or about, Ivan Illich. The reader will find elements that help in identifying the Illichian critique. The second and third aspects were analyzed together, that is, we did not separate the author from his work. This can be found in the second and third chapters. It is a critique of institutionalization in its form of schooling of society, in which the background of this process is the Alliance for Progress. But it also deals with the question of language as a form of criticism of industrial modernity.

En plus d’un siècle, la philosophie de la technique a pris un essor considérable. De nombreuses critiques sont venues récemment enrichir notre vision du progrès technologique. Cependant, malgré une grande effervescence intellectuelle autour de ces sujets, l’impact des réflexions philosophiques sur les nouvelles technologies est-il réel ? Cette thèse utilise la notion de convivialité, créée par Ivan Illich (1926-2002), pour interroger les nouvelles technologies. L’intérêt de cette recherche repose sur le présupposé selon lequel les technologies modernes, et les systèmes techniques qu’elles constituent, instancient des valeurs morales souvent de manière implicite. C’est pourquoi, tout au long de ce travail, nous défendons l’idée qu’il est erroné de considérer les nouvelles technologies comme de simples outils moralement neutres. La thèse s’articule autour des trois axes constitutifs du concept de convivialité : la survie, l’équité et l’autonomie créatrice. Nous montrons dans un premier temps en quoi les nouvelles technologies représentent plus un danger pour la survie qu’une opportunité. Dans un second temps, nous découvrons qu’elles menacent également le principe d’équité. Dans un troisième temps, nous démontrons que l’orientation actuelle du développement technologique s’inscrit bien souvent aux antipodes de l’autonomie créatrice. Néanmoins, cette tendance ne paraît pas irréversible par nature. L’espoir d’une réorientation, nous permet de conclure sur l’idée qu’une prise en compte effective de la convivialité dans la conception des nouvelles technologies passe vraisemblablement par l’institutionnalisation du concept, au risque de l’exposer à des effets de contre-productivité
For more than a century, philosophy of technology has grown significatively. Many critics have enriched our vision of technological progress. However, despite a contemporary intellectual effervescence on these subjects, is the impact of these philosophical reflections on new technologies real? This thesis uses the concept of conviviality, created by Ivan Illich (1926-2002) in the 1970s, to question new technologies, and specifically those often mentioned under the NBIC acronym (nanotechnology, biotechnology, information technology and cognitive science). The purpose of this research work is based on the philosophical premise that modern technologies, and the technical systems they constitute, instantiate moral values. Therefore, throughout this work, we defend the idea that it is wrong to consider new technologies as mere morally neutral tools. The thesis is articulated around the three axes constituting the concept of conviviality: survival, justice and self-defined work. We first show how new technologies are more a danger to survival than an opportunity. In a second step, we discover they also threaten the principle of justice as Illich conceives it. Thirdly, we show that the current direction of technological development is often at odds with self-defined work. However, this trend does not seem irreversible per se. The hope of reorientation allows us to conclude on the idea that an effective and sustainable consideration of conviviality in the design of new technologies would passes by the institutionalization of the concept, at the risk of exposing it to the effects of counterproductivity

Abstract:
On the basis of my experience as a U.S. national living as a missionary in Brazil from 2003-2010, this thesis explores cultural, political, and ethical questions related to Christian mission, by reappropriating the life and thought of Ivan Illich. This thesis is an exercise in doing theology with and after Illich. One of the aims of my thesis is to respond to a ‘research gap’ in relation to Illich in the field of theology. In reappropriating Illich for contemporary theology, my thesis is two-fold. First, I bring his explicitly theological commentary (focused on the Incarnation) together with his earlier social criticism (focused on conviviality)" arguing that they operate in tandem as expressions of “Incarnational Christianity.” Second, I show that he offers a compelling contribution to contemporary accounts of Christian mission, with practical implications for incarnational mission. Illich’s three-fold contribution, I argue, relates to: his understanding of the incarnational basis of mission; his diagnosis of the social conditions which undermine and corrupt this incarnational movement; his insights regarding the cultivation of conviviality as a response to wider social concerns, such as economic and ecological crises, as a means for reclaiming the freedom of living in hope and of “prolonging the Incarnation.

Abstract:
The aim of this thesis is to try to bring some clarity and perspective into the controversy generated by Ivan Illich's theory of the necessity for a deschooled society. Furthermore it attempts to elaborate on how Illich's concepts originated and evolved. In this respect, it strives to present all of the elements which have had an impact upon Illich's intellectual formation and his subsequent religious, social, and educational philosophy.
The method of inquiry for my thesis is to investigate the various experiences, including definite influences, which contributed to shaping Illich's attitudes towards society, technology, and formal education. Since all of these factors eventually contributed to his famous theory of deschooling, this paper attempts to describe how Illich developed intellectually from his younger days until he conceptualized his notion of a free education in the Centre International de Documentation. In addition, this study analyzes the reactions of the major critics and commentators who either criticized or supported Illich's theories.
The thesis concludes by presenting the reactions of the author to both Ivan Illich's theories and to the views of his major critics and commentators.

Esta dissertação descreve uma intervenção desescolarizada efetivada dentro da escola. Desescolarizada no sentido de que há na intervenção um desprendimento das coisas tipicamente escolares como currículo, regras temporais e recompensas. Para Ivan Illich, autor do qual as ideias apresentadas no livro Desescolarização da Sociedade (1973) serviram como principal referencial teórico para este trabalho, os já exaustivamente discutidos problemas escolares são, na verdade, características intrínsecas dessa instituição. Ademais a escola seria um ritual de entrada para o mundo do consumo e um mecanismo que colabora com a reprodução das diferenças sociais. Uma alternativa à instituição escolar para o papel de mediador no processo de aprendizagem, seria a de fomentar o nascimento das “Teias de Aprendizagem” – redes autônomas de trocas de habilidades. A atmosfera propícia para o surgimento da nossa teia se constituiu no Colégio La Salle Carmo em Caxias do Sul, em dois semestres de 2014 e 2015. A plataforma escolhida para o nascimento dessa rede foi ancorada nos Recursos Educacionais Abertos (REA). Tais recursos favorecem o ciclo pesquisacriação- documentação-compartilhamento que, em nosso entendimento, é fundamental para desenvolver a autonomia dos alunos e para a abertura do conhecimento. Apresentamos aos alunos de ensino médio daquela escola a possiblidade de participarem de encontros semanais para que eles desenvolvessem seus projetos voltados, a princípio, para a mostra científica da escola. Nos encontros, os participantes tiveram disponíveis modelos de habilidades e ferramentas (como o Arduíno) para, de maneira autônoma, guiar seu aprendizado de acordo com o temática escolhida para seus projetos. Dividida em três momentos – (1) propiciar a formação da teia, (2) tornar os recursos disponíveis, (3) desenvolvimento de projetos, (4) documentação e compartilhamento – a intervenção desescolarizada mostrouse uma sugestão eficaz para um projeto extra curricular.
This dissertation describes a deschooling intervention performed inside a school. The descooling was applied in a way that during the intervention there was a detachment from the typical school things, such as, curriculum, time rules and rewards. To Ivan Illich, author whose book “Deschooling society” presented ideas that served as the main theoretical reference for this paper, the exhaustively debated school problems are, actually, intrinsic characteristics of this institution. Moreover, the school would serve as an entrance ritual to a world of consumption and a mechanism that colaborates with the reproduction of the social differences. An alternative to the school institution, to perform the mediating role in the learning process, would be to stimulate the birth of “The Learning Webs” – an independent network of habilty exchanges. A favourable atmosphere to the advent of our web appeared at the La Salle Carmo School in Caxias do Sul, in two semesters in 2014 and 2015. The plataform chosen to the birth of our network was based on the Open Educational Resources (OER). Such resourses favors a cycle of research-creation-documentation-sharing that, in our understanding, is vital to develop the students’ autonomy and to unlock knowledge. We presented to the middle school students from that school the possibility to attend weekly gatherings so that they could develop their projects concerning, at first, the school’s scientific fair. In those gatherings, the participants had at their disposal hability models and tools (such as Arduino) so that, in an independent way, they could guide their own learning according to the theme chosen for their projects. It was divided in three moments - (1) To enable the web formation, (2) to provide the avaliable resources, (3) Project development, (4) documentation and sharing – the deschooling intervention showed to be an effective suggestion for an extracurricular project.

Ao longo de uma trajetória de mais de dez anos, um grupo de pesquisa vem aproximando os campos do Design e da Educação. Hoje, esse grupo se propôs a se reorganizar por meio de uma rede de ações e projetos conectados denominada RIDE - Rede Internacional Design/Educação, baseada na UFPE. Esta pesquisa compõe um dos projetos (OC - Olhar Convivial) e colabora para solidificar o novo campo Design/Educação. O acúmulo das experiências, estudos e pesquisas do grupo apontam para o distanciamento da postura do Design como suporte à Educação e sugerem a perspectiva do Design como agente intrínseco à Educação. O território convivial, denominado a partir do conceito de convivialidade de Ivan Illich (1976), é uma zona para elaborar, teoricamente, essa nova perspectiva do design na educação. A sugestão de um território específico para se discutir o ponto de partida da prática do design como ferramenta de ensino-aprendizagem escolar está em consonância com as características do espírito do sujeito pós-moderno e abarca parte dos questionamentos sobre o modelo escolar que temos institucionalizado. A partir do entendimento do espírito do sujeito pós-moderno, da compreensão dos limites do campo de conhecimento do Design da Informação e dos resultados dos estudos que originaram a RIDE, esta pesquisa discute uma nova perspectiva da ação do design na educação propondo a convivialidade como território para a discussão.
For a period of more than ten years, there is a research group that has been bringing together the fields of design and education. Currently, one of the group’s proposals is to organize itself through a network of connected actions and projects named An International Design/Education Network (commonly referred to in Brazil as RIDE) – based at the UFPE. The present work is composed of one the RIDE projects (A Perspective of Conviviality – referred to in Brazil as OC) and helps to consolidate the new field of design/education. The accumulation of experience, studies and research from within the group has led to a change in the way that design has been viewed, i.e. as a support for education, and has suggested that is should be regarded as an intrinsic part of education. The convivial territory, thus termed by taking into account Ivan Illich´s concept of conviviality (1976), is an area in which to elaborate theoretically, this new perspective of design in education. Suggesting a specific territory in order to discuss the starting point of the practice of design as a teaching and learning tool at school is in accordance with the characteristics of the spirit of the post-modern being, and covers some of the questions regarding the school model, which we have institutionalized. From an understanding of the spirit of the post-modern being, and of the limits that the field of information design presents, and from the results of the studies that originated RIDE, this work discusses a new perspective for the action of design in education, proposing conviviality as a territory for discussion to take place.

Abstract:
La médicalisation de la naissance, par l’extension des possibles qu’elle occasionne, confronte à de nouveaux choix. Ces décisions, autrefois prises par les médecins, se réfèrent désormais au « projet » des parents. Non plus simple réponse à une proposition du corps médical comme peut l’être le consentement, le projet fait du patient le sujet décisionnaire, à l’origine comme à la fin : le projet est donc le critère qui guide les pratiques, la nouvelle instance de décision. Là où la médicalisation, accusée de « déshumaniser » la naissance, pouvait apparaître comme un instrument d’assujettissement et de désubjectivation au service d’une société industrielle pour Illich ou d’une biopolitique pour Foucault, une résistance à cette gouvernementalité aurait vu le jour sous la forme du projet. Garante de l'autonomie et de choix singuliers, la référence au projet aurait ainsi une valeur émancipatrice, relèverait d’un nouveau mode de subjectivation. Pourtant, cette catégorie s'insérant dans une nouvelle forme d’organisation sociale à laquelle Boltanski donne le nom de « cité par projets », elle apparaît dès lors comme un rouage de cette cité, elle-même inséparable du nouveau cadre que constitue le néolibéralisme. Penser la naissance en terme de projet, c’est alors étendre le néolibéralisme jusque dans la naissance. Car celle-ci marque le début de la vie humaine ; laquelle est précisément associée, dans la gouvernementalité néolibérale, au nouveau capital à entretenir. Et si auparavant le début de la vie humaine représentait un domaine d'impuissance, la médicalisation a modifié cette donnée : la médecine s'est emparée de ce premier temps de la vie, et dorénavant, on peut agir dans le champ de la naissance. La médicalisation de la naissance, via le projet, a ainsi permis l’extension du néolibéralisme à l'ensemble de l'existence. La catégorie de projet, loin de constituer une véritable alternative, est au contraire soluble dans le néolibéralisme contemporain et la nouvelle forme de gouvernementalité qui le caractérise. La naissance peut-elle alors résister au néolibéralisme? Plus que d’envisager de libérer la catégorie de projet de son sens néolibéral, c’est du côté d’une pensée voire d’une philosophie de la naissance qu’une voie sera esquissée. C’est dans l’attention à la naissance comme totalité vécue, comme expérience incarnée et non comme support de projet, qu’une résistance peut voir le jour. Contre le volontarisme néolibéral du projet nous suggérerons l’incarnation philosophique de la naissance
The medicalization of birth by extending the realm of the possible, confronts with new choices. These decisions, formerly taken by doctors, now refer to the project of the parents. No more a mere answer to the offer from the medical corps as the consent can be, the project gets the patient into a decision making subject, at the beginning like at the end: then the project is the criterion that guides practices, the new decision making authority. Where the medicalization, accused of “dehumanizing” birth, could appear as an instrument of subjugation and desubjectivation in the service of an industrial society for Illich or of biopolitics for Foucault, a a resistance to this governmentality has emerged in the form of the project. Guarantor of autonomy and singular choices, the reference to the project would then have a liberating value, would constitute a new mode of subjectivation. However, this category getting into a new form of social organization which Boltanski gives the name of “projective city” thus appears to be a cog of this city, itself inseparable from the new framework that neoliberalism consist in. Thinking the birth in terms of project means expanding neoliberalism up to birth. For this marks the start of human life; which precisely embodies, in the framework of neoliberalism, the new capital to look after. And if the start of this human life formerly stood for an area of helplessness, medicalization changed this fact: medicine captured this first time of life, and from now on we can act in the field of birth. Hence the medicalization of birth, via the project, has enabled the expansion of neoliberalism to the whole of the existence. The project category, far from offering a real alternative, is on the contrary soluble in the contemporary neoliberalism and the new form of governmentality that characterizes it. Can birth then resist neoliberalism? Rather than planning to release the project category of its neo-liberal meaning, we might find a way around a thought, even a philosophy of the birth. A resistance can emerge from the attention to birth as a lived whole, as an embodied experience, and not as the support of a project. Against the neo-liberal voluntarism of the project we shall suggest the philosophical incarnation of birth

S'inscrivant dans ces débats, ce travail analyse les différentes approches théoriques qui les sous-tendent, et les confronte à une observation empirique du réseau coopératif des logiciels libres et du projet d'encyclopédie libre et ouverte Wikipédia, en les replaçant dans le contexte idéologique propre à l'activité informatique. En développant un cadre conceptuel adéquat pour l'étude de ces entités sociales qui s'appuie sur l'interactionnisme symbolique et la sociologie critique d'Ivan Illich, cette réflexion dévoile la spécificité organisationnelle, économique et sociale de ces nouvelles pratiques, et expose ce qui a favorisé leur développement et leur croissance au cours de ces trois dernières décennies. The pharmaceutical analysis of illicit drugs and the associated impurity profiling can contribute to a harm reduction approach. Impurities in illicit drugs represent a complex problem that requires detailed and reproducible analysis, in part because cutting agents are not often reported by the forensic science community. This research project is focussed on characterising Novel Psychoactive Substances (NPS) and determining their purity/impurity (adulteration) employing a wide range of spectroscopic and chromatographic methods, mainly NMR spectroscopy and Mass Spectrometry. Another aim is to develop a routine, rapid, and quantitative analytical protocol to identify illicit drugs and their impurities (cutting agents) in seized street samples. These two major aims were achieved. A comprehensive, but critical review of the current literature is provided with respect to the analytical chemistry aspects of illicit drugs and especially their cutting agents. This literature review has a focus on the global concern arising from the current and continuing emergence of NPS and their diverse public health effects. Evidence is provided of illegal drugs, mainly so-called “legal highs” (NPS), from detailed analysis of the contents of amnesty bins and their adulterants provided by the Police from a Bristol night club and from the 2013 Glastonbury music festival, besides other samples they had seized. An accurate chemical assignment of flephedrone regioisomers is made and compared with mephedrone. Impurity profiling of street mephedrone and ketamine samples and their adulterants is presented. A possible link between mephedrone samples is investigated by applying PCA and HCA statistical methods to the 1H NMR data.

Within the context of a modern globalizing world, this thesis investigates governance in fragile areas where unconsolidated territorial-sovereign statehood offers niches for 'illicit' forms of social order to develop. Through recursive theoretical and empirical research rooted in the 'abductive' method of Pragmatism, the analysis has three overarching objectives: First, it offers a different conceptual approach by moving away from negative categorization of the phenomena, e.g. failed states, ungoverned spaces, limited statehood etc., towards a positive conceptualization, i.e. illicit orders. By casting off the legal-rational, sovereign-territorial lens, the pursuant conceptual reconfiguration of territory, authority, and institutions recognizes and more directly conveys the existence of local social organization apart from the modern state via the agency of social groups acting in violation of domestic and/or international legal norms, rules, and institutions. Second, it seeks to explain the constitution of 'illicit orders' by offering a sociologically-cognizant analytical framework capable of elucidating the 'micro' processes inherent to governance in territories where state institutions remain nominal and ineffective. Based on insights from theoretically-informed empirical fieldwork in Rio de Janeiro, Brazil's favelas, I maintain that inter-subjective relations of authority can be produced when a given actor asserts predominance in three co-constitutive domains; namely, organized violence, socioeconomic security, and social legitimacy. Resultant authority then gives rise to the 'structuration' of norms, rules, and institutions, which also recursively reinforces the institutionalization of authority - a process inherent to the constitution of social order in these circumscribed territories. Third, it provides an understanding of how inherently local 'illicit orders' at once form part of a diffuse mosaic of social, political, and economic structures that collectively constitute 'global society', while simultaneously existing in dramatic juxtaposition to the Western-led 'international order' of states within it. Such an understanding purports to further challenge 'neoutilitarian' and 'macro-structural' theoretical approaches predominant in contemporary International Relations discourses.

Physico-chemical and colloidal properties of two illites (illite 1 from USA and illite 2 from Australia) are reported herein. Illite 1 is of a platey habit (aspect ratio 2:1, specific surface area 62.34 m2/g). Illite 2 has thicker edges (aspect ratio 2:1 and a specific surface area of 125.64 m2/g). The two clays are mineraologically similar and differ only in their layer composition: illite 1 contains a higher proportion of aluminium in the tetrahedral layer and illite 2 has a higher percentage of iron in the octahedral layer. The significance of adequate surface preparation on the titratable surface charge density of illite (potentiometric titration) is illustrated. Both clays develop a positive charge density at pH lower than the point of zero titration (PZT) and a negative charge density above it. The presence of an electrokinetic potential associated with a permanent negative charge density is manifested by the dependence of the electrophoretic mobility of illite 2 on both the homoionic form (Na-, K- and Cs-) and electrolyte concentration. In dilute electrolyte, the mobility of the three forms of illite is negative and indistinguishable. In concentrated electrolyte, the mobility of K-illite 2 is lower than that of Na-illite 2 at a given pH. Cs-illite 2 exhibits isoelectric points in CsC1 concentrations higher than 10-2 M. The zeta potential calculated from the Dukhin and Derjaguin expression is in good agreement with that obtained from the computer method of O'Brien and White. An electrical double layer (triple layer) model has been developed to predict charge densities and potential of illite. Model calculation show that by allowing capacitances and ionization/complexation constants to vary with pH and salt concentration respectively, the edge charge density and zeta potential can be satisfactorily predicted. Rheological tests have shown that in a given salt concentration, the structure of K-illite 2 dispersions resulting from f-f, f-e, e-e interactions is strongly influenced by pH At 0 = 0.02, low pH and/or electrolyte concentration higher than 10-2 M KC1, the dispersions are elasticoviscous.

This study examined the correlation between Vietnam veterans and dependency to illicit drugs, due to their exposure and accessibility during their deployment in Vietnam. This study consisted of a sample size of 58 respondents to a survey that was disbursed throughout 2 agencies that comprise of Vietnam veterans.The survey design was implemented to ensure the consistency and accuracy of the quantitative data. Furthermore, this study included a Chi-square test to determine relevance and implications to micro social work practices. As expected, there was a positively significant statistical relationship between the exposure and accessibility that some Vietnam veterans experienced during their deployment that continues to affect their current use of illicit drugs. This study has been conducted to help future micro practitioners understand the importance and effects that this exposure and accessibility played in the lives of many Vietnam veterans.

This dissertation examines the factors that determine the behaviour of criminal entrepreneurs in legitimate markets. The particular aspect studied is how such entrepreneurs enter a new market when they immigrate into a new country (Chapter 1). The empirical focus of the thesis is the Bulgarian illegal entrepreneurs involved in the sale of stolen cars. More specifically, the dissertation compares their market behaviour in Bulgaria and in Spain between the late 1990s and 2010. The empirical basis for the dissertation is a comprehensive analysis of summaries of 86 Spanish police investigations against organised crime networks, as well as fieldwork consisting of interviews with 79 offenders, law-enforcement officers, entrepreneurs, and car-dealers in Spain and Bulgaria (Chapter 2). To best understand the intertwining of criminal entrepreneurs and legitimate markets the thesis starts by examining the operations of the car markets in Spain and Bulgaria (Chapter 3). It goes on to explain the ‘car-theft industry’ – focusing on how criminal enterprises and networks are structured and operate (Chapter 4). The analysis then continues by comparing how stolen cars are sold by illegal entrepreneurs in Bulgaria and Spain, and the different ways in which ‘legal’ and ‘illegal’ markets intertwine (Chapter 5). The conclusion of this analysis is that Bulgarian criminal entrepreneurs failed to enter the market for used cars in Spain, and instead preferred to traffic and sell the stolen cars in Bulgaria. There are two sets of factors that explain the reasons behind this failure. The first one is the local socio-economic and historical legacies in Bulgaria, which explain how illegal entrepreneurs and buyers (typically part of local economic elites) are linked (Chapter 6), and the factors that fuel demand for stolen cars. The role of the Bulgarian immigrant community in Spain is also considered. The second set of factors, examined through the lenses of economic theories, includes the economic / business rationale that influences the illegal entrepreneurs’ behaviour when entering a market (Chapter 7). The thesis goes on to conclude (Chapter 8) that it is the first set, the complex socio-economic and historical factors that best explain the behaviour of criminal entrepreneurs and their failure to sell stolen cars in Spain.

The 1980s saw the wider availability and growing consumption of illicit drugs. The increase in drug trafficking and drug use has occurred despite increasing international action to prevent it. In describing the situation as a "drug problem", policy-makers have responded to the concern as if it were a single issue. However, the drug phenomenon is multi-faceted and multi-dimensional. It is the concern of numerous state and non-state actors, it necessitates multi-lateral co-operation among governments, it involves the participation of numerous departments of government and a complex web of issues exists which affect and are affected by the phenomenon. In this sense the "drug problem" clearly demonstrates the characteristics of interdependence. The undeniable growth of interdependence in the world in the last half-century has caused a rethink of the traditional Realist approach to international relations. Neorealists were principally responsible for introducing the concept of an international regime as a means of revamping the power politics philosophy of Realism. In this approach, international regimes are understood to rise and fall in line with the powers of the state-actors comprising them. An alternative approach to international relations challenges the belief that change in world politics is defined in terms of changes in state power and that the emergence of regimes is similarly defined. The Global Politics approach asserts that agendas are determined by the attempt of actors to allocate values authoritatively on specific issues by forming issue-systems. According to this approach, issue-systems, consisting of all actors for whom a particular issue is salient, can be abstracted from the international system as a whole. Previously the two concepts of international regimes and the concept of issues forming issue-systems have developed in isolation and have suffered from lack of clarification. In order to develop a theoretical framework for an analysis of the drug phenomenon this research has attempted to clarify and develop the concept of an "issue", central to both concepts, for an understanding of international regimes which gives them an independent impact on world politics. In developing the concept of an issue, an understanding of the nature and role of values and norms in international affairs, lacking development in current regime literature will be seen as central.

The existence of the illicit tobacco trade has serious implications for tobacco control efforts as it encourages smoking by providing tobacco products at a cheaper price. Although this illicit trade has serious ramifications for public health in England, there is very limited data on its nature, the extent of its use and smokers’ views on illicit tobacco. This thesis aimed to address this by utilising a mixed methodology approach which consisted of population based surveys of English smokers and in-depth face-to-face interviews with smokers. Prevalence of illicit tobacco use appeared to decrease between 2007-8 and 2012, but there was an increase from 2010-11 to 2012. ‘Under the counter’ tobacco purchases in retail shops emerged as a prominent source of illicit tobacco, although smokers were able to access a number of illicit sources. Smokers who exclusively purchased illicit tobacco paid much less for their tobacco products compared with those who reported exclusive duty-paid tobacco purchases. Report of illicit tobacco use was more likely in younger smokers, males, smokers in low socio-economic groups, smokers of ‘roll your own’ tobacco and those with high tobacco dependence in 2012. However, this changed with each survey, as illicit tobacco use appeared to become more widespread across socio-demographic sub-groups. Illicit tobacco users reported lower levels of motivated to quit smoking. However, smokers in the interview study reported that loss of access to illicit tobacco would drive them to think about quitting or cutting down on their smoking. The interview study revealed that smokers were able to easily access illicit tobacco in their communities and social circles. In addition, smokers viewed the illicit tobacco market and illicit traders approvingly as providing a means of accessing affordable tobacco products. Furthermore, they were unperturbed by the illegality and associated criminality of illicit tobacco trade. Due to the nature of this illegal activity, further research should investigate how the illicit tobacco market evolves in response to policy efforts.

This study examines the suppression through international law of the illicit production, supply and use of drugs. The study focuses upon the provisions relating to the suppression of illicit drugs in the 1961 Single Convention on Narcotic Drugs, the 1971 Psychotropic Convention, the 1972 Protocol to the Single Convention and the 1988 United Nations Convention Against Illicit Drug Traffic in Narcotic Drugs and Psychotropic Substances. It examines the content of the obligations imposed on states party by these conventions, and gives select examples of how these provisions have been incorporated into domestic law. Chapter one introduces the global drug problem, the policy options available to deal with it, and the regulation of this problem by a system established by international law. Chapter two places the international drug control system in historical context. Chapter three examines the crimes and penalties that the drug conventions require Parties to create in their national law. Chapter four examines the provisions in the drug conventions that deal with jurisdiction over drug offences, extradition of drug offenders, and miscellaneous procedural provisions. Chapter five investigates the international regulation of enforcement in the sense of actual policing, prosecution and punishment of drug offenders. Chapter six examines the alternative methods of control of illicit drug related activities provided for under international law, such as treatment and rehabilitation. Chapter seven examines the supervisory organs of the international drug control system, the supervision of the system and its execution and enforcement. Chapter eight attempts a general comment upon the nature of the system and its aim of suppressing illicit drug use. Alongside street crime, a high prevalence of illicit drug consumption in the population represents a great source of funding for organized crime, and this is especially true in Italy, where the main criminal organizations control almost all the imports of cocaine and heroin: as a consequence, it is of the utmost importance that the policymakers take decisive and effective actions against the prevalence of illicit drugs in the country. However, the fact that the data about the prevalence of consumption is self-reported by substance users might represent an obstacle to an objective planning and evaluation of repressive policies: it is well documented how the reporting rate is lower than the actual prevalence in the population. This research attempt to address this issue by modeling a structure of the Italian market for the two main heavy drugs in the country (cocaine and heroin), using the tools provided by System Dynamics, specifically to analyze the effects of the introduction of the law n.49/2006. The results presented by the model - and consistent with the real data - show that the actual prevalence in the population is increasingly different from the reported one following the implementation of the law. This result implies the necessity for policy makers to adopt more accurate tools for the evaluation of past and proposed policies, in order to be able to estimate the dynamics involved in the complex and little known market of illicit substances.

Adsorption of hexavalent chromium on two commonly occurring clay minerals, illite (Fithian, IL) and kaolinite (Mesa Alta, NM), was investigated over the pH range 4.0-8.5. Batch experiments were conducted to determine the kinetics of chromium adsorption and the adsorption edge. Reactions were complete in ten hours. Chromium removal was 100% effective at low pH's and aluminum dissolution minimal. Adsorption results were modeled using MINTEQ and the Triple Layer Model. Experimental data indicated that chromium was bound at the aluminum site on kaolinite, and at both the aluminum and silica sites on illite. Iron coatings were not extensive enough to effect sorption. Discrepancies between simulated and experimental data were explained by high surface loading. Abstract:
The sexual exploitation of children remains a very serious problem and is rapidly increasing globally through the use of the Internet. This work focuses on the current methods employed by criminals to generate and distribute child pornography, the methods used by law enforcement agencies to deter them, and the drawbacks of currently used methods, as well as the surrounding legal and privacy issues. A proven method to detect the transmission of illicit images at the network layer is presented within this paper. With this research, it is now possible to actively filter illicit pornographic images as they are transmitted over the network layer in real-time. It is shown that a Stochastic Learning Weak Estimator learning algorithm and a Maximum Likelihood Estimator learning algorithm can be applied against Linear Classifiers to identify and filter illicit pornographic images. In this thesis, these two learning algorithms were combined with algorithms such as the Non-negative Vector Similarity Coefficient-based Distance algorithm, Euclidian Distance, and Weighted Euclidian Distance. Based upon this research, a prototype was developed using the abovementioned system, capable of performing classification on both compressed and uncompressed images. Experimental results showed that classification accuracies and the overhead of network-based approaches did have a significant effect on routing devices. All images used in our experiments were legal. No actual child pornography images were ever collected, seen, sought, or used.

Background: Many youth initiate illicit drugs at a high level. Further, despite the application of preventive interventions to reduce this phenomenon and related harms, there is little evidence that current efforts to prevent illicit drug use and problematic drug use are effective. This research project was therefore undertaken to investigate determinants of, and popular responses to, the initiation of illicit drug use among youth. Methods: Meta-analytic techniques were used to quantify the evidence on the effectiveness of anti-illicit drug public service announcements. Further, data from the At-Risk Youth Study (ARYS), a prospective cohort of homeless and street-involved youth between the ages of 14 and 26, were analyzed using linear regression analysis to determine factors associated with residing in Vancouver’s downtown eastside (DTES), the location of a large open air illicit drug market, and in the downtown south (DTS), an adjacent neighbourhood. Specifically, between September 2005 and December 2007, participants completed a baseline questionnaire which elicted information on income sources, drug use behaviours, sexual behaviours, and the initiation of illicit drugs. Results: We identified 7 randomized trials (n = 5,428) and 4 observational trials (n = 17,404). A meta-analysis of eligible randomized trials demonstrated no significant effect, while observational studies showed evidence of both harmful and beneficial effects. Further, among 222 youth participants, having a primary illicit income source and injection heroin use were significantly associated with residing in the DTES in multivariate analysis. No significant differences in risk of drug trade and sex trade involvement, crack use, injection cocaine use, and injection crystal methamphetamine use were found between youth residing in each neighbourhood. Conclusions: Our findings suggest that current approaches to the prevention of the initiation of illicit drug use among youth may be limited. Further, the results of our linear regression analysis suggest that a consideration of social and structural factors may increase the effectiveness of current preventive interventions. As such, policymakers should consider reorienting current approaches to illicit drug prevention among youth.

Authorities of municipal separate storm sewer systems (MS4s) are required to address illicit discharges as part of the National Pollutant Discharge Elimination System (NPDES) stormwater program. Field reconnaissance is an effective measure to detect and identify illicit discharges, but requires substantial staff and financial resources to conduct. While risk analysis techniques and guidelines have been developed to facilitate MS4 prioritization of field operations, neither a standard set of indicators nor a standard operating procedure has been adopted. This study investigates the relationships among indicators of illicit discharge potential (IDP) and the locations of illicit discharges in two Virginia MS4s. Results of the study indicate that certain risk factors are statistically more effective at predicting IDP, suggesting that a core set of factors can be used to map illicit discharge risk. The results also show that risk mapping tools are significantly impacted by uncertainty in model inputs. Recommendations are provided for MS4s interested in pursuing IDP risk mapping as a tool to improve cost-effectiveness and guide illicit discharge program implementation.

In the present article, the authors evaluate the psychological effects of the “illicit test”. To do this, they start delimiting their concept, and then analyze if it has any influence on the judge when resolving a case. Based on psychological considerations, in particular, the so-called “motivated reasoning” theory and the “motivated justice hypothesis”, they evaluate by an empirical study if the judges take this test into account when deciding, despite being legally bound to Not do it. In addition, they propose some mechanisms that could be used, both by litigants and by legal systems, to mitigate the effects of illicit veidence.
En el presente artículo, los autores evalúan los efectos psicológicos de la “prueba ilícita”. Para ello, parten de delimitar su concepto, para luego analizar si esta tiene alguna influencia en el juez al momento de resolver un caso. Partiendo de consideraciones psicológicas, en concreto, la llamada teoría del “razonamiento motivado” y la “hipótesis de la justicia motivada”, evalúan mediante un estudio empírico si los jueces toman en cuenta dicha prueba al momento de decidir, pese a estar obligados legalmente a no hacerlo. Adicionalmente, proponen algunos mecanismos que podrían ser empleados, tanto por los litigantes como por los sistemas jurídicos, para mitigar los efectos de la prueba ilícita.

This work will offer sociological theory about deviance, positing that deviance is part of larger social processes. Specifically, it will examine the illicit arts and antiquities trade, arguing that networks of legitimate status-role positions facilitate illegitimate behaviors. This theoretical framework is developed out of the notion that deviant actions may be the result of a social economy, and not the result of individual or psychological concerns. The work will use an exploratory methodology and attempt to explain or answer several research questions. This is tested by using qualitative, open-source data describing the context and means of participation in the status-role positions. The intent is to highlight specific cases and explain how the alternative theory of deviance may be more suitable to explain this type of phenomena.

North Korea began its involvement in illicit activities in the 1970s, but it took the United States until the new millennium to develop a series of major law enforcement approaches to counter these activities. North Korea's illicit activities are purportedly the funding input for the development of its nuclear weapons program, which constitutes the output. The main illicit activities to be discussed include drug production and trafficking, the counterfeiting of U.S. currency, cigarettes and pharmaceuticals, missile sales and human trafficking. The United States has aggressively addressed the nuclear threat that North Korea poses, but has been slow to address the inputs that fund the outputs. This thesis seeks to answer the question of why it took the United States over three decades to address the illicit activities of North Korea that purportedly fund its nuclear program.

This thesis describes the results of a longitudinal study of regular illicit drug users in Edinburgh, Scotland. Subjects were recruited using the method of 'snowballing'. An initial group of 115 regular users of illicit substances was interviewed using a semi-structured schedule. It was found that multiple substance use was the norm with many individuals reporting adverse consequences resulting from their use of licit and illicit drugs. Concern about HIV infection affected the drug taking behaviour of injectors, but in contrast, had little influence upon the sexual behaviour of both injectors and non-injectors. Sixty-three percent (n = 72) of respondents were reinterviewed approximately 18 months after the initial interview, in order to assess patterns of behaviour change. It was hypothesised that level of involvement in drug-using lifestyles at first interview and repondents' cognitions about their current and future use would be predictive of behaviour change at the time of follow-up. Drug involvement variables, such as length of drug using career, opiate use and having an income from drug dealing, discriminated significantly between users who 'reduced' in terms of the nature and level of their use, and those who 'progressed' or remained 'static'. Cognitions about use, such as perceptions of being addicted and desire to stop, discriminated 'statics' from the 'reducers' and 'progressors'. Results from this study show that drug use behaviour change has multiple predictors at personal, social and environmental levels. These predictors are as varied and complex as those of drug initiation suggested in the retrospective data. Further studies of predictors of change should facilitate the identification of those new users who are 'at risk' of progression, which would have important implications for both primary and secondary prevention.

The subject of this thesis is illicit drug use in the UK. Given the wide-ranging implications of illicit drug consumption, it is surprising that the UK government collects very little national data to monitor drug use, and this is despite making a commitment to reducing consumption (and its consequence) in its Ten-Year Drugs Strategy (Home Office, 1998). This is the main concern of this concern of this thesis. In particular, the aim is to explore the nature of the currently available UK data on illicit drug use and the extent to which it can be used to address a number of policy concerns. The analysis presented in this thesis is unique in the UK context, as it would appear to be the first to have considered illicit drug use from an economics perspective using UK data. The conclusions emanating from this analysis have implications for public policy and, perhaps more importantly, for the generation of information required to support policy formation. However, in reviewing the current literature one conclusion of the thesis is that policy makers and drug researchers do not appear to have fully recognised the important role for economic analysis in their work, and there is generally a lack of appreciation of the role of detailed price information in studying the demand for illicit drugs. Beyond this, issues of inadequate data provision have been explored in this thesis and improvements to current information provision suggested, and in part acted upon by the Home Office. The thesis has shown that the British Crime Survey (BCS) questions only allow us to observe a limited number of drug use states, despite this survey being the main source of national drug misuse information in the UK. In considering the inadequacies of the current data, one conclusion of this thesis is that a modest redesign of the questionnaire would overcome the inherent observational problem arising from the current design at little extra cost to survey administration.
