Abstract:
This chapter situates three contemporary views—classical liberalism, the high liberal tradition, and libertarianism—on the map of political conceptions and argues that, though libertarianism is normally considered to be a liberal view, the resemblance between liberalism and libertarianism is superficial. Correctly understood, libertarianism resembles a view that liberalism historically defined itself against, the doctrine of private political power that underlies feudalism. Like feudalism, libertarianism conceives of justified political power as based in a network of private contracts. It rejects the idea, essential to liberalism, that political power is a public power that is to be impartially exercised for the common good. Moreover, the primary institutions endorsed by the liberal political tradition—basic rights and liberties, equality of opportunity, and government’s role in supporting efficient markets, public goods, and a social minimum—are incompatible with libertarianism.

Abstract:
This book analyzes how national liberal traditions have shaped trajectories of economic reform in France, Germany, and Italy since the early 1990s. In some advanced industrial countries, neoliberal programs of expansive market making, characterized by assaults on non-market arrangements such as welfare states, robust regulatory frameworks, and systems of collective bargaining, have assumed quasi-hegemonic status. Rejecting these neoliberal recipes, many continental European countries have charted their own courses, negotiating the transition to a more liberal economic order while preserving or even expanding policies and institutions that serve as buttresses for processes of economic adjustment. In so doing, they have drawn on much older liberal traditions that are defined by nationally distinctive conceptions of the role of the state and its limits, the structure of the social order, and attendant conceptions of the scope and character of state responsibility. The book analyzes developments in fiscal policy, labor-market policy, and finance, three areas that have been central to the evolving relationship between state and market in advanced industrial countries during the contemporary era of transnational neoliberalism. In each domain, authorities have worked to reconcile their political economies to a more liberal order while preserving a significant role for the public institutions in facilitating adjustment. The book argues that outcomes in the three countries cannot be explained solely by recourse to conventional institutional and interest-based accounts and that ideas act as powerful drivers of patterns of economic adjustment in ways that yield strikingly consistent policy trajectories across economic, institutional, and partisan contexts.

Abstract:
This chapter situates the book in theoretical and empirical contexts. It provides a brief overview of competing theoretical approaches to explaining trajectories of economic reform in continental Europe in the era of austerity and transnational neoliberalism since the early 1990s. Since standard analyses of “neoliberal” reform fail to capture these dynamics of economic reform in continental Europe, as do conventional institutionalist and interest-based accounts, it argues for an approach that emphasizes the political power of ideas and highlights the influence of national liberal traditions—French “statist liberalism,” German “corporate liberalism,” and Italian “clientelist liberalism.” It provides a brief overview of the remainder of the book, which uses a study of national liberal traditions to explain trajectories of reform in fiscal, labor-market, and financial policies in France, Germany, and Italy, three countries that have rejected neoliberal approaches to reform in a neoliberal age.
